CAGAYAN de Oro City--A couple suspected of pimping their minor children to foreign clients by using “smart phones” was caught in the act in an entrapment laid by the National Bureau of Investigation (NBI) Thursday.

Lawyer Alex Cabornay, head of NBI agents in Northern Mindanao, said that the operatives of the NBI’s Anti-Human Trafficking Division in Manila was able to track down the couple after one of the clients was nabbed earlier. “We could not divulge the identity of the couple because it would

‘Libreng Text and Tawag’ extended to Marawi City THE free mobile phone service for residents displaced by the recent Marawi conflict is now available in the Islamic City of the South. The National Telecommunications Commission

(NTC) started implementing “Libreng Text at Tawag” services together with telcos and civic radio groups starting October 31, 2017 in various evacuation centers in Iligan City to allow

displaced families to update relatives here and abroad on their current status and the sort of assistance they needed. Over 300,000 people have been reportedly displaced by the conflict.

spread of corruption. There are unscrupulous businessmen who want to get away with various government regulations, particularly in the payment of taxes. The CYNOSURE, however, is not saying that the Pilipinas Kao is one of the private companies that do not pay the required government taxes. with government officials who promised the company of tax immunity. Of course, any shady deal also carries financial consideration. The financial consideration is commonly defined as “grease” or “bribed money.” This transaction is prevalent in a notoriously corrupt system. Matter of fact, it is the principle of corruption that has prevented the country from moving forward. The corrupt public officials are the harbingers of poverty and deprivation. In most cases, the public office has become a “gold mine” for corrupt public servants, serving as a ticket to enrich themselves while in office. However, with some exception, the private sectors have also contributed to the

NOTICE TO THE PUBLIC The City Government of Iligan (“City”) recently announced, with pomp and fanfare, the consolidation of title and ownership of the National Steel Corporation (“NSC”) properties under its name by way of the auction sale held on 19 October 2016 where the properties were allegedly forfeited in favor of the City.This claim is not true.

ON THE ISSUES PREVENTING ACADEMIC REFORMS IN HIGHER EDUCATION INSTITUTIONS By Dr. Emmanuel Alex Agravante Bercero Master Teacher II, DepEd-Misamis Oriental Professor, Graduate School

Universities and colleges across the country are beset with relevant issues that prevent the overture of academic reforms in higher education institutions particularly the local colleges and universities which are committed to respond to the need of quality education akin to the leading universities in the Pacific Rim and in Southeast Asian regions. Higher education institutions particularly the graduate schools are committed to maintain academic excellence as it has the responsibility of developing human resources

imbued with ingenuity and innovativeness, desirable work values, and zeal to contribute effort in the reconstruction and refurbishment of the country especially from political variability and economic cataclysms which impede national growth and development. The university’s effort to introduce academic reforms such as the revision of curriculum which allow stakeholders’ participation, vertical articulation of professors, rigid implementation of established professional development programs, improvement of educational support systems and the obliteration of irrelevant and extraneous academic degree programs, and significant improvement in research performance are relevant agenda to improve Philippine education. Academic excellence is quantified in terms of quality research

activities in the university exclusively at the graduate level which will qualify for publication and citation in international referred journals and publications. A university’s academic performance is measured in terms of its research performance because research fueled economic transformation and development. Subsequently, universities and colleges should consider other factors imperative for sustaining academic excellence such as teacher’s rigid and inflexible recruitment process, unswerving implementation of teacher’s professional development and exchange scholarship programs from leading universities abroad, offering of quality degree programs, excellent research support system, and accreditation from local and international accrediting agencies, and deregulation of its academic programs.

We tend to limit our definition of quality education to one basic thrust of the university which is research. Though, I understand that higher education institutions specifically the universities should give premium to quality research and develop the “culture of research” to generate new and creative ideas for national development. However, there are other indicators of quality education which includes the performance of graduates in national competitive examinations, development-oriented community extension programs, and the quality of instructional leaders who will take the proactive leap in developing creative and highly intellectual individuals in the academic community. As a teacher and researcher, I have to underscore that universities should develop the “culture of research” so that every Filipino intellectuals will have the venue of creating drivers and opportunities for the country’s technological ad-

vancements. However, this should not only be the primary concern of higher education institutions but there is, theoretically, a need to challenge the secondary schools to create the “culture of inquiry and investigation” and strengthen their research activities. Subsequently, I am pretty sure that graduate school professors would agree that the emphasis of graduate education and research should be on creativity and innovations that brings vicissitudes and development so that we can be at par with the highly developed neighboring countries. Further, we need to take the challenge of taking the frontline and show excellence and assume leadership in research to enhance our potentials to propel innovations and creativity for economic and social sustainability of the country. The challenge lies on how our local universities and colleges in the region contribute in the development

of expertise that transcends beyond the academe to solve problems in the society or to build something new for global leadership. Academic reforms in higher education institutions help improve the delivery of quality education particularly in local universities and colleges in the region. Achieving and sustaining quality education requires school leadership that inspires professors and scholars create the culture of research and inquiry of international standards which, theoretically, generates new ideas, propels creativity and innovations for economic revolution as well as social transformation and development. To introduce academic reforms especially in the graduate level of higher education institutions (HEIs), one has to be cognizant that the conduct of research has one direction…..and this direction is to leverage human for economic and social regeneration.

Bukas na Pintuan’s pilot projects will be implemented in three Bahay Pagbabago Reformation Centers located in the municipalities of Dinalupihan, Orion, and Balanga City. NGCP has allocated a combined PhP10 million for the program in 2017 and 2018. The amount will go towards funding the operational expenses and the supplies and materials needed for the skills development training under TESDA. It will also cover the honoraria of the program trainers and the assessment fee of the trainees to acquire National Certification II (NC II) in Scaffolding Erection and Pipefitting. “Our end-goal is for the beneficiaries to become TESDA-certified, so that they have a better chance of securing viable employment and livelihood opportunities,” explained NGCP. NGCP aims to have up to 2,100 program beneficiaries over the two-year period. It will work closely with the local government units (LGUs) of the host municipalities to identify the beneficiaries, and coordinate with TESDA for the training programs and the Public Employment Service Office (PESO) for the employment of the program graduates.
