e-Education – the group of Japanese young professionals who have conducted a landmark education outreach in the city for the past seven years – is bringing NTT Communications for yet another project. In this new effort, NTT Communications will supply the necessary ICT infrastructure and digital instructional materials for out-of-school youth and students of open high schools here. According to Cagayan de Oro City Schools Division education program supervisor and project supervisor Romeo Aclo, the pilot areas will be Bulua National High School, Lumbia Na-

Army welcomes CHR visit to ex-NPA child warriors in Bukidnon

MPASUGONG, Bukidnon - The 8th Infantry Battalion (8IB) welcomed the visit of the Commission on Human Rights (CHR) to check the status of former New People's Army (NPA) child warriors who are temporarily staying inside the 8IB camp at Brgy. Poblacion, this municipality. Representatives from the Commission on Human Rights (CHR) visited the military camp on October 8 and held a dialogue with former minor rebels: 18 yearold Rodel, and 17 year-old Marben and Myjon. No military personnel was present in the dialogue to give the former combatants the freedom to express what they want and the CHR team to ask their questions freely. The CHR is an independent constitutional office whose function is to investigate all forms of human rights violations in the country. “They asked how we were recruited at a young age, I said to them (CHR) that the NPA promised to send me to school so I joined because my parents can’t afford my education,” Myjon said after his interview. A famous saying by Michael Morpurgo says that "it's the teacher that makes the difference and not the classroom"; true indeed, it always boils down to relationships that at the end of the day, what matters most is our relationship with the teachers, with the pupils. Successful teachers are those that have the ability to maximise the learning potential of all pupils in their class. Developing positive relationships between a teacher and pupil is a fundamental aspect of quality teaching and pupil learning. Positive teacher-pupil relationships promote a sense of school belonging and encourage students to participate cooperatively. Pupils develop confidence to experiment and succeed in an environment
where they are not restricted by the fear of failure. Teachers are able to assist pupils with motivation and goal setting, and students can turn to them for advice and guidance. While it is intact that pupils should be provided with the best quality of education by the teachers, it is an accessory to the function as well that they should establish good rapport and camaraderie with everyone else in the classroom, most significantly including our parents, other stakeholders, and the community. The teachers and the pupils are our partners for growth and development and most importantly in attaining academic success for each pupil, for each learner, thus, it is of much significance that we should might as well make learning fun
and we should make it enjoyable that at the end of the day, school children can learn a lot and at the same time they are having fun and that they will tag learning as a fun activity. Yes, teachers should develop this skill of easily jiving out with our school children nowadays. We should always balance out teaching subjects and further developing the other growth and development aspects of the pupils, the learners, particularly on their physical, mental, psychological, psycho-social, and social attributes. And one way to develop this aspect is by getting to know more of our pupils, not only getting to know them during discussions but on their other side as well.

Dinagat Island farmers receive land titles, farm machines
S
OME 766 agrarian reform beneficiaries (ARB) received their certificates of land ownership award (CLOA) from the Department of Agrarian Reform (DAR) in a ceremony held last October 9, 2019 at the Provincial Capitol Convention Center of Dinagat Islands. The distributed CLOAs covers 1,067 hectares of agricultural lands in different municipalities of this province. “I have been working in this land assisting my parents until they both died several years ago,” said coconut farmer Ricely Plaza, 52, from Basilisa, Dinagat Islands. “Now, as the heir to this farmland, I plan to intercrop my coconuts with root crops and vegetables for additional income,” Plaza
added after receiving her CLOA. In her speech, DAR Assistant Secretary Milagros Milabel Cristobal, who was representing Agrarian Reform Secretary John R. Castriciones, urged the beneficiaries to do their part in improving their respective farmlands and elevating their economic lives. “We promise to give you support services like farm machines, access to credit and various training to help you sustain the gains that you reap from this land that is now legally yours,” Cristobal said. At the same event, Cristobal, assisted by DAR Regional Director Leomides Villareal, led the ceremonial turnover of farm machines to three agrarian cooperatives in the municipality of Loreto, Dinagat Islands. The farm machines
are provided under the Climate Resilient Farm Productivity Support Project. The program aims to boost farmers’ household income by modernizing their farming through the provision of new equipment. The DAR turned over rice threshers, rice harvesters, shredders and mud turtles to three agrarian cooperatives: Ang Kahugpongan Alang sa Kalambuang Agraryo ARB Cooperative, Santiago Volunteers Consumer Cooperative, and the Coastal Area Manager of Esperanza ARB Cooperative. “We want to uplift their economic lives by increasing their agricultural production and household income. That’s why these farm inputs are being provided to enhance the support systems of our ARBs,” Regional Director Villareal said.
