LAGUINDINGAN, Misamis Oriental--Amid rumors that he will extend his term, Pres. Rodrigo Duterte has clarified he will vacate the presidency when his term ends.

“I’m on the dot. On the last day of my term, or earlier than that I’ll step down,” Duterte said in his speech during an event at the Laguindingan Airport here on Friday evening.

Duterte was in this town to grace the Gokongwei-owned Cebu Pacific launching of Cagayan de Oro as its seventh domestic hub in the country.

He said he served as the mayor of Davao City for several terms. “There was never an instance on any of my term that I exceeded one day or 24 hours in my office. Days before I am no longer there. I already installed the vice mayor.

‘You run the city. I am on my way out.’”

He also clarified that he has no plans to stay in power as a dictator saying it is not in his nature to be one.

“I mean, I will serve during my time. If you say that I desire [to be a dictator], you must be crazy,” Duterte added.

Duterte has also enjoined the country’s entrepreneurs “to make the Philippines a progressive community filled with opportunities for the next generation. Together, let

us realize our vision of a safer and comfortable life.”

During the event, Cebu Pacific has formally declared Cagayan de Oro as its seventh domestic hub as it launched two new routes that link Northern Mindanao to Caticlan (Boracay) and Dumaguete City.

“What was originally the 4th destination launched back in 1996, is now a hub. It follows the path of Manila, Cebu and Iloilo, also hubs,” said

Lance Gokongwei, Cebu Pacific President and Chief Executive Officer, in his statement.

“Today is a testament to our long-standing commitment to contribute to nation-building, and make air travel more accessible to Filipinos. We look forward to the effect our low fares and direct flights will have on Northern Mindanao,” Gokongwei added.

The Laguindingan Airport is the most important

air-travel facility in the region. It is located in Misamis Oriental, which is considered as the gateway to Northern Mindanao.

The airport complex currently has 7,200 squaremeter passenger terminal and a 2,100-meter runway, capable of four takeoffs and landings per hour. Since it opened in 2013, the airport has become the sixth busiest in the country, serving over 1.7 million passengers per year.

The event is expected to boost the awareness and practices of organic farming in the country, said Carlene Collado, Department of Agriculture-10 (DA-10) regional director, during the press briefing on Friday.

Among the activities during the Congress include the conduct of consultations, organic trade exhibit, awarding ceremony for OA achievers, showcase of organic technology demonstration farm, and plenary session.

To be discussed at the Congress are updates of Philippine National Standard and technical regulations relevant to OA, soil fertility and crop suitability mapping, national OA plan, among others.

Farmer-producers who have succeeded in their organic farming practices, who have reaped the socioeconomic and environmental benefits brought by OA, will also share their stories

to the Congress participants.

Expected to attend the activity are prominent Agriculture officials, including Sen. Cynthia Villar, chair of the Senate Agriculture and Food Committee and DA Secretary Emmanuel Piñol.

“With the engagement of the Congress delegates, the DA is keen on enlisting more farmers, agri-stakeholders and consumers to make OA as a viable farming option and provide optimum and continuous support to the industry,” Collado said.

Troops pullout starts in Marawi

ZAMBOANGA City--The Armed Forces of the Philippines (AFP) has started withdrawing forces as the fighting against the Daeshinspired Maute group nears end in Marawi City.

Lt. Gen. Carlito Galvez Jr., Western Mindanao Command (Westmincom) chief, on Friday spearheaded the send-off ceremony as the Army’s 1st Infantry Battalion departed the besieged city of Marawi.

Galvez awarded Silver Cross Medal to Lt. Col. Christopher Tampus, 1st Infantry Battalion commander, during the send-off ceremony held at 7 a.m. amid the drizzle in Camp Ranao, Marawi City.

Similar medals were also awarded to the three company commanders as well as Command Plaque to the same Army Battalion.

“Maintain the highest dignity of a soldier. As much as we want to have you here, we need to let you go. Our oath is to serve the people and maintain the integrity of our country,” Galvez told the troops during the sendoff ceremony.

Tampus also rendered a completeness report to Galvez and Maj. Gen. Danilo Pamonag, Joint Task Force Marawi commander.

