Online learning is not the only type of distance learning. While the COVID-19 pandemic sent educational institutions scrambling to move classes online, many forget that there are other modes for distance learning. For instance, the Department of Education (DepEd) developed TV/ radio-based instruction methods to utilize existing technologies that reach rural areas. However, the most popular mode of distance learning under consideration is modular learning. Modular learning is a

form of distance learning that uses Self-Learning Modules (SLM) based on the most essential learning competencies (MELCS) provided by D epEd. The mo dules include sections on motivation and assessment that serve as a complete guide of both teachers’ and students’ desired competencies. Teachers will monitor the learners’ progress through home visits (following social distancing protocols) and feedback mechanisms, and guide those who need special attention. Based on data gath-

ered via DepEd’s National Learner Enrolment and Survey Forms (LESFs), 8.8 million out of the 22.2 million enrollees (39.6% of total respondents) preferred modular distance learning for the upcoming school year. Cash Agad: Your partner for recovery

THE pandemic had severe effects on families and communities in the country not only because of the fear over COVID-19 but also because of how it disrupted their livelihoods. Many businesses shut down, causing widespread loss of jobs. For those who still had some income left, they could not so easily access their cash at banks and ATMs because public transportation was shutdown during the lockdown and quarantine periods. Still, some residents were fortunate that there were Cash Agad partner agents in their communities who were ready to provide banking services even amid the pandemic. While Cash Agad partner agents were also affected by the restrictions of the community quarantine, they were still able to help their respective barangays and are now bouncing back and continuing with their recovery in order to further build their businesses. The Cash Agad partner agents network is comprised of small to medium business owners in Luzon, Visayas, and Mindanao who are operating the Cash Agad service in their communities. This service aims to provide ready access to cash

for distant communities, especially those who are not so easily reached by public transportation. These would include communities in places that were located in challenging terrain like mountains, hilly areas, or those in far flung islands only reachable by boat. Cash Agad is the solution provided by BDO Unibank to unbanked and financially underserved communities, especially those places where setting up a building or bank branch or even an ATM machine would prove to be impractical and unfeasible. Community shopsturned-ATMs A community shop owner (the business might also be a salon, drugstore, hardware store, etc.) is usually tapped to be Cash Agad partner agent. Since such a business owner has long been part of the locality, has an establishment close to the residents, and is a trusted figure in the community, it’s much easier for the people to trust him or her with their money-related transactions. Once the shop owner becomes a Cash Agad partner, he or she is given a POS terminal that is capable of accepting transactions using any Philippine-issued ATM card whether debit

or credit. And even though BDO Unibank is the one that runs the Cash Agad service, the POS terminal accepts ATM cards from all banks in the Philippines. Cash Agad and LGUs Another advantage of using Cash Agad is that it does not depend on banking hours. As long as the Cash Agad partner shop is open, it can accept transaction. This was modified, however, when the pandemic struck and community quarantines were imposed. Local official had to set schedules and limit operating hours for Cash Agad transactions in order to follow physical distancing requirements designed to keep customers safe and prevent disease transmission. Even LGUs depend on Cash Agad to deliver government’s financial aid to those in need. For example, the beneficiaries of 4Ps withdraw their monthly cash assistance from Cash Agad. Even the IPs or memberes of the indigenous people’s communities are able to get their financial aid through Cash Agad. All these are possible thanks to the cooperation between LGUs and Cash Agad partner agents. LGU employees, policemen, and teachers in

the community likewise depend on Cash Agad for their salary withdrawals. Private employees, families of overseas Filipinos, all of them now access salaries and remittances from Cash Agad, too. All of these were a great relief to residents who, for several months during community quarantine, were unable to travel due to lockdowns and checkpoints. Their mobility had been restricted within their own or the nearby barangays. They could no longer go to urban areas to transact with banks or go to ATMs. Helping local businesses According to Lorna Taruc, owner of Jan Pau convenience store and Cash Agad partner agent at San Simon, Pampanga, the Cash Agad service is a big help to their community. "It’s so much more convenient and easier for people here to go to my store and withdraw their cash. They no longer need to travel so far. Especially during the lockdown when it was so difficult to find public transportation. Apart from this, I had more customers buying from my store.” Meanwhile, another Cash Agad partner agent, Roselyn Abela of Pitogo, Bohol, said that many residents

were afraid to leave their town during the community quarantine because they heard news that there were many COVID-19 cases in the city where they usually go to transact with banks and use ATMs. This city is quite far from Pitogo. A person traveling there would need to ride a

habal-habal (passenger motorcycle) then cross the sea by boat to another island. At the island, he or she would have to ride another habalhabal to reach the city. It takes half a day to an entire day to travel there and back again to Pitogo. A two-way trip costs 500 pesos. See PARTNER, page 11

