AGAYAN DE ORO CITY – The Land Transportation Franchising and Regulatory Board-10 (LTFRB-10) lauded transport entities that did not join the nationwide strike held Monday as public utility jeepneys ply the city’s streets and thoroughfares throughout the day.

LTFRB-10 regional director Aminoden Guro said this could be due to the fact that most of the transport groups in the city are already amenable to the Public Utility Vehicle Modernization Program (PUVMP) of the Duterte administration.

“Most of them have already understood and have appreciated the advantages of the PUVMP,” Guro said, in reference to the transport groups who refused to join

the strike.

“It’s (transport strike) actually useless to take to the streets because this program, whether they like it or not, will be pushed through by the government,” he added.

Guro said it is only now that the government is not intimidated by protest actions by transport groups as it is bent on implementing the PUVMP by next year.

DAVAO City Mayor Sara Z. Duterte has called for the immediate closure of 11 tribal schools operated by the Salugpongan Ta’ Tanu Igkanugon Community Learning Center Inc. (STICLCI) in the city, accusing its backers of “deceptive acts and practices.”

In a statement released on Monday, Sara cited the March 19, 2019 City Peace and Order Council (CPOC) resolution asking the Department of Education (DepEd) to terminate Mayor Sara Duterte

Salugpungan’s permit to operate.

The CPOC resolution cited the local government’s findings that include the persistent problem of Salugpungan students not having academic records and individual learner’s reference numbers. The findings also noted the presence of DepEd schools in areas where Salugpungan operates, negating the purpose of a Salugpungan school.

W E N T Y-thre e former rebels in Misamis Oriental received financial assistance totaling P1,551,000 through the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

The checks were handed over to the returnees during the activation of the Misamis Oriental Task Force to E n d L o c a l C om mu nist Armed C onf lict (MOTF-ELCAC) held September 26 at Sitio

Moya, Barangay Eureka in Gingoog City.

Arnel M. Agabe, regional director of the Department of the Interior and Local Government (DILG) Region 10, said E-CLIP is the assistance of the government to former members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPPNPA- NDF) who express desire to abandon armed struggle and become productive members of the society.

Under the program, former rebels get immediate assistance of P15,000, livelihood assistance of P50,000, reintegration assistance of P21,000, and firearms remuneration amounting to twice the value of the surrendered firearms.

Returnees will also receive additional assistance from other national government agencies such as the Department of Social Welfare and Development, Technical Education and Skills

Development Authority, and D epar tment of Agriculture, among others.

Before the distribution of the checks, the 23 former rebels took their oath of allegiance to the government and burned the flag of the CPP. Meanwhile, Agabe disclosed that DILG10 has already released a total of P17,326,526 to 251 former rebels in Northern Mindanao since 2018. This amount excludes the P1.551 million released September 26.

Moreover, the DILG Central Office also approved the release of financial assistance to 89 former rebels in Bukidnon and Cagayan de Oro City amounting to P5,291,825.

“This is to encourage our brothers and sisters who have not yet decided to return to the fold of the law to lay down their arms and be a partner of the government in making Misamis Oriental and Region 10 peaceful and progressive,” Agabe added. (APB/PIA10)

3. Respondent Civil Registrar General and Administrator of the Philippine Statistics Authority is the central custodian of all records of birth in the country and may be served with orders and other court processes at the NSO Building, East Avenue, Diliman, Quezon City;

4. Petitioner was born on 05 February 1995 at Rantian, Ditsaan remain, Lanao del Sur, and her birth was belatedly registered under Registry No. 2009-255, a copy of said certificate of Live birth is attached as Annex “A”;

5. When the petitioner secured Security paper (SECPA) of her certificate of Live Birth from the Philippine Statistics Authority (PSA), she discovered that she has a previously filed Certificate of Live Birth under Registry No. 2006-346 where her first name was erroneously written as HAFIDAH instead of JANIFA and her birth month was erroneously entered as JANUARY instead of FEBRUARY, copy of said certificate of Live birth is attached as Annex “B”;

6. Petitioner is consistently reflecting JANIFA as her first name and 05 February 1995 as date of birth in all her transactions is evidenced by petitioner’s Voter’s ID, Postal ID, NBI clearance, COMELEC Certification, PRC Notice of Admission, college TOR, Special Order (B) CHED-ARMM and Diploma. Copies are attached as Annexes “C”, “D”, “E”, “F”, “G”, “H”, “I”, “J”, respectively;

7. Moreover, in the first certificate of live birth (registry no. 2006-346), the middle name of petitioner’s father was erroneously written as MACALANDONG instead of BAM AM A, as evidenced by his certificate of Live birth and certificate of marriage, attached as Annexes “K” and “L” respectively.

