COWD-Rio Verde to terminate Bulk Water Supply Agreement Signing of Compromise Agreement follows

AFTER an often rocky relationship, the Cagayan de Oro City Water District and its bulk water supplier Rio Verde Water Consortium, Inc. are calling it quits.

In a letter addressed to COWD General Manager Rachel M. Beja dated 08 August 2017, Rio Verde management presented its Counter Compromise Agreement acceptable to its shareholders.

“COWD forwarded this to the Office of the Government Corporate Counsel (OGCC), its statutory counsel, for legal review before this shall be submitted to the court for decision,” Beja noted.

Surigao fishersfolk protect marine sanctuaries by heart

CORTES, Surigao del Sur-- Fishersfolk of this wide coastal town have been collectively guarding their rich marine sanctuaries and fishing grounds with heartfelt dedication.

No wonder this once virtually unknown town gained national prominence when it became the first grand winner of sustainable coastal management competition besting other finalists in the efforts in protecting and conserving their marine environments.

Endowed with 56,000 hectares of municipal waters which is much larger than its 13,059 hectares of land area, the residents’ commitment to safeguard their marine preservation areas (MPAs) in recent years made them as the grand winner of the Malinis at Masaganang Karagatan (MMK) 2016 initiated by the Bureau of Fisheries and Aquatic Resources (BFAR).

year. The municipality of Cortes received P20 million prize which will be used to continue their marine conservation program.

Angos, a true-blue marine conservationist who is a scuba diver and mountain trekker, admitted he confronted a big challenge when he became mayor in 2013 on how to deal with conserving their marine resources while most of the

residents remain poor.

“I was confronted with conservation as a social problem. Unless we address their hunger pangs, the fishersfolk would always be tempted to intrude into our marine sanctuaries,” Angos said.

In the last four years, the local government has embarked on a no-nonsense awareness drive to residents on fishery laws and

regulations while engaging the fisherfolks to tightly guard their municipal waters against all forms of illegal fishing activities .

Angos, who disclosed it was just accidental when he entered local politics in 2013 while spending a vacation in his hometown for a diving spree, said the first two years of strictly enforcing fishery laws was crucial since it was met with cold reception from fisherfolk and resistance from illegal fishers.

successful with the help of Vincent Dueñas, a fellow of an NGO called RARE Philippines who later became Municipal Coastal Resource Management Officer, when he spearheaded a community-based campaign through peoples organizations in the sustainable management and enforcement of MPAs in the 12 villages of Cortes.

The campaign involved fisherfolk, couples, students and even out-of-school youth to become integral part in activities to improve

biodiversity in the coastal areas of their respective communities by reducing at least 95 percent of the intrusion of spearfishing and fine-meshed net with scaring devices within the no-take zone.

Dueñas said this can be achieved if residents have a sense ownership of the MPAs and are involved in the governance and enforcement.

Galvez said they don’t know the whereabouts of Ahmad but they are certain that there are still six foreign terrorists fighting in Marawi.

“We believed there are still six foreign fighters down from 19,” he said.

Galvez added they have checked on reports that 15 Indonesian terrorists have flown in through Laguindingan Airport in Misamis Oriental to join the fighting.

5-B unused Yolanda fund to be realigned for Marawi rehab

COTABATO City--A national government fund intended for the rehabilitation of areas affected by the November 2013 super typhoon “Yolanda” will be diverted for rehabilitation of Marawi, Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao told a press conference Friday.

Hataman said the the amount will be used for transitional shelter for Marawi residents displaced by the war “and other infrastructure prospects” with the help of the ARMM’s Public Works and Highways department.

Defense Undersecretary Delfin Lorenza on September 28 told a media seminar on disaster risk reduction and management in Subic, Zambales that the rehabilitation of Marawi City will be partly funded by the money allocated for Yolanda rehabilitation efforts.

He said Budget Secretary Benjamin Diokno allocated P5 billion to build temporary shelters, and other priority projects.

City Rehabiilitation that at least P50 billion is needed to fund the rehabilitation of the country’s lone Islamic City.

