DepEd urged to issue new rules for field trips

THE Department of Education (DepEd) has been urged to expedite the issuance of a new set of guidelines to manage school field trips like the Commission on Higher Education (CHED) when it lifted its moratorium on educational tours and other off-campus activities in public and private higher education institutions (HEI).

UNLESS the Cagayan de Oro City Water District implements the proper pricing, Cagayan de Oro’s sole bulk water supplier warned over the weekend that they may be forced to shut down its operations.

Last Thursday (October 26, 2017), Rio Verde Water Consortium, Inc. (Rio Verde) served a notice to COWD declaring it was increasing the selling price of its bulk water to the utility from P10.45 to P16.35 per cubic meter of treated water (or per million liters, MLD).

Financial literacy vital for teachers: Briones mark francisco, Section Editor

EDUCATION Secretary Leonor Briones said financial literacy is crucial for teachers, especially because the teachers’ debt has been increasing.

“It is very, very important.

Because right now, teachers owe PHP170 billion from legitimate lending institutions,” Briones told the Philippine News Agency.

Data from the DepEd revealed that teachers from across the country have incurred PHP178 billion worth of loans from private institutions.

“From Day 1, even if their employment papers have not yet been issued, private institutions entice them to borrow money,” Briones said, adding that when she came in as DepEd Secretary, the total debt of teachers is PHP120 billion.

“After one year, it has reached PHP170 billion. So something has to be done,” she emphasized.

This is why, the Education chief said the agency welcomes financial literacy programs, and also noted that there is an urgent need for such.

Prudence Foundation, for instance, has organized a financial literacy conference last October 26 in Makati.

About 250 Grade 4 teachers and principals from various schools from across the country attended the seminar.

The event, dubbed as the Fourth Cha-Ching Educators’ Conference on Financial Literacy, aims to make teachers financial literate, explained Prudence Foundation chairman Donald Kanak, in an interview with reporters recently.

“The goal is to teach them how to invest, how to save,” he said.

Briones said Prudence Foundation is not the only entity that offers financial literacy program for teachers. There are many others, according to her, because the need becomes obvious.

She said DepEd is also initiating its own programs on financial literacy, and that a good number of civil organizations want to partner with the agency for these programs.

Briones told PNA that DepEd has a study which it would reveal in the proper time.

“In this study, we asked where does the borrowed money go? What are the expenditure patterns of teachers these days?” She shared.

There are very interesting findings indicating that things are really changing, according to her.

“During my time, a great part of our expenses is for the tuition of our children, although there are also some which go to consumer expenditures. We look at these things in this study,” she said.

It may be recalled that last Thursday, Briones signed DepEd Order (DO) 55 or the “Revised Guidelines on the Implementation of PHP4,000 Net Home Pay for the DepEd Personnel”.

The DO will prioritize loan deductions due the Government Service Insurance System (GSIS) and the Home Development Mutual Fund (HDMF), and will ensure that these teachers will have no less than PHP4,000 net in their monthly take-home pay.

DepEd said this move aims to help teachers manage their finances after data showed that many teachers avail of various loans. (PNA)

Northern M’nao advisory council gears up for PNP transformation CAGAYAN de Oro City-Regional Advisory Council (RAC) composed of individuals from the different sectors of society took oath to guide the Northern Mindanao’s finest on their programs on transformation and development.

Elected RAC-10 Chairperson RAC-10 Chairperson Engr. Erwin Pio Bollozos expresses commitment to support Police Regional Office (PRO)-10 in the realization of its vision to become a capable, effective and credible police force.

He called for a harmony of the police service and

the community.

The establishment of RACs is a mandatory requirement for PRO’s Certification Process in the Philippine National Police (PNP) bid to institutionalize the Performance Governance System (PGS).

These councils will collaboratively act as advisory bodies in helping the PNP realize its vision.

PRO-10 recognize the urgency of addressing all key strategic issues outlined in the PNP ITP-PGS or the Integrated Transformation Program-Performance Governance System

(PATROL Plan 2030), and in order to fully implement the plans, programs and activities, PRO 10 has to organize and institutionalize the RAC. The Advisory Council shall focus on issues of strategic importance that are considered contributory to the successful accomplishment of the organization’s mission and attainment of its vision. It shall provide the needed external perspectives and appropriate guidance on the key issues and concerns pertaining to in the PNP, and also will act as

a channel for networks (individuals and organizations) that can help PRO 10 find solutions to pressing issues.

