SENATORS on Monday had mixed reactions to the threat of President Rodrigo Duterte to declare a revolutionary government if his critics’ attempts to destabilize the government push through. Senate Majority Leader Vicente Sotto III downplayed Duterte’s threat saying that it was “merely an idea.” “It’s merely an idea at this point and I have no reason to be wary about it,” Sotto said in a statement. Sotto, however, said that the President could have information not available to the public. “The President has information not available to us. He probably feels the country’s stability could be in jeopardy that’s why he is thinking of ways to protect it just in case,” he added. Senator Panfilo Lacson, a former Philippine National Police chief said that the public should be accustomed to Duterte’s “impulsive statements” and did not believe that he would declare a revolutionary government anytime soon. “By now, we should already be accustomed to PRRD’s impulsive statements. I don’t believe he will declare a revolutionary government -- not now, not anytime during his term,” Lacson said. “He knows we won’t and can’t do it. Having said that, there’s no point reacting negatively or otherwise to

October 15 target unmet; fighting continues in Marawi By Froilan Gallardo MindaNews

MARAWI City--Government troops suffered more casualties as they attempted to meet the October 15 target to defeat the ISIS-inspired Maute group now allegedly cornered in a two-hectare area near Lake Lanao, Col. Romeo Brawner, deputy commander of Task Force Ranao said 20 soldiers including an Army battalion commander were wounded Saturday as they tried to meet the Oct. 15 objective. But Brawner said the troops were able to rescue a 16-year-old female hostage last Saturday. He did not reveal the identities of the military officer and the hostage survivor. “The officer was hit in the lower extremities of his body. The hostage is okay and was able to provide us with critical information,” Brawner said. Brawner said troops are still finding it difficult to dislodge the ISIS-Maute gunmen hidden in buildings and basements. “Until now we are still assaulting the defensive positions of the Maute-ISIS despite the fact we have

set today, this day, as target date for finishing the armed conflict,” Brawner said. Armed Forces Western Command Chief Lt. Carlito Galvez had earlier set October 15 as their target to rid the city of f ISIS-Maute terrorists. President Rodrigo Duterte and other officials have set at least nine deadlines in the past but the tenacity of the terrorists has thwarted all of their attempts to put an end to the fighting. “Our troops are really fighting hard,” Brawner said. He said ISIS-Maute gunmen who are fighting at the edge of Lake Lanao, are using women and children hostages as combatants in their last defensive stand. Brawner said the hostages are also used as baits to draw the fire from government troops. Brawner said this information came from the young female hostage when she was interviewed by her rescuers. He said there are an estimated 100 non-combatants with the ISIS-Maute terror-

AMID a fiesta themed celebration, the general public welcomed the rebirth of the Bring Home a Friend to the Philippines (BHAF), aimed to help raise inbound tourism figures and spur more economic activity. The grand re-launch of BHAF was held at the Newport Mall, Resorts World Manila complete with Higantes dancers, other cultural performers and renowned Original Pilipino Music (OPM) artists. “Tonight marks an important milestone for all of us in the Department of Tourism as we unveil the most anticipated return of a widely successful incentive travel program which was first launched by former Tourism Secretary Mina Gabor in 1994, the Bring Home a Friend,” said DOT Secretary Wanda Tulfo-Teo. The BHAF is a rewards program which seeks to promote travel to the Phil-

ippines by encouraging Filipinos or expatriates in the Philippines to invite friends from abroad with the lure of prizes for both “sponsor” and “invitee”. By simply following four simple steps: Invite, Accept, Travel and Register, any eligible ‘sponsor’ and ‘invitee’ can join. Program mechanics are available at the www.bringhomeafriend.online. Ms. Mina Gabor expressed excitement and high esteem that the project she initiated 23 years ago has come back to life. She has high hopes of its success as the current situation is more enabling now given that more prizes are at stake and more importantly, through digital and social media, activation and promotion is a lot easier. Net satisfaction guaranteed! While the President’s net satisfaction rating from June 2017 to September 2017 dropped in the Visayas, Luzon, and in Metro Manila, it remained steady here in Mindanao. “It stayed excellent in Mindanao, at +76 (82% satisfied, 6% dissatisfied) in September 2017, hardly moving from +75 (83% satisfied, 8% dissatisfied) in June 2017”, a Social Weather Station (SWS) survey stated. As also reported in mainstream TV and newspapers, Mindanao’s trust and satisfaction in President Rodrigo Duterte remained excellent. Why? This is not surprising to Mindanaoans because majority of us believe in his sincerity and strong political will. Duterte was

