AFP engineering units clear war debris in Marawi
MILITARY engineering units are at the forefront of the debris clearing operation in Marawi City, Armed Forces of the Philippines (AFP) Chief-of-Staff Gen. Rey Leonardo Guerrero said Wednesday. “Right now, we have also our engineers here in the area (Marawi City), com-

UST starts prep work for GenSan campus GENERAL Santos City-The University of Santos Tomas (UST) has started preparations for the initial development phase of its long delayed expansion campus here. University officials represented by Fr. Dexter Austria, of its Office of the Vice Rector for Finance, has launched a series of consultations and public hearings for the first phase of the establishment of the planned 79.93-hectare university campus. Austria said the public consultations are among the requirements for the development of the site in Barangays Ligaya and Ka-
tangawan, specifically the approval of the location and clearance for its road networks and drainage canal. The initial development works would be spearheaded by geodetic engineers from UST and its contracted firm, DCCD Engineering Corp. A statement released by the City Public Information Office said officials and residents of the two barangays covered by the project have expressed full support to the planned development works. “This is the long hope of every constituent in Barangay Ligaya as we aim to become an urbanized area
in the city. I hope that the engineers will materialize the design and concepts they have made,” said Barangay Ligaya chair Romy Pagaduan. Mayor Ronnel Rivera had endorsed the development of the UST campus, which will be the university’s first in Mindanao. He said the opening of the university would eventually help bring in more major investments and economic activities to the city. UST initially acquired the proposed university site for P96 million in 1997 but its development was marred by land classifica-
tion problems. UST sought for the conversion of the site, which is classified as agricultural land, to institutional and received initial approval from the Department of Agrarian Reform in 2003. DAR issued another order in 2008 “extending the development period of the site until 2013,” according to UST’s official publication, Varsitarian. The city council intervened in 2013 by passing Ordinance No. 15 that revised the zoning classification of the university site from agricultural to institutional. (MindaNews)
A CATHOLIC bishop said the Church must actively tackle the rise of fake news and trolls fomenting hate, and see the matter not just as a problem but an opportunity. Bishop Pablo Virgilio David of Kalookan reminded church people of the weight of their responsibility to evangelize people in a world dominated by social media. A victim of several fake stories himself for criticizing the government’s war on drugs that claimed thousands of lives, he said “it takes a lot of guts” but the truth must also be brought “from pulpit to social me-
dia”. “If you don’t react to these statements, soon they become like Gospel truth,” David said is his keynote address during the 6th Catholic Social Media Summit at the Siena College in Quezon City on Saturday. “Truth has become a more serious concern in the context of so much untruth in things that we hear or read,” he said. He said bashing will always be there that “even homilies are rewritten by trolls” but good work and awakening of consciences must continue “because people are interested in the truth”.
“Don’t allow yourself to be intimidated,” said the incoming vice president of the Catholic Bishops’ Conference of the Philippines (CBCP). “Toll the bells and something will happen.” A vocal critic of the drug-related killings, David has been a constant victim of online attacks. Hontiveros: No VAT reduction, no TRAIN “NO lower VAT, no TRAIN.” This was the statement issued by Akbayan Senator Risa Hontiveros on Wednesday saying that she is amenable to supporting the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN) as long as the measure lowers the Value Added Tax (VAT) from 12 to 10 percent. “Bottomline” “My bottom line is a TRAIN with a lowered VAT. While I support the push for a comprehensive tax reform package, this should primarily protect and benefit the poor, who for the longest time have been at the receiving end of a largely regressive tax system,” Hontiveros said. “Kung ibababa ang VAT, tataas ang suporta ng publiko sa TRAIN,” she added. She said that TRAIN should reduce the country’s VAT from 12 percent to 10 percent, and then to 8 percent to align it with the Association of South East Asian Nations (ASEAN), once VAT revenues reach 4.5 percent of the country’s Gross Domestic Product (GDP), which she said is what Thailand is able to collect with a 7 percent VAT rate. “Lowered VAT to benefit 1.7 million wage earners” The Senator explained that a lowered VAT is one of the safety nets she is pushing for to cushion the effects of TRAIN on 1.7 million “near poor” wage earners whom she said are in danger of becoming poorer once the law is passed and implemented. Hontiveros also said that the monthly transfers to the poor need to be made available for a longer period of time corresponding to the phased implementation of fuel excise tax increases. Hontiveros said that