The DAR also turned over a greenhouse to the Wadas Credit Cooperative to help its farmer-members grow high-value vegetable crops throughout the year. The greenhouse was provided under the Partnership Against Hunger and Poverty which aims to engage poor households and

It is an established truism that our country is oozing with ecological wealth especially in resource-rich Mindanao based on the study of Dr. Kent Carpenter of the United Nations’ Food & Agricultural Organization (UN-FAO). In that Study, the Philippines is the richest with regards to biodiversity. Don’t you know that in the 5,000-hectare forest ecosystem of Mt. Kitanglad, the number of flora and fauna is far greater compared to those found in the one billion-hectare continent of North America? Mr. Larry Heaney, an environmentalist from California, USA, did conduct a study there sometime in the 80’s and was so amazed to observe monkeyeating eagles flying above while the smallest monkeys in the world called Tarsiers are jumping from one branch to another. There could be no wonderful sites on earth than the blooming
of nature, manifesting the magnificence of the invisible and formless Supreme Force Being called God! The urban centers are the opposites as such are the manifestation of egoic and diabolic mind. But the wealth of the country is not just confined above the ground; beneath are some 72 kinds of minerals, i.e., gold, silver, bronze, copper, iron, silicon and so on including black sands. No doubt, that “paradise” on earth doesn’t stop at the shorelines. The Philippine Archipelago is even more amazing as it has been described by the UN-FAO as “the center of the center of marine life on earth.” Amidst plenty lies so much poverty – a glaring paradox especially in the “land of the brave and the free” – Mindanao. Based on the Study of the United Nations Development Program (UNDP), of the 25 poorest
provinces in the country, 14 are in Mindanao as the poor in Mindanao are the poorest. While it is called the “food basket” of the country, yet according to Food and Nutrition Institute, it is where you find the high degree of malnutrition among the children (28% malnourished, 27% underweight, and 30% stunted). What a glaring paradox in a land showcasing some 200,000 hectares of plantations with high value crops that are supplying the consumerist lifestyle of the people in the North while we cannot even supply the country’s basic staples such as rice and milk. Development experts and social scientists are puzzled no end. It is their conclusion that the root cause of poverty is not the lack of resources but the POWERLESSNESS of the people to have access and control over these resourc-

es which as fast slipping through their fingers. We must now reflect on these painful realities by asking three basic questions: OF THE COUNTRIES WEALTH, WHO CONTROLS? WHO DECIDES? WHO BENEFITS? Social transformation is now the call of the times. Indeed, for those who have dreamt, struggled, sacrificed and even died for it, social change has been so elusive all these years despite 14 years of martial law and two-people powered revolutions. The structures and systems that perpetuate social injustice and poverty are still as formidable as ever. In Filipino, this word means “speed” and “fast”. In Japan today, it means devastating typhoon, killer rains, and rampaging floods, causing death and destruction, in many parts of Tokyo. Suffering the brunt of the typhoon likewise is a place called Fukushima, which experienced the worst nuclear meltdown in the world in 2011. As of press time, reports say that 15 people have been confirmed dead because of Hagibis in the “land of the rising sun”,
140 are said to have been injured, while some 230,000 Japan residents have been forcibly evacuated so as to escape the wrath of heavy flooding and the expected landslides in many places. If we pay closer attention here, this is a news that is no longer novel. In many parts of the world, especially in countries which are known to be deserts because of lack of rain (like those in the Middle East), strong rains, surging floods, and howling winds, have been and are happening relentlessly more often. -ooo T YPHOONS LIKE HAGIBIS WERE PREDICTED TO HAPPEN, IN WRITING YET: I will go straight to the point with what I am trying to say here: if all of these are happening, countries and nations should have been prepared by now to enable
their people to escape certain death and destruction coming from tragic rains, floods, and winds. You may ask why I am saying this. Well, these calamities have been warned to come already. Many say that these natural tragedies are caused by global warming and climate change. They say that because of global warming and climate change, we are bound to experience harsher and more prolonged rains, more deadly floods, and more devastating winds, in the whole world. We can of course believe them. But, what I am trying to implore all of us to try to realize is for us to look at other possible reasons why these destructive events are happening at the present time. One of these possibilities we should be looking into is the truth that they were expressly predicted to