PRO-10 regional director PCSupt Timoteo G Pacleb says PNP ITP-PGS is a roadmap towards the total transformation of the PNP to achieve its vision of a highly capable, effective and credible police service working in partnership with a responsible community towards the attainment of a safer Northern Mindanao to live, invest, visit and work.

NEA chief backs Agus-Pulangi rehab, Minpocor creation National Electrification Administration (NEA) chief Edgardo Masongsong expressed optimism that the rehabilitation of the Agus-Pulangi Hydroelectric Power Plant (HEPP) as embodied in the proposed measure creating the Mindanao Power Corporation (Minpocor) will gain traction in the 17th Congress.

Speaking to reporters in Misamis Oriental last Saturday, Masongsong said electric cooperatives in Min-

danao are actively pushing for both facilities to remain under state control through a new corporate entity instead of giving them up for privatization.

The NEA administrator is aware that the Electric Power Industry Reform Act (EPIRA) mandates the government to sell its capitalintensive power generation assets, but he believes it should make an exception for the Agus-Pulangi HEPP in the interest of Mindanao

stakeholders.

“I am hoping that Agus and Pulangi will become government-owned and controlled but under the care of Minpocor,” Masongsong said at the sidelines of the 38th Annual General Membership Assembly of the Misamis Oriental II Electric Cooperative, Inc. Masongsong pushed for the creation of Minpocor during his stint as representative of the 1st Consumer Alliance for Rural Energy

Masongsong is hopeful the refiling of their proposed measure will generate

enough votes for its enactment to finally maximize the potential of the AgusPulangi hydropower complexes, which are pivotal in keeping electricity rates affordable in Mindanao.

“Agus-Pulangi has a potential of 982 megawatts (MW) but it is only generating between 300-400 MW at the moment so we have a loss of around 600MW. This is why we are pushing for the government to fund this rehabilitation project

through Minpocor so that Mindanaoans will operate and manage this HEPP,” The NEA chief said.

At this point, the fate of the Agus-Pulangi rests with the Power Sector Assets and Liabilities Management (PSALM), which has been tasked by the Joint Congressional Power Commission to determine the best available option for its impending privatization. (PNA)

CAMP ALAGAR, Cagayan De Oro City: A contingent of about 132 policemen and officers who were assigned to augment the police force in Northern Mindanao at the height of the Marawi siege are returning home to their units in Luzon, the police regional command announced Saturday.

Superintendent Lemuel Gonda, the spokesperson of the police regional command here, said that Chief Supt. Timoteo G. Pacleb , the police regional director in Northern Mindanao, formally led the send-off ceremony at the regional police office (PRO 10) here Friday.

Today is All Saints Day. Nov. 1 is celebrated as the All Saints Day and Nov. 2 as the All Souls Day. Thus, the All Saints Day is always celebrated ahead of the All Souls Day. Literally, the observance of the All Saints Day is dedicated with prayers and masses for the Saints without a designated “Feast Day.” In other words, this day is set aside as a prayer tribute to all the “Saints in Heaven” who have no specific feast day in the mundane world.

Believe you me, Dracula (Vlad ‘The Impaler’ Dracula), a Nobleman, whose name is attached to the infamous bloodsucking vampire in horror flicks, was one of the fiercest defenders of the Christian faith.

That the enemy of the Christian faith likened Dracula’s exploits to a man-eating monster in the battlefield. The name Dracula, whose insurmountable courage and brutality was feared by the Moors, the sworn enemies of the Christian faith during the medieval period.

Today, the Romanian government has planned to establish the “vampire tourism” project in the region to attract tourist around the world and to tell the true story of Dracula as a Hero and the Defender of the Christian faith. Isn’t Dracula a Saint without a feast day?

There are thousands of Saints and Martyrs of the Christian faith whose works have not been recorded or

known to the Christians around the world. These Saints and Witnesses of the faith died while spreading the gospel of Christ long before the modern civilization has come into being.

To the Christian world, the only known Saints are the famous 12 disciples of Jesus Christ. According to Holy Bible, after the death and the Resurrection of Christ, when the disciples received the Holy Spirit that gifted them with the tongue, the disciples traveled around the world as missionaries of the faith.