using the Department of Finance’s (DoF) own “microsimulation methodology,” while poverty will be marginally reduced as a result of the P200 per month income transfer as provided by TRAIN, 1,796,730 near poor wage earners will also become even poorer. “Due to the said households’ families’ bigger size compared to the DoF’s assumed typical household size in its computations or even compared to its sample of five thousand households in each income grade, and because the National Housing Targeting System (NHTS) methodology is unable to identify 13 percent of the poor, millions of near poor people risk becoming poorer,” Hontiveros said. Tobacco tax in TRAIN will generate additional P50 billion, reduce 1.5 million smokers Meanwhile, Hontiveros, who is the Vice-Chair of the Senate Committee on Health and Demography, wants to include additional excise taxes on tobacco products in the TRAIN by doubling tobacco taxes, with an annual rate increase of 10 percent in the succeeding years. She said that additional tobacco taxation in the TRAIN will generate an additional P 50 Billion worth of revenues and reduce the number of smokers in the country by more than 1.5 million. “The proposal to include additional tobacco taxation in the TRAIN will hit two birds with one stone. It will generate the government billions of Pesos of needed revenues and prevent the prevalence of many lifethreatening illnesses caused by smoking, which include lung cancer, stroke, coronary heart disease, chronic Bronchitis and other lung diseases,” Hontiveros said. REVIEW: IPAG mounts Gervacio’s Datu Mankalasi: Explorations of folklore versus reality By Christine F. Godinez Ortega MindaNews
ILIGAN City--The plight of the Lumad, in particular, the Agusanon Manobo, took center stage when the Mindanao State UniversityIligan Institute of Technology’s (MSU-IIT) resident theatre company, the Integrated Performing Arts Guild (IPAG), mounted the play Datu Mankalasi by writer German V. Gervacio on November 20 at the institute’s gymnasium. A number of datus from the Manobo and Higaunon groups came to witness the performance preceded by a lecture on the Lumad groups’ experiences. Their presence before, during and after the performance was a stamp of approval to a portrayal of their generations of struggle against the oppressor from pre-colonial to contemporary times. The struggles of the Lumads against logging and land grabbing of ancestral lands, mining, abuse of human rights and other plaints were aired by Manobo Datus Roger Plana and Nilo Cabungcal and Higaunon Datu Joseph Paborada before a group of students, faculty members and other
guests. The organizers, Kalumbay Regional Lumad Organization, said that the plight of the Lumads often do not get any publicity from mainstream media so they hoped that their hurts might be laid bare in the social media and in performances such as IPAG’s mounting of Datu Mankalasi played by Miguel Joven Perfecto. The IPAG was at its usual best at dialog that made use of Filipino and Binisaya, excellent light and set designs by Hermi Dico, Jan Pagarigan, Christian Jay Legaspi and Meshaq Dangel; synchronized technical management by Andrew Salazar, Karl Razul Casurra, Argiel Sasil and Mark Saura; authentic, colorful and breath-taking Manobo attire in contrast to the costumes of the Bughawan that had a smorgasbord of influences including the Manga comics, animation, the post-apocalyptic Water World and the sci-fi Final Fantasy. Best of all, the rhythmic movements of Manobo dances were earthy and seemingly natural, thanks to the research on Manobo dances by Prosfe June de la Victoria Yee, choreography

by Melvin Pascubillo, stage management by Lilibeth Maraon and production management by Arlem Abanes. The music composed and arranged by director Steven Patrick C. Fernandez appealed to both young and old. Variations of themes from Pinkfong’s Baby Shark Dance and other MTV and Western music the millennials are familiar with were hits during the performance. Fernandez’s compositions with assistance from Michael John Lagura marked
a more upbeat and mature take on love and drinking songs. The beating of the drums and the sound from the synthesizer along with the thumping of feet by the Taong Aso/Taumbayan played by Gaspar Cortes Jr., John Paul Francisco, Remegio Dayanan Jr., Jack Cyril Llagas and Elias Point; and, from the Bughawan headed by Lagura, carried the whole narrative to its finish despite a few low moments where scenes needed to have flawless segues.
