Normin PUJ operators, drivers join transport strike

CAGAYAN de Oro City-Thousands of public utility jeepney (PUJ) drivers and operators joined the two-day nationwide transport strike starting Monday to oppose the planned PUJ modernization of the government.

Ringo Lago, secretarygeneral of the Solidarity of Transport in Region X-Pagkakaisa ng Samahan ng Tsuper at Opereytor Nationwide (Starex-Piston), said majority of its members and even those not affiliated with their group have participated in the protest action.

Aside from the drivers and operators, other sectors such as the farmers, workers, urban poor,

vendors, and others, also took to the streets in support of the protest action.

The government is planning on abolishing the traditional PUJs and will be substituted by new jeepneys that are either electricity-operated or compliant to the Euro 4 fuel standards. PUJ operators and drivers are given about three years to replace their old PUJs. Transport groups have complained that the new PUJs are too expensive although the government has assured them that operators will be given financial assistance.

‘Bakwits’ told: Transfer to Sagonsongan soon but where are the houses?

SAGONSONGAN, Marawi City--“Come back here on Tuesday,” the Korean contractor told MindaNews Friday afternoon, exuding with confidence that four houses made of “sandwich panels” would have been installed in this transitional shelter site a kilometer away from the welcome arch of the country’s lone Islamic City.

On Tuesday noon, MindaNews returned to the site and saw not a single house standing. Workers were still finishing one of four floorings for the 22 square meter house made of “sandwich panels” — pre-fabricated light metal sheets with styrofoam core and sliding glass windows — on a 36 square meter lot.

At the Buru-un evacuation center in Iligan City, evacuees Jaslia Mambuay and Fatimah Lumabao told MindaNews also on Tuesday that Marawi Mayor Majul Gandamra visited last month to inform the evacuees they would be able to transfer to Sagonsongan “next month”

(October).

Foreman Bobby Lopez of the Golden Gate Construction told MindaNews they started working on the flooring only on Tuesday morning because the steel bars and cement arrived from Davao City, some 420 kilometers away, only on Monday.

“Sandwich panels” The “sandwich panels” for the roofs and walls arrived on Friday afternoon, just as MindaNews visited the area to check on the progress of the transitional shelter project. But the steel bars and cement from Davao reached the site only on Monday.

According to Task Force Bangon Marawi, an initial number of 1,175 houses are to be installed on this 14 hectare-site (earlier announcements said initial 1,100 houses on an 11-hectare site).

For every 1,000 units, the TFBM will provide common facilities such as mosque, madrasah/school building, recreational facilities, health

and day care centers, wet and dry market, livelihood center, police barangay outposts and transport terminal.

Sagonsongan is around seven kilometers from downtown Marawi.

A Filipino employee said the business firm is based in Korea and “the local partner is Golden Gate.” Seo’s firm supplies the Korean-made panels that he says was purchased at “factory price.”

Golden Gate has no Board of Directors. It is an Iligan City-based single proprietorship registered with the Department of Trade and Industry in Northern Mindanao by Al Ghandi Rakiin Umpa, owner and general manager. Golden Gate is on the list of licensed contractors for 2017 to 2018, as of the September 25, 2017 listing of the Philippine Contractors Accreditation Board (PCAB) and is a holder of Philgeps (Philippine Government Electronic Procurement System) Certificate No. 2017-169790 issued on March 24, 2017 until March 24, 2018.

Asked how much each unit costs, Seo replied: “I don’t know…. secret” but later added “one unit, cement all, total 140,000 (pesos).”

Somebody from his team butted in to say 170,000 pesos to include trucking cost.

Davao City is 420 kilometers from the project site, Cagayan de Oro City is 120 kilometers and Iligan City, 32 kilometers.

It takes only a day to install a unit, Seo said. He claimed they can install 40 houses in one day and is confident they will finish installing all 265 units by

November 21. Last Friday, he was certain four units would have been installed

by Tuesday.

Asked if they would do all the 1,175 houses, Seo said they would finish 265 units first.

The Korean said they are targeting Dec. 8 “for the cutting ribbon,” referring to inauguration. But the Filipino employee with him reminded him that the National Housing Authority’s timeline is December 22.