The sufferings and trials of the disciples were recorded in a series of letters to the converts and to the fellow disciples.

Another defender of the Christian faith, the Knights Templar, who were martyred by a jealous King Philip IV in connivance with Pope Clement V, who happens to be the brother of King Philip IV. On October 13, 1307, Philip ordered all Knights Templar arrested and jailed on trumped up charges. Some of them, notably Jacques Demolay, the Grand Master of the Order, was ordered burned in public. As the fire engulfed the body of Demolay, he shouted to the heavens and cursing King Philip IV and Pope Clement V of committing a grievous sin in condemning and killing the innocent Knight Templars.

While his body started to burn, DeMolay reportedly warned Philip and Pope Clement of forthcoming death as God’s wrath befalls on them. The following month in November, King Philip IV died and Pope Clement V followed shortly after Philip’s death.

There are other saintly people whose Christian faith and God’s abiding compassion reflected the lives of the people in the locality. Although the saintly achievements of these individuals are not known to many, their memory remains in the heart of men whose lives were touched by the workings of their Christian faith. For instance, Fr. William Masterson, a Jesuit who contributed much in the development, education and the Christian faith in Mindanao in particular and in the country in general.

war is over, government resources are now being marshalled to help Marawi get back on its feet.

Upwards of P20 billion are reportedly being earmarked by the national government for reconstruction. To be added to the Marawi fund are numerous pledges of support from overseas.

Despite President Duterte’s rants against his favorite whipping boy, the EU is set to contribute P6 Billion.

Everything is well and good. But wait a minute.

Do we have a master plan for Marawi’s rehabilitation?

Correct me if I am wrong but as far as I know, government plans are limited to providing the immediate needs of folks who were displaced by the fighting.

No doubt, the temporary shelters for the the “bakwits” are very important and they should be done immediately.

No doubt, the repairs

of schools, hospitals and other public facilities are important and they should be done immediately.

But without a master design, we will rebuild Marawi same as before, as observed by noted Architect Felino Palafox, Jr. with “houses and establishments encroaching on the streets and, in some areas, disappearing sidewalks, with improper drainage and sewerage systems, unsightly overhead and crisscrossing wires.”

To many, Palafox needs no introduction. After a stint with the Ayala group in the 70s, he later made his mark internationally as Senior Architect and Planner of the government of Dubai.

His projects in the Philippines and abroad reflect the cumulative results of observing more than 2,000 cities in 74 countries, and being able to work and help 39 countries.

me quote some of Palafox’s key recommendations not just for Marawi, but for the entire Lanao.

General recommendations: “Update the comprehensive land use and zoning ordinance of the province, as well as the comprehensive development plan.

The key to sustainable and smarter development, according to Palafox, “is aligning the land use, zoning, and development plans of the adjacent cities and municipalities.”

“It is through these plans that world-class architecture and planning principles will be institutionalized by drafting local ordinances.

“It will also serve as the guide and unifier of the vision of the people of the city.

Palafox adds that there must be public consultations and local participation in the process.

“The locals should be involved in the planning

“Rio Verde has been experiencing financial debacle for many years because COWD did not implement the provisions in the Bulk Water Supply Agreement (BWSA) related to volume and water price increases.”

“The company has had to comply with several legislated wage increases and prices of chemicals and operating supplies aside from many other legitimate expenses to maintain its facility in top shape which has unavoidably increased the cost of operations many times over.”

“It reiterated that the financial debacle Rio Verde has experienced has been worsened further by the accidental damage recently to its underwater pipe crossing the Cagayan River, attributed to the combined forces of earthquakes and flooding.”

“COWD’s continued refusal to accept and heed Rio Verde’s fair and reasonable request for price increase will unavoidably result to disruption and stoppage of bulk water supply. COWD will need to be ready to take full responsibility for the ensuing repercussions,” Hapitan cautioned.

In its response letter dated October 27, 2017, a copy of which was furnished to this paper, COWD General Manager Rachel M. Beja expressed surprise upon receipt of the notice of price increase, since both parties were already working on a Compromise Agreement which remains to be decided by the courts.

“We regret to inform you that, like in the previ-

ous years, COWD can only sustain disbursements of P10.45 for payment of your bulk water supply due to apparent legal constraints,” Beja said in her letter.