“Ballpark figure ko lang ‘yung P50 billion. It will cover everything…structure of buildings, either public or prviate,” Lorenzana was quoted by GMA News Online.

“Everything na, infrastructure, roads, bridges, public buildings, plus mga private properties na, if we are going to rebuild private properties,” he added.

It reportedly began after rumors in the political corners circulated that Bambi Emano’s going to challenge the city’s mayoral post 2019 local polls.

Picking on the alleged rumor, City Hall has started to aim its guns toward the provincial capitol. The intense bombardment has just begun. Perhaps, City Hall has some reasons to worry about should Bambi Emano

decides to join the political fray in the city. Whatever worries City Hall could be felt by what is has been doing in the past weeks and days.

With “prayer rallies” and tarpaulins with print seeking “justice” for Cagayan De Oro City Mayor Oscar S. Moreno, one could smell something’s going on in the City Hall. The city residents might have the best guesses of what bother City Hall these days.

But, why Bambi Emano?

The provincial capitol functions separate and distinct from City Hall. Of course, they are both poles apart.

The CYNOSURE believes that City Hall has no business against the provincial

capitol. It appears, however, that the rumor of Emano’s possible invasion of Cagayan De Oro has madly driven City Hall that it reportedly unleashed its venomous tirades against Bambi.

In a press statement, Bambi pondered on City Hall’s contemptuous attack against him. “I have the doubts that City Mayor Oscar Moreno is angry because I requested the Commissions on Audit (COA) to conduct a special audit of the provincial government when I was elected governor in 2013,” Emano said.

Celso Gomera Regencia as City Mayor and Jemar Pepito Vera Cruz as City Vice-Mayor have moved Iligan City forward to total development, as well as in the nipping in the bud the corruption, the injustices and illegal drugs, and by maintaining to the highest degree the peace and order condition, that resulted in the sprouting of businesses in an unprecedented phase.

There is a breakthrough in all these aspects because many of the members of the City Council are qualified to be the city’s lawmakers.

MOTHERHOOD 101: So much to do, so little time

WHEN I became a mother, I realized that pursuing my long overdue dream of blogging will be a bit more difficult now that I have a clingy toddler that I have to keep an eye on 24/7. Once you become a stay at home mom, you’ll be surprised at how much you can do in 24 hours! Okay, probably a quarter of it is spent sleeping/napping. But thinking of something to post is a bit of a challenge when the moment you have peace and quiet, your little one is already running to you demanding for your boobies because it is time for a nap. Not that I’m complaining (okay maybe a little), but sometimes I just miss those days when I have the luxury to just lie in bed all day watching movies, reading a book, or just plain daydreaming.

But don’t get me wrong.

Motherhood is still the best thing that has happened to me. I’ve never had anything in my life I felt certain of.

And I may not know better than most moms before me, or most first time moms like me, but I can proudly say that I am confident in my decisions and I trust what I’m doing (when it comes to raising my daughter).

I’ve never felt so sure of something in my life. It’s like being a mother has always been my dream, even though I didn’t realize it yet. Of course, there are times when I’m at a loss on what to do, like the time when my daughter got a bump on her head ac-

I am referring to a man who was a victim of injustice with no means to vindicate his rights as far as monetary consideration is concerned, because the man that hired a gun-for-hire to assassinate him was powerful... in other words... rich and famous... that was before. But now on the run, perhaps to save his own life because of his implication in illegal drugs, as what President Rodrigo Roa Duterte had previously announced for two times during the President’s nationwide TV interview. I am privileged then to introduce his name without fear of exaggeration... he is none other than the Officer-InCharge of the City Information Office, the articulate, fearless, indefatigable, intelligent and loyal public service and to City Mayor Celso G. Regencia… that man is Jose Cagalawan Pantoja, which I presume to

I think too much. But that doesn’t stop me from trying to be the best I can be. And I am still learning.