Summit tackles sustaining gains, closing gaps in addressing insurgency
T
HE six Regional Task Forces to End Local Communist Armed Conflict (RTF-ELCAC) in Mindanao converged here to tackle how to sustain the gains and address the gaps in the fight against insurgency. National Security Adviser Hermogenes C. Esperon, Jr. said the Mindanao RTF-ELCAC Summit was convened so that Mindanao RTFs can learn from the successes and best practices of other regions noting that many of the good accomplishments were coming from Mindanao. He said the summit was also intended to harmonize the current undertakings of the task forces and identify
the issues and concerns, and possible solutions to close the gaps in addressing insurgency. "We have to plan for a more systematic, harmonized convergence of efforts to defeat the CTG," he said. He also emphasized the transformation from military-driven operations to civilian-led operations. "We cannot defeat the CTG by the efforts of the military and the police alone. We need the civilian sector. You have the key to the solution of the CTG problem not only in Mindanao but the entire Philippines," he added. For his part, Cagayan de Oro Mayor Oscar S. Moreno stressed the importance of
military operations also resulted in the reduction of CTG capability. NPAinitiated violence incidence declined. Immediate assistance to surrenderees was also provided through the Enhance-Comprehensive Local Integration Program (E-CLIP). Moreover, the government's delivery of major programs and projects, as well as basic services, were prioritized in focused areas. The Mindanao RTFELCAC Summit was participated by RTF-ELCAC Technical Working Group chairpersons, heads of the RTF-ELCAC clusters, nominated chairpersons of the Regional Peace and Order Council and Regional Peace and Order Council, NCIP regional and provincial directors, and the NTFELCAC Secretariat. The six Regional Task Forces to End Local Communist Armed Conflict (RTF-ELCAC) in The Cabinet Officers coming together to bring government closer to the people to address the root causes of insurgency. Your education is very important, and because of this, is important to build a good relationship with your teachers. Whether you are a new student to your school looking to start off the school year right, or if you’ve had a fight in the past with your teachers, you can build a good relationship with them. Through working on making a good impression daily, working hard at your studies, and being a good role model to your classmates, you can enjoy a positive dynamic with your teacher. Establishing good rapport and good relationship with fellow teachers and the school functionaries is basically important in every school setting. If everyone establishes and enhances it, then a harmonious and peaceful workflow awaits and abounds everyone. And yes, it feels so good when we create a good atmosphere in the school. The instance when we can smile and greet everyone with a positive auras and positive vibes further brings
everyone also in a positive mode. Yes, it is contagious and it does not even cost a penny or a peso to do so; thus, we should never hesitate to do so. Aside from it brings the positive vibes, it also fosters team teaching and collaborative learning for the good and welfare of our learners. If teachers establish good relationship with each other, then team teaching and even sharing of good teaching strategies and learning materials can be a two-way process. Sharing of ideas and life experiences can be rewarding and fulfilling. On the other hand, as public school teachers, we should not forget that this is a learner-centered public institution, therefore, it is always first the priority of the learners, and for the learners, we should set aside personal issues and concerns among fellow teachers or fellow personnel for the common good of the learners. ENATE majority leader Hon. Juan Miguel F. Zubiri, with TESDA Secretary Isidro Lapena, led the turnover of four training centers to the Technical Education and Skills Development Authority (TESDA) in the province of Bukidnon. As the lead agency on Livelihood and Poverty Alleviation programs, TESDA initiated several interventions by launching skills trainings for the poor and other clients such as ex-rebels, drug
surrenderers, and indigenous peoples (IPs), among others. These efforts of TESDA aim to include in the ‘skills training’ courses the Peoples Organizations that were organized by the Community Support Program (CSP) teams of the Philippine Army. The CSP teams deployed in far-flung areas of Bukidnon indeed helped in the establishment of these Training Centers as they spent rigorous months of gathering data to identify priority programs needed in the community.