“We believe you understand the very reason why we cannot further implement the next two phases of our contract, including the possible water price adjustments, as provided for in Article 9 of the Supplemental Agreement signed on January 21, 2005,” she added.

Beja attributed COWD’s inability to comply with the terms of the contract with the Commission on Audit (COA) Fraud Audit Report, COA disallowances, and the nullification case pending in the courts.

The COWD is referring the notice of price increase to its Statutory Counsel, the Office of the Government Corporate Counsel, for appropriate action.

The Office of the Government Corporate Counsel (OGCC) is the principal and statutory law office of government-owned-andcontrolled corporations (GOCC’s), such as the COWD. Rio Verde had previously served COWD a Notice of Increase in bulk water price rates March 1, 2007, barely three months after it started operations, as provided under the terms of the BWSA. Rio Verde said the increase to P11.55 per cu.m. was constrained by “extraordinary increase in power rates and extraordinary inflation.”

This, as well as a subsequent notice for a further adjustment dated 15 March 2011 to P13.461 per cubic meter as provided in the BWSA were not implemented by COWD, citing certain

Hapitan argued in his follow up letter that COWD has publicly admitted it can afford to absorb the price increase petitioned by Rio Verde without passing it on to water consumers.

“It is noteworthy that recently, COWD made a public announcement that it is financially capable of absorbing the P16.35/m3 bulk water price without the need of increasing its water tariff for the consumers. COWD has likewise openly declared that is has signed a bulk water agreement with Metro Pacific Water Investments (MWIC) for P16.35/m3 bulk water price,” Hapitan explained in his letter.

“It is definitely unjustified for COWD to refuse the long overdue, reasonable and necessary price increase being asked by Rio Verde,” he added. “It is thus imperative for COWD to issue a Purchase Order at the new rate of P16.35/ m3 effective November 1, 2017 to enable Rio Verde to sustain the operation of its water treatment facility.”

“We have been selling our bulk water to COWD for the same price for the last 10 years already,” Hapitan stressed. “Under the terms of our original BWSA, P16.35 should have been the current price by which COWD would have already been buying water from us at this time.”

COWD has posted two notices of price increases covering the period 20112014 posted on its official website: The first dated November 1, 2013 brought the minimum charge for the first 10 cu.m. of residential and government accounts

from P168 to P184.80, while another dated May 1, 2014 increased the minimum charge further to P218.40 for COWD’s Main Service Area and to P238.40 for Youngsville Subdivision, Opol, Misamis Oriental.

The latter post further explained that this was the last tranche of the 30% rates adjustment approved June 17, 2011 per LWUA-BOT Resolution #84 effective May 1, 2014. The COWD assured its concessionaires lately it will not implement another round of rate increases during the next two years.

Last February, CHED issued the moratorium after the fatal bus accident in Tanay, Rizal, where 14 students were killed and dozens were injured.

DepEd followed suit in March 2017 and imposed Memorandum No. 47, series 2017 to all public elementary and secondary schools until review and revision of related policies have been finalized.

In a CHED Memorandum Order signed by Chairperson Patricia Licuanan on July 25, 2017, the ban was deemed lifted and all HEIs were urged to abide by the set of policies for school trips “in order to develop holistic experience of students.”

The issuance of the memo

by CHED was then lauded by the Department of Tourism (DOT) as a welcome development.

“Educational tours and field trips provide the ex-

periential learning that complements the subjects taught in the classroom setting,” Secretary Wanda Tulfo-Teo said.

DOT has recently initiated a national education forum summit, inviting all stakeholders from the academe, local government units, travel and tour sector, transport sector and the Land Transportation Franchising and Regulatory Board (LTFRB) to discuss measures that will enable quality educational tours while providing a safe and secure environment for the students.

The summit held in Region IV-A (Calamba, Laguna, Batangas, Rizal and Quezon or Calabarzon), resulted in the signing of a call to action for cooperation and eventually led to CHED’s lifting of the moratorium, it said.

“A continued suspension of such activity will take away the opportunity for the students to see for themselves the culture, history and natural attractions that make them appreciate their being Filipinos,” Teo pointed out.

The series of regional educational tourism forum was also held in General Santos for the Mindanao regions, in Bicol for both Regions 4-B and 5 and in Baguio City for Regions 1, 2 and 3.

