Marawi heroes remembered, city’s rehabilitation on track

NDER the bright morning sun, two former soldiers stood side by side, as they performed snappy salutes to pay tribute to their fallen comrades.

Presidential Peace Adviser Carlito G. Galvez Jr. and Task Force Bangon Marawi Chairman Sec. Eduardo del Rosario, both retired generals, led the commemoration of the second year of the Marawi siege which claimed the lives of more than 100 soldiers.

Remembering the fallen After a wreath-laying ceremony attended by military and local officials, Galvez and del Rosario proceeded to a monument with a mounted metal plaque containing the names of those who perished during the five-month war to liberate Marawi.

The former Armed Forces of the Philippines chiefof-staff stood teary-eyed, as he bent over and read the names of the soldiers, recalling how he personally monitored and guided them as chief of the Western Mindanao Command.

“This is the time to remember their names one by one. I remember the time how they fought and how they died,” Galvez said, as he gently ran his fingers over metal plate.

“I remember every name [of] those who sacrificed for the liberation of Marawi.

This is one of the many ways that we can show to the people that we will always remember them,” he added.

When asked by a member of the media how he felt when every time he sent his men to battle, he said: “It is bothering [for] me…losing 126 people is something you can never forget.”

“In hindsight, I would

like tell the people that this is the way…how soldiers [had] to give up their lives just to liberate Marawi from the clutches of terrorism.

That’s the oath of the soldier and that we are ready to die for our country and for our people,” a solemn Galvez said.

Aside from Galvez and Del Rosario, Marawi City Mayor Majul Gandamra, Lanao del Sur Gov. Mamintal Adiong, Bangsamoro Autonomous Region in Muslim Mindanao Deputy Chief Minister Ali Solaiman, BGen. Felicisimo Budiongan, 103rd Brigade Commander Col. Jose Maria Cuerpo, 2nd Mechanized Brigade Commander Col. Facundo Palafox IV, and Philippine National Police Lanao del Sur Chief Police Col. Madzgani Muksan Mukaram also offered flowers to the fallen heroes.

Marawi rehabilitation on track Del Rosario, who is also the Chairperson of the Housing and Urban Development Coordinating Council, had good news for the people of Marawi.

“We would like to inform everybody, especially our Maranao’s brothers and sisters, that in this second anniversary of the Marawi liberation, we are on track with our timetable as embodied in the Master Development Plan,” he told members of the press.

“This October, the most affected area (MAA) will be cleared of bombs. We will be requesting the AFP to declare the MAA as safe [from] the danger of bombs,” del Rosario added.

He revealed that by November 30 of this year, debris throughout the city will be cleared to pave the way for the construction of

“vertical and government infrastructure projects.”

Construction work is expected to commence by November or December this year.

“With these developments, we can say that the completion of the rehabilitation will be attained or achieved by December 2021,” an upbeat del Rosario said.

Social healing and reconciliation During a multi-stakeholder peace forum at the Mindanao State University, Galvez underscored the importance of dialogue as a means of resolving the challenges being confronted by the residents of Marawi as they move on and rebuild their lives.

Galvez said the Office of the Presidential Adviser on the Peace Process (OPAPP) is implementing an initiative called the Social Healing and Peacebuilding (SHAPE) Program, which aims to promote a culture of peace, reconciliation and understanding among the people.

He also announced that OPAPP will soon be signing a memorandum of understanding with the Mindanao State University (MSU), wherein OPAPP will be

providing support to the university’s peacebuilding institute to ensure its sustainability.

Referring to the MSU as the “tunay na kolehiyo ng bayan,” Galvez acknowledged the university’s crucial role in Marawi’s recovery by building an army of peacebuilders and uniting Muslims, Christians and Indigenous Peoples on campus and beyond.

He also lauded the major contributions of the civil society, local government units, teachers, religious leaders and the security sector in the city’s rehabilitation.

“We will never forget Marawi. We will never leave you behind,” Galvez said.

