Ex-judge in narco list slain
CAGAYAN de Oro City--A former judge who was named in President Rodrigo Duterte’s August 2016 narco list was killed by unidentified gunmen in his residence in Surigao del Norte last Friday. Governor Imelda ‘Angging’ Quibranza-Dimaporo recognized the elderly’s important role in society, not only in guiding and inspiring the new generation but as well as partners for sustainable peace and development. The provincial government prepared gifts for the elders and a program to provide entertainment. Elderlies from the different municipalities of the province showcased their talents
by performing traditional Filipino songs and dance. About 2,801 Senior Citizens from the Municipalities of Linamon, Kauswagan, Bacolod, Maigo, Kolambugan, Tubod, Baroy, Lala, Kapatagan, Sultan Naga Dimaporo, Sapad and Magasaysay actively participated in the said event. Derby showcases performance of rice varieties in Gingoog City IN the quest to attain rice sufficiency in the country and to showcase increased productivity and profitability of hybrid rice production, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10) thru the Provincial Operations Center of Misamis Oriental in coordination with the Local Government Unit (LGU) of Gingoog City conducted the Hybrid Rice Derby – Farmers Field Day on October 23, 2019 at barangay 20, Gingoog City. The hybrid rice derby showcased the performance and best qualities of the 14 rice varieties from eight participating private seed companies. Reportedly, hybrid rice has stronger vigor against weeds and has higher input-use efficiency, making it an advantage to farmers. In three batches, the farmers were toured around the rice areas planted with the different rice varieties. Thus, they are free to choose from the different varieties that will best suit in their respective areas. In her message, DA-RFO 10 Regional Technical Director Carlota S. Madriaga said, with DA’s new battlecry, ‘Masaganang Ani, Mataas na Kita’, we will be able to provide
food in every table to every Filipino. Rice sufficiency can be achieved by giving our all-out support to agriculture for food security, increased production and income.” Madriaga also made mentioned that all farmers should be listed under the Registry System for Basic Sectors in Agriculture (RSBSA) as basis for farmers to avail of assistance from the national government. She challenged the LGU officials to make some initiatives to further help rice farmers who are affected of the low buying prices of palay. DA hopes to assist from the local to the national levels that would respond to the needs of rice farmers, she added. Meanwhile, Congressman Christian S. Unabia of the 1st district of Misamis Oriental accepted the challenge that LGU - Gingoog will buy palay at P20 per kilo starting next year thru the Office of the Vice -Mayor. “In order for us to be successful, I urge the farmers to plant more hybrid rice,” he said. On the other hand, Congressman Unabia received the Certificate of Turnover as assistance for agricultural machineries and equipment

That unforgiving road in Bukidnon

DURING my week-long writing hiatus, I had the chance to stay for a while in Bukidnon, my sweet home away from home. But traveling these days to Bukidnon is not as sweet as it could be as manifested in the province’s iconic provincial anthem. Over the years, Sayre Highway, the national road network that cuts across the province has been on
a never-ending road repair binge since time immemorial. Take the recent traffic standstill due to massive landslides in Damay, Impasug-ong, Bukidnon. A media colleague had to endure an overnight stay along the muddy stretch of the highway. He was on his way to cover the earthquake in Tulunan, Cotabato. And to the rest of the weekenders, that was one hell of a ride. Notwithstanding the massive expansion of the highway from the old two-lane to four to six lanes, travel time from Cagayan de Oro to Valencia City will now take about six to seven hours, a sharp contrast to the usual 3-4 hours, either by bus or private vehicle.