BEWARE of charlatans masquerading as harbingers of economic recession these days of pandemic. Armed with glib tongue and sweet nothings, these people are using social media to advance their selfish interests. The rapid spread of fake news shows the power of social media platforms. Classic case was the battle royal of the recent changing of the guards at the lower house. Fake news therefore has become an emerging challenge in developing economies deeply shaken by the pandemic. In fact, fake news has been playing a confusing

role amid this pandemic as it continues dominating social media platforms, seeping through the very core values of the nation. In a country with too much democratic space, there seems no stopping in throwing dirty linens in public via FB these days of pandemic. Indeed, dirty language comes easy as the menu of the day as we get nearer to the 2022 general elections. Electric Cooperatives are NOT Cooperatives

In a landmark decision in the case Philreca vs. Dept of Finance penned by Justice Mariano del Castillo, no less than the Supreme Court ruled that the 121 Electric Cooperatives in the country are only cooperatives in name and not genuine cooperatives. As categorically stated in their By Laws under Sec. 1, Art. 2, “the members are the joint owners of the electric cooperatives with their individual equity in its assets determined the basis of their patronage.” That’s the reason why the members are called MCOs (memberconsumer-owners). All these years, in the past 60 years, that is the greatest LIE perpetuated by the so-called Electric Cooperatives. Why is this so? Every time the MCOs will claim such right, they will just be told that they

have only contributed P5 as membership fee. The truth is, in the unbundling of their monthly payment, it is shown that from the very beginning, each MCO has been paying two items as their patronage contributions which are: a) the total amortization cost (payment to loans) which is about P0.36/kwh and b) the provision for Reinvestment which is about P0.11/kwh. This means a monthly capital contribution of about P94.54 based on the monthly consumption of about 200kWh per month or about P1,134.48 per year. After all these years (about 60 years as MCOs), each one has a total patronage capital contribution of about P68,000. How amazing! But I was notified that these so-called ECs which are not registered with the Cooperative Development

Authority which by law is the only registering agency of all types of cooperatives have put the MCOs in the dark of their respective capital contributions. This is contrary to the provision of the By-Laws under 2(b) Article VII, “. . . within a reasonable time after the close of the fiscal year notify each patron of the amount of capital so credited to his/ her account.” There are about 121 socalled ECs in the country and in region 10 alone, we have about eight, namely: Moresco 1 and 2, Fibeco, Buseco, Camelco, Moelci 1 and 2 and Laneco. Little did we know when the calendar slipped to this new decade that we would be facing a pandemic. Now we also are faced with a contentious e l e c t i on , b omb ard e d with political messages of blame, ridicule, denial and avoidance. Some people deal with anxiety on an ongoing basis. Given what we are now facing it’s not surprising to find anxiety for everyone is on the rise. I

am seeing an increase in clients experiencing anxiety across all age ranges. We are wired to be in control, and in these times there is much that seems out of our control. Anxiety is our brain’s reaction to uncertainty, the unexpected, and things that might harm us. We have a warrior part of our brain — the amygdala — always on the alert trying to protect us. Our amygdala pro-

cesses fear, sending out the alarm triggering the fight-or-flight response in our brains. This of course helps us when we suddenly encounter imminent danger, but these days the danger is unseen and unpredictable. Anxiety symptoms include feeling nervous, having a sense of doom, shortness of breath, body tension, changes in sleep and eating and increased substance abuse.

