Vision Petron opens Fuel Creativity Exhibit at Bencab Museum In its 17th year, Vision Petron, the multi-awarded national student art competition of oil industry leader Petron Corporation, opened its Fuel Creativity Exhibit at the Bencab Museum in Baguio, last October 14, 2017. The month-long exhibit is a retrospective painting exhibition featuring selected works of Vision Petron National Student Art Competition grand prize winners over the years.

Originally conceptualized as an art competition to inspire young artists from all over the country, Vision Petron has evolved to become a venue for expression, even on social issues such as the environment, and now includes photography, T-shirt design, video-making, and most recently, music.

Vision Petron’s Fuel Creativity Exhibit showcases the best works of budding Filipino artists from the

turn of the millennium, when the competition was first introduced, and reflects the changing themes that embody the best of Filipino values, culture, and heritage.

Benedicto Cabrera, or Bencab as he is more popularly known, is a National Artist for the Visual Arts, and a staunch presence as a member of the Vision Petron board of judges.

Himself a multi-awarded winner of many art competitions as a struggling young artist, Bencab serves as a role model for the thousands of talented Filipino youth who submit their entries in the various Vision Petron competition categories.

At the opening of the Vision Petron Fuel Creativity Exhibit, Bencab remarked, “The collection highlights the artists’ emerging styles, individual methods of self-expression, and search for identity.”

For the 2017 Vision Petron competition, the theme was Tuklas Kagalingan: Rediscovering Filipino Ingenuity.

Entries focused on one of our unique strengths as a people, the ingenuity of the Filipino that captures the spirit of innovation and creativity, rooted in our natural resources. Judging was recently completed, and winners will be announced soon.

Every year, Vision Petron wins recognitions, and now has over 150 awards. The Vision Petron Folio, a magazine for youth on Philippine art and culture, has been inducted into the Anvil Hall of Fame for consistently earning the Gold Anvil year after year. Vision Petron also recently bagged four International Association of Business Communications (IABC) awards, including two Awards of Excellence, at the 15th Philippine Quill Awards.

CHR-10 cites land rights, gender equality as major IPs issues CAGAYANde Oro City--In the last leg of the National Inquiry on the Situation of Filipino Indigenous Peoples (IPs) on October 27 at Tagoloan town, Misamis Oriental, the Commission on Human Rights (CHR)-10 reported that land rights, gender equality, migration, government service accessibility and employment are among the major issues of the IPs in Mindanao.

CHR Focal Commissioner on IP Rights Gwendolyn Pimentel-Gana said that the inquiry includes three thematic areas which are the

protection and promotion of the IPs’ land and cultural rights, effectiveness of the current government process to obtain the Free, Prior and Informed Consent of IPs, and the state of economic and social development of IPs in the Philippines.

“We isolated a gene out of the 25,000 banana genes to develop a wild banana into Cavendish,” he said.

Dale said they have done field trials in Australia in the last three years in land or soil that were heavilyinfested with Fusarium and the results have been promising.

He maintained that the genetically-modified bananas are very much safe for human consumption.

Fusarium wilt, now with tropical race 4 strain, is a soil borne fungus that

attacks the roots of the banana plants and turns leaves into wilted yellow.

Its original strain, which first emerged in Panama, was highly that destructive and had wiped out banana plantations.

The disease has infested banana plantations in parts of Mindanao, with around 15,500 hectares accounted in the Davao region.

Dr. Remedios Flamiano, local banana grower, said the disease could eventually wipe out banana plantations in the region and even the entire country if it remained uncontrolled.

“We need to intervene now while the disease incidence is not yet extensive,” she said. (MindaNews)

Lobbying to rescind the Rio-COWD agreement

THE controversy hounding the Cagayan De Oro Water District (COWD) involving its bulk water supply contracts with Rio Verde Water Consortium Inc. and Metro Pacific Investment Corp. (MetroPac) exposes a can of worms.

It is, however, understandable that the COWD, as a quasi-government entity, has to abide by the rules imposed by the Commissions on Audit (COA). But, before we will talk about the COA rules, let us make a recap of the controversy that hounds the COWD and its contractors in the past weeks.

Verde was inked sometime in 2004, which was supplemented by another contract in 2005. The Rio Verde started supplying the 40,000-cubic meter daily bulk water supply to COWD in 2007.

