CAGAYAN de Oro City--The City Council has approved an Ordinance allowing the city’s executive to sign an agreement with welfare officials for the construction of 722 housing units for victims of typhoon “Sendong” here.

DA receives enhanced Soil Test Kits

To boost the agricultural productivity through sustainable soil and water health management, the Bureau of Soils and Water Management (BSWM) of the Department of Agriculture Central Office collaborated with the Department of Agriculture- Regional Field Office 10 (DA-RFO 10) and

Regional Field Office 2 for the pilot implementation of Information Communications Technology-enabled Mobile Soil Clinics.

This pilot implementation activity is a short term project that will give way to the proposed scaling-up of the utilization of the kits in all provinces of the region

and give training and exposure for the laboratory staff on the various application of e-STK. Thus, the realization of the project will increase the services given by the Regional Soils Laboratories in delivering timely and accurate result on the farm.

WHEN the law creating the Philippine Retirement Authority under RA 7776, was approved, nothing was mentioned of any place ideal for people over 60.

It was more specific on the marketing and revenue potential the government could earn from Special Visitors Visa granted to foreign retirees who want to settle in the Philippines.

It also encourages Filipinos who are holders of foreign passports to come back and retire in the country. The process under SVV would enable these retirees to regain their Filipino passports under the dual citizenship law and for foreigners to avail of the Special Resident Retiree’s Visa options through deposits of USD 10,000 for those with pensions and USD20, 000 for those without pensions.

Young foreigners who want to live as a non-emigrant but with a multiple entry and an indefinite stay visa would have to deposit USD50, 000 that must be used for longterm lease or purchase of a house or condominium units. The PRA which is

Insurance System (GSIS) for government employees and the Social Security System (SSS) for the employees of the private sector that guarantees pensions after retirement from service.

Nevertheless, how big are pension benefits? Only one of four people over 60 in the Philippines receives a pension, these are extracted from the actualized credits of the employee’s salaries, and employer’s counterpart contributed monthly this may not be enough to fend off the risk of poverty.

Only big companies in our country have their own private funds to take care of their employees’ retirement with a certain limit based on their length of service and dividends from their salaries, a privilege of free enterprise, which needs government, review to address inequality in pensions.

It is the first regional arrangement in the world that binds a group of contiguous states to tackle transboundary haze pollution resulting from land and forest fires. It has also been considered as a global role model for the tackling of transboundary issues.

The enforcement of this agreement is now being tested as Indonesia has reportedly spurned offers of assistance from Singapore and Malaysia.

Eagles gear up for NMR1 convention 2015

THIS early, the Fraternal Order of Eagles NMR1 congress committee is drumming up its preparation for its incoming yearly congress to be held this November 7.

According to congress committee chair Andrew Tupag Jr., who is concurrently the president of the mother Cagayan de Oro Eagles Club, the day-long activity will kick off with a Mass at St. Augustine Cathedral at 6:00 a.m.

From thence, the Eagles will convoy in a motorcade towards a depressed area in Xavier Heights where there

will be a morning-long outreach consisting of a medical and dental mission, feeding and free haircut.

Hundreds of families are expected to benefit from this outreach.

In the afternoon, the members coming from NMR1 will have their annual regional assembly at Grand Caprice. Presently, there are 29 clubs in NMR1 consisting of more than 3,000 members.

At 6:00 p.m. at the same venue, there will be a Governor’s Night consisting of a dinner fellowship, singing and dancing and of course the most awaited

DSWD consults gov’t agencies on food security for disaster victims

Cagayan de Oro--The Department of Social Welfare and Development here consulted today, October 8, 2015, with other national government agencies and selected local government units on its upcoming project that is related to food security for internally displaced persons (IDPs) affected by possible disasters in the future.

Learning from the Yolanda experience, the DSWD consults with the Departments of Trade and Industry, Agriculture, and Internal and Local Government, Labor and Employement, Office of Civil Defense, Technical Education and Skills Development Authority, and Provincial Social Welfare and Development Office of Misamis Oriental, to come up with a strategy that will employ a neighborhood family welfare approach in helping the families and promoting the collective advocacy of Filipinos to fight hunger in times of disaster and calamities.

In consultation with its partner agencies, its project

framework illustrates risks and adaptation brought about by disaster in the context of food security. The project hopes to ensure that affected individuals, families and communities have access of safe and healthy food in times of disaster and emergencies.

According to E den Mariňo of the Social Technology Bureau of the DSWD, the project will capacitate the vulnerable communities and individuals resilient in disaster especially on food security by developing

locally-produced products including productivity skills development for the communities.

Mariňo also said that the DSWD shall explore partnership with civil society organizations and private and business sector in the development and delivery of food banks services.

Through the people’s organizations, family and community volunteers, beneficiaries can then access free foods at the food bank facility.

The components of the project shall include pub-

lic-private partnership as well which shall mobilize and strengthen the existing inter-agency groups in the locality such as the local disaster risk reduction management council; and shall maintain close coordination with the national government agencies, nongovernment organizations and and civil society groups that assist IDPs. The DSWD currently consults with other agencies, communities, and local leaders to complete and launch the project come 2016.

SSF on chili powder processing in NorMin launched LALA, Lanao del Norte--The Shared Service Facility Project (SSF) on Chili Powder Processing, first of its kind in region 10, was formally launched at the Multi-Purpose Hall of Barangay Abaga, Lala, Lanao del Norte, in September this year.