Lopez said that if it does not rain, they would need two days for the flooring to dry up. If it rains, it will take longer. It always rains in Marawi, particularly in the afternoons.

One-bagger Aside from the delayed arrival of materials, what added to the delay in the installation was the absence of a huge cement mixer. In its stead one-bagger cement mixers — all of them apparently new — were used.

MindaNews saw four near the site of the floorings but Lopez said they have a total of five.

He said 20 bags are needed for each flooring.

Lopez explained they were supposed to use a 25-bagger cement mixer but it was not available.

He said Golden Gate has 70 workers for the project.

MindaNews saw around 20 at the flooring site.

A total of 78,466 families or 359,680 persons have been displaced by the armed conflict in Marawi City and neighboring areas, based on the Disaster Assistance Family Access Cards (DAFAC) of the Department of Social Welfare and Development in its October 6 report.

MindaNews that out of this number, at least 40,000 families from Marawi were displaced. He said their initial recommendation was 6,300 transitional shelters for residents at Ground Zero. He said priority for the transitional shelters will be those who have no more homes to return to in Ground Zero, have no capabilities of finding refuge elsewhere, and are willing to stay in the temporary shelters.

He said the local government is monitoring the progress of the project but it is the National Housing Authority that is in charge.

China Jocson, Assistant to the Presidential Spokesperson, told the Mindanao Hour press briefing in Malacanang on Monday that during the Task Force Bangon Marawi’s 4th All-Agency Meeting at the National Emergency Operations Center in Iligan City last week, it was reported that “the installation of distribution lines for the transitional shelter site in Barangay Sagonsongan, Marawi has already been completed.”

MindaNews saw power lines had been installed and connected to the bunkhouse.

“Secondary lines connecting to the individual housing units are yet to be installed as source of power, while transitional shelters are being completed,” Jocson said.

Asean multi-sectoral forum set in Gingoog CAGAYAN de Oro City-The Philippine Information Agency (PIA) in Northern Mindanao in partnership with various government agencies, is set to hold an Asean multi-sectoral forum at the Penthouse, Gingoog City, October 17.

transport strike spearheaded by the local Solidarity of Transport Alliances in Region 10, a regional ally of the Pinagkaisang Samahan ng Mga Tsuper at Operator Nationwide (STAREX-Piston), the transport strike would not succeed after all.

In the past, the local transport strikes in Cagayan De Oro City have not succeeded because two of the largest local transport groups in the city could not see eye to eye. The STAREXPiston and the National Confederation of Transport Union (NCTU)-Northern Mindanao were into “conflict of interest” when neither one of them would join a transport strike led by any of them. It all started when STAREX-Piston snubbed the

But the fact is that there has still not been one scientific study which can prove that homosexuals are born that way. In fact, it is just the opposite. All the research and studies have shown that homosexuals can make the choice.

If people are born with any homosexual tendency at all, it is no different than any personality tendency

like someone born with a bad temper. Do we say it’s OK for that person to lose control of his temper and murder people because he was born that way? Of course not! He’s still free and able to choose not to kill people, even though he may have a naturally quick temper. In the same way, even if someone might have the slightest natural tendency toward homosexuality, he’s still free and able to choose not to become homosexual.

- But sweeping transformations needed to unlock their potential to help feed and employ a younger, more crowded planet - new report MILLIONS of young people in developing countries who are poised to enter the labor force in the coming decades need not flee rural areas to escape poverty, argues a new FAO report published today.

Rural areas actually have vast potential for economic growth pegged to food production and related sectors, The State of Food and Agriculture 2017 says. And with the majority of the world's poor and hungry living in these areas, achieving the 2030 development agenda will hinge on unlocking that oft-neglected potential, it adds.

Doing so will require overcoming a thorny combination of low productivity in subsistence agriculture, limited scope for industrialization in many places, and rapid population growth and urbanization — all of which pose challenges to developing nations' capacity to feed and employ their citizens.

There is ample evidence that changes to rural economies can have major impacts. Transformations of rural economies have been credited with helping hundreds of millions of rural people lift themselves up out of poverty since the 1990s, the report notes.

However that progress has been patchy, and demographic growth is raising the stakes.

Between 2015 and 2030, the ranks of people aged 15-24 years are expected to rise by about 100 million, to 1.3 billion. Almost all that increase will take place in sub-Saharan Africa — the

lion's share of it in rural zones.