Sayre Highway is that portion of the National Highway which starts from Puerto in Cagayan de Oro City to Davao City via Buda along the borders of Kitaotao, Bukidnon and North Cotabato. The 192-kilometer long highway was named after Francis Bowes Sayre, Sr., a professor at Harvard Law School who was the United States’ High Commissioner to the Philippines from 1947 to 1952. It was named after him since he was the one who spearheaded the initial construction of the Bukidnon highway. This is Bukidnon today. Amid the vast green fields of sugarcane, pineapple and banana plantations, this province of over a million people had been suffering

from infrastructure fatigue that nobody seems to bother complaining about. Over the years, the construction of the widening road project of Sayre Highway, as closely observed, is moving snail-paced, already overtaken by time as DPWH continue to brag about its accomplishments under Secretary Mark Villar. Read the signs
THINK a minute. Years ago on the night of 14 April, the ship named Californian had come within 1500 miles of its destination of Boston Harbor in the US. It was midnight and Second Officer Herbert Stone reported for his watch. He found his apprentice looking through binoculars at another ship in the dark distance. He could see some lights, so Stone told the apprentice to try to communicate using the Morse Code light. But the other ship did not answer. Then five more white flashes came from the other ship, followed by another four white flashes, so Stone called his captain. The captain ordered more light signals to be
sent, but still no answer came. They noticed the other ship’s cabin lights were disappearing, so it appeared to be sailing away. At 1:40 AM Stone saw the eighth and last white flash in the night sky. It was not until 4 AM that they learned the truth about the other ship. Second Officer Stone and his captain had not understood that the lights and flashes from the other ship were alarm signals. That night of 14 April, the Californian had stopped in the middle of the ocean since there was a dangerous field of ice in the water. It was while they were stopped and waiting that they saw the lights from the other ship in the distance.

The other ship had sent those light flares as distress signals, and the Californian that was only nine miles away would have rushed to help save it except for one thing. The other ship had been sending distress signals both by lights and radio, but the Californian’s new young radio operator was sleeping. So that night, Second Officer Stone and his captain did not know the light flashes were desperate calls for help from the sinking Titanic. Jesus Himself said that by far the greatest tragedy is to watch yourself and the people you love sink into eternity, separated from God and lost forever in the worst pain, evil and agony there is. From out of nowhere
K I DA PAWA N , N o r t h Cotabato--From Davao, a group of us – me and three of our parish staff from the Mother of Perpetual Help Parish along J.P. Laurel St., Bajada, Davao City – drove to Kidapawan City this morning (Monday, November 4), to deliver relief goods and funds solicited from our parishioners to Bishop Colin Bagaforo at his residence in Barangay Balindong. The Diocesan Relief Operations’ Center was set up in the diocesan offices beside his residence. As we were entering the center of the city, I noticed a signage signifying the name a restaurant – From Out Of Nowhere. I thought: what an interesting name for an eatery and how appropriate in this season of earthquakes that recently hit towns in
south Mindanao. Because for most of us living in this part of the country – especially those badly hit by the repercussions of the series of earthquakes measuring on an average 6.5 magnitude and who cringed every time there was an aftershock – these disastrous moments seem to have come from out of nowhere. But scientific facts dispute this “from-out-of-nowhere”” myth. Earthquakes do come from somewhere. At the height of this earthquake scare at the end of October, a Facebook friend sent this reading of a geologist as to what was behind the seismic-caused earthquakes: “The fault system active in these quakes is the newly named MakilalaMalungon fault. It’s part of the Mindanao fault system
that extends from Sindangan all the way to Sarangani and up to Molucca Sea. These are all related to the movement of the Philippine sea plate subducting under the Philippine Trench and there is an additional subduction zone around the Molucca Sea (Halmahera-Sangihe). The faults haven’t moved in the past 10,000 years but all part for the course given our tectonic setting.” So take note people, earthquakes arise out of somewhere which are the faults below the ground. And so sorry, there is still no way to predict when faults give rise to the earth’s movements. Which makes earthquakes far more scary than other natural disasters which can be predicted. Passing through the center of Kidapawan City, we
