AGAYAN de Oro City--The International Labor Organization (ILO) has urged companies and businesses to observe the non-hiring of minors in their work force as plans to eliminate child labor practice in the country gains ground.

K halid Hassan, the Country Director of the International Labour Organization, in his message, said business operators, most especially in the agriculture sector, have the obligation to check and verify if they are employing children in their operations.

have the ability “to monitor practices up to the lowest level of the supply chain” to ensure that no children are being employed.

CAGAYAN de Oro City-The police have cautioned store owners and community members of persons buying some ordinary items in bulk that could be used in assembling improvised explosive device (IED) as the city is on full alert following repeated reports that it is the target of a terroristic attack.

Supt. Lemuel Gonda, Philippine National Police-10 (PNP-10) spokesperson, said they are urging civilians to be on the lookout for suspicious-looking individuals who could be buying wires, relays, capacitors, batteries, and even series lights, bolts and nails, as these could be used to make IEDs. Gonda said people must report to authorities if they have information of persons who made such purchases.

Following the deaths of two terrorist leaders, Isnilon Hapilon and Omarkhayam Maute, in Marawi recently, authorities are preparing for retaliation by the remaining extremists.

It can be recalled that members of the Maute group were arrested in separate operations here a few months ago.

Fare discounts for students include weekends, holiday mark francisco, Section Editor

STUDENTS are now entitled to fare discounts, even during weekends and holidays, the Land Transportation Franchising and Regulatory Board (LTFRB) said.

This, as the LTFRB issued an order stating that students may avail of the twenty percent discount from Monday to Sunday, including summer breaks and holidays starting October 28.

“Students can avail of the 20 percent discount from Monday to Sunday including summer breaks, legal and special holidays,” the Board said in its memorandum circular (MC) dated October 11 amending MC 2005-014.

that students may only be granted fare discounts during the school year from Mondays to Fridays. This cannot be availed of on weekends, summer breaks and holidays.

Postgraduate students, however, such as those taking up medicine, law, masters, doctorate degrees, among others, are not covered by the new order.

“We have received complaints in social media,” LTFRB board member and spokesperson Aileen Lizada said in a text message to reporters when asked on the rationale of the decision.

Lizada said the fare discount will be applicable in buses, jeepneys, taxis and other public utility vehicles.

WITH the successful conclusion of the Marawi siege, Malacañang on Monday said the government can now shift its full attention to the colossal task of rebuilding the city and bringing the lives of its affected residents back to normalcy.

“The fighting in Marawi has ended. Since the rebellion started 154 days ago, almost a thousand terrorists have been killed, including its leaders Isnilon Hapilon, Omar Maute, Mahmud Ahmad, among others,” Presidential Spokesperson Ernesto Abella said in a statement.

He said the end of the Marawi siege saw the successful conclusion of what has been, so far, the most serious threat of violent extremism and radicalism in the Philippines and in Southeast Asia.

“The defeat of the Daesh-inspired Maute Group likewise underscores our singleness of purpose in the global war against ter-

rorism,” Abella said.

Earlier, Defense Secretary Delfin Lorenzana announced the termination of all military operations in Marawi City after military troops overran the last pocket of resistance made by pro-Islamic State Maute and Abu Sayyaf Group (ASG) militants who have laid siege to the city since May 23, 2017.

The formal declaration came a week after President Rodrigo Duterte declared the “liberation” of Marawi following the killing of Hapilon, an Abu Sayyaf leader and the supposedly appointed “emir” of IS forces in Southeast Asia, and Omar Maute in a nighttime operation.

The two militant extremist leaders were among the 920 terrorists killed by government troops.

With the end of the fighting, Abella said all efforts would now be focused on rebuilding both the war-torn southern city and the lives

of its people.

According to estimates, up to 230,000 people have fled the fighting in Marawi.

While most of them have found shelter in the homes of their relatives across Mindanao and even as far as Luzon, around 40,000 have been living in evacuation centers just outside the conflict zone.

CA affirms P70-billion PLDT, Globe buyout of SMC telco assets the agency's argument that the comprehensive review is necessary as it would identify the potential impact of the transaction on public welfare as well as determine its relevant market and whether it will result to substantial changes to the market structure or not.

The court held that the PCC committed grave abuse of discretion when it did not follow its own transitory rules and regulations when Globe and PLDT announced the deal.

It stressed that the National Telecommunications Commission (NTC) - not the PCC - that has the au-

thority to investigate the deal.

The CA explained that the NTC has technical expertise to allocate frequencies to telecom companies, which cannot be unilaterally reviewed by the PCC. “It is only the NTC that has the power (not to mention the technical expertise and institutional experience) to allocate radio frequencies, and the PCC certainly has no authority to review, reverse or modify the NTC decision,” it stressed.