8. This petition is filed without any slightest intention to defraud or prejudice the government or any person, its ultimate purpose is to rectify erroneous entries in the public records of the civil registry of Ditsaan Ramain, specifically under registry no. 2006-346;

9. Petitioner submits that nobody will be prejudiced by granting this petition nor is there a pending case filed against her.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this court on October 31, 2019 at 8:30 o’clock in the morning.

Let a copy of this order be published at the expense of the petitioner in a newspaper of general circulation in Ditsaan Ramain Lanao del Sur for three (3) consecutive weeks.

The civil registrar of Ditsaan Ramain, Lanao del Sur and the Civil Registrar General, or any person or party who has an interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this petition or from the last day of publication of this order.

Discipline dominates Think a minute… During a football game of Augsburg University in the U.S., Augsburg was losing. Then late in the game, defensive tackle David Stevens was put in to play and sparked a comeback in his Augsburg teammates.

He made two important tackles and recovered a fumble to get the ball back for his team. The crowd cheered as he held the ball up high to inspire his team.

David Stevens was born to a woman who had taken an anti-nausea drug for pregnant women in the early 1960’s. Tragically the drug ended up causing terrible birth defects, so David was born with

no legs. David’s mother consequently abandoned him, making his horrible young life seemingly hopeless! But then, David was adopted by Bill and Bee Stevens. David’s new father and mother loved him so much they never wanted to cripple their son’s confidence for success in life.

They continually supported and encouraged David, as well as challenged him to reach his full potential in spite of having no legs. They wanted to teach him to do things for himself so they never put him in a wheelchair. Instead, when David was three-years-old they had prosthetic or artificial

legs made for him.

In school David became a student leader, made good grades, and had many friends.

In high school he not only played football, but also basketball, baseball, and hockey.

He even became a champion wrestler. When he started driving a car the license bureau offered him handicap license plates, but he politely refused them saying: “Those are for people who really need them. I’m not disabled.”

From the time he was young, David was taught never to think of himself as disadvantaged or a cripple.

Instead he learned to discipline and train himself so he was able to do much more

SSS covers nearly 216,000 JOs, contractual workers; collects P2.18B contributions

THE state-run Social Security System (SSS) over the weekend said nearly 216,000 job order and contractual workers were covered as members of the pension fund under its KaltaSSSCollect program by the end of June this year.

SSS President and Chief Executive Officer Aurora C. Ignacio said SSS has already collected P2.18 billion worth of contributions from the JOs and contractual employees.

It is broken down into over 151,000 members from local government units (LGUs) remitted P1.45 million; almost 51,000 members from national government agencies (NGAs) paid P620 million; more than 10,000 members from state universities and colleges (SUCs) remitted P73 million; and over 3,200 members from local water districts (LWDs) paid P31 million.

“Many government institutions and other professional organizations now recognize the importance of providing adequate safety nets to their JOs and contractual workers through SSS membership,” Ignacio said.

“These workers are not entitled to Government Service Insurance System

(GSIS) benefits that regular employees usually enjoyed.

Given the lack of security of tenure, these workers need something to rely on in times of contingencies such as sickness, maternity, disability, job loss, old age, and death. SSS as their savings will be there to help them whenever they needed it,” Ignacio added.

Under the KaltaSSSCollect Program, participating agencies and groups will serve as collecting partners of the pension fund upon signing of the memorandum of agreement with SSS. JOs and contractual workers shall be registered as self-employed members while their respective agencies shall be responsible for remitting their monthly contributions through salary deduction scheme.

From January to June this year, the pension fund collected P326.29 million from more than 22,000 newly registered members, which grew by almost 10 percent from the P297.09 million collection from the same period of last year.

PCOO chief likens China to a ‘grandfather’ M

ANILA -- “China is like celebrating a grandfather’s birthday. And you know what a grandfather is — a grandfather means wisdom.”

This was how Presidential Communications Operations Office (PCOO) Secretary Martin Andanar described China during a reception for the country’s 70th founding anniversary at the Chinese Embassy on Thursday (Sept. 26).

“And it has grown so much in its economy and it’s grown so much in its culture and the values that it shares not only inside China, but the other neighboring countries and places where

this One Belt and One Road Initiative passes through.

So much wisdom, so much generosity, congratulations to the People’s Republic of China,” Andanar said.

Andanar also said that ties between the Philippines and China are also “better than ever” and that the Philippines is “experiencing good economic trading

strides” with China.

Overcoming challenges Like Andanar, Department of Foreign Affairs (DFA) Undersecretar y Eduardo Malaya, for his part, hailed China’s strong economic growth from the past seven decades.

Speaking on behalf of DFA Secretary Teodoro Locsin Jr., Malaya emphasized

the two countries’ “special bonds and partnerships.”

“These past seven decades witnessed perhaps the most remarkable story of growth, development, and poverty alleviation the world has yet seen. The revitalization of the Chinese nation to a position of global prominence,” Malaya said.

