Cybercrime police raid shops, collared 5 suspects

AMP ALAGAR, Cagayan De Oro City--Anti-Cybercrime police rounded up five suspects in a simultaneous raid of computer shops allegedly engaged in the printing and manufacture of “fake” identification cards and documents in the city’s downtown area here.

Chief Inspector Ignacio Gamba, chief of the Regional Anti-Cybercrime Office (RACO) in Northern Mindanao, identified the suspects as Ramonito Lopez, Jinggoy Arana, Israel Fuentes, Kevin Go, and Sallahudin Mautante Sumpingan.

PH’s oldest cardinal dies at 86

CARDINAL Ricardo Vidal, the former Catholic archbishop of Cebu and the oldest among the four Philippine cardinals, has died at the age of 86, a church spokesman said.

In a message, Cebu archdiocese’s spokesman Msgr. Joseph Tan said the prelate died earlier today, Wednesday, at 7:26 a.m. “due to infection leading to septic shock”.

Requesting prayers for the prelate’s soul, Tan said the wake will be at the Cebu Cathedral. Details of funeral rites will be made available as soon as possible.

Vidal became seriously ill and was admitted to the city’s Perpetual Succour Hospital on October 11.

In a statement released shortly after Vidal’s death, CBCP president Archbishop Socrates Villegas stressed Vidal’s legacy will live on despite his passing.

“Cardinal Vidal cannot die. He who has always shared in the dying and rising of the Lord daily in his priestly life cannot die.

He now joins the immortal ones who served the Lord faithfully here on earth. His wisdom and his humility, his love for priests and his

devotion to the Virgin Mary must live on in us whom he has left behind,” he said.

Villegas also expressed hope in Vidal’s intercession for the faithful. “Rest well Eminence. Pray for us in the Father’s House.”

Meanwhile, Cotabato Archbishop Orlando Cardinal Quevedo praised Vidal for being a “true servant-leader rather than a ‘prince.’”

“For me, his legacy is his own outstanding character.

CBCP condemning killings of China to help in Marawi’s top terror leaders is ‘fake news’ post-war rehab CHINA is ready to provide more assistance for the Philippines’ post-war rehabilitation and reconstruction efforts in Marawi City.

“China stands ready to continue providing needed support and assistance in light of the needs of the government of the Philippines,” Chinese Ministry of Foreign Affairs (MFA) spokesperson Lu Kang said in a press conference here.

President Rodrigo Duterte on Tuesday announced the liberation of the southern Philippine city from the clutches of the extremists following the killing of terrorist leaders Isnilon Hapilon and Omar Maute.

“The Chinese side sincerely hopes that the people in Marawi and the Mindanao region can enjoy the peaceful and tranquil life again at an early date,” Lu said.

Last June, Chinese Ambassador to the Philippines Zhao Jianhua handed to Philippine health and social welfare officials a PHP15million check donation for Marawi City’s relief operations and rehabilitation.

The presentation of the check was witnessed by President Duterte, whose foreign policy has led to the revival of ChinesePhilippine relations.

According to the reports, at least PHP50 billion will be needed to rehabilitate Marawi City ravaged by five months of battle between government forces and the terrorists led by Hapilon and Maute.

Also last June, China donated PHP370 million worth of about 3,000 rifles and six million pieces of ammunition to help the Philippine military in fighting the terrorists.

“Combating terrorism is the shared responsibility of all nations,” Lu said.

In a press statement, Philippine Public Works and Highways Secretary Mark Villar announced on Tuesday that China had donated 47 sets of heavy equipment, which would be used for the reconstruction of Marawi City.

THE Catholic Bishops’ Conference of the Philippines (CBCP) has expressed concern about a fake news report purporting to reflect its view regretting the death of two terrorist leaders.

Archbishop Socrates Villegas, CBCP president, categorically denied issuing such statement regarding the killing of Omar Maute and Isnilon Hapilon who led the siege in Marawi City.

An article titled “CBCP condemns the ‘brutal killing’ of Omar Maute and Isnilon Hapilon” and was posted on www.okd2.com went viral Tuesday sparking mixed reactions from the netizens.

In the article, the site also quoted Villegas as supposedly saying that the gory photos of the two terrorists should not have been shown in public.