However, the CA pointed out that the approval of the deal does not remove the

power of PCC to conduct a post-acquisition review to ensure that PLDT and Globe would not engage in any anti-competitive conduct.

“If the parties misuse the subject acquisition to engage in anti-competitive behavior, then PCC may very well exercise its powers to prevent and punish anti-competitive behavior under R.A. 10067 (The Philippine Competition Act ),” the appellate court stated.

In its Letters dated June 7 and June 17, 2016, PCC ordered the pre-acquisition review and investigation of the acquisition made by PLDT and Globe. (PNA)

He said he believed that paying his last respects to Vidal was part of his “obligation” as a member of the Catholic Church and as a Cebuano. Duterte’s father hails from Danao City.

He added that he would like to give “due importance” to the death of Vidal, who

spent his life championing peace and reconciliation in the country.

To honor Vidal’s significant contribution to the country, the President said he would sign an executive order declaring October 26, the burial day of Vidal, as a holiday in Cebu.

This will allow Cebuanos to join the funeral of Vidal.

“I’ll sign the Executive Order declaring a holiday here in Cebu on the day of the burial of His Eminence,” he said.

Cardinal Vidal passed away at the age of 86 on October 18 due to complications from pneumonia.

THE Court of Appeals (CA) upheld the legality of the PHP70-billion buyout of telco assets of San Miguel Corporation (SMC) by the Philippine Long Distance Telephone Company (PLDT) and Globe Telecommunications.

In a 54-page resolution dated October 18, 2017 but was released to media on Monday, the CA’s former Twelfth Division, granted the petition filed by PLDT and Globe in July last year seeking to stop the Philippine Competition Commission (PCC) investigation of the P70-billion acquisition.

The resolution was penned

by Associate Justice Ramon M. Bato Sr. and was concurred by Associate Justices Manuel Barrios and Maria Eliza Sempio Diy. "Wherefore, premises considered, the petitions filed by petitioners Philippine Long Distance Company (PLDT) and Globe Telecoms Inc. are hereby granted," it ruled.

It made permanent the writ of preliminary injunction (WPI) it issued in August last year "enjoining

and directing Philippine Competition Commission, its officials and agents, or persons acting for and on its behalf to cease and desist from conducting further proceedings for the preacquisition review and/or investigation of the subject acquisition."

"The Writ of Preliminary Injunction enjoining and directing Philippine Competition Commission, its officials and agents, or persons acting for and on its behalf to cease and desist from conducting further proceedings for the preacquisition review and/or investigation of the subject acquisition based on its letters dated 07 June 2016 and 17 June 2016 is made permanent," it avers.

The said WPI was questioned by the PCC before the Supreme Court (SC) last April even before the CA could rule on the merits of the case.

The appellate court issued a writ of mandamus compelling the PCC “to recognize the subject acquisition as deemed approved by operation of law.

Memorandum Circular 16-002 requires parties to a merger acquisition to merely notify the Commission through a letter containing certain information.

The CA explained that following its examination of the notice submitted by the petitioners, it is convinced that the said notice sufficiently contains the “Key Terms of the Transaction” and substantially complied with the requirements of MC No. 16-002.”

“With the subject notice being compliant with the requirements of MC 16-02 and there being no false material statement therein, the subject acquisition is deemed approved by operation of law and may no longer be challenged under the PCA (The Philippine Competition Act),” the CA said.

“It follows that PCC is duty-bound to recognize that status and give effect thereto. The petition for mandamus is therefore, meritorious,” it added.

A famous man said, “ Wo r d s a r e t h e m o s t powerful drug used by mankind. Words are like nitroglycerine: they can blow up bridges—or heal hearts.” It just depends on how you use them: as a weapon to hurt or a tool to help.

Our tongue really does have the power of life and death. Words have brought peace or war between nations; life and death to millions. Words can either make or break the reputations and careers of people.

So an important secret to success is learning how to use our words well, to say the right thing at the right

time in the right way.

Yet sometimes, the best statement we can make is our silence. It’s also a hard argument to beat.

Occasionally, the only way to be heard is to be quiet.

Those who have the most to say usually say it with the fewest words. It’s the wise, successful person who says more by talking less.

Remember, “You’ll almost never hurt yourself by what you don’t say. It’s when the fish opens his mouth that he gets caught.”

So a good rule to follow is: “Don’t speak unless you can improve on the silence.”

You can often tell more about a person by what

they say about others than by what others say about them. The reason we enjoy talking about the faults of others is so we can feel better about our own faults.

