Moreno joined executives from Carmona (Cavite), Sto. Tomas (La Union) and the cities of Tagaytay and Naga in receiving the award for their respective categories.

Andanar initiates rehab of Radyo Pilipinas in Oro

CAGAYAN DE ORO CITY – PCOO Secretary Martin Andanar initiated the rehabilitation of DXIM Radyo Pilipinas (former Radyo ng Bayan), a government radio facility, in this city yesterday.

Andanar, presented the new equipment and instruments (consoles, computers, etc) to private and government media workers who were invited to a joint press conference

at the Radio Station’s main building along Velez St, this city.

The PCOO secretary took note that the equipment being used by the radio station is already more than 27 years old and are already outmoded. “We intend to rehabilitate all government radio stations so that government media can efficiently, serve the public,” adding that he has already started rehab of government radio stations in Layte and See INITIATES, page 11

Mutiny at Calaganan:

The Forgotten Katipunan Revolt in Mindanao & the case for a Ninth Ray of the sun in the PH Flag

ANY people have tried to win recognition for what local historians claim was the only Katipunanled revolt in Mindanao at the time of the Cr y of Balintawak in 1896, but to this day, the cloak of censorship thrown by Spanish authorities over the so-called Calaganan Mutiny has effectively stifled efforts to put it in its rightful place of honor in the annals of the Philippine Revolution against Spain.

Although it remains a little known fact to this day, Misamis was the only region which actively joined the Katipunan revolt against Spain in 1896. It may have occurred over 100 years ago but re-opening the archives on this forgotten chapter of the country's history could change the way the present Philippine flag looks like. Local historians believe government should fund further research into determining if there is a need to makeover the sun in the Philippine flag with nine instead of eight rays.

student in the country is taught how the eight rays of the sun in the Philippine tricolor represent the eight provinces in Luzon which first rose in revolt against the Spaniards in 1896.

But Cagayan de Oro h i s t o r i a n A n t o n i o J. Montalvan II says existing historical sources indicate there was one other Katipunan-led revolt in the islands which occurred during that same period in 1896 which has not been recognized by Filipino historians.

The Calaganan Mutiny is detailed in the letters of Vicente Elio y Sanchez of Camiguin to the Manilabased Spanish newspaper "La Oceania EspaĂąola" and two other historical sources but has never been linked to the First Cry of Balintawak led by Andres Bonifacio.

In late August of 1896, the Katipunan revolution against Spain broke out in Luzon. Exactly a month after, or September 29, 1896, a group of Filipinos

got past Spanish censors anxious to douse support for the revolution which had broken out in Luzon.

The mutiny exploded in September 29, 1896 among the so-called "Disciplinarios" or conscripts consisting mostly of convicts from

from Luzon who were deported to the Spanish fort Fuerza Real de la Nueva Victoria in Calaganan (present day Balo-i, Lanao del Norte) for training in military discipline to fight against the Moros of Lanao, mutinied against their Spanish superiors upon receiving instructions from the Katipunan in Manila.

They raided the Spanish armor y and proceeded to Cagayan de Misamis to attack the town, being joined by some Moros.

O n t h e w a y, t h e y ransacked convents and homes of Spanish p eninsulars. Howe ver, a joint force of Spanish s o l d i e r s a n d F i l ipi n o volunteers repulsed them in Sta. Ana, Tagoloan. From Cagayan, they proceeded to Sumilao, Bukidnon where they were joined by a band of 50 Higa-onons. They next attacked the Tercio Civil outpost in Balingasag, and raided the outpost of Gingoog on January 1897.

By t hat t ime, ne ws of Rizal's execution had re a c h e d C a g ay an an d Misamis, and this further stoked the anger of the local Katipuneros. It took the Spanish gunboat Mariveles, recalled from the Tercio Distrito de Surigao, to finally subdue the resistance in Gingoog.

This was the only known Katipunan revolt in the entire Mindanao.

What is especially unique about this particular mutiny is that besides happening at about the same time as the Katipunan revolt in Luzon, there appears to be a direct link between it and the Katipunan revolt in the person of Pio Valenzuela, a cousin of the amazon warrior Arcadia Valenzuela of Lapasan, Cagayan de Misamis (as Cagayan de Oro was then known) who visited Mindanao during this period (ostensibly on instructions from Andres Bonifacio himself !) to instigate a similar revolt in Mindanao .

