Rotary Club CdeOro turns over grant to Red Cross

HE Rotary Club of Cagayan de Oro turned over a global grant to the Philippine Red Cross CDO-MisOr chapter in ceremonies held Wednesday.

Global grants support large international activities with sustainable, measurable outcomes in Rotary’s areas of focus.

By working together to respond to real community needs, clubs and districts strengthen their global partnerships.

Global grants have a minimum budget of $30,000 and a maximum World Fund award of $400,000. Grant sponsors can use a combination of District Designated Funds (DDF), cash, and/ or directed gifts and endowment earnings to fund a global grant. The Foundation will provide a 100 percent World Fund match for all DDF contributions.

In this case, the global grant was applied during the time of immediate past president Julino Dulfo in

2019.

Past RI District 3870 governor and district Rotary Foundation chair Manuel Along recalled that it was during a training among fellow Rotar y Foundation district chairs in Clark last March 2019 that they were encouraged to apply for the global grant.

Along, who is organic to the Rotary Club of Cagayan de Oro, then met with Dulfo so they could apply for a global grant.

The global grant that they applied for was to be used to install a molecular lab at the Philippine Red Cross.

and infectious diseases.

Soriano is grateful to the Rotarians, saying the global grant is timely in the light of COVID-19.

Mindanao’s biggest club, also recognized as The Mother Club, was

organized on April 22, 1948. From a small group 17 charter members, it has constantly grown over the years.

23,256 learners experience distance learning in Camiguin

A

BOUT 23,256 learners in the Division of Camiguin preferred the distance learning delivery mode in light of the basic education learning continuity plan.

Department of Education (DepEd) Camiguin formally opened SY 20202021 without the traditional learning experience, which is the face-to-face mode of delivery, October 5.

Superintendent Edgardo V. Abanil led the School Opening Day declaring a “great success” over COVID-19 pandemic because about 23,000 students (21, 534 in public schools and 1,722 in private schools) have decided to enroll this school year.

During the Talakayan sa PIA, Abanil said DepEd Camiguin used the modular and distance modes of learning, and noted that the island has a weak internet connectivity in the schools.

“As of today October 5, we have not received any complaints or negative comments during the opening of classes,” he said.

In lieu of the face-to-face

classes, distance learning approaches are made available to the students for them to learn inside their homes.

Based on the Learner Enrollment Survey Form (LESF), most of the students prefer the modular (printed or offline) and television or radio-based instruction. Some opted for blended learning in which two or more modalities are combined.

Dr. Lailanie E. Lopena, chief of School Governance and Operations Division (SGOD), said the Division has realigned some expenses in its Maintenance and Operating Expenses (MOOE) noting that there will be activities that will no longer apply in the “new normal,” such as the conduct of summer reading camps, sports training, and other regional activities that will require meals and transportation expenses.

“School heads also have communication allowance worth P1,000 to easily communicate with parents and learners in providing guidance on modular learning.

Project-based classwork is more demanding than traditional book-based instruction where students may just memorize facts from a single source.

Instead, students uti-

lize original documents and data, mastering principles covered in traditional courses but learning them in more meaningful ways. Projects can last weeks. Multiple projects can cover entire courses.

Student work is presented to audiences beyond the teacher including parents and community groups.

Studies must also enable students to reach across traditional disciplines and explore their relationships. History, literature and art can be

interwoven and studied together. Integrated studies enable subjects to be investigated using many forms of knowledge and expression as literacy skills are expanded beyond the traditional focus on words and numbers to include graphics, color, music and motion. Working together on project teams and guided by trained teachers, students learn the skills of collaborating, managing emotions and resolving conflicts in groups.

THE Department of Agriculture (DA)-10 strengthened its food resiliency initiatives to further support local farmers and fisherfolk amid the ongoing coronavirus disease (COVID)-19 crisis.

“DA’s Plant, Plant, Plant, Program (4Ps) continue to allocate the local government units (LGUs), schools, military personnel, other government agencies and non-government organizations provisions on rice, corn and vegetable seeds, and even livestock, to boost the services and assistance to our local farmers [and other relevant stakeholders],” Carlota S. Madriaga, regional technical director for operations of DA-10 said.

Anti-corruption Mega Task Force THE marching order of Malacanang to rid the bureaucracy with corruption is a tall order, like fighting the invisible Covid-19 pandemic.

Malacanang has ordered the Department of Justice to take the lead in the government-wide corruption probe following reports of unabated haul of public funds by corrupt government officials and employees.

As to what level of sincerity the DoJ’s response to Malcanang’s call, this remains to be seen.

With the ‘Mega Task Force’ created by Justice Secretary Menardo Guevarra to comply with the Malacanang directive, the war against corruption appears like the last hurrah before the 2022 national

elections.