Malaya also expressed confidence that the Philippines and China will overcome challenges due to the close relations and mutual trust the two countries have cultivated in recent years.

“As with any journey, we might on occasion encounter challenges, but the road before us is broad. And as we continue moving forward in good faith, mutual respect,

and cooperation between two friends, no obstacle should be insurmountable,” Malaya said.

Meanwhile, Chinese Ambassador to the Philippines Zhao Jianhua acknowledged the maritime dispute between the countries and proclaimed that it does not define the country’s bilateral relations.

“It is our belief that South China Sea issue is not the sum total of China-Philippine relations, nor disputes, the sum total of South China Sea issues,” Zhao said.

Earlier, Presidential Spokesperson Salvador Panelo said relations between Philippines and other countries will not be affected because of differences in

views.

He said this after President Rodrigo Duterte released a memorandum blocking financial assistance from 18 countries that backed the Icelandsponsored resolution calling for a probe into the drug war.

BARMM chief assures employee compensation for defunct region

COTABATO CITY -- Some 6,000 employees who will be affected by the Bangsamoro transition plan will be justly compensated, the chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) assured Monday.

BARMM interim chief minister Ahod “Murad” Ebrahim said the Bangsamoro government has continued to "carefully implement" the transition plan, particularly the "difficult part" of phasing out the employees of the nowdefunct Autonomous Region in Muslim Mindanao (ARMM).

“As I have mentioned before, it’s our commitment to give and work out what is best for the affected

employees within the ambit of the Bangsamoro Organic Law and the transition plan,” Ebrahim said in a statement.

The assurance was issued by Ebrahim after the affected employees raised their concerns during the regular session of the Bangsamoro Transition Authority on Friday last week.

“The cabinet will closely look into the issues about the implementation of the gradual phasing out and engage with pertinent national agencies such as the Department of Budget and Management (DBM) to achieve solutions favorable to our affected employees,” he added.

Last September 27, four anti-illegal drugs operations were conducted.

Acting on information received from a concern citizen that three male persons were having pot session in P-3A, Brgy. old, presently residing in Patin-ay, Prosperidad, ADS and a native of Brgy. Limaha, Butuan City that resulted in the arrest of the suspect and confiscation of 2 sachets of shabu weighing 2 grams with DDB value of Php23,600.00; Php2,000.00 marked money; one Samsung cellphone; assorted drug paraphernalia; and Php600.00 cash money.

Personnel of Buenavista MPS, Agusan del Norte PPO together with 1st ADN Provincial Mobile Force Company and personnel of Provincial Intelligence Branch conducted anti-illegal drugs operation thru implementation of Search Warrant in Purok Nangka, Brgy. 6, Buenavista, Agusan del Norte that resulted in the arrest of Nelson Castillo Isaga, 43 years old and confiscation of 1 sachet of shabu weighing 0.07 gram with DDB value of Php826.00.

In particular, Sara singled out the Save Our Schools (SOS) Network, which she said “continues to shamelessly lick its wound publicly over the closure of Salugpungan schools. It scampered in obvious panic, but it is relentless in its efforts to sow disinformation about the government and why the closure was enforced.”

According to the mayor, the SOS Network even hosted a concert in Manila -- a fundraiser for the socalled students of “bakwit school” or a “school-on-the-run”.

“It is clearly another form of abuse and oppression of Lumad children by a group that pretends being its protectors and defenders. A bakwit school, just like Salugpungan schools, is useless because it is not and it will never be recognized

by DepEd and it is another ploy to solicit pity and money from the public, while advancing their propaganda against the government,” she added.

Duterte maintained that the students of “bakwit” schools are Indigenous People’s children sprung out by SOS Network from their communities and forcibly brought in to the cities, “away from their homes to be used as poster boys and girls in their anti-government agenda.”

“Salugpungan clearly failed to give justice to the sacrifices and dreams of the Lumad students who spent their time with their organization, believing the school will help them better their chances in the future. Salugpungan shall never operate in Davao City again because of this failure and unforgivable injustice,” the mayor said.

Sara issued the statement following Councilor Pamela LibradoMorata’s privilege speech on Tuesday (September 24), in which the latter appealed to her colleagues to investigate the accusation leveled against STICLCI as a recruitment

venue for the Communist Party of the Philippines-New People’s Army (CPP-NPA).

“I appeal to my colleagues that we need to verify this accusation and see how as a collective body we can address the need to protect the rights of the Lumad children to education,” Librado-Morata said.

Specifically, Librado-Morata was referring to the seven IP schools located in Paquibato and Marilog which are among the 55 IP schools ordered to be temporarily closed DepEd-Region 11.

