COWD cannot grant bulk water price hike

HE Cagayan de Oro City Water District has clarified that there are legal issues which constrain them from granting price adjustments to bulk water supplier Rio Verde Water Consortium, Inc. “It is not an issue whether or not COWD can afford a price increase in bulk supply, but rather it is a legal concern that restricts COWD to accommodate the price increase demand of RVWCI,” said COWD General Manager Rachel M. Beja in an email to this writer in response to Rio Verde’s notice of a price increase from P10.45 per

cubic meter (m3) to P16.35/ m3 effective 01 November 2017.

Duterte welcomes probe on possible abuses by govt forces in Marawi siege

President Rodrigo R. Duterte said he welcomes any investigation on abuses the police and military may have committed during the conduct of operations against the Islamic State-inspired Maute Group in Marawi City.

He said he holds himself solely responsible for what happened during the fivemonth conflict that displaced hundreds of thousands of people and destroyed a large part of the city.

Duterte was reacting to a question concerning the plan of some Marawi

residents to file a class suit against him for the destruction of the city.

“Yes. It’s well within their rights to do that,” the President said during the media briefing before leaving for Japan from Davao City Sunday.

“I agree with you that if you have a gripe, and you think that justice should be done, and if they think that the Philippine courts would be prejudiced or biased, they can always go to the International Criminal Court,” he added.

Troops recovered passport of arrested Indon in April AN Indonesian national believed to be member of the terror group that laid siege on Marawi City was arrested at 7 a.m. Wednesday in Barangay Loksadatu by members of the Barangay Peacekeeping Action Team (BPAT), Col. Romeo Brawner, Deputy Commander of Joint Task Force Ranao said.

Brawner said the Indonesian national, identified as Muhammad Ilham Syahputra, was turned over by the BPAT to the Marawi police.

Syahputra, 22, of Medan, North Sumatra, is one of seven Indonesians on the list of the Philippine military for their alleged participation in the Marawi siege.

Syahputra was reported killed in June.

60K troops to be deployed for 31st ASEAN Summit mark francisco, Section Editor

SOME 59,276 security forces are set to be deployed for the 31st Association of Southeast Asian Nations (ASEAN) Summit this month.

Department of the Interior and Local Government (DILG) Officer-in-Charge Catalino Cuy said the troops would be deployed to key strategic areas in Metro Manila and Pampanga to ensure the safety and security of the ASEAN delegates.

“All eyes will be on the Philippines as we host this year’s ASEAN Summit. This is an opportunity for us to shine and to show the world that we are not only a gracious host but we can also effectively handle an international event of this magnitude,” Cuy said in a statement Thursday.

“We are therefore mobilizing thousands of troops and resources and even get augmentations from nearby regions just to make sure that there will be no untoward incident during the summit,” he added.

Cuy said the largest contingent would come from the Philippine National Police and the Armed Forces of the Philippines.

Motorists are also advised of the traffic re-routing scheme and closure of roads around the vicinity of Quirino Grandstand on November 5 when a send-off ceremony for the troops will be held.

Independence Road from Katigbak Drive to South Drive will be closed to traffic as early as 6 a.m. and will be reopened once the send-off ceremony is finished. The right and left portions of Quirino Grandstand, including Bonifacio Drive, P. Burgos and T. M. Kalaw will be re-routed while the ceremony is ongoing. Last October 26 the D elegat ion of Sp e ci a l Olympics CDO chapter headed by the chapter president Dr. Vic Cinco, SOP-CdO board members Romeo V. Balandra II, Leandro I. Neri, Metzie P. Balandra , Paz Abarca, Joel Pabia and Dr. Rose Mary D. Sudaria, CDO Division Special Education Coordinator went to General Santos City to compete in the 3rd Special Olympics Mindanao Regional Games 2 0 1 7 . T h e d e l e g at i on composed of 39 special athletes along with their coaches and SOP-CDO

volunteers.

S p e c i a l O l y m p i c s transforms lives through the joy of sport, everyday, everywhere. It is the world’s largest sports organization for people with intellectual disabilities: with more than 4.9 million athletes in 172 countries - and over a million volunteers.

3rd Special Olympics Mindanao Regional games happen every two years, where it is participated by three Chapters of Mindanao Region namely SOP Davao Chapter, SOP Cagayan de Oro Chapter and the host chapter this year General Santos City.

