118 IDPs Graduated in TecVoc Training

AGAYAN DE ORO CITY – A total of 118 internally displaced persons (IDPs) now living here and in Pantar, Lanao del Norte have graduated from vocational courses provided by the Skills Mastery Institute.

Earlier this month, 78 displaced men and women in the ongoing conflict in Marawi City who fled to Pantar, Lanao del Norte were given skills training in organic agriculture crop production leading to NC II certification under the training for work scholarship program of TESDA through the effort of the Office of Senator Joel Villanueva. The training, which lasted for 22 days is the first privateled skills training for the IDPs. Participants planted cash crops such as ginger, turmeric, vegetables, and some indigenous plants beneficial in the 50-hectare communal farm allocated by the Barangay Local Government Unit. Training

participants received farm tools, communal equipment, seeds, and rhizomes. Fishbased organic fertilizers and other planting materials were supplemented by SMILES Foundation Inc. and the Department of Agriculture-10.

Awareness and preparedness to any kind of disaster can prevent us to any dangerous situation that can harm our precious lives. The Philippines is a country frequently hit by both natural and man-made disasters. A common disaster like earthquake is very dangerous because if it happens it can kill thousands of people, can cause massive destruction and it is possible that many were left homeless.

The Department of Education mandates that all public schools, should conduct a National Simultaneous Earthquake Drill (NSED) both Elementary and Secondary school quarterly. Everybody should cooperate in a disaster plans.

There are four stages. Stage I. Planning/Organizing the Earthquake Drill- on this stage form a disaster management committee such as First-aid team, Search and Rescue Team, Fire-Safety Team, Evacuation Team, Communication Team, Maintenance Team to ensure the safety of pupils and teachers during and after a damaging earthquake. Stage 2. Developing the building Earthquake Evacuation Plan.

Stage 3. Orientation prior to the conduct of Earthquake Drillgive specific instructions on what to do during earthquake.

Stage 4. Actual Conduct of the Evacuation Drill.

Kimanait Elementary School conducted Earthquake Drill last September 27, 2017, facilitated by the Disaster Risk Reduction Management School Coordinator Mrs. Helen O. Arais. The school headed by Mr. Joey P. Florentino and the district DRRMC coordinator Mrs. Julie Mata, encouraged the pupils and teachers to cooperate religiously so that everybody would become aware and prepared if this calamities would come, nobody can tell. Especially that we experience earthquake just recently, last September 24, 2017 an earthquake with magnitude 5.4 strikes at Wao, Lanao del Sur and magnitude 5.3 strikes at Kalilangan, Bukidnon. Many major damages in infrastructure were reported especially many schools are condemned because of the earthquake damages. There are also schools coming from the south of Bukidnon reported their damages, from Kadingilan, Don Carlos, Pangantucan and Maramag, Bukidnon.

Precautions such as basic education, planning, mitigation and constructing stronger safely designed buildings and houses, can decrease the loss of valuable life and limit the damages caused by earthquakes.

Catholic schools to help schools in ARMM

AVAO CITY – The Catholic Educational Association of the Philippines (CEAP) said it is planning to pool support from the Catholic institutions in the country to help improve the teaching standards of schools in the five-province, twocity Autonomous Region in Muslim Mindanao (ARMM).

In a press conference on the first day of the threeday 2017 CEAP National Convention at the SMX Convention Center Davao Wednesday, CEAP presi-

dent Joel Tabora said the plan has been in the works after meeting representatives from the ARMM’s Department of Education, Commission of Higher Education, and bureau head of Madaris Volunteer Program to determine in what form the Catholic schools can support the ARMM schools.

Some 3,200 delegates coming from 1,500 Catholic schools in the Philippines participated in the threeday gathering.

“They tell us the standard of preparedness of Muslim teachers is relatively low. We

have many schools of education, we have many schools where we have experts in education and we would like to share this expertise with our brothers and sisters in Muslim areas who, as they say, can use this expertise,” the prelate said.

He said that the “educational delivery is worst in Muslim Mindanao” partly because of the historical injustices that have been “committed by the nation on its Muslim and Lumad population and how this is not just a Mindanao problem but a national problem.”

