CAGAYAN de Oro City-San Simon barangay officials last Tuesday reported a massive Tilapi fishkill along Iponan river.

During the regular meeting of the City Council committee on the environment, San Simon Barangay Chair Rodolfo Nacario claimed that they have observed tilapia fishkill in the river bank for the past few months.

In 2015, the city government embarked on a massive tilapia growing in Iponan river, releasing a total of 92,000 fingerlings. Those tilapia have been fished and spawned since then. It was only last Tuesday that Nacario broke the report on the alleged fishkill.

Nacario said that the Bureau of Fisheries and Aquatic Resources (BFAR) have yet to check on the situation.

ILIGAN City--The New People’s Army burned several heavy equipment and confiscated 21 high powered firearms from a multinational farming corporation in central Mindanao last Sunday.

Capt. Patrick Martinez, spokesperson of the Army’s 4th Infantry Division, said around 70 rebels attacked the compound of Davao Ventures Corporation (DAVCO), a multinational company, in Barangay Merangeran, Quezon, Bukidnon last Oct. 8 around 4:15 p.m.

Martinez said the rebels burned two boom sprayer trucks, three dump trucks, a generating set and several firearms inside the compound.

Responding Army and police units arrested a suspected rebel identified as a certain Angelica Regasajo, an alleged NPA medic, during the follow-up operations.

A wounded-in-action soldier, who fought the war in Marawi City, was assisted by soldiers as he boarded the helicopter at the Phil. Army's 4th Infantry Division headquarters, Camp Edilberto Evangelista, Barangay Patag, Cagayan de Oro, on yesterday.

The NPA North Central Mindanao unit took responsibility of the attack at the Brazilian-owned corporation that is producing pineapples for export.

In a statement emailed to reporters, NPA spokesman Ka Malem Mabini said their forces seized a total of 22 firearms that include 12 M16 rifles, an M14 rifle, a sniper rifle, four shotguns, three caliber .45 pistols,

a 9mm pistol, ammunition and communications equipment.

Mabini said aside from the heavy equipment, they also burned a warehouse full of toxic chemicals that were potentially harmful to residents.

He said the attack at the compound took only 40 minutes and all the NPA attackers were able to safely withdraw and elude Army

pursuers.

He said they targeted the firm to remind them not to aggressively expand their operations in Quezon town, a farming community that mainly produced staple food like rice and corn.

“The revolutionary forces also aimed for environmental protection since [DAVCO] operates near a populated area. Land inundation and health hazards

due to poisonous chemicals used by the said company are always imminent,” Mabini said.

KIDAPAWAN City--Mayor Joseph Evangelista has ordered the management of BRIA Homes to comply with basic requirements before their agents can do preselling of low-cost housing units.

The company, according to the mayor, has failed to submit pertinent documents, including locational clearance, development permit, and the license to sell.

The 15-day period given to BRIA Homes lapsed on Oct. 9, sources from the city government said.

Citing as basis statements

coming from residents that had already paid reservation fees, Evangelista said BRIA Homes will construct low-cost housing units at Barangay Sudapin here, which covers 19 hectares.

Reservation fee costs P3,000, the mayor added.

Divina Fuentes, city planning and development officer, said she already made initial talks with BRIA Homes’ management. The manager assured her they will cease from doing pre-selling of units while they are still in the process of complying with the requirements.

“But we were surprised that the pre-selling still continues despite our talks,” she said.

Fuentes was told more than 100 would-be buyers from Kidapawan City and from nearby towns in North Cotabato had paid reservation fees to several agents of BRIA but failed to issue official receipts.

Jores Llanto, one of their clients and a resident of Poblacion, confirmed he has not received any official receipt as proof of his payment for reservation fee. “We were informed that the ORs

would be released during the grand opening of BRIA Homes in Kidapawan City this November,” he said.

Evangelista said he has yet to know about BRIA Homes.

“If it’s true this company is connected with one of the country’s largest or biggest real estate developers, then all the more, they should comply with what is being required of them by the government.

Now, why would they make business here if they have no license to sell yet?” the mayor asked.

Based on their website, BRIA Homes was established

in 2009 as one of the key players in the real estate industry in the Philippines.

It says the company “primes itself on the development of economic housing that caters to Filipino families who aspire to acquire their own homes”.

