CDO veterinary office to install footbaths in key boundaries

CITY veterinarian Lucien Anthony Acac reported over the weekend that there are no more pork-based canned goods and related by-products such as chicharon and chorizo coming from outside Cagayan de Oro City that have entered the market shelves as of September 27, the date when Mayor Oscar

Moreno signed an executive order banning the entry of hogs and pork products in the city as an African swine fever preventive measure.

In a press conference last Friday, Acac said however that all pork-based canned goods which have already been displayed before the executive order took effect will not be affected.

“Puwede pa na mabaligya nga mga canned goods,” he reiterated.

This, as the City Veterinary Office is set to install in the next few days footbaths for humans and vehicles at all the entry points in the city – Iponan, Bugo, Balubal, Indahag, Lumbia and San Simon.

Footbaths are a biosecurity measure aimed at cleansing hu-

man footwear and vehicle tires, where virus-causing organisms and other elements may stay.

Acac has also met with the barangay chairmen of all coastal villages in the city and galvanized them to direct their respective constituents to be vigilant against the entry of hogs in their vicinities.

Chinese firms invest $4B in Misor integrated steel mill

HUILI Investment Fund Management Co. Ltd (Huili Fund) is set to pour in US$4 billion for the Philippines’ first fully integrated steel mill to be located in Phividec, Villanueva, Misamis Oriental. The first phase shall have an estimated annual output of about 5 million tons.

This investment shall generate approximately 10,000 direct hires employment from the region. Upstream and downstream industries shall generate about 40,00050,000 jobs.

Huili Baowu CISDI Integrated Steel Mill (HBCIS), Philippine’s first fully integrated steel mill, is formed

by China’s three leading companies - Huili Fund, Baowu Steel Group Corporation Ltd (China Baowu), and China Mettalurgical Group Corporation’s subsidiary, CISDI Group Co Ltd. (CISDI).

China Baowu, the new technical partner to operate the steel mill, currently ranks first in China and second in the world as the largest steel producer in the world measured by crude steel output. China Baowu uses state-of-art, green and intelligent technology in its steel plants.

CISDI shall design the steel mill. And A Brown Company, Inc.’s subsidiary, Simple Homes Development, Inc., is partnering with Huili Fund for the land lease with option to purchase the 600-hectare property at the Phividec Industrial Estates.

the city officials and department heads of the LGU, said the facility will provide easier and better access to government medical assistance to Iliganons and residents of nearby towns and cities.

was a partner of the Office of the Special Assistant to the President in establishing earlier Malasakit Centers when Go was still with the executive branch.

NHA to help MAA residents in building design

MARAWI CITY--The National Housing Authority (NHA) is set to assist those homeowners who had already given consent to demolish their damaged houses from sectors 1 to 7 at this city’s most affected area (MAA) for architectural and engineering design/ plans on Oct. 15 to 17 at the Marawi City Hall.

RTF-ELCAC Summit was convened so that Mindanao RTFs can learn from the successes and best practices of other regions noting that many of the good accomplishments were coming from Mindanao.

He said the summit was also intended to harmonize the current undertakings of the task forces and identify

the issues and concerns, and possible solutions to close the gaps in addressing insurgency.

“We have to plan for a more systematic, harmonized convergence of efforts to defeat the CTG,” he said.

He also emphasized the transformation from military-driven operations to civilian-led operations.

Commute challenge MANILA — Secretary Sal Panelo may not be aware of it, but he unconsciously acceded to the garbage idea of Renato Reyes of taking his commute challenge.

In the eyes of the outside world, we are a nation of stupid people, taking into account how we, as a people, confront Metro Manila’s crazy traffic problem.

Like a wayward street kid, this Renato Reyes has no balls in declaring transport crisis in Metro Manila.

Simply put, the issue here is about the severe traffic problem, not a transport crisis per se.

As usual, Renato Reyes, Agot Isidro, et al enjoy their media hype yet they forgot that they are part of the problem.

Here is a strong message to these stupid people: stop criticizing the government, and instead think of ways on how you can contribute in easing the Metro Manila’s traffic problem.

That said, pray that Renato Reyes and Agot Isidro will join Sec Panelo’s ordeal of taking the public ride every day, Monday to Friday.

Uncommon, odd, unaccustomed

OUR globe and its population bear innumerable strange facts. Following many people’s opinion, this world shows mostly worried characteristics and symptoms nowadays. No wonder.

