in San Francisco, Trento and Bayugan City, have died since the onset of the local transmission in the fourth week of September.

NFA-10 intensifies palay procurement Cagayan de Oro - John Robert Hermano, Regional Director of NFA-10, urges local farmers to sell their produce to the agency in order to build its buffer stock as Covid-19 pandemic continues. NFA-10 pointed out that the agency has never stopped buying palay from farmers. NFA buys palay up to P19.00 / kg with 14% moisture content. Amid the restrictions implemented in the region due to increasing number of COVID-19 cases, NFA10 is continuously buying palay from farmers in order to provide a market that would give farmers a fair return on their investment. The NFA-Region X procurement team is striving to build the region’s required

“buffer stock” through local procurement. 32 sub villages in Agusan Sur town under ECQ lockdown By CHRIS V. PANGANIBAN Contributing Editor

SAN FRANCISO, Agusan del Sur – At least 32 puroks (sub villages) in ten barangays of this town are under granular lockdown as they are placed under a stricter enhanced community quarantine (ECQ) areas to prevent the further spread of locally transmitted coronavirus disease (COVID-19). Mayor Solomon Rufila has issued Executive Order No. 53 series of 2020 imposing the ECQ in identified critical zone areas in Barangay 2,3, 4 and 5 in the poblacion and outskirts Barangays Hubang, San Isidro, Alegria, Pisaan, Karaos and Rizal starting 5 pm of October 16 and ends on 5:00 pm of October 31. In the order, Rufila cited the adoption of zoning containment strategy guidelines of the National Interagency Task Force Against COVID-19 based in memorandum circular No. 2 series of 2020. The order said there

is a need to restrict the movements of residents who are in close contact with COVID-19 confirmed positive cases since contract tracers will have a hard time interviewing them if they keep on interacting with other people. The town has a total of 57 confirmed COVID-19 cases of which 32 were active, 24 recoveries and one death. Lawrence Tinampay, municipal information officer-designate, said the puroks cited in the order will be placed under granular .lockdown but specifically just within the neighborhood where the house of the COVID patients lived. “It could be within the vicinity of a block or along the street of the neighborhood of those having confirmed COVID 19 victims,” Tinampay told Jay Solis, during a live phone interview yesterday morning at“Balita Alas Siyete” program of provincial government-run DXAR 89.7 FM. Two other towns , Loreto and Bunawan, were hit with local transmissions early this week prompting the mayors there to declare their respective towns under MECQ. Bayugan City, where the Department of HealthCaraga confirmed a local transmission Wednesday, has not declared an MECQ but has placed two puroks of a barangay under granular lockdown. Otaza has placed the entire Barangay Poblacion under granular lockdown, restricting the movement of residents to essential purposes. The town has 13 active COVID cases and four recoveries. In Bunawan, Mayor Sylvia Elorde has placed the entire municipality under MECQ for 14 days, from Oct. 15 to Oct. 29. The town has nine active COVID cases

and 10 recoveries. Dr. Kevin Boron, Incident Management Team chief of Bayugan, did not disclose the name of the barangay to prevent panic among the city residents. Electric Cooperatives Are NOT Cooperatives

IN a landmark decision in the case Philreca vs. Dept of Finance penned by Justice Mariano del Castillo, no less than the Supreme Court ruled that the 121 Electric Cooperatives in the country are only cooperatives in name and not genuine cooperatives. As categorically stated in their By-L Laws under Sec. 1, Art. 2, “the members are the joint owners of the electric cooperatives with their individual equity in its assets determined the basis of their patronage.” That’s the reason why the members are called MCOs (memberconsumer-owners). All these years, in the past 70 years, that is the greatest LIE perpetuated by the so-called Electric Cooperatives. Why is this so? Everytime the MCOs will claim such right, they will just be told that they have only contributed P5 as membership fee. The truth is, in the unbundling of their monthly payment, it is shown that from the very beginning, each MCO has been paying two items as their patronage contributions which are: a) the total amortization cost (payment to loans) which is about P0.36/kwh and b) the provision for Reinvestment which is about P0.11/kiwh. This meqans a monthly capital contribu-