NATIONAL Food Authority (NFA) Region 10 Director John Robert R. Hermano explained the palay procurement program before some 90 farmers during the Rice Summit for Farmers in Cagayan de Oro and Misamis Oriental, organized by the Department of Agriculture Regional Field Office-10 (DA RFO-10) on October 8 at Harbor Lights, Gusa, this city.

Hermano punctuated NFA’s palay procurement program with a brief backgrounder on the Republic Act (RA) 11203 or the Rice Liberalization Law citing

various functions of the agency that were removed.

He informed the farmers that the agency no longer issues the license and permit for grains business. Also, supply and price stabilization are no longer part of its mandate. However, he said, NFA still continues to distribute its remaining inventory of imported rice sold at P27 per kilogram through its retailers pursuant to the order of President Rodrigo Duterte.

He further said that the law also stripped off its police power under PD4 which means, NFA will no

longer monitor irregularities in grains business.

In this new law which was signed last February 15 this year, NFA will no longer engage in rice importation as it is now mandated to procure palay locally and maintain an optimal level of buffer rice stocks from this local procurement for distribution only during emergencies and/or calamities through the Department of Social Welfare and Development (DSWD), the Local Government Units (LGUs), the Office of Civil Defense (OCD), and other

Camiguin guv says strict rule on pork entry implemented

MAMBAJAO, CAMIGUIN – The provincial government of Camiguin has imposed a selective pork and pork products ban as the African Swine Fever has swept Luzon.

Cagayan de Oro and Misamis Oriental already imposed a temporary total pork and pork products ban in September 2019.

Camiguin Governor Jurdin Jesus Romualdo said Sunday that the province has been proactive in monitoring all meat and plant products coming into the island as a precaution against spread of diseases.

The ASF is a virus that affects pigs with 100 percent mortality rate but it cannot be transmitted to humans.

The Department of Agriculture in region 10 said that they are closely watching all products coming in from Luzon.

Cagayan de Oro City and Tagoloan sea ports and the Laguindingan Airport is put under close monitor to prevent pork products from Luzon from coming in into the region.

The pork industry in the Philippines is worth 250 bilion pesos and region 10 contributes betwen 9-10 percent or roughly around 25 billion pesos.

“We have been doing it for a long time since we are an island, we had much control of the products coming in,” Romualdo said.

“As soon as you step at our port, you pass through a foot bath and we had our provincial veterinary office inspecting meat and poultry coming it,” Romualdo added.

Romualdo however said that they have a selective ban with conditions that pork and meat products must have a Bureau of Animal Industry approved clearances, “Without it, it cannot enter the island,” Romualdo said.

Camiguin is among the top 5 most visited province in the country with an almost a million tourists visiting the island known for its volcanoes, cold, hot and soda springs, island hopping and diving.

Balancing food supply for the local and tourists consumption is precarious balancing act as this tourist haven relies mostly for its food supply from mainland mindanao and the Visayas and Luzon.

Romualdo added that evethough the ASF is noncontagious to humans, the local government is also protecting its local swine growers from being affected.

DOLE allots P100M TUPAD fund for ex-Moro rebels THE labor department has allotted an initial P100million emergency employment fund to former Moro rebels for their speedy transformation into productive members of the society.

This after DOLE has signed an agreement with Office of the Presidential Adviser on the Peace Process (OPAPP) extending the DOLE Integrated Livelihood and Emergency Program (DILEEP), aimed to assist the socio-economic development and confidencebuilding of estimated 7,000 decommissioned MILF combatants.

“This partnership is focused on assisting former rebels to transition into civilian lives, and facilitate their transformation and the six MILF camps into peaceful and productive communities through employment facilitation, and sustainable livelihood assistance,” Labor Secretary Silvestre Bello III said.

Under the agreement signed by Bello and Presidential Peace Adviser Carlito Galvez Jr., DOLE will assist on the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) Normalization Program through the provision

of emergency employment under its TUPAD program.

Also, DOLE will provide employment facilitation programs and services to the former rebels under the Government Internship Program and Special Program for Employment of Students.