Those occasional breakdowns, meltdowns, ups and downs, I believe, is an inevitable and is part of every motherhood. But I am fortunate to have the right kind of support from family and from online groups I am a part of, like Breastfeeding Pinays. Having people in your life who is going through the same struggles as you, who share the same values and advocacy as you is one of the most important things that will make life easier. It also probably helps that I’m a perfectionist and a little too cautious when it comes to raising my child/children.

It’s not enough that I raise my children fine. The moment I became a mom, I was sure that I wanted healthy, intelligent children who will one day reach his or her full potential.

I wanted to raise future leaders.

And that’s how I became a breastfeeding advocate. I believe that the only sure way that my child will have a normal development physically and mentally was through breastfeeding. I believed that it is the only way. I also believed that it is the most

normal way. I never thought of giving her other milk but my own. I don’t exactly remember when I made up my mind about it, but to me, it all came naturally.

After I got pregnant, everything was a blur. I remember a friend adding me to Breastfeeding Pinays. I remember my health practitioner referring me to prenatal classes held at The Pod by Ms. Alex Hao and then attending them. I remember that was where I got my formal education about how to kick-start breastfeeding successfully. I followed everything I learned from that class and everything I read from the Breastfeeding Pinays online group. Then I saw a post about a seminar on becoming a breastfeeding peer counsellor. I signed up even though it won’t be conducted until a year later.

Fast forward a year later, a month before the seminar, I remember having doubts if I should attend, because we were supposed to go back to Cotabato that same day.

But at the end, I convinced my husband to delay going home, and miraculously convinced him to book a room at Bahay Ni Tuding Inn where the seminar was held (super thankful for my husband for that). I completed the three-day seminar, got my certificate, and in the end met amazing moms and the Breastfeeding Pinays admins, who I admire. I went home feeling inspired and taking with me valuable lessons that will probably stay with me in this lifetime.

To wrap it up…

Being a stay-at-home mom sounds so boring to most people (what do they do all day?!) but for me and those who know better, it is indeed the best job in the world. I am at peace with it. You get to be a nurse, a business woman, a politician, a cook, a blogger, a photographer all at the same time, in the comfort of your own home.

You’ll find that there can be so many things to do when you have too much time. And then when you find yourself wanting to do everything, you realize that 24 hours a day isn’t enough!

I look up to those who stay at home with no one to help them around. It’s a wonder how they do it. I am lucky to have a nanny to help with Raqiya, one helper to help

around the house, and my husband, who I also share parenting duties with. With four hands helping me, I still find myself spending more time putting my toddler to sleep than doing other things.

I give my hats off to SAHM, WAHM, working moms, single moms, who have it more difficult than me, but still have it together. They have my utmost respect.

To all moms in the world, I know it’s way past Mother’s Day, but let’s celebrate all our little accomplishments everyday. Let’s hold hands together, lift our heads up and believe in our own superwoman strength. Let’s all go through the challenges and difficulties together. We need each other’s love and support more than ever.

To anyone reading this,

spend your time wisely.

There’s 24 hours a day, 730 hours a month, and 8,760 hours a year. What you do with it will greatly affect your life. Do only things that strongly mean something to you no matter what anybody thinks, and throw the rest out of the window. It may be cliche but, just do it, and make it count.

Land Bank acquires Postal Bank, converts it to Overseas Filipino Bank (OFB)

Malacanan on Monday, October 9, released Executive Order (EO) No. 44, approving Land Bank of the Philippines’ (LBP) acquisition of Philippine Postal Savings Bank (PPSB).

EO No. 44, likewise, authorized PPSB conversion into Overseas Filipino Bank (OFB), which aims to efficiently deliver microfinance and micro-insurance products and services for overseas Filipinos.

“Overseas-based Filipinos, who contribute to the country’s foreign exchange income, currency stability, employment, and overall economic growth through their remittances should be given provision of priority support for their growing financial needs,” EO No. 44 underscored.

Subject to the clearance of the Bangko Sentral ng Pilipinas, Securities and Exchange Commission, Philippine Deposit Insurance Corporation, and the Philippine Competition Commission, the PPSB acquisition via transfer of shares directs the Philippine Postal Corporation, the parent company of (PPSB), and the Bureau of Treasury to move their respective shareholdings in PPSB to Land Bank at zero value.