However, a concerted publicity urging the terminated on the contract between the Rio Verde and the COWD started coming out in the local daily newspapers and online blogs sometime in mid-2017. The writers seemed to connive in concocting stories about the termination of the Rio Verde-COWD contract. The contract between the COWD and the MetroPac was for both firms to engage in a joint venture to implement a 100-million-liter per day bulk water supply for Cagayan De Oro City.

For the information of the readers a 100-millionliter bulk water is equivalent to 100,000 cubic meter bulk water. The COWD’s contract with the Rio Verde remains active. It is not true that the contract between the COWD and the Rio Verde has been terminated as reported by a local daily newspaper here (not Mindanao Daily News).

DA honors organic implementers C agayan de O ro City – The exemplary catalysts for the organic agriculture sector have been recently honored by the Department of Agriculture (DA) through its search for the National Organic Agriculture Achievers’ Awards (NOAAA).

The awarding was led

by DA Secretar y Emmanuel F. Piñol before a crowd of nearly 2,000 organic farmer-practitioners, agricultural extension workers, exhibitors, enthusiasts and other industr y stakeholders across the country during the 14th National Organic Agriculture Congress (NOAC), held in the city.

“Let’s work on feeding the Filipino people first… and, you organic farmers kayo ang may malaking papel dito,” underscored Agriculture Secretary Piñol. He noted that while the agricultural sector is broadening its reach to the international markets, serving the country comes as top priority.

The NOAAA winners were named by category, such as the outstanding provincial and municipal local government units, OA focal persons, agricultural extension worker, small individual farmer, farmer’s group and or-

ganic farming family.

They were awarded based on their exemplary contributions to the implementation of RA 10068 known as the Organic Agriculture Act of 2010 and achievement of the envisioned goals of the NOA Program of DA that more Filipinos will engage in Organic Agriculture.

The winners at the provincial category are the Provincial Local Government Unit of Ifugao (PLGU-Ifugao) and focal person Catherine V. Buenaventura.

The Municipal Local Government Unit of Itogon, Benguet (MLGUItogon) won in the municipal category. While Dexter Mendoza, city OA focal person of Ligao, Albay and Rowena Gonnay, agricultural extension worker of Pasil, Kalinga are named winners in their respective capacity.

On the other hand, Elmer Salzar of Tigaon, Camarines Sur triumphed as the outstanding small farmer individual. L a Top Multi-Purpose Cooperative (MPC) of La Trinidad, Benguet, and the Marsan Family of L a Trinidad, B enguet garnered the outstanding farmer’s group and organic farming family

awards, respectively.

For earning the individual awards, Buenaventura, Mendoza, Gonnay and Salzar received each a plaque of recognition and Php50,000, Php40,000, Php30,000 and Php200,000 cash prizes, respectively.

The group winners such as the PLGU-Ifugao, MLGU-Itogon and La Top MPC were granted each a plaque of recognition and an OA project (proposalbased) amounting to Php3 million, Php1 million and Php500,000, respectively.

For the Marsan Family, it received a cash prize of Php300,000 and a plaque of recognition.

Moreover, the DA chief looks forward to giving more incentives on top of giving citations and awards to the national organic achievers. He encouraged the Congress delegates to join him in this aspiration.

“Let’s focus our advocacy on organic agriculture, tingnan natin kung ano pang incentives ang ating maibibigay for every farmer who embraces the organic farming system,” he urged.

Now, the rub is: the Pangilinan group of companies is now reportedly the majority stockholder of the Rio Verde Water Consortium Inc. The MetroPac is reportedly trying to trick the Cagayanons by entering a contract with the COWD but buying its bulk water supply with the Rio Verde.

The recent issue is that the Rio Verde management has threatened the COWD to cut appropriate water supply unless its demand to increase the current contract rate from P 10.45 to P 16.00 per cubic is implemented by the COWD. A top official of the Rio Verde argued that the contract with the COWD, which effectively took effect in 2007 - when the bulk water supply started to flow toward the COWD pipeline - stipulated that the contract price would be increased after three years of the contract’s effectivity.

16 world leaders to attend ASEAN business summit

MANILA -- Sixteen world leaders are expected to attend the ASEAN Business and Investment Summit (ABIS) 2017 of the ASEAN Business Advisory Council (BAC) slated in Manila from November 12 to 14.

The ASEAN BAC has invited the 10 leaders of ASEAN member states and the region’s six dialogue partners.

