Barangay councilor tagged in 2016 narco list killed

GENERAL Santos City-Unidentified gunmen killed a barangay councilor who was named in the government’s 2016 “narco-list” in a daring gun attack in Polomolok town on Thursday.

Polomolok Mayor Honey Lumayag-Matti said barangay councilor Vicente Yungco Jr., 47, was driving his white Isuzu Crosswind along Dahlia Street in Barangay Poblacion at around 1 p.m. when he was waylaid by two motorcycle-riding suspects.

14 students injured as jeepney loses brake

CAGAYAN de Oro City--Fourteen Grade 11 students were injured as the jeepney they were riding overturned when it lost its brakes while negotiating a downhill portion of the Diosdado Macapagal Drive here Friday afternoon.

Traffic investigator Staff Sgt. Rey Corpus said the jeepney driver bumped a vehicle

ahead of him to slow his descent.

The momentum, Corpus said, was still strong enough as the jeepney crashed and overturned on the highway.

“The PUJ crashed and rested at a shoulder of the road with its wheels upward,” he said.

The 14senior high students of Merry Child School in Barangay Bulua were reportedly rushed by first aid responders to

the J.R. Borja Hospital here.

Corpus said the students had just finished their retreat at Xavier University’s farm in Manresa and hired the jeepney to bring them back to school.

DOT promotes culinary tourism THREE Filipino-American chefs are in the Philippines to join the government in promoting the country’s culinary tourism through the Department of Tourism’s “Chef ’s Food Trip Project”.

The two-week tour project started on November 10, with Filipino-American chefs Tom Cunanan and Grant “Lanai” Tabura, visiting provinces across the country to explore each places’ rich culinary scene.

Since November 10, Cunanan of Bad Saint in Washington D.C. and Tabura, Winner of the Great Food Truck Race, have been touring various culinary destinations, with Quezon City as a starting point moving up north to Pampanga.

Now joined by Chef Charles Olalia of Ma’am Sir restaurant in Los Angeles for the rest of the tour legs, the chefs will be going around the two nearby cities of Iloilo and Bacolod from November 14 to 16, featuring a tour around Jaro Huebesan market in Iloilo and a food crawl to sample Ilonggo specialties like the Decos La Paz Batchoy, Tatoy’s darag native chicken, and pasalubong favorites including the original barquillos of De Ocampo’s, and the famed Roberto’s siopao.

The group is also set to visit the Farm to Table restaurant for a special Ilonggo merienda cena, and the Camiña Balay nga Bato to try a cup of hot tablea or two, in the whole-day tour curated by Iloilo’s pride, Rafael Jardeleza Jr. or Chef “Tibong”, as he is more popularly known.

According to DOT, the chefs will be joining the interactive symposium called DOT x WOFEX University Fun Food Talks, a series of events in each tour leg where the invited Fil-Am chefs will interact with local food enthusiasts, as well as culinary and tourism students through talks and cooking demonstrations.

At the tour’s Pampanga leg last Thursday, Tourism chief Bernadette Romulo-Puyat said the DOT decided to invite opinion leaders, referring to the Fil-Am chefs, to visit the Philippines, to learn more about Filipino dishes and culinary destinations, so that they could expand their Filipino food offerings, and serve as ambassadors for Philippine food tourism.

Duterte to maximize powers for ‘Build, Build, Build’ program PRESIDENT Rodrigo Duterte will maximize the use of his “available” powers to ensure the full and effective implementation of his administration’s ambitious “Build, Build, Build” program, Malacañang said on Saturday.

“The President will implement and maximize what is presently available under our laws for this purpose,” Presidential Spokesperson Salvador Panelo said in a statement.

His latest statement came two days after he considered as “good idea” the proposal to grant emergency powers to Duterte to speed up the implementation of the current administration’s infrastructure program.

“While we respect the wisdom of Congress and laud the gentleman from Albay in seeing the importance of this flagship infrastructure program of the current government, we consider this proposed measure belated and no longer a priority legislative agenda of the President, given that we only have less than three years left in office,” he said.