You see what you want to see and say what you want to say. It’s out of our heart that our words come. But remember that a good word is as easy to say as a bad one. In fact, if we’re smart, we’ll “keep our words soft and sweet, because we may have to eat them.” Gentle words may fall lightly, but they carry great weight.

So the sooner we learn to use our words well, to build others up instead of tearing them down, the

he Department of Agriculture Regional Field Office 10 (DA-RFO 10) through the Regulatory Division conducted a Training on Good Agricultural Practices (GAP) for Fruits and Vegetables and Certification Protocols on October 11-13, 2017 in Cagayan de Oro City.

Agricultural technicians from all over the region of Northern Mindanao, farmers, non-government organizations (NGOs) and other agristakeholders gathered for the three-day event, which aimed to convey the standard code of practice for the production and primary processing of fresh fruits and vegetables cultivated for human consumption,

particularly those which are intended to be consumed raw.

This standard code of practice is in accordance with RA 10611, otherwise known as “Food Safety Act of 2013,” which aims to maintain a farm-to-fork food safety regulatory system.

With the safety and quality standards intact, consumers are guaranteed that the products they buy from GAP certified farms are safe and are of premium quality.

Food Safety Team convenes for Updates – To strengthen the food safety regulatory system throughout Northern Mindanao, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Regulatory Division spearheaded the conduct of a Food Safety Update Meeting on October 6, 2017, here in the city of Cagayan de Oro. Graced by representatives from food safety regulatory agencies and the private sector involved in food safety assurance, the gathering focused on the creation of a Food Safety Coordinating Board (FSRCB) in region 10 to accelerate the implementation of Republic Act 10611 otherwise known as the Food Safety Act of 2013. In which, it is a law that seeks to ensure food safety concerns at all levels of the food supply or value chain. Epal is the practice of some politicians, government officials to plaster their names and faces on government vehicles, government projects claiming that the acquisition of the vehicles and the implementation of projects would not have been materialized had it not for their personal efforts; WHEREAS, Epal as an act of political advertising is unethical since people doing Epal are using the taxpayers’ money, power and funds under their discretion to boost name recall, face recognition and advance their own political agenda. It is a blatant indication the public official is soliciting fame and gloiy in order to perpetuate oneself or one’s family in power at the expense of government resources; WHEREAS, irked by this practice, some legislators have filed in the Congress and Senate the following House and Senate anti-Epal bills to wit; 1.

Terry Ridon - Senate Bill 4929 WHEREAS, the Commission on Audit (COA) on January 30, 2013 has issued Circular 2013-004 requiring government officials to notify the public of their offices’ projects, programs and activities but “at the least possible cost” noting that the nature of the announcement is to inform the public of fhe essential features of the project. As such, “the display and/or affixture of the picture, image, motto, logo, color motif, initials or other symbol or graphic representation associated with the top leadership of the project proponent or implementing agency/unit/office, on signboards, is considered unnecessary.”

WHEREAS, the rule will also apply to signboards of projects associated with “members of the Congress, Executive Officials or Local Officials where the [project] is implemented wholly or partially through the priority development assistance fund of Congress or through other forms of government fund transfers from the executive department or LGUs.” WHEREAS, since the bills are yet to become law, Epal practice continued to this day and remain unsanctioned; WHEREAS, there is a need to stop this practice in Iligan City; WHEREFORE, on motion of Member Petronilo G. Pacana BE IT RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod of Iligan, that the following City Ordinance be, as it is hereby ADOPTED and APPROVED: CITY ORDINANCE NO. 17-6591 AN ORDINANCE PROHIBITING THE AFFIXING, PLASTERING OF NAMES, INITIALS, LOGO, DRAWINGS, IMAGES OR PICTURES OF PUBLIC OFFICIALS/GOVERNMENT EMPLOYEES IN ANY CITY AND BARANGAY GOVERNMENTS OWNED VEHICLES, BUILDINGS, PROPERTIES/EQUIPMENT OR PROPOSED, ONGOING OR COMPLETED PUBLIC WORK PROJECTS, PROGRAMS AND ACTIVITIES IN ILIGAN CITY. Public officials - refers to Local Chief Executive, Vice Mayor, Sangguniang Panlungsod Members, Punong Barangay and Sangguniang Barangay Members SECTION 3. - Upon the approval of this Ordinance, the tarpaulins, drawing and pictures of public officials/government employees being put up in any proposed, ongoing or completed city government or barangay owned projects, properties/equipment shall be pulled down, erased or be removed.

