CDO to host 9th national ICT summit

CAGAYAN DE ORO CITY -- To keep up with the current trends in the global Information and Communications Technology (ICT) industry, prepare for and embrace the countryside digital opportunities, and enable a sustainable ecosystem for tech industry and innovation to flourish, the National ICT Confederation of the Philippines (NICP) together with the Department of Information and Communications Technology (DICT), will hold the 9th NICP Summit on November 16-17, in Cagayan de Oro City.

The summit will highlight the DigitalCitiesPH Launch which aims to provide great opportunities for the development of the nation’s infrastructure to achieve the government’s goal in becoming a global contender in the Digital Economy. Davao moves faster as PH chocolate capital DAVAO CITY – Davao City Mayor Sara Duterte-Carpio is bullish on Davao Region’s cacao and chocolate industry as it moves faster to become the Philippine chocolate capital.

The city mayor said Davao Region could now supply 80 percent of the country’s total cacao production and contributing to the region’s rapid economic growth since the discovery of Davao’s potential to grow world-class cacao and produce chocolate products.

“Davao Region is now moving towards the prestigious name as chocolate capital of the Philippines,” Duterte-Carpio said during Thursday’s opening of the

Davao Chocolate Festival organized by the Cacao Industr y Development Association of Mindanao, Inc (CIDAMi) and the SM Davao held at SM City Annex.

The city government is supportive of the cacao industry. In fact, it has put up a PhP2 million fund assistance that can be accessed by the cacao farmers.

As she congratulated the industry players for the four-year recognition to excellence of city’s fine quality chocolates, the mayor said: “Our sectors are connected beyond scope and denomination.”

NTC 11 vows to clear Davao airwaves of unregistered users DAVAO CITY -- The regional office of the National Telecommunications Commission (NTC 11) will launch a series of operations against unregistered communication equipment and broadcast stations as it vowed to clear the airwaves of illegal users.

NTC 11 director Nelson Cañete said handheld radios need to be registered with the NTC while the users must be licensed. This also applies to sellers of cellular phones, which must bear the NTC seal. The transmitters of radio stations should also

be registered.

“We will be conducting series of operations versus unlicensed communication equipment, dealers of cellular phones in the Davao Region,” Cañete said.

He said this will include the media. “Sulbaron nato ang traffic sa kahanginan (We will solve air traffic),” Cañete vowed.

During the AFP-PNP press corps at the Royal Mandaya Hotel Wednesday, Cañete voiced concern that their campaign will hit hard on taxi drivers, whose units have radio set. If caught

that the radio set is illegal, the taxi driver will be fined P2,000; another P5,000 for using a radio without license; plus P10,000 more for more violations for a total of P17,000.

According to Cañete, the taxi units with radio sets should be the lookout of the operator.

He reminded that drivers or users of handheld radio must undergo a seminar at the NTC to obtain a license.

NTC is targeting 144 taxi operators. So far, only 82 are registered.

Cañete said NTC will

not announce its inspection/operation although it has initially coordinated with taxi operators, local government units, and the Philippine National Police (PNP) to register all units and get licenses for their users.

He said he has even talked to Mayor Sara DuterteCarpio about the licensing and registration since the city government issues handheld radio to employees.

Miriam – a class of her own

Just a little over a year ago today, we lost one of the of the most colorful individuals of our generation.

Feisty, strong-willed, articulate and brilliant.

That was Miriam Defensor-Santiago - one of the very few individuals who hold the rare distinction of having served (and let me stress, with distinction) in the three branches of government – the legislative, the executive and the judiciary.

Owner of several local and international awards, she was one of the 1988 Ramon Magsaysay Awardees for public service.

But like most outstanding individuals, she was a complex woman, with many dimensions to her person. She had her legions of fans (especially among

as shown by her humorous books (eg., Stupid Is Forever) which have become local best-sellers.

Whatever you think of Miriam, whether you love her or hate her, she will forever be etched in the national consciousness.

Eduardo Ermita – Soldier Peacemaker I first met former Executive Secretary “ES” Eduardo R. Ermita years ago in Tay Ninh, part of what was then South Vietnam.

