MANILA – The chairperson of the Senate Committee on Environment and Natural Resources on Friday backed President Rodrigo Duterte’s recent pronouncement regarding the possibility of a nationwide ban on the use of plastics. Senator Cynthia Villar said the possible ban is urgent as she cited a 2015 report on plastic pollution by the international group Ocean Conservancy and McKinsey Center for Business and Environment showing that the Philippines is one of the world’s largest producers of plastic wastes that end up in the ocean. “With the President taking the lead in this campaign, I am confident we will be making significant See PLAN, page 11

PNP-11 reports P1.7-M drug haul in October By RHODA GRACE SARON PNA

DAVAO CITY -- The Police Regional Office in Davao Region (PRO-11) has reported that its intensified campaign against illegal drugs has led to a total drug haul of PHP1.7 million in October alone. Brig. Gen. Filmore Escobal, PRO-11 director, said the figure is higher compared to the PHP1.3 million worth of confiscated illegal drugs in the previous month. According to the report, police units around the region arrested 171 drug personalities in October: 110 from Davao City; 29 from Davao del Norte; 23 from Davao Oriental; and nine in Davao del Sur. Nine individuals also died in the period after they engaged authorities in shootouts during law enforcement operations. GENERAL SANTOS CITY -- Police and anti-drug operatives arrested a target-listed pusher and two other drug personalities in separate operations in two villages here on Wednesday night. Naravy Duquiatan, director of the Philippine Drug Enforcement Agency (PDEA) 12 (Soccsksargen), said in a report on Friday that the suspects were nabbed in an entrapment

and follow-up operation in barangays Labangal and Tambler. Duquiatan said a joint team from PDEA-12 and the city police station number 2 arrested tricycle driver Jemar Aradais Pulalon, 35, at about 6:20 p.m. in the vicinity of Purok Pandian, Labangal after selling a sachet of suspected shabu worth PHP1,000 to an undercover operative. In a subsequent search, the suspect, who was in-

cluded in the target list of PDEA-12, yielded two more sachets of shabu, weighing about 1.5 grams with an estimated street value of PHP10,200, she said. In coordination with the local police, Duquiatan said they launched a follow-up operation at about 8:30 p.m. at a house in Purok Diamond, Tambler against Pulalon’s alleged shabu supplier, identified as Joey Juario. She, however, said the

suspect managed to escape after reportedly seeing the approaching operatives. Zambo Sur farmers coop gets P2.1-M choco processing facility By LEAH AGONOY PNA

PAGADIAN CITY, Zamboanga del Sur -- A farmers’ cooperative engaged in the production of cacao-based products in Midsalip town got a boost with a new processing facility. The beneficiaries, the Midsalip Farmers’ Cooperative (Mifamco), received from the Department of Trade and Industry (DTI) Wednesday a PHP2.1 million dark chocolate processing facility to boost the cooperative’s production. The Mifamco is engaged in the production of dark chocolate, tablea, and other cacao-based products. Dr. Sitti Amina Jain,

DTI regional director, said Friday the provision of the processing facility is in line with the government’s move to revitalize the local cacao industry. MANY of us shy away from boredom, but it’s actually very good for creativity. Many of us lead incredibly busy lives, constantly hopping from one task to the next, and when we’re blessed with a little bit of downtime, we pick up our phones, and scroll the boredom away. But is that the best way use of our time? How comes that loneliness and/or boredom are still a general topics in our today’s society? Loneliness has been called one of the main diseases even during the last century. It really doesn’t strike not only the Filipinos abroad and their love ones back home. Too often loneliness is being followed by alcoholism, drug abuse and even suicide. Yes, loneliness becomes a modern day plague. I observed several people trying to surround themselves with so-called

“friends” only to find that such relationships are often shallow and unsatisfying. Loneliness can be painful but being lonely or alone at that is not always a bad thing. Ask yourself, how do you use your time, if you are really alone? Do you simply let the time pass without doing anything at all? Why not use such time productively? THE state-run Social Security System (SSS) on Friday said it will beef up its efforts to reach out to informal sector workers and provide them with meaningful social security protection following the results of an Australian-based survey ranked the Philippines as one of the pension systems that need improvement out

Energy experts push for cleaner fuel in PH MANILA -- A group of energy advocates have formed the Philippine Energy Independence Council (PEIC) whose main goal is to move both the government and the private sector to explore new indigenous, renewable, and cleaner energy options for the country. The PEIC seeks to initiate and sustain public discourses on energy reserve issues with the specific goal of pushing for the country’s eventual energy independence. The Philippines is falling behind its Southeast Asian neighbors in terms of energy independence as the country continues to rely heavily on oil and gas imports while energy demand continues to increase. On September 3, energy leaders from the Philippines and other Southeast Asian countries highlighted this

observation during an indepth panel session called “Energy Independence: Indigenous is Energy Security” during this year’s Powertrends at the SMX Convention Center in Pasay City. The energy experts who participated in the panel discussion were Dr. Arthur Saldivar-Sali, author of “Black Gold: The Search for Oil to Power a Nation” and former PNOC chief geologist; Anton Safronov, chief commercial officer of Parami Energy (Myanmar); lawyer Kiril Caral, managing counsel of Shell Philippines B.V.; Ramon Clarete, project director of Gas Policy Development Project (GPDP); Jeoffrey Caranto, president of National Geothermal Association of the Philippines (NGAP); and Rob Fisher, development manager of Tamarind Resources (Ma-