The veteran Lagura as the mutant Karakuda stole the show. He was too comfortable with his role to the point of portraying a bad guy as ‘fun’ eclipsing the antics of his sidekick Wariwap played by Primo Bagasol Jr. and Perfecto as Datu Mankalasi. Mindanawons, on the other hand, hear about the plight of the Lumad of Central and Northern Mindanao, but somehow the play Datu Mankalasi, a true to life narration of the Manobo Datu and his people, if for anything, raised the Lumad struggles and their frustrations against the powerful symbolized by the Bughawin played by Kim Sumagang, Danielle Salaan, Shairah Mae de los Santos, Jonna Mai Iniego, Dency Caballero and Joy Annabelle Cimafranca. If life is short, and art is long, this writer was skeptical about how a play with a seemingly political agenda would be handled by a writer, and transcreated by a seasoned theatre group such as the IPAG. Poets have long been warned about not trusting those who use or abuse literature with political themes unless in an artistic, unob-
trusive way which National Artists for Literature F. Sionil Jose, Cirilo F. Bautista and Bienvenido Lumbera have done with their own works. For hundreds of years and after the artist and writer were elevated to a high status in society with the rise of the Middle Class in Europe, the artist creates beyond his times, but always cognizant of the society that nurtures his art. If his art must live after him, his themes must go beyond the political and Gervacio did not necessarily play to the galleries. He has woven into his narrative a more human perspective and made relevant the Higaunon lore that recounted how the Higaunons sprung from women and dogs, hence the Taong Aso or Man-Dog warriors. Many Filipinos are not familiar with such lore and, if known, they would be put off by it because of Westernization and too engrossed in teleseryes, perhaps. Varieties of this lore likewise exist but it is the writer or artist who makes the selection for his own purposes. See folklore, page 5

isamis Oriental Department of Agrarian Reform (DAR) launched a six-year Convergence on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE) project worth P81,060,534 for eight agrarian reform communities (ARCs) in six towns of the province. Funded by the International Fund for Agricultural Development (IFAD) and counterparts from the national government and local government units (LGUs), Provincial Project Coordinator Nestoria Shirley G. Arquiza said that the project will be implemented in six MISORET towns--Balingasag, Binuangan, Kinoguitan, Lagonglong, Salay and Sugbongcogon focusing on the coco sap sweetener production, processing and marketing. National Project Manager Nicanor V. Peralta explained that the ConVERGE project aims to reduce poverty through the promotion of sustainable livelihood activities based on key commodities such as rice, rubber,
coffee, cassava and coco sugar that are deemed competitive. The projects for Misamis Oriental that would benefit 2,210 smallholder farmers, include the construction of post-harvest facilities; improvement of rural infrastructures; production and marketing; capability building; and, procurement of farm equipment. Government agencies namely the Department of Agriculture (DA), Department of Trade and Industry (DTI), Department of Science and Technology (DOST) and Technical Education and Skills Development Authority (TESDA) will assist them in the implementation of the ConVERGE project. Misamis Oriental Provincial Project Director and Agrarian Reform Program Officer Zoraida O. Macadindang reiterated the importance of commitment, cooperation and support of stakeholders to the successful implementation of Project ConVERGE in the eastern towns of Misamis Oriental. DOLE-10 grants P1M emergency employment to 303 displaced workers PANAON, Misamis Occidental, November 21 -- Department of Labor and Employment Region 10 (DOLE-10), through its Misamis Occidental Provincial Field Office (Mis. Occ. PFO) under the Tulong Panghanapbuhay sa ating Displaced/Disadvantaged workers (TUPAD) program released P1Million worth of wages to some 303 recipients/displaced workers in Panaon Municipal Hall on 21 November 2017. DOLE-10 MisOcc PFO Chief Leonardo G. Rodrigo said that TUPAD is a component of the DOLE Integrated Livelihood and Emergency Employment Program
(DILEEP) that provides the disadvantaged workers, who are self-employed and have lost their livelihood, the underemployed and unemployed poor in developing and restoring enterprises in their communities in facilitating wage and selfemployment opportunities. Rodrigo added that TUPAD program is implemented by the Department in partnership with the Local Government Units (LGU) and offices of congressional representatives which provides short term emergency employment for a minimum of 10 but not exceeding 30 days in community-based
services. As outlined in the project profile, the said recipients came from the 16 different barangays of the municipality, wherein majority are poor residents. A total of P957,480 worth of wages shall be paid to the recipients, while the remaining amount was purchased for the Personal Protective Equipment (PPE) and insurance. In addition, the said emergency employment does not only provide livelihood opportunities but also to rehabilitate nature through cleaning of canals, beautification projects municipal
