Pres. Duterte meets with kin of Maguindanao massacre victims •Palace vows to resolve Ampatuan cases during Duterte’s term. PRESIDENT Rodrigo Roa Duterte on Thursday, November 23, met with the kin of the Maguindanao Massacre victims at the Music Room of the Malacañang Palace. Together with the Chief Executive are Department of Justice Secretary Vitaliano Aguirre and Presidential Spokesperson Harry Roque, who had previously served as the lawyer of thr victims in the Maguindanao massacre case. During the meeting, President Duterte vowed to extend his administration’s assistance to the families of the victims. At the same time, the President urged the DOJ for a speedier trial. Today marks the 8th year anniversary of the Maguindanao massacre, wherein 58 individuals, including 32 members of the media, were killed in Ampatuan town in Maguindanao. It will be recalled that in October 2016, President Duterte signed Administrative Order (AO) No. 1 creating the Presidential Task Force on Violations of the Right to Life, Liberty and Security of the Members of the Media. Meanwhile, Presidential Task Force on Media Se-

curity (PTFMS) executive director Joel Egco vowed to resolve the Maguindanao Massacre within President Rodrigo Duterte’s term. “Well within four years or well within the term of President Rodrigo Duterte based on the assumption that the offense—the defense will present an equal number of witnesses as that of the prosecution,” Egco said during a press briefing in Malacanang. Egco based his assumptions looking at a worstcase scenario of 190 to 200 witnesses to be presented by the defendants. He also underscored that 63 defense witnesses had already been presented. He likewise said that the Task Force is pushing for four important measures: to end impunity, speedier trial, impartial judgment, and intensified manhunt for suspects who are still at large. MDPPA joins FAMI conference in Vietnam The Motorcycle Development Program Participants Association, Inc. (MDPPA) attended the conference of the Federation of Asian Motorcycle Industries (FAMI) in Hanoi, Vietnam last September. The conference, hosted by the Vietnam Association of Motorcycle Manufacturers (VAMM), kicked off the 1st International Motorcycle Manufacturers Association (IMMA) Global Policy Workshop. Based on IMMA’s strategic plans, policies affecting the respective motorcycle industry of IMMA members were discussed, in particular road safety, mobility and urban access, sustainable motorcycle and development, economy and trade communications strategy, and electric vehicles. Hino completes mobile Training for Future Leaders: kitchens for Davao City Dualtech and Suzuki Partnership Hino Motors Philippines (HMP), the exclusive distributor of Hino trucks and buses in the Philippines, with the assistance of Hino Davao recently completed two mobile kitchens for the Davao City government. The vehicles, which are part of the Davao City Social Services and Development Office’s (CSSDO) disaster response project called Kusina ng Bayan, will be used to provide hot meals such as soup and other ready-to-eat food during disasters and calamities. Sure, there is etiquette of gift giving at Christmas and also other occasions. Homemade gifts are most appropriate especially as Christmas gifts, according to Stuart E. Jacobson, book author of “The Art of Giving”. Allow me to quote Jacobson, “Homemade gifts are wonderful. A gift of imagination, a gift of creativity, a gift, that shows (also!) time was put into it. A created time is a wonderful present.” When considering a homemade gift, instead of tumbling through crowded shopping malls (as I tried again yesterday - just 31 days until Christmas!) and getting a headache (I really got!)! How about the innumerable large families especially in the Philippines, because of econimics, resort to name drawing process at Christmas. For me, firstly, Christmas is spirit. You can always find ways to give gifts without expenses. The most well known and always remembered gift is to do to someone like giving time. In my family we do this mostly during the season holidays. But if I look more around, mmh, sad to say, that “time as gift” doesn’t satisfy most of all.Well, it’s okay. There are so many ways to use your mind in terms of giving someone other things than putting Peso, Euro or Dollar notes. I am sure you know, that home made gifts can be also a very good idea... .