But in many developing countries — most notably in South Asia and subSaharan Africa — growth in the industrial and service sectors has lagged, and they will not be able to absorb the massive numbers of new job seekers set to enter the workforce.

Nor will agriculture — in its current form.

So rural people who relocate to cities will likely run a greater risk of joining the ranks of the urban poor, instead of finding a pathway out of poverty.

Others will need to look for employment elsewhere, leading to seasonal — or permanent — migration.

This is why targeting policy support and investment to rural areas to build vibrant food systems and supporting agro-industries that are well connected to urban zones —especially small and medium size cities — will create employment and allow more people to stay, and thrive, in the countryside represents a strategic intervention, today's report says.

the pressures that drive people to relocate, but they will generate much-needed jobs and contribute to making out-migration more of a choice, rather than a necessity.

"Too often ignored by policy-makers and planners, territorial networks of small cities and towns are important reference points for rural people — the places where they buy their seed, send their children to school and access medical care and other services," FAO DirectorGeneral José Graziano da Silva notes in his forward to the report. " Po l i c y - m a k e r s a re urged to recognize the catalytic role of small cities and towns in mediating the rural-urban nexus and providing smallholder farmers with greater opportunities to market their produce and share in the benefits of economic growth," he adds.

How urban food demand can spark rural renewal The State of Food and Agriculture makes the case that needed transformations in rural economies can be sparked by leveraging growing demand for food in urban areas to diversify

food systems and generate new economic opportunities in off-farm, agriculture -related activities.

This includes enterprises that process or refine, package or transport, and store, market or sell food, as well as businesses that supply production inputs such as seeds, tools and equipment, and fertilizers or provide irrigation, tilling or other services Already, growing demand coming from urban food markets currently consumes up to 70 percent of national food supplies, even in countries with large rural populations, the report notes.

No silver bullets But while urbanization provides a "golden opportunity" for agriculture, it also presents challenges for millions of small-scale family farmers.

Markets that are more profitable can lead to the concentration of food production in large commercial farms, to value chains dominated by large processors and retailers, and to the exclusion of smallholders.

So supportive public policies and investments will be key to harnessing urban demand as an engine

for transformative and equitable growth, and measures designed to ensure market participation by small-scale, family-farmers must be hard-wired into policies.

Family farmers, infrastructure, small cities and towns The study lays out three lines for action: The first involves putting in place a range of policies designed to ensure that small-scale producers are able to participate fully in meeting urban food demands. Measures to strengthen land tenure rights, ensure equity in supply contracts, or improve access to credit are but a few options.

urban markets — in many developing countries the lack of rural roads, electrical power grids, storage facilities, and refrigerated transportation systems is a major bottleneck for farmers seeking to take advantage of urban demand for fresh fruit, vegetables, meat and dairy.

The third involves including not just megacities into well-connected rural-urban economies but knitting in smaller, more spread-out urban areas as well.

DICT, NICP Launch Digital Cities PH in National ICT Summit The Department of Information and Communications Technology (DICT) and the National ICT Confederation of the Philippines (NICP), will jointly launch DigitalCitiesPH Launch during the 9th NICP ICT Summit on November 16 to 17, 2017 in Cagayan de Oro City.

Twenty-four exhibitors offered chocolate products ranging from chocolate desserts to drinks, chocolate liqueur to pralines, as well as wellness products with cacao butter at the Davao Chocolate Festival mounted by SM City Davao and the Cacao Industry Development Association Inc. Exciting chocolate food impressions were introduced by newcomers Cacao Culture, Chocoloco Inc, Auro Chocolate, Capt Du’s Cacao, MS3 Agriventures, Johanns, Milky, The Bright Side, Confex & Co., Sweets of Tirzah, Comval Tropical Harvest, Ballovar Creations and Yolks. Davao Chocolate Festival mainstays The Chocolate Bean, Malagos Chocolate, Cidami, Rosario Davao Artisanal Chocolates, Cacao De Davao, Puratos,

Aromacology, NutraRich, Fedco, Chocolate de San Isidro, and Lara Mia also offered Davao’s favorite chocolate treats.

