In a communication copy furnished to this paper, Engr. Joffrey E. Hapitan, vice president of bulk water supplier Rio Verde Water Consortium, Inc. (Rio Verde), informed COWD Production Head Engr. Edward Tesoro that Rio Verde commissioned its newly repaired underwater pipeline Wednesday (October 25,

2017) at 6 p.m. “The flow rate at COWD Take Off Point (TOP) is now maintained at 40,000m3/day (or 40MLD, million liters per day) at 70 pounds per inch (psi) pressure,” Hapitan said. CAGAYAN de Oro City-Chinese shipbuilding giant Ansteel is selecting between Subic and Phividec Industrial Estates in Misamis Oriental as possible sites for their new plant in the Philippines. Gov. Yevgeny Vincente Emano broke the news over the weekend even as he said that the company is expected to take in almost 50,000 jobs once it’s realized. Emano said he has met with Ansteel executives who

called on him earlier this week. Prior to the group’s meeting with the governor, Ansteel representatives also met with Phividec administrator Franklin Quijano. If plans don’t miscarry, this would be the second time in less than a decade that a steel manufacturing company has expressed interest to invest in Misamis Oriental. CAGAYAN de Oro City-Misamis Oriental Gov. Yevgeny Vincente Emano has ordered the Provincial Environment and Natural Resources Office (PENRO) to look into allegations that heavy siltation in Macajalar Bay is caused by unsound farming practices in Claveria, a landlocked municipality. In an interview, Emano said he has received reports that fertilizers used by farmers in Claveria are clogging the drains there and overflow downstream into the open sea. In a separate interview, provincial agriculturist Benjamin Resma said the governor has already tasked PENRO to talk to the farmers in Claveria and look on how to improve their farming methods “so the environment won’t be compromised.” Resma also theorized that the practice of cutting down trees in the past has contributed to the erosion of topsoil downstream going into Macajalar Bay. Emano has also referred the matter for action to the Macajalar Bay Development Alliance (MBDA), which is composed of local government units (LGUs) coasting the body of water. Govt allocates initial P5b fund for Marawi rehabilitation Sat-Sun, October 28-29, 2017

THE government is allocating an initial PHP5-billion fund that will be spent until the end of the year for the rehabilitation of Marawi City, a Civil Defense official said Monday, October 23. Office of Civil Defense (OCD) Assistant Secretary Kristoffer James Purisima said a big chunk of the fund would be allotted for the relief efforts. “Ang priority diyan ay ‘yung patuloy nating pagbibigay ng relief sa ating IDPs (internally displaced persons),” Purisima said during the regular Mindanao Hour press briefing in Malacañang. As of latest count, he said there are more than 72,000 IDP families still housed in evacuation centers as well as those who are home-based. Purisima added that part of the PHP5-billion would also be used to fund the construction of transitional shelters. The National Housing Authority eyes to build at least 1,100 transitional shelters within the year for the Marawi City IDPs, he said, adding that displaced persons may start occupying the shelters as early as next year. “‘Yun ang target nila doon sa unang plano. Of course, this is subject to evaluation, this is subject to revisions as needed dahil ngayon minamadali na at tinatapos na ng DPWH ‘yung site development ng lahat ng transitional shelter sites. ‘Yung six areas diyan sa transitional shelter sites,”

Purisima said. The site development continues in Barangay Sagonsongan, Marawi City, under the leadership of the Department of Public Works and Highways. A private company also volunteered to develop a water distribution system for the transitional shelter site in Barangay Sagonsongan and has identified location for installation of deep wells. The government also accepts donations from foreign groups and it is being handled by the Finance and Resource Mobilization Support Group. Among the donors include Thailand, India and China, he said. To address concerns on the lack of livelihood in the temporary sites, Purisima said the government is studying possible livelihood and business opportunities for the IDPs. “At saka alam naman natin itong transitional shelter site ay transitional, temporary lamang, ngunit bibigyan pa rin natin sila ng sense of community dito sa transitional shelter site,” he said. “So nagpaplanong maglagay diyan ng marketplace, maaaring maglagay din diyan ng eskwelahan at health center o medical center,” he added. Aside from the appropriate livelihood interventions, the IDPs will also be provided appropriate health and educational interventions as well. Meanwhile, Malaca-