ASEAN BAC Chairman Jose Maria Concepcion III said the Council will launch its flagship project ASEAN Mentors for Entrepreneurship Network (AMEN) during the first day of the ABIS 2017.

ASEAN leaders are expected to grace the launching of AMEN. Concepcion said some 280 established entrepreneurs, business practitioners, and academicians will join the pioneer group of mentors in AMEN. He added that the Philippines has the largest base of 53 mentors.

On the second day of the event, ASEAN Dialogue Partners will be attending the ABIS. These include Chinese Premier Li Keqiang, Russian Prime Minister Dmitry Medvedev, Korean President Moon Jae-In, Canadian Prime Minister Justin Trudeau, India Prime Minister Narendra Modi, and Australian Prime Minister Malcolm Turnbull.

MANILA -- The Metropolitan Manila Development Authority (MMDA) reminded motorists to avoid passing through the Epifanio de los Santos Ave. (EDSA) and other major thoroughfares in Metro Manila during the 31st Association of Southeast Asian Nations (ASEAN) Summit.

The MMDA has designated the two innermost lanes of EDSA as ASEAN lanes for world leaders who would be travelling from Clark International Airport in Pampanga to the summit venues in Manila and Pasay.

Emmanuel Miro, head of operations of the MMDA Task Force ASEAN, said on Friday plastic barriers will be installed along the entire stretch of the thoroughfare from Balintawak to Magallanes to delineate the ASEAN lanes from November 11 to 15.

Vehicles are not allowed to traverse the ASEAN lanes except when the meetings are already ongoing or there is heavy traffic in the area.

Furthermore, a “stop and go” traffic scheme will be implemented along EDSA to give way to the convoys

of delegates participating in the summit.

“The entire stretch will be closed for 5 to 20 minutes to give way to the convoy that will pass through,” Miro said.

The southbound ASEAN lane will be closed to traffic from Nov. 11 to 13 while the northbound ASEAN lane will be closed from November 13 to 15.

Motorists are advised to use alternative routes, such as the Mabuhay Lanes and C-5, to avoid heavy traffic during the summit.

“The public may also spend their vacation outside Metro Manila to avoid the traffic congestion,” Miro added.

The public is also reminded that a lockdown will be implemented in the following areas: partial lockdown of CCP Complex in Pasay City from 12:01 a.m. on Nov. 8 onwards; SMXMAAX Block in Pasay City on Nov. 11 from 10 p.m. onwards; complete lockdown of CCP Complex on Nov. 12 from 12:01 a.m. onwards; Roxas Blvd. from Padre Burgos Ave. to Buendia on Nov. 13 from 12:01 a.m. onwards.

The UK’s Nursing and Midwifery Council (NMC) has announced it will formally recognize OET for registration from 1 November 2017.

Sujata Stead, OET CEO said “We are delighted that the NMC now accepts OET for registration. The NMC join a

range of boards and councils from Australia, New Zealand, Dubai and Singapore who use OET to ensure nurses have the right level of English language skills to communicate effectively at work.”

Overseas-trained nurses and midwives who are required to take an English language test to gain registration with the NMC need to achieve Grade B across all four OET subtests. The NMC will only accept results

from the February 2016 test administration onwards.

It is possible for nurses and midwives to submit results from two test administrations to the NMC if they comply with strict requirements.

Engr. Alexander Argame, DOST-MIRC science research specialist, said they found the city a viable site for the road train’s test run due to its well-maintained and wide road networks.

“The roads, especially the curves, are wide enough so I think we will not have a problem with its deployment here,” he said.

The HERT, which was launched by DOST in 2015, is a “40-meter long trainlike bus” that can run at a maximum speed of 50 kilometers per hour and is mainly powered by hybrid diesel fuel and electricpowered battery.

The train consists of five interlinked air-conditioned coaches that can hold up to 240 passengers per trip.

Argame said the HERT, which is the first prototype developed by DOSTMIRDC, is “powered by a generator set and a series of batteries.”

He said each coach is “powered by an electric drive motor that runs the coaches.”

Lagare said the city would use the train for free for at least five months under the supervision of the DOST-MIRDC. He said it would be operated by the city’s newly established cooperative of tricycle operators and drivers.

The official foresees that the deployment of the road train will help ease the city’s traffic problems, especially during the peak hours in the morning and late afternoon.