tion of about P94.54 based on the monthly concumption of about 200kWh per month or about P1,134.48 per year. After all these years (about 60 years as MCOs), each one has a total patronage capital contribution of about P68,000. How amazing! But I was notified that these so-called ECs which are not registered with the Cooperative Development Authority which by law is the only registering agency of all types of cooperatives have put the MCOs of their respective capital contributions. This is contrary to the provision of the By-Laws under 2(b) Article VII, “. . . within a reasonable time after the close of the fiscal year notify each patron of the amount of capital so credited to his/her account.” `There are about 121 socalled ECs in the country and in region 10 alone, we have about eight, namely: Moresco 1 and 2, Fi8beco, Buseco, Camelco, Moelci 1 and 2 and Laneco. All these years, these so-called ECs have not recognized the MCOs’ patronage capital contribution. Such is the height of social injustice. This is a contributing factor why the people are still in the quagmire of poverty. If we may recall, in 1969, no less than Vice President Emmanuel Pelaez initiated rural electrification

as electricity then was just confined to the cities, i.e., Meralco in Manila, Cepalco in Cagayan de Oro, Davao Light in Davao, etc. And when the Rural Electrification Law was passed, a group of Senators and Congressmen went to the United States led by no less than Senators Diokno and Tanada and were convinced that rural electrification shall be owned by the consumers themselves as electricity is a means to life and must not be made as a means of so much rakings by the capitalists. In the US, their ECs are members-owned, thus, benefitting hundreds of millions of MCO. In fact, these ECs have programs for the health and scholarship for the children of the MCOs. Coooperativizing the ECs had amazed the USAID that it granted the Philippines a grant of some $800 million dollars but was so dismayed upon knowing that the ECs are only cooperatives in name. The Philippine government then justified that it must have more funding to conduct the massive education of the millions of MCOs, the conduct of capacity-building especially on See ELECTRIC, page 11

His latest frustration was aimed at the corruptstricken DPWH, manned by a super-rich kid from the Villar clan. Indeed corruption is more than pandemic, and one need not be an expert, nor an academic to measure the gargantuan malfeasance in many, if not most offices in the bureaucracy. The Crusade for Clean Government, a volunteer watch dog sees corruption happening in high places even this time of pandemic, lurking like leeches, sucking non-stop into the veins of taxpayers’ money. Corruption remains pervasive as ever despite the effort of the Duterte

administration to curb this malpractice in his remaining two years of ascendancy. And Malacanang protégés, lured by the glitters of gold, had betrayed -one after the other -- their pledged of incorruptibility. Corruption in government is as large as Kong in the movie Skull Island, so packed with immense power and dominance. The fight against corruption is indeed a war within, not without. This is a fight of man’s indefatigable greed, where power corrupts, and where the powerful is corrupted in high places and down to the last man in public service. The fight against the illegal drug trade continues yet, there is one thing that needs to be addressed upon fast and furious, and that is the campaign against graft and corruption in all fronts in the bureaucracy. Fighting corrupt practice is a tall order, a Don Quixote against the Giant Windmill kind of struggle. But it’s a fight Duterte is challenged to the fore, a make or break kind of corrupt-busting war against the misfits in

government. Academics have said this time and again: the reason our nation struggles from the rotten governance is simply because of the lack of patriotism of people in government. And there is no denying the fact that we, as a people, tend to be self-centered citizens -- concerned only for ourselves and our families, earnings and businesses. In short, moral accountability to the life of the people and the nation has been sidelined, in favor of the greed of the few, to the frustration of the many. The Crusade for Clean Government is up in arms against these monsters of public funds. Abyss as it were, but the fight to clean the bureaucracy continues – without let up and unabated. Aggie dept spots Mantibugao farmers’ group as F2C2 pilot area C A G AYA N D E O R O CITY – The agriculture department in Northern Mindanao (DA-10) eyes for the Mantibugao Agrarian Reform Beneficiaries Far me rs’ C o op e r at ive (MARBFC), as one of its pilot areas for the Farm and Fisheries Clustering and Consolidation Program (F2C2). Based in Zone 2, Mantibugao, Manolo Fortich, Bukidnon, MARBFC is primarily engaged in corn and cassava production and other value-adding activities, and one of the long st anding proj e c t implementers of the department founded back in 1991. Two years ago, the farmers’ group has also been recognized as the Grand Champion for the Cassava Cluster Management Excellence Awards (CCMEA) of DA. “The cooperative has been chosen, given their responsiveness to the implementation of various programs and projects of the government,” Carlene C. Collado, regional executive director of DA-10 said. “With the continued vision