Meanwhile, slated to hold their respective fora are Regions 6, 7, and 8 in Iloilo and the National Capital Region (NCR) in Manila on November 26.

“We will continue to be the bridge for these productive dialogues that can improve the content and experience for the students when they go on field trips,” Teo said. (PNA)

Student dead, 9 others hurt in DavSur ambush

AVAO CITY -- A 15-year-old student was killed while nine others were wounded when an undetermined number of armed men ambushed a barangay-owned truck loaded with passengers at Sitio Quarry in Barangay Kimlawais, Kiblawan, Davao del Sur on Sunday night.

In a report to the Davao del Sur Provincial Police Office (DSPPO), Superintendent Deozar Almasa, acting chief of Police of Kiblawan Municipal Police Station, said 40 students of Kimlawis National High School (KNHS) on board the Sadam Truck owned by Barangay Kimlawis were on their way to Kiblawan Gym to perform Maral de dalan, a street dancing event, for the three-day Damsu Festival.

While they were about 150 meters away from Barangay Kimlawis proper, unidentified armed men fired at Sadam Truck resulting in the death of 16-year-old Jimboy Linkanay, who was declared dead upon arrival at Gregorio Matas District Hospital in Davao del Sur. As Davao Occidental concluded the successful holding of the province’s second year founding anniversary, Gov. Claude Bautista called on his constituents to unite and trust the government for province’s road to progress.

Bautista ended the province’s five-day founding anniversary celebration on Saturday at the provincial capital of Malita with hopes for the people to liberate the province from poverty.

He said the success of the founding anniversary is only shortlived and what is more important is to continue working for the people to have jobs, livelihood and good education for the children.

The governor wants to see the province rise to progress as what it has envisioned when it separated from Davao del Sur province on June 30, 2016.

In making the province progressive, Bautista does not mean building beautiful barangay halls and other aesthetics, but to lift the

lives of the people from hardship.

Despite being a young province, Bautista said he has provided some assistance to alleviate the poor people’s financial needs especially for the schooling of their children.

The province provided school materials to children whose parents have difficulty raising money for notebooks, among others.

“Gamay ran a nga pamaagi pero dako na nga impluwensya sa ginikanan (It is a small way but it is a big help to the parents),”

he said in his message.

Bautista rallied the people to continue uniting regardless of race, culture because the people have also the responsibility to make the province progressive.

PIDS joins research forum on federalism in Zamboanga THE Philippine Institute for Development Studies (PIDS), in collaboration with the Mindanao Development Authority (MinDA) and Ateneo de Zamboanga University (AdZU), held a federalism research forum in Zamboanga City on September 7.

The event, which carries the theme “Federalism as Policy Option for a Decentralized Inclusive Development: A Critical Inquiry”, is the first policy forum lined up for the 15th Development Policy Research Month (DPRM), an annual celebration led

by PIDS every September to promote the importance of evidence-based policy research in program planning and policymaking.

Fiscal impacts of federalism At the forum, Dr. Rosario Manasan, PIDS’ public finance expert, presented the findings of her study on the possible fiscal impacts of shifting to a federal form of government.

Manasan discussed the importance of properly al-

locating financial resources to each level of government under a federal system. According to her, the distribution of fiscal resources may either enable or constrain governments in the exercise of their constitutionally assigned legislative and executive responsibilities.

She noted that taxing powers and expenditures are important instruments for regulating the economy.

The PIDS senior research fellow underscored that each level of government must have enough revenues to finance basic services for the public.

In a federal system, taxing and spending powers are decentralized to state/regional governments, which give them a free hand to decide how and where to use their budgets. With this setup, Manasan said, they will be able to spend their funds on projects and policies that are responsive to the needs of their localities without seeking approval from the national or federal government.

in the sharing of taxing powers in federal states, Manasan pointed out that customs and excise taxes are assigned most of the time to the federal or national government. The same goes with corporate taxes. However, in some federations, these may be under the concurrent jurisdiction of federal and state/regional governments.

For personal income tax (PIT), Manasan said this may be more directly attributed to the location of residence and, therefore, more appropriate to be assigned to state/regional governments. But in the case of Austria and India, the PIT has been exclusively under the federal or national government.