He hopes that the city could eventually adopt the technology as solution to local public transportation and traffic problems, which is mainly attributed to the

About Misamis Occidental Misamis Occidental was first occupied by Subanen and later by Visayans who have settled in the coastal areas.

The name Misamis is derived from Subanen word Kuyamis which is a variety of coconut. During the 1750s was the time that the coastal villages in Southern Luzon, Visayas and Mindanao suffered attacks from bands of Muslim pirates, who burned houses and crops, and captured people to be sold as slaves in Maguindanao, Sulu, Borneo or the islands now known as Indonesia. In response, the colonial government in

Manila created a flotilla and appointed a Spanish Jesuit missionary, José Ducos, as its commander.

On November 2, 1939, a young province was born from the Old Misamis Province of Mindanao when Legislative Act No. 3537 was passed, dividing the old province of Misamis into Misamis Occidental and Misamis Oriental, which took effect on January 1, 1930.

Misamis Occidental comprised the original nine towns of Baliangao, Lopez Jaena, Tudela, Clarin, Plaridel, Oroquieta, Aloran and Misamis. And on July 16, 1948, the town of Misamis became a chartered city by virtue of Republic Act 321, making the 4th city in Mindanao after Zamboanga, Davao and Marawi, also renamed Misamis to Ozamiz.

Don Jose Fortich Ozamiz became the first governor and on January 6, 1930, the provincial council of Misamis Occidental, selected Oroquieta to become the capital town (Cabecera) of the province. In 1942, the Japanese Imperial forces landed in Misamis Occidental, beginning their brief occupation of the province during World War II. In 1945, combined American and Philippine Commonwealth forces liberated the province, and with the help of the recognized guerrilla units, defeated the Japanese forces During World War II, Misamis became the capital of the Free Philippines as the seat of government of the Free Philippines then was the Capitolio.

The United States Forces in the Philippines (USFIP) under Col. Wendell W. Fertig based in Misamis Occidental, was the rallying point for the guerrillas in Mindanao. This was historically significant because it is the only time in Philippine history when its capital was in Mindanao, in the region then known as Misamis.

The Free Philippine Government was then issuing Misamis Occidental emergency notes. Late President Manuel L. Quezon, upon knowing that Oroquieta was made a capital of the Free Philippines and that the town was issuing emergency notes, authorized the Printing of the Mindanao emergency note.

Misamis Occidental is located near the narrow strip of land linking Northwestern Mindanao, to the North-central part of the island. Covering a total area of 2,055.22 square kilometres (793.52 sq mi) the province is bounded on the northeast by the Mindanao Sea, east by the Iligan Bay, southeast of the Panguil Bay, and the west by the Zamboanga del Norte and Sur. The population of Misamis Occidental in the 2015 census was 602,126 people with a density of 290 inhabitants per square kilometre or 750 inhabitants per square mile. The dense population along the coast consists

mainly of migrants from Cebu, Siquijor and Bohol.

Thus, Cebuano is the lingua franca of the province, with the Boholano dialect of the Cebuano language also having some speakers. The native Subanen live in the interior uplands.

After several Politicos who wanted to promote and develop the province into what it is now, the province’s economy depends firstly on fishing, secondly on coconuts, thirdly on rice. The province has 169 kilometres (105 mi) of coastline fronting the rich fishing grounds of Panguil and Iligan bays.

This relates to the one incontestable truth about global warming and climate change, and it is that this is a phenomenon that was the subject of dire warnings even in olden times.

These warnings were written and immortalized in the Bible, where it was clearly stressed, in written form yet, that global warming and climate change would come because people no longer listened to God, and no longer obeyed His commands.

If we consider this more closely, there should be no mistaking the fact that one of the more effective solution towards fighting the heating up of the world and the aberrations of environment, side-byside with what the UN and other international agencies are doing now, could be a return to listening to God and obeying Him at all times. I believe we should give this a try now, while there is time, right?

The Fraternal Order of Eagles (Phiippine Eagles), was founded in 1979 in Quezon City to “establish a strong bond of brotherhood and fraternal ties among members as keystone to humanitarian service.”

At its inception, many of its active members were retired military personnel, but in the late 80’s membership was opened to the civilians, including businessmen and then those in government service.

Under the leadership of TFOE National President Louie Ceniza, the club has been been involved in different humanitarian activities, that include several aid-support to the needs of Marawi evacuees where some of those affected were See hold, page 10