grounds, and other social community projects that contribute to the welfare of the community. Meanwhile, Rodrigo challenged the workers and the community in taking care of the environment in order to sustain the project. “We are here to ensure that aside from our job facilitation programs, DOLE will continue to further assist more marginalized individuals or groups with the livelihood programs that are geared towards entrepreneurship and job generation,” Rodrigo concluded. Organic products showcased in Cagayan de Oro trade fair To broaden the market reach of organic products grown and produced in Northern Mindanao, a Regional Organic Trade Fair (ROTF) was staged on 17-19 November 2017 at the SM City Mall, Pueblo de Oro, Upper Carmen, Cagayan de Oro City. A total of 28 exhibitors participated, coming from the city, municipal and provincial local government units (LGUs) and the private sector, who showcased their certified organic and naturally-grown products and other value-adding and product innovations locally produced in region 10. This activity was also in line with Proclamation No. 1030, s. 2015, declaring the month of November of every year as the ‘Organic Agriculture (OA) Month’. “Annually, we conduct this trade fair to focus our attention on the importance of Organic Agriculture as a viable farming system for development, environmental conservation, and health protection of farmers, consumers, and the public,” Carlene C. AVAO CITY— More than 2,000 police and military personnel are now deployed to secure the week-long 6th Scout Association of Southeast Asian Nation (ASEAN) Boy Scout Jamboree on Nov. 27-Dec. 2 at the Energy Park, Apokon, Tagum city, Davao del Norte. Police will strictly implement the security measures for the international event, said Police Supt. Julius Borja, the deputy provincial director for operations, during Wednesday’s AFP-PNP press conference held at Royal Mandaya Hotel. “Today an accounting of personnel who will be involved on deployment are already
done and tomorrow is the kick off ceremony on soft deployment on different areas of Tagum city,” Supt. Borja said. About 29,000 delegates have already pledged to attend, including the scout masters and international teams, from 16 countries in Asia, the Boyscouts of the Philippines said. Borja said government will implement a unified security effort together with the military, airforce, navy, aviation security group and Maritime police. “The criminality threats, insurgency and terrorism we are considering that because we don’t want spillover that is why we consider that in our security preparation,” he said. Mayor Duterte-Capio expressed this Thursday during the opening of the National Women’s Peace Table at the Marco Polo Hotel, a day after the national govern ment's cancellation of the peace talks with the communist movement. She underscored the role women in peace-building, saying she is banking on their stronger voice and involvement to break down barriers and foster positive relations. The mayor also lauded women leaders from various sectors for their efforts to restore dialogue, trust and peace by training women to establish peace circles in their own communities. Pointing out women's ability to resolve conflict in their own homes, the mayor said can also be equally capable of rectifying larger conflicts despite being often depicted as a victim of abuse and discrimination. Duterte-Carpio also conceded that the road to the
country’s quest for peace is long and arduous but, “we also recognize that without peace, we cannot guarantee a promising future for every Filipino child." The National Women Peace Table is an initiative of the Kahayag Foundation and the Mothers for Peace in partnership with the Institute for the Autonomy and Governance, and the Konrad Adenauer Stiftung under the DELACSE Bangsamoro. The one and a half-day workshop is attended by women leaders from the different organization from Baguio to Jolo. Irene Santiago, the convener of the Women’s Peace Table, said the Women’s Peace Tables all over the Philippines will give women a significant voice in pursuing and promoting peace in the country. -Santiago, who has joined as a technical consultant of the Davao City Peace Committee created by DuterteCarpio, said: “Sitting at the table is an apt metaphor for a gathering of women. The table is where our families share meals. But more than meals, we share stories of how our day went,

DAVAO CITY—The Food and Drug Administration (FDA) and the Philippine National Police (PNP) in Mindanao will be proactive against counterfeit, unregistered, adulterated and misbranded drugs, food, cosmetics and health products this holiday season. Police Regional Offices and other PNP units in Mindanao are currently undergoing a fiveday training on FDA law enforcement, said Chief Inspector Al Paglinawan, PNP Directorate for Inves-
tigation and Detective Management legal officer. Insp. Paglinawan said the training is part of the FDAPNP Task Force D-PUNCH, which stands for Destruction of Products Unfit for the Consumption of Humans. “This task force was created by virtue of a memorandum of agreement signed by PNP chief Director Gen. Ronald dela Rosa and FDA Director General Nela Charade Puno,” he said. He said the partnership was sealed
by the two agencies since the FDA before could only enforce the administrative aspect of the violations and not the criminal aspects. Paglinawan said there are FDA laws that carry criminal liability, but the agency so has no investigating skills. With the partnership, FDA will benefit from stronger enforcement of the agency’s mandate. However, the police official clarified FDA will still take charge in the filing of cases against violators. This would expand the SSC’s power to diversify the investments of SSS to generate and boost earnings of the pension fund, and to further improve the benefits being disbursed to its members.

Filipino eco group urges Trump to re-think global warming stance E N V I R O N M E N TA L group Clean Air Philippines Movement Inc. is urging United States President Donald Trump to re-think his stance on global warming. The local group said the Philippines, a longtime ally of the US, is seen to be among those most affected by climate
change. “We seek your compassionate heart for you to see the clear and present danger that continuously threatens all Filipinos due to global warming and climate change,” Clean Air Philippines Movement Inc. chairman Michael Aragon said in a statement.