But prior to the actual transfer of shares, the PPSB is directed to return to the National Treasury the balance amounting to P249.23-million from the P500-million previously released to fund the Project DRIVE (Dagdag Regular Income Via Entrepreneurship) Fund managed by the PPSB. Further, the PPSB is or-

dered to expedite the transfer of all its assets, liabilities, records, systems, and other pertinent items to Land Bank.

“In order to strengthen the capital base of OFB and enable the same to attain its primary agenda of servicing the various financial and banking needs of overseas Filipinos, the LBP is hereby directed to infuse the necessary capital of OFB,” EO No. 44 stated.

As for the management of OFB, Land Bank will implement a reorganizational plan, which may cause the detail or assignment of LBP employees to the OFB as may be necessary.

The affairs and businesses of OFB will be managed by a 9-member Board of Directors composed of the LBP President as OFB Chairperson; LBP-designated OFB President as Vice Chairperson; four LBP-designated directors or officers as members; and one representative each from the Department of Labor and Employment (DOLE), the Overseas Workers Welfare Administration (OWWA), and the private sector representing overseas Filipinos, as members.

“The members representing the DOLE, OWWA, and overseas Filipinos shall be appointed by the President,” the EO said.

For those PPSB employees who will be affected by the reorganization, an early retirement incentive plan awaits those who voluntarily retire or may be separated from the service. This is on top of the retirement or separation benefits due to them under existing laws. ###PCO-Conte

NURSING AND CRIMINOLOGY BILLS APPROVED--The House Committee on Civil Service and Professional Regulation chaired by Rep. Mario Vittorio Mariño (5th District, Batangas) approved two substitute bills which pertain to the practice of Nursing and Criminology. The substitute bill which provides for a Comprehensive Nursing Law geared towards a quality health care system will take the place of HBs filed by Reps. Maximo Rodriguez (HBs 1693), Carlos Isagani T. Zarate (HB 2548), Vilma Santos Recto (HB 2602) and Emmeline Y. Aglipay Villar (HB 3110) on the same subject matter. Another bill seeking to regulate the practice of criminology was likewise approved. This is in substitution for HBs authored by Reps. Gary C. Alejano (HB 1123) and Maximo B. Rodriguez Jr. (HB 5049)./DM/ICY JR.

Palace welcomes P40-B tax settlement of Mighty Corp.

Malacañang on Saturday, October 7, welcomed the P40-billion settlement of Mighty Corporation with the government, which is expected to fund the Duterte administration’s infrastructure programs.

“Mighty Corporation, the country’s number two cigarette manufacturer, has entered into a P40-billion compromise settlement with the government regarding its tax liability,” Presidential spokesperson Ernesto Abella said in a statement aired over Radio Pilipinas.

Abella said the said tax settlement is the largest in

Philippine history and will go a long way in funding the Duterte administration’s infrastructure program.

The Palace official also stresed that the Duterte administration will be relentless in its campaign against corruption and delinquent taxpayers, “haling violators to court, if necessary.”

“As citizens cooperate, we build a comfortable life for all. Strong political will to benefit all, and not just a few, should be the trademark of the entire government,” Abella said.

Drug trafficking, money laundering to be exempt from anti-wiretapping law The House committee on dangerous drugs is set to amend Republic Act (RA) 4200 or the Anti-Wiretapping Act to exclude drug trafficking and money laundering.

Rep. Robert Ace Barbers (2nd District, Surigao del Norte), chair of the committee, said there is a need to make RA 4200 more helpful in the apprehension and prosecution of people in-

volved in drug trafficking.

“There is a necessity to revisit the law to further enhance its effectiveness,” said Rep. Romeo Acop (2nd District, Antipolo City), chairman of the committee on public order and safety who will head the technical working group (TWG) that will harmonize various House proposals to amend RA 4200.