Sales or consumption taxes are shared by both federal and state/regional governments, she added.

Furthermore, Manasan raised the possibility that some local government units may not be ready for the shift to federalism especially in terms of development and financial stability.

To address the risks of greater disparities under a more decentralized form of government, Manasan said policymakers must design a feasible intergovernmental transfer, which could be in the form of tax shares, unconditional block grants, or specific purpose conditional grants to assist poorer states or regions.

From rodeo to riches: Buldon town transitions from conflict zone to investment zone

BULDON, Maguindanao-In 1998, a young man walked across the pitchblack night with nothing in sight but the flicker of blazing muzzles of guns firing. He lit his torch made of dried coconut leaves so that the warring families can recognize him. Though nervous, he got himself in their midst and called on both parties to cease firing and start a dialogue with him in the middle.

Then on his first term as mayor, Abolais Aratuc Manalao was both praised and criticized for laying down his own life to rid his town of rido or clan wars that have plagued the town for decades.

His courage to defend his constituents from bloodshed was put to test again during the 2000 all-outwar of President Joseph Estrada when government troops attacked the Moro Islamic Liberation Front’s (MILF) Camp Abubakar which straddles parts of Buldon town.

Knowing the devastation his town would suffer if the arena of war were to extend to Buldon, he gathered his constituents

and marched between the positioned MILF guerillas and approaching government troops and negotiated with both parties that his town be spared.

As a result, not a single shot was fired in Buldon during the war. “There was really nowhere to evacuate to and my people would starve in evacuation centers as there was no food, some may even choose to fight the government if we did not act accordingly,” Manalao recalls.

“Ang Panday” His selfless and bold actions for his constituents’ welfare without fear for his own safety earned him the respect of his constituents who fondly call him “Ang Panday” in reference to a local film hero portrayed by action star Fernando Poe, Jr. “Panday” in Iranun means healer, and the moniker matched Manalao’s vision of healing the wounds of conflict and the stigma of past uprisings, where Buldon took centerstage during the time of his grandfather, the late Hadji Bangon Aratuc, dubbed “the Grand Old Man of Central Mindanao.”

Aratuc also served as

mayor of Buldon who led his constituents in 1968 to rise against corrupt government officials and land-grabbers, until the mid 1990s.

The constant exposure of Buldon to conflict and underdevelopment triggered anti-government sentiments and loose firearms proliferated in every household, resulting to a corrosive cycle of rido.

Breaking cycle of violence When he was elected mayor in 1998, Manalao saw how this cycle of violence was plunging his beloved town into the brink of hopelessness. Opportunities for development were absent; education was inadequate; poverty was prevalent, basic government services were lacking, there were no infrastructure projects and development programs.

He probed deep into the root cause of all the ills his town was suffering and decided that peace and order would be his flagship program.

To date, Manalao has effectively resolved more or less 50 cases of long-term rido in his hometown, reconciling and reuniting more than 100 families who were at each other’s throats for

decades. Today, every family can now freely work their fields and sell their produce in the now bustling local market. And they no longer carry firearms because the fear of attack from long-time foes is gone.

Leading by example, Manalao, now 49, goes around town without any firearm or armed escorts.

More to life than rido

Erstwhile enemies Ali Calucop, a village councilor and farmer Khalil Bantuas sat down and sipped coffee together with Mayor Manalao just before their basketball game on October 12, the feeling of relief and joy evident in their faces.

The game was the first activity of the Saduratan Festival 2017, a two-week festival named after an Ira-

nun dance.

The Calucop clan of barangay Romidas and the Bantuas clan of barangay Mataya have been at each other’s throat for years until Manalao settled the rido of both families four months ago. By then, at least four persons had been killed on both sides, including women.

End of Marawi siege: ‘just a beginning of a more difficult task’

MARAWI City--Jaslia Mambuay of Barangay Mapandi welcomed the news that the154-day war from May 23 to October 23 is over, but she knows they won’t be able to go home as yet. Her village is not among nine barangays whose residents will be allowed to return home “on Oct. 25 or 26.”

Jaslia, her husband and two of her six children have been staying in the evacuation center in Buru-un, Iligan City for five months, her four other children, the eldest of whom is in Grade 10 are with their paternal grandparents in Bubong, Lanao del Sur. She told MindaNews that a village official told her their house still stands but “wag na daw kami umasa na may laman pa” (we should not expect that our belongings are still there).