Just try to consume and digest today’s headlines and news from all around the globe. Yes, I’m experiencing very strange feelings while watching and reading the daily news.

On the other hand: It is a world with quickly bridged distances - our Mother earth is becoming smaller and smaller. Any tourist, even with little time and with only a small budget, can travel to other faraway cultures. But joining them as well as different races and religious communities requires first of all, great care, tact, instinctive feelings, empathy, and logical ideas.

The stranger whom we

meet for the first time during a business meeting, for example, maybe an uncommon, odd and extraordinary guy. He may be someone from a foreign country, who speaks another language and whose skin is of another color. He may be a migrant, a restless hiker or the expatriate in our neighborhood.

The foreigner beside you and me can become a provocation or a challenge.

Strangeness can become exoticism. Maybe, that’s why my family and I decided to move to the Philippines.

On the other hand - going abroad can open other and even better horizons. We must not feel as “a stranger in paradise”. By the way, I never did!

However, a migrant bears a juxtaposition of optimism (even calculated optimism!), confused feelings, nostalgia, and homesickness. Yes

guys, during the first years of my expat’s life here in the Philippines, the round trip ticket was always in my mind, because no one among us can escape his native roots.

But, I am really a lucky guy. I experienced an amazing tolerance in the Philippines. A real practicing tolerance. Until now!

Already, during my first business meetings, I met supportive, forbearing and broad minded people. A wonderful mix of different cultures without giving up own identities... .

The following quotation remains always in my mind: “I have nothing to offer but blood, sweat and tears!”

Bank of the Philippine Islands’ (BPI) green finance framework BPI Capital Corporation President Rhoda “Chiqui” Huang was ecstatic as she reported to her board late last month.

BPI Capital, a whollyowned subsidiary of Bank of the Philippine Islands (BPI), had acted as Sole Global Coordinator for two recent consecutive issues spaced five days apart – of the BPI Green Bonds.

The first was denominated in Swiss Francs (CHF) and the second in US dollars.

In late 2018, Credit Suisse and Union Bank of Switzerland pitched CHF Bonds as an alternative funding source to BPI. Last June, BPI management visited investors in Zurich and Geneva to engage CHF investors in a potential inaugural transaction and to introduce BPI, which is attempting to diversify its investor base.

On August 29, BPI launched its CHF 100 million two-year green bond issuance, achieving sev-

eral firsts: 1) first CHFdenominated bond from the Philippines 2) first offshore ASEAN Green Bond offering by a Philippine Bank 3) first negative-yielding bond to be issued out of the Philippines and Southeast Asia.

Huang reported that investor response to BPI’s first CHF bond was a pleasant surprise. The CHF bond was oversubscribed just 90 minutes after the opening of the market.

The CHF 100 million 2-year Green Bond successfully priced at MS+96.8 bps (-0.02% YTM), inside the tight end of the initial price guidance.

Similarly, BPI has been monitoring the international bond markets for an opportune window following the reestablishment of its Euro Medium Term Note (EMTN) program.

BPI decided to proceed with the US Dollar bond deal to take advantage of

the tightest credit spreads.

On September 3, just 5 days after the successful CHF issue, BPI raised US Dollar 300 million, 5 years, via an ASEAN Green Bond Issuance. BPI successfully priced the dollar bond at T+120 bps.

“This represents a negative new issue premium of -6 bps, which is unprecedented,” Huang enthused.

“This represents the first new issue discount from the Philippines since the Republic of the Philippines bond offering in 2018 and the largest new issue discount for a Southeast Asian bank since 2016.”

S&P Global Ratings recently raised BPI’s credit rating to “BBB+” putting the BPI on a par with the aboveminimum investment-grade granted to the country.

Here is what is even more astonishing. in the case of the Swiss Franc deal, on maturity, the lenders are paying BPI US Dollars 40,000 for the privilege of lending BPI CHF 100 million! Now, try to beat that.

2 Moro women among 12 TOWNS awardees DAVAO CITY--Two of 12 Filipinos who will be honored as The Outstanding Women in the Nation’s Service (TOWNS) are Moro, both of them Meranaws from Lanao del Sur, both of them peace advocates.

Samira Ali Gutoc will be conferred the TOWNS Award for Peace Advocacy and Bai Rohaniza SumndadUsman for Education.

At least seven other Mindanawons have been conferred the TOWNS award, two of them Meranaws: Emily Marohombsar for Education in 1977 and Marlene Tamano for Social Work in 1986.