To date, the web added, BRIA has a total of 28 developments across some of the country’s most progressive towns and cities, including Kidapawan City.

Its main office is located at LG Starmall EDSA-Shaw, EDSA corner Shaw Boulevard in Mandaluyong.

COTABATO City--Members of the city council have institutionalized the implementation of curfew hours for minors here even after President Rodrigo Roa Duterte would order the lifting of the existing martial law in Mindanao.

During a regular session on Tuesday, council members passed on third and final reading the “Dis-

cipline Hour Ordinance” that primarily focuses on the enactment of a 10 p.m. to 4 a.m. curfew for those aged 18 years old and below.

“This is due to the upright effect of the prevailing martial law in Mindanao,” Vice Mayor Graham Nasser Dumama, concurrent city council presiding officer, said.

He stressed though that

the new ordinance has yet to be signed by City Mayor Frances Cynthia Guiani– Sayadi.

“The important thing is that the edict has been approved in principle on our level,” the vice mayor said.

Currently, the city is imposing a 10:30 p.m. to 3:30 a.m. curfew hour for all residents.

Dumama noted that

since the martial law implementation last May 23 due to the attack in Marawi City, Lanao del Sur, by militant groups that have pledged allegiance to ISIS, crime rate in Cotabato City has dropped by over 50 percent, the biggest decline in recent years.

Apart from isolated cases, residents here are enjoying a relative peaceful

and orderly situation in the locality’s 37 villages.

“The martial law declaration has brought good not only to this city but also to the whole of Mindanao,” Dumama said.

Major transport groups won't join strike next week

MAJOR transport groups assured the public of their non-participation in the transport strike that would be staged by the Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (PISTON) on October 16 and 17 in protest to the public utility vehicle (PUV) modernization program.

T h e Fe d e r at i o n o f Jeepney Operators and Drivers Association of the Philippines (FEJODAP), Alliance of Concerned Transport Organizations (ACTO), Liga ng Transportasyon at Operators sa Pilipinas (LTOP), Alliance of Transport Operators and Drivers Association of the Philippines (ALTODAP) and Pangkalahatang Sanggunian Manila and Suburbs Drivers Association (PASANG MASDA) denied PISTON’s claims that they support the jeepney strike and would paralyze public transportation nationwide.

The transport groups said the PUV modernization program seeks to overhaul the public transportation system to meet safety, energy efficiency, and emission standards in order to enhance commuter convenience.

“We will not be joining the transport strike. The Department of Transportation (DOTr) has assured to us that there will be no phaseout of jeepneys. The PUV Modernization only wants to ensure the security of passengers and to have an environmentally sustainable mode of transportation,” ACTO President Efren de Luna said in a press conference held Wednesday in Quezon City.

The transport groups appealed to PISTON to support the PUV Modernization Program and come up with alternative policies that would address their concerns.

“We are asking the jeepney groups to support the government in modernizing the public transportation system in the country,” according to LTOP President Orlando Marquez.

Slain Maute leaders likely among 22 recovered cadavers, says AFP THE Armed Forces of the Philippines (AFP) said it is possible that some of the ranking leaders and commanders of the Maute Group and their terrorist allies are among the 22 cadavers recovered in the main battle area in Marawi City last Tuesday.

This is possible as the bodies were recovered in two buildings where military units have encountered tough resistance in the past few weeks, AFP spokesperson, Maj. Gen. Restituto Padilla said late Wednesday.

"Interesado rin kaming malaman kung may malaking tao dito sa mga namatay na ito kaya't nakiusap tayo sa PNP (Philippine National Police) na madaliin ang pagidentify sa mga namatay na ito dahil maaaring may isa o dalawa dyan sa mga kinikilala nating naging lider ng grupong ito na bahagi ng cadavers (We are interested to know if someone big is among the dead, so we requested the PNP to speed up the identification process because there can be one or two (Maute) leaders among these cadavers)," he added.

Also recovered near the bodies were eight high-

powered firearms -- two rocket-propelled grenade launchers, four M-16 automatic rifles, an M-4 assault rifle, an M-14 automatic rifles -- and dozens of improvised explosive devices.

Padilla added that the forensic examinations to be conducted by the police will determine whether foreigners are among the cadavers recently recovered.

