Mindanao Daily represented in China-ASEAN Media Visit

Bejing, CHINA – As the People’s Republic of China marked the 70th anniversary of its founding, the Chinese government designated 2019 as the ASEAN-China Year of Media Exchanges. This was agreed by leaders at the 21st ASEAN-China Summit held in Singapore in November 2018.

For the occasions, the Mission of China to ASEAN, in collaboration with the

ASEAN Secretariat, and the Permanent Mission of the Philippines to ASEAN organized a visit of ASEAN Media Delegation to China.

Each ASEAN nation sent two media practitioners representing various media companies, and Mindanao Daily News Corporation was lucky to be selected as a Philippine participant to the said Media Visit.

Mindanao Daily represented in China-ASEAN Media Visit from page 1

Affairs represented Mindanao Daily on that 1st Media Visit which ran from October 13 to October 19. He also gave a message to the hosts and delegates during the Welcome Banquet at Bijuan Hotel in Bejing. The head of the delegation, Counselor Gao Huijun of the China Mission to ASEAN, and Zhang Jinting, Vice President of China Report Press, Chairman of Beijing MW Foundation & Secretary General of Chinese Corporate International Communication Advisory Committee also delivered their messages to the delegation.

Countries represented on that first occasion were: the Philippines, Vietnam, Indonesia, Malaysia, Thailand, Cambodia, Laos, Myanmar and China.

On October 14, the delegation visited the China Central Television (CCTV) of China Media Group (CMG) and interacted with the company officials. The discussions and presentations focused on the development of digital media in China. The China Media Group which was formally established just last year (April 19, 2018), is now one of the largest media conglomerates in the world. It was created through the merger of China Central Television (incorporating China Glonal Television Network), China National Radio and China Radio International. CMG operates a vast broadcasting network.

CMG has built the world’s largest audio-visual archive from its rich, high-quality news content resources. It has laid out the ground-breaking strategic plan of “5G+4K/8K+Al” and assembled the first state-level 5G new media platform. It has pioneered the production and broadcasting techniques in the 8K format. It also established China’s first 4K resolution satellite channel.

CMG has entered into comprehensive cooperation agreements with more than 100 overseas media institutions, establishing varied and broad partnerships in news content sharing, programme co-production, personnel visits and broadcasting technology exchanges.

The delegation also visited and listened to presentations on Huawei Technology at the Huawei Corporation’s main office, also in Beijing. Huawei is a leading global provider of information and communications technology (ICT), infrastructure and smart devices. It aims to bring knowledge and appreciation of digital technology to people and organizations for a fully-connected intelligent world. Huawei employs 188,00 workers and operates in more than 170 countries and regions, serving 3 billion people around the globe. It provides customers with competitive, high quality and secure products, digital solutions and services in the field of telecommunications, information technology, smart terminals and cloud services.

Huawei’s innovations focus on customer needs. The company invests heavily on basic research and technological breakthroughs.

At the Xiaomi (MI) Corp press conference, the delegation learned how the worldrenowned smart phone manufacturer and internet company rose to prominence in international business and modern

technology. It was only a year ago when Xiaomi launched operations in 80 countries and regions. Now it is a front-runner in mobile phone markets, smart hardware and ICT platforms in more than 30 countries and regions, (they have 4 stores in the Philippines, including one at the SM Mall in Cagayan de Oro City). Dr. Baoqiu Cui, Xiaomi Vice President and chairman of Technical Committee commented that the secret of their company’s success and meteoric rise to prominence is “Quality and Honest Pricing.”

Also at hand to give presentations of their product lines and technology were the officers of Xiaomi, Christine Wong, VP for Internation Affairs; Yong He, VP for Public Affairs; and Yuou Chen, Public Affairs Manager for Southeast Asia.

The delegates’ itinerary included attendance to the Launching of China-ASEAN Young Leaders Scholarship Program at Peking University in Beijing on October 15. No less than Philippine Ambassador to China Jose Santiago Sta Romana addressed the event.