With these four centers, Bukidnon now has Skills Training Centers in its two cities and 20 towns. This makes Bukidnon the pioneer province to have LGUbased TESDA-operated training centers. The four municipalities of Bukidnon namely Impasug-ong, Cabanglasan, Lantapan, and Maramag were the beneficiaries of the training centers and were made possible through the help of Senator Juan Miguel Zubiri, Governor Jose Maria R Zubiri
Jr, and TESDA Secretary Isidro Lapena. Present during the turnover at four LGUs were Mayor Anthony Uy and Vice Mayor Norly Pepito for Impasugong; Mayor Renante Inocando and Vice Mayor Lolita Obsioma for Cabanglasan; Mayor Ernie Devibar and Vice Mayor Sulpicio Gallano for Lantapan; and Mayor Jose Joel Doromal and Vice Mayor Ed Laure for Maramag. TESDA opens 4 more training centers SSS: Pensioners may now loan up in Bukidnon, keeps EO 70 on the go to 200K under PLP The state-run Social Security System (SSS) on Friday said more than 1.5 million retiree-pensioners as of August 2019 may now loan up to P200,000 under the enhanced Pension Loan Program (PLP). SSS President and Chief Executive Officer Aurora C. Ignacio said the enhanced guidelines on PLP which is pursuant to Social Security Commission (SSC) Resolution No. 429-s.2019 aimed to provide adequate financial assistance to qualified retiree pensioners. “As we celebrate the Elderly Filipino Week, we would like to inform our pensioners the good news about PLP. They can now borrow up to 12 times their basic monthly pension plus the additional P1,000 benefit. SSS branches are now accepting PLP applications from qualified retiree-pen-
sioners,” Ignacio said. “We want our pensioners to know that we value them as one of our key stakeholders in recognition of their support to SSS during their prime, wherein their monthly contributions were the lifeline of the pension fund then,” she added. Under SSS Office Order 2019-004-b, the PLP now grants a higher loanable amount or up to 12 times the basic monthly pension plus the P1,000 additional benefit of the retiree pensioner, longer payment terms and wider range for the age qualification. TESDA provincial director Kotie R. Bax said the four newly constructed centers located in Cabanglasan, Impasugong, Lantapan, and Maramag towns were funded at P2.8 million each by the office of Senator Juan Miguel Zubiri. Bax said the establishment of these STCs is one of the key components of President Rodrigo Duterte’s Executive Order No. 70 (EO 70) that institutionalizes a “whole-of-nation approach” to end local communist insurgency. AVAO Light and Power Co., Inc.’s Panabo branch marks its 25 years of service to the areas of Panabo City and the municipalities of Carmen, Dujali and Sto. Tomas.
Established in September 1994, the Davao Light Panabo branch started its operations serving the north sector of the Davao Light franchise with barely over 20 megawatts with 25 thousand industrial, commercial and residential customers. Today, the power load borders at 50 megawatts with roughly over 72,944 mixed customers. Davao Light attributes this fast growth in the demand for power to the continuing upsurge in the economic activities in those areas. Panabo City alone, over the years, has evolved into a bustling economy. It now hosts a mall, department stores, secondary hospitals, manufacturing industries, expanded banana plantations, and other business establishments. As a consequence, the last 25 years also resulted to a huge increase in the city’s population. IT is imperative that education systems adapt to ensure students are equipped with the right skills to survive in our changing world. While there are many different theories on what and how students must learn, I believe there is no escaping the fact that students will need to be prepared to continuously learn and upskill. People will be learners for life rather than a set period. I also believe that technology is playing and will continue to play a key role in the way skills are acquired and developed for the 21st century workforce. So it is no surprise that globally, the education
technology industry is set to reach $252 billion by next year, growing at a 17 percent rate from a year ago. Technology presents a wonderful opportunity to reshape 21st century education because it’s popular with students and teachers. One study in the United States has shown that the introduction of technology makes 87 percent of students more likely to attend class and 72 percent of them more likely to participate in the oral discussions. Another study also concluded that 96 percent of teachers believe technology has had a positive impact on the way children participate and learn in lessons.