One critique in Davao said” “A review of how these results were interpreted, however, reflects a Luzon bias.” Isn’t it curious that mainstream media reporters howled too many reasons for the decline of Duterte ratings in Luzon and the Visayas, but ignored to say even one reason behind his excellent rating in Mindanao? Why did they fail to mention the possible reasons of PRRD’s rating of excellence in Mindanao? not out to make popular decisions as President. Some of those decisions may be unpopular but he made it for the greater good of the common masses, and not for a few and select elite. Duterte’s initiatives, such as tax reform, infrastructure buildout, Charter change, and securing and rebuilding Marawi City endeared him to Mindanaoans. The survey results on Mindanao tells us how we look at the President and his leadership. His present programs such as the Dutertenomics agenda, the war on drugs, and the Build Build Build infrastructure projects beng implemented are aimed at addressing the people’s needs. What Mindanaoans abhor is media’s biased reporting on the survey

It would just be actually a matter of the exact hour before terrorists or rebels are ruthlessly decimated or roundly defeated, and their illicit aspirations against the duly-constituted government pitiably crushed to the ground, in the manner that cockroaches and other crawling pests are mercilessly grounded to bits and pieces. Because of this, the call from our people for those who are fighting the government and who are causing untold hardships upon our nation is simple: stop all rebellion and any form of lawless anarchy and mayhem, and pursue peace and progress for our countrymen instead. -ooo-

It is no longer acceptable, to say the least, to always view any pronouncement or any action of Duterte and his officials as inappropriate and incorrect. It is likewise no longer right that, instead of giving due

One glaring example of this malady that I can refer to here concerns the killing of Hapilon and Maute in the hands of the brave soldiers of the AFP, in their latest skirmish on Monday. Think A Minute

The sweat of success

THINK a minute. Former Prime Minister of England, Winston Churchill, became so famous for his speeches that he’s been called the greatest speaker of the century. He was also famous for his quick wit. Yet amazingly, he was not a naturally talented speaker. In fact, earlier in Churchill’s life he had such a bad speech problem that people made fun of the way he talked. D o you k now how Churchill changed to become the greatest speaker of the 20th century?

He studied and wrote his speeches word-for-word on paper, and then he practiced them countless hours in front of a mirror. He worked at saying each word just the right way with just the right facial expressions. He also practiced pausing and pretending to struggle to find the right word, even though he knew exactly what he was going to say! So although Winston Churchill was not a naturally good speaker, he disciplined himself and worked hard to become a great one! You and I can never

succeed in life without discipline and hard work. It takes sweat to succeed in our job and career, in school, in sports, in our marriage and family. Even if you’re born into a rich family, or with an intelligent mind and strong body, you still have to work hard to reach your full potential and truly succeed. Most importantly, it takes work and discipline to develop the character we were born to have and enjoy. We must discipline and change our wrong attitudes,

Commentary

Wednesday, October 18, 2017 By Robert Maulana Alonto MindaNews

So how do we feel about the deaths of Hapilon and Maute? CAGAYAN de Oro City--In response to a dear friend’s query – So how do we feel about the reported deaths of Isnilon Hapilon and Omar Maute? Let’s put it this way: In 2003 when Sheikh Salamat Hashim, the Amirul Mujahideen and Chairman of the MILF passed away, people unabashedly shed tears. On October 16, 2017, when the deaths of Isnilon Hapilon, the Abu Sayyaf honcho tagged as the ISIS East Asia Emir, and Omar Maute were reported in the news and the social media, people also unabashedly cried. But, there’s a big difference – nay, a heaven and earth gap, comparatively speaking – when people cried for Sheikh Salamat on one hand and Hapilon and Omar Maute on the other. In Sheik Salamat’s demise, people shed tears out of deep, spontaneous grief and sorrow for a Moro Islamic revolutionary leader

