DAVAO City--A family living in a far-flung community in Barangay Malawanit in the municipality of Magsaysay, Davao del Sur was buried in a landslide shortly after the magnitude 6.3 earthquake struck Wednesday evening, killing the mother and her nine-year-old son. Anthony Allada, information officer of Magsaysay town, said that responders were able to rescue the father, identified as Joyjoy Lakay, and his two other children. But the rescue team failed to save the mother, who was still cuddling her baby when retrieved from among the debris. The rescued family members were immediately brought to the National Hospital in Digos City for proper treatment. Allada earlier confirmed that there were three recorded fatalities in Magsaysay, one of them two-year-old Chris Joy Chuan Roda, of Barangay San Isidro, who was pinned to death when the kitchen collapsed. The Roda family tried to bring her to the Gonzales Maranan Medical Center Inc. in neighboring Digos City but failed to reach the hospital alive. As of 7 a.m. Thursday, Allada said 21 residents were brought to different medical facilities in nearby areas—in Bansalan municipality in Davao del Sur, and in the cities of Digos and Davao. Many of those injured suffered from bruises and wounds on their feet, but a survivor had lost an arm after a concrete wall collapsed, according to Allada. “Most residents in the Poblacion were shocked and traumatized after the earthquake… Some residents also would not want to go back yet to their homes because of fear of the aftershocks. They slept on the streets, and brought tents and folding beds,” he added. Allada noted that several aftershocks were felt. The Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported 170 aftershocks as of 1 p.m. Thursday. Several houses in the Poblacion were totally and partially damaged, he added. Magsaysay Mayor Arthur Davin had already announced a suspension of work and classes both in public and private schools at all levels. He said municipal hall workers had already been advised not go inside the town hall, which had incurred partial damages. fatality was from Datu Paglas, Maguindanao, and the fourth, from M’lang, North Cotabato. terproductive neoliberal framework” of Sustainable Development Goal 2 (SDG 2), which aims to end hunger, achieve food security and improved nutrition and promote sustainable agriculture” by 2030. One in every nine people in the world are suffering from hunger in 2018 and one in every four of them do not have regular access to safe, nutritious and sufficient food, according to the State of Food Security and Nutrition in the World 2019.

WHILE I was staying in Manila for a couple of days, I experienced it 24/7. Getting into a traffic jam is every driver’s nightmare. Endless minutes (or worse: hours) in which nothing’s moving forward can turn what should be a short car-ride into a seemingly never-ending odyssey. But congested streets aren’t just annoying for commuters — they have far-reaching consequences. But not only in Manila. Europe’s environmental watchdog has warned that city dwellers in Europe are at risk of life-threatening air pollution. The report recommends EU countries take rapid action such as decreasing the number of cars in cities. Poor air quality caused 412,000 premature deaths in Europe in 2016, the most recent year data is available, according to an EU report released on Wednesday. Meanwhile is it 2019. Sixteen of the EU’s 28 member states reported at least one case of unacceptable levels of nitrogen dioxide that surpass legal EU limits. Belgium, Britain, France, Germany, the Netherlands and Spain

were all found to have unsafe levels of the gas that’s among the major vehicle emissions. The report recommends European countries reduce the number of cars to lower nitrogen dioxide levels — and therefore air pollution. An air quality expert at the European Environmental Agency and author of the study, Alberto Gonzales Ortiz, warned that air pollution is “currently the most important environmental risk to human health.” The report referred to World Health Organization (WHO) figures that found heart disease and stroke were the most common reasons for premature death due to air pollution, followed by lung disease and lung cancer. The study also found that certain groups including children, the elderly, pregnant women and people living close to roads and industrial areas were more vulnerable to its effects. While the level of dangerous particles in European cities was dropping, Ortiz said it was not falling fast enough. In line with EU law, member states are

required to examine the level of a range of pollutants and take action if pollutants, such as ozone matter, exceed healthy levels. As we all know: cities across the whole world pledge air pollution changes, but are they ready? Over 30 mayors from across the globe have pledged to deliver clean air for the 140 million people living in their cities. Delivering clean air on such a scale will take both ambitious targets and concrete action. Believed to cause 7 million premature deaths every year, air pollution is increasingly recognized as a silent public health emergency. Quoting British journalist Holly Young, “It’s perhaps the most explicit illustration of how closely intertwined our health is to the state of our environment. Its particles have been found in human hearts and brains. It has been linked to asthma, Alzheimers, dementia, cancer, and stroke as well as mental health issues and miscarriage”. Despite its known damage, over 90% of people around the world still

breathe dirty air. The Clean Air Cities Declaration announced at the World Mayors Summit this month in Copenhagen is a notable attempt to move the dial in tackling the issue. Held by C40, a network of over 90 cities dedicated to tackling climate change, 35 mayors and pledged to deliver clean air for the 140 million citizens in their cities. The declaration highlights that the air pollution crisis is one “rooted in social injustice,” due to the way it typically hits the poorest and most vulnerable communities hardest. Indigenous leadership: A gift and task from God