ES was a Captain serving with the First Philippine Civic Action Group (Vietnam) or 1st PHILCAG V. I was with members of the Defense Press Corps, led by Libertito Pelayo of the Manila Times, who came over to report on the activities of our troops.

try to forget our problems for a couple of hours. And even though we know that these quick escapes destroy our own body and family, or cause us to lose our job, we keep doing them.

The simple fact of life is that there are no shortcuts to paradise. So when you take that cheap substitute for paradise in that bottle or drug, or have sex with that someone who’s not your wife or husband, you’re walking into a dangerous trap from which you may never get free. It may feel good for a short time, but

it will eventually drain and rob you of everything you have, little by little, day by day. Until you finally realize that your paradise has actually turned your life into the worst nightmare.

So do you want a “high” or “buzz” that never runs out? A “fix” that doesn’t steal your life, but instead gives you the satisfying one you’ve always wanted. It’s the right and only cure for your marriage and money problems, and best of all it’s free! If right now you’ll sincerely ask Jesus Christ to forgive you for your wrong

Bangko Sentral ng Pilipinas Statement Acento Collections now at GoLokal! on Recent Developments and Outlook “Pawikan” Lamps by Acento Collections - used as a table lamp on Philippine Foreign Direct Investments or hung as a wall lamp, its body There has lately been heightened interest surrounding recent developments in foreign direct investments (FDI), particularly the decline observed in the first half of 2017. As reported by the BSP, FDIs registered net inflows of US$3.6 billion in January-June 2017, 14 percent lower than the US$4.2 billion net inflows posted in the same period last year.

The lower net inflows were due to the 90.3 percent decline in net equity capital to US$141 million from US$1.4 billion a year ago. Data showed that the significant inflow noted last year was attributed to a large investment flow that went to the financial and insurance industry.

Equity capital infusions during the first semester of 2017 were sourced mainly from the United States, Japan, Singapore, and were invested in real estate, financial services and manufacturing. The decline in net equity capital was, however, offset in part by higher investments in debt instruments and reinvestment of earnings amounting to US$3 billion and US$416 million, respectively.

Meanwhile, the recently released July 2017 FDI outturn brought the first seven months net FDI level to US$3.9 billion, 16.5 percent lower than previous year’s level. Net equity capital continue to register inflows amounting to US$272 million, but these were lower than the 2016 level. Investment in

debt instruments and reinvestment of earnings remain on an uptrend as they reached US$3.1 billion and US$487 million, respectively, for JanuaryJuly 2017.

The BSP’s compilation of FDI statistics is based on international standards and concepts outlined in the Balance of Payments and International Investment Position Manual, Sixth Edition (BPM6) of the International Monetary Fund.

Based on the BPM6, FDI includes net equity capital, reinvestment of earnings and net debt instruments.

Regardless of the source, inflows from these components are geared toward business development and expansion.

These FDI statistics are released to the public by the BSP on a monthly basis and correspondingly, on a year-to-date basis. Yearon-year growth rates can be affected by the timing of entry of big ticket items, with resulting base effects.

Thus, the monthly profile of FDI flows can be volatile and may not exhibit a smooth upward trend due to its lumpy nature.

Prospects for inward f lows of FDI into t he country continue to be favorable as both “push” (e.g., subdued global economic growth) and, more importantly, “pull” (e.g., sustained robust macroeconomic performance and investment grade status) factors remain.

The BSP expects the Philippines to sustain FDI inflows this year, close to the US$8.0 billion level in 2016. These

prospective FDIs are expected to be channeled mainly to the manufacturing sector (e.g., electronics and motor parts), which can help create employment and more growth opportunities.

There is a huge potential in attracting further FDIs, which can put the country at par with the large levels of FDI seen in neighboring Asian countries. Such potential can be realized by reforming the rules on foreign ownership, addressing infrastructure gaps, and reducing the cost of doing business.

Addressing these challenges will require considerable support from the government. For the BSP, among the measures taken to promote a more

Organic Agriculture Congress Cagayan de Oro City – To drum up support for the organic agriculture industry, the Dep ar tment of Agriculture (DA) is slated to conduct its 14th National Organic Agriculture Congress (NOAC) on October 24-26, 2017 at the Atrium, LimKetKai Center, this city.