who led the real jihaad and planted the seeds of real jihaad in the hearts of the oppressed Bangsamoro people. He was a compassionate revolutionary leader who made it his mission in life to struggle for the liberation of the Moro people from colonial oppression and all forms of injustice; a revolutionary leader who always argued that while armed struggle is necessary to defend the faith, people and homeland from aggression, the most civilized way to end a conflict, however, is peace negotiation and a democratic referendum that would allow the people to freely express their right to self-determination and decide on their future political status. In war, Sheikh Salamat strictly forbade any violation of the Geneva Conventions or International Humanitarian Law. War, from his Islamic philosophical standpoint, should not make man lose his humanity, and instead war should be resorted to only to end

unjust wars and conflicts and thus man’s inhumanity to man. So when he died in the midst of the Arroyo all-out war in 2003 in the mountain fastness of Butig, no media announced his death but the dark clouds of gloom settled over the entire Moro homeland. The Moro masses, especially the people of the Lake in whose midst he returned to his Creator, grieved for him both openly and secretly in defiance of possible government retribution. And the masses, regardless of the ethnic divide and social boundaries, put up white flags in homes and along major highways all over Mindanao to demonstrate their sorrow for the man who embodied their collective aspiration for justice and freedom. What about Isnilon Hapilon and Omar Maute? People cried not because of sorrow and grief but because of jubilation over the deaths of these extremist criminal thugs who made

Health) meeting at Mahogany Hills’ Taskforce Marawi (TFBM) headquarter at 8:45 am. I was lucky to catch them in the 10 vans with Col. Mamon rushing to his vehicles. We pray a thank you to the soldiers for the rescue of the hostages and innallilahirajiun for all the dead. We later received in many chatrooms the photo of the faces of Hapilon and Omar. MindaNews asks reactions, and we urge continuing addressing of the roots of terror. There were mixed reactions, some were celebrating around meals.

Was able to chat, too, there at Mahogany Hills with the head of the Civil Military Relations, Col. Polog, of their efforts to streamline safety passes. He showed me the smooth and fast releasing behind him. He updated that former Lanao based Brigade Commander Roseller Murillo has now assumed the command of Tabak Infantry covering Marawi until Zamboanga peninsula. He assumed so quickly he said, we his partners were not able to attend his Marawi assumption. Many CSOs would have wanted to see him. With DepEd National Dir of Disaster’s rep, Assist Supt Chique and her team , I was able to sit at their

barbarism and human cruelty the hallmarks of their obscene ideology of hate, intolerance and sectarianism. In other words, people shed tears of joy over their ghastly deaths. Hapilon and the Mautes deliberately caused the senseless destruction of the only predominantly Muslim city in the country, Marawi; the deaths of many innocent civilians as well as soldiers and police; and the mass displacement of 300 thousand people. For many people, thus, who suffered and are still suffering because of the mayhem they have unleashed, the ‘permanent neutralization’ of these two thugs was good riddance! That’s why now a celebratory mood is in the air! Sheik Salamat stood for Islamic justice and human liberation. As such, he made a Muslim love Islam and restored to the Moro his dignity, honor, his appreciation of Moro history and right to self-determination, and therefore patriotic loyalty

PH economy seen to top ASEAN By Leslie Gatpolintan

MANILA -- The Philippine economy will continue to grow rapidly along with other countries in the Association of Southeast Asian Nations (ASEAN) region, which is projected to rank as the fourth-largest economy in the next two decades, an economist said. Dr. Federico Macaranas, Executive Director of the Asian Institute of Management (AIM) Policy Center, believes the Philippines benefits from ‘demographic dividend’, or its young population. “We can grow very fast because the growth drivers (in the region) will be the young economies. And the Philippines is young, so that one alone is the indicator we can move very fast,” he said in an interview on the sidelines of the ASEAN Leaders Forum Thursday night. Macaranas cited high start-ups in innovative See seen, page 9

House approves medical scholarship bill

The House of Representatives, through viva voce voting, recently approved on second reading House Bill 6571 which seeks to establish a medical scholarship program to address the shortage of doctors in the country. Rep. Angelina Tan (4th District, Quezon), chairperson of the committee on health which endorsed the plenary approval of the bill and one of the authors of the measure, said the bill likewise seeks to provide the institutional mechanism for the envisioned sustained human resource development of the Philippine public health care system. Tan said the government has acknowledged the reality that indeed, the country is facing an alarming shortage of medical doctors and other medical professionals. A recent newspaper editorial cited that the country has a shortage of 60,000 doctors, which means six out of every 10 Filipinos die without seeing a doctor. Tan said medical courses in the country are too costly that it has become beyond the reach of Filipino families See bill, page 11