ON SUNDAY, 13 October 2019, the Roman Catholic Church in the Philippines celebrates the Indigenous People’s Sunday. It might be useful to provide a background how this has evolved. Before Islam arrived in Mindanao and the rest of the Philippines in the 13th century and Christianity in the 15th century, all the people across the country were indigenous or now we call Lumad. When Islamic traders and missionaries arrived in Mindanao, those they encountered like the Maguindanao, Maranaw, Tausug and others embraced Islam, which is why there are Muslims today in Mindanao. But many others like the Subanen, Teduray, Manobo, Mandaya and others held on to their indigenous belief system. When the Spanish colonizers and friars colonized the Philippines, most of those in the Visayas and Luzon who were indigenous—like the Tagalogs, Ilocanos, Bicolanos, Cebuanos, Bol-anons, Warays and others—embraced Catholicism. Thus we can say that the first converts to Christianity were the Lumads. However, the Moro people in Mindanao remained Muslims and the Lumad remained Lumad. Christian communities became the

majority by the time the Americans took over as our new colonizers. This became true in Mindanao with the mass migrations of Christian settlers to Mindanao. Eventually after the Second World War, the majority of Mindanawons were Christians settlers and their descendants. Today the Lumad are just a minority in the country and in Mindanao. According to the 2010 statistics of the Census and Statistics Office, only close to 15% of Mindanawons are Lumad. Thus, of a total of close to 22 million Mindanawons, roughly 3,160,000 people are Lumad. Of all the total indigenous population in the entire country 60% are living in Mindanao. The first Church presence among the Lumad in Mindanao go back to the late 1500s when the Jesuits arrived in the Caraga Region and built the first church in what is now Butuan City. But they only reached a few communities. As more migrant settlers took over the land of the Lumad, they penetrated the uplands which were not easily accessible. When the Christian migrant settlers population increased in Mindanao, the priests concentrated their evangelization work and missions among Christian

settlers. Very few penetrated the uplands to evangelize the Lumad. It was left to Protestant missionaries who came during the American regime, that a growing number of Lumad communities converted to Protestantism. It was only in the late 1960s when a few foreign missionaries reached out to the Manobo, Tboli, Mandaya and Subanen so a few of the Lumad communities embraced Catholicism. Immersed among them, they saw how neglected the Lumads were by the government and the extent of poverty, malnutrition, disease and how their rights were being violated. In time, they saw how the encroachment of land-hungry peasants, politicians and corporations worsened the Lumad’s situation. Eventually they started to have assemblies to discuss what can be done to respond to their problems. The Mindanao-Sulu Pastoral Conference eventually discussed these issues which led to the setting up of pastoral programs for what they then referred to as Tribal Filipinos. Then the Catholic Bishops Conference of the Philippines decided to set up the Episcopal Commission on Tribal Filipinos. In order to bring attention to the plight of Tribal Filipi-

nos, the CBCP decided to give birth to a celebration of Tribal Filipinos every second Sunday of October. Later on the name was changed from Tribal Filipinos to Indigenous Peoples which was what was used by the United Nations to refer to the Lumad. Thus this became known as IP Sunday and which is celebrated every Second Sunday of October. This year, it will be on Sunday, October 13 (N.B. for Saturday Mass—IP Sunday will be on Sunday). The theme of the celebration this year is INDIGENOUS LEADERSHIP, A GIFT AND TASK FROM GOD. If we are familiar with the realities of the Lumad today, we know that they face serious problems. There are still many lowlanders, politicians and corporations who are using all kinds of means to grab the small areas of land that has remained as their ancestral domain. This has led to their dislocations as they are forced to vacate their ancestral territories to give way to plantations and mining operations. When they resist to fight for their land rights, they are harassed and threatened. ANNUALLY (every 16th of October), the World Food Day is observed globally. It is a day of action dedicated not only to raise awareness on global hunger, but to get humanity together to eliminate its oldest foe. In the Philippines, many Filipinos still suffer from lack of food or from very poor diets, despite the rise in food availability. This is because of inadequate access to food due to high poverty and low income, especially among the rural population that is, ironically, generally engaged in agriculture. According to Philippine Statistics Authority (PSA) figures, the poverty incidence among Filipinos in 2015 was estimated at 21.6 percent. This translates to 21.93 million Filipinos who cannot afford to buy their