Mont a l v an maintains how Augustinian Recollect chronicles confirm that this revolt was in fact instigated by a communication from Katipuneros in Luzon, making Mindanao the ninth province to join the Katipunan revolt, albeit not included in the eight rays of the sun in the Philippine flag which represent the eight provinces which first rose against Spanish tyranny.

come to Mindanao on the instructions of Andres Bonifacio to foment a revolt against the Spaniards," Mr. Montalvan said.

Another unique aspect of the revolt was that it was participated in by Mindanao's tri-people: the Christian immigrants, the indigenous natives in the person of Higaonons from Bukidnon, and a g roup of Moro s f rom Lanao, making it not only a Katipunan revolt, but one in which all three of Mindanao's tri-p eople was represented.* "Should a direct link be established between B onifacio's Katipunan revolt in Luzon and the Calaganan Mutiny, then

the people of Mindanao can rightfully petition the national government to add a ninth ray to the sun in the Philippine flag," Mr. Montalvan said.

What needs to be done at this point is to verify primary sources such as the Consular Letters of the French Embassy in Manila to Paris where the Calaganan Mutiny is described in detail, Montalvan added.

The letters are now in the archives of the National Museum in Manila, as are other extant documents like the historical account of the Jesuit historian Pablo Pastells in which the Calaganan Mutiny is also described in detail.

DOLE awards 4.8 milliom to displaced Star City workers THE labor department on Thursday awarded P4.8 million in emergency employment to 300 Star City workers who were displaced as a result of the fire that razed the amusement park early in October.

Acting Secretary Claro Arellano and Senator Joel Villanueva, chairperson of the Senate Committee on Labor, Employment and Human Resources Development led the ceremonial awarding of emergency assistance fund to some of the displaced Star City workers.

The awarding is part of the Trabaho, Negosyo, Kabuhayan job and business fair held in Cuneta Astrodome, Pasay City in celebration of DOLE’s 86th Founding Anniversary.

The assistance is under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, which is an emergency employment program for a minimum period of 10 days to a maximum period of 30 days for displaced workers, underemployed, and seasonal workers.

In a report from DOLENational Capital Region, a total of 393 out of the 500 profiled Star City workers were identified as possible TUPAD beneficiaries on October 10, 2019.

On the same day, DOLENCR conducted TUPAD orientation at Star City Parking Area for the profiled displaced workers who voluntarily submitted documentary requirements to avail of the DOLE emergency employment program.

PRELIMINARY data show that domestic liquidity (M3) expanded by 8.5 percent year-on-year to about P12.1 trillion in October 2019, faster than the 7.7-percent growth in September. On a month-on-month seasonally-adjusted basis, M3 increased by 0.9 percent.

Demand for credit remained the principal driver of money supply growth.

Domestic claims grew by 6.7 percent in October from 7.5 percent in the previous month due mainly to the sustained growth in credit to

the private sector. Loans for production activities continued to be driven by lending to key sectors such as real estate activities; financial and insurance activities; construction; electricity, gas, steam and airconditioning supply; and wholesale and retail trade, repair of motor vehicles and motorcycles.

Loans for household consumption increased due to the growth in motor vehicle loans, credit card loans, and salary-based general purpose consumption loans during the month. Mean-

while, net claims on the central government grew by 6.5 percent in October from 6.0 percent in September, reflecting the increased borrowings by the National Government.

Net foreign assets (NFA) in peso terms expanded by 9.6 percent in October from 8.3 percent in the previous month. The BSP’s NFA position increased during the month, supported by foreign exchange inflows coming mainly from overseas Filipinos’ remittances, business

No accountability, transparency with Bambi

NARITA Airport, Tokyo--As I write this with no small effort, Misamis Oriental province can look forward to a budget that can either result in programs beneficial to them or to those allied with the incumbent administration of Misamis Oriental Gov. Yevgeny ‘Bambi’ Emano.

Last I heard, the budget cuts to the office of Vice Gov. Jigjag Pelaez were substantial but no thanks to Bambi’s majority bloc in the Provincial Board, there is nothing that Pelaez can do except to grin and bear it.

Unless of course if Pelaez has legal basis to elevate his complaint to the Office of the President or the Department of Interior and Local

Governments (DILG) but then again, the people of Misamis Oriental deserve better than a reenacted budget.