The project is a joint venture of the Department of Trade and Industry – Lanao del Norte Provincial Office (DTI-LDN) and the People of Abaga Socio-Economic Network Multi-Purpose Cooperative (PASAN MPC).

PASAN MPC is a cooperative who has been in business for two years in the provision of common service facilities on farm preparation and post-harvest of various agricultural products and conventional production and processing of chili powder.

The SSF Project is currently the primary element in the DTI Provincial Office thrust to sustain micro small medium entrepreneurs’ (MSMEs) development. It aims to improve the competitiveness of their clients by providing them with machinery, equipment, tools, skills and knowledge under the scheme of sharing within an industry cluster.

Aspiring for an enlightened electorate in Cagayan de Oro

A network of nonpartisan, multi-sectoral organizations in Cagayan de Oro have come together to advocate for an enlightened electorate not only for the coming national and local elections next year, but beyond.

Lambigit Igsoon para sa Hiniusang Pag-Uswag sa atong Katilingban (LIHUK or Involve Yourself Brethren for the Inclusive Prosperity of Our Society) was introduced to members of the People’s Council during their general assembly held 22 September 2015 at Xavier University-Ateneo de Cagayan (XU).

The LIHUK network consists of schools, barangays, parishes and basic ecclesiastical communities (BECs) in Cagayan de Oro which seeks to educate voters and endow them with a principle-and-agenda based discernment to select the right candidates for the coming elections in coordination with national electoral watchdogs like the National Movement for Free Elections (NAMFREL) and the Parish-Pastoral Council for Responsible Voting (PPCRV).

“Lihuk aspires for political education, not only voters’ education,” said Nestor M. Banuag, Jr, director of the Kristohanong Katilingban para sa Pagpakabana (KKP), the social development arm of the XU Research and Social Outreach Department.

“It will be officially launched on Saturday, 31 October 2015 at 2PM, Gaston Park.”

“Through LIHUK’s Kuwentuhang ng Bayan, we not only brief voters on how to vote which has become very easy with the present system, but more so on how they view society, its issues and concerns, and their role in making it better.”

Banuag said Kuwentuhan ng Bayan will also include a data gathering component on what voters’ perceive to be their priority issues and concerns are, so LIHUK can elevate it to the proper agencies and venues in its other involvements.

Besides Kwentuhan ng Bayan, LIHUK will also have two other mainstream

programs including Criteria Building and Monitoring and Election Monitoring.

“However, even prior to Kuwentuhan ng Bayan, LIHUK is now engaged in its No-Bio, No-Boto campaign to encourage voters to register since according to LENTE (Legal Network For Truthful Elections), Cagayan de Oro City is in the list of the top 20 regions/cities with the most number of voters without biometrics.”,” Banuag said.

Kuwentuhan ng Bayan aspires to undertake a massive political education in the barangays, schools and parishes. LIHUK is now consulting with AGGAP to see how this can be attained through the creation of Circles of Discernment

and Transpartisanship.

Its two hours sessions consists of three modules which include disposition setting, reflection, group sharing and processing; the individual’s context in the elections; problem tree analysis workshop and group sharing/plenary; and the individual’s role as a voter in quality setting for the candidates to be voted upon.

Banuag suggested the next component of Criteria Building and Profiling as a possible entry point for the People’s Council. Its components include Poll Surveys, Agenda Formulation and Candidates Forum.

However, the local LGU’s have their own programs for senior citizens in a form of discounts for medicines and other social services.

With changing family values, death of a bread winner or poverty, many old people are neglected if not abandoned and we have only foreign funded NonGovernment Organizations particularly those under some religious congregations which operate and take care of old people but they can only do so little from their limited funding. Our Government under the General Appropriation Act or GAA provides that at least 1 percent of their annual budget must be allotted to plans and programs for Senior Citizens and Persons with Disabilities. There are also revenue shares remitted by the Philippine Charity Sweepstake Office and PAGCOR to the Executive Branch of the Government.

Perhaps, Government agencies that have more mandates for social responsibility and the well-being of every indigent Filipino, like DSWD or the Department of Health can operate a Home for the Age Institutions.

Under the MOA between the city government and the Department of Social Welfare and Development (DSWD), the city government would also implement a cash-for-work program in the relocation site.

Dacer said that the DSWD would pay the cash-for-work beneficiary at 75 percent of the daily minimum wage for each working day of the project - not exceeding 15 days for each individual.

He said that the local government is also required to assign a Project Management Team that would oversee the progress of the work and to address technical issues with respect to the implementation of the project.

The DSWD in coordination with the city’s project management team is tasked to identify the families eligible to be provided with the permanent shelter unit, Dacer said.

For its part, the DSWD

shall provide technical assistance to the city, jointly formulate a work plan with the city, ensure compliance with pertinent laws, rules and regulations and also assign a Project Management Team (PMT) to closely monitor and coordinate the project.

World Teacher’s Day: Recognizing living heroes in educational reforms

Recognizing the vital contribution of Filipino teachers in institutionalizing educational reforms in the country, the Department of Education (DepEd) and its partners celebrated this year’s World Teachers’ Day (WTD) on October 5.

In Iligan City, the Student Body Council of the Suarez National High School has prepared recognition for their teachers. It was highlighted with giving a special award to each teacher using a sash with a description about the teacher inscribed on it.

Happiness came out with a smile from the teachers with the recognition.

R.O.X. all set for Trail Run Mapawa Aiming to push for better environmental awareness, Recreational Outdoor eXchange (R.O.X.) is all set for one of the most exciting outdoor events of the year – the Mapawa Trail Run to be held in Cagayan de Oro on October 25.