The Duterte government allots PHP9 trillion for the implementation of around 100 big-ticket infrastructure projects and over 10,000 small infrastructure projects under the “Build, Build, Build” program.

Indonesian musical angklung instruments enliven Tagumeños

ONSULATE General of the Republic of Indonesia in Davao City headed by Consul General Dicky Fabrian and Madame Fera Andriani joined the Children’s Festival 2019 held at the Tagum City Hall Atrium on November 12, 2019.

ConGen Dicky expressed his gratitude for being part of the auspicious celebration especially Indonesia and Philippines shared the same aspiration on promoting awareness about children’s welfare in a fun, healthy, and educational undertakings.

ConGen Dicky is very optimistic that with these kind of collaboration with Tagum City, more people will be educated and learn to appreciate other countries culture and traditions especially in this millennial era.

Furthermore, it could create better friendship among the next generations since the culture and traditions of Indonesia and Philippines

has lots of similarities.

Indonesian Musical Angklung Instruments were performed by students from Sekolah Indonesia Davao (SID) where they enliven Tagumeños with 2 Indonesians songs “Cinta Luar Biasa” means Extraordinary Love and “Mojang Priangan” which means A Girl in Priangan (Region in West Java Province, Indonesia). They also performed 2 Filipino Songs “Kung Hindi Rin Lang Ikaw” means If It’s Not You and “Kahit Ayaw Mo Na” which means Even If You Don’t Want It Anymore . The group were accompanied by their musical instructor Mr. Dede Kurniawan.

The angklung is a musical instrument from Indonesia made of a varying number of bamboo tubes attached to a bamboo frame. The tubes are carved to have a resonant pitch when struck and are tuned to octaves, similar to Western handbells.

This collaboration is part of the programs of the

Consulate General of the Republic of Indonesia in Davao City to strengthen the bilateral relations between Indonesia and the Philippines through cultural diplomacy.

ConGen Dicky received a certificate of appreciation

from the Government of Tagum City for the participation in the event.

Furthermore, Mayor Allan Rellon of Tagum City expressed his gratitude to the valuable participation and commitment of Indonesia

in strengthening bilateral cooperation between the Philippines.

Closing the event was a Disney musicale performed by cultural performers from various organization in Tagum City which uplifted the

inner fantasies of the children.

The event were attended by Local Government Officials, The Consulate General of the Republic of Indonesia in Davao City, Academe and the people of Tagum City.

To justify vandalism is plain stupidity THAT VANDALISM done by a left-leaning youth group on the walls of the Lagusnilad underpass in Manila was plain stupidity, and not exactly a form of protest art as they proudly justified.

In fact, a lawmaker has expressed dismay on the stupidity of that so-called protest art saying vandalism is a crime and those perpetrators deserve to be punished regardless of any reason.

Responsible for that unwarranted writings on the walls of Lagusnilad was a group who called

themselves Panday Sining, reportedly the cultural arm of Anakbayan.

Yet no matter how much level of apology this group wants to relay to the public, that vandalism was simply an act against the tenets of good housekeeping, more so of law and order.

And if that vandalism was a kind of protest to sound an alarm on the socalled injustices perpetrated by the present dispensation vis-a-vis martial law in Mindanao, then the act was not within the bounds of the law.

After all, freedom of ex-

pression and free discourse regarding critical issues are naturally embedded in a free society but must be carried out within the bounds of the law.

Our laws exist to ensure that lives would be better and prevent anarchy.

For one thing, the claim that they merely wanted to attract attention to their cause of opposing martial law in Mindanao was plain and simple an exercise in futility.

They could have done that without committing vandalism by doing something worthwhile and legal

- either through singing, dancing or poetry - to express their cause and attract attention.

Respect begets respect.

In this case, protesters are bound to respect the laws of the land, otherwise their actions done in the form of vandalism may end up nothing but a route to plain stupidity.