Arlene Brosas, said the proposed law would benefit more than 84,000 day care workers nationwide. “Under HB 6550, over 84,000 day care workers nationwide will be regularized as the measure mandates for the creation of two plantilla positions for day care workers per barangay,” Brosas said. “We want security of tenure and higher allowances and benefits for our day care workers, unlike under the current setup wherein

their employment is subject to political considerations,” she added. The bill states that day care workers shall receive additional compensation, such as overtime pay, hazard allowance and subsistence allowance. Furthermore, the bill provides that all day care workers shall automatically become members of the Government Service Insurance System (GSIS), Pag-IBIG, and PhilHealth. The bill seeks the creation of a Special Personnel Selection Board (SPSB) for

years in Saudi Arabia. “Sana yan bank na yan (I wish this bank) will grant loans na meron (that has) low interest rates for housing, small scale business or personal loans,” Ersando said. “Makakatulong yan kung yung (It will help if the) secured banking system are same sa mga (to the) top banks sa Pilipinas (in the Philippines),” she added. True to his campaign promise, President Rodrigo Duterte issued last month Executive Order No. 44 allowing the state-owned Land Bank of the Philippines

(LBP) to acquire Philippine Postal Savings Bank, Inc., a subsidiary of of Philippine Postal Corporation, and convert it to OFB. Under E.O. 44, the LBP is also ordered to infuse fresh capitals to strengthen the capital base of the OFB to effectively provide the needed banking services to the OFWs. The OFB will have ninemember board that will be chaired by LBP president. Another Filipino banker, who is based in Doha, Qatar, noted they have yet to see the benefits and programs

MANILA -- Senior officials from the Association of Southeast Asian Nations (ASEAN) kicked off on Wednesday a three-day meeting here to discuss preparations for the leaders’ summit next month. The Department of Foreign Affairs is convening the Joint Consultative Meeting (JCM) to deliberate on the proposed outcome documents to be adopted or issued by the leaders in November. DFA spokesman Robespierre Bolivar, in an earlier interview, said the high-level officials of ASEAN were working on key statements and declarations, including the migrant workers’ protection instrument and those on countering terrorist financing and climate change. The JCM is a cross-sector body composed of senior officials from the Ministries in charge of foreign affairs, economy and socio-cultural affairs of the ASEAN member states. Philippine Foreign Affairs Undersecretary Enrique Manalo will chair

the meeting, which will also consider the logistic preparations for the Summit. Manalo will be joined by Department of Social Welfare and Development Undersecretary Florita Villar, Department of Trade and Industry Assistant Secretary Anna Maria DiazRobeniol, and Philippine Permanent Representative to ASEAN, Ambassador Elizabeth Buensuceso. After the JCM, the ASEAN foreign affairs officials will meet with their counterparts from China, Japan and the Republic of Korea under the ASEAN Plus Three (APT) Senior Officials Meeting. They will also meet with the senior officials of the East Asia Summit (EAS), which includes Australia, China, India, Japan, New Zealand, Republic of Korea, Russian Federation and the United States. The APT and EAS senior officials meeting will discuss preparations, including the outcome documents, for the 20th ASEAN Plus Three Summit and 12th East Asia Summit also in November. (PNA)

neutralized, critics are instead harping on the incident as an “empty” victory, whatever that meant to them. -oooDUTERTE’S FOES ARE CRITICIZING HIM TO DERAIL HIS GOV’T: The truth is that, many of these critics are criticizing President Duterte only because they are rabid supporters of the political foes of the President. They are opposed to whatever Duterte is saying or doing, not because of issues, but because they are known friends and associates of the President’s political enemies. This is the reason why the President, to them, is incapable of doing anything good. What I cannot understand from these critics is this: their friends who are the political detractors of President Duterte not only failed to do anything good for the country when they were the ones running the government, but more because on the basis of evidence that are coming out now, they were actually the very reason why the Philippines is in deep trouble today, particularly on the matter of shabu and illegal drugs. Is it not a fact that shabu and other illegal drugs got openly traded in the country during the time of the previous administration? Is it not a fact likewise that the terrorists who are moving to separate Mindanao from the Philippines today come from the country whose leaders conspired with the relatives of our own Filipino leaders so we will no longer run after a big portion of that country’s territory which rightfully belongs to us? Indeed, Duterte’s critics are scandalously silent on these points. ` -oooWATCH “ANG TANGING DAAN” AT FACEBOOK: “Ang Tanging Daan” is a Bible exposition and prayer session