Food Safety Team convenes for Updates – To strengthen the food safety regulatory system throughout Northern Mindanao, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Regulatory Division spearheaded the conduct of a Food Safety Update Meeting on October 6, 2017, here in the city of Cagayan de Oro. Graced by representatives from food safety regulatory agencies and the private sector involved in food safety assurance, the gathering focused on the creation of a Food Safety Coordinating Board (FSRCB) in region 10 to accelerate the implementation of Republic Act 10611 otherwise known as the Food Safety Act of 2013. The ongoing repair of the 650mm diameter pipeline of COWD’s bulk supplier has rendered many parts of the west service area of the water district waterless for about 2 weeks now. These areas are Lumbia, Canitoan, Pagatpat, Upper Carmen, Patag, Bulua, Iponan and Opol.

Some had very little to no pressure while some had to solely rely on water delivery for their daily needs.

Aside from COWD’s two tankers, Rio Verde also provided one while the Bureau of Fire Protection - CDO and Opol allocated fire trucks for this purpose. CEPALCO, LIMKETKAI and even the members of the Volunteer Fire Brigade unselfishly provided the much needed support by COWD in one of its most challenging times after Tropical

Storm Sendong hit the city and damaged the water district’s major facilities and service connections. Although water from COWD is safe for drinking, it has nevertheless advised its customers to boil water to ensure water safety since contamination may occur during transport, handling and storage.

According to Engr. Hapitan of RVWCI, the repair is expected to be completed on October 15 while restoration of normal water supply to the affected areas is expected a day after. Since yesterday though, an improvement of water pressure has been noted in a number of areas.

SECTION 7. - Distribution of AVP Materials - The City of Iligan shall initially supply and distribute free of charge to all terminals in the city, bus companies and other land transportation service an original Audio-Video Presentation material that have been accredited and authorized by the City of Iligan.

WHEREAS, the Iligan City Government recognizes the role of tourism as an indispensable element of the economy and an industry of vital importance which must be harnessed to attain economic growth, encourage investment, foreign exchange and generate employment, thus the promotion of the city’s tourist destinations; WHEREAS, the success of drawing tourists to come and visit tourist destinations aside from good infrastructure, can be traced to the efficient use of promotional media advertising the beauty spots through the use of TV and radio; encouraging tour operators in Manila to open offices in the communities to help develop and promote the areas to local and foreign visitors; giving of tourism brochures and flyers in bus terminals, piers, airports and showing Video Compact Disc (VCD) in buses and passenger terminals; WHEREAS, if marketed correctly, tourism can be a very lucrative business for the city, however its promotion should not just be left to the City Government. It entails full participation of the private sector since the success of this endeavor means an increase in passenger traffic, needs of more hotel rooms and increase of tourism related works; WHEREAS, through this ordinance, tourists and commuters, while they are travelling in and out of Iligan or may be just passing by Iligan, would be informed and enlightened of what Iligan is, its people, culture and traditions and what the city could offer; WHEREFORE, on motion of Member Sorilie Christine R. Bacsarpa, duly seconded by Member Renato L. Ancis

SECTION 10. Accreditation of Audio-Video Presentations. - AVP materials produced by the City of Iligan shall automatically be distributed to all bus and shipping companies and other land transportation service. AVP materials produced by private persons or organizations shall be screened, reviewed and favorably endorsed by the Iligan City Tourism Office prior to being accredited and authorized for distribution by LGU Iligan.

SECTION 11. Tampering or Unlawful Use of Audio-Video Presentations. - The bus companies, vessels, other land transportation service or private persons or organizations shall not tamper, use or reproduce the AVP materials given them or any portion thereof for any other purpose except to those purposes provided under this ordinance.

SECTION 12 - Funds - An annual budget of Fifty Thousand Pesos (50,000.00) shall be allocated for the cost in the making, producing and reproducing the Audio-Video Presentation Material.

SECTION 14. Mandatory Review - The Sangguniang Panlungsod of Iligan through the Committee on Tourism shall conduct a committee meeting for the mandatory review of this ordinance at least once every three (3) years and as often as maybe necessary to ensure that the objectives of this Ordinance will remain responsive to the changing circumstances.

