New ‘Telco’ players to add load to consumers
It appears that the invitation of President Rodrigo Duterte for the Chinese to invest in the country’s telecommunication industry would turn into a “useless” proposition. While the “Bayan Muna,” a progressive nationalist group, decry the President’s invitation as an avenue that would “open up the Philippine economy to further the foreign strangle and unjust control of [the country] basic industries like telecommunications, infrastructure, health, and the media,” the apprehension might have some meat. However, the CYNOSURE sees the coming of the Chinese of foreign telecommunications stakeholders as an opportunity for the existing telecommunications mogul, the PLDT, to strengthen its hold in the country’s communication industry. In fact, the announcement of Manny Pangilinan, the PLDT’s CEO, the other day that the Voyager Innovations, the prospected Chinese telecommunication investor, has sent feelers for a partnership with PLDT, was enough to seal the doubts and ramifications about the future of the country’s telecommunica-

of the services would not come cheap. The assessment is based on the existing communication infrastructure and platforms in the country. In a macro analysis, the incoming telecommunication investor would always assess the status of the existing telecommunication players. How much the present infrastructure that the local telecommunication industry could offer to the foreign stakeholder would be the key to consider investing in the country. Of course, being the only two competing telecommunication giants, the PLDT and the Globe have all the infrastructure to offer any foreign investor. It is now a question of “how much” will the players would gain before a partnership is considered. Likewise, the PLDT and Globe would also weigh the risk and opportunities in considering a partnership. After all, the bottom line for both the PLDT and Globe is always “profit.” The Bayan Muna has opined that the internet service in the Philippines is one of the worst in the world -seventh slowest, besting only the likes of Iraq, Afghanistan and

As a premier telecommunications giant, the PLDT has already established a solid telecommunications platform around the country. Obviously, the PLDT would exercise control over the Voyager. Under the existing 60-40 law, the PLDT would exercise overall control of the Voyager. In other words, the coming in of Voyager as a PLDT partner would only exacerbate the consumer woes. The argument is that, as the partner introduces more telecommunication platforms and digital services, the PLDT would impose much higher rates. Reason: Additional expenses. Another player, the Ant Financial Services Group, an affiliate of Chinese billionaire Jack Ma's Alibaba Group, has recently invested in Globe's Mynt, a rival of PLDT's Voyager, a Reuter report said. No matter how many telecommunication players would come to the Philippines, the consumers believed that the price

The municipality of Lopez Jaena, Misamis Occidental particularly Barangay Manguehan recently was awarded the 1st Seal of Hapsay Barangay (Orderly Barangay) from the fourteen towns of Misamis Occidental during the Community Based Drug Abuse Recovery Summit and received the 200 Thousand cash incentive and the prestigious Seal awarded by the Provincial Assessment Team establish to evaluate its performance in the campaign against Illegal Drugs. The Seal of Hapsay barangay was conceptualized by the Provincial Government thru the GO HERMIE Agenda of the first Lady Governor of Misamis Occidental Herminia M Ramiro, of which the letter “O” of the GO HERMIE agenda emphasized its campaign on the “Order of Law and Public Safety” thus strengthen its Anti Drug Abuse Council to curve out the menace of Illegal drugs all thru out Misamis Occidental With this, Governor Ramiro issued Executive Order 078-2017 to create an Awards Program for Barangay which have Exemplary Performance in the fight against Illegal drugs and created a Provincial Assessment Team chosen from the cream of the crop of the Government, the Police, the Academe, Faith based organization, LGU’s, Business Sector, and other stakeholders against Illegal drugs in Misamis Occidental with the help and support from the Provincial office of the Department of the Interior and Local Government (DILG) created the criteria to be implemented This year 2017, the 1st Seal of “Hapsay Barangay” (Orderly Barangay) Award commence and decided to choose one barangay representing the 14 municipalities of Misamis Occidental and the 3 cities of Ozamiz, Tangub, and Oroquieta which will be awarded during the Misamis Occidental Provincial Anti Drug Abuse Council (MOPADAC) Community Drug Abuse Recovery Summit in consonant to the celebration of the 88th Founding Year of the province. ALAYBALAY CITY, Bukidnon — In a bid to prop up efforts of the government to attain rice self-sufficiency and avoid huge rice imports, the National Food Authority (NFA) in Bukidnon supports PhilMaize’s move to go into selling of rice-corn blend in markets. “NFA is now collaborating with PhilMaize (Philippine Maize Federation), the umbrella organization of corn growers across the country, for a taste survey of rice-corn blend and see if it could work in the Philippine market if sold at ‘a little lower’ than the regular price of rice,” NFA spokesperson Maria Socorro Mellomida said.