ñang welcomed the tie-up between the Diocese of Novaliches, Quezon City and the Philippine National Police to rehabilitate drug dependents. “The drug rehabilitation partnership agreement signed by the Diocese of Novaliches, Quezon City government, and the Philippine National Police for a community-based drug rehabilitation program in the Batasan area is a commendable move to pro-actively help the national government in the anti-illegal drug campaign,” Presidential spokesperson Ernesto Abella said in a statement. “ It is hoped that this kind of partnership can be replicated by the PNP and other offices involved in the comprehensive anti-illegal drugs campaign with other Dioceses, as well as other churches and church groups in the country,” he added. Abella noted that this kind of collaboration between the government and the Church is what the people expect, as indicated by a recent survey showing majority saying that the Catholic Church must help with the rehabilitation of drug addicts. “The complementary work of the government and the Church in the treatment and rehabilitation of drug dependents must further be enhanced, particularly in areas such as restoration of mental, spiritual, and psycho-emotional health,” he added. PCC: Telco services still poor despite Globe-PLDT-SMC deal THE Philippine Competition Commission (PCC) said mobile and internet services of Globe Telecom, Inc. and PLDT, Inc. remain poor a year after acquiring San Miguel Corp.’s (SMC) telecommunications assets, including the 700MHz frequency. PCC made the statement after the Court of Appeals (CA) released Monday its decision on the Globe-PLDT-SMC telco deal, which favored the private sector. The CA upheld the legality of the PHP69.1billion telco deal, ordering the PCC to “cease and desist from conducting further proceedings for the preacquisition review and/or investigation of the subject

acquisition." “The Philippine Competition Commission has yet to receive the official copy of the decision from the Court of Appeals. Rest assured, however, that we will take the appropriate legal steps to move this multi-billion acquisition case forward,” the PCC said. The CA’s decision effectively stops any third player from competing with the duopoly of the two big firms in the local telco industry. “We note that a year after the sale, the public continues to complain of slow, expensive and poor quality of internet and mobile services. If anything, this has further fueled our determination to safeguard the market and promote the

interests of consumers,” the anti-trust body stressed. To recall, the telco firms claimed that their transaction was deemed approved since they filed a notice of the deal to the PCC. But the PCC argued that the transaction should still undergo review and the notification to the antitrust watchdog should not be filed “merely for the sake of submission.” “The Philippine Competition Commission is a national government agency duly mandated by law to review mergers and acquisitions for their possible negative impact on fair competition in the market,” PCC said. “We are firm in our resolve to perform our mandate under the law,” it added. The thematic areas for the inquiry includes the protection and promotion of the IPs’ land and cultural rights, effectiveness of the government process to obtain the Free, Prior and Informed Consent of the IPs, and state of economic and social development of IPs in the Philippines. The National Inquiry is in line with the commitment of

the CHR in taking account of the IPs’ concerns as protection and promotion of their human rights. The Commission further encourages local government units’ (LGUs) involvement in these kinds of activities in furthering the implementation of the IPs Rights Act of 1997. The National Inquiry aims to produce a recommendatory report on IP-related problems to be endorsed to government agencies, which bear equal mandate to protect the welfare of the IPs in the country. But her father told her no because she had to wait until she was bigger. The girl got angry and said, “Then I want a new Daddy!” Sometimes when we don’t agree with God we act like that little girl who can’t trust her father, even

though He knows much more than her. He understands that she’s not ready for a big bicycle. But she just thinks her father’s not fair or doesn’t really love her. Our problem sometimes is that we’re looking for the wrong answer. We don’t believe what God is doing is for our happiness, or that He’s even isn’t listening to us. But He is. In fact, He’s answering needs in your life you don’t even know about! As one wise person prayed: “God, don’t punish me by giving me everything I ask for.” You see, many times we simply don’t know what will make us happy for the rest of our lives. We just want to

be comfortable and happy for the moment right now. But God is trying to help us and make sure we are happy forever. So He’s trying to fix the bigger problem of our heart and relationship with Him our Maker. Does that mean Jesus doesn’t care about our suffering now? No, it’s just the opposite. Jesus cares very much! He knows exactly what it feels like to be hurt and suffer unfairly for something you didn’t do. When God the Son Himself, Who was completely innocent, took all the pain and penalty for our wrongs and sins, He cried out to God the Father: “Why have you left me?” Even Jesus Himself, after

