SURIGAO CITY -- Armed men believed to be members of the New People’s Army (NPA) attacked police targets in Caraga Region Tuesday (Nov. 14), a day after abducting two policemen in Surigao del Norte town of Placer. NPA combatants torched two commercial trucks on a highway Tuesday morning in the Agusan del Norte

PH ready to expand ties with Russia MANILA -- President Rodrigo Duterte expressed the Philippines’ willingness to expand relations with Russia particularly in area of trade. “We have started an improvement of our friendship and the plan increases of our trade, expand it and I know that your country is seriously considering all of these things and we are happy that we can find a new market in the Euro -- Eurasian front,” President Duterte said in his opening remarks during his bilateral meeting with Russian Prime Minister Dmitry Medvedev on Monday, November 13.

In a bid to boost trade relations, Duterte said the government intends to set up a place in Moscow where Filipinos can showcase their products for the Russians to see them. The President also thanked Russia for its assistance on a “crucial moment” during the rebellion in Marawi City. “We were able to use the rifles and the arms that you gave us on time,” he said. Last month, Russian donated 5,000 units of AK-74M Kalashnikov assault rifles and one million units 1943-type cartridges with steel core bullets.

The President also brought up the topic of two Russian nationals namely Yuri Kirdyushkin and Anastasia Novopashina, who are currently detained in the Philippines due to drug-related charges. “I would just like to say that we have a working functional justice system here and they will get a fair trial and that they will be detained in a comfortable house ,” he said, noting that their cases are still under investigation. “Whether true or not, we will find out but I will see to it that they are treated fairly,” See ready, page 8

Construction of P 5 billion provincial highway gets nod MISAMIS ORIENTAL: An 80-kilometer provincial road costing about P 5 billion that would serve as a diversion road from Misamis Oriental to Lanao Del Norte is scheduled for construction in January next year, Provincial Governor Yevgeny Vincente said Monday. Emano said that Secretary Mark Villar, of the Department of Public Works and Highways (DPWH), has issued the go signal for the construction of the new diversion road that would start in Opol, Misamis Oriental to the boarder of Lanao

Del Norte in Lugait, the last coastal town, west of Misamis Oriental. He said that the construction of the new diversion road would start a network of road to market roads that could provide access in transporting the agricultural produce of farmers in the hinterlands of Misamis Oriental. Emano said that the provincial government has longed for the concreting of the existing all-purpose weather road that has remained inaccessible most of the time. “Secretary Villar issued the green light when we I

First batch of IDPs in CDO to return to Marawi next week By MARK FRANCISCO

CAGAYAN DE ORO CITY – The first batch of internally displaced persons (IDPs) temporarily living here will return to Marawi City next week. In an interview Monday, city social welfare and development officer Teddy Sabugaa said that nine barangays in Marawi City have already been cleared by the government for residents to go back to. Eight more barangays are expected to be cleared

within the week, he added. Sabugaa said that in preparation for their return, the CSWD and a local group calling itself as Tabang Marawi Multisectoral Interfaith Convergence have briefed the individuals included in the first batch on what to expect upon returning and how they will cope about it. Sabugaa also said that only people who have registered themselves as coming from the barangays which have been cleared are al-

lowed to go home. Upon arriving in Iligan City, each evacuee will receive P4,000 in cash, a hygiene kit and a kitchen kit courtesy of the national government. The 4th Infantry Division has volunteered to transport the IDPs up to that city from here. There will be a ceremonial sendoff for the first batch of convoy later this week. There are a total of 19,464 IDPs currently living in Cagayan de Oro City.

Coal is—at best—a contentious natural resource. It fueled the Industrial Revolution and continuous to be a vital source of energy. However, coal is one of the most carbon intensive fuels. In fact, the use of coal as fuel has been blamed for the over concentration of carbon dioxide in the

atmosphere—one of the causes of climate change and global warming. There are ongoing efforts to tap clean and renewable energy sources. However, they are still unable to meet the current energy demands. Coal continues to be the default fuel choice in developing countries like the Philippines. While hydro power re-

quires massive infrastructures—specifically, large dams that would inundate communities and alter water bodies—coal plants require considerably less investment and land resources. The cost of each coalpowered megawatt of electricity is still among the cheapest. This is why— despite the clamor to go green—coal continues to

be seen as the practical fuel choice. Traditionally coal has been mined using open-pit mining technology. It must be noted, though, that unlike metallic mining, coal mining does not produce acidic mine drainage. But with recent developments in extracting coal, open-pit mining may soon be a thing of the past.