As of this posting, the remaining Maute Group terrorists are estimated at 38 to 40, and those killed at 802.

Fighting in Marawi City erupted following an attempt to arrest Abu Sayyaf leader Isnilon Hapilon and his cohorts last May 23.

Military and police personnel killed in the ongoing campaign are now placed at 160, and rescued hostages at 1,750, while another 42 are held captive by the group.

Stay at home. Today is Friday the 13th. The year 2017 has two Friday the 13th - first was January 13, 2017 and now the second October 13th. The Filipinos have started to link Friday the 13th to various events on Friday the 13th without basis at all.

However, the belief in superstition has become part of the Filipino culture and tradition. A superstitious belief handed down from generation to generation.

While these superstitions are only a pigment of the imagination, most people relate these beliefs to events that often, if not rarely take place. For instance, a freak accident (natural or manmade) is often linked to the day that it has taken place.

Here are some of the superstitions that, despite the advent of modern communication technology, continue to persist in the Philippines, particularly in inaccessible rural areas.

A black cat cutting across your way is a sign of bad luck that the person might meet an accident. If a bat flies in your house, it would mean that an occupant would die. And, if one hears the sound of an owl at midnight, someone’s going to die.

It must be noted, too, that the superstitions linked to Friday the 13th is not part in the list of horrors associated to the Filipino superstition.

What is associated with the Filipino’s superstition is the number 13. The fear of the number 13 is not, however, 100 percent Filipino. Many believe that the fear and

the belief of bad luck associated with the number 13 is the more Chinese in origin than Filipino. The Chinese culture and tradition is interlaced with the numbers in the zodiac sign.

Somehow, the fear of the number 13 has greatly influenced the Filipinos at the time when Spain dominated the country 300 years ago. Basically, it was the Spanish friars who brought the fear of the number 13 in the Filipino culture. And, the words of the Friars, the most influential sector of the predominantly Christian converted country three centuries ago, were incontestable.

Thus, the Friars have spread the bad luck and omen on the number 13, based on the 13 disciples of Jesus Christ. That Judas Escariote, the disciple

who turned traitor against Christ, was the 13th person to be accepted to circle of disciples. Judas also sold his integrity for 13 pieces of silver in exchange with the arrest of Christ in the Garden of Gethsemane.

However, there is one dreadful historical event that actually turned Friday the 13th into a horrible and a fearsome date of the year.

The event took place on Friday, October 13, 1307 when King Philip IV ordered the arrest of Templar Grand Master Jacques de Molay.

Garbage, garbage, garbage

I AM happy that finally Councilor Edna M. Dahino sounded the alarm bells over the garbage problems in the city of Cagayan de Oro. The visibly dismayed Dahino said: “Reports of loose garbages are clearly visible to a passerby on the street still abounding.” That it is still happening even with increased funding and the city’s stringent efforts to clean the city.

“Complaints of waste garbage collection from our residents and the failure of IPM in keeping our city’s over-all cleanliness at that time made it all the more the most-talked about concern from our citizens

and a serious issue for the City Council as well,” she told her colleagues during the recent regular session of the City Council.

According to the Power, a daily newsletter of the City Council, the councilor recognized the efforts of the City Local Environment and Natural Resources Office (CLENRO), in maintaining a clean, safe and efficient system for the collection, removal and disposal of waste from residential and commercial areas throughout the city as well as the City Council for allocating a much bigger fund for our garbage collection and disposal.

“But despite all this, there is a notable growth of garbage pile at 560 tons a day based on the data from CLENRO, which led our residents to wonder if taxpayer’s money is indeed being put to good use,” she opined.

With the present scenario, the councilor called for drastic actions and measures to reduce wastes and to reevaluate the effectiveness of the city’s garbage collector.

Just like Dahino, I am also confused why garbage disposal in the city remains a “problem” until now.

I suggest that Dahino or, the city government officials will conduct a sur-

prise visit to every barangay to see for themselves why garbage disposal remains a problem. I observed that there are some barangays merely created its Material Recovery Facility (MRF) for the sake of complying.

MRF is useless if no one will religiously collect the garbage from every household. Not even a garbage receptacle is provided.

Some residents are even in a dilemma where to throw their biodegradable waste.

