7 int’l agencies pledge P408B for Mindanao

DAVAO CITY--Seven international agencies have pledged P408 billion for different development projects in Mindanao focusing on economic, infrastructure, social, governance, and environment, according to the Mindanao Development Authority (MinDA). MinDA public relations head Adrian Tamayo said on Wednesday that representatives of the donor agencies met with MinDA Secretary Emmanuel Piñol in a meeting last October 8 where the international agencies committed to support development initiatives for Mindanao. The agency, established by Republic Act 9996, is tasked to “facilitate and

integrate Mindanao-wide, inter-regional and regionspecific programs including Official Development Assistance (ODA) projects to accelerate the socio-economic development in Mindanao.” The agencies are Asian Development Bank (ADB), United Nations Development Programme (UNDP), World Food Programme (WFP), European Union

Aggie dept apprises R-10 LGUs on Corn Pest, Disease Surveillance Project CAGAYAN DE ORO CITY – Agriextensionists from selected local government units in Region 10 convened for an orientation on the implementation of the Surveillance, Monitoring and Management of Corn Arthropod Pest and Diseases in Northern Mindanao Project. Due for implementation for 2019-2021, the Project primarily aims to establish a regional profile and database for corn pests and diseases, and develop protocol and policies in the management of corn pests and diseases, at the same time.

Project sites include the following: Bukidnon – Manolo Fortich, Don Carlos and Pangantucan; Misamis Oriental – Balingasag, Cagayan de Oro City and Laguindingan; and Misamis Occidental – Clarin, Ozamiz City and Tangub City. Jointly funded by the Bureau of Agricultural Research, DA-RFO 10 and the Bureau of Plant Industry, the Project is overall seen to provide corn farmers and other relevant stakeholders timely pests and diseases advisories, should they arise for effective management.

Bambi should offer good results, not recycled excuses CHARLOTTE, North Carolina—Looking beyond the verbal tit-for-tat between Cagayan de Oro City Mayor Oscar Moreno and Misamis Oriental Gov. Yevgeny ‘Bambi’ Emano—erstwhile political allies turned enemies—one should include in the public conversation President Rodrigo Duterte’s order to local governments to clear their roads and streets of illegal structures and obstructions which the Capitol under the younger Emano’s watch (mismanagement?) had failed to do thus far. To be fair, the challenge to clear the Capitol grounds of illegal structures and obstructions was issued by Cagayan de Oro City Hall’s composite team tasked to clear the city’s roads and streets which they had so far done a good job of based on the deluge of photos

posted in City Hall’s Facebook pages. Instead of responding by clearing their grounds of these illegal structures which are occupied by families earning a living off applicants at regional offices like the National Bureau of Investigation (NBI-10)— i.e offering photocopying services, selling food and so on—the Capitol responded by defending their claim on the properties the provincial government occupies, saying that City Halll in effect has no business telling them what to do in their own grounds. But the issue here is not the Capitol’s claim on the properties they occupy— again let’s not delve into that whole tourism office deal—but on their failure, I repeat THEIR UTTER AND UNDENIABLE FAILURE to implement and

enforce President Rodrigo Duterte’s order to clear their streets and roads of illegal structures and obstructions immediately or else face sanctions. In simpler times when the Emanos and their allies were seemingly untouchable and ruled everything within Misamis Oriental, an order by President Rodrigo Duterte or any president for that matter to clear their roads and streets or illegal shelters and obstructions would have been treated with contempt or excuses by the ruling Emanos. In fact the late mayor and governor Vicente ‘Dongkoy’ Emano would often argue for political brownie points for the continued presence of illegal structures and obstructions in all areas of Cagayan de Oro, claiming that they are occupied by the ‘kabus’ or poor who only

want to earn a living just like anyone else. Never mind if these ‘kabus’ were the first to fall under the wrath of tropical storm ‘Sendong’ by occupying areas near rivers like those near City Hall in express violation of the law which prohibits any occupation by either settlers or businesses within the easement zone since these are by definition, ‘beyond the commerce of man.’ So long as Emano and his political allies continue to earn political brownie points for their statements declaring public support to the poor to the detriment of taxpayers who pay their salaries and yet they continue to ignore, they will continue to use the poor and allow them See OFFER, page 11

When reporters asked him about his 2,000 failures he replied:”I never failed once.

But he kept trying and was finally accepted; and after graduating he marched into the history books as one of the greatest army generals ever.