The student safety plan is developed for a student whose behaviors are known to pose an ongoing risk of physical injury to him or herself, staff and others in the school community. The safety plan is designed to protect the student and others form physical harm related to these risks. Each elementary public school must have a program that teachers students
on how to check if their schools are safe from natural hazards and how to better prepare for disasters. DepEd must promote the use of knowledge, innovation and education to build a culture of safety and resilience at all school levels and strengthen disaster preparedness for effective response. There are three pillars of school safety: safe learning facilities, school disaster management and disaster risk reduction and resilience education. Aside from the business of providing basic education, DepEd is responsible for providing safe teaching-learning facilities and hazardfree environment to the schoolchildren.

AGAYAN DE ORO CITY, Philippines — Xavier University - Ateneo de Cagayan Junior High School donated computer units to two of its Tulong Dunong (TD) partner schools on August 22 and September 4. “Xavier Ateneo is so blessed that we have these extra used PC’s which we can share with our TD partners,” shared Tulong Dunong coordinator Anthony Ryan Mañus. “We strongly believe that this would also be of big help to them since they also have computer subject which is integrated into their Home Economics subject.” “The selection of these schools is based on which school needs it the most and from their request as well. Based on observation and scrutiny, we recommended Taguanao and Camaman-an Elementary Schools as the first beneficiaries,” Mañus added. Key administrators from both DepEd and Xavier Ateneo Junior
High were present during a simple turnover ceremony held at their respective schools. “We would want to extend our support in the integration of technology in the classroom to our partner TD schools,” said instructional technology specialist Michael Dave Tan. Through EO 70, the President directed the adoption of a national peace framework and institutionalizes the whole-of-nation approach in addressing the root causes of local armed conflict by prioritizing the delivery of basic government services, social development packages, and construction of needed infrastructures with the end-in-view of ushering inclusive development in the pursuit of the country’s peace agenda. Education is one of the corporate social responsibility programs of NTT Communications. According to the company’s executive vice president Tomohiro Ando, their thrust is to overcome educational challenges such as time, teaching materials and distance by providing ICT solutions. NTT Communications is the largest telecommunications firm in Japan and one of is in the top 100 of Fortune’s 500 list, maintaining a presence in over 70 countries, making it a leading global provider of ICT solutions. The project is part of NT T Communications’ Project Beyond CSR which is anchored on the United Nations’ Sustainable Development Goals. This is intemded to support the Open High School of Cagayan de Oro to help the last, the least and the lost youth for a better future. Mayor Oscar Moreno, who graced the activity, was delighted upon learning that NTT Communications is actively involved in the efforts of e-Education. “We want Cagayan de Oro to become an educational model not just in formal education but also in informal areas such as open high schools,” he said. The Moreno administration has been known here and all over the country since 2013 as championing in the area of education governance, hauling in various accolades both from the government and the private sectors. In the past, e-Education has donated materials for two open high schools here and in Camiguin as well as e-learning materials to the Cagayan de Oro City Schools Division, partnering with such Japanese entities as Casio, Uniqlo and Keirinkan. Perez of St. Ignatius Learning Center. But, follow-up operations on the two other accused and a series of manhunt on others nationwide in a list provided by SSS to PNP under a MOU signed in 2017 will be pursued. “We are calling out to the public, especially to the affected employees of the said employers to inform our SSS branch or the nearest police station regarding any information of their whereabouts. Unfair labor practices should be stopped and we advise our private sector workers to be vigilant and assertive of their rights as SSS members,” said Cinco. SSS has already conducted Tokhang operations in Laguna, Makati, Quezon City, Iloilo, Isabela, Alabang, Manila, Malabon, Taguig, Bacolod, and Cagayan de Oro with a total collection of P10.04 million. Aside from Oplan Tokhang, SSS is also conducting Run After Contribution Evaders (RACE) campaigns in several cities and provinces to remind delinquent employers of their statutory obligations under the SS Law. Moreover, SSS has already posted show cause orders to 217 business establishments nationwide and has collected P7.10 million from these accounts.