of the farmers’ group in uplifting the lives of its members and the community, MARBFC is a great prospect in leading more small farmers to replicate their clustering and consolidation approach in production, processing and marketing, and further bringing it to another level,” he detailed. DA Administrative Order 27 states, F2C2 aims to bring economies of scale in agriculture through the provision of technical and financial support, enabling more farmers and fisherfolk, including agripreneurs to produce and earn more, at the same time. Under said Program, the agency can extend a downpour of assistance ranging from pre-production and production support, postharvest facilities, packaging support, transport and logistics, credit, marketing assistance, among others to farm and fishery clusters. DA’s set eligibility criteria to avail of projects under F2C2 is set at 100 hectares for rice production, corn and other grain crops (75 ha.), high value

vegetable crops (50 ha.), fruit trees and perennials (100 ha) and, at 100 hectares for fiber crops. “Amid the current decline in the buying price for corn, MARBFC is assured of a market by providing the weekly 500 metric tons requirement of Pilmico Foods, Corp. pegged at P15 per kilo,” Richan D. Lacanaria, regional corn focal person of the agency reported. The coop is catering corn farm clusters from Southern Bukidnon like Quezon, Kitaotao, Kibawe, Damulog, Don Carlos and Kadingilan to avail the higher price of Pilmico. Back in March 2018, M A R BF C has a l re a dy inked an agreement with Pilmico under its Inclusive Corn Sourcing Project. “We are buying corn from other corn clusters, aside from our own, to also aid other corn farmers,” Antonio B. German award body cites LANDBANK for financial services innovations

STATE-run Land Bank of the Philippines (LANDBANK) was presented with a Certificate of Merit for “Best Innovation in Financial Services” in this year’s Karlsruhe Sustainable Finance Awards held in Karlsruhe, Germany last September 30, 2020. According to the latest surveys conducted by SWS, hunger incidence doubled in early July to around 20% of the population, particularly in Metro Manila. With a 15 million population, this means about three million are experiencing involuntary hunger. “Many people are still hungry as their means of livelihood disappeared because of the lockdowns, and the number is still growing. As many businesses closed shop, it meant lesser chances for employment. No work means no money to buy food, and no food means families go hungry. It’s a simple and basic equation but a hard and bitter pill to swallow,” Jose Ma. Montelibano, Spokesperson of Walang Iwanan Alliance, pointed out. At least three barangays in San Francisco were placed under granular lockdown after the Municipal Epidemiology and Surveillance Unit spotted the carriers of COVID 19 may have caused the local transmission of the deadly virus. COVID 19 cases have started to spike after the local transmission was discovered in San Francisco as there are a total of 57 confirmed cases of which 32 are active, 24 have already recovered and the death of 52-year-old female. Mayor Solomon Rufila is considering a stricter implementation of zoning containment strategy and strengthening of contact tracing activities in some 10 barangays of the town where COVID cases are actively rising. To control the crowd of people going to the public market, Rufila has ordered the scheduling of market goers with assigned days of a week for every Barangay while the number coding scheme are enforced to tricycle drivers and operators. Aside from facemasks, residents in the areas with local transmissions are also required to wear face shields when they are in public places. In Loreto, Mayor Lorife Magadan Otaza has declared the entire Barangay Poblacion under granular lockdown restricting the movements of residents in the village with non-essential purpose. The town has 13 active COVID cases and four recovered cases. In Bunawan, Mayor Sylvia Elorde has placed the entire municipality under MECQ for 14 days from October 15 to October 29. The town has nine active C OVID cases and 10 recovered cases. documents and also revelations of arrested rebels, the NPA has been undertaking two kinds of extortion: its regular extortion or Rebolusyonaryong Buwis sa Kaaway na Uri (RBKU) and its Permit-to-Campaign (PTC) and Permit-to-Win (PTW) fees for the election of national, and LGU officials. The AFP-CRS in its report, explained that the RBKU is the NPA’s principal means of financial and logistical procurement. Guidelines for the NPA’s fund-raising pursuits are issued by the CPP’s Executive Committee. In their “modus operandi” in exacting RBKU, the NPA first identifies, through its local unit, its potential target, and then investigates them on their income for accurate computation of taxes. The NPA extortionists predetermine the minimum and maximum amount to be paid by the target. During negotiations, armed NPAs are usually in attendance to pressure the target to yield, added the report of AFP-CRS. Gen. Centino also said their (NPA) targets also include agroindustrial firms, mining companies, bus operators, construction companies undertaking government projects, and even small businesses such as sari-sari store owners. According to Centino, the standard rates are six to seven percent of the gross income for