Mayor Sara: ‘Destabilization plot is as real as terrorism’

DAVAO CITY -- Presidential daughter and Davao City Mayor Inday Sara Duterte blasted groups and individuals who criticized President Rodrigo Duter te follow ing his statement about setting up a revolutionary government in the face of destabilization threats. Mayor Sara said groups and individuals who reacted negatively were apparently committing an act of self-defense to conceal their intentions against the Duterte administration. “Power grabbers have made their point, made their presence felt, caught our attention, and we know who they are,” said Duterte in a statement released Sunday. “ The threat of destabilization is as real as terrorism.” The group Tindig Pilipinas has called President Duterte paranoid and insecure in reaction to his statement about setting up a revolutionary government. Mayor Sara sneered at the statement. “How can he be insecure when he is the president? When you are the president, there is nothing that will make you feel insecure — not a survey results or a person like Trillanes or a power-hungry group called Tindig Pilipinas,” she said. Is President Duterte paranoid? “Of course he is not,” she said. “All his destabilization claims are from intel reports and reliable sources from inside the offices of the people identified with the opposition,” the mayor said. Work out your salvation with fear and trembling The Gospel of Jesus Christ (October18, 2017-Wednesday) John 6:35-40”Jesus said to them, “I am the bread of life; he who comes to Me will not hunger, and he who believes in Me will never thirst. But I said to you that you have seen Me, and yet do not believe. “All that the Father gives Me will come to Me, and the one who comes to Me I will

certainly not cast out. I am the bread of life; he who comes to Me will not hunger, and he who believes in Me will never thirst: They are just pretending to be happy but deep inside, never happy. Are you really happy or only pretending in front of the people around you? Come to God in the Holy Eucharist for you to be filled by his love and mercy.

God has a promise to those who will come to him always, most especially in the church, his temple on this earth. Proverbs 8:34”Blessed is the man who listens to me, watching daily at my gates, waiting at my doorposts. For this is the will of My Father, that everyone who beholds the Son and believes in Him will have eternal life, and I Myself will raise

him up on the last day: This is God’s desire for your life for you to be saved but the big question is: are you helping as well as cooperating his plan for your salivation. Some people are not interested for their salvation. Sometimes, I realize that all of us will die and the question is; where I will go after this life? Am I doing the right thing while the time is not

Momentous of Research in Education By Elvie Aluba-Cabahug, Teacher-I Labuagon Elementary School

In education, research has been a vital part of a teacher’s life. They do so in many different ways and in many different settings. Conducting research in an educational setting should be an important aspect of every educator’s professional life. Best and Kahn (1993) describe research as “the systematic and objective analysis and recording of

industries with the young people fuelling the change in such industries. “With the dynamism of our educational system, our science and technology or innovation, we can move forward faster.” he added. Macaranas also noted Philippine strengths in banking and communication, agriculture, medicine, as well as nursing and seafaring sectors, which have helped boost the ASEAN economy. “In that regard, we can position ourselves in ASEAN and in the Asia Pacific very well,” he added. For his part, former Malaysian Prime Minister Dr. Mahathir bin Mohamad also expected good prospects for the ASEAN region. “We have fantastic essence in terms of our population, our distribution, our skills. All these things added together, will make the ASEAN region a very great region. Indeed, it is today, by comparison to many other regional organi-

controlled observations that may lead to the development of generalizations, principles, or theories, resulting in prediction and possibly ultimate control of events”. That means education in a research setting is done to improve school practices and at the same time to improve those individuals who strive to improve those practices. The crucial of research zations all over the world,” Mahathir said during the forum. He also underscored the need for ASEAN countries to strengthen capabilities together. “Now we have come to this stage where we realized that we have a population of 600 million people... So if we combine our strength as marketers, as buyers of products, as well as producers of products, we would help each other strengthen ourselves and the grouping,” he added. in an educational setting is often neglected, however. Those in academe often consider research as a way to earn tenure that employs them and at the same time for promotion purposes. Educators who wish to thrive in their profession must publish or perish in order to be promoted. In lieu of using research to better their teaching practices, research is used simply to hold on to a job. This is unfortunate because

it takes away from the most important aspect of educational research, the improvement of one’s practice. Instead of a way to maintain employment, educators should look at research as a way to develop new understanding about teaching, learning, and educational administration. This new knowledge has significance because it will lead to the improvement of educational practice.