According to the 2015 data of National Anti-Poverty Commission (NAPC), the poverty incidence in the ARMM provinces of Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi rose to 53.4 percent in the first semester in 2015 from 46.9 percent in the same period in 2012.

“This means that one out of two families in ARMM had an income lower than the poverty threshold or the minimum income to meet the basic food and non-food necessities,” it said.

A 2016 report of the Philippine Statistics Authority (PSA) stated that the ARMM has a total population of 3,781,387 as of August 1, 2015, with Maguindanao having the biggest population at 1.17 million, followed

by Lanao del Sur at 1.05 million, Sulu at 825,000, and Tawi-Tawi at 391,000.

Prov’l employees support Emano’s anti-illegal drive

Despite efforts of the government to curtail the spread of illegal drug activities, the illicit drug problem continues to haunt the country. Whether President Rodrigo Duterte’s anti-illegal drug drive is succeeding, it seems it has not gone halfway to where it should be.

Perhaps, in the other parts of the country, the drive against the illegal drug trade/activities might have gained a lot. However, it should be put in mind that the success of the anti-illegal drug campaign could not be measured on the amount of police operations. On the contrary, it is through the cooperation by the local government units (LGUs) that the success in the drive against illegal drugs could become tangible.

make a comparative assessment of the anti-illegal drug campaign in the province of Misamis Oriental and the city of Cagayan De Oro. While the two LGUs are seriously implementing the anti-illegal drug campaign, it is still easier to determine whether the campaign is effectively carried out by one or both LGUs. One thing is certain, the provincial government of Misamis Oriental has been attentive in the fight against illegal drug in the province.

Provincial Governor Yevgeny Vincente Emano has been conducting surprise illegal drug tests among provincial workers.

Emano adopted the unscheduled drug test even before President Duterte ordered a nationwide crackdown against illegal drug

activities in the country.

In fact, about six provincial employees, some of them medical personnel, have been dismissed from service when found positive of using illegal drugs.

“I will not tolerate any provincial worker found engaged in illegal drug activities,” Emano would always remind employees as he voluntarily submits himself during surprise drug test.

Last month, the provincial capitol held another surprise drug test to provincial capitol employees after the start-of-the-week flag ceremony. Recently I had to catch a plane for a very important meeting, so I got to the airport early and waited for the announcement to board the plane. The announcement never came.

When I finally went to the gate, I was shocked to see it was closing and the airplane engines had started!

I panicked and tried to get the airline worker to let me on. I had nothing to lose and was desperate so I told her I wasn’t asking for justice, I was begging

for mercy. Well, she did not give it to me.

You know that terrible feeling when you’ve done something wrong and you know you deserve to suffer the consequences? Every religion, except Christianity, has certain rules or rituals and good deeds that people must do to try to earn their god’s forgiveness for their wrongs. Some religions even make people torture and punish themselves to pay the penalty for their own wrongs.

But Jesus Christ showed that there is absolutely nothing we can do to earn or deserve God’s forgive-

ness for all the wrongs we’ve done. Not even our religious prayers, duties, and deeds come close to paying our debt to Him for all our sins. We don’t need justice, we need mercy!

None of us can ever reach God’s standard of perfect goodness in everything we think, say, and do.

That’s why God the Son became a human being to do it for us. Jesus said that our only hope is His mercy, because He has already paid the penalty for all our sins by giving His own perfect life for us on the cross. We just have to ask and believe that He will give us His

Repair of bulk water pipeline may last up to ten days Rio Verde Water Consortium Incorporated, the bulk supplier of COWD, experienced a major damage in their system. A part of their pipeline that crosses the Cagayan de Oro River has been damaged apparently by the debris propelled by strong river currents brought by heavy rains last weekend.

In order to ensure the quality of the volume delivered, isolation was carried out. On the afternoon of

Monday, September 25, 2017, Rio Verde informed COWD that they would conduct the repair from 8:00AM to 5:00PM the following day. A COWD advisory to the public was then issued. The repair, however, was extended up to 7:30AM of Wednesday, September 27. Only then was operation in their facility resumed and so was the supply to COWD’s off take point. This move was an emergency maneuver

to contain the leak in their pipeline and to continue service delivery. Final repairs have yet to be carried out by Rio Verde to avert further damage.