PEZA investment approvals up 94% in first nine months

MANILA -- Investment approvals of Philippine Economic Zone Authority (PEZA) in the first three quarters of the year reached PHP196.46 billion, up 94 percent from PHP101.20 billion in the same period in 2016.

In a briefing Monday, PEZA Director General Charito Plaza said developments of new economic zones have driven the increase in investment approvals in January to September 2017 period.

Plaza said the top economic zone developer in the first nine months of the year was First Pangasinan Property Development, a joint venture of Filipino, Taiwanese, Chinese, and Singaporean companies.

CAGAYAN DE ORO CITY – More than a hundred junior high students from seven public and private schools in Cagayan de Oro City participated in the 5th National Letter Writing Day last Monday at SM City Cagayan de Oro. They joined hundreds others nationwide during the simultaneous activity which was also held in SM North Edsa, SM City Cabanatuan, SM City Tarlac, SM City San Pablo, SM Seaside, SM City Iloilo and SM City Davao.

The event encourages young people to speak their minds, using their imagination and views

on the world to envision a positive change through letter writing.

The activity will also be a perfect venue for students to sharpen their skills in composition and find the perfect participant to represent the country in the international letter writing competition in Switzerland.

DAR Surigao Norte conducts annual assessment of assisted organizations

A total of 127 agrarianassisted organizations in Surigao del Norte and Dinagat Islands were subjected to the annual information Technology-enabled Maturity Assessment (ITeMA) between August to September 2017.

According to Provincial Agrarian Reform Program Officer II Jose Sebucao, 73 of the organizations were

from Surigao del Norte while the rest were from Dinagat Islands.

Sebucao also said that the entire assessment covers the organizations’ operations and activities from January to December 2016.

K-12 displaced workers get expanded DOLE aid Teaching and non-teaching personnel of higher education institutions who lost their jobs with the implementation of the K to 12 program receive expanded assistance with the effectivity of a new order, the labor department announced over the weekend.

Department Order No. 177 which takes effect on October 16 also raised the amount of financial support available to displaced

HEI personnel. The new order supersedes DO 15216 or the Guidelines in the Implementation of K to 12 DOLE Adjustment Measures Program.

Labor Secretary Silvestre Bello III encouraged HEI personnel to avail of the assistance as provided for in the new order.

The coral reefs of Cortes are most likely among the largest in Lanuza Bay with an estimated area of 2,780 hectares.

Its seagrass beds and algal flats are estimated at 1,500 hectares while total area of mangrove forest was recorded at 330 hectares.

NOW that the first wave of senior high school students will graduate this March, I think it is necessary for the resurrection of the National College Entrance Examination (NCEE). It is also necessary because of the free college tuition policy signed into law to prevent the exodus of students to government-owned colleges and universities.

Compromise.

Rationale for BWSA termination In ord er to e nable COWD to purchase bulk water from other sources and supply the needed volume of potable water to the inhabitants of Cagayan de Oro City and its environs; and for Rio Verde to maximize the capacity of its water production facilities, both parties have agreed to bring their Disputes to a close by mutually terminating the BWSA, dated December 23, 2004 and the Supplemental Agreement, dated January 21, 2005 effective upon the promulgation of the courts of its judgement based on the Compromise Agreement.

Rio Verde constructed a P1.-Billion Water Treatment Plant in Barangay Pualas, Baungon, Bukidnon starting in 2004 and started delivery of 40,000 cu.m. of bulk water to the COWD on January 1, 2007.

Although the Bulk Water Supply Agreement signed by both parties provided for the escalation of both the volume and prices of the bulk water delivered to the COWD, these never happened and led to a series of suits and counter suits by both parties which are generally perceived to have resulted in the deterioration of water service in the COWD’s West Service Area.

Compromise Agreement Thus, in order to set aside the differences and allow the delivery of bulk water badly needed by the COWD to address increased demand in the West Service Area, the two parties have agreed to terminate the original BWSA and instead sign a Compromise Agreement which would allow them to continue doing business and thus, help improve water supply service in the COWD West Service Area.