sion on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA), will be mandated to provide for a system of continuing education and skills training and knowledge enhancement programs for day care workers. “Aside from financial and economic benefits, we also want continuous development for our day care workers that is why the bill also mandates DSWD in coordination with DepEd, CHED, and TESDA to provide skills training, knowledge enhancement, and scholarship opportunities,” Brosas said. Likewise, the bill encourages non-governmental organizations (NGOs) or private volunteer organizations to assist or support the government in the implementation of programs and projects for day care workers. As such, day care centers shall be allowed to accept any assistance or support from NGOs. The amount necessary to cover the salaries and benefits of day care workers

shall be charged from the Internal Revenue Allotment (IRA) and the Special Education Fund of LGUs concerned. (PNA)

The truth is, only God is willing and aiming for your salvation but you many times, never mind. 1 Timothy 2:4”who desires all men to be saved and to come to the knowledge of the truth. Help yourself. Schools: Zones of Peace In pursuant to DepEd policy-- a school is declared as zone of peace. A school must be a prolific place, where its denizens could freely exercise the non-partisan socio-politics. This means that its constituents is free of his opinion and without trepidation for violence. A school must be considered as neutral zone, where people could practice the freedom of religion and cultural beliefs without hurting others. Apparently, schools are venues of elections and the like-- when and where the public has to exercise the rite of suffrage. This is in relation to the recent armed conflict between the government and Isis-inspired Maute Group in Marawi City, Mindanao, where schools had become target of terrorisms that resulted to the dislodg-

m e nt of at least 20,000 learners. W e heard and witnessed in news and social media how the schools in Marawi City suffered devastations from the armed conflict. Teachers were held hostage. School children were displaced and lived in evacuation centers. This event should not happen and must be prevented in the future, for if this will be repeated again and again, then what kind of awareness our school children will have for their schools. They may feel unsecured in the place we so called as second home. In general, schools around the globe are considered peace zones. It must be free from armed conflict and terrorism.

Solidarity of Transport Alliance in Northern Mindanao (Starex). Starex secretary-general Ringo Lago claimed a membership of 2,500 jeepney operators and drivers all over Region 10, the bulk of which are plying in Cagayan de Oro City and the province of Bukidnon. Guro said one of the provisions of the certificate of public conveyance states that suspending of operations of public utility vehicles as a sign of protest is a violation. LTFRB’s mother agency, the Department of Transportation (DoTR), earlier threatened to slap criminal complaints of economic sabotage against the national organizer of the transport strike. Meanwhile, the Malacañang suspended anew classes in all levels and government work nationwide on Tuesday (October 17) second day of the nationwide strike of the jeepney drivers and operators against the planned phase-out of the public utility vehicles (PUVs). “May transport strike, ulan, bagyo at walang masakyan. Baka magkasakit mga kawani ng gobyerno at mga estudyante kung maulanan at walang masakyan (There’s transport strike, rain, storm and no vehicles. The government workers and the students may get sick if they get exposed to rain because they can’t get a ride),” Executive Secretary Salvador said. On the first day of the two-day nationwide strike, Transport in Southern Mindanao for Solidarity, Independence, and NationalismPinagkaisang Samahan ng mga Transport Opereytors Nationwide (TRANSMISION PISTON) spokesperson Ricardo Baron emphasized that jeepney drivers and operators are not against modernization plan of the public transport system but the government should not allow “monopolization and corporatization” of the public transport system. Baron said it should be the government and not the big companies that will manufacture the vehicles and manage the public transport system. “We are fine with modernizing the public transport system for as long it will be for the common good and must not be monopolized by the corporations,” the transport leader said. He cl ai me d t he 90 percent of operators and vehicles joined the strike but City Traffic and Transport Management Office (CTTMO) head Dionisio Abude only about 60 percent joined. Baron said there are 17,000 jeepney drivers and operators in the city alone. Baron said the government should also support the operators and drivers who will be affected by the planned modernization and