Sali, who served as PNOC chief geologist, technical director of the Petroleum Board, and deputy director of the Bureau of Energy at the time, said the PNOC was “drilling 10 exploration wells a year and had one discovery every year from 1974 to 1986.” Their initiatives also pushed the Philippines to rank second in geothermal power just after the United States. For 12 years, the efforts of the Ministry of Energy and the PNOC reduced the dependence of the country to global imports. Disaster risks and hazards arising from plastic pollution may put farms at risk of flooding resulting in wastage of agricultural products along with its threats to a balanced ecology,” Villar said. “Microplastics leaked in our bodies of water may also put public health at risk as it gets into our food chain,” Villar added. The bill proposes to prohibit the issuance of the single-use plastics by food establishments, stores, markets, and retailers. Consumers will also be diverted to use reusable materials and manufacturers will be mandated to collect, recycle and dispose of single-use plastics manufactured or in circulation in the general market. Under the measure, retailers shall charge the consumer a minimum levy of PHP5 for each piece of single-use plastics already manufactured, in circulation, and for use in a transaction. The bill seeks to penalize violations of business enterprises, micro, small and medium enterprises with a fine ranging from PHP10,000 to PHP100,000 and suspension or revocation of business permit. Meanwhile, value-added tax (VAT) registered enterprises, establishments, and stores, and for all plastics manufacturers found violating this proposed act will have penalties ranging from a fine of PHP100,000 to PHP1 million and suspension or revocation of business permit. The bill also creates a Special Fund for Single-use Plastic Regulation composed of collected tariffs, levies, and fees, which shall be used for the establishment of recycling centers, and assistance and incentives for manufacturers and community-based initiatives for the reduction of singleuse plastics. Ignacio added that the Mercer Global Pension Index which included the Philippines in its 11th global survey on pension systems puts social security protection at the forefront of social issues today. “Many Filipinos see social security protection as just an option during their working years, neglecting the fact that this will be one of their supplemental supports during retirement,” she continued. The Philippines, based on the index, was rated 43.7 out of 100. It has a grade “D” together with first world countries Korea, China, and Japan among others. The Philippine pension system was described with some desirable features but also with major weaknesses that need to be addressed. “It is the first time that the Philippines was included in the study, but it already highlights the need for urgent actions to prioritize social security protection for all Filipinos. The lifeblood of SSS is the members’ contributions. In the past 62 years, SSS has sustained its funds without any need for government subsidies and shows that the fund has been well-managed over the years. The inter-generational subsidy has sustained the pension fund where the healthy supports the sick while those who earn more subsidizes those with less in life. As shown in the study, those countries with the highest tier provide higher benefits since their contributions are also higher,” she explained. Data showed that from January to August 2019, SSS has so far released P129.53 billion in benefit payments. Out of the total expenditures for the seven SSS benefits, more than 58 percent was disbursed for retirement benefits amounting to P75.11 billion. Ignacio explained that SSS pension is meager in terms of amount, but the actual return of every peso being contributed is high. For example, a member who has been paying a monthly contribution based on the P8,000 monthly salary credit for 120 months. In total, he would have paid P115,200 in contributions. But he will be qualified to receive a monthly pension amounting to P3,200 and the additional

monthly benefit of P1,000. In just 28 months, he would have recovered all contributions paid to SSS. This is on top of the other benefits - sickness, maternity, disability, unemployment which he could avail of at the time he was actively paying at SSS. “Again, a pension is a product of an individual’s long-term savings. Right now, a ceiling on the monthly salary income to apply the contribution rate of SSS limits a member’s opportunity to save more for retirement. We are hopeful that this will change as the newly-enacted Republic Act 11199 or the Social Security Act of 2018 has a voluntary provident fund which will be introduced next year,” Ignacio said. Thru the voluntary provident fund, a member whose salary is higher than the maximum MSC will be able to receive more during his retirement stage as he will have the option to contribute more. “While we recognize the need to increase pension, we are also responsible in ensuring that the fund remains viable for a longer period of time to be able to provide the seven benefits – retirement, death, funeral, maternity, sickness, disability, and unemployment – for our members and pensioners. Also, an increase in pension, according to the law, should be supported by an actuarial valuation to ensure the viability and sustainability of the pension fund,” Ignacio added. “Membership to SSS is contributory. The higher and longer the period of payment translates into higher short and long-term benefits. With this, we are exerting all efforts to ensure that more Filipinos working on the private sector be covered with social security. Memoranda of Agreements have been signed with several local governments such as Mandaluyong City and Paranaque City to ensure SSS coverage their job order personnel and with the Philippine Sports Commission to cover athletes.