According to Aragon, the US and the Philippines are long-time friends and Trump is a friend to the Filipinos, who would eventually be affected by climate change. “The policies and decisions of the leader of the most powerful country in the world also affect us here in the Philippines,” Aragon said. He added the Philippines has lower carbon emissions compared with
first world countries, but is more gravely affected by climate change than other nations. “The Philippines’ minor contribution to the total global footprint is only 0.3 percent or less than one percent vis-a-vis the major carbon footprint contributions of the first world countries, yet when fatal disasters strike due to global warming and climate change, it is the Filipinos who suffers
most,” he pointed out. The group cited various studies that showed the Philippines is among those most vulnerable to climate change. The United States is the remaining country in the world that has not signed the Paris climate agreement. Early this month, war-torn Syria signed the agreement, which brings the total signatories to 197.
The legally-binding Paris climate deal aims to limit global temperature rise to below 2°C and to maintain the rise to 1.5°C through reduction of greenhouse gas emissions. It also established actions to mitigate and adapt to the effects of climate change, while it finances mitigation and adaptation efforts in developing countries. (PNA)

He said the container van contained about 95 percent smuggled potatoes contrary to what was declared in the papers. “We found out that there are more or less one-thousand cartons of smuggled potatoes, and three layers of apples,” he said. Moscoso identified the consignee of the misdeclared cargoes as WSTAN and Company, Inc. with office address at G/F Champ Building, Anda Circle, Bonifacio Drive, Barangay 650, Zone 068, Port Area, Manila. He said the BOC in Northern Mindanao is on alert against the entry of cargoes in the MICT port terminal, especially this December, the favorite season of smugglers. Misamis Oriental multisectoral alliance, Koalisyong Misamis Oriental Batok Tuberculosis (KomBaT), reiterated its commitment and support to fight TB in the province. This after the completion of the USAID Innovation and Multisectoral Partnerships to achieve control of TB (IMPACT) in the province. The alliance brings together government and private sectors as well as civil society groups, professionals and health advocates to intensify the campaign against the spread of the disease. In the closing program, Dr. Teodoro B. Yu Jr, Regional Team Leader, USAID IMPACT Mindanao said Misamis Oriental is one of the two performing partners in 44 areas nationwide in TB implementation. Thus, he said it is one of the model provinces. Citing the World Health Organization Global Tuberculosis Report 2016, the Philippines is on the Top 30 high TB burden countries in the world. According to the Department of Health (DOH) report, TB is still a major cause of death and economic suffering among Filipinos. In 2015, there were 14,000 Filipinos died from tuberculosis, while 4.8 million, mostly poor, contracted the disease. Further, TB disease is highly contagious as each person with active TB can spread the disease to 10 other Filipinos each year.

These MAPEH teachers will then replicate what they have learned during the discussions and modules held at Golden Stallion Suites to their respective regions back home – Zamboanga Peninsula, Northern Mindanao, Davao Region, SOCCSKSARGEN, Caraga Region and Autonomous Region of Muslim Mindanao (Armm). Topics discussed were Education is Our Collective Responsibility, Some Notes on Filipino Natioanlist Education, Historical Background of the Rondalla, Basic Tuning Techniques, Application of the Elements of Music (Melody, Rhythm, Harmony, Tex-
ture, Timbre/Dynamics and Form), Basic Musicianship Skills, Pedagogical Skills, Management of Learning, Managing and Conducting Musical Ensembles, Performing Skills and Master Class in Philippine Music. Resource persons are all public school teachers who have made their mark in teaching music – Isidro Obmasca
Jr., (Principal II, Lucban Elementary School), Ryan Chester Manzanares (Tayabas West Central School), Jezreel Lastra (Teacher I, Lakan Dula High School) and Arbie Dale Castro (Teacher I, Aurora A. Quezon Elementary School). Film clips on selected rondalla performances will also be shown and rehearsals will be performed by
the participants on the third day of the training. On the first day, Department of Education (DepEd) Youth Formation Division head Arnulfo Empleo gave an inspiring message. The Youth Formation Division aims to develop the Filipino youth for societal development. It is anchored on supporting the
K-12 curriculum by honing and complementing the following areas and skills to be developed namely societal engagement, technical skills, social skills, creativity and innovation skills, affective skills and self-mastery skills. Rondalla was introduced in the country when it was part of the Spanish East Indies. Certain styles
were adopted by the natives especially the guitar and banduria. Presently, the term in Filipino culture refers to any group of stringed instruments that are played using the plectrum or pick. The Filipino instruments are made from indigenous Philippine wood and the plectrum or picks are made from tortoise shell.