In fact the people of Misamis Oriental deserve a much better health care program than Emano’s MisorCares which was supposed to pay for health care services and medicines for the province’s poorest of the poor but whose funds reportedly went to the pockets of bootlickers loyal to the governor and his Padayon Pilipino party.

In his third and final three-year term in the Capitol Bambi is, sadly, following the trajectory of his father, the late Cagayan de Oro City mayor and former Misamis Oriental governor

Vicente ‘Dongkoy’ Emano who started out strong in the city in 1998 but eventually exited City Hall and was unable to recover his former glory in the wake of his defeat to incumbent Mayor Oscar Moreno.

Bambi’s continued evasion and failure to put to rest the controversy surrounding his administration’s questionable and irregular deal with the head of a group of tenants now occupying a substantial portion of the Capitol grounds will certainly hound him should he decide to run in Cagayan de Oro. There is no small irony to Bambi’s current situation given that in his first few days in the Capitol, he took pains to accuse his

predecessor, Mayor Moreno of irregularities during his incumbency in the province only to be proven dead wrong after the string of cases against Moreno were dismissed in the following years since.

Again, Bambi’s supposed deal with the head of the group of tenants didn’t pass muster with state auditors of the Commission on Audit (COA) and yet he stubbornly insists that he on his own volition can approve or reject deals without even securing approval from the Provincial Board.

Adviser or investor?

IN a statement issued lately, the National Grid Corporation of the Philippines (NGCP) has justified the presence of Chinese engineers employed in the country’s power transmission network as mere technical advisers. It says that the role of this foreign technical partner is only limited to that of an investor, no more, no less.

But an investor is totally different from being technical adviser, and therefore to name them as technical adviser as insisted

by NGCP would translate to the incompetence of the Filipino engineers in managing the country’s transmission highway.

As NGCP technical adviser, the Chinese has reportedly no access to the Grid’s control system.

Yet no less than the Na-

tional Transmission Corporation (TransCo) has declared these Chinese are capable of shutting off the grid’s transmission facilities remotely at any given time.

In a recent Senate budget hearing, the Department of Energy (DOE) has justified as well that the State Grid Corporation of China which has a 40 percent stake in the power transmission system can switch off power grid remotely with devastating effect on the country’s national security.

Further, reports has disclosed that the State Grid of China allegedly changed portions of National Grid Corporation of the Philippines’ (NGCP) system instructions into Chinese and allowed Chinese nationals to operate the transmission system - freely and with gusto!

That said, the Movement for Brown out Free Mindanao is now calling the Senate for the immediate revocation of China’s 40 percent stake in the the country’s lone power transmission facility.

If the State Grid of China will go berserk, and would want to jeopardize the country’s economy, it will just have to switch off the entire transmission facilities from Luzon to Visayas and Mindanao.

This scenario is not farfetched because State Grid of China has a technical staff are embedded at the very nerve of the transmission grid.

Helpless as it were, what the NGCP has been doing through the years is just applying the ‘wait and see’ security measures — monitor and record from

a distance China’s stake in the country’s vital power infrastructure.

The entry of foreign partner into the country’s energy sector, in this case the power transmission facility was a product of shortsightedness on the part of lawmakers who penned the RA 9316 otherwise known as the Electric Power Industry Reform Act of 2001 and RA 9511, granting franchise to NGCP, a consortium of Filipino and Chinese power players.

Cooperatives: The New Freedom Fighters

THEY are the new breed of freedom fighters, waging a war not anymore against external forces but struggling to unfetter themselves from the bondage of hunger and poverty. This time, the call is not anymore to liberate the people from colonial rule but from oppressive structures that imprison the people from the vicious cycle of economic difficulties.

They are the 18,700 cooperatives from 26 types of cooperatives that are now drawing the marginalized sectors into the mainstream of development processes.

They come from all walks of life – farmers, fisherfolk,

workers, indigenous people, vendors, drivers, OFWs, government employees, entrepreneurs, the youth, senior citizens, police, military, former combatants of the MNLF and NPA and even the handicapped. They have one thing in common: they all collectively adhere to the tenets of cooperativism to combat the number one enemy of the people which is, dehumanizing poverty.

With a critical mass of some 11 million members scattered in the sixteen (16) regions throughout the country have now become a micro-economy in its own right that have

generated some 580,000 direct employments and have created more than two million jobs. This is so amazing in a country where 6,000 Filipinos are going abroad daily, leaving their families behind to find jobs. What makes the cooperatives distinct is that they pursue their respective businesses not for profit but for service.