Before the war, Jaslia had a small rice retail business while her husband was a tricycle driver in the country’s lone Islamic City. Their only source of income now is a small sari-sari store in their tent at the evacuation center in Buru-un, Iligan City.

In June, Jaslia told MindaNews that if she had a choice, she would not return to Marawi immediately after the fighting as she expects there would be rido (clan feuds), particularly between those who lost their homes or livelihood and those who were identified to be rela-

tives of, sympathizers or supporters, of the terrorists.

Mustapha Saripada, a member of the Ulama Council and the Ulama League of the Philippines, and President of the Marantao Integrated School for the Science of the Peace hopes they could return home immediately. “Kung pwede lang bukas” (If only we can return tomorrow,” he told MindaNews before leading the prayers at a lakeside mosque, their first after five months.

Around 20 members of the Barangay Peacekeeping Action Team were in the lakeside village cleaning up the streets in preparation for the return of the residents.

Exactly when they can return, no one could answer.

Happy and sad Marawi Bishop Edwin dela Pena told MindaNews he is “happy that the siege is over and people can go back to their respective places” but “sad also because there is practically no house to go home to for the Marawi residents including us at St. Mary’s Cathedral.”

“It’s going to be traumatic for some to see their former homes uninhabitable,” he said.

The Bishop hopes the rehabilitation of the city “can proceed at dizzying pace.”

Explaining further, Miral said assigning national government’s expenditure functions and revenue-raising powers to regional states could breakup and reduce the size of the common resource pool, referring to collected taxes nationwide, including proceeds from government borrowings that are used to finance government services.

“At the regional level, the size of the common resource pool as well as the number of claimants will be smaller, rendering the incidence of costs of and benefits from government spending more visible, thus, promoting greater vigilance and accountability,” he concluded.

Features of the proposed federal form of gov’t Meanwhile, Jonathan Malaya, executive director of the PDP Laban Federalism Institute, revealed that the Duterte administration is considering a semi-presidential system of government and not a unicameral legislature.

Malaya said this type of a ‘hybrid parliamentary system’ will have a president and a prime minister.

“The president will be the head of state while the prime minister will be the head of government,” he said, adding that, “the president will be in-charge of foreign affairs and national defense while the prime minister will run the day-to-day affairs of the government.”

Moreover, Malaya said the president will be elected nationally with a term limit of five years while the prime minister will be nominated with the consent of the federal assembly who is appointed by the president.

The prime minister, he disclosed, may be removed any time with the vote of ‘no confidence’ from the assembly.

Three senators who will serve for five years will be elected per region. According to Malaya, the senate cannot initiate laws as this will be lodged to the federal assembly. He also explained that there will only be one reading of bills instead of three, which is the current practice in both lower and upper houses.

Federalism: Will it end strife in Mindanao?

In the same forum, Secretary Datu Abul Hj. Khayr Alonto of MinDA recommended the immediate adoption of federalism to resolve the conflict in Mindanao.

“Having witnessed and endured the turbulent years of strife in Mindanao along with my fellow brothers and sisters, I have come to realize that the only way to permanently put the regime of fragmentation and violence in Mindanao to rest is to pursue initiatives that will transcend beyond any affiliation or interest,” he said.

Alonto said Mindanaoans favor federalism over decentralization because “anything delegated can be withdrawn but anything shared cannot be dismantled."

“Mindanao is ready for federalism and we can do it, we will do it,” Alonto declared.

The MinDA chief also said that the shift to federalism will be a great opportunity to highlight the Bangsamoro agenda.

“As chairman of MinDA and as a Bangsamoro, I can assure you that we are not going to stop until we get everyone on board in this undertaking. Every person, every voice, every opinion merits of great importance in establishing a state that values unity and empathy over divisiveness and indifference,” Alonto explained.

He said he could not attend official meetings in the municipal hall for fear the Bantuas clan might ambush him.

“What’s worse is that we had to make all our children quit school to keep them safe because in rido, no one is exempted, even children or women,” he said.

“When we go to nearby Parang or Cotabato City we have to go around Barira to avoid passing by barangay Mataya where the Bantuas families are staying,” Calucop added.

