DAVAO CITY -- President Rodrigo Duterte has threatened to follow Russia’s move to leave the International Criminal Court if the international community continued to criticize him for the alleged state-sanctioned killings that are being linked to the war on drugs.

The Department of Trade and Industry’s Philippine Trade and Investment Center Los Angeles (PTICLA) confirmed that Malagos Premium Chocolates, a chocolate produced in the Philippines, will now be available in the United States. This was further to the announcement made by the Davao-based Malagos Agri-Ventures during their recent participation at the North West Chocolate Festival in Seattle, Washington on November 12 -13, 2016.

The Malagos line of chocolates has received acclaim from international fine food and chocolate award-giving bodies in Europe for its premium qualities. The

products are single-origin, having been manufactured fully on-site on its farm in Davao, Philippines.

Highway patrol group warns stiffer anti-carnapping law

CAGAYAN DE ORO CITY -- The new anti-carnapping law of the Philippines now has increased the imprisonment time from a maximum of 17 years and four months, to around 20 to 30 years in jail.

PSupt Alejandro O. Espiritu, deputy at the Regional Highway Patrol Unit (RHPU) of the Philippine National Police (PNP) Region 10, says, in his presentation during the Regional Law Enforcement Coordinating Committee (RLECC) meeting that Republic Act 10883 or “An act providing for a new anti-carnapping law of the Philippines” now considers carnapping a nonbailable offense and will require Land Transportation Office to a record of all cars and owner.

Under the law, Espiritu said “carnapping” is defined as the taking, with intent to gain, of a motor vehicle belonging to another without the latter’s consent, or by means of violence

against or intimidation of persons, or by using force upon things.

He also said if violence, intimidation or use of force were used, the person found guilty would be imprisoned for 30 years and one day to 40 years. When the owner, driver, occupant or the carnapped motor vehicle was killed or raped, the person found guilty would be sentenced to life imprisonment.

Meanwhile, any person involved in the concealment of the crime of carnapping would be imprisoned from six to 12 years and fined with the acquisition cost of the motor vehicle, engine or any other part involved in the violation.

Public officials involved in carnapping also face dismissal from service and perpetual disqualification from public office.

The new law also requires those asking for the original registration of a vehicle to apply for clearance from the PNP and LTO.

Nearly three decades after his death, Ferdinand Marcos continues to haunt our politics. A section of our society vehemently opposes the burial of his remains in a military cemetery, which the late president wished. The Marcos family, on the other hand, insists on honoring the patriarch’s final request.

For nearly three decades, a political tug-of-war went on unremittingly between those who wish to honor their dead in customary fashion and those who wish to deny the corpse honorable interment. Many young Filipinos, spared the extraordinary passions of a different age, see the struggle over where to bury the corpse might seem silly and inconsequential. There should be better uses for the political energies unleashed by this issue.

President Duterte, who nothing more than putting this matter to rest, allowed the Marcos family to bury their patriarch in the Libingan ng mga Bayani. The late president, after all, was both soldier and chief executive. In the strictest administrative sense, he

all intents and purposes, fully settled. But there are those who think preventing the burial is a form of redress worthy of keeping the nation divided.

During the oral arguments, those opposing the burial resorted to every underhanded tactic in the book. They claimed, without proof, that President Duterte’s decision to have the unburied corpse interred in the military cemetery was payment of some political debt. They thought burying the late leader in his cemetery of choice was a form of honoring someone who must be demonized for all eternity. They have such an awesome capacity for nurturing hate.

Those who made it their business to prevent the burial, for reasons of partisanship or personal grievance, brought the issue up to the Supreme Court.

They accused government of grave abuse of discretion in allowing the burial to happen. Long oral deliberations were held. All matters of law were weighed. Last week, the Court decided, by a large majority, that government did not commit grave abuse of discretion in allowing Marcos to be buried in the military cemetery.

That should have been that. Under the rule of law, which we observe, the Supreme Court is the last resort. The Court’s word is law. This was the moment to, literally and figuratively, bury the issue.

But there are those who do not want the issue to be settled. Some of the petitioners threaten to file a motion for reconsideration, which is their right although it is also a means to keep this burning issue aflame. The legal issues might be, for

That should be the ideal scenario. But here in the Philippines, there seems to be no end to controversies.

Last week, the Supreme Court, voting 9-5-1, ruled that President Rodrigo Duterte was within the bounds of his powers when he decided to allow the burial of President Ferdinand Marcos at the Libingan ng mga Bayani. The decision immediately drew extreme reactions from martial law victims, the Catholic Bishops Conference of the Philippines and the academe.