Going beyond good manners and right conduct CHARLOTTE, North Carolina—While I support a bill filed by Sen. Juan Miguel Zubiri to reinstitute a Good Manners and Right Conduct (GMRC) subject in every school’s curriculum, I find it quite sad, heartbreaking really, that the Philippine government should have to do this in order to ensure discipline on the country’s children.

In filing the bill, Sen. Zubiri said the end goal was for parents to help raise children that are respectful and obedient to the country’s laws. He noted the rise of gangsterism and disrespectful, rebellious children who often find themselves in conflict with or in trouble with the law.

This despite the Depart-

ment of Education’s (DepEd) acknowledgement that there is a Values Education course in some form or capacity in most, if not all schools in the Philippines.

A simple bill and one that I doubt is that necessary if stakeholders take the initiative to help parents teach and inculcate values and not just GMRC which I think is just form and not substance. What matters most is what’s inside and not just surface civility if there is such a term.

Then again, not a few people miss the days when people, even the worst of enemies treat each other with civility even if only on the surface. Even if these concepts seem alien to a lot of us, there are such things

as honorable combat in war which is what the Geneva Convention is supposed to encourage among nations.

Ho n o r a b l e c o m b a t sounds a lot more plausible than honor among thieves which is certainly alien to the corrupt in government. But I digress. As stated above, the role of stakeholders—the school, Church, community—in helping parents teach and inculcate values and not just GMRC is most invaluable and critical.

There is a certain truth to that African proverb that goes ‘it takes a village to raise a child’ and that saying was even adopted by former US secretary of State Hillary Clinton as a title in her book ‘It Takes

But the bottomline is that the biggest responsibility in raising children right falls squarely on the parent/s and it is doubly difficult for single parents whose plight had been recognized and erased by government through welfare aid.

The challenges to raising children right had become a lot more complicated owing to social media which more often than not encourages the wrong kind of attitude and beliefs such as vanity, bullying and desperation for acceptance.

How much is your still available time?

ALMOST 20 years ago, a good friend of mine gave me a book written by the founder of the Scottish Free Church, Thomas Chalmers (1780-1847). Chalmers treated this topic with plenty of flowering words.

Yes, don’t be afraid and do live for something... .

Human beings live, move and have to pass away - free from worries, but unknown and unnoticed. They live such an irreproachable life - reputable, but so incomprehensible and inscrutable.

Chalmers was very right!

Why do people live like that even knowing they have to leave the platform of life one day? Why are people sometimes afraid to live and allow something or someone to block themselves? Still in my mind is one statement

of Brother Francis Castro from the Little Brothers of Jesus. I quoted it several times already: “I feel the burning flame inside me that makes me jump out of the bed ... and hurry to work!”

Life’s quintessence can be also this: Kindness, by helping the blind man crossing a street; hospitality, by practicing generous reception of strangers and guests (my very first impression, when I step on Philippine soil for the first time in 1976!); helpfulness, by taking care of somebody, who is weak and dependent... .

Believe me: your moment of virtue will never be destroyed by time’s storm.

From writer Tiffanie Wen I learned this: “It is a commonplace observation

that work expands so as to fill the time available for its completion.” British naval historian and author Cyril Northcote Parkinson wrote that opening line for an essay in The Economist in 1955, but the concept known as ‘Parkinson’s Law’ still lives on today.

Not only Tiffanie Wen - also I think about it every time I have a deadline.

How long it takes me to write a story will by and large depend on when my deadline is and how much time I have until then. In his somewhat satirical essay Parkinson uses the example of an elderly lady writing a postcard to her niece. Since she has nothing else to do with her time, the otherwise simple task takes up her entire day.

Get more subordinates, create more work. When you have a deadline it’s like a storm ahead of you or having a truck around the corner. It’s menacing and it’s approaching, so you focus heavily on the task.

Can ‘menacing’ deadlines cure dallying?