The delegates from the Cagayan de Oro and Davao were warmly welcomed by the hospitable people of the Tuna Capital of the Philippines and all were

billeted at Romana C. Acheron Central School.

A welcome dinner was prepared for the delegates at Family Country Hotel and Convention Center where each chapter were grooving as they presented a surprise dance number.

The whole night was filled with fantastic talents, good food and solidarity. Officials from the DepEd Gen San, the Local Government Unit, SOP Chapter Presidents and the Special Olympics P h i l i p p i n e s Na t i o n a l Director were also present in the celebration.

Over 150 athletes from Cagayan de Oro, Davao, and General Santos met in General Santos for two days of sports, joy and inclusion.

The bi-annual games is compose of the following sport events athletics, aquatics, bocce, badminton and unified basketball.

The games officially opened on October 27 at General Santos Sports Complex. All events were excitedly witnessed by the crowd as the Special athletes were showing and giving the best of what they have.

I AM 64 now. I traveled all around the world. I met innumerable leaders in different companies and institutions. I experienced “good” and “bad” leaders.

My “good” leaders, just a handful - maybe, became my mentors. Each one in his or her own very special way. The others I sorted out. Forgot them....

Quitters never win and winners never quit! Basta!

My first leader’s motif - a publishing house director, whom I met during my college time. This saying has been imprinted in my mind and heart till today. As a result, when I started teaching German language in the Institute

of Languages and Creative Arts at University of Southeastern Philippines in Davao City almost ten years ago, I used this and other sayings helping my students to remember these key points.

As I said before: just only a handful awesome leader crossed my path. In Germany, in the U.S. and lately also here in the Philippines. I learned a lot from them and their behavior. I also learned from negative leaders, those, catching people doing things wrong.

Why don’t leaders spend at least an hour a week wandering around their operation catching people doing things right AND

wrong?

My first boss in Germany really did it this way.

One could talk to him.

Many leaders wait to praise their people until they do things exactly right.

Problem: mostly, one waits forever.

Up to now, I see a lot of unmotivated people at work or students at school, but I have never seen them after work or school! When office is done and school is over, people race to do such things that provide them with positive feedback on results.

My students in USEP are getting tired many times. I try to tell them, that learning is more important today

than ever before. In the past, if a person was loyal and worked hard,his or her job was secure. Also during my time in the 1960’s and 1970’s or even early 1980’s.

Today, the skills you bring to the party constitute the only available form of job security. When you stop learning, you stop growing.

-oooHALLOWEEN 2017: PROOF OF DEVIL’S CONTROL OF MANKIND: If we consider what came out of newspapers and in social media on All Saints’ Day, November 01, 2017, it wouldn’t be difficult to see that deceiving spirits and demon-taught ideas now control the minds of many people, something which

was in reality prophesied to happen as the world nears its end.

Two of these news reports are the following: “Knee cap of dead people interred in a cemetery in Surigao City are being stolen allegedly because they are considered as amulets”; “Bones of a dead father brought home by his son, so son could talk to the dead father always”.

In Facebook, on the other hand, photographs were plastered all over the site, showing people including minor children who were dressed up like the devil,

and as vampires, witches, elves, and even low-lifes, accompanied by greetings of “Happy Halloween”. Clearly, for these people, their commemoration of their dead loved ones consisted of giving honor to the enemy of God, the devil.

-oooWHY IS HONORING THE DEVIL MORE IMPORTANT TO MANY PEOPLE NOW? The question to these people is simple: during Christmas, or the day where we remember the birth of Jesus, our God and Savior, do they dress up like Him, or do they at least

think, speak, act, and appear like Jesus when He was still on this world? The clear answer is, no, they don’t.

To a large degree, the only things that many remember during Christmas are the gifts, the food binges, drinking sprees with wine and liquor, outing, visiting malls and the houses of relatives and friends, with the sole objective of merry-making.

Don’t follow your conscience THINK a minute.

Some young children were asked this question: “What is a conscience?”

A 6-year-old boy said he thought it was “the bad feeling you get when you kick girls and puppies.”

A 9-year-old said your conscience is “a voice inside that says ‘No’ when you want to beat up your little brother.” A guy was giving his friend advice on how to make a decision.

He said: “You’ve got to follow your conscience. It’s like the little man inside you telling you what’s right and wrong. Just do whatever your little man tells you to do.” His friend answered: “No, that won’t work for me.