The labor chief said the initiatives aimed to support the Duterte administration’s agenda of just and lasting peace, by reaching out to former rebels and provide them with sustainable livelihood and employment opportunities, as the best solution to the root causes of violent extremism.

Meanwhile, Galvez noted DOLE as the first government agency along with TESDA, to be on hand in the implementation of the CAB Normalization Program of transforming six MILF camps into peaceful and resilient communities.

“We hope that through this collaboration, DOLE will continue to provide support during the succeeding stages of the normalization program and bring us closer to our vision of achieving ensuring peace and sustainable development in Bangsamoro,” Galvez said. ###AbegailDeVega

‘Self-gratification machines’ HUMAN beings have been created in the “image and likeness” of God and the primary purpose of their existence is that through them, the divine purpose of the Universe will be unfolded. ‘New polio’: an international killer on the loose!

-ooo“NEW POLIO”: AN INTERNATIONAL KILLER ON THE LOOSE: Truly scary things are happening all around the world nowadays. While the dreaded polio disease has not been totally eradicated (and has in fact resurrected in many

places including the Philippines) as of today notwithstanding the furious efforts of many people and groups like Rotary International to make it extinct, a new debilitating illness has surfaced which American doctors are describing as the “new polio”.

What is even more scary here, according to the doctors who chanced upon and are reporting the disease, is the fact that this “new polio” appears to be more deadly and devastating than the polio of today, and usually starts off like any ordinary cold or fever, largely with muscle pains at the back.

As of now, as more and more children are being attacked by the disease, doc-

FOREST LAKE CEMETERY, General Santos City (MindaNews / 20 October) -- I spent most of my time yesterday afternoon going through my digital photograph files. I was searching for a particular picture that I want to give as a gift to somebody on her birthday.

While I have yet to locate that very special image, searching through thousands of photos brought back a lot of memories. It may sound funny, but yes, I laughed, I cried and everything in between.

I miss your presence.

I miss the sound of your footsteps. I miss the times when I would touch your left arm as my way of saying I am leaving for work. I miss your voice. I miss how you would shout my name when something was not

right with your computer, printer or internet connection. I miss the discussions. I miss your words of wisdom.

I miss the sound of your sneeze. I miss the sound of your laughter. I miss your sense of humor. Yes, your sense of humor!

What most people saw was the man who usually looked deep in thought and did not smile very often. The writer that you were, I am almost certain that you were composing already your next article during those times when you seemed sunk in your thought. What they do not know is that you were a man with a great sense of humor.

One of the things that Mama kept saying when she got home from the hospital on the night of your death was “Wala na si Papa, wala

na mag joke joke sa atin.”

I may not have articulated it when you were still alive, but one of the things I love about you was your ability to see the funny side of things. You never lost it even when faced with difficult situations – be it stresses in the family, pressures at work or declining health.

I have this feeling that you never came to accept that you needed to use a cane already, but it I can still remember how you made fun of the situation the first time you tried your cane.

While we were nervous that you would fall, you managed to “dance” with your cane and laughed hard. That was a hilarious moment.

When Mama nagged you because you wore your t-shirt the wrong way, you simply laughed off. When

I could already feel the exhaustion from cleaning the house, you got the hanging shell decor, wore it on your head and that made me laugh. While everybody knew that you could not play a tune on the piano, you pretended to be a great pianist.

There were times when you would literally be laughing so hard and we had to wait for a few minutes before you could tell your joke. The times you made us laugh will be among my cherished memories of you.

I could not be more grateful for you, Pa for teaching me to laugh and for making me realize the importance of having a sense of humor. Remembering to laugh is indeed helping me face the obstacles in my life, See LAUGH, page 11

Former adversaries unite, work together for peace in BARMM PARANG, MAGUINDANAO -- What seemed unimaginable years ago is now a reality as former foes are now working side by side to bring peace to communities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Seventy-seven members of the Armed Forces of the Philippines (AFP) and 96 personnel from the Philippine National Police (PNP) arrived here to participate in the internal retooling of Joint Peace and Security Teams (JPST).