In the meantime, their 400mm diameter HDPE back-up line along Pelaez bridge has been utilized to deliver treated bulk water which has a limited flow of 1,200 cubic meters per day, half the flow rate before the damage happened.

This has caused the very low pressure to no water experienced by our custom-

ers in the west part of our service area since Tuesday, September 26. Valve adjustments have been carried out by COWD to maximize the volume available. Water delivery was also facilitated to Palalan, Lumbia.

COWD has conducted a site visit to the Rio Verde facility to check the status of the repairs and discuss remedial measures. Due to the extent of the damage, repair works may last up to ten days. Rio Verde also plans to install a redundant spare See repair, page 11

CAGAYAN DE ORO CITY, Sept. 26 (PIA) -- The Maritime Industry Authority (Marina), Philippine Coast Guard (PCG), and the Philippine Ports Authority (PPA) spearheaded the celebration of 2017 Maritime Week in Northern Mindanao, from Sept. 25-29, in collaboration with maritime schools and industry partners with the theme: “Connecting ships, ports and people.”

The theme is designed to highlight coherent and connected efforts across the maritime industry.

Marina-X regional director Felisa N. Orongan said during the opening program

that the celebration is an opportunity to highlight value of integration in maritime sector.

“The celebration is an opportunity to raise awareness of the contribution of maritime industry in the development of the Philippines as a maritime country,” said Orongan.

Shipping and ports can play a significant role in helping to create conditions for increased employment, prosperity and stability through promoting maritime trade.

An Eyesore School Ground Turns to Beautiful Selfie Sites -Regaining Community Dignity FLORO A. ARAIS JR. Teacher I/ Kimanait Elementary School

Previous years ago, Kimanait, Pangantucan, Bukidnon became known throughout the region or even in National because of its tragic events happened. The most known incident was the battle between the Pulahan group and the Policemen of Pangantucan, Bukidnon in year 2000. Years later, it is then followed when a high school teacher was raped

and killed near her boarding house and school campus.

This negative image of the community are now slightly regained because of the collaborative effort of Kimanait Elementary School personnel, Barangay Officials and the very active community. They worked hand in hand in transforming the school ground to become a very attractive not only for our young learners but to all people who will visit the school.

Previously, the school ground of Kimanait Elementary School said to be an eyesore because of the presence of many trees that are cut. But because of the good leadership of the school Principal Dr. Edwin L. Vasquez and supported by its supportive teachers, the school

made its remarkable transformation that become known in the municipality and even in the social media because it’s beautiful landscapes.

This beautiful landscape of the school becomes popular to many personnel and teachers in the DepEd, Division of Bukidnon through the use of social media. At this moment, we claimed to be “The Selfie Capital of the South” because many visitors that are coming from different municipalities and provinces visited and take pictures (selfie and wefie).

Other schools and barangay benchmarking our school.

Just recently, the barangay’s dignity highly regained because Kimanait Elementary school is the winner in the Search for Brigada Eskwela 2017 Best Implementer in Medium School Category in

the Division of Bukidnon. As of this moment, the school is waiting for the Regional validation.

Noted that through unity and good management in the community, all good memories will always be remembered by everybody and marks in the barangay history.

Last week, from September 25 to 29, 40 women IDPs w ho are te mp or ar i ly s h e lte re d in B arangay B a lu l ang under went a Garments Training cum Production with Beadworks funded and initiated by the Department of Trade and Industry-10 for the Bangon Marawi program. At the end of the course, the group was given seven sewing machines, one zigzagger, and sewing materials so they could master their craft and produce in volume. DTI will look into ways in partnering a captured market so that these women IDPs could already start anew.

Floro said she is happy that these IDPs in Balulang have now something productive and worthwhile to do while waiting for Marawi City’s rehabilitation.

Floro said more training for IDPs are in the pipeline.

This is to help ensure that IDPs, young and old will have options and an alternative source of income amidst the crisis.