Be it ordained by the Sangguniang Panlungsod of Iligan in session assembled, that:

SECTION 15. Repealing Clause. All previous ordinance, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and/or modified accordingly.

b. Promote local handicrafts, foods and delicacies, local culture and traditions, historical landmarks and tourist destinations in the City of Iligan to both local and foreign tourists;

c. Inform commuters and travelers of the services and facilities offered by hotels, restaurants, and inns within Iligan City; d. Assist the local tourism industry in the promotion of the city’s tourist destination in an ecologically sustainable, responsible, participative, culturally sensitive, economically viable, ethically and socially equitable manner for the benefit of the local community.

SECTION 3. Declaration of Policy - It is the declared policy of the Iligan City Government to identify tourism as an industry and an element of the local economy which can be harnessed as an engine of improving socio¬economic growth and cultural affirmation to generate investment and employment, and to continue to mold an enhanced sense of national and local pride among Iliganons.

PH emphasizes role of MSMEs for economic growth The Philippines, through the Department of Trade and Industry (DTI), emphasized the role of micro, small and medium enterprises (MSMEs) as providers of employment and drivers of the country’s economic growth.

“The significance of micro small and medium-sized enterprises (MSMEs) as major economic drivers is beyond question. Their sheer number is overwhelming, as they account for 98% or more of all enterprises in most countries.

Recent empirical studies show that MSMEs contribute to over 55% of GDP and over 65% of total employment in high-income countries,” DTI Undersecretary Zenaida Maglaya said before World Trade Organization (WTO) members called “Friends of MSMEs” at “The Case of MSMEs in Inclusive Trade For Sustainable Development in Geneva, Switzerland.

Maglaya explained that MSMEs are underrepresented in international trade in a globalised world. But as a silverlining, there is a growing number of MSMEs who supply the export market either directly or indirectly by being involved in the production of parts and components for regional and global value chains serving large producers locally or abroad.

Maglaya added that when MSMEs do export, they contribute considerably to their country’s total GDP. The DTI official also stressed the need to address the hurdles being faced by MSMEs in the international level. As a solution, the Philippines have pointed out several keys to help MSMEs hurdle these problems.

K to 12 Curriculum: Good or Bad?

Different curricula have been used in our Philippine system of education to elevate the standards of learning and competence of every Filipino learner across the country.

New curriculum is often brought by a new administration and new secretary. The recent curriculum was the Basic Education Curriculum or the BEC that brought a light change in terms of subjects and computation of grades to name a few. It was also a good ten-year curriculum but it had no proper technological recording and accounting of the names of learners, the forms used in year-end reports like 18-E 1 and 2 were quite laborious and time consuming. and kindergarten was not included as basic part of the curriculum.

Aquino administration came in in 2010 and it pushed to change the curriculum from BEC to K to 12. It succeeded, and the present curriculum was created pursuant to Republic Act 10533 or The Enhanced Education Act of 2013. It is the Basic Education Program that includes the Kindergarten as part and first step of the basic education and added another two years in high school which is referred to as senior high school. The first four years in high school is referred to as junior high school. In the senior high school, students are taught with different skills which will hone their competence in their chosen field of specialization. The Department of Education has framed this curriculum in order to make sure that each graduate in senior high will surely land a job after finishing the senior high school.

On the early phase of the implementation of the K to 12 Curriculum, many people from the different walks of life had lots of questions and negative feedbacks. to the streets to protest the newly created curriculum. In fact, at present. there is an unresolved petition that is still pending in the Supreme Court. Being a teacher, I also had questions on what will it bring to the lives of the common people? Does it change the lives of our people for the better? Will it not add to the financial burdens of every family?

Is the Department of Education fully prepared to implement the program?

These questions stirred my mind and remained unanswered until I fully and clearly understood its quintessence.

The K to 12 Curriculum is one of the best things that ever happened during the Aquino presidency.

Although there were some minor loopholes, but it still has a lot of positive results that became beneficial to many of our countrymen.

The primordial positive advantage brought by the curriculum is the mass job hiring of teachers for the kindergarten and senior high. Many licensed teachers who patiently waited for their chance of employment were able join the strong force of the Department of Education. It has also drawn many construction workers because many school buildings were constructed for the provision of world class classrooms that are conducive to learning.