“Cacao from Davao is the best because of the richness of Davao soil which is due to its proximity to Mt. Apo,” exhibitor from Auro Chocolate said. Auro is a Luzon-based chocolate brand which sources its cacao from Davao.

A project of SM City Davao and the Cacao Industry Development Association of Mindanao, Inc. the Davao Chocolate Festival brings together the region’s best cacao growers and processors.

This year, the project is also supported by the Department of Trade and Industry as well as the city government of Davao through the City Agriculturist’s Office.

“We are very happy to be part of the growth of the cacao industry here in the region.

The Davao Chocolate Festival is SM’s way of helping local growers, processors as well as starting entrepreneurs by

giving them an avenue to showcase their products,” SM City Davao mall manager Lynette AngalaLopez said.

During the event launch, mayor Sara Duterte-Carpio acknowledged SM City Davao and CIDAMI for the role it played in promoting the cacao industry in the city. Also gracing the opening

day were DTI Cacao Industry Coordinator Edwin Banquerigo and the chocolate queen from Cebu Raquel Choa.

Leading the ceremonial breaking of the giant chocolate were SM City Davao mall manager Lynette Lopez, assistant mall manager Engr.

Apart from the chocolate market, a cooking demo was conducted by the Marco Polo Hotel Davao.

Chef Joseph Milgo and Hernard Ampon prepared Flour-less Durian Chocolate Cake and Tablea Cocktail using the locally grown and produced tablea.

Lecture series on growing, processing

and packaging were scheduled throughout the festival dates. Kids also discovered the sweet chocolate journey from beans to bars in the kiddie tours.

Science is bigger than human-centered subjects like history, literature, language, music, art. Perhaps it’s overwhelming to think deeply about the implications of concepts like evolution, the big bang, subatomic particles. Science is a moving target, forever advancing and getting more complicated.

It’s hard to keep up and really hard to catch up.

What you learn in high school is often so different by the time you have kids of your own that you can’t easily help them with their science homework. The state of science education for adolescents is at an important crossroads.

As the first decade of the 21st century comes to a close, we are faced with enormous scientific challenges that the youth of today will have to confront.

Some of these issues include the expanding HIV/ AIDS pandemic, global climate change, world hunger, space exploration, and the development and implementation of alternative sources of energy. Whereas the need for scientific advances is at its

peak, adolescent learning about science in school is facing critical challenges.

Science educators in the early 21st century are facing a myriad of issues.

Some of the complex issues in the field of science education include the availability of appropriate textbooks and classroom resources; the preparation and training of science teachers (including both pre-service training and in-service professional development); political and religious opposition to cutting-edge science instruction; the need to meet standards and to prepare students for standardized examinations; and the dramatically increasing use of the internet as a source of information.

Given these and other issues, it is extremely important to understand, acknowledge, and build upon the abilities of adolescent learners, while at the same time tailoring instruction to address the unique challenges faced by this age group.

CLASSROOM management is a term teachers use to describe the process of ensuring that classroom lessons run smoothly despite disruptive behaviour by the students. The term also implies the prevention of disruptive behaviour.

It is said to be a difficult aspect of teaching for many teachers but once you master it, then you can easily tame your students. Establishing procedures, like having children raise their hands when they want to speak, is a type of classroom management techniques.

Problems in this area though cause some to leave teaching. A major reason is negative student attitudes and discipline.

Classroom management is crucial in classrooms

because it supports the proper execution of curriculum development, developing best teaching practices and putting them into action.

Classroom management can be explained as the actions and directions that teachers use to create a successful learning environment. Indeed, having a positive impact on students achieve given learning requirements and goals. In an effort to ensure that all students receive the best education, it is beneficial for educator programs to spend more time and effort in ensuring educators and instructors are well versed in classroom management. The focus is on creating a conducive learning atmosphere for the student.

Ethics of a Teacher

TEACHERS must uphold the honor and dignity of the profession that they took oath. Thus they must be responsible enough to know the ethical responsibilities and commitments in the teaching profession and to guide ethical decisions and actions in the teaching profession. Ethical behaviour tends to involve demonstrating respect for key moral principles that include honesty, fairness, equality, dignity, diversity and individual rights of the students.

First of all, their primary mandate is to promote learning and development of their pupils.