My little man’s an idiot!”

It’s like the popular song about a person who’s committing adultery that says:

“How can this love be so wrong if it feels so right? If lovin’ you is wrong, I don’t want to be right!”

Our feelings and conscience are NOT always a good guide to show us what’s right and wrong.

Since everyone one of us has the tendency to be selfcentered in one way or another, we’ve damaged and confused our conscience.

So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them.

A person can be very wrong even though he doesn’t feel wrong or guilty.

For example: Adolph Hitler had 6 million Jews tortured and murdered just because of their race! But he did not show any guilt for all the evil he did. Does that mean he was not guilty of

all those wrongs, just because he didn’t feel guilty?

Of course not!

You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished. The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it.

So because we cannot depend on our conscience or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day. Today, even though you have not felt very guilty, you now understand that you are guilty of living your own way.

done wrong things: wrong thoughts, words, and actions. Maybe they were even things you thought were not wrong because many other people do them.

Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him. So why not ask Him to take full control of your life and help you start living His way every day? ‘Ghosts’ cry justice in an abandoned Hall of Justice MORE than two years after the Cagayan De Oro City’s Hall of Justice was razed by a fire of unknown origin, the building along Archbishop Hayes Street has been tagged as one of the scariest places in the city.

Two people died in that fire - one a security guard and the other a court personnel who were working late night when the fire occurred past 9:00 p.m. on January 30, 2015.

Since then, many stories of ghostly apparition and unknown “noises” have reportedly been observed in the fenced building – now close to the public and abandoned – but the charred façade and the building’s dark rooms remain visible to the passersby.

during the night when there is a downpour. “We are used to it, and we don’t mind anymore,” said Belinda (not her real name).

Aside from the sobbing sounds and the clinking sound of a chain purportedly dragged by an unseen being, many have also attested of seeing white figures and dark shadows in the abandoned Hall of Justice.

Some neighbors in the area share the idea, albeit a kind of witticism that the ghosts in the abandoned

Hall of Justice could be the spirits of those who seek justice of their deaths.

It was also assumed that the ghosts were seeking justice because they were victims of Japanese atrocities who were beheaded during the WWII and the body buried in the cemetery without burial rites.

Before the more than P 300 million Hall of Justice was constructed sometime in 2o12, the place was once considered the city’s oldest cemetery until it was transferred to the 20-hectare City Memorial Park in Bolonsiri, Camaman-an here in the early 1990.

Thus, the “ghost stories” in the Hall of Justice was not new anymore. In fact, the employees and security guards of the other government buildings, also constructed in the old cemetery, also shared many

paranormal incidents in their offices.

Aside from the “ghostly” Hall of Justice, some of the public buildings in the old cemetery along Archbishop Hayes are the City Health Office, the Boy Scout Building, the Department of Education, and recently the city’s police office.

Duterte sees more infra projects after Japan visit

DAVAO CITY – President Rodrigo Duterte sees more special infrastructure projects to come under the administration’s Build, Build. Build program after the Japanese government’s pledge an assistance of $9 billion.

Duterte also sealed business agreements with industry leaders valued at $6 billion. The President arrived in Davao City Tuesday night from a three-day visit to Japan, which he described as productive and engaging.

He vowed to work closely with Japanese Prime Minister Shinzo Abe, who committed to give flesh to Japan’s special assistance program, to ensure that projects have to proceed soonest and it will be “Done, Done, Done.”

The President said Japan’s vital support for the centerpiece projects especially the social infrastructure under the administration’s Build program was top of the agenda during their discussion.

Duterte highlighted the need for these social infra projects to sustain economic growth and improve the quality of life of the Filipino people.

MANILA -- Department of Foreign Affairs (DFA) Secretary Alan Peter Cayetano will meet with Japan Foreign Minister Taro Kano during the Philippine delegation’s visit to Tokyo, Japan to discuss preparations for the upcoming Association of Southeast Asian Nations (ASEAN) Summit in November.

“SFA (Secretary of Foreign Affairs) is scheduled to meet with Japanese Foreign Minister Taro Kano. He is, of course, accompanying President Rodrigo Duterte on all of his meetings,” DFA Acting Spokesperson Robespierre Bolivar said in a text message.