No less than the State has recognized the cooperatives’ vital role that it relaxes one of its fundamental powers on them which is the power of taxation, cooperatives being generally free from paying taxes.

This is so because every

cooperative’s raizon d’ etre is to advance the well-being of every member, to be unfettered from the vicious cycle of poverty. Cooperativism is a social justice measure to equalize opportunities and give every Filipino a fighting chance to seek his/ her destiny. It is one to empower, to liberate, to cut that bondage perpetuated by a colonial culture that devastated people’s identity and values.

Cebu Landmasters expands footprint to downtown Iloilo City with residential tower CLI signs JV agreement with leading Iloilo City builder LEADING Visayas-Mindanao developer Cebu Landmasters Inc. (CLI) intends to further strengthen its presence in Western Visayas with the development of a P1.5 billion residential condominium project anchored by high-visibility retail spaces in a strategic Iloilo City location.

The listed firm recently signed a joint venture agreement with businessman Alfonso Tan, chairman of International Builders Corporation (IBC), for a high-

rise residential tower on a prime corner lot in the city’s downtown area. CLI will own 50% of the residential development and will manage the development. IBC, who recently developed the GT Town Center Mall in Pavia, will simultaneously develop a downtown mall that connects to the residential tower. The tower will be the first condo offering in the highly accessible downtown area.

CLI chief executive officer Jose Soberano III disclosed:

“We are very proud to forge this partnership with Mr. Alfonso Tan and his family.

He has established IBC as the leading construction firm in the region, and both our homegrown companies are motivated by the opportunity to contribute further to Iloilo’s exceptional growth.”

The project will be planned and completed within a four-year time frame. Over the same period, CLI will also establish close to 1200 units of its top-selling economic house

In a press conference here in Cagayan de Oro City, Andanar said the government’s whole of nation approach in addressing insurgency must also be partnered with efforts from civic society and allied groups.

Along this line, Andanar met separately with Archbishop Antonio Ledesma and Cagayan de Oro City first district Rep. Rolando Uy to discuss on how they could contribute to CAPDev efforts in Northern Mindanao.

THE Philippine government through the Bureau of Treasury has released a public offering of so-called Premyo Bonds which started last November 25 and will end until December 13 this year.

In a public forum held last Wednesday at Seda Centrio in Cagayan de Oro City, Bureau of Treasury director Eduardo Anthony Mariño III reported that the minimum investment for the Premyo Bonds is P500 and in multiples of P500 thereafter.

With an issue date of December 18 this year, the maturity date of each bond will be on December 18, 2020 with an interest rate of three percent that is paid quarterly.

Mariño further said that a maximum acquired bond of 20,000 units or P10 million is eligible for inclusion in each cash rewards draw with one winner of P10 million, one winner of house and lot each from Hotel 101, Lessandra by Vista Land and Megaworld, ten winners of P100,000 and 50 winners of P20,000. Draws will be held quarterly within the period before maturity.

The Premyo Bonds can be acquired by individuals, trust entities, employee retirement funds, provident funds, cooperatives and associations.

It is initiated by the Bureau of Treasury to make government securities available to small retail investors, according to Mariño.

Double pay for private sector workers on Bonifacio Day

MANILA -- Private sector workers who will report to work on Bonifacio Day, which falls on Saturday, should get paid twice their regular daily wages.

Based on Labor Advisory No. 11 issued by Labor Secretary Silvestre Bello III, employers are reminded to observe and implement the proper payment of wages to their workers during Bonifacio Day on November 30, a regular holiday.

He also reminded employers to implement the following pay rules: If the employee report to work, he or she shall be paid 200 percent of his or her regular salary for that day for the first eight hours [(Basic wage + COLA) x 200 percent].

For those who did not work, the worker shall be paid 100 percent of his or her salary for that day [(Basic wage + COLA) x 100 percent].

If the employee worked in excess of eight hours (overtime work), he or she shall be paid an ad-

ditional 30 percent of his or her hourly rate on said day (hourly rate of the basic wage x 200 percent x 130 percent x number of hours worked).

If the employee worked during a regular holiday that also falls on his or her rest day, he or she shall be paid an additional 30 percent of his or her daily rate of 200 percent [(Basic wage + COLA) x 200 percent] + [30 percent (Basic wage x 200 percent)].