The article, which was shared by the Facebook page “Rodrigo Duterte Supporters with around a million followers, quoted Villegas as saying that the gory photos of the two terrorists should not have been shown in public.

It also blatantly lied about the CBCP head as supposedly lamenting that deaths of Hapilon and Maute

should be treated as another case of extrajudicial killings in the country.

“The CBCP never made such a statement. On the contrary, we laud the gallantry of our soldiers and their heroic efforts to free Marawi,” Villegas said.

While the CBCP didn't make any statement yet on the matter, at least two bishops from Mindanao have immediately reacted to the killing by the government troops of Hapilon and Maute.

Edwin dela Peña of Marawi who said that the death of the Maute Group leaders signals the “beginning of the end” of the hostilities in the Islamic city.

Archbishop Martin Jumoad of Ozamiz, for his part, said that the incident “serves as a lesson that evil must be conquered so that goodness may reign”.

“May those who plan evil, realize that there are so many good people who will oppose them,” he said.

Andanar cites resiliency, unity, hope in visit to Marawi

CAGAYAN de Oro City-Presidential Communications Operations Office (PCOO) Secretary Martin Andanar cited messages of resiliency, unity and hope amidst war during his visit to Task Force Bangon Marawi (TFBM) operation center in Iligan City on 13 October 2017.

Secretar y Andanar shared in an interview with the media that he came personally to get first hand updates of recovery and rehabilitation efforts in Marawi City and emphasized the message of resiliency, unity and hope among Filipinos in this time of crisis.

During his visit, Department of National Defense (DND) Undersecretary and chairman of TFBM Cesar Yano said that through the sub-committee on reconstruction, there had been site development on transitional shelters at barangay Sagongsongan in Marawi City. In fact, there is already an ongoing construction of initial 1,100 units of these shelters by four groups in three months which started on 8 September 2017.

The local government of Marawi and Mindanao State University (MSU) also assisted in the identification of 14 hectares of land for temporary shelters and permanent housing. There is also an ongoing inventory on internally displaced persons (IDPs) relocation preference and prioritization of IDPs for relocation with local government unit (LGU).

In terms of health and social welfare, there had been a total of 108,028 medical consultations in 54 municipalities such as Tamang Serbisyo para sa Kalusugan ng Pamilya (TsekAP) services by the Department of Health (DOH). Aside from

that, 68,289 individuals already received psychosocial services in 38 municipalities; the government has also provided evacuation centers with potable water and construction/installation of toilets, washing and bathing facilities. Further, 438, 440 IDPs received nutrition services in 51 municipalities.

On the other hand, relief assistance had been distributed to 78, 466 displaced families or 359, 680 displaced individuals, distribution of tents to decongest evacuation centers and early rehabilitation and recovery program through sustainable projects such as communal gardening and food production.

Yano admitted that although the Maranaos are not used to gardening because they are more of trading and selling, they have learned to appreciate communal gardening as this makes their time useful in temporary shelters and evacuation centers.

Meanwhile, in terms of sustaining peace, the TFBM has created the technical working group to manage the return of IDPs; meanwhile trained policewomen had been deployed to counter violent extremism; and PNP posts has been established in evacuation and transition areas. According to Usec Yano, there has also been a culture of peace orientation to the youth IDPs in Iligan City and focus group discussion of women, peace and security among others.

Online war against terrorism Among the itinerary of Secretary Andanar was a meeting with the 1st Infantry (Tabak) Division of the Philippine Army in Marawi City who leads the war against terrorists in Marawi City.

Lt. Col. Jo-ar Herrera in a presentation shared efforts of the Tabak Division in countering massive online production and information dissemination of videos and other materials about violent extremism. He said that apart from the battle on the ground, they are also fighting another battle in the internet against violent extremism.

He said that through their training, they have successfully taken down numerous sites online that are detected to be that of the violent extremist group producing videos which would invite and ignite violent extremism especially to the youth.

He said that social media is one of the means the terrorist group use to recruit new members. Among the targeted sectors include the youth and even professionals.

Lt. Col. Herrera revealed that since the start of the war, they have strengthened their online presence. They have produced materials to explain the war and their efforts to fight terrorists in the area. They have also posted various news and articles about bravery of soldiers in the battle field and also soldiers who are helping Maranao civilians, among others.