MANILA -- The Social Security System (SSS) on Wednesday assured its members that the pension fund has institutionalized mechanisms to address administrative complaints against its employees and officials.

“Such mechanisms ensure all parties are given due process,” the pension fund for workers in the private sector said in a statement.

“SSS guarantees its members that the Investment Reserve Fund, which came from members’ contributions and investment income, is intact and wellprotected,” it added.

The statement was issued following reports that some of its officials are facing charges for allegedly using the agency’s accredited stock brokers for their own benefit.

Reports said SSS Commissioner Jose Gabriel La Vina has filed a complaint against SSS Executive vice president for investments Rizaldy Capulong, equities investment division chief Reginald Candelaria, equities product development head Ernesto Francisco Jr. and chief actuary George Ongkeko Jr. La Vina alleged that the four are liable for “serious dishonesty and grave misconduct” since some of them used SSS-accredited stock brokers for their own benefit.

He said the previous SSS administration prevented possible abuses by its investment officers by requiring them to declare all their investments and have these approve by their superiors.

He claimed that Candelaria and Francisco endorsed each other’s stock holdings and these were approved by Capulong.

He added that these stocks were handled by SSSaccredited stockbrokers even if one of these brokers only handles high net worth investors and corporates. (PNA)

DA honors organic implementers

The exemplary catalysts for the organic agriculture sector have been recently honored by the Department of Agriculture (DA) through its search for the National Organic Agriculture Achievers’ Awards (NOAAA).

The awarding was led by DA Secretary Emmanuel F. Piñol before a crowd of nearly 2,000 organic farmer-practitioners, agricultural extension workers, exhibitors, enthusiasts and other industry stakeholders across the country during the 14th National Organic Agriculture Congress (NOAC), held in the city.

“Let’s work on feeding the Filipino people first…and, you organic farmers kayo ang may malaking papel dito,” underscored Agriculture Secretary Piñol. He noted that while the agricultural sector is broadening its reach to the international markets, serving the country comes as top priority.

The NOAAA winners were named by category, such as the outstanding provincial and municipal local government units, OA focal persons, agricultural extension worker, small individual farmer, farmer’s group and organic farming family.

They were awarded based on their exemplary contributions to the implementation of RA 10068 known as the Organic Agriculture Act of 2010 and achievement of the envisioned goals of the NOA Program of DA that more Filipinos will engage in Organic Agriculture.

The winners at the provincial

category are the Provincial Local Government Unit of Ifugao (PLGU-Ifugao) and focal person Catherine V. Buenaventura.

The Municipal Local Government Unit of Itogon, Benguet (MLGU-Itogon) won in the municipal category. While Dexter Mendoza, city OA focal person of Ligao, Albay and Rowena Gonnay, agricultural extension worker of Pasil, Kalinga are named winners in their respective capacity.

On the other hand, Elmer Salzar of Tigaon, Camarines Sur triumphed as the outstanding small farmer individual. La Top Multi-Purpose Cooperative (MPC) of La Trinidad, Benguet, and the Marsan Family of La Trinidad, Benguet garnered the outstanding farmer’s group and organic farming family awards, respectively.

For earning the individual awards, Buenaventura, Mendoza, Gonnay and Salzar received each a plaque of recognition and Php50,000, Php40,000, Php30,000 and Php200,000 cash prizes, respectively.

The group winners such as the PLGU-Ifugao, MLGUItogon and La Top MPC were granted each a plaque of recognition and an OA project (proposal-based) amounting to Php3 million, Php1 million and Php500,000, respectively.

For the Marsan Family, it received a cash prize of Php300,000 and a plaque of recognition.

the market which dictates the kind of farming systems that we should embrace, and he pointed the bright potential of OA. “The world is moving towards healthier food, organic food, and you are lucky because early on, andiyan na kayo, kayo ang unang makikinabang as the world goes craving for healthier and safer food for themselves and their families,” Piñol remarked.

Duterte pointed out that he cannot imagine the Philippines getting involved in a violent and almost a suicide action.

“You can read all the legal treaties there claiming this and claiming

that. But the problem, I said, is I do not want to criticize the big powers now because it was really of their own making,” he said.

Duterte said that China has committed to the Philippines not to build anything near Pagasa/ Scarborough.

“I hope that they would honor that commitment to us,” he said.

On economic cooperation, Duterte said, he has encouraged

Japan to explore more opportunities to invest in the Philippines, including in steel manufacturing, agribusiness and IT and creative services.