The greatest gain that our countrymen can get from the curriculum is the skills that their child/children can learn from senior high school.

This is the zenith of this curriculum that was never given attention in the previous curricula. It is a very gratifying experience to note that someone’s child will finish senior high with skills that he can be proud of and skills that he may use to earn a living. This is it, K to 12 Curriculum can never be had because it has ever been framed for good.

Subasta Integrated Multipurpose Cooperative reflects the city’s and farmers’ mutual interest in the cacao industry. Subasta is located in Calinan, Davao City.

The mayor committed to continue supporting the cacao industry. Last September, the city government opened “Cacao City” which serves as a retail outlet for cacao products, including chocolates.

The city mayor hopes that the chocolate festival will inspire not only as s means of livelihood but to indorse Davao city as destination of cacao and chocolate enthusiasts.

CIDAMI executive director Valente Turtur said the Chocolate Festival is the fourth, aimed at promoting Davao chocolate and the cacao industry.

“Tulong ito sa ating farmers (This is to support the farmers). We are dedicating this to the farmers,” Turtur said in an interview.

Since it was strongly promoted, Turtur said the cacao industry is flourishing positively and robust as more and more farmers are shifting.

It has also huge social impact on the farmers. From the 8,000 farmers engaged in cacao production, Turtur said the number has grown to 20,000 from three Davao Regions.

When in the past it was only Davao City and a few in Davao del Sur and Davao del Norte, Turtur said farmers in Davao Oriental have also engaged in cacao production. Davao Oriental is known as top producer of coconut and coconut products.

Turtur said the industry players are aiming to produce fine cocoa for bigger income because it is more preferred by professional chocolate makers.

Turtur also took note of the increasing number of chocolate processors from only six to 70 processors.

In an earlier interview, Turtur revealed there is a growing interest, especially the European chocolate makers, on Davao’s cacao because farmers have also leveled up in terms of quality.

He said farmers have learned technology of producing and preserving the

quality of the beans, techniques and husbandry unlike in the past when they dry their beans on road pavements without minding of the dirt and animal droppings which affect bean quality.

I sort of lost track of ES after my two successive visits (1967 and 1968) in Tay Ninh.

Next time I heard about ES was sixteen years later.

But all throughout his stint in Malacañan, he was in one way or another, involved in pursuing back channel peace talks with the MILF. This he did together with, among others, Secretary Silvestre “Yong” Afable and Congressman Nur Jaafar.

To me, ES reprented the best of what a public servant could and should be.

I had the honor of being invited to his book launch a couple of weeks ago. Summarizing his very colorful career both in the military, in the legislature and in the executive department, the book was aptly entitled: “Soldier Peacemaker, the Life and Work of Eduardo R. Ermita, A Memoir.”

Second, there is not going to be anyone---detractors, opponents, or supporters of the President---who will believe that the PNP will truly let go of its role in the

campaign against drugs and that it would only be PDEA who will battle, henceforth, drug syndicates, drug lords and drug addicts. Anything that happens subsequently in this drug war will still perceive to be the handiwork of the PNP, in one way or another. ` Third, it remains clear that, notwithstanding the alleged abuses and mistakes in the campaign against drugs, there is no other way to effectively fight the curse of drugs in the country except the kind of total war that was ushered in by the President at the start of his term, especially considering the negligence (or even outright permission) on the proliferation of drugs by past leaders. What should have been done was to institute reforms in the campaign to stop PNP’s abuses, which was doable anyway.

Engr. Gille said that the heavy equipment are “very vital in fast tracking the operations in the recovery and rehabilitation phase of Marawi City currently being undertaken.”

Being the lead agency for the Reconstruction Committee of the Task Force Bangon Marawi (TFBM) and member of Housing Sub-committee, DPWH has already completed the site development for areas 2, 3, 4, 5 and 6 in Barangay Sagonsongan. Road concreting is still ongoing and estimated to be completed by the end of November, this year.

Car of the Year and Truck of the Year Philippines Search Continues The search for the 2017 Car of the Year and Truck of the Year continued last Saturday, the 28th of September, as members of the motoring press gathered to test vehicles from several manufacturers at the Ayala Land Premier’sArca South development at the former FTI site in Taguig City.