Bantuas said they shared the same problem. “We can’t even stay long in our toilets outside our house for fear our enemies are watching and waiting for us to get

“When we go out to buy something, we are like fugitives and we cannot stay long, and just like Ali, this is my first time also to set foot at the town center,” Khalil said.

“For years we cannot sleep well even inside our homes for fear that they will attack us while we’re asleep.”

“This is life. There is so much of life that we and our children missed because of rido,” Khalil said.

Calucop also explained that in Buldon, he is confident that no more families will go back to rido because everybody now has seen the difference in their lives, not just the relief from daily fear but also in opportunities like better education for their children which they can afford now as they can work comfortably in their farms all day and trade in the market freely.

Vice Mayor Cairoden Pangunotan said that under Manalao’s leadership rido settlement has been the priority program since 2013 and has been gaining headway since, with only two cases of rido still unresolved but still on the process of settlement.

The municipal government has established an Alternative Dispute Resolution Team tasked to address and facilitate the settlement of rido in Buldon with the help of the 37th Infantry Battallion of the Philippine Army and the local police as well as the religious leaders and elders.

Rufo Capada, president of the Association of Barangay Captains (ABC) in Buldon, recalled that in the past, no one dared cross the Simuay River which served as the boundary for Moro and settlers in barangays Dinganen and Edcor.

He said that in the farms along boundaries, the Moro and settlers fought each other.

There were vigilantes — the Christian “Ilagas” and the Moro “Blackshirts” — hunting down each other and the cycle of violence and killings seemed neverending as both parties and their siblings all wanted to exact revenge. Both sides accumulated firearms and ammunitions to sustain the war for a lifetime. Incomes from harvest were invested on firepower than education and wellbeing.

It was only in the 1980s

during the term of Manalao’s father, when the conflict between the Moro and the settlers was settled.

“There are no boundaries now. We are one Buldon now,” Capada said.

“We can even go now to Buldon’s town center even at midnight without fear, and also our Muslim brothers pass by our Christian barangays anytime towards nearby towns of Pigacawayan and Alamada in North Cotabato” he added.

Manalao visits their communities alone and even sleeps there sometimes.

“Believe it or not, we have 15 Christian churches in Buldon. Six of them are Catholic churches so we also have patronal fiestas in Buldon,” he said.

“In Buldon, everyone is treated well and fair. We are one, may you be a Christian or a Muslim,” said Capada, the lone Christian in Buldon’s legislative body.

With armed conflicts now a thing of the past, Manalao, who was mayor from 1998 to 2007, vice mayor from 2010 to 2013 and mayor again from 2013, invited investors to Buldon.

Unifrutti, which came in through the Al Sahar Agri-Ventures, Inc. with the help of the Iranun Premiere Development Cooperative, established a banana plantation of over a hundred hectares in the same village that used to witness bloodshed.

Today, the plantation employs 334 Iranuns and exports at least 1,000 boxes of bananas a day to countries such as South Korea, Japan, and some countries in the Middle East. Unifrutti officials also revealed during their visit in early October that their bananas are the sweetest among all Unifruitti plantations in the country.

The employees received increases in their salaries after the announcement.

The management is now processing the expansion of the plantation to 200 hectares more as more Iranun families offer their lands for rent.

“Terrorist-free” Even as it is adjacent and bounded by Butig, Lanao del Sur, the hometown of the Maute Brothers who led the infamous Marawi siege, there has been no recorded spillover of the ISIS-inspired terrorist groups in Buldon.

He said residents of Buldon — both Muslims and Christians = are united to keep the gains of peace and will not allow terrorists to disrupt the progress and development as well as the harmony the Buldon people are enjoying nowadays.

Manalao is focusing on education and is ensuring the children of Buldon are in classrooms.

“If the youth are educated, none of them would hold a gun, there won’t be violence,” he said.

In 2014, the local government launched the Support to Education Program (SEP) which provides up to 100,000 pesos worth of cash assistance to all public schools in the municipality in support of their selfinitiated projects. To institutionalize the project, the local government arranged SEP to be included in the annual Municipal Budget Ordinance.

In 2016, the program was expanded to include in the budget all madaris (plural of madrasah or Islamic schools).

Buldon also awards bestperforming schools in the annual Saduratan Festival to encourage principals to perform better each year.

Manalao envisions Buldon to be a first-class municipality in the future.