T h e 2 0 1 9 T OW N S awards will be given on October 29 at Dusit Makati.

The TOWNS Award is presented every three years by the TOWNS Foundation, Inc. to outstanding Filipino women aged 21 to 50 who have “contributed positively to strengthening national capability and shaping the nation’s future and served as catalysts for economic, social and cultural development, national security and national unity.”

Gutoc, who ran but lost

her bid for the Senate in the May 2019 polls, is also one of five alumni of the University of the Philippines’ College of Mass Communications who will be conferred the Glory Award during the alumni homecoming on November 9 at UP Diliman.

The Glory Award is given to alumni “for excellence in their communication discipline and making a significant impact on society through their body of work.” A graduate of AB Journalism, Gutoc is being awarded for Peace Advocacy as well.

Gutoc was among the most vocal young Moro women who pleaded for an end to the Estrada administration’s “all out war” in 2000 and has represented the Young Moro Professionals Network in various conferences in Mindanao, Manila and other parts of the world.

She served as OIC Assemblywoman of the Autonomous Region in Muslim Mindanao from December 2011 to June 30, 2013, was appointed in February 2017 as Commissioner of the Bangsamoro Transition

Goals of remedial reading

THE goal of remedial reading is to dramatically reduce the number of students who have extreme difficulty learning to read and write. Remedial reading is a highly effective short term intervention of tutoring struggling readers in both an individualized and small group setting.

Remedial reading teachers are highly trained professionals who work closely with students and design prescriptive and strategic instruction to address individual student needs.

Once students can meet grade level expectations and demonstrate that they can continue to work independently in the classroom, they are released from remedial reading but are

still monitored closely to ensure academic success.

Remedial students generally receive no additional instructional time to acquire reading behaviors. Only a small amount of the remedial instructional time was devoted to teacher-directed reading of connected text.

These data are discussed within the framework of a general model of effective reading instruction.

From these observations, a description of remedial instruction evolved. Remediation consists primarily of students completing skill lessons in workbook or worksheet activities with the teacher serving as a manager. In this role, the remedial teacher offers little direct instruction but distributed and corrected academic work.

“The best teachers are those who show you where to look, but don’t tell you what to see” After kids learn their first ABC’s and 1-2-3’s, parents are faced with one of the biggest challenges that will define their kid’s future - deciding to enrol their kids in a public school or take it a step higher and be in a private school. At the end of the day, the bottom-line is to provide our children with a passport for the future and that is EDUCATION. Nelson Mandela said it best: “Education is the most powerful weapon which you can use to change the world”.

There is always a struggle in place between enrolling your kids in a public or a private school. The disadvantages and advantages will weight themselves out regardless. Furthermore, the misconceptions of being in one of these schools grow every time the curriculum changes which happens regularly.

Parents may have their own reasons as teachers may have their own responses, but whether it is public or private school, it has to be in the best interest of the child that requires teamwork between the parents and teachers in shaping the students’ future.

One of the major drawbacks of private schools in terms of attracting students is its relatively very high tuition and school fees.

Years ago, parents have accepted the notion that private schools learning system is better than that of the public schools, but many, especially in the middle and low income group could not afford it.

Over the years, through the continuous improvement of public schools’ curriculum, parents begin to lose the “private school is better” mentality. Funded by the government, the parents are free from the stress of paying tuition that can only go up every year, not to include the other miscellaneous fees. Stable funding enables the school to purchase equipments, books, and computers that will certainly boost the child’s learning and development. Furthermore, as funding is more reliable, public schools are able to

offer a more diverse option of classes to suit individual interest, discovering and learning more about their own strengths and weaknesses. On top of that, the class size is a significant difference between both types of institutions, as a private school may conduct smaller classes than that of a public school. The former, handling a smaller class allows focus on each child’s strength and weaknesses providing better guidance making sure that nobody is left behind, as well as monitoring their progress, honing skills and capabilities in the process of learning. On the other hand, the struggle for the latter may be obvious, however this is where setting the proper expectation for the teachers come into play as they manifest their expertise as certified education instructors. To reiterate further, public school teachers must comply with the government requirements and directives in conducting their classes and have a strong system of accountability especially with a large number of students, whereas private institutions may create their own curriculum which may be an advantage or a disadvantage.

