Eight of 17 Marawi hostage survivors reunited with families

OF the 17 hostages of the Maute Group who were rescued by government forces early morning of October 4 in Marawi City, only eight — all of them female — have been reunited with their families.

“All women already reunited with their families,” Col. Romeo Brawner, Deputy Commander of Task Force Ranao said Thursday, in reply to MindaNews’ query about the hostage survivors. “The men are still undergoing processing with CIDG (Criminal Investigation and Detection Group of the Philippine National Police),” he said.

As of Friday night, the male hostages were still in military / police custody.

At the press briefing on Monday (October 9), Lt.

Gen. Carlito Galvez, chief of the Western Mindanao Command said the survivors would be turned over to their families by “Tuesday or Wednesday” (Oct. 10 or11).

He said arrangements have been made, including travel details and who will fetch or receive them.

MindaNews checked with Galvez on Tuesday night if the survivors had been released from military/police custody. He said “necessary arrangements with all concerned” have been made for the turnover on Wednesday. “For the nine males, CIDG is still processing,” he said in a text message.

The eight female survivors were finally reunited with their families on Wednesday, a full week since they got out of the war zone.

There was no public turnover

“as they (hostage survivors) requested,” Galvez said.

Galvez had earlier said there is a need for debriefing of the survivors to help the hostages still in the hands of the Maute Group.

The military has not released the names of the 17 hostage survivors but of the eight women, five are teachers from the Dansalan College and one is a professor at the fMindanao State University.

MindaNews asked during the Monday press briefing in Marawi if the hostages were being treated as suspects or as persons of interest. There was no reply to that query.

DICT, NICP to launch digital cities PH in national ICT Summit THE Department of Information and Commun i c at i on s Te c h n o l o g y (DICT) and the National ICT Confederation of the Philippines (NICP), will jointly launch DigitalCitiesPH Launch during the 9th NICP ICT Summit on November 16 to 17, 2017 in Cagayan de Oro City.

The DICT and NICP are the umbrella organization of information and communications technology (ICT) Councils across the country Hosted by the Cagayan de Oro ICT Business Council, this year’s summit

Emano’s acquittal brings new issue at the City Hall

The acquittal of former Cagayan De Oro City Mayor Dongkoy Emano of the antigraft charges by the Sandiganbayan last Friday proves that a malicious accusation has no room in the court of justice. The case stemmed from the complaint filed by Leonor Esparcia, a City Hall worker, who complained about her being assigned to another post other than being a senior bookkeeper in the city-owned J. R. Borja Memorial Hospital sometime in 2009.

Esparcia filed a complaint about her transfer with the Civil Service Commissions (CSC), which the commission later directed Emano to reinstate or return Esparcia to her original post at the city-owned public

media reportedly covered the promulgation. Obviously, Emano’s camp was surprised of the presence of the Manila media that suspicions were high that the other camp purposely sent the media to cover a “guilty verdict.” Nope, it did not happen.

Another surprise was the absence of the complainant that her lawyer during the promulgation of the acquittal. Now, Emano could rest on the serene laurels of blissfulness. Congrats, Mayor Emano.

While Esparcia has lost interest in the case, a certain Rey Raagas, obviously identified with Mayor Oscar Moreno filed the case with the Ombudsman. The Ombudsman then filed the criminal case with the Sandiganbayan. The long-running legal battle started until the Sandiganbayan penned its final decision on October 13, 2017 (Friday the 13th) acquitting Emano of the charges. Perhaps, for others, Friday the 13th brings bad luck. For Emano, Friday the 13th was his luckiest day because it was his last anti-graft case filed in the anti-graft court.

Heavy equipment from China turned over to DPWH to fast track Marawi recovery

ILIGAN CITY -- Forty-seven set of heavy equipment from the People’s Republic of China through its Emergency Humanitarian Assistance Program were turned over to the Department of Public Works and Highways 10 (DPWH-10) which will be utilized for the rehabilitation phase of Marawi City.

Shipped from the Port of Shanghai to Iligan Port, the heavy equipment include eight excavators, eight wheel loaders, five compactors, five track type tractors, five bulldozers, eight dump trucks, eight cement mixers and a unit of container van.

The heavy equipment will

be used for the construction of transitional shelters particularly in Barangay Sagonsongan for internally displaced persons (IDPs) of Marawi.

DPWH-10 District Engineer Rey Peter Gille and Office of Civil Defense-Autonomous Region in Muslim Mindanao (OCD-ARMM) Regional Director Reylindo Aniñon inspected the heavy equipment.