If the employee worked in excess of 8 hours (overtime work) during a regular holiday that also falls on his or her rest day, he or she shall be paid an additional 30 percent of his or her hourly rate on said day (hourly rate of the basic wage x 200 percent x 130 percent x 130 percent x number of hours worked).

The labor advisory is pursuant to Proclamation No. 555 declaring November 30 as regular holiday in commemoration of the birthday of revolutionary hero Andres Bonifacio.

Maj. Jose Manuel Corrales Montalvan 1st Camp Commander of the ‘Kampo’

FEW Kagay-anons today are aware that the first camp commander of the Philippine Army’s biggest military camp in Mindanao was a Lumad (native Kagay-anon). Major Jose Manuel Corrales Montalvan was initially assigned as Cadre Commander of the 2nd Misamis Oriental (Machine Gun) Cadre at Camp Bulua (present day Camp Edilberto Evangelista, home base of the Philippine Army’s 4th Infantry Division) in Cagayan de Oro, a post he served in from January 1-Dec. 31, 1939.

When the camp was renamed Camp Evangelista, Mr. Montalvan was appointed its Camp Commander and Mobilization Center Officer on January 1, 1940, a post he served up to the outbreak of World War II. Dr. Montalvan, who was also known as Ñor Peping, was born in present day Cagayan de Oro (then known as Cagayan de Misamis, capital town of the Segundo Distrito de Misamis) on March 17, 1903 to Jose Gabriel Montalvan, a retired Spanish soldier from Belmonte, Cuenca, Spain who was assigned by the Spanish government to the Philippines and Concepcion Corrales y Roa of Cagayan de Misamis.

In 1927, he was graduated with honors (3rd highest) from the Philippine Dental College, Manila with a degree of Doctor in Dental Surgery (DDS). Upon his return to his hometown in 1928, he practiced dentistry and became one of the first teachers of the Ateneo de Cagayan (present day Xavier University) and was its Commandant of the Corps of Cadets.

Dr. Montalvan was commissioned a first lieutenant in the U.S. Army Reserve in 1928 and was trained and successfully completed the

U.S. Army Extension Courses.

From 1933 to 1937 he was the instructor for Military Science and Tactics at the Ateneo de Cagayan. However, the lure of a full-time career in the newly formed Philippine Army proved irresistible and he resigned from the U.S. Army Reserve and was commissioned as a First Lieutenant, Infantry Reserve, of the Philippine Army on July 16, 1936. He was called to active duty training at Camp Murphy Training School for Reserve Officers (Infantry), assigned as Company Commander of the training officers company, and graduated No. 5 with a general average of 90.7% in 1938.

While assigned as the first camp commander of Camp Evangelista, he graduated from the School of Military Law and Courts-Martial Procedure, Camp Keithley, Lanao in 1940.

Upon his induction into the U.S. Army Forces – Far East (USAFFE) on September 6,

1941, he was appointed Division Finance Officer and Division Quartermaster of the USAFEE’s 102nd Division. Later, he was appointed Division Inspector General, 102nd Division, USAFFE, with Headquarters at Tankulan, Manolo Fortich, Bukidnon then promoted to Captain, Infantry, in April, 1942.

Following the surrender of the USAFFE forces in Mindanao under Gen. William Sharp to the Japanese Imperial Army on May 10, 1942, Dr. Montalvan was taken as a prisoner-of-war (POW) by the Japanese and detained at the Ateneo de Cagayan campus which had been converted into a POW Camp.

“During his captivity he developed polyneuritis, which caused his leg to become shorter, as a result of the hard labor he underwent in prison when he and others would carry sacks of potatoes and coffee under the rain, soaking their only clothing in their bodies,” recalls his daughter Annabel Montalvan Corrales.

his whole body became numb and his leg started to give him extreme pain. The doctors at that time did not know what it was but was later diagnosed as polyneuritis.”

However, he successfully escaped and joined his family in Talakag, Bukidnon. He walked for days to Talakag, away from the road, because the Japanese were looking for him. Again, the rains came and soaked his clothes. When he got to Talakag he had very high fever and the polyneuritis he contracted became worse.

He then proceeded to Misamis Occidental to join the guerrillas of Col. Wendell Fertig, commander of the Mindanao segment of the United States Forces in the

Philippines (USFIP), which was made up of escaped prisonersof-war and Filipino and American soldiers and civilians who refused to surrender to the Japanese.