who has been producing food but their dining tables fall short of it as they are tilling the land not their own, or if they own the land, they do not control the mode of production and marketing. The more than 2,000 cooperatives of the agrarian reform beneficiaries do own the land now as agrarian reform and cooperativism are two sides of the same coin – both are social justice measures. Through their respective cooperatives, the poor farmers have shifted from conventional to sustainable agriculture and are now into valuechange operations, aptly claiming control over the mode of production and marketing, unfettered from usurers and compradors. To rectify the greatest social injustice committed against the eleven (11) million member-consumerowners of so-called Electric Cooperatives, this critical mass of some 55 million Filipinos are now being conscienticized as no less than the Supreme Court had ruled in the 2003 that the ECs are not cooperatives even if they used “cooperative” as a nomenclature, a criminal offense then as provided for in RA 6938 (Cooperative Code of the Philippines). But such was deleted in RA 9520. Even that provision that says that the CDA is the sole registering agency of all types of cooperatives is now nowhere to be found in the law that is geared towards strengthening CDA. Is the unseen hand of the Cartel at play? Are you an EC and you want to cooperativize? Beware, the case of DANECO speaks well for itself as nine advocates had already been murdered as additional two have just been killed recently. No problem as time heals all wounds which will be rectified by Cooperativism! This is a truism that is now reverberating not only in the Philippines but through-out the world. No less than the United Nations has seen the imperative of debunking the present economic paradigm that is only successful in benefitting only one percent of the world’s population. In fact, the combined wealth of eight richest families in the United States totals the combined assets of 3.6 billion people on earth. While 821 million people are hungry, the United States has produced a kind of cake that is worth $72,000. Amidst these paradoxical realities looms the UN 17 Sustainable Development Goals – i.e., stop hunger, stop poverty, stop gross inequities, stop social injustices, protect the ecosystems, promote peace, etc. We are happy to note that all of these SDGs are lumped into one theme which is “Transformative Cooperatives for People, Planet, Prosperity and Peace!” (to be continued).

an “active” pension status. Moreover, the enhanced PLP guidelines also gave the pension loan borrower a wider option to choose from his loanable amount. From the previous minimum loanable amount of twice his basic monthly pension (BMP) plus the P1,000 additional benefit, the pensioner borrower may now loan up to three times, six times, nine times or 12 times of his BMP plus the P1,000 additional benefit. The repayment term was also adjusted so that they have the option to pay their loan in six, 12 or24 months with the first monthly amortization to be due on the second month after the loan is granted. “We enhanced the PLP rules to provide qualified SSS pensioners with a higher loanable amount at a longer payment term and discouraging them from transacting with loan organizations which charge steep interest rates. We hope that more pensioners will be encouraged to avail of this loan as this only incurs an interest rate of 10 percent per annum,” Ignacio said. To recall, SSS implemented the PLP last September 2018 in response to the clamor of senior citizens to prevent the growing incidence of pensioners falling victims to loan sharks and help them with their shortterm needs and has so far released 59,224 pension loans amounting to P1.4 billion as of September 30, 2019. Based on the loan term, 0.8 percent of the pensioner-borrowers preferred the three-month term, 5.88 percent for six months, and 93.32 percent for 12 months as of end-September 2019. “In January, we have already eased our guidelines, wherein those who are receiving their monthly pension even for just a month and is already posted in the system is already qualified to avail of the SSS pension loan. We continuously develop programs to help alleviate the financial problems of our members,” Ignacio said. SSS also allowed the presentation of other government-issued identification cards aside from the Social Security Card or Unified Multi-Purpose Identification (UMID) card as a form of identification.