They will be joined by 152 of their Moro Islamic Liberation Front-Bangsamoro Islamic Armed Forces (MILF-BIAF) counterparts during the JPST training of the second batch of JPST members, which started on Monday (October 21).

of the retooling session, training director P/Lt. Col. Arnold Razote stressed the uniqueness of the JPST training wherein former adversaries on the battlefield will now work together to help maintain the peace and order in the Bangsamoro.

“The JPST training is a unique community policing training where contingents from the AFP, PNP, and MILF-BIAF shall undergo a one-month training program to enable them to acquire knowledge, skills and attitudes to make them a capable and dependable force to protect the gains of the peace process,” Razote said.

The internal retooling will prepare the AFP and PNP members for the JPST training, which will be conducted at Camp General Salipada K. Pendatun, PRO BARMM in Parang, Magu-

indanao.

Two hundred nineteen MILF-BIAF members completed their basic military training on August 27, 2019, which was held at the AFP’s Camp Lucero in Carmen, Cotabato Province.

Office of the Presidential Adviser on the Peace Process (OPAPP) Director Wendell Orbeso, who heads the secretariat of the Joint Normalization Committee, emphasized the crucial role of JPST in ensuring the safety and security in their communities.

“The establishment and deployment of the JPST are very important in the maintenance of peace and order in the areas where the decommissioning processes and other normalization activities are happening,” Orbeso said.

Tornado hits Tupi; at least two houses damaged GENERAL SANTOS CITY -- Several houses and business establishments were damaged while some power lines were toppled after a mild tornado hit portions of the town center of Tupi in South Cotabato on Sunday afternoon.

Rolly Doane Aquino, operations and warning head of the South Cotabato Provincial Disaster Risk Reduction and Management Office (PDRRMO), said the weather disturbance came amid heavy rains at around 3 p.m. in Barangay Poblacion in Tupi and neighboring areas.

He said no casualties were reported but the strong winds brought by the tornado ravaged residential communities and parts of

the area’s commercial center.

Uprooted and fallen tree branches damaged a house, vulcanizing shop and the main shed of a gas station located beside the Sta. Teresita parish church along the national highway, he said.

“The assessment is still ongoing and were anticipating other possible damages in the inner areas,” he said in a video update posted on Facebook on Sunday night.

Based on initial reports from the Tupi Municipal DRMMO, two houses were damaged in Puroks 9 and 10 of Barangay Poblacion due to the onslaught of the

strong winds.

Several other structures were also affected in parts of Purok 14 due to felled trees, which partially covered some roads.

Aquino said personnel from the MDRRMO and barangay volunteers already cleared the affected roads and structures of the fallen trees.

He said Tupi Mayor Romeo Tamayo directed the MDRRMO head Emil Sumagaysay to assess the other damages and determine possible assistance to the affected residents.

Veterans Bank celebrates 27th year PHILIPPINE Veterans Bank (PVB) marked its 27th year and is attaining record highs in various financial performance indicators.

“We will end this year with a record net income performance and we will rank among the top five banks in such metrics as Return on Equity and Return on Assets,” said Roberto F. de Ocampo, chairman of PVB and former Finance Secretary.

De Ocampo initiated major reforms to improve the bank’s operations, compliance, and risk management when he assumed the leadership of PVB in 2013. Supported by a new board of directors, the bank embarked on an internal restructuring for the last five years. A majority of these reforms are now in place and PVB has reoriented its focus to business development, enhancing and developing

new products and services and providing the foundation for sustainable growth.

PVB’s financial performance, as of September is concrete proof that these efforts have started to bear fruit. As of this period, the bank has already surpassed P500 million in net income, exceeded the P50 billion level in terms of deposits, and its loan portfolio has

increased by 18% over the end-2018 level. In both major activities, PVB has established new historical highs. It also registered its most efficient year of operations yet, with a costto-income ratio of 67% as of the third quarter 2019. This compares favorably well with some of the country’s banking giants.

products, PVB also recently became the first commercial bank to complete a receivables purchase transaction worth P2 billion that other banks are now trying to replicate. To further improve distribution, PVB opened its first-ever business center in Cebu last August to fasttrack loan applications and expand its customer base in this vibrant region.

by Congress with a singular mission to honor Filipino war heroes.