Engr. Gille said that the heavy equipment are “very vital in fast tracking the operations in the recovery and rehabilitation phase of Marawi City currently being undertaken.”

To keep up with the current trends in the global Information and Communications Technology (ICT) industry, prepare for and embrace the countryside digital opportunities, and enable a sustainable ecosystem for tech industry and innovation to flourish, the National ICT Confed-

eration of the Philippines (NICP) together with the Department of Information and Communications Technology (DICT), will hold the 9th NICP Summit on November 16-17, in Cagayan de Oro City.

The summit will highlight the DigitalCitiesPH Launch which aims to pro-

vide great opportunities for the development of the nation’s infrastructure to achieve the government’s goal in becoming a global contender in the Digital Economy. The launch will be held at the Limketkai Luxe Hotel on November 16.

The second day of the summit will be the 6th eGov Awards or the Awards for

Excellence in ICT for Good Governance for Local Government Units (LGUs). This is an annual search for the best practices in LGUs where entries are evaluated according to the LGUs’ relevant utilization of ICT to effectively and efficiently deliver its public services directly to its constituents and stakeholders.

Lawyer Jocelle Batapa of NICP shared that for this year, there are 39 entries for eGov Awards.

“The eGov Awards will become a marketplace for sharing and it will be held at

Rosario Pavilion, Limketkai Center on November 17,” Batapa said.

The lawyer also cited the key panel topics in the summit that include enhancing country competitiveness, talent development programs, building innovation and startup ecosystem, stepping up to knowledge processes, promoting open governance, identifying strategies to attract specific niches to the countryside, and harnessing role of ICT councils.

Batapa said that such summit is significant to at-

tract more investments in the country, boost employment, make the ICT industry and its benefits more understandable to the general public, and capacitate students with the skills needed in the industry.

As an experienced ROTC Officer in the tertiary level and a commendable CAT commandant in Junior High School, I strongly believe that imposing mandatory ROTC to the Senior High school students is for the better.

they avoid reading a text that they may be expected to read, they usually have a reason for their resistance.

The most prominent reason for recreational reading is “I enjoy it.” This reason refers to interest or intrinsic motivation, which means doing something for its own sake, and these motivations are internal to the student.

Students who consistently read for their own interest are often quite competent and are usually highly achieving readers. Wig field and Guthrie (1997) documented that students who are intrinsically motivated spend 300% more time reading than students who have low intrinsic motivation for reading. Compared to 10 other motivations, intrinsic motivation for reading was most highly associated with whether or not students read widely and frequently on their own accord.

Another reason students read in school is external pressure. Often students say that their reason for reading is that “The teacher assigned it,” or “I’ll get in trouble if I don’t.” In this case the reason for reading is external motivation (Ryan & Connell, 1989). This reason is not chosen by the student and this reading will be avoided if possible. An extremely widespread research finding is that internal motivations (interest, intrinsic motivation) are positively correlated

with reading achievement, and external motivations (pressure, requirements, rules) are not correlated with reading achievement In elementary school external motivations are usually not negatively correlated with reading competence, but in secondary school the external reasons for reading become negatively related to achievement. By secondary school, students who read only for the reason of avoiding getting in trouble, or only to avoid feeling ashamed for failing, show low and declining achievement The reasons for reading, then, are crucial. Simply reading is insufficient. When internal motivations such as intrinsic motivation and interest energize students’ reading, students interact with text deeply and gain relatively high amounts of knowledge or aesthetic experience .If students’ reading interests are weak, their competency grows little and their quality as readers diminishes.

to determine the person’s condition and if he or she would require further medical attention; determination of their involvement in terrorism which is to be done by the CIDG; and if cleared by the CIDG, they are turned over to the Marawi City government and the Provincial Crisis Management Committee.

He said most of the survivors were still with the CIDG. Three days later, Brawner said the same for the male survivors.

In the press briefing on October 7, Brawner said they understand that the relatives of the survivors are worried “but we want to assure their family and friends na yung mga na-rescue po natin na hostages ay treated well by the troops and the police.”

He added that the hostages are still “going through a process,” including medical attention and “aside from that, we have to determine their involvement also in this crisis lalo na po yung mga lalaki (especially the men). Some of them were forced to handle weapons especially at night.”