Qiu Shuiping, chairman of Peking & University Council gave his welcome remarks. Mao Ning, Deputy Director of the Department of Asian Affairs, China Ministry of Foreign Affairs, and ASEAN Deputy Sec General Kung Phoak, also addressed the morning affair on October 15. The establishment of this program/ project was personally announced by Chinese Premier Li Kequiang at the 2018 China-ASEAN Leaders’ Meeting held in Singapore. The scholarship program aims to enhanced cultural and people-to-people exchanges between China and ASEAN countries. It was one of the fastest undertaking of China and ASEAN. It is now helping students from ASEAN countries to attain degree programs and short-term training courses in well-known Chinese universities, contributing to human resources development and community-building among ASEAN nations.

The China-ASEAN Media Visit aims to: 1. Strengthen people-topeople exchanges and communication between China and ASEAN media sectors and contribute to closer bond of friendship between China and ASEAN; 2. Improve understanding and knowledge of ASEAN media professionals on China’s development, its domestic and foreign policies and its history and culture.

3. Exchange views on the trends and progress in media development in ASEAN and China, share experiences and best practices and identify cooperation opportunities between the media sectors of ASEAN and China.

4. Establish a network among media professionals and experts from ASEAN countries and China.

In Beijing, the delegation also visited government agencies such as the Ministry of Foreign Affairs and the National Development and Reform Commission, where they met Chinese government officials and discuss issues such as China’s foreign policy, ASEAN-China relations, and the Belt and Road Initiative among others.

The delegation visited also the venue of China-ASEAN Expo, and learned more about the strong ties between ASEAN and this region of China.

They also went to povertyalleviation projects, one of which was supported by the Guanxi Mingming Fruits Industry Co. Ltd. located at Wuming District of Nanning City, Guangxi Province.

During the visit, the delegation had the opportunity to engage with local community leaders who talked about the project that involved land leasing and working on their own farms to grow world-quality orange fruits locally known as Orah.

His legacy lives on!

HE is a legal luminary, no doubt.

But more than that, former Senate President Nene Pimentel was a renowned vanguard of the federalism movement.

Sadly, his dream of seeing the country becoming a federal state has not come in his lifetime.

His dream of federalism has died with him. But his legacy lives on.

In fact, he has written

a book on federalism, citing among others, the shift would result to a better life for all Filipinos enjoying peace and security, responsive labor, quality education and much improved social services.

Pimentel’s last act as a public servant was signing the ConCom draft Bayanihan Federalism Constitution on July 3, 2018.

Sans his fragile state of health, Nene Pimentel trailblazed

the proposal nom-stop for a federal system to develop the countryside.

Known as the Father of the Local Government Code, Pimentel had been pushing for federalism as a form of government in various fora elsewhere and everywhere — championing the autonomy of local governments and the power of the people.

His effort was a big step towards attaining decentralization and autonomy

My tips that you can use now to create a more balanced life:

1. Rise and shine – Wake up an hour earlier. It may be tough in the beginning but easing into your morning instead of rushing will produce a more peaceful day. You’ll often hear this as a common denominator among CEO’s and entrepreneurs offering advice on being successful. Do whatever you want with the time, some ideas would be to; get some work done while you have uninterrupted time, have coffee in quiet, prepare a healthy meal for the day, exercise, or read.

2. Build downtime into your schedule – looking ahead, schedule time with family and friends. This way, even when work life is busy, you can manage your time around your already scheduled downtime like you would any meeting on your calendar.

3. Eliminate activities that don’t serve you– limit time wasted on social media

sites, gossiping with colleagues and other mindless activities. Take stock of activities that don’t enhance your career or personal life, and reduce the time you spend on them.

4. Exercise – exercise is essential to physical and mental health. We know there are countless studies that show a direct correlation between health, productivity, and energy levels and exercise, yet it is still a challenge to squeeze it in a busy schedule. Find an exercise you enjoy and a time in the day that works for you, before work and before your household wakes, at your lunch hour, or in the evenings perhaps.

Then commit to that time throughout the week.

Use FitBit’s to track activity and motivate regular exercise; this is also great for team building.

5. Meditate – Meditation is not just for the zen, and

has huge benefits when it comes to reducing stress and becoming more aware. Anyone can do it, and anyone can benefit from it. Learn to become more mindful in the present moment (even when you are a busy professional).