Between 1942 and 1944, USFIP forces raided Japanese occupation forces in Mindanao and provided valuable intelligence to the Allied forces. For his military service before and during World War II, Dr. Montalvan received the following awards and decorations: Philippine Defense Medal; American Defense Medal; Asiatic-Pacific Campaign Medal, World War II Victory Medal; Philippine Republic Unit Citation Badge and the U.S. Distinguished Unit Badge.

Following his polyneuritis, Dr. Montalvan reverted to inactive status on July 11, 1946 and was promoted to the rank of Major, Infantry Reserve in January 20, 1950.

“He suffered so much under the hands of the Japanese and often got slapped for no reason,” Ms. Montalvan said. “Many years later, that Japanese that put him under hard labor came back to Cagayan de Oro to apologize to him and to others he tortured.

And my dad readily accepted his apology!”

He resumed his duties as a professor of Spanish at the Ateneo in 1949 and took up law at the Cagayan Law School of the Ateneo, graduating with a degree of Bachelor of Laws (LL.B.) in 1953, passed the Bar exams and was admitted to the Bar in June 1954 and established a law practice. He married the former Mercedes

Acero Roa of Cagayan de Oro City and with whom he had six children: Marrieta, Daisy, Annabel, Eduardo, Consuelo and Antonio.

Mr. Montalvan passed away on September 21, 1978, his patriotism and service to the country and military apparently forgotten by the new generation of Kagayanons. To rectify this situation, Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) and Rep. Maximo B. Rodriguez, Jr. (Abante Mindanao- Party List) filed House Bill 4735 with the 15th Congress during its first regular session seeking to rename Camp Edilberto Evangelista to “Camp Jose Montalvan “in honor of a Kagay-anon and Mindanaoan war hero who fought against the Japanese to protect the freedom of the Philippines.

Camp Edilberto Evangelista in Barangay Patag, Cagayan de Oro City, is the largest military camp in Mindanao with an area of 129 hectares. It is the home base to the Philippine Army’s 4th Infantry Division and covers the Northern Mindanao and Caraga regions.

The explanatory note to the HB 4735 reads in part: “It is readily apparent that Major Montalvan is a war hero who has fought against the Japanese in order to ensure that the Philippines retain its independence. He gave up his best years in his life to fight for our country. It is therefore appropriate that he be honored by renaming Camp Evangelista into Camp Jose Montalvan, in honor of a Kagay-anon who risked his life for our country.”

DAVAO CITY -- Individuals from all walks of life are now “eligible investors” as the Bureau of the Treasury (BTr) rolled out its “Premyo Bonds Para sa Bayan” program, an official said Wednesday.

BTr Director Robert Dominick Mariano said the offer started on Monday and will end on December 13, where an individual can invest as low as PHP500.

The Premyo Bonds aims to raise funds for housing, education, health care, and social services, by offer-

ing at least PHP3 billion bonds.

“Each Premyo Bond unit entitles the Bondholder to one electronic raffle entry where he or she will be given a chance to win as much as PHP1 million in quarterly draws, as well as house and lot and condo units,” Mariano said.

He added that eligible investors include individuals, trust entities, employee retirement funds, provident funds, cooperatives, and associations.

Mariano said individual investors must at least have a Philippine bank account

(current or savings), must not have access or administrative oversight over the Premyo Bonds Rewards application system, and must not be a member of the Rewards Committee.

When asked about the security of the investment, he assured that it is riskfree as it is a direct obligation of the government.

“The investors can claim their investment or the interest after a year, for the bonds will have a tenure of one year and an interest rate of 3 percent per annum,” he said.

He added that the Pre-

myo Bonds is not only fulfilling the mandate of the local government but is also promoting financial inclusion and financial literacy.

We are offering at a very low investment rate and is available at our online facility,” he said.

Mariano said the promo is a one-time offering and there is an option for the BTr to pre-terminate the offer as soon as they reach the volume that they are targeting. (PNA)

Pasko Fiesta in lumad areas slated DAVAO CITY -- The city government will spearhead the Pasko Fiesta sa Lumad in Paquibato and Marilog Districts from December 2 to 16.

Speaking in the I-Speak Forum, Marilyn Agonia, chief of the Social Services Operation Division of the City Social Services and Development Office said the opening program of the celebration will happen on December 2 dubbed as Panubad-tubad, showcasing the Lumad talents, judging the shelter areas and veterinary consultation of farm animals.

