YMCA: CA used quakes to expedite transfer By MARK FRANCISCO Correspondent

WHEN a series of four earthquakes that began in October struck Mindanao, the Court of Appeals’ occupancy lease with YMCA Cagayan de Oro, Inc was already up for renewal.

The quakes merely gave the justices excuse to question the structural integrity of YMCA Building along Julio Pacana St. and transfer to a more modernized premises. Thus surmised YMCA Cagayan de Oro, Inc. board secretary Sol Marie Ucab in an interview Wednesday even as a team from the Office of the Building Official (OBO) was in the area to conduct an inspection. The inspection was commissioned by the city government after CA Mindanao Executive Justice Edgardo Camello himself wrote City Hall and reported that there were cracks found in the NGCP ENERGIZES 300MVA TRANSFORMERS AT TORIL SUBSTATION. DPWH installs trash nets to save Iligan fishing grounds ILIGAN CITY--More than 10 tons of household trash has been collected by the Department of Public Works and Highways (DPWH)-Lanao del Norte 2nd District Engineering Office from its trash nets since their installation, June 2019. The trash net system is the simple solution employed by DPWH to prevent domestic garbage and junk from reaching Iligan Bay. Iligan Bay is one of the most important fishing grounds of the southern Philippines. It once supported vast quantities of commercially important species like the gray mullet, anchovy, and oil sardine. Other important species found in the bay are crustaceans like shrimps, prawns, and blue crabs. However, illegal fishing and the effects of burgeoning coastal communities only contributed to the steady decline of marine catches. “We hope to stem the tide and restore back the abundance of our local fish-

ing grounds. We feel that by protecting Iligan Bay from domestic garbage, we are moving towards the right direction,” District Engineer Alykhan Ali said. Residential wastes like plastic bottles, food packaging, discarded clothing, magazines comprise about ninety-percent of the garbage collected from the reusable nets. Organic materials like leaves and small pieces of old furniture make up the remaining percentage. The trash nets are installed underneath bridges in barangays Tibanga and Tubod. After heavy rain, the nets collect the waste materials and debris but these allow the water to flow freely towards the sea. Recently, DPWH-Lanao del Norte 2nd District also participated in the celebration of the International Coastal Clean-up (ICC) Day held September 21. CAGAYAN de Oro City-The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Northern Mindanao has officially filed a case against the New People’s Army (NPA) for violation of the International Humanitarian Law (IHL), the first in the region. Through the Army’s 403rd Infantry Brigade and the Office of the Regional State Prosecutor, the case was filed Wednesday before the Regional Trial Court (RTC) Branch 25, the court designated to hear IHL-related cases in the region. Bukidnon Provincial Prosecutor Rommel Alonto said the case was in connection with the attack perpetrated by NPA members in Sitio Aurora, Barangay Santo Niño in Manolo Fortich, Bukidnon on May 28, 2019. Hedcor turns waste to funds through Balik Baterya Program

SOME wastes, like batteries, can be toxic to human health and the environment if mishandled when they are disposed. Because Hedcor continues to look for ways to improve the state of the community and the environment, it has forged a partnership with Oriental and Motolite Marketing Corporation and Philippine Business for Social Progress, Inc. for the Balik Baterya program. In this program, Hedcor gets to trade its Used Lead Acid Batteries (ULABs) to OMMC for proper disposal under accredited recyclers. Each ULAB disposed holds a trade-in value which will then be forwarded to PBSP to fund projects identified by Hedcor. Among various health and socio-economic projects, PBSP actively endorses projects on education such as the Learning Enhancement Assistance Package, known also as Project LEAP. This goal aligns with Hedcor’s desire of advancing communities through education. “This program doesn’t only help fulfill a company’s

responsible business practices but also helps in terms of funding projects for the community,” said PBSP Regional Manager Garibalde Alvin Enriques. “The Balik Baterya program has been around for more than 10 years already, with over 260 partner companies.” OMMC Representative Mark Lopez also expressed his gratitude over the interest in their program. “We really welcome companies who actively take part in the Balik Baterya program because it helps address community and environmental issues. ON July 3, 2008, I assumed my post as a member of the Monetary Board (MB) of the Bangko Sentral ng Pilipinas. It was an auspicious moment as it coincided with the 15th anniversary of the Bangko Sentral ng Pilipinas. On the same day, two outstanding members of the Monetary Board, Dr. Vince Valdepeñas and Atty. Raul Boncan completed their respective terms. Immediately prior to my appointment at the MB, I served for six years at the cabinet of former President Gloria Macapagal Arroyo. At various periods during my Malacañan stint, I served as Press Secretary, Presidential Spokesperson, Acting Executive Secretary, and Presidential Political Adviser.

