MAFAR holds 5-day training to empower employees to effectively implement agrarian reform services

KORONADAL, South Cotabato - A 5-day training was conducted by the Ministry of Agriculture, Fisheries and Agrarian Reforms (MAFAR) purposely to empower agrarian reform officers and the legal team to effectively implement the thrust of the national government, as far as agrarian reform services.

The five-day training, which was conducted from

September 27 to October 1, 2021, gave them more insights and tips on the effective delivery of agriculture services, it was learned.

Minister Mohammad S. Yacob Ph. D, said in a statement on Friday that these Agrarian Reform officers are in the frontlines of the implementation of agrarian reform.

“We know that most of them are newly hired that’s why this training will greatly

help in improving our services,” Minister Yacob said.

Jarratul Radjid, chief agrarian reform program officer, said this activity was made to hone the knowledge of ARPTs in making land titles under the Comprehensive Agrarian Reform Program (CARP) using judicial forms.

CAGAYAN DE ORO CITY: The provincial government of Bukidnon granted P 750,000 cash assistance to 30 forme rebels during the symbolic reintegration rites in a military camp in Malaybalay City, Governor Jose Zubiri of Bukidnon said Friday.

Zubiri formally accepted and welcomed the 30 former communist rebeks of the New Peoples Army (NPA), all of Bukidnon, daring the symbolic reintegration ceremony in Camp Osito D. Bahian in Malaybalay City Tuesday.

During the same occasion, Zubiri said that aside from the financial assistance, the provincial government will also provide free housing units and livelihood programs to the former rebels.

DATU PAGLAS, Maguindanao The officials from the Ministry of Agriculture, Fisheries, and Agrarian Reform cited the benefits of a rice processing complex during the groundbreaking ceremony of the facility recently in this town.

MAFAR Agriculture Director Ismail Guiamel said that the RPC

would help farmers from the area and its neighboring barangays to increase their income by reducing postharvest losses and producing high-quality milled rice.

“I hope this project will play a key role in developing the agriculture sector of Maguindanao in attaining food security in the Bangsamoro Region,” he said.

MARAWI CITY:-Two (2) Mindanao State University main campus graduates top spot in the October 2021 Fisheries Technologist Licensure Examinations given by the Professional Regulation Commission Board of Fisheries, MSU-PMS Director Aliah Pacalna-CaliPascan said.

Jollymar Mascardo Capistrano and Charissa Dadulo Cotara of the College of Fisheries main campus tied for Ist place who obtained a highest score of 85,25 percent over-all passing rate with 8 of 28 examinees that established the mark.

MSU System President Habib W. Macaayong congratulates the Dean of the College of fisheries Evelyn Orlandez for making good record performance in the Fisheries Licensure examinations. This manifest that after we have celebrated

our 60th Founding Anniversary, we are moving towards academic excellence, Macaayong said.

A really dramatic and challenging headline.Well, I have adopted this headline from many worldwide publications. I just couldn’t think of anything better or different that will the world look like if we miss our climate targets?

With the plans currently on the table, we are gearing up for an increase of 2.7 degrees Celsius. That would be much worse for the planet than adhering to the agreed-upon Paris goal of 1.5 C. Sun rays glare from behind a thermometer showing over 40 degrees Celsius.

The UN has warned we’re on track to hit 2.7 degrees Celsius of warming by the end of the century.

Time is running out. The scale of action we need to

protect the climate is huge, it has to happen fast, and the plans on the table are falling short.

In 2015, almost all of the world’s nations agreed to limit the temperature increase to 2 degrees Celsius (3.6 F) above pre industrial levels, and to aim for a limit of 1.5 C under the Paris Agreement. So far, the actual commitments made to cut fossil fuel use and other measures to reduce emissions of greenhouse gases into the atmosphere — if carried through — will only get us down to 2.7 C of warming, the UN has warned.

At the end of this month, world leaders will meet in Glasgow for the 26th edition of the UN Climate Change Conference. And

the pressure is on to come up with much more radical measures to meet the Paris target.

Record-breaking heat hit many countries this year, among them Canada, where the mercury spiked at nearly 50 C. But what difference does a fraction of a degree make?