MARAWI CITY -- When she and her members returned to their cooperative store after the five-month Marawi siege in 2017, Jamalia Abdulmalic said they knew they would find something in common with most of the city’s residents -- they would be left with nothing.

“When we returned, it was empty. Everything was gone,” said Abdulmalic, the general manager of Al-Sahara Producers Cooperative, composed of farmers who pool resources to improve their yield and market their products under a single entity.

With the help of the Cooperative Development Authority (CDA), however, coop members managed to pull themselves from the brink of bankruptcy, thanks to the PHP350,000 financial aid granted by the government’s cooperative arm.

Al-Sahara Producers Cooperative is just one of the 103 local coops the CDA has assisted to pick up the pieces and reestablish their businesses after the war.

CDA chairperson Orlando Ravanera said the local cooperatives that received financial and technical assistance represent farmers, fisherfolk, vendors, women, and internally-displaced persons, totaling at least

PRRD lauds Davao Norte’s business programs

to some 4,347 members.

“Cooperatives are a vital societal force that could contribute to the country’s progress and development as it reduces poverty and empowers the disadvantaged sectors of society,” Ravanera said on Thursday.

Ravanera conceded that more should be done to help local cooperatives, pointing out that before the war broke out Marawi alone had 173 coop organizations representing at least 9,000 members.

has already released PHP76 million under its “Marawi Rehabilitation through Cooperativism Project,” which is supervised by government agencies under the Task Force Bangon Marawi.

Ravanera said the project is in line with CDA’s mandate “to promote the viability and growth of cooperatives as instruments of social justice, equity and economic development.”

Ravanera believes that armed conflict and violent extremism could be countered through the coopera-

tive movement.

“Cooperativism is about empowering the poor and vulnerable especially in taking full control resources in Mindanao. We believe cooperativism is the only effective approach in achieving true peace in the region,” he recently wrote in a local newspaper column.

DAVAO CITY -- President Rodrigo Duterte is impressed with the performance of Davao del Norte in terms of attracting businesses into the province, Gov. Edwin Jubahib said on Saturday.

Jubahib said President Duterte gave the accolade during the Most BusinessFriendly Local Government Unit Award in Manila on Thursday, in which the province was an awardee for the provincial category.

Duterte was the guest of honor during the 45th Philippine Business Conference and Expo at the Manila Hotel, where the award was given. It was organized by the Philippine Chamber of Commerce and Industry (PCCII).

“commendable initiatives towards good governance reforms that promote trade and investments and significantly contribute to local economic development.”

“He promised to provide me full support as he gave suggestions on how to be more enticing to the business community,” Jubahib said.

Aside from being the Most Business-Friendly local government unit, Jubahib said the Department of the Interior and Local Government (DILG) has also bestowed the Seal of Local Good Governance to the province.

The governor said Davao del Norte is the only province in Region 11 to receive the DILG award, which has yet to be scheduled.

Pujada Bay named ‘one of most beautiful bays’ in the world

DAVAO CITY -- The Pujada Bay in Mati City, Davao Oriental, has been included in the “Most Beautiful Bays in the World” (MBBW).

In a press statement on Sunday, the Davao Oriental Provincial Information Office (PIO) said the declaration was made by the Club of the Most Beautiful Bays in the World during the 15th World Bays Congress in Toyama Prefecture, Japan, held from October 16 to 20.

The Davao Oriental delegation was composed of provincial governor’s office chief-of-staff Ednar Dayanghirang and Environment and Natural Resources Office (ENRO) Officer Dolores Valdesco, who both represented Gov. Nelson Dayanghirang and City Environment Officer Eddie Cobacha as Mati City Mayor Michelle Rabat’s representative.

The team presented the Pujada Bay application to join the club during the congress.