For one, contour strip mining is seen as a safe method of extracting coal. Contour strip mining only entails partial coal removal as only the soil or overburden is scraped off above the coal seam. According to the Kaibigan ng Kaunlaran at Kalikasan (“KKK” or Friends of Progress and the Environment), contour strip mining

“makes possible progressive rehabilitation (i.e. the undertaking of rehabilitation works even before an entire mine is completely mined out) for use in farming and reforestation.” The group asserted that the effects of contour strip mining are reversible. LWUA continues to work to ensure stable water supply for returning Marawi residents ILIGAN CITY, Lanao del Norte, Nov. 13 (PIA ICCC) – The Local Water Utilities Administration (LWUA) is coordinating with the local water district in order to ensure reliable and stable water supply for the returning Internally Displaced Persons (IDPs). LWUA Mindanao operations manager Josephine Miravalles, during the interagency meeting of the Task Force Bangon Marawi on November 9 in Iligan City, said that the local water district has four water pump stations but only two are operational, namely the Bangon and Agos station. She disclosed that they could make the other two operational but upon their on-site inspection last week, they found out that there are too many leaks that water would just be wasted if opened. HUDCC Chief and Task Force Bangon Marawi Chair Eduardo del Rosario called on LWUA to fast-track repairs of leakages because like electricity, sufficient water supply is a basic need of returning Marawi residents. It was learned that out of nine barangays where IDPs are allowed to return,

six are serviced by the local water district. When inquired on the water supply of three other barangays not serviced, Miravalles revealed that during their consultation with the Department of Interior and Local Government (DILG), the DILG said it will provide water supply to the three others. The ser viced barangays of LWUA are Panggao Saduk, Saber, Barrio Green, Matampay, Tampilong, and Luksa Datu while Basak Malutlut, Poblacion Marawi and East Basak are not within the water district’s coverage Miravalles added that generator sets for water pump stations are also put on stand-by to ensure continuous water supply. SSS loans, benefits can now be withdrawn via UMID-ATM Cards

More than 34,000 members of the state-run Social Security System (SSS) may now withdraw through automated teller machines (ATM) their social security benefits and loans using their Unified Multi-purpose Identification (UMID) cards. SSS President and Chief Executive Officer Emmanuel F. Dooc said the rollout of the program will make disbursements easier for

member benefits such as disability; retirement; selfemployed and voluntary; sickness and maternity claims; and member privileges like salary and calamity loans. “Doing direct transfer of funds for loans and benefit proceeds to the UMID card ATM accounts is safer and faster. It will eliminate the cost of printing and mailing of checks, as well as delay in the delivery of service

due to postage time and lost checks. As soon as the loan is approved by SSS, it will only take at least 24 hours for our members to withdraw it from their bank accounts”, said Dooc. Several banks had been invited to the UMID-ATM program since November 2013. To date, SSS has signed agreements to implement the program with four banks. UnionBank of the Philippines (UBP), one of

the accredited banks, was the first to complete the program and started deploying kiosks in three SSS branch offices last year. At present, UBP kiosks where UMID cards can be activated, are in seven SSS branches --- Baguio, Diliman, Manila, Buendia, Cebu, Pioneer and Davao. NPA guns down Davao policeman DAVAO CITY – A member of the Davao City Police Office (DCPO) assigned at the Intelligence Section of the Tugbok Police Station was shot dead by two suspected members of the New People’s Army (NPA) who asked for a free ride Monday morning in Barangay Valencia, Tugbok District, this city. The victim, PO3 Wilfredo Garol, 34 and a resident of Rubber Village in Calinan, earlier transported his wife, a teacher, to school in Valencia on board his motorcycle. On his way back, the two suspects flagged him and asked for a free ride. But when they reached Purok 5 at Sitio Luman, Valencia the gunmen shot Garol several times resulting to his death. Davao City chief of police Sr. Supt. Alexander Tagum suspected the gunmen were members of the NPA liquidation unit.

He, however, vowed that Garol’s death will be investigated thoroughly to identify those behind the treacherous killing. H i s d e a t h , Ta g u m stressed, will not deter the police in their commitment to an intensified fight against all forms of domestic threats posed by communist rebels or criminals. Tagum said the incident should also serve as a strong warning to all personnel of DCPO that they cannot afford to relax their personal security because “it will cause them their lives.” “We accept the danger of our chosen vocation but we will not allow his killers go unpunished. We will go after them with full might of the law,” Tagum vowed. Tagum said giving free rides to a stranger should not be entertained, as he recalled an old reminder of parents to children.

Putting up more hydroelectric plants is no longer feasible as these are very expensive to build. This is why, starting in 2006, coal-fired power plants have been the go-to energy source of the once energy-deprived island. From being 90 percent reliant on hydro power, Mindanao has slowly become more dependent on coal. Reports indicate that as of 2016 coal now makes up about 40 percent of the island’s energy mix. Finally, to insulate the coal prices from volatile foreign exchange, which had made coal prices behave like crude oil, Mindanao’s vast coal deposits need to be harnessed. That is where coal strip mining comes in. Admittedly, just like in any development project, its environmental impact has to be considered. New generation coal-fired generators are said to have lessened the strain on the environment. In time, coal plants and the communities can hopefully co-exist harmoniously.