Check the Headspace app offers an introduction to medication. Just use the app to walk you through it, at just 10 minutes a day.

6. Relax – take some quiet time for yourself to reflect and make time to do things you enjoy. There is an art about literally, doing nothing. That means no phone, social media, tv, etc. It’s shown to create calmness and create space in your mind for new ideas.

But, if your idea of relaxing is watching some tv shows, go ahead. Just try not to fall asleep to it as research shows that can negative effects on your sleep.

7. Volunteer – Giving back and volunteering your

time in your community provides stress relief and gives you a sense of accomplishment while helping others. It’s also a great way to offer your skills and learn key leadership attributes. Encourage the staff to take one volunteer day a year during work hours.

So if finding the time is an issue, talk to your boss about implementing a similar program.

8. Turn off your phone – You can’t be in 2 places at the same time. If you’re enjoying dinner with your family yet looking down at your phone, the perception is you would rather be with your phone. Make yourself fully available when spending quality time with family See TIPS, page 11

God and truthfulness

ONCE again we need to reiterate this basic truth.

We can never be truthful unless we refer things to God. In fact, what would really assure us that we would be fully in the truth despite truth’s many levels, aspects, angles, etc., is when we are with God through Christ in the Holy Spirit.

There is no other way to be truthful!

This means that we have to be vitally identified with Christ who told Pilate that he came to bear witness to the truth. (cfr. Jn 18,37-38) Only in Christ can we be in the truth. Only when we look, understand and react to things the way Christ did would we be in the truth.

This Christ-inspired truth will always come with charity, because a fact, a piece of information and data presented as truth without charity, is never the truth. Truth and charity are inseparable and interchangeable.

Charity may make truth appear as going against reason, common sense, the evidence of facts and data, but that should be expected.

There is a certain madness in charity because charity involves not only natural things, but also spiritual and supernatural realities that can overwhelm our human ways of understanding things.

We just have to adjust our ways of understanding what truth really is and what it would involve. Seeking and finding it, proclaiming, protecting and defending it is the same as seeking, finding, proclaiming, protecting and defending charity which is the very essence of God. It is the same as seeking, finding, proclaiming, protecting and defending God. This will obviously require a lot of restraint in our relation with truth.

And that’s simply because we have the tendency to be

overtaken by our emotions and passions, or even by our merely rational operations.

While these human faculties are important, they would be out on a limb if they are not inspired by the charity of God. We have to understand truthfulness not only as the conformity of our mind with reality, but also as the conformity of our mind with the reality that conforms with the mind of God who is the very source of reality. This latter is called the ontological truth which we should try our best to capture.

Of course, capturing this ontological truth would require God’s grace itself.

We just cannot get it by our own efforts alone, although we have to exert all our efforts too. That is why to be truthful requires a deep humility and faith, nothing less than denying ourselves and carrying the cross as Christ himself told us, otherwise

we would make our own brand of truthfulness that despite its powerful appeal does not hit the mark.

In other words, to be truthful is to have the mind of God who is all too willing to share it with us. God’s mind is revealed to us in Christ who is made present to us now in the Holy Spirit. (cfr. Jn 14,26) To be truthful will always be a matter of our intimate relationship with God. It will always be a religious affair, not just a strictly human affair.

As such, it will always involve some mysteries that can only be appreciated through the power of God’s grace. That’s when we can understand why we would See GOD, page 11

Banana growers: removal of biosecurity measures in Davao Norte may worsen spread of fusarium wilt DAVAO CITY -- The Pilipino Banana Growers and Exporters Association (PBGEA) expressed fears that the planned removal of the biosecurity installations along the farm roads of the banana plantations operated

by Floirendo-owned Tagum Agricultural Development Co. (TADECO) will worsen the fusarium wilt infestation in the province.

PBGEA executive director Stephen Antig said on Tuesday that he was not aware whether the provincial government of Davao

del Norte has already set schedules on the removal of that biosecurity installations, but the 72-hour temporary restraining order issued by the Panabo City Regional Trial Court (RTC) last October 9, 2019, in favor of TADECO had long expired.