Much earlier, the Supreme Court came under fire for being too slow in ruling on the petition. And now that the SC has decided, the institution continues to find itself in the center of the legal storm.

Within the court itself, the dissenting justices (including the Chief Justice) advanced very passionate and cogent reasons for not allowing the burial of President Marcos at the LNMB. The dissenters fell short.

Unfortunately for the dissenters and the petitioners, in our legal system, the law is what the majority of the Supreme Court says it to be.

The losing petitioners have the option of filing a motion for reconsideration but to expect the majority justices to reverse themselves appears to be a long shot. Which only means that the decision will at some point become final and executory.

Change has come I left the house very early last week to go to the National Bureau of Investigation (NBI) to secure my clearance in connection with my application for a License to Own and Possess Firearms (LTOPF). I brought along my trusty IPad to keep me occupied during what I anticipated would be a looong wait.

Sitting at the back of my car while enroute, I conjured images of long lines snaking around the NBI complex. But surprise, surprise. When I arrived at the at the NBI Clearance Center along UN Avenue before 8 a.m., the line of clearance applicants was already long, but moving.

tween those opposing the burial and those marching in the streets of America against the dramatic outcome of last week’s election.

Among those marching in the streets against the election of Trump admitted they did not vote for Hillary Clinton. Now they are objecting to the logical outcome of their failure to support the only candidate who could stop Trump.

Now we might see protests in our own streets over the burial of someone they want eternally condemned.

They refuse to abide by the Supreme Court because it did not conform to what they wanted. They want to be obeyed even if the final arbiter of legal disputes thought otherwise. If Trump should not be trusted with the nuclear codes, the antiburial people should not be trusted with administering the rule of law.

Both the Americans protesting the outcome of a fair election and the Filipinos objecting to the well-considered ruling of our own Supreme Court are undermining institutions.

Last May, EastWest Bank entered into an agreement with Standard Chartered Bank Philippines (SCB PH) to migrate to EastWest the retail banking business of SCB PH, which includes credit cards, personal loans, wealth management, and retail deposits. PLDT Home Fibr reaches 2.5M homes nationwide, widest fiber coverage in PH MANILA, Philippines, November 10, 2016 – PLDT Home Fibr, the nation’s most powerful broadband from leading telco and digital services provider PLDT, now passes over 2.5 million homes from as far north as Ilocos Norte to southern Philippines in South Cotabato province, further extending its widest fiber coverage in the country.

CEB - the only carrier flying from Cebu to Calbayog, Ormoc and Roxas November 18, 2016—The Philippines’ leading airline, Cebu Pacific (PSE: CEB), further reinforces its position in the Visayas region with the launch of three more routes.

Starting November 19, CEB will officially be the only carrier flying daily between Cebu and

MB closes Community Rural Bank of Magallon (Moises Padilla, Negros Occidental), Inc. PDIC to pay all valid insured deposit claims

Community Rural Bank of Magallon in Moises Padilla, Negros Occidental.

The Monetary Board (MB) of the Bangko Sentral ng Pilipinas (BSP) prohibited Community Rural Bank of Magallon (Moises Padilla, Negros Occidental), Inc. from doing business in the Philippines. Under Resolution No. 2031.B dated November 17, 2016, the MB directed the Philippine Deposit Insurance Corporation (PDIC) as Receiver to proceed with the takeover and liquidation of the bank.

PDIC took over the bank on November 18, 2016.

Community Rural Bank of Magallon is a single-unit rural bank located at Gomez St., Moises Padilla, Negros Occidental. Based on the Bank Information Sheet filed by the bank with the PDIC as of June 30, 2016, Community Rural Bank of Magallon is owned by Magallon Integrated Holdings Corporation (30.55%), Maximiano R. Tan (8.4%), Jose Alfredo De Leon (8.4%), Perbea N. Paderna (8.02%), Gem Guanco (6.49%), Ma. Louella M. Aranas (5.8%), Jesus Clint O. Aranas (5.77%), Ma. Roxanne Zayco (2.9%), and Manuel Aurelio (2.1%). The Bank’s President is Robert R. Tillaman and its Chairman is Naoya (Dan) Sakamoto.

Latest available records show that as of June 30, 2016, Community Rural Bank of Magallon had 1,315 accounts with total deposit liabilities of PHP28.5 million. Total insured deposits amounted to PHP24.5 mil-

lion involving 85.9% of total deposit accounts.

PDIC assured depositors that all valid deposits and claims shall be paid up to the maximum deposit insurance coverage of PHP500,000.00.

Depositors with valid deposit accounts with balances of PHP100,000.00 and below

I don’t know when all of these started but without any doubt, the NBI is one government office where change has come.