Brawner, however, said he cannot say when the survivors would be turned over to their families. “We cannot give you a specific number of days. It depends really on the situation” Asked on October 9 if there was an instance where a former hostage was not cleared by the CIDG, Galvez replied, “lahat ng (former) hostages cleared.”

A total of 23 hostages have been reported rescued since September 16, including Father Teresito “CHito” Soganub, the Vicar General ot the Prelature of Marawi and Catholic chaplain of the Mindanao State University, and a male teacher of Dansalan College on September 16; four hostages on September 21; and the 17 on October 4.

Fr. Chito’s family in Norala, South Cotabato found out about his escape and rescue on September 16 only through media reports.

The military kept mum on September 16 but the Prelature of Marawi, citing sources from the military, issued a press statement that same day welcoming the news of Fr. Chito’s freedom.

The military broke its silence only when they presented the priest briefly in a press conference afternoon on September 17.

Fr. Chito is undergoing trauma healing but remains in military custody nearly a month since he got out of the war zone .

Despite the whispers around the corners, nothing could be heard about the COWD-MPIC contract, until only recently.

The people then started to question on what happened to the COWD-RIO VERDE contract?

It should be noted that the RIO VERDE bulk treated water contract with the COWD took place before Moreno became Mayor in Cagayan De Oro City.

Why did Moreno enter into another contract with the MPIC? There is an argument that the RIO VERDE could not comply with the required 80,000 cubic meters of water needed by the people of Cagayan De Oro. Thus, the MPIC contract is necessary to supply the additional water needs of the Cagayanons. But, with the new contract, the Cagayanons should pay an additional P 6.00 per cubic meter consumed.

This additional burden on the taxpayers was not explained to the COWD’s water concessionaires. One would only wonder getting a higher water bill in the coming months. Could one blame the city government for the additional rates that were passed on to the water consumers?

Actually, there is no need for another COWD contract with another bulk treated water provider. What the COWD needs is to amend the existing contract with RIO VERDE so that the desired number of water supply for the local consumers could be attained. Now, with the new contracting party sans without a massive information campaign, every Tom, Dick and Harry have reason to be skeptical.

Did the local legislative body authorize the City Mayor to sign a contract with the MPIC? Was there an ordinance justifying the need for the COWD to enter into another bulk treated water provider? The first is that, they have set side, and no longer have any interest in subjecting themselves to God, through His Word. These Filipinos no longer want, and avoid at all cost, listening to, and obeying, the Word of God. Their problem is that, because they no longer want to listen to, nor obey, the Word of God, He sends them various curses, including the curse of madness, blindness, confusion of mind, and insanity (Deuteronomy 28:15, 28 of the Bible). Then, because they did not wish to recognize, thank, and even honor, God, He left them to their own wickedness, shameful desires, and madness (Romans 1:18-32).

Then, too, God decided that these people would become deaf and blind, to disable them from understanding, in every way possible, the mysteries of the kingdom of heaven. God decreed that these people would become deaf and blind because He did not want to give them salvation, so that their descent to hell is assured (Matthew 13:10-17). These are truly hapless Filipinos, and truly mad and insane. What is more problematic for them is that, they know they are insane, yet they are unable to do anything.

In its 13-page decision, the anti-graft court’s First Division found Emano not guilty for violation of the Revised Rules on Administrative Cases in the Civil Service in relation to the Administrative Code of 1987 due to the prosecution’s failure to prove his guilt beyond reasonable doubt.

“Considering that the prosecution failed to prove that the action of the accused was willful, this court finds the accused not guilty,” the decision penned by division chair Associate Justice Efren Dela Cruz read.

Emano, in his testimony, said that he filed a motion for reconsideration before the Court of Appeals, which ruled in favor of Esparcia.

According to Emano, he did not reinstate the complainant because of the ongoing election

ban for the 2013 midterm elections and the absence of the writ of execution from the CSC. In acquitting Emano, the Sandiganbayan said the prosecution failed to prove that Emano ‘willfully’ refused the reinstatement of Esparcia despite his failure to implement the CSC order.

The complainant and her lawyer were not around when the Sandiganbayan promulgated the decision Friday morning, Khu said.

“I just wonder why there were media around. Perhaps, the complainant was expecting that the Sandigan would convict Mayor Emano,” Khu said.

Esparcia, a senior bookkeeper of the city-owned J. R. Borja Hospital, filed the complaint with the Civil Service Commissions (CSC) when Mayor Emano, then, reassigned her as a security guard at the city’s public library.

