4ID activates new battalion to secure Southern Bukidnon CAMP EVANGELISTA, Patag, Cagayan de Oro City -- Philippine Army activated its 88th Infantry (Maringal) Battalion and placed it under the operational control of 4th Infantry Division to address the threat situation in the Southern part of Bukidnon.

After Marawi, AFP to focus on fight vs NPA EDITOR: Cris diaz

DAVAO C I T Y - - T h e Armed Forces of the Philippines (AFP) will focus on the fight against New People’s Army (NPA) after their success in battling Maute Group in Marawi City.

AFP chief-of-staff Gen. Eduardo Año, in a speech during his visit at the Eastern Mindanao Command (Eastmincom) Tuesday, said that there will be more Army battalions deployed in the Eastmincom area since most of the places are NPA infested.

“Ngayon natapos na yung Marawi crisis, mag-re deploy na tayo ng presence, may ibabalik na tayong pwersa dito (Now that the Marawi crisis is over, we will re deploy more military presence, we will return the troops here ), ” he said.

Año also said the Philippine Army (PA) will activate additional 10 Infantry Battalions, six of which will be deployed in Eastmincom areas.

“Ito’y para tuldokan na natin yang CPP-NPA na yan (We want to end the CPP-NPA),” he said.

He said this new mandate came from the order of President Rodrigo Duterte who early pronounced the war against the communist groups.

Año said the 8,000 new recruits for the Army will be completed by November this year. Majority of the new recruits will be deployed in Eastmincom.

“By January, additional 5,000 troops will be recruited sapagkat gusto n at i n m ang y ar i n a s a katapusan ng 2018, wala ng CPP-NPA kahit isa sa buong Pilipinas (because we want to happen that by the end of 2018 there will be no CPP-NPA in the whole Philippines),” he said.

He said the government will be constructing big highways, bridges and railway stations in different parts in Mindanao and this will not be attained if there is peace and order problem. PNA

2 DOE working to normalize power supply in Marawi, adjacent towns

DAVAO CITY – The Inter-Agency Task Force on Securing Energy Facilities (IATSEF), with the coordination and support of its members, has been continuously working to minimize the impact of the Marawi conflict to the power industry in Mindanao.

The IATSEF is composed of the Department of Energy (DOE), National Grid Corporation of the Philippines (NGCP), National Transmission Corporation (TransCo), National Electrification Administration (NEA), National Power Corporation (NPC), the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP).

DOE Assistant Secretary Redentor Delola briefed power stakeholders of the current efforts to normalize the power situation in the conflict area during the DOE investment forum and stakeholders conference on October 3 at the Grand Regal Hotel in Davao City.

Drinking ‘tuba’ is DavSur town’s oldest grandpa’s secret to long life

MAGSAYSAY, Davao del Sur -- Drinking a glass of “tuba” (coconut wine) is a daily habit of 101-year-old Leoncio Sayson Saturos, who claimed that it is his secret to live a long life.

Accompanied by five of his eight children, Saturos rode a vehicle to travel for about five kilometers from his residence in Purok 1-A in Barangay Bacungan to reach the municipal hall here.

The good news was officials of the Department of Social Welfare and Development (DSWD) XI and Mayor Arthur Davin are waiting to hand over to him the PHP100,000 cash incentive for being an inspiration of a “well-lived, healthy and happy lifestyle” pursuant to Republic Act 10868 or the Centenarians Act of 2016.

Saturos, who walks with the help of crutches, has still

a sharp mind, although one has to go nearer to him to be heard.

He said the money is a big help to sustain his needs, especially that he is just dependent on his pension as a war veteran.

Aside from his tuba habit, he is also used to drinking goat’s milk and “tsokolate” and eating fresh tobacco, fruits and vegetables.

Still not diagnosed with any disease, there were no prohibitions to his diet, although he seldom eats pork and chicken.

He prefers to eat more fish.

Saturos was a World War II veteran and later became a “Tenyente del Barrio,” now called barangay captain, for several years during the time of former President Ferdinand Marcos in the 1970s.

SP OKs MOA with DA for livestock program CAGAYAN DE ORO CITY -- Department of Agriculture (DA) and the city government of Cagayan de Oro forged another partnership for livestock program.

To increase the competitiveness and income of livestock farmers, Cagayan de Oro City legislators headed

by Vice Mayor Raineir Joaquin V. Uy during its regular session Wednesday presided over by Councilor Zaldy approved an ordinance authorizing Mayor Oscar Moreno to enter into a Memorandum of Agreement (MOA) with the Department of Agriculture (DA) covering its Livestock

Program.