Notwithstanding the fact that a bigger class suggest a mix of different types of unique personalities, this will allow them to grow and develop social skills and slowly have the flexibility to adjust to different kinds of people which is a vital part of learning outside the four walls of the classroom.

At the end of the day, the quality of education depends on the needs of the child and whether the program of the school is best suited to meet these needs. The school is the 2nd home of our kids, teachers are to ensure that the students are fully equipped when they set foot out of their comfort zones. A conducive and comprehensive learning environment must be achieved where students are not afraid of failure, and success is a process for each individual. Ignacio Estrada once said “If a child can’t learn the way we teach maybe we should teach the way they learn”.

importance is assessed based on pre-defined indicators for “size”, “interconnectedness”, “substitutability”, and “complexity”. Among the four (4) categories, “size” and “interconnectedness” bear greater weight as these factors are more critical measures in determining a bank’s systemic importance in the Philippines, taking into consideration the simple structure of the Philippine financial system.

D-SIBs are then identified based on overall scores as against certain thresh-

old. To complement this quantitative assessment, supervisory judgment is also exercised, as necessary, to consider factors that are not captured in the quantitative indicator-based measurement approach.

This qualitative assessment– which may result in adding and/or removing banks to/ from the list of D-SIBs–shall be exercised in accordance with approved principles pursuant to BSP regulations.

Depending on the degree of systemic importance, identified D-SIBs will be

categorized into different higher loss absorbency (HLA) buckets and will be required to increase their minimum common equity tier 1 (CET1) capital by 1.5 percent to 2.5 percent of total risk-weighted assets.

Exec eyes growth for HSBC financial service

MANILA -- Continuous growth of the Philippine economy made a ranking HSBC official forecast a robust expansion for the bank’s personalized financial service called Premier.

In a briefing Thursday, HSBC head of Retail Banking and Wealth Management Peter Faulhaber said Premier was launched in the country in March 2000 but it was re-launched last July.

“Since we re-launched in July, we’ve seen a significant increase in the number of new Premier customers we’ve acquired over the last three months than what we have over the previous six months,” he said.

The financial service caters to people, who can put a minimum placement called total relationship balance (TRB) of PHP3 million, those who have a home loan amounting to at least PHP6 million, or those who have monthly salary of PHP300,000, which will be deposited as part of their

TRB on a monthly basis.

Among the perks of being an HSBC Premier client include recognition of the said status in all countries with HSBC instantaneously, fee-free international online fund transfers between HSBC accounts, international account opening before the client arrives in his destination, access to HSBC Premier International Centers, and access to emergency cash from HSBC Premier Centers in about 65 countries and territories.

Faulhaber said this service will be beneficial to, among others, parents who send their kids to study overseas.

PH low-cost carriers to launch new destinations

MANILA -- Cebu Pacific (CEB) and AirAsia Philippines, two of the country’s budget carriers, are set to launch new domestic routes in the remaining months of 2019 including international destinations soon.

CEB spokesperson Charo Lagamon said all is set for their Cebu-Busuanga services on October 27 and Clark-Puerto Princesa route on November 17.

“It has always been the mission of CEB to enable Filipinos to fly and connect more of the Philippines.

It’s opportune to connect Palawan with the rest of Luzon and the Visayas,” Lagamon told the Philippine News Agency (PNA) on Thursday.

She said there is a strong interest for leisure travel and MICE (meetings, incentives, conferences and exhibitions) in Palawan, which is known as “the last frontier”.

AirAsia Philippines will also launch a twice-daily flight between Manila and Bacolod this month.

Proper nutrition is a vital part of a child’s health, especially during the growing years. With the different influences our high school learners are facing today, from peer pressure to media and technological impact, today’s generation may have difficulty to attain a robust health on their own. Safe to say, if they do in any way according to their terms, there may be a gap of inconsistency, which leads to two things – malnutrition and obesity.

High school time is a proper avenue where students need to acquire, hone and adapt skills and abilities to fully discover their potentials and sooner or later their passion in life. Having a balanced diet reinforces the areas of development --- be it in physical, intellectual, social, emotional and mental facets. The lack of nutrition our learners are experiencing put students at risk thus, missing some important opportunities coming their way.

The family, being the

basic unit of society in the community, plays a crucial role in providing and guiding our learners in order to attain good nutrition.

Proper nutrition can be addressed and reinforced if there are adequate and nutritious foods given to the family members.

Notwithstanding the creating awareness on the importance of breakfast and lunch to support the daily activities of our learners bring better cognitive development in school. By avoiding micronutrients deficiencies, the capacity to learn is magnified and strengthened.