But the mayor urged LibradoMorata to first “check the facts that form the basis of the request for closure, and not rely on the disinformation fed to her by the Makabayan bloc” and the CPP-NPA. “The city government conducted due diligence in inquiring into the activities of Salugpungan schools before coming up with a CPOC resolution. The decision was based on facts, not on a whim or rumors as critics and anti-government forces want the public to believe,” Duterte pointed out.

Moreover, Sara said the CPOC resolution came after the local government was provided with a written report containing the revelation made by a former Salugpungan student about the school teaching students how to use firearms, aside from them being indoctrinated with anti-government propaganda.

In July, National Security Adviser Hermogenes Esperon accused the Salugpungan tribal school system of promoting the CPP-NPA’s communist ideology that espouses the violent overthrow of the government; training its students to hold mass actions against the government; and using curriculums not in accordance with the DepEd guidelines.

Esperon, who is also the vicechairperson of the National Task Force to End Local Communist Armed Conflict, said the allegations are backed by the testimonies of former students and teachers.

Also in July, Datu Joel Unad, chairman of the Mindanao Indigenous Peoples Council of Elders, said DepEd should close the Salugpungan school system for propagating the “ideology” behind the communist rebellion in the country.

Unad made the call following DepEd’s order earlier that month temporarily suspending the operation of 55 Salugpungan schools in Region 11.

STTICLCI executive director Maria Eugenia Nolasco has denied the allegations.

DepEd-11 has since created a committee to investigate the claims and issue a recommendation whether to lift or make permanent the temporary suspension on STTICLCI’s permit to operate.

The launching of MOTF – ELCAC and its operationalization through the Convergence Areas for Peace and Development (CAPDEV) program highlighted the PLGAs and LGUs symbolic and official commitments of various socio-economic projects for the affected communities.

Barangay Eureka and the neighboring Barangays Lawaan and Minalwang has been identified as among the 16 barangay in eastern Misamis Oriental targeted for Community Support Program (CSP) immersion by the 58th Infantry Battalion of 403rd Brigade, 4th Infantry Division of the Philippine Army for the 2nd quarter of 2019 that started on 11 April and ended 28 August same year. The immersion was spearheaded by the LCEs, Punong Barangays and supported by Honorable Governor Yevgeny “Bambi” Emano of Misamis Oriental.

The 16 affected Barangays that was immersed 53 NPA regular members, 91 Milisya ng Bayan (MB), 73 Sangay sa Partido sa Lokalidad (SPL) and 377 members of Underground Mass Organization (UGMO) have withdrawn their membership and support to the CPP-NPA-NDF. 180 of these were results of the CSP Team immerse in Barangay Eureka.

These 180 individuals along with

14 NPAs and MBs is scheduled to receive their immediate cash and livelihood assistance and firearms renumeration on the day of activity.

According to research, their entrepreneurial propensity rests upon their motivation, which is supported by a developed intention, and strong school support.

These research findings were presented in the 19th annual conference of the South East Asian Association of Institutional Research (SEAAIR) in Taipei, Taiwan last September 25-27 2019.

It was selected as Best Paper from among the entries from participating

South East Asian nations Thailand, Malaysia, Singapore, Vietnam and the Philippines. Papers also came from Taiwan, United States of America, Saudi Arabia, Australia, Japan, and South Korea.

The study found out that business students have a high tendency to become an entrepreneur and thus contribute to the nation’s economy.

This conclusion was reached after surveying 498 fourthyear business students from Cagayan de Oro City who have been taking up entrepreneurship courses. The study employed causal modeling technique

and analysis to look at entrepreneurial propensity.

The tendency of students embracing entrepreneurship was discussed by Dr. Heidi Grace Mendoza, Director of the Business Development and Management Program of Capitol University.

This year's SEAAIR conference featured presentations of a total of 70 academic papers. The winning entry is a collaboration with Dr. Anthony Ly Dagang, the BSBA Coordinator of Lourdes College.

Particularly for this study, intention to be entrepreneurs points out to how their parents or other important persons

in their life support their entrepreneurial choices (subjective norms), and by how they perceive they can take on entrepreneurship and all its demands (perceived behavioral control).

The student's likelihood to engage in entrepreneurship is indicated by their levels of creativity and their ability to take a risk. They are stimulated to become entrepreneurs because of their need for achievement on this field, and the need to be economically sound (among other motivators).

business colleges and universities design their curriculum has a strong influence on students to organize and operate their own business enterprises.

This includes how these institutions provide facilities and amenities, as well as exposure programs, to develop entrepreneurship among its students.

In her second paper presentation, Dr. Mendoza discussed a close look at how freshman college students of Capitol University prioritize the institution’s admissions services that meet their needs.

Results show that as students observe how

admissions achieve their objectives, they also find financial aid services, or access to scholarship support upon their enrolment, as very important.