The DA is implementing the program to enhance agricultural productivity and production as a strategy of realizing the Agriculture and Fisheries Modernization Plan (AFMP) and is willing to provide one unit Hammer Mill under the Animal Feeds Technology Project.

The MOA provides that the regional field office of DA in northern Mindanao

shall procure the brand new equipment, turn over the unit to the city and conduct periodic monitoring and evaluation to ascertain the progress of the project For its part, the city government shall use the equipment for the Animal Feeds Technology Development with DA-RFO-10 and provide a garage to properly secure the unit, among others.

The ordinance was endorsed by the committees on agriculture and fisheries and on laws and rules chaired by Councilors Annie Y. Daba and Ian Mark Nacaya, respectively. (SP)

Marawi siege – how will it end?

The more than five month battle to retake Marawi has quite a few similarities to the Battle of Manila which occurred 72 years ago.

The Battle of Manila which raged for more than a month in 1945 was the first and only urban warfare fought by the Allies in the Pacific theater.

All previous battles from Guadalcanal up to Leyte were fought either in jungles or open fields.

Nothing prepared the Allied troops in the Pacific for this type of warfare save for the theoretical training provided in field manuals.

The GIs had to learn their lessons fast in actual combat.

Which made me think and ask why our tourism industry is still a laggard compared to other coun-

tries.

If we look at the profile of tourists, big spenders are the Chinese (that comprise the new rich that had emerged in this decade), Japanese, Koreans and the Europeans.

These people are in search of mother nature, ethnic shows and food. In many aspects the Philippines is not far behind. In fact, we have more to show and to offer than most countries.

We have such a rare ethnic mixture of cultures. Our food variance is excellent, people speak English, our mountain and sea resorts are within 30 minutes from hotel and weather is predictable.

Then, to the people’s shock and amazement, he started juggling the diamond! At first, he was careful; but each time he threw the diamond higher and higher. Finally, he told his audience that he would throw the diamond one last time so high that it would disappear for a few seconds. The people begged the old man not to do it, but he wouldn’t listen. So with the confidence of all his years of experience, the juggler threw the diamond so high into the air that it actually did disappear, before it started falling back

down, shining and sparkling in the sunlight. Then, just as he was about to catch the diamond, a huge wave suddenly caused the ship to move and lurch forward, causing the juggler not to catch his diamond, which fell into the ocean and sunk, lost forever.

What a sad story. To risk and lose everything you own and have worked for all your life. Yet some of us are just like that juggler. We’re very confident in our own strengths and abilities. Andanar cites resiliency, unity, hope in visit to Marawi City CAGAYAN DE ORO CITY -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar cited messages of resiliency, unity and hope amidst war during his visit to Task Force Bangon Marawi (TFBM) operation center in Iligan City on October 13.

Andanar shared in an interview with the media that he came personally to get first hand updates on the recovery and rehabilitation efforts in Marawi City and emphasized the message of resiliency, unity and hope among Filipinos in this time of crisis.

During his visit, Department of National Defense (DND) Undersecretary and Chairman of TFBM Cesar Yano said that through the sub-committee on reconstruction, there had been site development on transitional shelters at barangay Sagongsongan in Marawi City. In fact, there was already an ongoing construction of initial 1,100 units of shelters by four groups in three months, which started on Sept. 8, 2017.

was also an ongoing inventory on internally displaced persons (IDPs) relocation preference and prioritization of IDPs for relocation with local government unit (LGU).

In terms of health and social welfare, there had been a total of 108,028 medical consultations in 54 municipalities such as Tamang Serbisyo para sa Kalusugan ng Pamilya (TsekAP) services by the Department of Health (DOH). Aside from that, 68,289 individuals already received psychosocial services in 38 municipalities; the government has also provided evacuation centers with potable water and construction/installation of toilets, washing and bathing facilities. Further, 438,440 IDPs received nutrition services in 51 municipalities.

Relief assistance had been distributed to 78,466 displaced families or 359,680 displaced individuals. Tents were also distributed to decongest evacuation centers and early rehabilitation and recovery program through sustainable projects such as communal gardening and food production were initiated.

Yano admitted that although the Maranaos are not used to gardening because they are more of trading and

selling, they have learned to appreciate communal gardening, as this made their time useful while staying in temporary shelters and evacuation centers.