Diversification of products key to improving PH export basket THE country’s export basket has a potential to evolve despite barely improving from 1995 to 2014, a study published by state think tank Philippine Institute for Development Studies (PIDS) showed.

In a public seminar recently organized by PIDS, Connie Bayudan-Dacuycuy, senior research fellow at PIDS and coauthor of the

study, emphasized that the Philippines must undergo structural transformation or the transition from agricultural to industrial, and eventually, to the services sector—a process that richer and developed countries went through.

“The problem with the Philippine case is that we seem to have skipped a step.

The competing factions-each side controlled by the National Electrification Association (NEA) and the Cooperative Development Authority (CDA)--have reconciled during a ceremony in Tagum City on Thursday, Jubahib said, describing the resolution as a victory for consumers.

The conflict, which sometimes led to violence, started in 2012 when the Daneco management split into two, with each group insisting over the electric form’s operations, including the collection of monthly dues.

The study found that from 1995 to 2014, the average sophistication of the country’s export basket

barely improved. For instance, from 2005 to 2014, a large portion of its export portfolio belonged to the same product—integrated circuits—whose sophistication content “is very low compared to the average in the world market”.

Mindanao culture showcased at 2nd Budayaw fest in Malaysia

AVAO CITY – Mindanaoan culture and arts will be featured in the 2nd Brunei-IndonesiaMalaysia-Philippines East Asean Growth Area (BIMP EAGA) Budayaw Festival of Cultures and the Arts from November 19 to 23, 2019 in Kuching, Sarawak, Malaysia, an official said on Friday.

“Mindanao is all set to celebrate and share our cultural and artistic treasures in the 2nd Budayaw next week,” National Commission of Culture and the Arts (NCCA) focal person Adelina Suemith said in a statement.

Suemith said Mindanao is sending a delegation of 73 cultural masters, artists, workers, and tourism enthusiasts from different regions lead by NCCA. They will be participating in 12 components of the festival: weaving, traditional music, performing arts, choral singing, photography

exhibit, visual arts, education forum, culinary arts, tourism expo, fashion show, crafts exhibit, and community outreach.

Meanwhile, delegation head of Secretariat Alma Dumalag of Mindanao State University–Kabpapagariya Ensemble and Kalimudan Culture and Arts Center said: “We are happy that through the Budayaw, we will be able to bring the colorful culture of all Mindanaoans in Malaysia.”

Mindanao Development Authority (MinDA), as the Philippine Coordinating

Office for BIMP-EAGA, has expressed support for the participation of the delegate from the island.

MinDA Secretary Emmanuel Piñol said as the Coordinating Office for

BIMP-EAGA, they helped the members of the delegation in securing Foreign Travel Authority (FTA) for the participating Davao and Iligan teachers and the regular coordination with

the BIMP-EAGA National Secretariat of Malaysia.

Piñol said it was “important to sustain sociocultural activities like this in the sub-region because this is one way of making us realize that we are just one family with shared culture, traditions, and practices.”

Department of Tourism (DOT) Assistant Secretary for Mindanao Myra Paz Abubakar said: “We are privileged that we are given an avenue to promote and market our tourism destinations through this festival.”

The delegation is expected to leave for Malaysia on November 18.

Other participating member-countries are Brunei Darussalam, and Indonesia, with Malaysia serving as the host country.

The 3rd Budayaw Festival will be hosted by Brunei Darussalam in 2022 as a major side event of their hosting the Asean Leaders Summit. (PNA)

Quake aftermath: Kidapawan school shuts down elementary department KIDAPAWAN City––The Board of Directors of a private school here is closing its elementary department even if it is already on the third periodical grading, citing lack of facilities due to the series of powerful quakes last month.

Father Gerry Tacdoro of the Diocese of Kidapawan, President of the Kidapawan Doctors C ollege, Inc., (KDCI), said the Board of Directors in their recent meeting had agreed to abolish its IBED (Integrated Basic Education) to allow one of its two buildings to serve as temporary rooms for patients of the Kidapawan Doctors Hospital, Inc. (KDHI) which it partly owns The Board’s decision will affect at least 285 students and 24 teachers and staff of the KDCI’s IBED, from pre-school to Grade 11.