basic food and non-food needs. Healthwise, the country is confronted with a double burden case of malnutrition: twenty percent (20%) of children 0-5 years old are underweight while thirty percent (30%) of Filipino adults aged 20 and above are overweight or obese. But beyond challenges on nutrition and energy needed to perform daily tasks, the issue of food, particularly the way it is produced and distributed, is as well very crucial for our survival as it is also among the largest drivers of climate change and environmental degradation — including biodiversity loss, soil degradation, water pollution, and land-use change. Aside from global warming, AI is the most powerful force for change that humans have ever created. While disrupting

every sector of the community and posing new threats, AI offers the opportunity to solve many of the world’s most pressing challenges. After a decade of squabbling data, there is widespread recognition that the planet is warming and that there will be serious consequences for all of us. It is not just about making money. It has to be more than that. Focus must on a company’s stakeholders – employees, customers and community – not only its shareholders. A corporation must promote an economy that serves the people.

The good news is, there are already cities, including Quezon City, that have committed to working with their citizens to achieve a Planetary Health Diet for all by 2030. Among the policies that they will introduce are those that make healthy, delicious and low-carbon food affordable and accessible for all. The Intergovernmental Panel on Climate Change, in its Special Report on Land, says that balanced diets featuring plant-based foods

— such as coarse grains, legumes, fruits and vegetables, and animal-sourced food produced sustainably in low greenhouse gas emission systems — present major opportunities for adaptation to, and limiting, climate change. If all Filipinos refrain from eating meat for one day per week for one year, this would prevent almost 6.6 million metric tons of CO2 emissions. This is equivalent to taking almost 1.4 million cars off the streets for a year. We need to re-imagine the way we eat, and consider our health and the environmental footprint of our food.

P3.5m shabu seized in Lanao del Sur

Non-complaint LGUs on road clearing ops face sanction: DILG

A TOTAL of 97 local government units (LGUs) failed to comply with the campaign to clear roads and sidewalks of obstructions nationwide, the Department of the Interior and Local Government (DILG) said Friday. “Following the strenuous validation efforts of the DILG, 97 LGUs all over the worldwide are commemorating October 16 as “World Hunger Day” to underscore the hunger as a global phenomenon through various activities such as protest actions, assemblies, and press conferences. They will also rate the performance of their governments toward achieving Zero Hunger based on food sovereignty principles. They shared that the World Hunger Day was declared by the Asian Peasant Coalition in 2012 to counter UN FAO’s World Food Day celebration. PCFS has since joined its commemoration, with members highlighting their efforts to uphold food sovereignty. Such include the practice and development of local agroecology and the assertion of land rights and the right to food through democratic exercises and mass campaigns.

He noted that the nationwide road clearing efforts by LGUs have been “generally successful”. “We congratulate the LGUs for their commitment. Filinvest, local community execs ink deal for quick access to financial benefits OFFICIALS of FDC Misamis Power Corporation (FDC Misamis) and the Municipality of Villanueva in Misamis Oriental (MisOr) recently signed a memorandum of agreement (MOA) that will enable the town to have direct access to its financial benefits. The MOA is for the establishment of trust accounts in compliance with the amended Energy Regulations 1-94 (ER 1-94) of the Department of Energy (DOE). Through the DOE Department Circular (DC) 2018-08-0021, power generation companies can now transfer financial benefits directly to their respective host communities. Under the ER 1-94, a policy stipulated in the DOE Act of 1992 and Electric Power Industry Reform Act of 2001 (EPIRA), the community hosting the energy resource and/or energy generating facility is entitled to a revenue share of one-centavo per kilowatthour (P0.01/kWh) of the total electricity sales. Of the one-centavo per kilowatt-hour, 50 percent

will go to the Electrification Fund (EF), 25 percent for the Development and Livelihood Fund (DLF), and the remaining 25 percent for the Reforestation, Watershed Management, Health and/or Environment Enhancement Fund (RWMHEEF). “We are very happy with this development because finally what is due to the LGUs under the EPIRA Law and the ER 1-94 will now be implemented immediately,” said FDC Misamis president and chief executive officer Juan Eugenio L. Roxas. With the streamlined process, host communities can now utilize the fund in realizing development projects. “It is with great joy that I stand in front of you (today) that we’re finally signing the MOA for the opening of the trust fund,” said Villanueva Mayor Jennie Rosalie Uy. Uy noted that the ER 1-94 fund is key to fasttrack the progress of the municipality. She also took the chance to recognized FDC Misamis for its constant support to the projects of the municipality.

All of which will follow suit soon. FDC Misamis is a subsidiary of FDC Utilities, Inc. and a member of the Filinvest Development Corporation. It is the owner and operator of a 3x135-MW circulating

fluidized bed coal thermal plant situated within the PHIVIDEC Industrial Estate. It is one of Mindanao’s biggest baseload power plants and is among the cheapest source of reliable power in the region.