He said the $6 billion signed business agreements are “more than three times the amount of sealed businesses agreements during my first visit to Japan in 2016,” the referring to his first visit to Japan last year.

The Pangantucan North District conducted the MASS ORIENTATION – TRAINING WORKSHOP OF TRAINERS ON THE UTILIZATION OF MULTIGRADE BUDGET OF WORK ( MG-BOW) AND LEVELED MATERIALS last May 29 to June 2, 2017 held at Pangantucan Central Elementary School, Pangantucan, Bukidnon.

This training workshop is based on the Division Memorandum 161; which aims to re-echo what the trainers have learned in their training last May 22 to May 26, 2017 for the multigrade teachers and school heads in the district which is to familiarize the content and features of the materials provided, orient teachers and school heads on how to use the materials effectively in the multi-grade classroom. The participants were the teachers of the multi-grade elementary schools of Pangantucan North District namely: BALMAR ELEMENTARY SCHOOL, SAN VICENTE ELEMENTARY SCHOOL, KIDANGGIN ELEMENTARY SCHOOL, CONCEPCION ELEMENTARY

SCHOOL, ILIYEN, AND SAN GUINTO ELEMENTARY SCHOOL together with their school heads.

The trainers were Allin J. Dupeno (School Head of Barandias and Balmar Elementary School), Jaime G. Valiente ( School Head of San Isidro Elementary School), Julie B. Arcallana ( School Head of Kidanggin and San Vicente Elementary School) and Jahzeel P. Aplacador ( Teacher I of Balmar Elementary School).

The participants were glad to receive copies of the multi-grade budget of work and levelled materials. There was teaching demonstration of the two active teachers namely: Teacher Julie L. Posesano and Teacher Maria Fe G.Bajao -Salise of Kidanggin Elementary School .The teachers said they are thankful to the Department of Education to come up with this Multigrade Budget of Work and different schemes and strategies introduce, so that the burden of writing the lesson plan each day will be lighter .Then, they have look at the multigrade class in a better perspective that teaching in this class will be fun as it should be.

C AGAYA N DE ORO CITY - The 4th Infantry Division congratulates the POINTY Inc. (Propelling Our Inherited Nation Throug h our Youth Incorporated), a non-profit youth organization and a product of the Youth Leadership Summit (YLS) for their 5 years of Peace Advocacies.

Reminiscing the half a decade journey towards empowering the youth, it all started from a simple idea of gathering 120 youth leaders representing the eight provinces covering the area of 4ID which are Bukidnon, Misamis Oriental, Camiguin Island, Agusan and Surigao provinces, and Province of Dinagat Islands, to undergo a Division-wide YLS on March 2012.

These young leaders later became facilitators in their respective provincial YLS and on

October the same year, they were able to register their organization to the Securities and Exchange Commission and carry the name POINTY Inc. and on 2015 has been accredited by the Bureau of Internal Revenue.

Years after, the organization grew to more than 5000 members.

For his part, MGen Ronald Villanueva, 4ID Commander thanked the whole organization for believing that the youth

plays a vital role in ending all forms of violence.

He said, “The Youth Leadership Summits really honed these young generations to be the kind of leader we expect them to be-- Empowered, Responsible, Productive, and Well-informed. Because of this, they are no longer vulnerable to any kinds of deceptions. Thus, making it harder for the enemy of the state especially the NPAs to recruit another poll of armed members and even cadres. It will only be a matter of time that the other youth will also learn and experience what you’ve experienced with our advocacy and the problem of insurgency will soon end naturally.”

The activity ended with the election and oath taking of new sets of officers in order to continue the legacy of professionalism, friendship and camaraderie, and remarkable dedication.

Maallo were behind the success of team CdO aquatics.

Ian Kenneth G. Balaod, Ester Morgadez, Princess G onza les and MychaBaby Bzar smashed the badminton event with a swag and brought home gold and silver medals. Energetic coaches were there to give support to the smashers of team CDO. Ever y event has its highlights and the cheer from the crowd was very overwhelming which helped the athletes to perform at their highest level.

After all the hard work and perseverance all athletes were given the award they all deserved. Team CdO bagged 16 gold medals 20 silver medals and 17 bronze medals with the total medal count of 53.