“I do not know about the schedules. My fears are that it will possibly spread the fusarium infestations,” he said.

According to the Food and Agriculture Organization of the United Nations,

“fusarium wilt disease has been a major constraint to banana production for more than a century... It is one of the most destructive diseases of banana worldwide.”

The provincial government allegedly wanted to temporarily remove biosecurity features such as entry barriers that guide the public to go through “tire dips” and insecticide sprays for passing vehicles and “footbaths” for pedestrians entering the plantation, as

well as the gates to the plantation managed by TADECO in Barangay Tanglaw in the municipality of Dujali; El Canto Road in Barangay Balagunan in Sto. Tomas; and Bugtong Lubi Road in Barangay Bobongon, also in Sto. Tomas in Davao del Norte.

In a press release issued Tuesday, PBGEA said the dreaded fusarium wilt has already affected 2,402 hectares of banana plantations in Barangays Kimamon, La Libertad, Salvacion, Talo-

mo, Lungaog, Casig-ang, Balagunan, Tibal-og, and Kinamayan in Sto. Tomas, Davao del Norte where no biosecurity measures are in place.

Instead of risking the banana industry, Antig urged provincial and local governments to help promote the industry since the banana companies provide revenues in the form of taxes to the government.

“Their constituents are largely dependent on the banana industry for their

livelihood. They should help the banana growers, and not interfere in their operations,” Antig said.

The release added that Davao del Norte province had been placed under quarantine due to fusarium wilt on the strength of Special Quarantine Order 01-2012 of the Bureau of Plant Industry and, as such, “banana plantations are obliged to implement quarantine and border control measures such as checkpoints and See GROWERS, page 9

Securing collaboration and commitment among stakeholders to ICT

There are a number of major stakeholders in ICT integration in schools.

Three such stakeholders are teachers, school administration and parents. They form the cogs of the wheel that drives the ICT integration engine, and their involvement at the outset cannot be underestimated.

Failing to take this into account may result in either slow or no integration.

Changing the attitudes of teachers toward ICT education is also crucial. Teachers are at the forefront when it comes to influencing the teaching-learning process inside the classroom.

It is therefore important to change their attitude towards a computer-based learning environment.

Miller (1988) suggests that school administrators should encourage teachers to develop a positive attitude about computers and to have minimum skills in using computers for educational purposes.

Administrators should be careful in the process of changing teacher attitudes.

This process should be conducted so that teachers do not feel threatened in any way due to the introduction of computers in the classroom and such that they learn to appreciate the virtues of computers in education.

They should be given positive accounts of how

computers can make their teaching duties easier and more pleasing. Also, they should feel secure from the fear of job loss due to the integration of computers. They should be reassured that their jobs will not be threatened in any way by computers, and that computers will rather complement their classroom instruction.

Another step towards securing the trust and commitment of teachers to the ICT integration endeavour is their inclusion in the decision-making process alongside the policy makers as from the start (Cuban, 2001). Education reform has too often followed a top-down path whereby teachers have not been involved in decision-making.

Decisions have been made for them by some higher authority without taking on board their opinions and suggestions. Teachers tend to feel that policy makers do not understand the classroom dynamics and hence they do not know what works and what does not at the grassroots level.

Consequently, teachers tend to resist the implementation of such decisions. Therefore, involving teachers, and school administrators, and the community for that matter, maximises their sense of belonging to the integration process and hence their collaboration to the whole endeavour.

The consortium, led by the Peking University Health Science Center, has members from 42 universities and medical schools in China and Asean countries, including the Peking Union Medical College, Mahidol University in Thailand, and Yong Loo Lin School of Medicine at the National University of Singapore.

DepEd tightens school security after B’non classroom shooting

M A L AY BA L AY C I T Y, Bukidnon -- The Department of Education (DepEd) and village officials assured learners’ parents in Sitio Dalit, Lumbayao, Valencia City that they are closely coordinating with local officials to tighten up security to ensure the safety of the school, learners, and teachers.