Well, a lot, according to the vast body of scientific research being done globally to assess the impacts of climate change.

Canceling out the cheap political noise in this pandemic

ROCKINGHAM, North Carolina--With the filing of candidacies done and the November 15 deadline for the substitution or withdrawal of candidacies still way off, Filipino voters have resumed whatever adjustments they made into their lives amid the ongoing pandemic.

Prior to the pa\ndemic, a lot of Filipinos would keep a scorecard on what names to write on May 15 of election year. When I lived in the Philippines, I used to do that as well as my share in making sure we elect the best possible leaders for the country.

Now that I’m in the US, I could only observe with growing discouragement

the results of past elections because I’ve yet to see major inroads to a progressive Philippines. Many of those who got elected didn’t even remember why they were candidates in the first place.

Reports of patronage and money politics still abound and not a few people blame the poor whom they accuse of being easily bought and swayed with chump change and populist, inflammatory rhetoric.

While I resolved that this time I would cut back on the fingerpointing and blaming because it’s so easy to blame and accuse without substantial evidence, I believe there’s enough evidence for people to see that our country was woe-

fully unprepared to handle the COVID-19 pandemic.

In our little corner of the world, specifically Misamis Oriental and northern Mindanao, our hospitals were pushed to the breaking point of their personnel and resource limits with the repeated COVID-19 surges.

DEPED is improving its quality assurance process for the learning modules. What they did to have a better version of self-learning modules was they conducted a second round of quality assurance of the modules.

The call to continue education triumphed over calls for lockdowns and closures. It is a celebration of victories against Covid-19. A successful module is one in where the stated learning outcomes or objectives align with the teaching activity and assessment or what is called as constructive alignment. In other words in the context of the learning outcomes, what

learning activities do you want your students to engage with?

In today’s pandemic era, teachers retain a very significant advantage – their control over the curriculum. Much of the creativity and power in teaching lies in the design of the curriculum, the choice of texts and ideas which become the focus of study, the planning of experiences for students and the means by which achievement is assessed. Of course, the way in which the curriculum is brought to life is equally important but the power of good teacher-student interactions is multiplied many times by a good course design.

across the globe, the scale of the problem can seem unmanageable.

Yet while science does paint a bleak picture, it also shows that limiting warming by what seems like a tiny amount can save many millions of lives, protect vast areas of land from degradation and give other species a chance of survival.

According to the Intergovernmental Panel on Climate Change’s (IPCC) latest report, released in August, the global temperature has already risen by 1.07 C since the industrial revolution. And we can already see that just 1 degree of warming has had a massive impact.

Yes, and once again I disappear into my air-conditioned office to continue writing this column. Not a great decision. Sure, I agree with you my dear readers, Well, a little bit of warming means a lot of rain. The latest IPCC report says the kind of “extreme rainfall event” that, before the industrial revolution would occur once every 10 years, is now happening about 30% more often. At 1.5 degrees of warming, the risk goes up by 50% — and the severity of the event increases too, becoming 10.5% wetter. At 2 degrees, such an event becomes 70% more likely, and 14% wetter.

Longer, drier droughts - do we want this? While some regions of the planet will get wetter, others will get drier, with equally catastrophic results. In 2018, the IPCC said limiting global warming to 1.5 C compared to 2 C could mean half as many people exposed to water stress.

In its latest report, the IPCC says what would have been oncea-decade droughts before the Industrial Revolution are now 70% more likely. At 1.5 C they become twice as frequent, and at 2 degrees, they will happen 2.4 times as often.

According to the Carbon Brief, globally, the average length of a drought goes up by two months with 1.5 degrees of warming, by four months at 2 degrees, and a whopping 10 months at 3 degrees of warming.

In 2019, the World Food Programme said that 2.2 million people in Central America’s “dry corridor” had suffered crop losses due to drought and five consecutive years of erratic weather. In February this year, that figure went up to nearly 8 million, partly as a result of the economic impact of the pandemic, which compounded “years of extreme climate events,” but also as a result of Hurricanes Eta and Iota, which hit Central America in November 2020.

How much worse things get in the region will depend on the climate action we take. According to Carbon Brief, at 1.5 degrees of warming, the average length of droughts in Central America will extend by five months, at 2 degrees of warming by eight months, and at 3 degrees by 19 months.