After the application’s initial approval, PIO said experts from the MBBW are now set to visit the province to conduct a ground assessment and

validation of the Pujada Bay. “The ground validation is the first official act of MBBW to visit new approved members to see what we told them, prior to induction next year for the 16th World Congress in Morocco,” said Dayanghirang.

Gov. Dayanghirang welcomed the development, saying it would further boost the status of Mati City and Davao Oriental world-class tourist destinations.

The education sector has long treated every student the same. However, every student is unique and has different learning capabilities. The use of computer vision in education can help to maximize students’ academic output by providing a customized learning experience based on their individual strengths and weaknesses.

The main advantage of computer vision in education is the ease and non-obstructiveness of the assessment process compared to traditional classroom education. Teachers can observe whether a pupil is motivated or disinterested in the class without interrupting their activities. Affective computing techniques, availability of low-cost cameras, and their widespread use in electronic devices like cell phones, computers, and tablets, allow educators to

measure learners’ engagement levels using computer vision. Monitoring a student’s behavior continually is not possible. Computer vision eliminates the need for a teacher to continually monitor every student’s behavior, which proves to be highly beneficial. With computer vision technology, every student’s engagement in the classroom can be monitored easily. There is hope that computer vision will enhance the ability to detect, measure, and respond to individual students’ levels of engagement in the near future.

People can easily search for any topic they might be interested in and find relevant information at their fingertips within seconds.

Expanding on this, users can opt for any course or skill-oriented program from a variety of courses available online. People are not restricted when it comes to learning about some-

thing they are interested in. Capitalizing on the demand for online learning, many massively open online course (MOOC) platforms are on the rise.

Many reputed institutes now offer online certification courses in addition to standard college courses. These online training courses provide audio and video lectures to the students, along with digital materials such as ebooks for learning. These courses almost provide a near real-world classroom experience for the students. Students can learn from these courses as per their schedule and do not have a fear of missing out on important lectures.

These courses are usually opted by students who can’t commit full-time due to full-time employment or enrolment in a different course. Online learning provides an excellent opportunity for such students who want to learn an additional skillset.

Making SHS expo work for the future

The addition of two years of senior high school to the basic education curriculum through Republic Act 10533 or the Enhanced Basic Education Act of 2013, more commonly known as “K-to-12”, has opened many opportunities for students to further develop their skills. In the context of SHS students nationwide, an exposition of the actual products of their schoolwork is an important step in giving them a rough idea on what real world applications their hard work can bring to them.

In our island province of Camiguin, a SHS expo and job fair have just commenced today as part of the 40th Lanzones Festival Celebration as per directive from the Schools Division Superintendent Reynaldo E. Manuel Jr. Ph.D., which showcases all the polished projects/crafts made by SHS students of all strands under the supervision of their respective advisers.

Various simultaneous activities are made including skill trainings and job fair events in order to prepare our learners in the world of work.

Over hundreds SHS students in the island (from 19 schools) spread out on both academic and technicalvocational tracks. They demonstrate their skills to pursue a job career. Some of these students have undergone immersion and others have taken and passed the NC II. These have become the core purpose of setting our learners ready in global competition.

Personally, I believe that exposing our learners into beneficial endeavor like this is an ingenious way that helps our students to take an advantage in the real scenario of job seeking and skills development.

Indeed, this has served as a thoroughfare in molding the potential of our learners in many ways.

First, expo and job fair offer instant employment.

Many organizations are present at the venue to instantly recruit new employees. Bosses would have

one-on-one meeting with the students and would eventually conduct interview. If the interview goes well, surely, these skilled students most especially the G12 would be given a job after graduation.

Second, our students would have experienced industry exposure. Grade 11 and 12 students could simply meet with employers and managers to determine their future career choice.

In fact, free career counseling is provided for every student which is a great opportunity to decide their respective path career.

Lastly, it improves the students’ confidence. Attending a job fair and expo with several personalities in various business firms and in the local government would give them an idea on how to act and behave around professionals. They could practice introducing themselves to employers which prepare them for possible interactions in the future.