find ourselves face-to-face with Eva’s Hotel, the city’s landmark that has now been immortalized in a million posts in social media. Fortunately, long before the recent earthquakes the hotel has already been condemned and has not accepted guests owing to noticeable fractures in various parts of the building. So when the building collapsed during the earthquakes, no one was hurt. There are other buildings that have cracks or damages and the malls remain closed, but otherwise, the city was not so badly hit by the disasters. Olalia said there is a proliferation of fake Facebook pages that falsely use the name and logo of the POEA to advertise job vacancies in countries like Australia, Canada, Germany, Japan, New Zealand, and the United States. Ayala group aids relief efforts in quake-hit Mindanao
MANILA, Philippines –The Ayala group and its foundation, Ayala Foundation (AFI), lead the group’s relief efforts in quake-hit Mindanao. With the Office of Civil Defense (OCD) and the Philippine Disaster Resilience Foundation (PDRF), the group continues to send aid to Cotabato, Mindanao, which was struck by deadly 6.6- and 6.5- magnitude earthquakes last October 29 and 31 respectively. As of November 3, the quakes have killed 21 people, displaced over 21,810 individuals in 30 evacuation centers, and affected 178,305 people in 200 barangays across Regions 11 and 12 according to PDRF. “Ayala is coordinating the efforts across all our family of companies to move as one in cooperation with the local government to provide urgent aid for the affected communities in Mindanao,” said John Philip S. Orbeta, Ayala’s Chief Human Resource Officer & Group Head of Corporate Resources. D&L Industries eyes higher profits in 2020 By LESLIE GATPOLINTAN
MANILA — D&L Industries, a manufacturer of food ingredients, plastics and oleochemicals, targets its net profit to return to double-digit growth in 2020, as it ramps up its expansion project in Batangas to boost capacity and grow its export business. In a press briefing Tuesday, D&L President Alvin Lao said the achievement of double-digit growth next year depends on the absence of trade problem between the United States and China, and the recovery of its specialty plastics business segment. The company attributed the decline in earnings of its specialty plastics in the first nine months of the year to uncertainties in the global trade market due to the lingering effects of the trade war, and the slowdown in the global automotive industry. But Lao noted its food ingredients, aerosols, and oleochemicals business segments are “getting better”. “We believe that we are at the bottom of the cycle in terms of net income decline… We’re already seeing signs of our business picking up, especially in the food segment where margins and sales mix are continuing to improve,” he said. Lao said their domestic business is seen to start recovering in the fourth quarter although exports may not bounce back as fast. His optimism is based on the continued easing in inflation, lower interest rates and reserve ratio requirements, ramp up in government spending, and the reduction in port congestion. “Overall, the company continues to believe that its long-term growth story remains intact and its prospects remain stable. The expansion plan in Batangas is on schedule to be completed and operational in 2021... The upcoming facilities will add the capability to manufacture downstream packaging and will allow the company to capture a bigger part of the production chain,” the firm said in a statement. D&L reported its recurring income reached PHP2.03 billion in the first nine months of 2019, 15 percent lower than PHP2.40 billion in the same period last year. In the third quarter alone, net income fell 29 percent to PHP617 million from PHP874 million. DAVAO CITY -- The city of Mati in Davao Oriental will be donating PHP800,000 to the two municipalities in Davao del Sur that were hit by the strong tremors in the past weeks. The City Council, headed by Vice Mayor Glenda Rabat-Gayta, passed a resolution during Tuesday’s regular session approving the financial assistance for the municipalities of Bansalan and Magsaysay. Mayor Michelle Rabat said Magsaysay town will get PHP500,000 while Bansalan will receive PHP300,000. “It is but human nature for us to respond to our fellow Filipinos, Dabawenyos at that, who are in distress. Whatever little we may have, we deem it proper to share and help. Hope that this assistance would somehow alleviate the sufferings of our brothers and sisters in the two most-affected towns,” Rabat said. Based on the assessment of the City of Mati Social Welfare and Development Office, the Municipality of Magsaysay has a total of 21 barangays affected comprising 9,755 individuals from 1,951 families. Submit reports on hired OFWs, local, foreign employers told THE Philippine Overseas Employment Administration has reminded recruitment and manning agencies, including foreign employers and principals, of their responsibility to monitor and report the status, condition, or significant events relating to their hired workers. Administ rator B ernard P. Olalia said some recruitment agencies and employers are not report-
ing material and relevant information about their recruits on account of data privacy and confidentiality, consequently resulting in inconclusive monitoring reports. But Olalia said incomplete reports are deemed as not compliant to POEA Rules and other issuances and data privacy should not be a reason for their non-compliance.