And alongside drought come heatwaves and the perfect conditions for the kind of fires that have roared everywhere. from California to Southern Europe and Indonesia to Australia, over recent years. The IPCC says limiting warming to 1.5 C compared to 2 C could reduce the number of people frequently exposed to extreme heat waves by about 420 million.

If these figures are mind-

boggling, the human cost of these apparently small increments in warming is almost impossible to comprehend. The lives destroyed, hunger, homelessness and poverty, mean unquantifiable suffering. And they will exacerbate or precipitate political tensions in ways we can’t predict, leading to conflicts we can still only guess at.

What we do know for sure, is that when it comes to climate change, appathly small numbers can make all the difference. I am writing this column on October 14, 2021. And with the onset of the COVID-19 pandemic in March last year, one sees quite objectively and (crystal) clearly why the incumbent administration of Cagayan de Oro City Mayor Oscar Moreno and Rep. Rolando ‘Klarex’ Uy of the city’s 1st district stood tall, courageous and strong among the leaders in Misamis Oriental and northern Mindanao.

Oh yes I can hear and imagine the heckling, sneering and trolling of their most vicious critics on their alleged failures, so-called acts of corruption and what not (ayuda being the obvious fallback and favorite alibi) but until these critics and trolls produce incontrovertible, undisputable evidence that can stand the cold, hard glare of a court’s scrutiny, all they’re creating is mere blowhard and noise. Definitely not something one should not waste their precious time on.

Yes there may be challenges such as the COVID-19 surges and stumbles along the way but both Mayor Moreno and Congressman Klarex Uy’s strong partnership along with their allies in the 19th City Council and Cagayan de Oro City Hall’s bureaucracy, particularly their medical frontliners closed ranks and weathered the ongoing pandemic, even enduring the scorn and intrigues played for political brownie points by their critics and trolls.

Chief among these smarmy, unsavory critics and trolls are those wannabe aspiring politicians and ruling opposition officials in Misamis Oriental who fancied to run in Cagayan de Oro City but whose contributions during the pandemic amounted only to grandstanding and credit grabbing. These opportunistic officials can’t even be bothered with building adequate isolation facilities and strengthening the province’s hospitals and overall health care system.

The creation of the Center for Emerging-Reemerging Infectious Diseases (CEREID) in Barangay San Simon, Cagayan de Oro City is one such proof of the enduring partnership between Mayor Moreno, Congressman Klarex Uy

It was the CEREID that helped Northern Mindanao Medical Center (NMMC), the COVID-19 referral hospital in northern Mindanao, to boost their health care capacity for COVID-19 patients in Cagayan de Oro City, Misamis Oriental and Region 10.

Given that background and the continuing decline of COVID-19 cases in Cagayan de Oro City through the efforts of the Moreno administration, Congressman Klarex and their kaabag (allies/ partners) in the City Council and the City Hall bureaucracy, should there be any cause for doubt or antagonism towards One CDO, One MisOr? May the overall arching lessons brought by the pandemic enable our voters in Cagayan de Oro City and Misamis Oriental to cancel out those wannabe politicians and their trolls and vote their next leaders wisely.

Indeed, the word development has been abused and mangled beyond recognition. Everything is done in its name and everyone claims to be doing just that especially the politicians, yet, the day to day life of the people speaks that it is not so.

The kind of development can be likened to the workings of an auto-immune disease syndrome (AIDS), where no less than the body’s defense mechanisms are attacking vital organs. We decimate our forests, we pollute our rivers and bays, we produce food yet contaminate our water table following costly agricultural technologies tied up to the heavy use of toxic chemicals, modern living means adopting lifestyle that what makes of a throw-away society – all done in the name of development.

That kind of development can only be described as ruthless and futureless which has made the impossible now possible, which is the end of life on earth.

Biodiversity embracing billions of life forms has tremendously decreased as these life forms which have evolved on earth for billions of years are now extinct.

As the earth warms and the oceans rise, we are now confronted on how to feed, clothe and house the exponentially growing earthlings that will reach the 9.3 billion mark by 2050.