Having a good grasp of the total picture, Dominguez knows when to take and, just as important, when to give. His recent decision to reduce (to only one per cent from the current five per cent) the withholding tax on gold sold by small miners to the Bangkok Sentral is one example. By law, the People’s Small Scale Mining Act of 1991, the Bangko Sentral is supposed to buy the produce of small miners. The purchased gold is then refined into world quality gold bars at the BSP’s Security Plant Complex in Quezon City. The gold bars are then sold

in the world market but some are physically kept in the BSP’s vault. For a long while, everything went well. Everybody was happy. The small miners just walked in any of the gold buying stations nationwide of the BSP - in Quezon City, Baguio, Davao, Zamboanga and Naga - and were promptly paid. The BSP kept growing its gold reserves. Then former BIR Commissioner Kim Henares stepped in sometime in 2011. Henares insisted on automatically withholding 5 per cent on sales of gold to the BSP. No ifs and buts about it. That’s the law, Henares said. She may have been correct but unfortunately, Henares failed to anticipate the consequences of her decision. In the end,

Ignacio Bunye Henares was able to collect a whooping five per cent of nothing! To a man, the small miners got scared and stayed away from BSP. Instead, they sold their gold in the black market. According to BSP Deputy Governor Diwa Guinigundo, the purchase of gold by the BSP plummeted and the production of gold bars practically went pfft. From 2005 to 2011, the BSP bought an average of 900 thousand troy ounces of gold which produced 2,500 gold bars a year. This plunged to only 35 thousand ounces, yielding See give, page 11

Two days to never worry about Think a minute…Did you know there are 2 days you never need to worry about? The first day is yesterday. It’s simply impossible to change the past. Yesterday is gone…forever. There is nothing any of us can do to bring it back, especially by worrying about it. So whatever mistakes, problems, or hurts we had yesterday, we’ve got to stop worrying about them. We cannot undo what’s already done, nor take back what we’ve already said, only ask forgiveness. Hopefully we learn our lessons from yesterday’s mistakes. But

then, let it go! Life goes on, so we’d better go with it. The other day we never need to worry about is tomorrow. None of us can control or know everything that might happen tomorrow. We don’t even know whether or not we’ll still be here! What’s going to happen will happen whether we worry about it or not. So we’re left with only one day that we can actually do anything about: today. As the saying goes: “The past is history, tomorrow’s a mystery, so today is all we have. It’s a GIFT, that’s why it’s called the PRES-

ENT.” All we have is right now, and today has enough problems, responsibilities, and worries of its own. The last thing we need is to pile up yesterday’s and tomorrow’s problems on top of today’s! No wonder some people are stressed out with even physical problems and sicknesses. Remember, if you don’t bury your worries, they could bury you! Youth group decries surveillance and unwarrantedvisits of unidentified men in leader’s home

he League of Filipino Students-Northern Mindanao Region (LFS-NMR) strongly condemns the harassment of our regional chairperson, Kristine Cabardo, as perpetrated by suspected elements of the Armed Forces of the Philippines. On Novemb er 21, around 6-7 PM, four unidentified men visited Cabardo’s home in Saray, Iligan City, asking her family of her whereabouts. Cabardo’s father confronted them and the men claimed to be looking for Cabardo and her twin sister who they accused of supporting rebels. Out of fear and intimidation of suspected state forces, he gave them the phone of Cabardo’s sister to clear his daughters’ names. He

also reiterated that his daughters were not rebels. As LFS NMR chairperson, Cabardo continues to publicly condemn Martial Law in Mindanao, aerial bombings in Marawi City, illegal arrests of human rights defenders, and the administration's fascism towards the people in radio inter views, rallies, and other forms of protests. Cabardo’s sister also works for a regional NonGovernment Organization, advocating the rights of rural poor and Indigenous Peoples. MANILA – Ayala Land Inc. (ALI) has enrolled fixed-rate short-dated notes amounting to PHP3.1 billion at Philippine Dealing Exchange Corp. (PDEx) Thursday.   The short-dated notes, ALI’s second issuance this year, have maturity period of 1.25 years due on February 23, 2019, with interest rate of 3.25 percent.    “This is short-dated notes primarily for refinancing, essentially refinancing and maturity extension,” ALI Chief Finance Officer Augusto Bengzon told reporters on the sidelines of the bond listing.    Last July, the company listed a PHP4.3-billion short-dated notes due also in 2019, which is the first of such tenor listed at the PDEx. “The significance here is that this financing instrument is being distributed to qualified buyers. ASEAN seen to continue attracting FDIs -- UNCTAD