Entitled “Acceptability of the Different Rice-Corn Blends,” the survey shall determine if rice-corn blend fits the taste among range of Filipino consumers as part of the regular diet. Studies show that corn has lower calorie and carbohydrate content compared to rice. It contains high amylose that gives an

Records show that in 2016, domestic consumption of rice was pegged at 12.9 million metric tons (MMT) while production was only 11.5 MMT or a deficit of 1.4 MMT. In years 2007, 2008 and 2009, the country recorded the highest rice import at 2.570 MMT, 2.6 MMT and 2.2 MMT, respectively. Thus, the country keeps on resorting to importation inorder to increase buffer stock. ORDINANCE NO. 41, S. 2017 “AN ORDINANCE PRESCRIBING GUIDELINES FOR GRANTING OF AUTHORITY OR LICENSE AND FRANCHISE FOR THE ESTABLISHMENT, OPERATION AND MAINTENANCE OF COCKPITS, AND REGULATING COCKFIGHTING AND COMMERCIAL BREEDING OF GAMECOCKS OF THE MUNICIPALITY OF TAGOLOAN, MISAMIS ORIENTAL.” WHEREAS, Section447 (3) (V) Republic Act 7160 empowers the Sangguniang Bayan to grant franchise, enact ordinances authorizing the issuance of permits or licenses,or enact ordinances, levying taxes, fees and charges upon such conditions and for such purposes intended to promote general welfare of the inhabitants of the municipality, and pursuant to this legislative authority shall, Any law to the contrary notwithstanding, authorize and license the establishment, operation, and maintenance of cockpits, and regulate cockfighting and commercial breeding of gamecocks: provided, that no existing rights should be prejudiced; WHEREAS, Presidential Decree No. 449 dated May 9, 1974 contains the Cockfighting Law of 1974 declaring the policy of the government to insure the maximum development and promotion of wholesome recreation and amusement to bring about the following goals: 1.) To effectively control and regulate cockfighting which 2.) To provide additional revenue for tourism program 3.) To remove and prevent excessive and unreasonable business operations and profit considerations in the management of cockpits; NOW THEREFORE, after proper deliberation on the matter and on motion of Councilor Ignacio L. BE IT ORDAINED by the Sangguniang Bayan of Tagoloan, Misamis Oriental, that:
ARTICLE I. DEFINITION OF TERMS. 1. Cockpit (Sabongan) – shall be a place, structure or area for the cockfighting game, strongly built and spacious enough to accommodate appropriate number of spectators who watch the game. 2. Cockfighting (Sultada) - shall mean the actual fight or physical combat of two (2) fitted or evenly-matched game cock, were bets on either side are laid. 3. Cockpit Arena - A commercial building at the center of which is an enclosed cockfighting arena and surrounded by seats provided for the bettors and other Aficionados and in confirmity with the provisions of the Building Code. 4. Fighting Cock/Game Cock - also called as rooster, whether locally bred or imported or hybrids primarily for cockfighting. 5. Local Derby - is an invitational cockfight participated by game cockers or cockfighting aficionados of the Philippines with “pot money” awarded to the proclaimed winning entry. 6. Regular Games/Cockfighting - Held at designated cockpits arena usually on weekend featuring two fighting game cock. 7. Derby - Special Cockfighting event of an even bigger scale and participated in by big-time breeders. 8. Bet taker/Promoter - refers to a person who alone or with another initiates a cockfight and/or calls and take care of bets from owners of both game cocks and those of other bettors before of commencement of the cockfight thereafter distributes won bets to the winners after deducting a certain commission. 9. Bet Manager (Kasador) - A person who calls and takes of bets from owners of both game cocks and those of other betters before he orders commencement of the cockfight and thereafter distributes winning bets to the owners after deducting a certain commission. 10. Referee (sentenciador) - A person who watches or oversees of the cockfight and decides its results by announcing the winner or declaring a draw of a non-contest game. 11. Bet Taker (kristo) - A person who participates in cockfights and with the use of money or other things to value, bets with other betters or through other takers and wins or loses his bets depending upon the result of the cockfight as announce of the referee or sentenciador. 