Truly, DepEd in cooperation with LGUs and allied agencies is making way to implement a more meaningful and memorable exposure of the 21st Century learners who are equipped with skills and potentials as they partake the three directions that the SHS students and graduates are expected to be ready for education, employment and entrepreneurship. Thus, with the new mechanism, there is a need for the government to allocate more funds for the equipment and facilities for the SHS students to enrich their capability.

Also, private stakeholders should partner with parents and students to ensure that SHS education could open opportunities for learning and advancement that every Filipino youth is entitled to.

Since our administration has expressed support for this new scheme of education, which aims to develop the capacities of the nation’s most valuable resource-its people, everyone is called to cooperate in making SHS expo and job fair work for the future of the country.

As well as helping to consolidate what a child has learnt in class, homework is part and parcel of developing independent learning. Homework is a basic pillar of the education system. As unpopular as it might be with some kids, most parents and teachers defend homework, saying it reinforces classroom learning, helps create good work habits and discipline, and benefits concentration and memory. Homework is a child’s task and responsibility, however, parents also play a role: that of monitoring, supporting, answering questions and ensuring that their children

complete their homework but never, never should parents do homework for their children.

Not doing homework for the student doesn’t mean you can’t get involved. “The parent has to think of themselves as the coach. A coach does not run with the player nor eat the same calories and, of course, does not suffer the same injuries. A coach has two main functions: organize and advise, with the objective of improving performance,” argues psychiatrist Orlanda Varela. Many parents in all social classes dedicate several hours a day to helping their kids with homework or making sure they do it.

that scholastic failure is due to parents’ lack of concern about the education of their children.

Many parents get into a cycle that they feel it is difficult to escape. Each afternoon they review the agenda, organize where their children should start, and resolve each of their children’s questions, etc.

When parents try to stop doing this, they realize that their children feel lost without them and fear that the child will stop or not do their homework well, so they continue to take charge each night.

This is because there are various and multiple cultural aspects, components and values that education need to embrace, integrate and nurture it order to sustain its relevance and meaning to the society.

Educational endeavor is guided and supported by cultural standards and principles.

There are many profound reasons why education needs to incorporate cultural elements in its systems and processes.

First, is that culture embodies the historical and

traditional background and origins of the societies that are worthy to be shared and imparted among the young learners.

Secondly, cultural components like indigenous knowledge system are powerful and comprehensive sustances and inputs of instruction and educational processes.

Thirdly, cultural norms and ethics help to positively influence educators and school leaders to pursue educational policies, laws and regulations that are socially-oriented and value-laden. Another reason is that cultural values and virtues are positively beneficial when embraced well and accurately by the learners. Cultural values connect the students to the norms in the society where they belong. These values help learners to develop sense of involvement, social concern and most of all, nationalism and patriotism.

DTI monitors prices as Digos malls remain closed

DIGOS CITY -- The provincial office of the Department of Trade and Industry (DTI) in Davao del Sur has started monitoring the prices of basic commodities following the closure of 15 malls and department stores in the aftermath of the 6.3 magnitude earthquake that struck this city on Wednesday (October 16).

Marivic Placer, DTI provincial consumer protection division chief, said they have received reports that some business establishments here are jacking up retail prices of prime commodities just days after the city government ordered the closure of all shopping malls and department stores for safety reasons.

Placer said after a meeting with Mayor Josef Cagas on Saturday, the price monitoring team immediately scoured all major stores in the entire province to verify the reported price increases.

vincial office as your proof of purchase and rest assured it will be acted upon by our office,” Placer said, adding there are 22 major stores all over Davao del Sur. DTI has also urged consumers to browse the online list of suggested retail prices of prime commodities through www.dti.gov. ph.

The NFA Director advised the farmers to call their office for any inquiries saying they cannot accommodate all your freshly threshed palay if their drying facilities are still full.

"You can also call us if you don’t have trucks to deliver your palay stocks to our buying stations,” he added.

For the requirements, first-timers can deliver an initial 200 bags of their palay harvests. On their first delivery, they will only be required to fill out the Farmer’s Information Sheet