“I laud the men and women of the 1st Infantry Battalion for their dedicated service and for being here at the onset of the Marawi siege. My gratitude to you for a job well done,” Pamonag said.

A showdown inspection was also conducted during the send-off ceremony. The showdown was to ensure that the troops have not taken any valuables from the main battle area.

The Army’s 1st Infantry Battalion is returning to Luzon for an impending unit enhancement training.

The battalion was among the unit of troops to reinforce the soldiers in Marawi City during the earlier stage of fighting.

The fighting broke out when Maute group members went berserk after the troops raided the hideout of the slain Abu Sayyaf leader Isnilon Hapilon on May 23.

Debris can be Marawi’s friend: expert

BATTLE-SCARED Marawi City can be rebuilt with the help of debris from the armed conflict there, a waste management expert said.

Rehabilitation work for Marawi may include the use of rubble from structures destroyed following months of fighting between government troops and terrorists, National Solid Waste Management Commission (NSWMC) Secretariat Executive Director Eligio Ildefonso said.

"Using most of that rub-

ble will reduce the cost of rehabilitation there," he said, adding that this would enable Marawi to literally retain part of its past.

Ildefonso noted that using the rubble is in line with the three Rs of solid waste management (SWM) -- reduce, re-use, and recycle.

"It's still within the ambit of Republic Act No. 9003 (Ecological SWM Act of 2000)," he said.

RA 9003 promotes the three Rs to help protect the environment and reduce the volume of solid waste for disposal.

Terrorists linked to the Maute Group attacked Marawi City in May, setting off an armed conflict that ruined the capital of Lanao del Sur province.

However, after recently declaring Marawi liberated from terrorist influence, the government is already preparing to rehabilitate the city.

Ildefonso said Marawi's rubble can be used as filling material, or to define planting strips.

"There are creative ways of using the rubble," he said, urging the people to look

into the matter instead of merely hauling the debris and disposing them in other areas.

Ildefonso is also advocating waste segregation in Marawi City.

Aside from the rubble, he said, waste there consists of various trash with potential for either recycling, re-use or composting.

Segregation will show which of the trash can still undergo such processes, he said.

The resulting recycled, re-used or composted products, can be for sale or for personal use, he noted.

RA 9003 requires the establishment of materials recovery facilities (MRFs) either in barangay (village)

or barangay clusters nationwide.

"The MRF shall receive mixed waste for final sorting, segregation, composting, and recycling," reads RA 9003.

Resulting residual wastes "shall be transferred to a long-term storage or disposal facility or sanitary landfill," it states. (PNA)

The city government has so far recorded eight cases of attempts to sell houses built through the Z3R. Dalipe noted the Z3R houses were built by the NHA for the victims of the 2013 Zamboanga siege. It is a low-cost housing project with the condition the beneficiaries cannot sell the housing units.

Yahya Abdusalam, Z3R focal person, said the houses that were reportedly placed on sale are within the Vale Vista housing project in Barangay Kasanyangan.

But Abdusalam said the occupants of the houses denied that they are selling their housing units when they conducted an on-site

investigation.

He said the certificate of award will automatically be canceled if proven the Z3R housing beneficiary is selling his or her housing unit.

He said they will be also disqualified perpetually to benefit in any of the government housing program.

Dalipe said the beneficiaries should not sell the houses since it was given by the government as their permanent shelter. (PNA)

Solon seeks probe on sale of gov't-funded houses

ZAMBOANGA CITY -- The National Housing Authority (NHA) has been urged to investigate the sale of houses built through the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) in this city.

Second District Rep. Manuel Jose Dalipe on Thursday made the call for investigation following reports that some of the Z3R houses’ occupants are selling the housing units they received from the government.

The Armed Forces have uncovered that the enemies did not receive funds from foreigners. Drug lords and other sympathizers reportedly financed them. The drug operators are saying, “This is what we can do if you disturb our business.”

Now, people should realize that the drugs menace is not just a health problem as mainstream media and western countries would like us to believe. If it is just a health issue, there could be no Marawi battle that greatly devastated the whole city, left 500,000 residents scampering out for their lives and caused hundreds of deaths. is merely a substance addiction, there could be no massacre of families and the many crimes committed in the streets would be avoided.