Among the terms of the latest version of the Compromise Agreement are the following: both parties agree to drop all disputes against each other and terminate the proceedings involving them, as well as mutually preterminate the BWSA, dated December 23, 2004 and the Supplemental Agreement, dated January 21, 2005, from which the Disputes arose, which shall be deemed cancelled, revoked, and legally terminated upon the signing of the Compromise Agreement.

Upon the execution of the Compromise Agreement, both Parties shall sign and execute a Joint Motion to Dismiss the pending Disputes with Prejudice to be filed with Branch 38 of the Regional Trial Court of Cagayan de Oro City and the Supreme Court for the immediate termination and dismissal of the Disputes with prejudice.

If for any reason, additional documents or acts need to be executed or performed in order to

implement the terms and intention of this Agreement, the Parties hereby agree to execute such documents and perform such acts in the soonest possible time.

The Parties agree that should any portion of this Agreement be found to be illegal or unenforceable, that provision may be severed from this Agreement and the remaining provisions shall be given full force and effect.

The Disputes Rio Verde completed the construction of its treatment plant on December 2006 and commenced supplying 40,000 cubic meters (cu.m.) of potable bulk water into the water system of COWD on January 1, 2007, which was confirmed by COWD with a System Completion Certificate on July 17, 2007.

Starting March 1, 2007, Rio Verde formally served COWD a Notice of Increase in water price rates, as provided under the terms of the BWSA, raising the price of treated water from P10.45 per cubic meter to P11.55 per cubic meter, invoking extraordinary increase in power rates and extraordinary inflation.

However, this as well as subsequent notices for a further adjustment dated 15 March 2011 to P13.461 per cubic meter as provided in the BWSA were not recognized by COWD, citing certain disparities in the model agreement and the signed BSA on 03 August 2007.

Thus, on 25 November 2011, Rio Verde filed a Petition to Compel Arbitration against COWD before the Regional Trial Court of Cagayan de Oro City, which was granted by the RTC Branch 38 on 03 March 2012, in Special Proceedings Case No. 2011- 190, which further mandated COWD to submit to arbitration pursuant to the arbitration clause in the BWSA. “Prior to this date, sometime in 2009, the BWSA had been a subject of an investigation by the COA fraud investigation unit,” Beja noted. “Thus, COWD had been constrained to proceed with the implementation of the further terms of the BWSA.” Although COWD filed a Motion for Reconsideration, this was denied on May 3, May 2012.

On 05 July 2012, COWD filed a Petition for Certiorari with Prayer for TRO and/or Writ of Preliminary Injunction before the Supreme Court, entitled: “Cagayan de Oro City Water District vs. Hon. Emmanuel P. Pasal, etc. and Rio Verde Water Consortium, Inc. (G.R. No. 202305), which remains pending as of press time.

Then on 05 June 2014, COWD filed a complaint for Nullification of Contract against Rio Verde before the RTC of Cagayan de Oro City, Branch 38, docketed as Civil Case No. 2014-141.

“This was upon receipt of the final report of the COA fraud investigation

Rio Verde filed its Answer (With Special/Affirmative Defenses and Counterclaim) on 04 September 2014 and the case remains under mandatory court mediation.

Joint Venture Initiative COWD General Manager Rachel Beja disclosed during the latest city council public consultation that COWD is entering into a joint venture agreement with Metropac Water Investments Corp, (MWIC) to supply up to 100,000 cu.m. of treated bulk water daily to COWD to address the increased demand in its East and West Service Areas.

The new JV firm is exploring three options by which the requirement could be addressed: purchasing bulk water from an existing water treatment plant; outright purchase of an existing water treatment plant or constructing a new treatment plant, which in the case of Rio Verde took 3 years to complete.

The only existing bulk water facility at present which can supply the increasing water needs of the COWD is the Rio Verde bulk water treatment plant in Baungon, Bukidnon which can deliver up to 100,000 m3/day and has a design capacity of 150,000 m3/day.

The termination of the BWSA indicates that the first option to purchase treated bulk water from an existing facility could be the quickest fix to the present crisis given the long-term nature of the outright purchase of an existing plant and construction of a new one. However, even that would be imperative upon the soonest signing of the Compromise Agreement by the two parties which remains pending until now.