The senior high school and college departments will continue functioning.

Parents of the affected students decried the decision as “oppressive” and “unjust.”

Tacordo acknowledged they “still have to hear the side of the parents” and that they asked them to submit a proposal. “We might consider their proposal,” said the priest.

The Sarangani Provincial Government’s Environmental Conservation and Protection Center (ECPC) has set up the Raptor Hill as a research monitoring post and a tourist viewing area for the migratory birds.

The monitoring season includes a five-year reforestation initiative at the roosting sites in Mt. Taltak, in partnership with Raptorwatch Network Philippines and the Japanese Society for the Preservation of Birds.

Up to the third week of observation, the team accounted for 101,882 raptor sightings composed mostly of Chinese sparrowhawk, grey-faced buzzard, peregrine falcon and western osprey species.

The monitoring and study aim to generate scientific data that will help authorities understand raptor biology, migration behaviors and help identify critical sites for conservation.

According to Sarangani governor Steve Chiongbian Solon, the Provincial Government will improve the area to become an additional tourism site in Glan which is known as beach, culinary and heritage destination in the Soccsksargen region.

He served as barangay chair of Poblacion for two terms and was elected president of the Liga ng mga Barangay of Polomolok and South Cotabato province.

He represented the barangay councils in the South Cotabato provincial board until June last year.

Yungco was arrested by operatives of the PRO-12’s anti-illegal drugs special operations task group (RAIDSOTG) during a raid at his house on Oct. 13, 2016 for possession of a 9mm pistol and a 12-gauge shotgun.

No illegal drugs were found at the scene during the operation while the recovered firearms turned out to have been issued by the provincial government.

Lt. Col. Maximo Sebastian, then the RAIDSOTG-12 chief, said Yungco was included in their list of narco-politicians and allegedly involved in the illegal drug trade as “protector.”

Likewise, the study found that the agricultural sector can also move to agroprocessing and producing goods with higher sophistication content such as woven twill and processed meat like swine belly and poultry cuts. She, however, noted that these products “do not lead to the most sophisticated among the agricultural products in the world” such as offal and cheese.

“The idea here is that if we’re able to improve our production structure now, then there is a possibility for new products to come along that can lead us to these products with high sophistication content,” BayudanDacuycuy said, stressing that the study does not recommend focusing only on the identified products.

These opportunities, she emphasized, mean having to “lay out well-thought out policies, plans or priorities” as “structural transformation does not happen overnight.”

As part of the study’s recommendations, BayudanDacuycuy encouraged the government to create an enabling environment by promoting competition, innovation, and research on science and technology. She also mentioned the need to enhance industrial policies.

More importantly, she suggested harnessing the potential of the agricultural sector, saying that even though productivity issues hound it, “there is a possibility for us to build on the production structures of cereals, fruit mixtures, glycerol, and oils in order for us to produce agroprocessed goods.”

The next phase is the preparation and finalization of the feasibility studies for these identified projects,” Camarin said.

She added that the identification of the priority

projects was based on the technical studies conducted by the TWG in Siargao Island.

The identified projects will be submitted to the WB for the preparation and finalization of the feasibility studies, Camarin said.

“When the feasibility studies are finalized, then we will be able to determine how much loan will be needed to fund these projects,” she added.

Last October, Surigao del Norte Governor Francisco Matugas met with Tourism Secretary Bernadette Romulo-Puyat and WB officials in line with the preparations for the implementation of the TouRIST program in Siargao.

The WB will allocate a USD300-million loan to fund the implementation of projects under TouRIST. The TouRIST program envisions to develop resilient, inclusive and sustainable tourism destinations through the establishment of an appropriate mechanism and implementation of requisite support projects to ensure destination competitiveness and sustainability.