These stories have helped in shaping up the image of soldiers, he said.

Establishment of Salaam TV and Radio

One of the final areas that Secretary Andanar visited was the MSU in Marawi City. He had a chance to speak with President Dr. Habib Macaayong and the rest of the top management of the school to share some good news.

He shared that as the

head for the Strategic Communications and Information Management group of the TFBM, the budget for the creation of Salaam TV and radio has been approved.

The secretary said that this TV and radio station is dedicated for the Muslim

community, to give them a voice and share their stories to the rest of the country and the world.

The proposed location for the said TV and radio station is in MSU and is expected to commence before the year ends or in 2018.

Anger, however, is simpler to define than to identify.

Emotions of antagonism can take a wide variety of faces.

Expressions of anger range from the overt, in-your-face brand of open hospitality to the cold indifference of a silent individual. At times, anger can be felt like an inner fire....

The problem is that there doesn’t seem to be much going around! Most of us know that to love and be loved is what life is all about.

Italpinas launches first phase of Luzon expansion C

AGAYAN de Oro-based Italpinas Development Corp.

(IDC) is stamping its presence in Luzon with the launch of the first phase of Miramonti, which includes a P780-million tower located in Sto. Tomas, Batangas.

In a statement issued over the weekend, IDC President Jose D. Leviste III said Miramonti will be the listed property firm’s biggest project to date, slated to bring in revenues of P1.4 billion.

“Miramonti is the biggest project we have so far at IDC. We are looking forward to serving Luzon for the first time. We have met with the brokers and they are very excited as well to market the project,” Mr. Leviste was quoted as saying in a statement.

IDC Chairman and Chief Executive Officer Romolo Nati noted that the company was waiting to secure its

license to sell before formally launching the project. It has been granted permits and other documents.

Miramonti marks IDC’s third project after Primavera Residences and Primavera City in uptown Cagayan de Oro. The project will feature green strategies and the company’s authentic Italian design.

“We chose Batangas because the place is booming. It is one of the most progressive provinces in the country.

The strategic location of Sto. Tomas is one thing that attracted us. It is near to industrial parks and it has an amazing view in 360 degrees,” Mr. Nati said.

Mr. Leviste added that the project’s accessibility will be one of its defining characteristics, given that it is located “right at the hub of these expressways connecting to the Metro area.”

Miramonti will have a total of three towers developed in three phases,

with the first phase covering an area of 2,057 square meters. This will offer 352 residential units, 14 commercial units and 88 parking units. Amenities will include a fitness center, swimming pool and playground, among others.

IDC has tapped Damiani Property Management and Services, Inc. to be Miramonti’s property management partner, which will give buyers the option to rent out their properties to other people, giving them passive income.

The company is also looking at other emerging cities in the county such as Dumaguete, Davao, Mindoro, Pangasinan and Subic or Bataan for future projects.

IDC reported a 114% increase in net income for the first half of 2017 to P19.4 million, on the back of a 60.9% increase in revenues to P94.87 million.

Advocating Peace and Hope through Muaythai

he once beautiful Is l a m i c C i t y of Marawi has been the topic of most news in the Philippines since the siege caused by the Isisinspired Maute Terrorist Group began 5 months ago.

The Marawi crisis has greatly affected not only the access and availability of basic human necessities such as food, water and shelter, but also the children’s rights to education, play and social protection, among others.

It was during our first visit in Marawi City last September when I was able to see for myself the situation of the kids in evacuation centers. In order to cushion the negative effects of the crisis, we provided a sports therapy session for the kids through fun games using

the Rugby ball.

Seeing how that short activity brought happiness and smiles on their faces, I thought these kids deserve more sports-related activities to make them enjoy being kids despite and in spite of their situation.

C oincident a l ly, t he Secretary General of the Muay Thai Association of the Philippines (MAP), Ms. Pearl Managuelod, viewed our session with the kids through our Facebook page.

As I am also an affiliated Muay Thai Kru, she asked me how MAP can also facilitate a sports therapy session for those kids to learn the Muay Thai values of Respect, Honour, Tradition, Excellence, and Fair Play.