Before that, I served in Congress as Representative of the lone district of Muntinlupa City. Before Congress, I had the privilege to serve as Mayor of Muntinlupa from 1986 to 1998, during which period Muntinlupa metamorphosed from a 5th class municipality to a highly urbanized city. At one point, I also served, in a concurrent capacity, as Chairman of Metro Manila Authority, the forerunner of the present-day Metro Manila Development Authority. Prior to my joining the public service, I was an investment banker and a commercial banker. While taking up law at the Ateneo, I worked as a radio and, later, as a newspaper reporter. My BSP stint, although

relatively quieter than my previous responsibilities, was nonetheless just as fulfilling. In its own way, it was also very exciting. In 2007, a year before I joined the MB, the subprime mortgage crisis in the United States unfolded. In 2008, inflation in the Philippines, fueled by oil price spike was at a high single digit. Barely two months later, on September 2008, the Lehman bankruptcy, the largest in US history, became the principal trigger of the global financial crisis. The subsequent Eurozone crisis starting 2009 provided the additional after-shocks. The Monetary Board, under the leadership of then Governor Amando M. Tetangco, Jr., had to dig deep into its tool kit to bring

down inflation to manageable levels. It also helped keep financial institutions stable and resilient in the face of the adverse external environment. At the same time, the Bangko Sentral relentlessly pushed its advocacy of financial inclusion. I am indeed proud to have been a part of Team BSP which made all of the above possible. Pacing and changing gears

THIS IS AN art and skill that we have to learn, especially these days. With all the developments around and the many challenges and tasks they involve, we have to know when to move fast and when to go slow, if only to keep ourselves on track toward our proper goal with the minimum of distractions and delays, and to make good use of our time, so limited and so precious as it is. We have to know how to give the proper pacing to the different situations and conditions of our life, quick to change gears, in a manner of speaking, depending on the concrete circumstances at hand. Yes, we have to move fast with respect to what is routinary in our life, since

they are more of a mechanical or manual task, Of course, it is presumed that this kind of work has already been planned out, part of an over-all scheme that is carried out to pursue a concrete goal. The routinar y tasks should not just be a filler or a killer of time. They should have a clear direction and purpose, and be given a clear time limit. Far from desensitizing us and lulling us to boredom, they should give us the sensation of excitement and thrill, since they are supposed to be done with a clear goal in mind. And we also have to learn how to move slow when things need to be studied more or to be planned out. Most especially, we have to

go slow and even willing to ‘waste’ time when it comes to praying, to dealing with family and friends, or when we meet difficulties and unexpected things in life and find ways of solving problems. We have to remember that there are always things in life that need a lot of patience and waiting from us. Certain things need time to develop, flower and bear fruit, even as we conscientiously do the relevant tasks day in and day out. We should learn how not to be too tense and nervous as time passes by. There will be surprises that may require some drastic changes of our plans. We may have to do some stopping for a while, some changing of course, some

deviations, etc. In a manner of speaking, we have to do some repairs, some making up, and all these would require time. We should be ready for these eventualities. But just as well, we need to know when to retake the course of things when it is the time to do so, without so much delay and hesitation. We have to have a good sense of continuity and coherence despite the stoppages and changing circumstances that can See GEARS, page 11

MANILA -- Inflation is not expected to be affected by President Rodrigo R. Duterte’s directive to stop rice importation during the harvest season. B ang ko S e nt r a l ng Pilipinas (BSP) Governor Benjamin Diokno said the President’s directive is not expected to have any effect on the rate of price increases since rice supply will not be constrained because there are still rice imports that have yet to be delivered into the country. “That’s only temporary,” he said referring to the President’s instruction to purchase harvests of local farmers to address their plight vis-à-vis the impact of the rice tariffication law implementation. Farmers have complained about the big drop in farmgate price of rice, which has declined to just about PHP15 per kilo from about PHP20 per kilo previously since the implementation of the tariffication law last

March. The government pushed for rice tariffication to ensure adequate rice supply, a staple food in the country, especially after the supply issue in 2018 that resulted in big jumps of domestic inflation rate. After peaking at 6.7 percent in September and October 2018, inflation rate decelerated to 0.8 percent last October due to the implementation of monetary and fiscal measures. DAVAO CITY – Thousands of residents from a “Geographically Isolated and Disadvantaged Area” (GIDA) in the Davao Occidental town of Jose Abad Santos (JAS), benefited from the convergence of government services on Monday. While individual students to benefit from different learning styles, there are a range of ef-

fective strategies which can help all students to succeed. These researchbased solutions can make math fun, interactive and personalized for young learners. Elementary math can be difficult because it involves learning new, abstract concepts that can be tricky for children to visualize. Since it’s a totally new concept to them, it can be hard for them to visualize a scenario where one quantity is added to another. GENERAL SANTOS CITY -- At least 57 families from an upland village in Alabel town, Sarangani province, have evacuated due to huge ground cracks that were believed to have triggered a landslide. Alabel Mayor Vic Paul Salarda said Thursday that they implemented the forced evacuation of residents from Sitio Lilab in Barangay Pagasa as the area is no longer safe due to the ground cracks. Salarda said a landslide occurred in the area at about 6 a.m. on Monday but no casualty was reported. Citing records from the municipal disaster risk reduction and management office (MDRRMO), he said a total of 57 families or 239 individuals, all indigenous peoples, were affected by the incident. The evacuees have taken temporary shelter, mostly with relatives, in Sitio Canaan in the same village. On Wednesday, a team from the provincial and municipal DRRMOs, with technical assistance from the Mines and Geosciences Bureau (MGB) 12 (Soccsksargen), assessed the area. Based on the accounts