SECTION 4. - Change of Markings - After the erasures of the Epal markings, the city government or barangays shall mark their properties with the following: For the Barangays: a. “Property of Barangay _________, Iligan City” b. ‘‘Property of the People of Barangay _________, Iligan City For the City Government: a. “LGU-Iligan” b. “Property of the Iligan City Government” c. “Property of the People of Iligan City” d. In case of vehicles, both sides of the vehicles shall be printed with “For Official Use Only LGU-Iligan” or “For Official Use Only and with the Logo of the Iligan City Government” SECTION 5. Exemption - Names of employees written on barangay or city government furniture and fixture like chairs, table and computers purposely to identify the accountable person for that furniture and fixture and written in small letters, visible only upon closer inspection are not considered Epal, and hence not covered in this Ordinance. Such names may not be erased or removed.

SECTION 6. Enforcing Agencies. The enforcement of this ordinance shall be under the City Mayor’s Office, in coordination with the following:

SECTION 7. Penalty. Any barangay official or city government official tolerating Epal shall be charged administratively and shall suffer the following penalty: a. First Offense - Warning b. Third Offense - Fine of P3,000.00 or imprisonment of not more than three (3) months but not less than one (1) month, or both at the discretion of the Court.

SECTION 8. Repealing Clause. - All ordinances, resolutions, rules, and regulations inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 9. Separability Clause. - If for any reason any section or provision of this Ordinance shall be declared unconstitutional and invalid, the other sections or provisions which are not affected thereby shall continue to be in full force and effect.

SECTION 10. Effectivity. - This Ordinance shall take effect ten (10) days after its publication in a newspaper of local circulation.

ASEAN urged to redouble efforts to achieve full economic integration M

ANILA -- The Association of Southeast Asian Nations (ASEAN) needs to further push intra-regional trade and investment to fully benefit its citizens from economic integration, said the country’s top diplomat.

Department of Foreign Affairs (DFA) Secretary Alan Peter Cayetano said the benefits of ASEAN Economic Community (AEC) must be felt by its citizens, as the region is now the fifth strongest eco-

nomic power in the world next to the European Union, United States, China and Japan.

“The ASEAN economy is thus an important part of the global economy. And through the ASEAN Eco-

nomic Community, ASEAN is able to face a global economy that is more competitive in the future,” Cayetano said in his speech read by DFA Asst. Secretary Frank Cimafranca during the European Union (EU)-Philippines Business Summit Tuesday.

ASEAN’s combined gross domestic product (GDP) stood at USD2.55 trillion in 2016 with a robust year-on-year real GDP growth rate of 4.7 percent despite the challenging global environment.

This growth in the region’s economy is expected to accelerate to 4.8 percent in 2017, supported by solid growth of private consumption and investment as well as expansionary fiscal policy.

ASEAN’s merchandise trade remains resilient at USD1.06 trillion in the first half of 2016, of which 24.02 percent was intraASEAN. “To date, we have made progress in the implementation of trade facilitation measures and initiatives in

ASEAN with a view to reduce cost and time of doing business in the region,” Cayetano said.

He also noted that ASEAN attracted a total of USD52.94 billion foreign direct investment (FDI) inflows, in the first half of 2016, of which 23.36 percent was intra-ASEAN. Cayetano said full ASEAN integration is a work in progress to facilitate a rules-based, people-centered and people-oriented ASEAN Community.

MANILA -- The Philippine Economic Zone Authority (PEZA) is asking the Office of the President (OP) to accelerate approval and proclamation of new economic zones.

This is after only six out of 58 applications for economic zones were released as of early this month, according to PEZA Director General Charito Plaza.

These six new economic zones include five information technology (IT) parks and centers and one horizontal economic zone in Negros region.

Plaza said potential investments for the 58 economic zones reached PHP500 billion, which would also include industries within these economic zones.

“We wish to have the proclamation for all [economic zones] to start building the industries,” she said, noting that the principals of these projects would like to fast track the development of these economic zones, which

receive incentives from the government.

“Their principals are looking at Vietnam, to transfer to Vietnam.

We will be losing these opportunities,” Plaza noted.

She said less than 10 of these economic zones applied during the Aquino administration but were not approved due to leadership transition.

Moreover, the Philippine Chamber of Commerce and Industry (PCCI) has also called for the presidential proclamation of these economic zones pending in the OP, adding that this has caused concern among PEZA investors.

PCCI added that companies are also delaying their investments as they wait for their projects to be PEZA-registered.

EastWest to deactivate non-EMV debit cards on December 4, 2017 EastWest Bank is set to deactivate all its non-EMV, magnetic stripeonly (magstripe) debit cards at 11:59 PM of December 4, 2017.