The P2.8-Billion JV project of COWD with MWIC involves the construction of new water transmission lines and the rehabilitation of the Camaman-an Reservoir, and will also later involve the delivery of treated bulk water to service the requirements of COWD’s West Service Area, which still relies on deep wells for a portion of its water supply.

To implement the project, the JV firm has the option of sourcing its treated bulk water either through the purchase of an existing facility, building a new one, or buying its supply from an existing facility.

The subsequent transmission phase calls for the construction of transmission lines and rehab of the Camaman-an Reservoir, and supply of 40 MLD to eastern sector within 12 months.

COWD currently serves a population of 700,000 residents with approximately 85,000 service connections.

Road Map for Sustainability A 3-stage road map to ensure a sustainable water

supply was presented by Joselito D. Velasco, senior manager, MPW PublicPrivate Partnerships.

For Stage 1 covering the delivery of 60MLD to the West Service Area, the road map foresees putting COWD’s Calaan-an production deep wells on standby and its Balulang wells and booster pumping station to be operated intermittently.

For Stage 2, 60 MLD will be delivered to the West Service Area and 20ML to the East Service Area which will place some of COWD’s wells and booster pumps in Macasandig on intermittent operation, while bringing water to Upper Gusa and Upper Carmen, and all elevated subdivisions through the installation of additional transmission lines and starting service to Indahag through a subsystem.

By Stage 3, 60 MLD will be delivered to the West Service Area and 40MLD to the East, further reducing ground water extraction by placing COWD production wells in Agusan and Tablon on standby and further reducing the operations of the Macasandig wells and booster station.

“Some of the wells, yes, they may be used as standby/ back-up wells but not our booster pumping stations,” Beja noted. “They will continue to operate even with the joint venture.”

In the October 11 raid in Cagayan de Oro City, Alvariño said the raiding team was armed with a search warrant issued by a judge from the Regional Trial Court (RTC) Branch 27 in Gingoog City specifically at 683 Mother of Perpetual Help Avenue in the said gated community.

The 7:00 a.m. raid, which was conducted by PDEA10 along with the Martial Law Special Action Group (MLSAG), caused the arrest of the three suspects who inhabited the house covered by the search warrant.

The suspects yielded 45 grams of shabu, two hand grenades and a 9mm pistol.

Alvariño said he is confident that they had a solid case since the suspects were already under surveillance for several months before they applied for the search warrant.

Actually, the Misamis Oriental Care System, also known as MisOrCareS is an innovative health care program that provides free medication, free hospitalization, free burial assistance and scholarship grants to the poorest of the poor in Misamis Oriental, Emano said.

He said that since the inception of the MisOrCareS sometime in the third quarter of 2014, it has already served more than 600,000 people by providing health care assistance, livelihood, scholarship, and burial assistance to the people of Misamis Oriental.

Without doubt, the MisOrCareS program of the provincial government has help alleviate the status of the poorest of the poor in the Misamis Oriental, serving as one of the tools of the government’s nationwide poverty reduction tools, Emano said.

Since Emano became elected provincial governor of Misamis Oriental in 2013, the various poverty reduction of the provincial government has scaled down the poverty incidence in the province from a high of 25 percent in 2012 to a low of 17 percent in 2017.

As a result, the Office of the Ombudsman, the country’s anti-graft court, issued 18 suspension and dismissal orders when the court found Moreno administratively guilty. Moreno, however, parried all the suspension and dismissal orders, thanks for the timely issuance of the restraining order by the local Court of Appeals (CA). A

They that the City Hall’s barrage of howitzer cannons toward the provincial capitol would pale in comparison to Bambi’s hydrogen bomb. Whether that “hydrogen bomb” is true, it would certainly explode when the right time comes.

Anyway, the CYNOSURE believes it is too early for the two political camps to exchange political blows and bombardment. It would be in the best interest of the people for City Hall and the provincial government to buckle down to work as the servants of the people. Service First, Before Politics.