who cannot avail of the modern vehicles, equipped with solar or electric-powered and Euro-4 compliant engines by helping them repair their old vehicles. But the Department of Transportation (DOTr) in a statement said it’s not the corporations that will benefit from the modernization plant but the local manufacturers and the workers that will be hired, and drivers and operators who can save up bigger on fuel and maintenance cost, and commuters who will enjoy a more comfortable public transport. The agency emphasized the need to push through with modernization, claiming that most of the public utility vehicles (PUVs) “are not safe, not comfortable, and produce significant amounts of air pollution”. “For instance, riding through the back of jeepneys presents safety hazards for passengers. Exhaust from old and poorly maintained vehicles is a health threat not just for users, but for drivers and the public as a whole,” it added. The agency also aims to “make public transport safe and enjoyable, reduce air pollution, and move more people efficiently” by implementing national standards and modernizing the current fleet. Kilusang Mayo Uno (KMU) in Southern Mindanao Region spokesperson Carlo Olalo said he was wary of the proposal of the (LTFRB) to hire the displaced jeepney drivers under a contractual scheme. He said the minimum wage will not be sufficient for the families of the drivers. Under the LTFRB’s Omnibus Franchising Guidelines, Olalo said small operators cannot afford the prescribed 20-unit minimum requirement. He said each costs P1.2 to P1.8 million. “Several operators and drivers will stand to lose their livelihood,” he said. He said there are 250,000 small operators and jeepney drivers in the country.

such and other similar pronouncements,” he added. Minority Senator Paolo Benigno Aquino IV, for his part, said that while his bloc disagreed with some policies of the administration, he said that a destabilization plot is not good for anyone. Aquino asked Duterte not to equate dissent to destabilization and also asked the government to respect the various voices and opinions on contentious policies like the war on drugs. He also warned that the establishment of a revolutionary government may only lead to increased political instability, a fragile democracy, and a weaker economy. “Destabilization and threats of a revolution-

briefing in Camp Aguinaldo shortly before noon Monday. Lorenzana noted that through the testimony of a hostage “who escaped” Saturday, they were able to confirm the presence of Hapilon, touted as the Emir of the Islamic State in Southeast Asia, and Maute in one of the buildings. He said the death of these leaders means the fighting is almost over and they will announce the termination of hostilities “in a couple of days.” In the latter part of the brief press conference, Lorenzana declared the announcement will be “within the week.” In a press statement, Lorenzana said they will announce the termination of hostilities “once government forces have ensured that there are no more terroristsstragglers in the city and we have cleared all structures of IEDs and other traps.” “After the fighting stops, we will refocus our efforts on the challenging task of rebuilding and rehabilitating Marawi,” said Lorenzana, also head of Task Force Bangon Marawi. At the press conference, aired live nationwide, Lorenzana, said Malaysian national Dr. Mahmud,Ahmad, a Universiti Malaya professor who joined the Islamic State and is believe to have been among those who planned the Marawi siege, is reportedly still hiding in one of the buildings there. Lorenzana said there are still around “21 or 22” hostages held by the terrorists. Since September 15, a total of 41 hostages have been rescued: Fr. Teresito Soganub, Vicar-General of the Prelature of Marawi, and a teacher of Dansalan College on September 15; four others on September 21; 17 on October 4; one on October 14; and 17 on October 16. Martial law lifting Lorenzana acknowledged that even as Hapilon and Maute are dead, the terrorists still have “cells in Basilan, Sulu, also in Central Mindanao, but we will also get them.” The bodies of Hapilon and Maute will be subjected to DNA tests, “because there are rewards coming from a foreign country” and rewards offered by the Philippine government as well. The Rewards for Justice Program of the United States Department of State has placed a reward of up to 5 million US dollars (approximately 256 million pesos) “for information leading directly to the ap-

prehension or conviction” of Hapilon. He was indicted in the District of Columbia for his alleged involvement in terrorist acts against US nationals and other foreign nationals as an official of the Abu Sayyaf, which is listed as a foreign terrorist organization. President Rodrigo Duterte in early June offered a P10 million bounty on Hapilon, , and the P5 million each for the Maute brothers, Abdullah and Omar. Asked if martial law in Mindanao will be lifted now that the leaders are dead, Lorenzana replied: “we are not talking about lifting martial law yet. Tingnan pa natin” (we’ll see). He said after the cessation of hostilities in Marawi “within this week,” they will “assess the entire Mindanao if there is a need to recommend to the President the lifting of martial law.”