MANILA -- The 10-member state Association of Southeast Asian Nations (ASEAN) is seen to continue attracting foreign direct investments (FDIs), according to the ASEAN Investment Report (AIR) 2017 of the United Nations Conference on Trade and Development (UNCTAD). The UNCTAD reported that despite the 20-percent decline in FDI flows in ASEAN in 2016 at USD96.7 billion, the region remains competitive to lure investments. MANILA -- Printing industry players in the 10 member states of the Association of Southeast Asian Nations (ASEAN) will adopt a document to boost the sector in the region. During the first ASEAN Printing Forum in Manila, printing industry stakeholders are expected to sign on Wednesday a statement which identifies next steps of the industry for each member state and the region as a whole. The two-day forum, which kicked off Tuesday, is being hosted by the Board of Investments (BOI). “This event is the venue

for the leaders and movers of the ASEAN Printing industry who are here today to share country experiences, local insights, and industry expertise on the state of the printing industry in the region,” BOI Governor Napoleon Concepcion said in his opening remarks. Concepcion noted that despite the competition with digital media, outlook for the ASEAN printing industry remains “good” in the coming years. He said digital media has eaten up the share of reading materials in the printing industry; hence, the need for industry players to expand their activities including industrial use like

packaging, among others. “There is a need to adopt product mix changes with a greater share of higher value products in growth areas like packaging, while recognizing that publication and commercial sectors are transitioning as demand shifts from paper media to digital devices,” Concepcion stressed. “With the printing arena on a positive growth path, we should be aware of the opportunities and challenges so that we can take capitalize on the potential for bigger revenues and employment for our respective economies,” he added. For the Philippines, an industry roadmap for print-

ing sector was done in 2013. However, Concepcion said the roadmap needs to be updated to keep up with the fast changing technology and growing competition. It was noted that the country has about 3,700 establishments involved in printing industry activities, including bookbinding and graphic designing. About 97 percent of the total prinitng establishments are small and medium enterprises (SMEs), and the remaining 3.0 percent are large-scale businesses. MANILA -- The country’s July-September production of skipjack grew further in 2017 despite Philippine fisheries sub-sector’s general downturn then. ‘Roro’ vessel now serves Davao-Indonesia route

AVAO CITY – A smaller vessel now serves the DavaoGenSan-Bitung in Indonesia to sustain the rollon roll-off route between Philippines and Indonesia via its backdoor cities. This was announced by Indonesian Consul General in Davao City Berlian Napitupulu, saying the KM Gloria 28 will utilize the Sta. Ana wharf in Davao City as port of call for its regular sail. “The vessel already plies for the second time but we still consider it a trial run. It will sail for two days from Tahuna, Manado, to Davao City,” he said. The boat, owned by an Indonesian, is a conventional cargo ship that has been operating for export import activities between Southern Philippines and Eastern Indonesia. Cargoes that will be brought here next week are agricultural products and furniture and on its return trip to Tahuna, the vessel will carry other agricultural products and decorative lights. Napitupulu said the vessel will ply directly from

Bitung-Tahuna to Davao but the original DavaoGenSan-Bitung route will remain as indicated in the Memorandum of Understanding between Indonesia and the Philippines. He explained that it will not call the port in GenSan this time because there are no cargoes from that area. DENR, Unioil to install more air quality monitoring stations in MM T

he Department of Environment and Natural Resources (DENR) has partnered w ith ind e p end ent oi l player Unioil Petroleum Phi lippines to instal l additional state-of-theart air quality monitoring stations (AQMS) across Metro Manila.