THINK a minute.

You’ve probably heard the expression “A leopard can’t change its spots.” This, of course, is true of leopards.

But is it true of people?

Can people change? Are we humans just creatures of habit? Do we not have any control over our actions and habits?

One guy said, “Bad habits are like a comfortable bed: they’re easy to get into, but hard to get out of.” Someone else said: “The chains of habits are too small to feel until they’re too strong to break.” So ‘breaking the mold’ of our bad habits takes effort, yet one of the greatest freedoms in life is the freedom from bad habits.

Habits are like the roads we take through life everyday. The problem is that

not every road takes us where we need to go. Actually, our routes through life often become our ruts in life. We end up stuck in them and find it hard to dig ourselves out. That’s why we must change our bad habits as soon as possible before they become our ‘second nature’. You see, our habits become our character and our character becomes our life. As one wise person said: “First we make our habits, then our habits make us.”

But we humans don’t like to change, do we? So we come up with excuses, like: “I can’t be different; that’s just the way I am.”

Or we say: “I was born this way.” And the good ol’ saying: “You can’t teach an old dog new tricks.” But that’s just it: we’re not dogs or

animals. In fact, we’re the only creatures who have the freedom and power to change and choose the kind of person we become.

So what habits do you need to start changing today? You know, there’s one bad habit you need to change first, that will help you change all your other habits. NGCP to complete Mindanao grid reinforcement ahead of 2019 target Grid operator NGCP is expecting to complete its reinforcement of the Mindanao transmission backbone within the first quarter of 2019, months ahead of its target June 2019 completion.

The Mindanao 230 kiloVolt (kV) Transmission Backbone Project will address the anticipated addition of bulk power generation in the area by strengthening the existing capacity of the Matanao-Toril-Bunawan and the Balo-i-MaramagBunawan transmission lines from 138 kV to 230 kV. Various key substations will also be upgraded in order to accommodate the line and the additional power expected to flow through.

The transmission backbone, once in place, will accommodate renewable and conventional power plants in the northern and southern part of Mindanao, which will in turn ensure stable and continuous power from Lanao del Norte, passing though Agusan del Sur, all the way to Davao del Sur. “With the completion of the project, large generating plants such as GNPower and SMC will be able to connect to the grid, mitigating the once known vulnerabilities of hydropower and maximizing the generating capability of incoming plants.

This means that we can maintain the quality and reliability of power which Mindanaoans will be able to enjoy. We are excited for

the projects lined up for Mindanao as this will create a solid energy corridor in the island,” NGCP stated.

The project also serves as an integral part of the Visayas-Mindanao Interconnection Project (VMIP) which will complete the link between the country’s power grids, allowing power between the major islands to be shared, and ensuring the reliability and stability of the grid. Upon completion of all major NGCP projects for Mindanao, any excess generation will be able to travel to the Visayas region and vice versa, effectively supporting the power requirements of all three islands. “The Mindanao Backbone project is key to the VMIP because it provides the transmission highway to accommodate the capacity which the interconnection needs for it to be fully utilized by both Visayas and Mindanao,” said NGCP. NGCP emphasized the support of the local government units (LGU) in fasttracking the implementation of its grid enhancement and expansion projects. For the Mindanao backbone project, the LGU of Davao del Sur played a big part in the expedited project completion by assisting in the acquisition of Right-ofWay (ROW), which is often the longest and most tedious NGCP’s Bunawan Substation in Davao, along with NGCP’s component of the project. Community-oriented programs mark Carmen Copper foundation celebration Communityoriented activities marked the month-long celebration of Carmen Copper Corporation’s 13th Anniversary last September.

The Tabo sa Mina is an enterprise development project under the Social Development and Management Program that encourages employees to patronize the produce of local farmers to bring more income to their homes.

Public Advisory on CEB Bookings via Online Travel Agents (OTA) Cebu Pacific Air warns the public to take extra precautions and verify flight details and other ancillary services directly with the airline if bookings were made through Online Travel Agents (OTAs) such as Skiddoo and Traveloka.

Since these OTAs have neither authority from, nor permission to transact in behalf of Cebu Pacific, any flight bookings or reservations made by or through them might not be reflected in Cebu Pacific’s booking reservation system.