Meanwhile, in terms of sustaining peace, the TFBM has created a technical working group (TWG) to manage the return of IDPs; trained policewomen had been deployed to counter violent extremism; and PNP posts had been established in evacuation and transition areas. According to Yano, there has also been a culture of peace orientation to the young IDPs in Iligan City and focus group discussion (FGD) of women, peace and security among others.

At least 30 internally-displaced persons (IDPs) on Friday received aid from DTI to help them start a small business even while they are staying at evacuation centers and to help sustain their needs as they wait to return to their respective homes in Marawi.

As part of Task Force Bangon Marawi (TFBM), DTI, together with other agencies comprising the subcommittee on business and livelihood (SC-BL), will assist affected Marawi residents start small businesses and earn money while fasttracking the rehabilitation process of the war-torn city.

Php 5,000 worth of groceries were distributed, along with pens and notebook for the IDPs’ monitoring and recording of sales.

Elvira Redublado, TFBM SC-BL Ground Officer and DTI-LDN Consumer Pro-

tection Division Chief, said that the livelihood starter kits will help the IDPs earn money while the training on simple book-keeping will help sustain their businesses as they return to Marawi.

“The starter kits are more on food items. We will train and monitor them on the progress of their business,” Redublado explained.

Redublado added that there will be more livelihood starter kits that will be distributed to IDPs staying in evacuation centers.

The DTI is the lead agency for the TFBM SC-BL. Other members of the committee are DOLE, DOST, OPAPP, TESDA, DENR, DA, DAR, MinDA, and NEDA. A total of 40 grocery packages has now been distributed apart from the 100 sewing kits provided to IDPs.

German delegation to participate in DTI SlingShot ASEAN event Startup Asia Berlin (SUAB), the GermanAsian startup platform that aims to enable the professionalization and direct cooperation between startup ecosystems of Berlin, Manila, Bangalore and Jakarta, will conduct its second Asian roadshow from 19 to 28 October 2017.

For the Manila leg and SUAB’s first Asian stop, the 2017 roadshow delegates will be participating at Slingshot ASEAN on 20 October, where they will engage in panel discussions and workshops. Particularly, SUAB, in partnership with QBO and the UNDP, are spearheading the panel on social innovation – a discussion on how startups can create social impact.

The Department of Trade and Industry (DTI), through its representative office in Germany – the Philippine Trade and Investment Center (PTIC-Berlin), has been collaborating with Berlin Senate on various activities related to startup ecosystem development. Demand up for foreign workers in Malaysia Filipino production workers who are seeking employment abroad may consider working in Malaysia, the Philippine Overseas Labor Office in Kuala Lumpur said yesterday.

In a report to the labor department, the KL POLO said employment opportunities came about after the Malaysian Government decided to ease limits on foreign workers to address

the problem of companies who lack manpower for their expansion.

Quoting the STAR (Malaysia), the POLO in Kuala Lumpur said that exportoriented manufacturers can apply for 100 percent foreign workforce to fill low-level jobs in line with the Government’s aim to maintain Malaysia’s competitiveness in the global supply chain.

Datuk Nur Jazlan Mohamed said priority would be given to manufacturing companies that export their products, but for production workers only.

The main problem faced by the companies, Mohamed said, was the lack of manpower needed to expand their business to meet the growing demand from international buyers.

Bank for overseas Filipinos to provide cheaper rates The Overseas Filipino Bank (OFB) will ease the financial burden of millions of overseas Filipinos with the bank’s efficient and low remittance service rates and profitable investment offers, Labor Secretary Silvestre Bello III said yesterday.

“The bank will provide our overseas Filipinos the most effective and cheapest or free transfer of their remittances. We are also able to get the consent of Land Bank President Alex Buenaventura that the interest rate in the loan packages will only be at 2.5 percent per annum. Ang laking bagay niyan compared to other banks. This will give our OFWs the venue for their investment,” Bello said.

The bank, which is not only limited to OFWs, is dedicated to provide financial products and services tailored to the requirements of all overseas Filipinos, and focused on delivering quality and efficient foreign remittances services pursuant to Executive Order (EO) No. 44 signed by President Rodrigo Duterte early this week.

Through the EO, the Philippine Postal Savings Bank (PPSB) will be acquired by the Land Bank of the Philippines (LBP) and will be converted into the OFB. The bank will provide priority support to the growing financial needs of overseas-based Filipinos, who contribute

to the country’s foreign exchange income, currency stability, employment, and overall economic growth through their remittances.