(Cocpo) spokesperson Chief Insp. Mardy Hortillosa II, the dead suspect was identified as Eric Dadang, a resident of barangay Lapasan.

Quoting a blotter from Cocpo Station 5, Hortillosa said that around 5:50 Monday evening, PO3 Argie Yecyec was initially responding to a harassment incident in Tulay Semento, St. John, Puntod allegedly perpetrated by the suspect.

Residents in the area led by a certain Irish Taculod complained to Yecyec, who is living nearby but assigned at Cocpo Station 3, that the suspect was allegedly poking a .38 caliber revolver indiscriminately at the wake of her father.

Upon arrival, Yecyec immediately confronted the suspect who allegedly fired his gun at the direction of the responding police officer, prompting Yecyec to fire back.

The suspect sustained 11 gunshot wounds – six in the back, three in the front of his body, one in the face and one in the nape. He died upon arrival at the hospital.

Yecyec was not hit.

Hortillosa said the incident is now under investigation by the police’s Internal Affairs Service (IAS). In the meantime, Yecyec continues reporting for duty at Cocpo Station 3.

DAVAO CITY -- The Philippine Charity Sweepstake Office (PCSO is losing an estimated P300 million in revenues from the Small Town Lottery (STL) operations to illegal gambling operators in Mindanao.

PCSO spokesperson Florente Solmerin said these loses should have been intended for charity funds. He said this is the reason why PCSO is strongly campaigning against illegal gambling and sought the support of the Philippine National Police (PNP) to help eradicate illegal operations such as jueteng, masiao, illegal swertres and last two.

While the PCSO and the PNP are seeing good results from the campaign against illegal gambling, Solmerin said there are still operations surfacing using STL as their front.

He told reporters during the Kapehan sa Dabaw at SM City Annex Monday that illegal gambling in Mindanao is not worst as that in Luzon.

Solmerin cited improvement in STL revenues with P1.1 billion earnings monthly compared to previous records at P400 million monthly.

Mindanao has 75 STL operators of the 92 approved

by PCSO. PCSO Deputy Manager in Mindanao Gloria Ybanez underscored the STL’s benefits to giving employment to Filipinos.

She said that in Mindanao alone, STL operations created 10,318 jobs.

55 percent; 15 percent for the operating expenses of PCSO; and the 30 percent for the charity funds.

Ybanez said the medical assistance is PCSO’s top brand product.

From January to September, this year, PCSO already shelled out P44 million for the hospital and medicine needs of 1,800 patientsbeneficiaries in Mindanao.

So far, Ybanez said PCSO is giving medical assistance amounting to P8.9 million daily.

But with increased revenues, PCSO records P13.55 million in medical assistance given to patients.

She said a patient is given of up to P50,000 in medical assistance per year. “We try to accommodate every patient,” she said.

Providing medical assistance to patients is one of the two mandates given to them by President Rodrigo Duterte. The other one is to eradicate corruption within PCSO. PCSO is also streamlining the process to make assistance accessible by putting up one-stop-shops in three hospitals in Mindanao.

In Davao Region, onestop-shop desks are located at Southern Philippines Medical Center in Davao City, Brokeshire Hospital in Davao City, and the Davao Regional Hospital in Tagum, Davao del Norte wherein patients or their authorized dependents no longer go directly to PCSO offices to queue. DTI steps up campaign on product certification DAVAO CITY -- The Department of Trade and Industry (DTI) in Davao Region has further strengthened its commitment towards product standards, as it continues to carry out initiatives to campaign for the Bureau of Philippines Standards’ (BPS) Product

Certification Scheme.

Through its Consumer Protection Division (CPD), the agency spearheaded the seminar on product standards here recently.

With the theme of “Standards Make Cities Smarter,” the activity served as a venue to provide information

awareness on Republic Act 4109 or the Standards Law and various DTI administrative orders.

The seminar is part of the celebration of the National Standards Week on October 8 to 14 and World Standards Day on October 14.

It also kicked off the region’s 2017 Consumer Welfare Month celebration.