IKE its namesake, the Suzuki S-presso is diminutive in size but packs a wallop. Unlike the coffee though, this little car has plenty to offer beyond the initial jolt. The S-presso’s 1-liter engine produces 67 HP and 90 Nm, which doesn’t seem much on paper but it is a different story behind the wheel. The said figures were more than enough to propel the S-presso around town at a rather brisk pace. Working the 5-speed manual transmission was a very engaging affair. The clutch

is light and easy to manage, making this peppy hatchback an ideal daily driver for beginners or those who haven’t driven a stick shift for quite a while. Spirited driving in both urban and highway road conditions yielded 14.7 kilometers per liter. I suppose with little effort, one can go beyond 300 kilometers on its 27-liter fuel tank. Safety is a common concern among small car buyers but Suzuki dispelled negative notions by fitting the S-presso with their Total Effective Control Technology (TECT) body, which helps

protect the cabin in the event of a collision by efficiently absorbing and dispersing energy. It also widely employs high tensile steel to achieve both lightness and excellent safety performance. Front airbags and anti-lock brake system (ABS) also come as standard. With its boxy dimensions and excellent allaround visibility, squeezing the S-presso into tight parking spaces wouldn’t be a problem. Yet, Suzuki is not taking chances so they’ve thrown in rear parking sensors for good measure.

The S-presso is intended to seat four occupants, including the driver, but three kids will fit comfortably in the second row. Speaking of kids, they will appreciate the 7-inch multimedia display where they can watch their favorite movies while on the road. There are no rear speakers, so you might have to crank up the volume a bit. There are no rear

power windows as well but who cares? My kids got a kick out of playing with the crank. They complained that the ride was a little bumpy, though. Yes, the suspension is on the firm side but at least I know the S-presso would be able to carry heavier loads. Despite its size, the S-presso can offer plenty of cargo space when needed. Folding down the rear seat

gets you 239 liters. However, loading stuff might require some skill as the rear opening is a bit narrow. With a price tag of P518,000, the S-presso offers fun, functionality and excellent value for money. AVAO DEL NORTE – The Davao Region Council for the Welfare of Children (CWC) is focused on protecting the rights of the children against violence and sexual abuse. During today’s Pakigsayod, CWC Regional Director Renee Boy Binondo and Provincial Social Welfare Development Office (PSWDO) Focal Person on Child Protection, Lanny Guinit, revealed that sexual abuse is among the highest cases against children. “Base sa atong mga nakahilap na mga issues and concerns na nigawas, una kaning mga violence against children, sexual abuse, naay report kita nga nakuha sa Regional Women and Children Protection Desk nga nagakataas ang atong kaso (Based on the issues and concerns that we gathered, violence against children and sexual abuse are among the primary increasing cases as reported by the Regional Women and Children Protection Desk),” said Binondo. In the US, their ECs are members-owned, thus, benefitting hundreds of millions of MCO. In fact, these ECs have programs for the health and scholarship for the children of the MCOs. Coooperativizing the ECs had amazed the USAID that it granted the Philippines a grant of some $800 million dollars but was so dismayed upon knowing that the ECs are only cooperatives in name. The Philippine government then justified that it must have more funding to conduct the massive education of the millions of MCOs, the conduct of capacity-building especially on Pre-Membership Education Seminars. Thus, the World Bank has granted the Philippine Government then some $5 billion for that proposed ECs’ cooperativization capacity building projects. But it was then the period of Martial Law and the World Bank was so dismayed upon knowing that such fund was used for Anti-Insurgency campaign. To make it worse, then President Marcos issued PD 1645 (named after M-16 and 45 Caliber) strengthening the National Electrification Administration (NEA). In that Presidential Decree, it provided for in Sec. 357 (named after Magnum 357)

the powers vested to NEA that are all contrary to the time-honored and universally-accepted democratic principles. The framers of the 1987 Constitution wanted to rectify such glaring social wrong and social injustice, so it is so stated under Sect. 15, Art. 12, “to promote the viability and growth of cooperatives as instruments of social justice and economic development.” And giving a strong message in creating an office, that is the Cooperative Development Authority as the “SOLE REGISTERING AGENCY OF ALL TYPES OF COOPERATIVES.” A strong and categorical message especially directed to so-called ELECTRIC COOPERATIVES. However, instead of registering with the CDA, what the ECs did was to unleash formidable arsenal of lies, deceit, fearmongering and cash-backed lobbying to ensure the continued proliferation and hold of private interest over electric cooperatives. The MCOs were enticed with bags of grocery items and other goodies to sway their mindset. Lies and deceits were employed to cast doubt on the economic viability of electric cooperative if it would be registered with the CDA. By not recognizing the more than one trillion pesocapital shares of the more than thirteen million MCOs with a critical mass of some fifty-five million Filipinos which could have been a