A m e m or an du m of agreement (MOA) was recently signed between the DENR and Unioil to formalize the partnership, w hich Unders e c ret ar y for Policy, Planning and International Affairs Jonas Leones described as a “first of its kind.” This marks the DENR’s

f irst p ar t nership w it h a pr iv ate c omp any i n terms of monitoring air pollution, which has been a major challenge to the agency. “This is the first time that an industr y, as big as Unioil, is now helping the department in addressing this kind

of problem,” Leones said, as he welcomed the oil c omp any ’s supp or t i n behalf of the DENR. Leones expressed hope other private firms would s o on fol low suit. “Air quality is not only the concern of the government; it is the concern of each and every one to address this major environmental problem,” he added. At present, all 17 cities and municipality in Metro Manila have at least one AQMS. The AQMS to b e installed under the DENRUnioil accord will use state-of-the-art equipment or sensors powered by AirVisual application, which has been described as the world’s smartest air quality monitor that help track, foresee and take action against invisible threats in the air. The equipment c an me asure le vels of particulate matter (PM) 2..5 or particle pollution less than 2.5 micrometers in diameter and carbon dioxide, as well as temperature and humidity. The collected data will be transmitted

PM2.5 is a complex m i x t u re of e x t re m e l y small particles and liquid droplets that get into the air. Once inhaled, these particles can affect the heart and lungs and cause serious health problems. Carbon dioxide, on the other hand, is a greenhouse gas that traps heat and warms the planet, thus contributing to climate change. NGCP’s Bukas na Pintuan Tungo sa Pagbabago program provides former drug dependents second chance at life

round 26 percent or one in four of the 2.3 million drug users in the Philippines are unemployed, according to initial findings by the National AntiPoverty Commission, which was based on figures from the Dangerous Drugs Board in 2015.[1] To date, information from the Philippine Drug Enforcement Agency (PDEA) reveals that there are already 1.2 million drug users who have voluntarily turned themselves in for rehabilitation. However, the Technical Education and Skills Development Authority (TESDA) pointed out that former drug dependents still need assistance to obtain decent jobs. [2] NGCP, the sole operator of the country’s power grid, provides assistance to recovering drug users by giving them a second chance at life through its Bukas na Pintuan Tungo sa Pagbabago (“Open Door Towards Change”) program, by providing skills training and employment opportunities to former users and dependents. “Everyone deserves a second chance. assistance and support they need to steer them back to the right path. “As the program’s name suggests, we want to open doors to positive change and more productive lives. We also hope that with these opportunities, former drug users will permanently turn their backs on illegal drugs,” added NGCP. Transforming lives through training and employment opportunities As a CSR program of NGCP, Bukas na Pintuan Tungo sa Pagbabago is being piloted in Bataan. It will support the Bahay Pagbabago Reformation Centers of

the Provincial Government of Bataan, which were designed to actively help former drug dependents who have voluntarily surrendered for rehabilitation. Bukas na Pintuan’s pilot projects will be implemented in three Bahay Pagbabago Reformation Centers located in the municipalities of Dinalupihan, Orion, and Balanga City. NGCP has allocated a combined PhP10 million for the program in 2017 and 2018. The amount will go towards funding the operational expenses and

the supplies and materials needed for the skills development training under TESDA. It will also cover the honoraria of the program trainers and the assessment fee of the trainees to acquire National Certification II (NC II) in Scaffolding Erection and Pipefitting. “Our end-goal is for the beneficiaries to become TESDAcertified, so that they have a better chance of securing viable employment and livelihood opportunities,” explained NGCP. NGCP aims to have up to 2,100 program beneficiaries

over the two-year period. It will work closely with the local government units (LGUs) of the host municipalities to identify the beneficiaries, and coordinate with TESDA for the training programs and the Public Employment Service Office (PESO) for the employment of the program graduates. By working closely with the LGUs, NGCP can also closely monitor the skills training and the employment status of the beneficiaries. This, in turn, will strengthen the grid operator’s partnership with the LGUs of its host communities.