Moreover, requests for ancillary services such as meals, seat selection and baggage allowance might not also be reflected in the Cebu Pacific booking system since these OTAs are not synced to that of the airline.

In addition, since these unauthorized OTAs are not linked to the Cebu Pacific booking system, the airline does not have the contact details—which are important for the airline to relay information in case there are flight changes.

We urge the travelling public to doublecheck bookings made with OTAs to avoid any inconvenience. Whenever possible, we encourage travellers to book flights only via the official Cebu Pacific website, cebupacificair. com; through the CEB Mobile App; or through the reservation hotlines (+632)702-0888 or (+6332)230-8888. Free Higher Education for All

As chairman designate of the Mathematics Department of Opol National Secondary Technical School, I crack to venture on discussing the importance of higher education to us as a country and as an individual. We are supposed to agree that educational attainment as citizen of the country is as important as life itself. It is often the priority and common goal of a family unit to send family members to higher education and to successfully attain a college degree.

In this article, I would like to talk on the “free tuition in college” agenda of the government. The program is timely; thus, most of our countrymen suffered the difficulty to finance college education for their siblings. Higher education for the majority is most likely favorable for the rich, hence, for the time being, scholarship grants in universities and colleges would still require monetary funds for the high as the sky miscellaneous fees.

“Senate Bill 1304 or the Free Higher Education for All Act” is now the government’s platform to open an easy access to higher education. It is outlined to reach out those deserving, yet financially challenged citizens.

According to statistics

only 8% of those who are interested to go to college belong to the poorest among the poor Filipinos; a contrary to the main target of “Senate Bill 1304”, which is for the majority who belongs down under the poverty line.

This has to change. The government should implement effective propagandas to persuade those less fortunate individuals to pursue college education and grab the given opportunity. The cliché that “poverty is hindrance to education” should kick the bucket the soonest possible. It should be instilled to all that paucity is not an impediment for college pursuits.

Being a member of the DepEd family; as teacher of those junior high school students who belong to the poorest of citizens, I would advocate and lead them to continue and finish higher education.

I would integrate in my values formation syllabus the essence of a college degree. I will boost their awareness on the “free tuition in college” program of the government.

As my challenge, I am encouraging my fellow DepEd colleagues to adhere on this call. Let us be the best ad for the government to inveigle our people to pursue a college degree.

DAVAO CITY-- Mayor Sara Duterte-Carpio has been tested negative for illegal drugs use based on results released by the City Hall this week.

Leading by example, Duterte-Carpio underwent a mandatory random drug test on Tuesday. City Hall department heads and drivers also underwent the same test.

The city mayor said the simple act of submitting oneself to a drug test plays a big role in the society, especially with the government’s campaign against illegal drugs.

“We have to lead by example in our society with regard to healthy living, being clean, and not engaging to illegal drugs,” she said in an interview.

Davao water district assures Samal LGU signs MOA for CAFGU activation long-term supply of water Island Garden City of DAVAO CITY -- The Davao City Water District (DCWD) is confident it could deliver a long-term provision of potable water for residents of the second district, which has been lacking drinkable water for a long time.

This developed after the City Council on Tuesday finally granted the request of Apo Agua Infrastructura, Inc (AAII) for additional allowable use for 85,258 square meter of land for the bulk water project, a partnership of Aboitiz Equity Ventures, Inc. (AEV) and J.V. Angeles Construction Corp.

DCWD spokesperson Bernard Delima on Wednesday said the project has two parts: the PHP10-billion hydroelectric-powered water treatment facility, which will be undertaken by Apo Agua; and the PHP2-billion reservoir and the laying of pipes project of the DCWD. Delima said DCWD is already 60 percent complete for the second part. “We are cmyk

The bulk water project could solve the water problem in the second district for the next 30 years. He said the Tamugan source could draw 109 million cubic meters of water a year.

“Apo Agua is hopeful that all the remaining permits will be acquired by January 2018 so that we can start the physical construction right away,” Almario told reporters at Royal Mandaya Hotel on Wednesday.

Almario said the timeline for completing the permitting process is between January and February. “Hopefully it will be faster before the physical construction,” he added.

The project, Almario said would create 900 jobs for Dabawenyos giving priority to the people living in the host communities.