Schools division superintendent of Valencia Dr. Victoria Gazo said that the Barangay and Sitio leaders committed to assign Civilian Volunteers’ Organization or CVO and zone leaders to serve as security officers during school hours.

“During coordination meeting, I requested barangay officials to help in resolving issues on some teachers’ reluctance to continue serving in the school because of fear after the shooting incident. If all the teachers will no longer serve in Dalit Elementary School, parents will be forced to send their children to the nearest school, which is the Lumbayao Elementary School. If this happens, it would be very risky for the children to commute due to the rolling terrain and the pupils’ daily crossing in Pulangui River,” she said.

While teacher Zhydee will be on rehabilitation leave for six months with

pay—so with her husband Ramel on sick leave—I need to deploy teachers from outside of Sitio Dalit, she further said.

The security officers, Gazo said, commit to escort the teachers in “coming to school and going home daily” at least up to Pulangui River. These were the arrangements made because we cannot sacrifice children’s education for fear and anxiety, she added.

Media reports said that Zhydee Cabañelez and husband Ramel were with the pupils in the classroom when unidentified masked men barged in at about eight o’clock in the morning and shot Zhydee. Ramil escaped unhurt.

In the commotion that followed, the motorcycleriding gunmen fled the scene.

The blooded Zhydee with gunshot wounds, believed to be that of a caliber .45 pistol, was seriously injured.

Zhydee was taken to a hospital in Valencia City by folks. She is recuperating at press time as Valencia City police chief Surki Sereñas provides her security at the hospital.

Gazo said DepEd Northern Mindanao gave P37,000 cash assistance, while DepEd central office allotted P100,000 financial aid. The local government of Valencia also committed to shoulder part of the hospital’s surgical bill.

MinDA forms task group to speed up rehab, repair works

DAVAO CITY -- The Mindanao Development Authority (MinDA) has organized a task group to accelerate the rehabilitation of quakestricken communities in the island.

MinDA Secretary Emmanuel Piñol appointed Executive Director Janet Lopoz to head the Earthquake Rehabilitation Task Group, which was organized on Monday to ensure a faster delivery of assistance to the victims of the 6.3

magnitude earthquake that hit the southeastern part of Mindanao on October 16.

Piñol said the task group will also validate and assess the extent of damage, injuries, and the number and identities of the fatalities.

“As chairman of MinDA, I am directing all officials of the agency to come up with a comprehensive and validated report of the damage and injuries due to the earthquake”, he said.

He also ordered the group to consolidate the total number of families

affected by the earthquake, those who have lost their homes and livelihood, and the identities of those who died due to the earthquake.

“A report will be submitted to President Rodrigo Duterte and Senator Christopher Lawrence Go to facilitate the immediate release of financial assistance to the victims,” Piñol said.

He also directed the task group to evaluate the damage on buildings and properties owned by the local government units so

that repair and rehabilitation would be immediately initiated to ensure the continued delivery of basic social services.

“Verify the bridges and roads to undergo repair and rehabilitation,” Piñol told the task force, adding that he was expecting Lopoz to produce an initial report by October 23 and a comprehensive report by October 28. (PNA)

Technology in education should not be considered as a replacement for face-to-face instruction but rather as a support to “attain objectives that have not been attained efficiently otherwise: expanding access, promoting equality, improving the internal efficiency of educational systems, enhancing the quality of education, and preparing new and old generations for a technology-driven market place” (Haddad and Jurich, 2002, p. 47). Technology in education offers the following benefits to the educational community and the society, such as the following, an enhanced learning environment for learners. Technology pro-

vides a motivating learning environment whereby learners are given the opportunity to be constructively engaged with instruction. Research has revealed that, if properly implemented, learners can reap the pedagogical benefits of technology in the classroom. Experts today increasingly advocate the implementation of the constructivist model of learning rather than of the traditional instructivist model (Clark and Sun, 1996; Means and Olsen, 1997; Williams, 2000).

Moreover, ICT is a powerful tool to supplement teachers’ instruction in classroom. If properly used by teachers, technology can foster more interest in learning on the part of students, and teachers can use it in the instruction of

their respective subjects.

Technology has the potential to make instruction easier, more challenging and motivating for teachers.