Initially listed on the hot seat are agencies deeply involved in corruption — Philhealth and Public Works and Highways, among others.

These lead agencies has been in the take of public funds by the billions of pesos.

The DOJ has been ordered to prosecute and file charges against government officials and employees involved in irregularities.

Again, this remains to be seen.

The bureaucracy is agog with scandals, allegations of graft, coverups, among others thus an expanded scope of the task force to look into allegations of widespread graft and corruption was created and now in effect.

The truism is that the real problem is globalization under the insane ideology known as corporate globalization that brought about a suicidal, globalized free market economy based on plundering and polluting the earth’s vital resources. According to the Study of Dr. Vandana Shiva, world renowned physicist and environmentalist, that ”insane ideology has already displaced millions of farmers, crafts people and

workers. In fact, a global estimate supplied by an independent report commissioned by 20 countries to study the human and economic cost of climate change due to that insane ideology wrote that: “That insane ideology is linked to 400,000 deaths worldwide due to climate change each year, project deaths to increase to over 600,000 per year by 2030.

Ganging up on Pialago CELINE Pialago, the articulate and straight-tothe-point spokesperson of Metro Manila Development Authority (MMDA) was on the receiving end of hysterical flak from the phalanx of human rights activists, leftist propagandists, and some ignoramuses in the movie world. These stemmed from her remarks over the death of a newly born baby inside a detention cell. The mother of the child, Reina Nacino, was detained by authorities armed with a warrant of arrest for her suspected ties with a terrorist group. She was in possession of firearms during the arrest. No

mention of her pregnancy ever came out of the press and I have the suspicion that she never took her condition up while in detention.

In brief, the baby was born in a squalid condition and obviously malnourished.

Why was the father not informed is another story that may yet unfold later.

It is tragic that the baby died but the melodramatic coverage of her death has all the elements of leftist propaganda helped by antiDuterte media outlets - traditional and digital. Celine Pialago had her fill and, like her flagellates, freely expressed her opinion.

The new normal for commercial environments SINCE the announcement of this destructive pandemic and the consequent containment measures introduced by the government work for many has not been the same again. While there is hope that soon this nightmare may resolve with the introduction of a vaccine many are still working from home, in alternate shifts or in reduced and hyyper-protected office environments.

With the ongoing push for balik probinsya and the announcement by DTI of intersting incentives for companies willing to transfer out of the Metro Cities it would make sense for many corporations

to review the current set-up and take this opportunity to relocate, remodel and restart their operations from a new, upgraded and safe office environment.

AGAYAN DE ORO CITY – In the effort to further drum-up the region’s food production capacity, the Department of Agriculture in Northern Mindanao is eyeing Lala, Lanao del Norte as one of its prospected pilot areas for the implementation of DA’s Farm and Fisheries Clustering and Consolidation (F2C2) Program in Northern Mindanao.

Lala accounted for 6,288 hectares of rice area in Lanao del Norte and the home of 53 DA-accredited and LGU-assisted Farmer Associations and Cooperatives (FCAs) engaged in rice farming.

In the last wet cropping season, Lala generated a total of 40,391 metric tons harvested palay.

“We have significantly facilitated the granting of numerous agricultural assistance to our farmers. Rice farmer associations in Lala are recipients of various agricultural inputs, farm machineries

and equipment, and agricultural infrastructure projects from DA-10,” Dodirico Cuaresma, Lala Municipal Agriculturist said.

Given Lala’s potential as one of the region’s top rice producers, and the LGU’s strengthened support for agriculture, the town is prospectively identified as recipient of the F2C2 Program.

“The LGU of Lala vowed to continuously support our rice farmers, and we will be more than willing to be part of DA’s rice production projects in the region” Cuaresma added.

As the pioneering farm and fisheries clustering program in the country, the F2C2 is primarily geared towards increasing agricultural revenue in the region, by providing the agri-fishery sectors strategic access to market, resources and technologies assistance.

As a requirement, clustered F2C2 rice areas should reach a minimum of 100 hectares.

“God gives us the ingredients for our daily bread, but he expects us to do the baking!” Likewise, the ALS –BPOSA makes possible all resource to provide skills training, the rest will be up to promising students to develop their talents and skills in baking. The bakery project was proposed to the school principal and sometime in November 2019, with the initiative of the ICNHS Alternative Learning System Coordinator, supported by the School Principal, Rex L. Razo and the Barangay Officials, the Alternative Learning System Bakery was set off, after the regional monitoring by the regional ALS focal person Ray Butch Mahinay and the different EPSA of Region 10.