Upon deactivation, customers can no longer use these cards at automated teller machines (ATMs), point-of-sale (POS) terminals, and online merchants.

To avoid the rush and inconvenience, customers who are still using magstripeonly EastWest Debit Cards are encouraged to visit their store of account well ahead of the deactivation date to claim their free EastWest Debit Card with EMV

and payWave.

Those with payroll accounts are advised to coordinate directly with their company’s HR Department.

“We are deactivating all magstripe-only debit cards for our customers’ own protection. Debit cards with EMV chips are safer to use as they provide layers of security protection against skimming and transaction fraud,” said EastWest SEVP & Retail Banking Head Gerardo Susmerano.

An EMV card, also known as a chip card, contains a microprocessor chip that creates a unique transaction code

for each payment that cannot be used again for succeeding transactions.

Named after its developers Europay, MasterCard, and Visa, EMV chip technology is now the globally accepted industry standard for card payments.

In contrast, the magnetic stripe on a traditional card contains fixed information, which when accessed by fraudsters, can be used to make unauthorized purchases.

technology for greater convenience and global acceptance.

Italpinas Gears Up for Miramonti Project Cagayan de Oro city’s first green builder, Italpinas Development Corporation is starting to expand with Miramonti, its first ever project in Luzon, located in Sto. Tomas, Batangas.

There are an estimated 49,901 connections in C OW D’s we s t s e r v i c e area. From S eptemb er 25 to October 06, 2017, 2 4 , 9 5 3 ( 5 0 p e r c e nt ) experienced low pressure to no water. After October 6, only 1,937 of these (or 3 percent) are still experiencing low pressure to no water.

Million-peso project The Kalahi-CIDSS school building project cost P1.6 million, but the volunteer labor cost and the P6,000 share from the local government reduced the Asian Development Bank grant into more than P1.5 million.

The forum was aimed at “promoting good agriculture practices, including taking children out of the farms because the sustainability of any business operation hinges in large part on its labor condition.”

According to the data from the Philippine Statistics Authority, there are some 2.1 million child laborers aged 5-17 years old in the country as of 2011.

Around 95 percent of these children are engaged in hazardous work and 69 percent are below the minimum allowable age for work.

Fifty-eight percent of these child laborers are found in the agriculture sector.

“The Philippines, as its contribution to [Social Development Goals], has launched a new Philippine Program Against Child Labor (PPACL) with the goal of withdrawing one million child laborers by 2025. This is enshrined in the Philippine Development Plan and different stakeholders are in the midst of creating the system to target these children all over the country,” Hassan said.

He said ILO in the Philippines is also targeting hardto-reach forms of child labor that exist in remote rural areas and co-exist with agricultural practices.

“We are now implementing a project addressing child labor and poor working conditions in artisanal and small scale gold mining. Our approach here is the creation of an environment that better transition units and workers in this sector from informality, where different negatives practices abound, to formality, where regulation can better be exercised and greater compliance with standards achieved,” he added.

Hassan said it is imperative for companies, from small-scale ones to huge corporations, “to go beyond the rhetoric” and strictly monitor their operations at the community level to check if they have in their work force child laborers.

In his remarks, PMFTC President Roman Militsyn,

said “we take child labor seriously. Globally, [Philip Morris International] is very active in ensuring that child labor is progressively eliminated from tobacco farming.”

Militsyn said the company is promoting this effort through its Agricultural Labor Practices (ALP), “which is an important component of our Good Agriculture Practices (GAP). ALP is aimed at progressively eliminating child labor and other labor abuses from all farms where PMI’s affiliates and our leaf suppliers source tobacco worldwide.”

PMFTC has a tobacco plantation in Claveria town, Misamis Oriental where it has contracted dozens of local growers.

For his part, Governor Yevgeny Vincente Emano said that although the provincial government has not monitored rampant child-labor practices in the province, however, he lauded the initiatives of the LGU partners in holding the forum.

According to acting Provincial Agriculturist Dr. Benjamin Resma, the forum will celebrate the significant advancement in efforts to eliminate forms of child labor and revisit projects crucial to the task of localizing and giving form to the ILO and the National Child Labor Prevention Program for the province.

“The deliverables will be a set of substantive policy and action-oriented recommendations that will be leveraged with the participants from the within the [province] and outside on how to end child labor by 2025,” Resma said.

Allyn Peñalosa, head of the Misamis Oriental Provincial Youth Development Office, said children can actually help their parents rise from poverty if they are in school as education opens new doors and new opportunities for them.

She said the education department in the province has ensured that school-age children are in school and not engaged in any form of child labor.