I was very happy for the kids as it was a great chance for them to get away from the evacuation center, ride a plane, visit a new place, and learn about the beautiful sport of Muay Thai even for just a few days.

On their first day, the kids joined all the athletes during the opening ceremony of the 1st Muaythai National Open - Mindanao Leg and were given front row seats during the actual tournament held at the City Mall. The kids also

lived and trained like the athletes, with Kru Francis Peralta Amandy providing the Basic Muaythai Training on their 2nd day.

“I want them to see the power of sports, especially Muaythai, on how it can transform lives. I want them to see that the society cares for them and that there is hope in sports. I want them to feel that they should still be kids and create a safe space for them.” said Ms. Pearl Managuelod, Secretary General of MAP. The Pinagkaisang Samahan ng mga Tsuper at Operators Nationwide (PISTON) recently staged a two day transport strike against the PUVMP amid concerns that it might lead to the displacement of livelihood of jeepney drivers and operators.

“With the Public Utility Vehicle Modernization Program (PUVMP), everybody benefits - from drivers, operators and most especially the millions of commuters. The President’s fervid support of modernization goes back to the attempts of previous administrations to whose attempts to do the same but had been thwarted due to similar ideologically based transport strikes and protests. BAGUIO CITY — Muslim leaders residing in this city welcome the latest developments in Marawi City, after President Rodrigo Duterte declared Marawi “liberated from terrorist influence” on Tuesday.

Imam Bedi Jim Abdullah, who traces his roots in Marawi, on Wednesday said, “Praise the Almighty for the development! With the recent event, it is a welcome news.”

He said he is happy to hear that the government was able to neutralize Omar Maute and Isnilon Hapilon, who led the terrorist group that took-over the city for almost five months.

Abdullah expressed confidence that with the demise of the two leaders, the entire terrorist group would fall.

“How the leader of a group thinks affects his whole organization. If his goal is to sow terror, his group will follow but if he

thinks/ acts for the welfare of his people, then the good things will come out of his leadership,” he said.

He also said they had high hopes that the government under the leadership of President Duterte would be able to successfully rehabilitate Marawi and bring normalization to the lives of the Muslims in the city.

Abdullah assured that the Muslims, including those outside Mindanao, are ready to help rehabilitate and rebuild Marawi.

“While it is the obligation of the government to rebuild Marawi, we can contribute. The Muslim leaders can contribute and can give wisdom,” he said.

THE opening of social media sites and games in computer devices indeed has a substantial negative effect on academic performance.

According to studies, using a laptop or tablet device reduces final exam scores by 0.27.

One explanation for this finding may be a greater propensity to access distracting web applications via the computer despite the teacher’s ability to monitor usage.

An alternative explanation can be a lack of student familiarity in using a tablet computer for academic purposes.

Also, students who spend more time using computers for recreational purposes at home may spend less time studying at home. However, there are some good benefits too.

The 4ID covers Northern Mindanao and Caraga regions. Two of region 10’s major cities, Cagayan de Oro and Iligan, are within the proximity of Marawi where the government troops are engaging in a “final push” to neutralize the remaining terrorist fighters there.

Martinez said they are “monitoring the other personalities” that may still be in Marawi or the surrounding areas in Lanao del Sur. He said the 4ID is in close coordination with the Armed Forces of the Philippines’ Western Mindanao Command for any intelligence update regarding the movement and presence of the remaining insurgents.

While he acknowledged the killing of Hapilon and Maute as a major victory for the government, Martinez said they have not ruled out the possibility that the slain terrorist leaders have followers who may take their place.

The two had been known to be very influential in their respective groups due to their leadership.

According to reports, one of those who may lead the terrorists is Dr. Mahmud Ahmad, a Malaysian academic who is now a militant and an expert in weaponries.

Also known as Abu Handzalah, Mahmud, reports said, is considered as the driving force behind the unity of Abu Sayyaf, Maute Group, BIFF and Ansarul Khilafah Philippines who pledged to fight under the Islamic State.

Mahmud is said to be actively fighting with the insurgents against the state forces in Marawi.

Meanwhile, Martinez said the remaining members of the extremist groups who are on the government watch list have been considered at-large unless proof of their death has been established.