Indigenous leadership: A gift and task from God ON Sunday, 13 October 2019, the Roman Catholic Church in the Philippines celebrates the Indigenous People’s Sunday. It might be useful to provide a background how this has evolved. Before Islam arrived in Mindanao and the rest of the Philippines in the 13th century and Christianity in the 15th century, all the people across the country were indigenous or now we call Lumad. When Islamic traders and missionaries arrived in Mindanao, those they encountered like the Maguindanao, Maranaw, Tausug and others

embraced Islam, which is why there are Muslims today in Mindanao. But many others like the Subanen, Teduray, Manobo, Mandaya and others held on to their indigenous belief system. When the Spanish colonizers and friars colonized the Philippines, most of those in the Visayas and Luzon who were indigenous—like the Tagalogs, Ilocanos, Bicolanos, Cebuanos, Bol-anons, Warays and others—embraced Catholicism. Thus we can say that the first converts to Christianity were the Lumads. However, the Moro peo-

ple in Mindanao remained Muslims and the Lumad remained Lumad. Christian communities became the majority by the time the Americans took over as our new colonizers. This became true in Mindanao with the mass migrations of Christian settlers to Mindanao. Eventually after the Second World War, the majority of Mindanawons were Christians settlers and their descendants. Today the Lumad are just a minority in the country and in Mindanao. According to the 2010 statistics of the Census and Statistics

Office, only close to 15% of Mindanawons are Lumad. Thus, of a total of close to 22 million Mindanawons, roughly 3,160,000 people are Lumad. Of all the total indigenous population in the entire country 60% are living in Mindanao. The first Church presence among the Lumad in Mindanao go back to the late 1500s when the Jesuits arrived in the Caraga Region and built the first church in what is now Butuan City. SSS: Pensioners may now loan up to 200K under PLP THE state-run Social Security System (SSS) on Friday said more than 1.5 million retiree-pensioners as of August 2019 may now loan up to P200,000 under the enhanced Pension Loan Program (PLP). SSS President and Chief Executive Officer Aurora C. Ignacio said the enhanced guidelines on PLP which is pursuant to Social Security Commission (SSC) Resolution No. 429-s.2019 aimed to provide adequate financial assistance to qualified retiree pensioners. “As we celebrate the Elderly Filipino Week, we would like to inform our pensioners the good news about PLP. They can now borrow up to 12 times their basic monthly pension plus

the additional P1,000 benefit. SSS branches are now accepting PLP applications from qualified retiree-pensioners,” Ignacio said. “We want our pensioners to know that we value them as one of our key stakeholders in recognition of their support to SSS during their prime, wherein their monthly contributions were the lifeline of the pension fund then,” she added. Under SSS Office Order 2019-004-b, the PLP now grants a higher loanable amount or up to 12 times the basic monthly pension plus the P1,000 additional benefit of the retiree pensioner, longer payment terms and wider range for the age qualification. Qualified under the

new guidelines are retiree pensioners who are 85 years old and below at the end of the loan repayment term if they have no outstanding loan balance, or benefit overpayment payable to SSS from his monthly pension. He must also have no existing advance pension under the SSS calamity package and must be receiving his regular monthly pension for at least one month and has an “active” pension status. COTABATO CITY -- The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), in coordination with the Presidential Communications Operations Office (PCOO), led here Thursday the opening of the Oct. 10-11 “Media Communications Workshop for BARMM” for some 100 information officers across the region. The two-day activity held at the Alnor Hotel Convention Center intends to hone the capability of regional communicators in delivering accurate information to the public in line with the affairs of the region. PCOO Undersecretary George Apacible said their group’s role in the activity is to make the regional communicators, as a medium to their respective communities, understand better the government policies and programs. “President Rodrigo Duterte earlier said that he would prioritize all communities across the country against prejudice and discrimination, and the threat of extremism regardless of ethnicity, religion and beliefs,” Apacible said, stressing that a balanced and truthful communication strategy is the key to the enhanced cognizance of the public. NEDA urges redoubling efforts to boost export products