logging operators; one to two million pesos for bus companies; for big ranch proprietors, the NPA’s annual collection is based on every cow head; for agricultural landowners, the NPA’s collection depends on the hectares owned, such as 20-25 percent of net income for 151 hectares or more. Payments have to be in 100or 1,000-peso bills, while small bills, checks and real properties are not accepted. “The target may substitute monetary payment with a computer unit or high-powered firearms, cellphones, medicines and equipment, among others. For long-term targets, re-negotiations are conducted after a year; and an annual increase is imposed,” the AFP-CRS said, adding that the collected fees are immediately remitted to the NPA’s higher organ where 80 percent of it is forwarded to the NPA’s National Finance Committee (NFC) while the remaining 20 percent is retained by the lower organs. Highest collecting rate for 2009 came from the business establishments with P42.2 million, followed by logging concessionaires with P28.7 million. AFP-CRS said that in its policy, the NPA metes out punishment to those who refuse to pay and to those who renege on their payments. In 2009, the NPA attacked at least 61 business establishments with an estimated P103 million in damages for non-payment of extortion fees. “The NPA is not selective of its victims for as long as it can exploit their vulnerabilities. By extorting from the simple farmers and workers, obstructing aid and progress, the NPA is further impoverishing poor households and villages,” It was during the 10th Plenum of the CPP Central Committee in 1991 that the CPP saw the potential to exploit election season through the imposition of “Permit-to-Campaign” fees or otherwise referred to as access permits or Campaign Access Fee (CAF). The NPA began collecting PTCs during the 1992 national elections. In the last three national elections, the NPA was estimated to have amassed a conservative estimate of P93.8 million. The going rate is from P5,000 to P20 million from municipal councilor to president. The rates may vary in different regions and depending on the candidate’s affinity to the CPP-NPA movement. CPP-NPA allies are exempted from payment.

In 2004, the NPA upgraded to Permit-to-Win (PTW) fees wherein they guaranteed votes of CPP-NPA sympathizers. As the NPA punishes those who refuse their extortion demands, the same punishments are meted out to politicians who ignore their PTCs and PTWs. Meanwhile, the Commission on Human Rights issued an advisory on February 25, 2010 condemning the NPA’s PTCs and PTWs as “repugnant in all possible ways to valued human rights principles and standards, not only of candidates and political parties, but of the individual voters as well.” Extortion is a criminal offense under the Revised Penal Code Articles 294, 295, 296, 299, 300, 301, and 302. The documents show the NPA price for local candidates ranged between P150,000 and P1 million. “Our deterrence efforts against NPA extortion, however, proved more effective when residents tip us of NPAs presence and when companies or local politicians inform us of their extortion letters and harassments. We urge the people to help us mitigate NPA extortion and harassments by reporting to law enforcers these incidents because if they choose to pay, the more that this will embolden the NPAs to extort and the more that harassments will continue,” the AFP said.