She said the event happens simultaneous in shelter areas in Barangay Tambobong gymnasium, Barangay Salumay gymnasium, Marilog District, Barangay Upper Kibalang gymnasium, Barangay Marilog Proper gymnasium and Barangay Suwawan gymnasium.

Agonia said the same activity opens in Paquibato District, particularly in Barangays Malabog, Panialum, Colosas, Mapula and Tapak.

He was given the Distinguished Service Star by the Philippine government, while the US government awarded him the Legion of Merit, the Air Medal, the Bronze Star, Distinguished Unit Badge, Pacific Theater Ribbon, Philippine Liberation Ribbon and the Philippine Defense Ribbon. He passed away on October 5, 1990 in Sotogrande, Spain.

ZAMBOANGA CITY -- The city government of Isabela City in Basilan province released on Thursday more than PHP2.2 million in development assistance to all barangays.

Isabela City Mayor Sittio Djalia Turabin-Hataman, who personally released the fund, said each of the 45 barangays received a PHP50,000 check.

Hataman said they can use the money to purchase office supplies, equipment, and other needs, including Ayala upholds the tradition started by Col. McMicking to pay tribute to the brave men and women of the PAF. It is also a commemorative celebration of Col. McMicking’s legacy and patriotism.

their resources together, harnessing their collective potentials and experiences to free themselves from the clutches of the usurers, the compradors and the modern day encomienderos – the landlords. Through their cooperatives, they have empowered themselves to reclaim back the dignity of farming stolen from them by those who have profited from their own labor.

In this country, everyone has benefitted from farming except those who have exposed themselves from the excruciating heat of the sun and from the harshness of the weather, the poor farmers.

How great it is to see the marginalized sectors drawing themselves into the mainstream of development processes to craft their own destiny through their respective cooperatives.

This truism is showcased by our indigenous people who have been displaced by the loggers that have wantonly exploited the forest resources with utter disregard for nature and the future of the coming generations. By implementing community-based forest management agreements, our indigenous people are increasingly given the opportunity to have access and control over their resources.

While this may be so, we are aware of the continuing struggle of our indigenous people to fight for their land and resources which are fast slipping through their fingers. We are one with them in their advocacy to immediately stop their further displacement.

Development aggressions and unjust intrusions in their territories which they have sustainably managed for hundreds of years must be ceased. On the contrary, they should be allowed to harness their own resources through their respective cooperatives for their own benefit.

While the tillers of the land are increasingly empowered through their cooperatives, we are one with them in their struggle to debunk conventional agriculture which has only been successful in enriching the big agro-chemical corporations and in polluting our aquifers with toxic chemicals. In its stead, organic agriculture and natural farming must be pursued vigorously, making the farmers and the environment the priorities rather than profit and business.

Cooperativism has indeed come of age in a land where the culture of corruption, the culture of poverty and, the culture of the lethal combination of powerlessness, apathy and greed are prevalent. The cooperatives, on their own right, are now trail-blazing the collectivist counter culture of participation, democratic control and social justice so that power should be returned to where

it rightfully belongs – to the people.

Indeed, the cooperatives are now gaining headways as no less then the United States Agency for International Development (USAID) has recently reported the findings of its researchstudy that “where there are cooperatives, the quality of life is better” and that “the Philippines is the cooperative leader in Asia and the Pacific.

It is only through people empowerment and participation can the Filipinos be able to craft their own destiny and reclaim back the future for their children.

We are fully conscious of the great challenges that lie ahead. While we are now in the 19th year of the 21st century, we are not certain whether we can reach the 22nd century as the earth warms and the oceans rise.

Indeed, we are facing issues of survival as we are losing our food security and environmental integrity.

However, we are not losing hope as every crisis presents in it opportunities.

Today, the cooperatives are serving notice to one and all that they have awakened and that, the people united can never be defeated as they banner that collectivist counter culture called cooperativism!

As the new freedom fighters, the cooperatives firmly believe that the Philippines is the bastion of freedom, where justice rolls on like a river, and righteousness like a never ending stream. We are now bravely waging war against poverty, inequities and social injustice and become a countervailing force against climate change and violent extremism – all for the greater glory of God!

There are an estimated one million people passing through Cagayan de Oro for work or leisure in the day time and of that number, how many actually ride taxis or prefer to ride cheaper passenger jeepneys or have their own cars? These are questions that I feel the LTFRB needs to answer.