So, if we hear critics say, “Let there be due process followed in the drug war”, they are telling Duterte to give in the reins to the lowlifes, not just the drug traders but also terrorists.

This the president will not do. We expected Duterte to fight them with unorthodox methods, though still within the bounds of police powers—this time, with the Philippine Drugs Enforcement Agency (PDEA).

Consider the mindless lecturing of bleeding hearts in cahoots with lawless elements. They had often antagonized police work because deaths could not be avoided during their operations. And some make propagandas of hate for police operations if the criminals’ deaths would not be stopped during legitimate operations. Environmental pollution is killing more people every year than smoking, hunger or natural disasters, according to a major study released in The Lancet medical journal on last Thursday. One in every six premature deaths worldwide in 2015, could be attributed to diseases caused by toxins in air or

Of the 9 million people killed prematurely by pollution, air pollution was the main cause of deaths, responsible for 6.5 million of the fatalities, followed by water pollution, which killed 1.8 million.

AFP welcomes surrender of terrorists' relatives THE Armed Forces of the Philippines (AFP) on Friday welcomed the move of some relatives of terrorists Isnilon Hapilon and Omar Maute to lay down their arms and surrender to the government.

“We are happy to note that there is some sense entering into the minds of all these relatives who bear arms and who have been part of the network. And as the days go by, let this be (the) good message to all these armed individuals and armed elements,” AFP spokesperson, Maj. Gen. Restituto Padilla Jr., said during the regular Mindanao Hour press briefing in Malacañang.

“Maging magandang mensahe po sana itong mga nangyayari sa Marawi na talagang determinado ang Armed Forces at ang ating pamahalaan na i-address lahat ng mga armadong grupo upang talagang manatiling safe ang ating mga kanayunan at ang ating mga siyudad,” he added.

The AFP spokesperson also asked the public’s cooperation to work hand-inhand with the government in addressing the issue of loose firearms.

“Hangga’t hindi po naibabalik at naisu-surrender lahat ng mga loose firearms, ‘yung mga armas na hindi dapat nasa kamay ng mga tao na wala namang lisen-

sya at hindi naman dapat naghahawak ng armas, dapat makuha po natin lahat ‘yan nang sa ganun, masabi nating ganap na maayos ang ating mga komunidad,” he said.

The AFP official meanwhile confirmed the death of Malaysian terrorist Dr. Mahmud Ahmad, who helped finance the Marawi siege, and said that the AFP is in the process of recovering the terrorist’s body.

He said Mahmud’s death was verified through a firstperson account of a hostage who knew Mahmud and saw the events unfolding.

“He died during the assault of our troops the other day -- or the other night, where 12 other rebels died.

And we are (in) the process of recovering the body of Dr. Mahmud,” Padilla said.

He also announced the successful rescue of 10 more hostages.

“With the number of hostages that have been rescued in the last 24 hours, we look forward to getting the rest of the hostages and [to] addressing the armed threat that still exists,” Padilla assured.

“We are giving it our best and we’re doing all that we can so that we can end these hostilities in this part of Marawi,” he added.

Following President Rodrigo Roa Duterte’s declaration of the liberation of

Marawi, Padilla said the AFP would now be shifting its forces to other areas for their required training and scheduled battalion activities.

“They will also be going back to Luzon for a muchneeded break and for their long-delayed training in Fort Magsaysay and in other camps of the Philippine Army to enhance their skills and prepare them for their next mission,” Padilla said.

He clarified, however, that there are still units deployed in the war-torn city to continuously ensure the security of the people during the rehabilitation and reconstruction phase.

“Most of this will be dependent also in the key sector or areas in Marawi that they are holding. If these are relatively safe, then we will free up our units to depart,” Padilla said.

Padilla then sought the patience and understanding of the Marawi residents who are planning to return to their homes.

He said evacuees are still not allowed to enter the inner parts of the city until the AFP’s clearing operations are completed.

The AFP official stressed the need to clear all areas of all possible hazards like improvised explosive devices (IEDs), booby traps, and other unexploded ordnances, before allowing

The 20% airfare discount and 12% VAT can be availed by all Filipino Senior Citizens and PWDs. For bookings made through the website or mobile app, the passengers need to input their details, including their date of birth or the number stated on their identification cards (Senior Citizen Card or PWD card).