But based on initial information gathered, Maghinay said it was found out that the steel trusses have not yet been welded purposely to allow any adjustments that will have to be made first. Other contributory factor, she said is the series of earthquakes that occurred last week. The earthquake, Maghinay said might have affected the integrity of the structure. The DPWH-10 official said it is unlikely that the steel bars used in the construction of the covered court were made of substandard materials since that the agency has checked if the supplies provided by the contractor have passed the quality assurance test before the project implementation. Considering that the structure is still under construction, Maghinay said the contractor is still liable for any damages to the project. “If the contractor will have to rebuild the structure, they will shoulder the additional cost,” she said. Lope Matildo, Bonbon councilor and the acting barangay chairman, said he received report that the structure, which is still under construction, has caved in at around 5 in the afternoon. Matildo said it appeared that the steel bars used were not sturdy enough that it gave way when workers brought in about 105 galvanized iron sheets to the top portion of the structure to be installed as the building’s roofing. He said the covered court was constructed under the initiative Cagayan de Oro first district Rep. Rolando Uy. Construction was started on June 6, 2019 and is 80 percent complete. According to the information provided by the DPWH-10, the contractor of the said project is AT Builder and General Merchandize. The information, posted on a tarpaulin in front of the damaged structure, did not indicate the business address and other details of the contractor. Due to the impact of the collapse, three workers were injured, and one of them in critical condition as his legs were hit by falling steel bars. Rovidico Manueza, one of the workers, said about 10 of his companions began bringing the roofing materials to the top of structure when the metal trusses caved. The building steel posts were bent when the trusses fell down. Those who were injured were identified Arjel Gallan, 22; Ronnie Miñoza, 26; and Wilson Berja, 27, all from Salay town, Misamis Oriental and construction workers. Of the three, Manueza said Berja sustained the
most serious injuries as his leg was reportedly hit by falling steel bars. “He was on the ground helping in the lifting of the G.I. sheets when the structure collapsed,” he said, adding that it was not yet known if his legs were amputated due to the impact of the fallen metal trusses. Meanwhile, Remy Labiano, Uy’s spokesperson, said the incident in Bonbon was the first time that any of the congressman’s projects incurred damages. “The design of the structure which is standard design of DPWH is the same with other already turnedover multipurpose buildings in the past and on-going constructions,” he said. “We appeal to the kind public of their understanding because no one wanted this incident to happen. We further ask their kindness to refrain from speculating pending results of any investigation to be conducted by the DPWH,” Labiano said.

Cotabato-Davao regions hit by the four succeeding strong earthquakes (Magnitude 6.3 on October 16, Magnitude 6.6 and 6.1 on October 29 and Magnitude 6.5 on October 31), Makilala seems to be the worst hit. From the last barangay of Bansalan, Davao del Sur to the area around the municipal hall of Makilala, North Cotabato, we saw houses upon houses destroyed and/or damaged by the earthquakes. The main evacuation centers are those located in Barangay Malasila and the area around the municipal hall. The Department of Social Welfare and Development (DSWD) reported: “A total of 20,704 families or 103,520 individuals from the 38 barangays have been affected by the earthquake. More than 20,000 houses in the town were damaged.” The evacuees were from Barangays Kisante, Old Bulatukan and Luayon. Among them are the Lumads whose residences are at the slopes
of the mountain range connecting to Mt. Apo. Along the highway one could see the landslides on the mountain side that forced them to evacuate. Relief operations have been ongoing since after the first earthquake struck on October 16 and have been sustained for the past two weeks. At the evacuation sites, agencies such as the DSWD, the International Red Cross and other private groups were busy distributing relief goods especially food, water, shelter, medicine and trapal (the main material used for tents). Along the road where victims remained near their homes and have not moved to the evacuation centers, the people wait for relief goods. Most of the private individuals, families, groups and associations in their own vehicles approach those camping along the road rather than join the relief operations in the evacuation centers. After we left Makilala on our way to Magsaysay, along the highway we encountered at least seven huge trucks carrying DSWD relief operations as well as military trucks also carrying goods. From Ma k i l a l a , we covered the other areas of Davao del Sur where the Regional Disaster Risk Reduction and Management Council (RDRRMC) has reported a total of 2,722 families or 13,600 individuals displaced due to the earthquakes. Entering the town of Magsaysay, we saw clusters of families still sheltered in tents near their homes. The main attraction in this town is the seriously damaged new municipal hall which has been temporarily condemned. Its tall posts visible as part of the facade remain standing but most parts of this massive building are damaged. Relief operations take place in the yard opposite the hall. Passing by Matan-ao and Kiblawan on our way to Digos, we did not see too much damage wrought by the earthquakes unlike Makilala and Bansalan. Digos is also badly hit, not so much in terms of the destruction of people’s homes but how the earthquake destroyed buildings.