For the learning institutions, educator’s main function is to create and spread awareness amongst its learners. Attaining a school with healthy learners is a collaborative and concerted effort. It may be a long and challenging process that needs attention for the transition or change to kick in, but as Nathaniel Branden said, “The first step towards change is awareness, the second is acceptance”.

EXCESSIVE USE: GADGET NOT A FRIEND?

Isn’t technology an integral part of our daily life? Nowadays, people around the world relay on gadgets for things like communications and employment. Every day we see people talking on their cell phones, tapping away on laptop or listening music to their IPod. There are a lot of gadgets which have been introduced in the 21st century which cause a lot of problems.

Yes, technolog y is impressive, it is a breakthrough that must be praised and thank for but there are certain drawbacks in areas like health and education that should be addressed as well. There is a saying “too much of everything is bad” indeed it is. We all know that gadgets are most convenient way of communicating our loved ones but it brings danger to health to those abusively use it.

Lack of sleep, poor eyesight, hearing problems, inability to study are some common youth health issues encountered

in using gadgets. These ma not be serious as cancer but it could possibly lead to one.

Children at young age spend several hours staring into tablets and mobile phones. Radiations coming from the electric device with constant exposure can lead even greater danger such as brain tumor or worse cancer. But the truth is, such could not happen at all if the cause will be avoided.

Students are more willing to tinker ones phone or tablets than doing their homework. Even at school while having lesson, some are tempted to use their phones. These could hamper students the ability to study and learn.

The best thing to do is self-discipline and control of using any gadgets to solve these growing problems among youth.

The use of gadgets can be limited to just an hour a day, being aware of these things can help diminish or reverse the negative effects of gadgets we use.

Effects of climate change on island nations

CLIMATE change is producing drastic changes to Earth processes and changing Earth’s environmental status quo. Especially pertinent to human development is the threat of climate change on island nations. As sea levels continue to rise, island peoples and cultures are being threatened. Efforts to combat these environmental changes are ongoing and multinational. Particularly notable is the adoption of the Paris agreement at the UN Climate Summit in Paris in 2015 which by no means an unqualified

success is certainly a step in the right direction in regards to fighting the effects of the climate by aiming to slow the pace of global warming.

One of the dominant manifestations of climate change is sea level rise. NOAA estimates that since 1992, new methods of satellite altimetry indicate a rate if rise of 0.12 inches per year. In addition, NASA calculates that average sea level rise is 3.41 mm per year and that sea level rise is directly caused by the expansion of water as it warms and the melting of polar ice caps.

Both of these changes are dependent on global warming and thus climate change.

Advantage of the K-12 Curriculum for Filipino Students

THE K-12 curriculum is more than just adding years to the schooling of children in the country.

For instance, the longer educational cycle in the K-12 curriculum creates a situation where Filipino students are guaranteed higher quality of education. Prior to this, we only have four years in high school. With the introduction of the K-12, we now have two additional years. That means we decongest some subjects and inject more content in their syllabuses as a result, particularly in the areas of math, languages and science which are used globally. This is especially relevant in our times because it cannot be denied

that we are competing our manpower with other nations. We need our students to be prepared for jobs which are needed all over the world and therefore coveted by all other nationalities elsewhere.

The new curriculum is aimed to fix the congestion of math, languages and science at the high school level. That is why it is an advantage to Filipino students the implementation of the K-12 curriculum in our basic education system.

Much of the credit goes to DepEd. The big change is the spiraling of content.

If you scrutinize the new curriculum more closely, you’d see that students from Grade 1 to Grade 10 will learn all areas of mathematics even during the Kindergarten years.

Encouraging high schoolers to read

YES we do teach both Filipino and English literature in schools. But no, beyond tasking them homework assignments and compelling them to memorize facts so they could answer the quizzes for the next day, our high school students don’t read. If there are things that your teenager reads, horribly it may likely be the Fifty Shades of Grey trilogy. Sexualizing our culture is the concern of businessmen. The role now of educators is how

Thus, we as teachers must impart to our students that reading is fun.

It must not be boring. Parents also play an important role in this. Constantly remind your kids that Facebook is only limited for updating fellow classmates about the possible lessons for the next day.

Remember that these are still high schoolers. They need parental guidance.

They’re not like college students who are already adults and are responsible enough to concentrate studying when exam week comes.