Emano refused to implement the CSC order to reinstate Esparcia to her original post at the city hospital sometime in September 2012.

In reacting to the criminal case with the Sandiganbayan, Esparcia said that she already lost interest of the case because she was already reinstated at the city hospital and her benefits and back wages as senior bookkeeper were returned to her.

“I was surprised why the case was elevated to the Sandiganbayan. I already lost track and interest in the case,” Esparcia said.

“It has been idle for quite some time now. In fact, its other land holdings were being leased out to various firms,” Loable said in a phone interview Friday.

He said the about 500 hectares of land are being rented by companies which planted sugarcane and rice inside the CMU property.

Created as an agricultural school in 1910, CMU was granted an area of about 3,401 hectares by the government through a proclamation issued by thenPresident Carlos Garcia in 1958.

According to the school’s official website, a portion of the CMU property, about 321.9 hectares, was apportioned to claimants in 1974 leaving the university with 3,080 hectares.

If CMU awards the 517 hectares to the BTL members, Loable said it won’t pose no problem to the university since it has a huge expanse of land left for its use.

“They (CMU) can’t use all the land for its research, they might as well give it to us,” he added.

In its previous statement, the CMU has maintained that the land occupied by the peasants is owned by the university based on a Supreme Court ruling in 1992.

Over the years, CMU said, there were efforts made to compel the farmers to vacate the area but they refused to leave.

A proposed relocation site was also offered by Sen. Juan Miguel Zubiri but the BTL members remained committed to staying on the CMU land.

A hundred members and officials of the BTL are in Manila to bring their voice to the national government agencies such as the Department of Agrarian Reform (DAR) in a protest action dubbed as “Baktas BTL: Fight for Land and Life.”

“Other than the right to till the land, Baktas BTL brings farmers’ issues of lack of social services in Bukidnon. While they are able to stay on their land through their collective assertion, services such as irrigation, food, health, and others are absent, making the lives of farmers difficult,” the collective said in a statement.

Aside from the land, the groups are also asking the Duterte administration to extend to them the much-needed assistance such as fertilizers, seeds, and farm tools, as well as

the construction of necessary infrastructure.

Marawi kids enter a new world in Smart storytelling session

leven-year-old Aman Binasing is among the thousands of people displaced by the armed conflict in Marawi. For months he has dealt with the challenges of living in an evacuation center. But for one day, he was able to leave his worries behind and enter an amazing world where magical hats can fly and where laundry women can possess superpowers.

PLDT wireless subsidiary Smart Communications recently treated Aman and dozens of children like him to a special leg of the storytelling caravan it has brought all over the country. The storytelling session, held at the Philippine Army

headquarters in Taguig, was part of daylong activities prepared by the MVP group of companies for kids of Marawi.

The children, aged five to 13, listened in rapt attention to stories narrated by Rey Bufi of the Storytelling Project and employee volunteers of Ericsson Philippines.

The kids also volunteered to act as characters in a story, and participated actively in dance exercises and games, where some of them got story books as prizes. “I enjoyed the stories the most,” Aman said.

Smart community partnerships head Darwin Flores explained the value of storytelling for children in conflict situations. “This practice encourages children to

let their imagination run free and create a world of their own. Stories help them go beyond the confines of their present situation. They can create love and joy in their own stories,” he said.

A United Nations paper on children and armed conflict states that “Music, drawing and painting, creative writing, storytelling, drama, sports and team play all provide important ways ‘back to the self.’” The paper explains that these activities help children connect with others and express feelings about experiences on their own terms.

According to education experts, storytelling also expands children’s vocabulary, teaches values, and

makes learning more fun.

Thirteen-year-old Cairanie Camar said she enjoyed listening to the stories. She added that back home, she would read books after finishing her household chores. “I like learning new things,” she said.

Smart public affairs senior manager Stephanie Orlino said that aside from encouraging love for stories and reading among Filipino children, Smart is also trying to inspire adults to tell stories to the children in their lives.

“Adults can use new technologies such as mobile devices and the internet to make story time more fun for kids. They can look for stories online, and look for images that could

help children better understand the stories.

These are just some of the ways by which technology can help adults connect more deeply with the youth,” she said.

Smart has so far brought the storytelling caravan to Baguio,

Manila, Bulacan, Batangas, Laguna, Cavite, Dumaguete, Bacolod, Davao, Saranggani, Cebu, Siargao, and Sorsogon.

The sessions have been attended by hundreds of students. The caravan will be brought to more areas in the coming months.