12. Gaffer (Mananari) - A person knowledgeable in the techniques of arming fighting cocks with gaffs on either leg or both. 13. Handler (Sultador) - A person who personally takes physical custody and control inside the arena of pitted gamecock, and who actually releases the same for actual fight and combat in a cockfight. 14. Promoter - A person duly licensed to undertake in the convening, meeting, and holding of specially programmed and arrange cockfighting, like local and international derbies or competitions, special mains or matched set to or encounters, pintakasi, and ordinary fights or cockfights. 15. Gamecock - Refers to domesticated fowls, specially bred trained and conditioned for actual cockfighting. 16. Cockpit Operator - is an owner of the duly licensed cockpit built in accordance with the standards and specifications prescribed in the Municipal Zoning Ordinance. 17. Cockpit Franchisee - is a holder of a cockpit operation granted and determined by the Sangguniang Bayan through an ordinance. ARTICLE II. RULES AND REGULATIONS FOR THE APPLICATIONS FOR LOCATIONAL CLEARANCE FOR COCKPITS. Pursuant to Article IV, Section 5, c) and 7, f) or Executive Order No. 648 the following rules and regulations for the location of cockpits are hereby promulgated.

Section 1. Application for cockpit locational clearance. Any person or corporation who wishes to establish a cockpit shall apply with Local Government Unit of Tagoloan through the Office of the Municipal Planning and Development Coordinator for issuance of locational clearance. Section 2. Site Inspection of the proposed project site shall be conducted considering the following factors: 1. Conformity with the land use plan or zoning ordinance of the locality or in the absence of land use plan/zoning ordinance sustainability/compatibility of the proposed project to the existing dominant land use. 2. Presence of/or the ability to provide utilities (power, water supply, etc.) to the site. 3. Site suitability Section 3. Evaluation shall be based and substantial conformance to the herein standards and provisions of applicable laws such as: 1. Sanitation Code of The Philippines (PD 826) regulating the establishment of the trades and occupations, industry, institutions, commercial undertaking, water system, refuse disposal system, sewage collection and disposal system, etc. in accordance with the prescribe guidelines and standards promoting environmental sanitation and hygiene. 2. Cockfighting Law (PD 449) regulating the establishments of cockpits and the various aspects of cockpit operation cockfighting and form of breeding. ARTICLE III. REGULATORY ACTS. Section 1. Only Filipino citizens, corporation or cooperative, not otherwise prohibited by law, shall be allowed to own, operate, and manage cockpit in the Municipality. Provided that, in the case of a corporation, sixty percent (60%) of the total outstanding capital stock shall be owned by Filipino citizens. Section 2. Only one cockpit shall be allowed to be established, maintained and operated in the Municipality. Provided that, when the population of the Municipality shall reach over one hundred thousand, another cockpit may be established, maintained, and operated in the Municipality. Section 3. No cockpits shall be constructed within or near the existing residential or commercial areas, hospitals, school buildings, churches or public buildings. The same shall be evaluated before the issuance of the Building Permit. Section 4. Cockfighting shall be allowed only in licensed cockpits during Sundays. It may also be held during municipal, agricultural, commercial, or industrial fair, carnival or exposition upon resolution of the Sangguniang Bayan. Provided, further, that no cockfighting shall be held on December 30 (Rizal Day), New Year, June 12 (Philippine Independence Day), November 30 (National Heroes Day), Holy Thursday, Good Friday, Election or Referendum Day and during Registration Days for such election or referendum. (P.D. 449, Section 5). ARTICLE IV. DESIGN STANDARDS AND REQUIREMENTS FOR THE APPLICATION FOR LOCATIONAL CLEARANCE FOR COCKPITS (Based from the Human Settlements Regulatory Board). Section 1. General Guidelines A. Site Criteria. Land Intended for cockpit shall have level to rolling terrain, at an ideal slope of 5% or clearing and grading will pose no problem in terms of undue expense and soil erosion. The area shall not be subject to flooding. Soil