The total amount discounted can be found both on the ‘booking summary’ portion of the website, as well as the ‘fare breakdown’ or ‘payment details’ portion of the itinerary receipt.

The provincial government of Pampanga and the Philippine Health Insurance Corp. (PhilHealth) have signed a memorandum of agreement (MOA) to provide social protection and health insurance to job order workers (JOs) and project-based contractors (PBCs) in the province.

The MOA was signed Thursday by Pampanga Governor Lilia Pineda, Assistant Secretary of Health Leonita Gorgolon, PhilHealth vice president Walter Bacareza, and representatives of local government units (LGUs) and agencies.

“They have the right to have PhilHealth,” Pineda said.

Under the agreement, JOs and PBCs in government or private offices shall be covered under the formal economy of the National Health Insurance Program.

This means that government

employers are authorized to withhold and remit the full premium contribution of every JO and PBC under a group enrollment scheme.

“All Filipinos are now covered

by PhilHealth. Pregnant, senior citizens, those indigents confined in the hospital, we will also cover them," he said.

Bacareza also took the opportunity to thank the LGUs for their support and cooperation by providing posters and billboards in their respective municipalities to help promote free PhilHealth services in their areas.

Pineda, meanwhile, reiterated her call to the people to make use of the benefits being offered by PhilHealth, noting that she is determined to provide free PhilHealth member data records (MDRs), particularly to indigent Kapampangans through the “Alaga Ka Roadshow.” (PNA)

3 most wanted fall in Davao’s anti-crime ops

AVAO CITY--Three wanted persons were arrested when joint government operatives swooped down on 10 villages Friday morning in line with the continuing anti-crime and terrorism operation or Oplan Bulabog.

The three were identified as Jimmy Orcullo, who is wanted for theft; Saldy Ipanag for illegal drugs; and, Arnel Tenava for violation of the Anti-Smoking Ordinance.

They were among the 3,459 individuals rounded up for profiling by the authorities from the Davao City Police Office (DCPO), Task Force Davao, Regional Public Safety Battalion, Philippine Coast Guard, Regional Mobile Unit, National Intelligence Coordinating Agency, National Bureau of Investigation, CIDG, the Regional Intelligence Unit, and the different police stations.

The joint operations covered Barangays Tomas Monteverde, Islamic Center, Brgy 39-D, Datu Luho, Maa, Fatima Village, Waan, Blk 1-9, Muslim Village, Brgy Ilang, Brgy Marapangi, Brgy

Sto Nino, Brgy Riverside, all of Davao City.

DCPO spokesperson Sr Inspector Ma Theresa Gaspan said the simultaneous operations resulted in the profiling of 1,891 persons; 1,347 with ID; 209 with no ID; 12 evacuees from Marawi; six issuance of citation tickets, one impounded motorcycle and the arrest of Orcullo, Ipanag and Tenava.

Oplan Bulabog is a continuing operation of DCPO since the government launch the campaign against Maute terror group in Marawi last July.

Gaspan said Oplan Bulabog was a once-a-month operation but by mid-September it has become a weekly activity aimed at verifying identities of persons in the villages, if they are registered and what is their work.

The residents who are not registered are turned over to the barangay for registration and issuance of IDs. The Oplan bulabog is also part of DCPO’s effort to prevent the entry of terrorists in the city and for the security of Davaoeños.

Marawi evacuees in Davao want to return home

DAVAO CITY -- Some of the families from Marawi City, who sought temporary shelter in Davao City, wanted to return home after President Rodrigo Duterte declared the city liberated from terrorists.

City Social Service and Development Office (CSSDO) head Maria Luisa Bermudo said there are 479 Marawi evacuees in Davao City.

Bermudo said some of them approached CSSDO because they want to return to their homes in Marawi City after learning of the President's dec-

laration.

“We told them that we still have to coordinate with the DSWD (Department of Social Welfare and Development) because this is the mandated agency when it comes to rehabilitation and restoration of the return of these IDPs from Davao City to Marawi City,” she said.