Thus, teachers must have the mindset that they need to make a positive

difference among their students. For them, an ethical classroom is the ultimate incubator of learning by their pupils and the litmus test of their skills, experience and creativity.

Admittedly though, very few people will say, “I like the teacher because she is ethical.” Yet ethics is definitely a critical element in teaching and plays an important role in a teacher’s personal and professional life. A teacher’s ethical stance will govern how he or she instructs and assesses the students. Ethics also play a role in how a teacher interacts with students, with colleagues, with administrators and with the community at large.

Of all websites, social media sites are usually the ones visited most often

by schoolchildren. We know that Facebook has its negative impact but we also know that it lays positivity as well. For one, it can generate friends. It has never been easier to make friends than it is right now mainly thanks to social networking sites.

Just a few decades ago, it was pretty tough to connect with people unless you were the overly outgoing type. The rise of cellphones helped change it. On Facebook, you may never meet a friend in person but you can confide to him or her so that is still considered a friend.

DOH urges families to have health seeking behavior

CAGAYAN DE ORO CITY – The Department of Health (DOH) region 10 during Talakayan sa PIA on ‘Garantisadong Pambata’ on 10 October 2017 urges families to have health seeking behavior by taking advantage of the government health information and micronutrient supplementation including immunization, Vitamin A and deworming drugs.

Dr. Maria Ellen Santua of DOH region 10 shares that the department is doing all it can to provide nutrition to the young ones. In fact, she said that DOH not only go per barangay to offer health services but ensures that each household be given health, nutrition and environment information and services aged zero to 14 years old.

According to statistics, DOH completed 94% micronutrient coverage in the region. Dr. Santua explained that among the reasons include peace and security of some areas in the region, distance such as in far flung areas, and refusal of families and communities due to religious beliefs.

Dr. Santua admitted that they are still outnumbered by population. Every day, population grows in the country meanwhile number of health workers remains. Further, she said that DOH will always uphold informed choice and volunteerism. DOH will not force anyone who does not want to take their medicines but assures the public that their vaccines are relatively safe. She added these medicines will not be released unless they have been tested.

She added that even health workers are trained before they are deployed in communities.

This is to make sure that they are able to explain to parents the importance of the vaccines or vitamin A and give them right information.

Meanwhile, Jacqueline Roa, Nutrition Program Coordinator of Misamis Oriental shared that what they want to see is behavior change among residents, families and mothers, specifically a health seeking behavior. She said that they encourage mothers to go to

health centers even when not ill to get checked.

Meanwhile, Fe Sumagpao, Regional Coordinator of Adolescent Health of DOH region 10 added that DOH has worked with Department of Education (DepEd) in implementing health programs for children aged six to 14 years old. In fact, they have started providing Iron with Folic acid to teenage girls in public high schools.

Sumagapo said this is to prepare girls who will become mothers soon.

Finally, Telesfora Madelo, nutrition dietitian of DOH 10 shares that child’s health is not a mere task of the government but everyone’s responsibility.

Everyone has a role to play in taking care of Filipino children including promoting key behaviors like proper hand washing and regular tooth brushing.

She also urged mothers to do their part in taking care of their children by availing of the micronutrient supplementation from DOH. (JMOR/PIA10)

Re-implementing NCEE: ‘A good Call’ ALLAN CLAPANO DANGCAL Teacher III Chairman, Mathematics Department Opol National Secondary Technical School

With the free tuition policy signed into law, the government is now planning to re-implement the National College Entrance Examination (NCEE).

This is to tighten up admission and retention policies in State Colleges and Local Universities that would impose the “free tuition act”. Thus, ensuring them to provide quality, accessible and free tertiary education.

In the past, before the NCEE was abolished, every high school graduate who wished to go to college must take the said examination before they were admitted. They should reached the desired mark or else their NCEE scores would determine the courses they could take. For instance,

you wished to take up engineering courses, however your NCEE mark has not reached the minimum score for such, then, you will be advised to take up vocational courses instead.

In my experience, I could not enroll to any collegiate choice I just wish without reaching the cut off NCEE notch. One of my classmates, wished to take up Mechanical Engineering, for it is their family tradition-- that his father was one, which was a legacy from his grandfather and so on. Thus, when we graduated high school and took up the NCEE exam, unfortunately, he scored “50”, which means he did not reach that of the engineering notch, instead, he could only choose between

Liberal Arts and Education courses. Eventually, there were those who felt being prejudiced with such law.