DTI, DA, HOG RAISERS, AND MEAT PROCESSORS UNITE TO STRENGTHEN INDUSTRY AGAINST ASF. Trade Secretary Ramon Lopez and Agriculture Secretary William Dar are working together with local hog raisers and meat processors to strengthen the local pork industry amidst the African Swine Flu (ASF). In a meeting on 9 October, Secretaries Lopez and Dar reiterated that meat products with National Meat Inspection Service (NMIS) certificates are free from ASF and are safe for human consumption. ASF is also not communicable to humans. Hog raising groups National Federation of Hog Farmers Inc. (NFHFI) and Samahang Industriya sa Agrikultura (SINAG) assured that their members will only distribute ASF-free pork products. Meanwhile, PAMPI said that they only use NMIScertified pork in their processed meat products, like hotdogs and canned meat. These finished products of major brands are also further certified by the Food and Drug Administration (FDA). PAMPI also committed to support the local industry by sourcing more of their raw materials from local hog raisers. MANILA -- The government should redouble efforts to support export products where the country has comparative advantage so the trade sector recovers and picks up more steam, the National Economic and Development Authority (NEDA) said. The Philippine Statistics Authority (PSA) reported that the country’s total trade declined by 7 percent in August 2019 due to weaker exports and continued decline in imports. “We must continue to initiate programs that provide comprehensive packages of support for products with comparative advantages, including related industries, to facilitate expansion in the international market,” Socioeconomic Planning Secretary Ernesto Pernia said in a statement. Trade exports registered

a paltry 0.6 percent growth for August 2019, backed by the modest performance of agro-based products, forest and electronic products. Meanwhile, imports contracted by 11.8 percent as major commodity groups posted declines in imports of raw materials, intermediate goods, and capital goods. While serving to narrow the gap in trade deficit, the persistent decline in imports may be an area of concern as production in sectors requiring import components have also decreased. “As subdued investments in emerging markets, coupled with the persisting trade tensions, continue to hamper global expansion, implementation of timely reforms will vastly improve the country’s resilience to external shocks,” the Cabinet official said. When the Christian migrant settlers population increased in Mindanao, the priests concentrated their evangelization work and missions among Christian settlers.. Very few penetrated the uplands to evangelize the Lumad. It was left to Protestant missionaries who came during the American regime, that a growing number of Lumad communities converted to Protestantism. It was only in the late 1960s when a few foreign missionaries reached out to the Manobo, Tboli, Mandaya and Subanen so a few of the Lumad communities embraced Catholicism. Immersed among them, they saw how neglected the Lumads were by the government and the extent of poverty, malnutrition, disease and how their rights were being violated. In time, they saw how the encroachment of land-hungry peasants, politicians and corporations worsened the Lumad’s situation. Eventually they started to have assemblies to discuss what can be done to respond to their problems. The Mindanao-Sulu Pastoral Conference eventually discussed these issues which led to the setting up of pastoral programs for what they then referred to as Tribal Filipinos. Then the Catholic Bishops Conference of the Philippines decided to set up the Episcopal Commission on Tribal Filipinos. In order to bring attention to the plight of Tribal Filipinos, the CBCP decided to give birth to a celebration of Tribal Filipinos every second Sunday of October. Later on the name was changed from Tribal Filipinos to Indigenous Peoples which was what was used by the United Nations to refer to the Lumad. Thus this became known as IP Sunday and which is celebrated every Second Sunday of October. This year, it will be on Sunday, October 13 (N.B. for Saturday Mass—IP Sunday will be on Sunday). The theme of the celebration this year is INDIGENOUS LEADERSHIP, A GIFT AND TASK FROM GOD. If we are familiar with the realities of the Lumad today, we know that they face serious problems. There are still many lowlanders, politicians and corporations who are using all kinds of means to grab the small areas of land

that has remained as their ancestral domain. This has led to their dislocations as they are forced to vacate their ancestral territories to give way to plantations and mining operations. When they resist to fight for their land rights, they are harassed and threatened. The ones most affected are their tribal leaders, their chieftains or datus if they manifest a courage to protect the rights of their people. Thus the theme this year of Indigenous Leadership is so appropriate as their leaders now need the strength and courage to face all kinds of challenges. ISUZU Philippines Corporation (IPC) and the Jacobo Z. Gonzales Memorial School of Arts and Trade (JZGMSAT) signed a Memorandum of Agreement (MOA) last September. This was the second MOA signing between IPC and JZGMSAT. The first was on July 3, 2017, wherein IPC donated three mockup/cutaway engines, and implemented its Diesel Engine Technology Training Program to JZGMSAT students enrolled in the Automotive Servicing course. In the September 3 MOA signing, IPC turned over two Automotive Lifters, another mock-up Isuzu engine, and five computers. The addition of the Lifters are seen to help the students accomplish their NC3 Automotive Servicing accreditation. After the signing, JZGMSAT trainees performed a demonstration of their servicing skills. Alumni of the JZGMSAT Automotive Servicing course were also on hand to convey their special message

during the formal signing ceremonies.