Creating a laboratory (for bread and pastry production) bakery was first conceptualize in respond to the increasing demand in livelihood skills training, at the same time providing immediate income to the ALS learners and the students while undertaking the skills in bak-

ing. The project is a City Development Livelihood Office (CDLO) City of Iligan assisted project. It will be an income generating project, since there is a ready market for bread and pastry production within the school and Barangay vicinity. Different school level students can prefer to have bread and pastries as there snack at a very low price. Also, there is constant increase manpower of student bakers considering baking skills are demandable in a fast growing economy and the training skills are for free under the ALSBPOSA Program.

For the project ALS Bakery to materialize, the ALS coordinator were able to eliminate obstacles, which is mainly the cost of financing the project.

With the support and approval of the School Principal, the construction of the Laboratory building for bread and pastry production was made possible using scrap materials from the school last July 2020. Amazingly, it was during the height of the COVID pandemic

the building was completed. Then, on October 20, 2020 the ALS Bakery was inaugurated in the presence of the Dep. ED Regional Director Dr. Arturo B. Bayocot, Roy Angelo E. Gazo, Schools Division Superintendent and Dep. Ed Officials from the Division of Iligan City.

T h e B re a d Pa s t r y production is one of the EST (Educational Skills Training) Program with NC II from TESDA. It is noteworthy that with the continuing program of ALS BPOSA, the ALS Bakery built within the school premises is the first in Region 10. The program will be expecting additional baking equipments as well as students since this school year enrollees had gradually increased.

MACAPANTON, a Government Administrative Aide at Marawi City Division, Department of Education, seeking correction of the erroneous entries of her late husband’s Date of Birth in his Certificate of Live Birth under Registry No. 97-223, Certificate of Marriage under Registry No. 2018-291 and Death Certificate under Registry No. 2018-5565;

5. From the very start petitioner’s husband started to work as an employee in the government, his date of birth is October 23, 1968 instead of June 22, 1966 as erroneously filled up by his late father when applied for a Certificate of Live Birth (COLB) as requirement precedent in his job application at the Department of Education, Marawi City Division, a copy of COLB is attached as Annex “A” to “A-1”;

6. When petitioner secured a Security Paper (SecPa) of his late husband’s COLB, Marriage Contract, and Death Certificate from the Philippine Statistics Authority (PSA), it was the Birth Date in his COLB erroneously filled up and filed by his late father under Registry No. 97-223 that was released to her, copies of said (Secpa) Marriage Contract and Death Certificate are attached as Annex “B” to “B-2”;

7. The correct Date of Birth that should be entered in the petitioner in the petitioner’s husband was consistently reflecting October 23, 1968;

8. To prove that the petitioner’s husband was consistently reflecting October 23, 1968 as his Date of Birth, she intends to produce the following documentary evidences: a. Service Record issued by the Administrative Officer-V of the Division of Marawi City, DepEd, [attached as Annex “C” to “C-11; b. Government Security Insurance System or GSIS UMID Identification Card, [attached as Annex “D”]; c. Voter’s Identification Card issued by the Commission on Election of Municipality of Marantao, [attached as Annex “E”]; d. Driver’s License issued by the Land Transportation Office, [attached as Annex “F”]; e. Company/Employer Identification Card issued by the DepEd-Marawi City Division, [attached as Annex “G”],

9. This petition is filed without any slightest intention to defraud or prejudice the government or any person, its ultimate purpose is to rectify erroneous entries in the public records of the Civil Registry;

10. Petitioner submits that nobody will be prejudiced by granting this petition nor is there pending case filed against her;

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on DECEMBER 3, 2020 at 8:30 o’clock in the morning.

Let a copy of this Order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

While rice is produced by our famers at P15 per kilogram, rice coming from Vietnam and Thailand are just sold at P10 per kilogram as allowed by Rice Tarrification. Corn being produced by our farmers at P11.50 per kilogram is just being bought at P8 to P9 per kilogram because of the entry of cheap corn substitutes like wheat feeds.

In global agriculture set-up, may I ask three questions, to wit: WHO CONTROLS? WHO PROFITS? WHO BENEFITS? ONLY A FEW OLIGARCHS AND CARTELS. Not the farmers who are working under the excruciating heat of the sun!

Let us all reflect and know this truism as stated by Dr. Shiva: “When the economic dictatorship is grafted onto representative electoral democracy, a toxic growth of religious fundamentalism and right-wing extremism is the result. Thus, corporate globalization leads not just to the death of democracy, but to the democracy of death, in which exclusion, hate, and fear become the political means to mobilize votes and power.”

Dr. Matalam said the region was lucky with the many members in the network and that the partner stakeholders were very active in the mental health program even before the pandemic started.

She bared that 284 calls from the hotlines were referred to the network.