Increased access to education and inclusive education in the school.

Schools have had at heart the integration of all students regardless of their cultural, racial and socioeconomic backgrounds, as well as their strengths and weaknesses in any area into an integrated school community. Technology has been recognised as providing a means of helping schools achieve this goal of promoting equal access to education.

Also, it has the potential to offer increased access to education to students with disabilities.

Teaching and educating the 21st century learners posts a great challenge to every public school teacher; in which the young learners possess differing attitudes and orientations.

Some are good in reading, some are independent readers, but still, a lot are frustrated readers. Thus, teachers must always go the extra mile in making every learner a reader.

With the advent of the new technology, teachers can now prepare more enticing and attentionseeking instructional materials that would better enlightened the pupils that they have to really read.

Further, illuminating the Department of Edu-

cation’s thrust of making “Every Child a Reader Program”, or the ECARP, it is but of great milestones that public schools should pursue of indeed, making every learner a reader.

HREE graduates of Xavier University - Ateneo de Cagayan landed on the top ten spots of the October 2019 Chemical Technician Board Exam (CTBE).

Dave Pangilinan placed fifth, Mathew Talipan at seventh, while Kimnard Joseph Duat ranked tenth in the said exam.

Out of the total of 42 Xavier Ateneo takers, 36 of them successfully qualified as Chemical Technicians, giving the university a passing

rate of 85.71%.

Graduates from other disciplines may take the Chemical Technician Licensure Exam as long as they have successfully completed at least 30 units of undergraduate Chemistry courses (both lecture and laboratory courses in General, Analytical, and Organic Chemistry) from a CHEDrecognized institution.

On the other hand, four out of eight Xavier Ateneo grads (passing rate of 50%) passed the October 2019 Chemist Licensure Exam

(CLE), namely, Ivy Jane Caranzo, Caryl Mae Dorothy Dablio, Dave Pangilinan, and Angelika Uy. The Professional Regulation Commission (PRC) conducted the CLE on October 8 and 9 in the cities of Manila, Cagayan de Oro, and Cebu. Meanwhile, the CTBE was administered on October 10.

PRC reported that nationwide only 457 out of 1,085 (42.12%) passed the CLE while 2,298 out of 2,834 takers (81.09%) were successful in the CTBE.

Xavier Ateneo president Fr Roberto C Yap SJ, in this memo to the academic community, congratulated the new XU chemists and chemical technicians.

Positive attitude and perception towards learning

Without positive attitudes and perceptions, students have little chance of learning proficiently, if at all. There are two categories of attitudes and perceptions that affect learning: (1) attitudes and perceptions about the learning climate and (2) attitudes and perceptions about classroom tasks. A basic premise of the Dimensions of Learning model is that effective teachers continually reinforce attitudes and perceptions in both these categories. The master teacher has internalized

techniques and strategies for enhancing these attitudes and perceptions to such a degree that the techniques are frequently transparent: they have become part of the fabric of instruction and are barely noticeable to the undiscerning eye.

Intuitively, we know that learning is inhibited if students do not feel accepted by the teacher and by their peers. You may recall a time in elementary school when you did not feel accepted by your peers, or a time in college when you felt that a professor did not respect you. In both cases, these perceptions prob-

ably distracted you more than a little from learning.

Researchers confirm the importance of a sense of acceptance. Tom Good and his colleagues (Good 1982, Good and Brophy 1972) have illustrated the importance of students’ perceptions of their acceptance by the teacher.

Similarly, for decades Arthur Combs (1962, 1982) has championed the importance of students’ perceptions of their acceptance.

Cooperative learning is not the only way to nurture students’ sense of acceptance. Based on his theories of psychotherapy, Glasser (1965, 1969) has devised

the classroom meeting, a period of thirty to fortyfive minutes during which students and teachers set aside their normal academic activities to engage in nonjudgmental discussions of personal, behavioral, or academic problems in an effort to find collective solutions.

Glasser describes three types of meetings, each with a slightly different focus. In their discussion of Glasser’s model, Joyce and Weil (1986) focus on the social problem-solving meeting, which is usually concerned with behavioral and social problems.