were Zack Haron Villanueva Lopez, Jackson Mangulamas Usi, and Ausan Abdullah Mamasapano, according to then CIDG-ARRM Director Supt. Jimmy Daza. All those arrested were then turned over to the Davao City police. But the Davao Regional Trial Court Branch 13 ordered the Davao police office to release Chenikandiyil on Nov. 11, 2016 after it granted the petition for writ of habeas corpus filed by his wife. RTC-13 Presiding Judge Jill Jaugan-Lo, in special proceeding Nov. 9 last year, heard the petition of Allysanor Chenikandiyil against the police and CIDG-11 office. Through lawyer Donasco, she stressed that her husband’s continued detention was unjustified since no

formal charges have been filed against him since his arrest in Cotabato City up to the time he was transferred to CIDG Davao. She said her husband detention exceeded 36 hours as allowed by the Revised Penal Code. If a case had been filed, she received no notice that a criminal case had been filed and his continued detention was not justified since no inquest proceeding was ever conducted. At least 14 people were killed in the Sept. 2, 2016 bombing in the Davao night market along Roxas Boulevard and more than 50 others injured. PNA

from page 6 even those belonging to the higher middle income class. “To make this problem even worse is the fact that doctors are already taking up nursing and leaving the country for more lucrative jobs overseas,” Tan said. Rep. Vilma Santos-Recto (6th District, Batangas), also an author of the bill, said doctors are the drivers of the health care system, and the system can fail if there is a shortage of doctors. Another author, Rep. Gloria Macapagal-Arroyo (2nd District, Pampanga), said there is an urgent need to create a steadily expanding pool of medical doctors to strengthen and expand the core of the public health service system through institutional mechanisms and programs. “This will not only enable a greater number of qualified and public-service oriented young people to pursue medical education but also systematically and effectively ensure their integration into the public health service system in such manner that would harness their talents within an optimum period of time for the benefit of our country and people,” Macapagal-Arroyo said. House Bill 6571 or the proposed “Medical Scholarship and Return Service Program Act” mandates the establishment of a medical scholarship and return service program for deserving students in State Universities and Colleges (SUCs) or in private higher education institutions (PHEIs) in regions where there are no SUCs offering medicine. The scholarship program shall accept at least one scholar from each municipality of the country and that only upon determination that there is no qualified applicant from a certain municipality shall another qualified applicant be considered, irrespective of domicile. The number of scholars per province or municipality shall depend on the number of government doctors needed for each province or municipality as determined by the Department of Health (DOH). The scholarship program grants the following financial assistance: Free tuition and other school fees; Allowance for prescribed books, supplies and equipment; Clothing or uniform allowance; Allowance for dormitory or boarding house accommodation; Transportation allowance; Internship fees, including financial assistance during post-graduate internship; Medical board review fees; Annual medical insurance; and Other education-related miscellaneous

She/He must serve in a government public health office or government hospital in the scholar’s hometown or in the absence of a need thereat, in any municipality within the scholar’s home province or in any underserved municipality closest to the scholar’s hometown or province determined by the DOH as a priority area, for at least eight years, or two years for every scholarship year availed of, which shall be completed within 10 years upon completion of internship for those who have availed of a four-year program, and 12 years for those who have availed of a five-year program, upon passing the licensure examination for physicians, which shall be part of the mandatory return service and integration into the public health and medical service system. A medical student may lose the scholarship and shall pay the full cost of scholarship and related benefits received if he/she accepts another scholarship from other government or private agencies or entities; fails 40 percent of the subjects or fails to meet the academic requirements; fails to pass the licensure examination for physicians for the second time; and commits behavioral conduct in a manner that would bring significant damage to the HEI, government institution concerned, persons, and community. Upon passing the Physician Licensure Examination (PLE) administered by the Philippine Regulatory Commission (PRC), the scholar shall be integrated into the public health and medical service system, through the DOH, with the appropriate rank and salary and related benefits. The mandatory return service upon integration into the public health and medical service system under this Act shall be a period equivalent to at least eight years within 10 years for those who have availed a four-year program, and 12 years for those who availed of a five-year program, upon passing the licensure examination for physicians, which shall be part of the mandatory service and integration into the public health and medical service system. In the event that a physician who has availed of the Medical Scholarship and Return Service Program fails or refuses to serve in a government hospital or any local health office in the scholar’s hometown or in any underserved municipality in any province, he/ she shall be required to pay twice the full cost of the scholarship including other benefits and expenses incurred by reason of participation in the scholarship program.