During the launch of the “Peace Buzz” at the Rizal Park here, Presidential Adviser on Peace Process secretary Jesus Dureza announced the GRP monitoring committee on CARHRIHL has stations in Davao City and Cagayan de Oro City that will receive complaints or incident reports.

He emphasized the need to revisit the provisions of this agreement. He said it should be strictly observed even as the talks between GRP and NDFP have been put on hold pending an environment “conducive for peace negotiations” that President Duterte had asked from the New People’s Army (NPA), the communists’ armed wing.

“If we can put a lot of work in respect for human rights, then we are already moving forward. And the respect for human rights should not only be for government, we shall expect the other side of the table will also do equally — respect human rights of people.

And so if we can make that work already, we are already moving forward although talks are still canceled right now,” he said.

Dureza said he hopes their counterparts from the NDFP “will respond accordingly”, although doing so is their judgment call.

The committee will monitor the implementation of the CARHRIHL by

concerned units and agencies of government, and request them to act on any violation of the agreement.

Dureza put to task the two monitoring stations to encourage local government units and civil society to support the committee’s efforts and give updates to stakeholders on the status of the CARHRIHL and the Joint Monitoring Committee.

The GRP monitoring committee is chaired by lawyer Franklin M. Quijano, with Deputy Regional Prosecutor Barbara Mae Flores and Justice Undersecretary Antonio T. Kho as members and lawyer Caesar S. Europa (Integrated Bar of the Philippines and Alladin S. Diega (International Alert) as independent observers.

by GRP peace negotiating panel member lawyer Antonio B. Arellano, GRP chief peace negotiator Silvestre Bello III said the government panel’s monitoring station is another milestone of government’s earnest efforts that manifests the Duterte administration’s adherence to and respect for human rights and international humanitarian law.

“By doing so, we have brought the GRP-MC’s ear closer to the ground, so to speak, in what is undeniably a conflict hotspot in our country, thereby enabling it to be readily accessible and responsive to the people sought to be served by the enforcement of CARHRIHL,” he said.

The fifth round of peace negotiation scheduled on May 27 to June 2 in the Netherlands did not push through, following the series of skirmishes between government forces and NPA rebels.

Dureza said the challenges [to peace] include the noticeable increase in attacks by the NPA throughout the country, the seeming perception of the bigger public that these NPA operations are in open and public defiance of President Duterte who has consistently accommodated them in unprecedented ways, the renewed surfacing of public apprehension questioning the sincerity of the CPP/ NPA/NDF in the peace talks; the public admissions of some panel members of the CPP/NPA NDF that they have no control over their forces on the ground, the sudden and perceptible erosion of public support to the peace talks with strong messages received from the public to altogether stop peace negotiations, the clamor now to pursue instead localized peace talks, and the latest statements from the President that he will no longer sign agreements with the rebels if all of these will continue.

“What are localized peace talks? Localized because it will not deal with the CPPNPA-NDF. It’s our panel at the national level that deals with them,” he said.

He acknowledged though that local officials can best deal with the NPA commanders on the ground “because they know them, they know where they are, they know what their needs are, and they can also provide the assistance perhaps that are needed.”

He added the OPAPP will not participate in the localized peace talks, as these may be viewed by the communists as “pulling the carpet under their feet” while the GRP panel is negotiating with NDFP leadership.

The “Peace Buzz”, a nationwide caravan that aims “to promote the culture of peace through an-on-theground outreach to the public” as the highlight of the National Peace Consciousness Month, kicked off in Baguio City on September 21.

It arrived in Davao on September 29, and will culminate in Iligan City on October 1 with the ringing of the Peace Gong in an evacuation site for displaced residents of Marawi City.

In her presentation, Ruby Maria Gumapon of the Cagayan Port Management Office discussed the long-term infrastructure development plan dubbed “7 Pillars of Development” of the PPA which is crafted to address urgent and long term problems of the port management in the city.

Gumapon also said that to decongest trucks hauling cargo for the port originating from Eastern Misamis Oriental, the Project Management Office in the city will construct new port portal at Gate 6 directly connected to CDO Coastal Road via an access road thru Department of Public works and Highways (DPWH)’s Roads leading to Ports Program.