The bank will be managed by a board of directors headed by the LBP President as chairman, LBP-designated President as vice chairperson, four LBP-designated directors or officers as members, and members representing DOLE, the Overseas Workers Welfare Administration (OWWA), and the private sector member representing overseas Filipinos.

Bello encouraged OFWs to invest in the bank and take advantage of the bank services and offers as it is partly owned by them.

“It will be wise for them to invest in the bank because they actually own the bank.

As the secretary of labor and under the executive order, I can nominate one to represent DOLE, another one to OWWA, and the other one is for the overseas-based Filipinos. We will increase the representation of the OFWs by buying more shares that will entitle them to two or three board seats,” he added.

The labor secretary also said that the branches of OFB will be put up in all Philippine Overseas Labor Offices to reach more overseas Filipinos and provide them with quality and efficient foreign remittance services. END/Abegail De Vega

The BSP Inflation Report is published as part of the BSP’s efforts to improve the transparency of monetary policy under inflation targeting and to convey to the public the overall thinking and analysis behind the Monetary Board’s decisions on monetary policy.

The following are the highlights of the Q3 2017 BSP Inflation Report: • Headline inflation is steady. Average headline inflation was at 3.1 percent in Q3 2017, unchanged from the quarter-ago average but higher than the year-ago average of 2.0 percent. This brought the year-to-date average to 3.1 percent, within the National Government’s (NG’s) target range of 3.0 percent ± 1.0 percentage point, (ppt) for the year.

Food inflation eased with slower increases in the prices of rice, meat, and fruits and vegetables. By contrast, non-food inflation rose due to the uptick in transportation fares and domestic fuel

prices. Meanwhile, core inflation continued to rise to 3.1 percent during the quarter from 2.9 percent in the previous quarter.

The alternative measures of core inflation were mixed.

• The domestic economy sustains firm growth. Real gross domestic product (GDP) grew by 6.5 percent in Q2 2017, slightly faster than the quarter-ago expansion of 6.4 percent but slower than the year-ago growth of 7.1 percent. For the first half of 2017, GDP grew by 6.4 percent, still in line with the National Government’s target of 6.57.5 percent for the year.

On the expenditure side, higher household and government spending offset the slowdown in exports, while strong outturns from the industry and agriculture sectors counterbalanced the slower growth in services on the production side.

High-frequency indicators of demand also continued to support the view of firm economic prospects in the near term. Vehicle sales increased,, albeit at a slower pace. The balance of risks surrounding the inflation outlook also remains tilted to the upside, owing in part to possible adjustments in electricity rates as well as to the expected transitory impact of the NG’s broad fiscal reform program. However, the potential for slower global economic growth owing to geopolitical tensions and lingering uncertainty over economic policies in advanced economies continues to pose a downside risk to the inflation outlook.

The murder case the suspect is facing was docketed as CR-ORD-2017-1627.

PO3 Rexie Tenio, the investigator on case, said an informant came to their office weeks ago and tipped them off regarding the Macauyag’s plan to shoot either an RTA enforcer or a police officer.

“The informant knows about the suspect’s movements. He is probably someone close to him,” he said.

He said Macauyag’s motorcycle-riding companion could be his partner in carrying out the killing of their next target.

Tenio said they are not ruling out the possibility that Cabingas was ordered killed by one of the disgruntled vendors at the Cogon public market where the RTA is constantly conducting clearing operations to rid the area of ambulant sellers.

Chief Insp. Harvey Abellanosa, Cogon police station commander, said Macauyag went into hiding in the cities of Valencia and Marawi.

The suspect’s stay in Marawi was disrupted at the onset of the siege on May 23 and went back to Cagayan de Oro, Abellanosa said.

He said Macauyag also has an outstanding arrest warrant for the murder of his wife Isa Sorogaor in Barangay Puerto, this city, on October 2015.

In an interview, Macauyag denied he killed Cabingas and insisted that he and his family fled Marawi.

“We are evacuees from Marawi. I am just a mere PUJ dispatcher at Cogon,” Macauyag said.

Police said Macauyag is presently residing at Barangay Kauswagan here but used to live in Barangay Mapandi in Marawi.

Yolanda Cabingas, the victim’s mother, said she was thankful that Macauyag was finally arrested 10 months after her son was shot.

“It pains me to think of the murder of my son. But I am glad that the suspect is finally apprehended. My son will have justice at last,” she said in a separate interview.