must be stable to support the intended building load and other site improvements. B. Location. Only one cockpit shall be allowed in the municipality. However, in cities or municipality with population of over One Hundred Thousand (100,000) two cockpit maybe established, maintained or operated. The site shall be located preferably outside the city or municipal proper and served by a road. Cockpits shall be situated at a distance of 200 to 500 meters from the national highway to prevent congestion and obstruction to regulate traffic flow. C. Layout. Cockpit project shall be planned to effect good layout especially in separating pedestrian and vehicle traffic and providing adequate parking area, yard and security. 1. Setback - Minimum setback of building from property lot lines shall be in accordance with the provisions of the National Building Code. 2. Easement - An easement or right of way prescribed by the Forestry and/or Water Code must be maintained if a cockpit is traversed by a water course, drainage way channel or stream. Parallel plant strips or greenway shall be provided. 3. Buffer - A planting screen/buffer 3-5 meters wide along the perimeter of the site shall be provided to protect adjacent land uses from nuisance. 4. Parking Space - Parking space shall be based on Rule XX of the National Building Code of one (1) slot per fifty (50) square meters of ground floor area. D. Construction. Cockpit building and accessories shall be constructed in confirmity with the National Building Code as certified by the Building Official upon issuance of the Building Permit. E. Use. All properties in the cockpit site shall be used for cockfighting purposes only. Use of the cockpit for residential purposes (except for watch and ward and other emergency staff) is strictly prohibited. F. Maintenance. Maintenance of the cockpit shall be the sole responsibility of the owner/ operator. Section 2. Facility Requirements As recommended by the Philippine Game-fowl Commission, an ideal cockpit should have the following: 1. 2. 3. 4. 5. 6. 7.
Arena - an area of 70-100 square meters either circular or square. Cock house - cockpit structure where cocks are housed/kept. Restaurant/Canteen - a place where spectators can take snacks and refreshments. Office - a room for cockpit officials and administrative purposes. Matching Area and Weighing Room - a place where cocks are matched and weighed. Clinic - intended for first aid and medical purposes. Trash Removal/Disposal System - shall be established in accordance with Sanitation Code of the Philippines (PD 826) and Sanitation Ordinances imposed by the Local Government Unit.
The above requirements must be verified by the Building Official before the issuance of the Building Permit. ARTICLE V. ANNUAL PERMIT FEES FOR COCKPIT OWNERS/OPERATORS/LICENSES/ PROMOTERS AND COCKPIT PERSONNEL. Section 1. lmposition of Fees. Section 2. The Annual cockpit permit fee is payable to the Municipal Treasury upon application of a permit before a cockpit shall be allowed to operate and within the first twenty days of January of each year in case of renewal thereof on derbies and special cockfights, the fee herein imposed shall be payable to the Municipal Treasurer before the same can be lawfully held. Section 3. The Permit Fee for cockpit personnel shall be paid to the Municipal Treasury before they participate in a cockfight and pay annually upon renewal of the permit of the cockpit. Only duly registered and licensed personnel shall take part in all kinds of cockfights held in this Municipality. No operator or owner of a cockpit shall employ or allow to participate in a cockfight any of the abovementioned personnel unless he has registered and paid the fee herein required. Section 4. The Franchise to Operate a cockpit shall be granted by the Sangguniang Bayan, and shall be in effect for a period of three (3) years unless terminated by the Sangguniang Bayan for violation of the provision of this ordinance and related regulations. Franchise holder will have the options to renew the franchise by submitting a Letter of Intent to Renew on or before December 15th of every year. Failure to file a Letter of Intent to Renew on the prescribed period will pass on the option to other applications. Provided that any existing franchise holder who has not been in use for five years or more shall be considered revoked. Section 5. Aside from the operations of a cockpit all other business activities inside the premises of the cockpit will have to secure a Mayor’s Permit relative to its operations and pay the corresponding business taxes and Mayor’s Permit Fees. ARTICLE VI. SPECIAL PERMIT FEE FOR COCKFIGHTING. (a) Ordinary/Regular Cockfighting P 50.00 every sultada