The one that stands out as the most dramatic are the buildings inside Cor Jesu College, two of which will have to be dismantled completely. But the other buildings also need to be repaired as there are noticeable cracks on the walls. Across the city there are buildings that show fractures and malls remain closed. As damages are suffered by mainly businessmen, relief operations are not as massive as those in Makilala. Lastly, Davao City did not experience too much destruction, except for a high-end condominium’s lower floors that collapsed and is now condemned. We surmised that with the national and local government’s relief assistance, supplemented by those of civil society (IRC, NGOs, schools, church groups, families and individuals) there may still be enough to assist the evacuees in terms of their urgent needs. Still, if there are those who still plan to go and assist them, the best relief assistance for now are food that can be immediately eaten (as cooking facilities are still quite limited) and water. But depending on how soon the evacuees can return home, so also the need to sustain the availability of relief operations. As per experience in previous disasters, the problem is when evacuees cannot return home as quickly as possible and thus relief operations need to be sustained in the long haul. Returning home for most of those in the evacuation centers depend on how much help they can secure to rebuild their homes, no matter how modest these are so long as they can already be lived in. This is true for the Lumads whose homes are affected by the landslides; new sites will have to be identified where the new houses could be built. Meanwhile, there is still need to assess how much

trauma-healing sessions the evacuees still need especially for the children. It has been less than a week after the last strong earthquake and there are still those who would not trust sleeping in their houses and continue to spend the night in tents. Business has taken a beating as malls and big stores have been forced to close or to shorten their store hours as the usual crowds have thinned out. As many schools have been damaged, the classes of pupils and students have been disrupted. For most of the people, the return to normalcy has been slow. But as we take stock of the tragic figures reported by the NDRRMC – 22 dead, 424 injured, 37,706 families or more than 188,000 people affected with 4,800 families or 24,000 persons taking shelter in 34 evacuation centers – we pray that these natural disasters end so we no longer have to live in fear of what will happen next. We storm the heavens with this prayer: That please, no more tragic disasters especially those that come out of nowhere! Villanueva town SGLG National Awardee for 2019
VILLANUEVA, Misamis Oriental - Good news for the constituents of the Municipality of Villanueva, as this fastest booming town of Villanueva bagged the “2019 SGLG National Award� given by the Department of Local Government. Actively run by Mayor
Jennsky Uy, Villanueva town bested over 20 towns in Misamis Oriental. The Seal of Good Local Governance (SGLG) Award is given annually by the DILG to enhance the capability building of every municipality to institute reforms and good governance that will help boost the eco-
nomic and well-being of its people. Other towns of Misamis Oriental who were also awarded the 2019 SGLG Award include Lugait, Medina and Salay based on the results posted by DILG in its website. Meanwhile, Mayor Jennsky Uy thanked her
constituents for always believing in her and supporting whatever endeavor of the local government of Villanueva. She said there will be more projects that she will be implementing in her hometown, especially in helping the poorest sector of the town in terms of livelihood and more economic activities that creates jobs and more opportunities for everyone.