She said that her office has yet to coordinate with the DSWD 11 for the assistance that will be given to these IDP under the Balik Probinsya or After Care program of the agency.

Carmela Duron, spokesperson for DSWD XI, said her agency will give the assistance but they need to secure a certification first from the local government of Marawi City or official of the Philippine National Police or Armed Forces of the Philippines in the area.

“If they want to return to their homes, they need to get a certification from their local government unit in Marawi City allowing them to go back as their city is already peaceful and liveable,” she said.

“This requirement is for their own welfare and safety,” Duron added.

Duron, however, said the evacuees need not go to Marawi City because they can still get the requirement through email, social media or through fax.

She explained that this requirement is needed for them to claim the assistance that the agency will be giving them.

Duron said the agency will give transportation allowance to the evacuees who will be returning home. She said the DSWD has already provided assistance during their stay here in the city.

“This is part of our continuing effort to be transparent and consultative to our stakeholders and we hold the consultation ‘rain or shine’,” Duque said.

The dialogue, which is the third since Duque’s appointment as Chairman in February this year, aims to update GSIS members and pensioners on the thrusts of the new Board of Trustees, as well as to hear the concerns and suggestions of GSIS stakeholders to improve service.

NSCA -CDO Committee joins FILFEST USA 2017

he Cagayan de Oro City Committee of the Norfolk Sister City Association actively participated in FILFEST USA 2017, the annual celebration of Filipino-American Culture in Hampton Roads, Virginia, as one of its major sponsors.

Hosted by the City of Norfolk, the event held last 14-15 October and kicked off a public event at MacArthur Memorial featuring the special recognition of our Filipino Word War II Veterans.

Major General Antonio M. Taguba, Chairman of the Filipino Veterans Recognition and Education Project, spoke about the national campaign of the Congressional Gold Medal (CGM) award to be given of Filipino Word War II Veterans.

Gen. Taguba also spoke on the fundraising campaign to provide funds to mint a single gold medal.

“The President’s action highlights that no government official is sacred under this administration,” Abella said.

Enciso said the public auction is part of the bureau's non-traditional revenue source. "After an inventory conducted by BOC District 10 Collector Jamail Marohomsalic, majority of the shipments set for auction were found to come from the sub-port of Tagoloan in Misamis Oriental," he added.

"We received a directive from Commissioner Isidro Lapena to work on complying with all the revenue sources, both traditional and non-traditional, to help fund the projects o f P r e s i d e nt R o d r i g o Duterte," Enciso said.

"This auction is just the start. There are around 100 more containers for auction. We have yet to finish the inventory and hurdle some obstacles along the way, because doing an inventory is not easy, even as we have to coordinate with the Customs Clearance Area (CCA), where the seized and forfeited cargoes are being secured while the others are still in the container yard of the MICTSI, where we requested the transfer of some 100 container vans to CCA to start the series of inventory," Enciso added.

Collector Marohomsalic is expecting bigger revenue out of a series of auctions, aside from those coming from imports, and the revenue should help in meeting the additional target of several hundreds of millions from the original PhP12 billion target for Fiscal Year 2017.

Enciso said they are just waiting for approval of auction from Manila before they will release the official notice of public auction, including the items with specific requirements and the lowest bids for the auctioned cargoes, he said.

Initially, the BOC is

looking at PhP3.5 million revenue out of 30 containers for auction.

"We hope other ports will do the same to raise nontraditional revenues," said Enciso.

To be auctioned are tiles, used truck parts, iodized salt, neotegen, maniquin, mattress, assorted kitchenwares, used car doors, hardwoods, used replacement parts and accessories, stoneware and tables, one unit Harley Davidson motorbike, angle bars and styrofoams.

Enciso said he suggested the inclusion of the copra from the ship seized earlier for using fake documents in plying the Brunei DarusalamIndonesia-Malaysia-Philippines East Asian Growth Area (BIMP-EAGA), because copra is a perishable goods and must be disposed soon.

Enciso said, if warranted, he wants to imply scrow on the fund, meaning sell the cargo underhearing and set aside the money until the case is decided by the court. If the shipper wins the case, the shipper gets the proceeds, and if the shipper losses, the money goes to the government treasury.