Every application shall be signed by the owner/operator or licensee of the cockpit and countersigned by the promoter or a representative of the beneficiary, to be supported with the necessary documents as follows: 1. A copy of proclamation authorizing the fund raising campaign; 2. Letter request of the beneficiary to the cockpit owner, operator or licensee to stage such special cockfight; 3. Resolution of the Sanggunian concerned during official Municipal/Barangay Fiestas and agricultural/industrial fairs; 4. Resolution of the Sanggunian concerned for the support of national fund raising campaign for charitable or other purposes as may be authorized by the Office of the Mayor. ARTICLE IX: PROHIBITIONS. Section 1. Selling and consumption of liquor and other alcoholic beverages are prohibited within the premises of the cockpit. Section 2. Other Gambling Game Prohibited - No gambling of any kind shall be permitted in the premises of the cockpit during the cockfights. The owner, manager or lessee of such cockpit and the violators of this Section shall be criminally liable under the provisions of this code. Section 3.Carrying of deadly weapons, except for security personnel and military authorities. Section 4. Prohibition against Minors. - No person less than eighteen (18) years of age shall be inside the premises of the cockpit and to bet on the cockfights. The operator, manager or licenses shall be responsible for strict compliance with this rule. Section 5. Complaints and Protest. - The Sangguniang Bayan shall take cognizance of complaints and protests related to the operation and management of cockpits or the conduct of writing and under oath. ARTICLE X. PENALTY PROVISIONS. Section 1. Violation of any provision of this Ordinance shall have the following penalties: First Offense -
One Thousand Five Hundred Pesos (P1, 500.00) and two weeks suspension of franchise.
Second Offense -
Two Thousand Five Hundred Pesos (P2, 500.00) and one month suspension of franchise.
Third Offense

Revocation of Franchise.
ARTICLE XI. OTHER PROVISIONS.

Caraga dengue cases down by 68% BUTUAN City––Dengue cases have significantly decreased in Caraga Region by more than 60 percent in the last 10 months as compared to the same period last year, records from the Department of Health in the region (DOH-Caraga) have shown. A total of 2,254 dengue cases in the region have been reported from January to October this year, according to the health depar tment’s Regional Epidemiology and Surveillance Unit (RESU). RESU noted that the cases are 68.8 p ercent lower as compared to the 7,233 cases reported in the same period in 2016. The agenc y also reported that compared to the last two quarters, no barangays were identified
as dengue hotspot in the region. More significantly, a 71 percent drop was recorded to the number of denguerelated deaths during the same period. RESU reported that 10 persons died from deadly mosquito bites during the January-October period, with the age of the fatalities ranging from 2 to 72 years old. Jesus Reigns organizers are aiming for a four-hour worship spectacle and feast thereafter at the Misamis Oriental Integrated Sports Complex (MOISC) in Cagayan de Oro City this Thursday, November 30. Jesus Reigns: A Day of Celebration is an annual festival held to honor Jesus and proclaim that he reigns over the whole countr y. The celebration will kick off with a grand parade of floats depicting the different attributes of God a day before on Wednesday, November 29. A day later, the MOISC main grandstand and two grandstands on the side are expected to fill to the brim as organizers will sing and dance – mak-
ing a joyful sound declaring that Jesus reigns! This is followed by a unified prayer for the different towns, provinces and the countr y as well as for the nations of the world and Israel. Ultimately, the organizers want to see ever y nation consumed by the love of the heavenly Father, empowered by the Holy Spirit, seeking to honor God and worship Jesus alone and exalt his name in righteous living as one body for individual restoration and national transformation.