“We need to verify if those on the watch list were killed, otherwise we have to assume that they are alive,” he said, adding that many of those on the rouge’s gallery were already killed since the fighting in Marawi started on May 23.

Previous to the earthquakes and river debris which damaged Rio Verde’s main pipeline to COWD, it was already delivering 60,000 m3/day (60 MLD) which COWD is distributing to its West Service Area due to increased consumer demand.

“Further, please be informed that the above mode of water supply by Rio Verde to COWD will continue for another week because our River Diversion Earth Works for the Underwater Pipe crossing Cagayan River has been affected by the heavy rain where a huge portion of the filling material and earthworks were damaged by the rampaging waters,” Hapitan said.

He further encouraged COWD to activate its own booster pumps to be able to service its customers in the West Service Area.

“Since Oct 7 up to now, Rio Verde has been delivering 40,000 m3/day to the COWD Take-Off Point (TOP) at Pueblo de Oro area using our spare HDPE pipe, powered by a 650kW booster pump having a discharge pressure of 185 psi at Rio Verde side,” Hapitan explained in his text message.

Earlier Saturday afternoon, Hapitan informed Lao and Tesoro in another text message (copy furnished to media) that the expected completion date of repairs for its underwater pipe would have to be moved two days to Wednesday, October 18 instead of Sunday, 15 October, due to the breakdown of their rented bulldozer at the work site.

“Please be informed that the completion of the repair of Rio Verde underwater pipe will be delayed by 2 days because the bulldozer unit that we rented from Metalite Builders Development Co.Inc, (c/o Arnel Dumalaog) broke down yesterday (Oct 13/Fri) at 10:00AM until today. Metalite was not able to mobilize an immediate replacement. Repair of the bulldozer unit will take 2 days,” Hapitan said.

“Therefore, the resumption of normal pressure at COWD TOP is estimated to happen in the afternoon of October 18 (Wed) instead of Oct. 16 (Mon).”

In an update Tuesday, Hapitan said additional backhoe units have been mobilized in lieu of the bulldozer which has been pulled out since Medialite was unable to provide a replacement.

The ongoing repair of Rio Verde’s main transmission pipeline which was earlier damaged by a series of earthquakes which hit Mindanao and debris driven by flash floods along the Cagayan River as a result of torrential rains, has rendered many barangays of COWD’s West Service Area waterless for about 2 weeks now.

These include Lumbia, Canitoan, Pagatpat, Upper Carmen, Patag, Bulua, Iponan and Opol. Some areas have nil to zero pressure while others have had to solely rely on water delivery for their daily needs by water tankers.

Aside from COWD’s two tankers, and another from Rio Verde, fire trucks and water tankers from the Bureau of Fire Protection in Cagayan de Oro and Opol, Misamis Oriental have also been deployed for water distribution in the affected areas.

According to Gamba, the computer shops have been under surveillance for several months until the raid and arrest were executed Tuesday through an entrapment operation.

He said that the anticybercrime operatives have been receiving reports about the reported manufacture of “fake” identification documents like police identification cards and driver’s license, security guard licenses, and government identification cards here.

“An intelligence report disclosed that the suspects have the capability to reproduce and manufacture all kinds of fake documents and identification cards,” Gamba said.

He said that the suspects, now detained at the local police command, would be charged with violation of the Cybercrime Prevention Act of 2012 under Republic Act 10175, which penalizes “computer-related forgery and computer-related fraud.”

Gamba, however, said that the offense is bailable.

As a way of continuing the growth of Muaythai as a sport, a Referee and Judges’ Course was also facilitated during the same weekend

by Kru Francis Peralta Amandy to increase the number of match officials in the grassroots. Kru Francis was one of the Referees in the recent pre-Sea Games in Malaysia and in the International Federation of Muaythai IFMA World Championship in Belarus.

Mohammad and Norkhalida, including their guardian Norkhadifah, truly had a great weekend.

Their experience may have been a fleeting one, but I am sure that the positive effects from such an experience have imprinted in their memory.

So what’s next from MAP after this?

According to Ms. Pearl, “MAP will conduct a grassroots program in Marawi as part of our capacity building, we will train youth and community leaders to conduct Muaythai classes to empower the kids and hopefully produce

athletes”.