Even so, at this time, it is most favorable. It is a good call, hence, reimplementing NCEE is a process to toughen the Universal Access to Quality Tertiary Education Act that removed all fees in state-funded colleges and universities. Thus, purging out for the emergence of deserving and academically qualified students who cannot afford tertiary education. I, go on to support such undertaking.

Science education is the field concerned with sharing science content and process with individuals not traditionally considered part of the scientific community. The learners may be children, college students, or adults within the general public. The field of science education includes work in science content, science process (the scientific method), some social science, and some teaching pedagogy.

The standards for science education provide expec-

tations for the development of understanding for students through the entire course of their K-12 education and beyond.

The traditional subjects included in the standards are physical, life, earth, space, and human sciences. Remediation it’s the action of remedying something in particular of reversing or stopping environmental damage, often used to stress the basics in a subject such as math or language. They can help students who

are having problems with advanced concepts to fully understand the basics of a subject. Students can also use them to catch up on material after a long break from education. Some people look upon remedial classes as embarrassing, but they can in fact be useful tools to gain a more complete grasp of difficult ideas or rules. Something set up and established by authority as a rule for the measure of quantity, weight, extend, value , or

quality.

The study also will give awareness to Science teachers about the level of interest of students for their Science subject. The difference in effectiveness may be attributed to the reception of the students in the subject as well as the ability of the students to understand what is taught during the class. It is a descriptive study which looks into how effective the remedial courses are about improving the performance Science class.

Butuan lass joins FEU women’s football team

UTUAN CITY – Since childhood, Zhyrelle Lou Belluga of Barangay Obrero has dreamed of becoming an athlete and finishing a

college degree.

She found playing football as the bridge to try to make her ambition come true.

As a first year student at the Agusan

National High School here, Shyrelle’s introduction into football started as a recruit of the Butuan Agusan Norte Football Association (BANFA) headed

by Congressman

Lawrence Lemuel H. Fortun. The girl’s training regimen was monitored by BANFA under the grassroots development thrust of the Philippine Football Federation (PFF).

On her third year in

high school, Zhyrelle’s mother died and forced her and six siblings to move to Dipolog City where she finished her secondary schooling.

According to Zhyrelle, she tried to get a slot in the Philippine Women’s Football team before a scout spotted and recruited her to the Far Eastern University (FEU) Women’s Football Team.

Zhyrelle is now on a five-year scholarship under FEU’s athletic

program with free board and lodging and other benefits.

She is taking up Psychology as major.

Zhyrelle thanked God for giving her guidance, Congressman Fortun for helping her and BANFA for the years of training and honing her talents in football. She added that she would make her ambitions in life be realized and would not fail her supporters’ faith in her.

B oth the MILF and MNLF have signed peace agreements with the government: for the MNLF,

the Tripoli Agreement on December 23, 1976 under the Marcos administration and the Final Peace Agreement on September 2, 1996 under the Ramos admininstration; and for the MILF, the Framework Agreement on the Bangsamoro on October 15, 2012 and the Comprehensive Agreement on the Bangsamoro on March 27, 2014, both under the administration of Duterte’s predecessor, Benigno Simeon Aquino III. Both MNLF and MILF had given up their bid for independence in favor of autonomy but implementation of the peace agreements has become a problem for both fronts because the laws passed to supposedly implement the peace agreement, “watered down” the letter and spirit of the peace agreements, in the case of the MNLF. For the MILF, the first attempt to pass the Bangsamoro Basic Law (BBL) under the Aquino administration, failed. The MILF criticized the substitute bills of the House and Senate committees for allegedly rendering the future Bangsamoro less autonomous than the Autonomous Region in Muslim Mindanao (ARMM) that it is supposed to replace.

Congress adjourned in early 2016 without passing the law.

“Rallying point of extremists in Mindanao” On November 30 last year, MNLF and MILF leaders warned during the Kusog Mindanaw Conference on Federalism that unimplemented peace pacts will be the “rallying point of extremists in Mindanao.”