Chinese home appliance manufacturer Haier is seeking to speed up the turnaround at its recently acquired GE Appliances, deploying a strategy that will leverage the development of a data platform and the connectivity of appliances based on the internet of things, company chairman Zhang Ruimin said, “We are targeting double the revenue and profit in the next five years” he said. Zhang, a delegate to the 19th party congress, shared his views with the Post on the sidelines of the meeting under way in Beijing. Haier acquired the home appliance unit from General Electric for US$5.6 billion in June last year. The US corporation had been seeking a buyer for the struggling business amid profit growth in the low single digits. GE had initiated proceedings to spin off the appliance unit eight years before the sale to Haier. Zhang, 68, said a strategy to help turn the business around had begun to find traction, as profit growth for the first nine months of 2017 had risen to 10 per cent on year. He said profit would

continue to improve amid a push to embrace the internet of things. “Imagine by touching the screen on your fridge, you can buy things from online shops,” said Zhang, who transformed an ailing fridge factory in Qingdao into Haier, one of China’s biggest white goods makers. He added that consumers would also be able to use smart phones apps to find out useful information when more appliances are web-enabled. “By using apps on your cellphone, you can check which laundry room close to you has washing machines available,” he said. Zhang said a one-time purchase of an appliance actually opened the door for more consumption on the platform built by Haier. For example, the smart laundry room model, which makes use of big data, has been successful on the Japanese market. “We learned from GE, particularly its famous ‘six sigma’ quality control discipline in the 1990s,” Zhang said. “But I believe the key to success in business is always quickly switching to the right track. Haier is

on the right track now, with our grip on the internet, and we will bring the know-how to GE.” Zhang has applied his out-of-the-box thinking to Haier’s own human resources, breaking the giant company with 60,000 employees into more than 1,000 business units that act like customer-focused start-ups. “The governance structure, performance and payment system has been overhauled,” he said. “In the past, different departments like research and development, production, and sales work were in a linear relationship. This was further affirmed in an advisory issued by COWD’s Public Relations Information Division Thursday (October 26, 2017): “Rio Verde’s underwater pipeline was commissioned back at 6PM yesterday. Supply came through the COWD take off point at around 9PM and started stabilizing at a flow rate of about 1,700 cu.m/ hr. Supply to most parts of the west service area was restored by 11PM. We shall continue to regularly monitor the delivery of Rio Verde at the take off point.” Several barangays in the west part of the city experienced very low pressure to no water when Rio Verde’s 650mm main transmission pipe under the Cagayan River was damaged by strong river currents and the series of earthquakes which hit the city in the last six weeks. According to the COWD, the shutdown of Rio Verde’s main transmission line initially affected some 24,953 connections. Gradually, water supply was restored to 95% of these areas starting 07 October. By that date, only 1,937 connections, mostly in Lumbia and Opol remained either waterless or with very intermittent supply. The COWD focused water delivery using water tankers to supply these areas. In an advisory sent to this paper, COWD confirmed also that “though repairs will be completed by Wednesday, it will take one more day for sufficient pressure to be built before normal supply to the affected areas will be restored. Therefore, COWD customers in Lumbia, those along Masterson Avenue and those residing in elevated portions of Opol may expect normal supply by Thursday (October 26).” However, a chance encounter by this writer with two residents of Lumbia confirmed that the barangay was actually mostly unaffected by the water shortage since 70% of all households in the barangay were already being served by the Kyogojo Cooperative, a barangay initiative that set up a water sourcing and distribution system some years ago with some 1,648 connections to date. The Kyogojo coop is a Barangay Water Supply Association (BWSA) which has a contract with Barangay Lumbia for the operation and maintenance of its barangay waterworks.