"Let me win, but if I cannot win, let me be brave in the attempt." These words embodied the spirit of an athlete with Special Needs.

The Special Games is really the avenue for children to showcase how unique each individual with or without disability.

With the help of our SOP Cagayan de Oro Chapter volunteers the recently concluded Mindanao Reg iona l Games 2017 experience was truly amazing and memorable.

For Princess, 18, dancing and modelling are her forte. Artist Wean Ahmed, 18, loves to sketch. She goes on a diet to achieve her desired figure although in between confessed to eat extra burgers than allowed.

Being a varsity player doing physical training four times a week helps Kathleen Dela Pena stay in shape. She also keeps away from stress by getting some snooze.

Kathleen, 18, spends most of her free time in the library to find peace.

Some jeepney drivers would also tell of a lady passenger that would stop near the cemetery’s “Acacia” tree and vanished in thin air minutes after alighting. The Archbishop Hayes Street was dark and have no lightning until the cemetery was transferred to the Bolonsiri in the 90s.

The bones of the people buried in the cemetery were transferred to Bol0nsori where the family buried them anew. However, the unclaimed bones were simply dumped in a storage in the new public cemetery.

Many believed that the “ghosts” of the bones that have not been retrieved and remained buried in the old cemetery are the sources of many unexplained incidents in the new public buildings along Archbishop Hayes Street here.

A year ago, a lawyer who was residing abutting the old cemetery along Archbishop Hayes was able to retrieve unknown bones while digging for the construction of his law office.

“Aside from the bones, the workers were also able to recover many items, one was a beer bottle, which dates back during the Spanish period,” the lawyer said.

He said that the members of his family have also some “ghostly” experience with the supernatural like hearing footsteps in the house, but have been used to it.

“We have been used to hearing and seeing some unexplained things happening in our house, but we understand because we are living in the border of the cemetery where dozens of ghostly stories abound,” the lawyer said.

Rio Verde Vice President Joffrey E. Hapitan argued in a follow up letter to their notice of price increase that COWD has publicly admitted it can afford to absorb the price adjustment petitioned by Rio Verde without passing it on to water consumers since it has increased its water tariffs during this period.

COWD has two notices of price increases cover-

ing the period 2011-2014 posted in its official website: The first dated Nov. 1, 2013 brought the minimum charge for the first 10 cu.m. of residential and government accounts from P168 to P184.80, while another dated May 1, 2014 increased the minimum charge further to P218.40 for COWD’s Main Service Area and to P238.40 for Youngsville Subdivision, Opol, Misamis Oriental.

The latter post further explained that this was the last tranche of the 30% rates adjustment approved June 17, 2011 per LWUA-BOT Resolution #84 effective May 1, 2014. The COWD assured its concessionaires lately it will not implement another round of rate increases during the next two years.

However, Beja clarifies that the price adjustments were long overdue and did not include a provision to accommodate price adjustments in the price of bulk water it was buying from Rio Verde.

“The water rate adjustments that were approved by the Local Water Utilities Administration (LWUA) in 2011 but were only implemented in full by COWD last May 2014, were intended to cover the inflation rates since 2007 and to cover the rehabilitation cost for some of the aged pipelines and facilities of COWD,” Beja said in response.

“Such water rate adjustment did not take into consideration possible increases in the bulk water supply price, precisely because, legally, we knew we had to wait until the fraud audit report would be resolved. COWD had made this clear during the consultations and public hearings conducted prior to LWUA approval,” she added.

The LWUA is the government agency charged with the regulation of the operations and water tariffs of all water districts in the country.

In fact, Beja said that despite receiving LWUA approval for two more tranches of rate adjustments in its water tariffs, COWD elected to defer these.

“Moreover, in that 2011 LWUA-approved water rates adjustment, 2 more tranches of increases at 10% each were scheduled for implementation in 2014 and 2017, but COWD opted not to implement as scheduled,” Beja added.

In spite of this deferment, Beja affirmed that COWD remains financially stable even without implementing the last 2 tranches of increases.

She further explained that COWD water tariffs differ from COWD’s main service areas to those in Youngsville Subdivision in Opol, Misamis Oriental, due to additional costs incurred in serving that area.

“Systems similar to Youngsville where water

needs intermediate boosting facility due to challenging elevation of the area are charged with an additional P2.00 per cubic meter of water consumption to cover pumping costs,” Beja explained.