“We, the MNLF and MILF …. we will become irrelevant if our peace agreements will not be implemented and in fact that is the issue, the rallying point of the extremists in Mindanao. They’re saying, ‘look at the MNLF and the MILF, their agreements have never been implemented. So there’s no point talking with this government who has violated peace agreements since time immemorial,’” Randolph Parcasio, who represented Misuari at the forum, said.

“Implement the peace agreements so that you will have MNLF and MILF who are now cooperating with government, to continue their being relevant,” he said.

Mohagher Iqbal, chair of the peace implementing panel of the MILF, said extremism “is part of human nature” and that even in schools, there are classmates who express extremist view.

But violent extremism, he said, must be addressed.

He explained that “until and unless the historic injustices committed against the Moro people (are addressed), I think the extremist groups, the violent extremist groups would still multiply because they have so much reason to fight the government.”

The BBL drafted by the Bangsamoro Transition Commission composed of 11 members nominated by the MILF and 10 members nominated by government submitted its draft BBL to the President on July 17, 2017 but it was finally filed as a bill only on September 27.

The bill has been referred to the three Committees all headed by Mindanawons: Muslim Affairs under Lanao del Sur Rep. Mauyag Papandayan, Jr.; Local Governments under South Cotabato Rep. Pedro Acharon; and Peace and Reconciliation under Tawi-tawi Rep. Ruby Sahali.

The leaders of the House of Representatives and the Senate — Davao del Norte Rep. Pantaleon Alvarez and Senate President Aquilino Pimentel — are both Mindanawons.

Papandayan told MindaNews on October 10, that the three committee chairs met a day earlier and agreed “ipasa ang BBL next year” (BBL will be passed next year).

Asked if they would still conduct public hearings, Papandayan said yes. But there is no scheduled yet for the hearings, he said.

Congress is on recess from October 14 to November 12, will resume sessions from November 13 to Deember 15 and will go on recess again on December 16 to January 14.

The original target under the Duterte Administation’s Bangsamoro Peace and Development Roadmap is to pass the BBL by yearend of 2017.

Not ready for another war Duterte noted in his speech Thursday that “we are not ready to embark on another war again. This time on a large scale throughout Mindanao. I just know what will happen.”

In the latter part of his speech, he mentioned Murad, the MILF chair since Hashim passed away in 2003. “In the meantime, I have to talk patiently with Secretary (Jesus) Dureza (Presidential Adviser on the Peace Process). Everytime Murad is there, Secretary is there. Everytime Nur Misuari is there with me in Davao, Secretary Dureza is also there.”

“But he knows deep in his heart and we fear the same challenge and that would be… I hope it would not end in a fissure na magka — mag-hiwalay ang Mindanao,” Duterte said, adding, that “if there is a status of belligerence given to them, then it becomes very, very, very serious for all of us.”

The MNLF sits as an observer at the Organization of Islamic Cooperation

(OIC). The OIC had gotten the leaders of the MNLF and MILF to work together under the Bangsamoro Coordination Forum (BCF), on how best to move forward in harmonizing the tracks of the peace agreements they signed separately with the Philippine government.

The OIC does not support separatist movements.

The transport strike came in the wake of the implementation of martial law in Mindanao, but Lago said they are pursuing the protest action as they will not be violating any law.

“The martial law is intended for terrorists. What we will be doing is a legitimate and legal protest. We have the right to protest,” he said.

THERE are tools that enable teachers to have the resources available to properly and successfully educate upcoming generations and ensure future successes as a nation. Once a teacher loses control of their classroom, it becomes increasingly more difficult for them to regain that control. The time a teacher must take to correct misbehaviour caused by poor classroom management skills results in a lower rate of academic engagement in the classroom. From the student’s perspective, effective classroom management involves clear communication of behavioural and academic expectations as well as a cooperative learn-

ing environment.

Effective classroom managers organize their activities on the first day of school consistent with the emerging needs of the students. They will answer the questions: Am I welcome? What are we going to do today? Am I in the right room? Is the teacher interested in me?

What are the rules for this classroom? What are the goals, instructional methods and assessment systems for the class? Is the teacher interested in how I learn best? What interests does the teacher have that I can relate to?

What are we expected to do for tomorrow? Will the teacher answer a question I have after class?
