Govt troops open farm to market road in Misor MANOLO Fortich, Bukidnon--The ongoing construction of farm to market road that will connect the towns of Balingasag and Lagonglong in Misamis Oriental is expected to improve the delivery of basic services to the residents in the areas. Earlier, the 52nd Engineer Brigade (Philippine Army) with the help of its line unit the Engineer Support Battalion in coordination with Misamis Oriental Engineering Office, facilitated the farm to market road concreting project from Barangay Kibanban, municipality of Balingasag to Barangay Banglay of Langonglong, Misasmis Oriental. In April this year, government forces belonging to the 4th Infantry Division launched the development and security plan dubbed as “Pangandoy Misamis Oriental” held at the mjunicipality of Balingasag. CAGAYAN de Oro City--“A taste of Martial Law.” That was how Charlito “Kaloy” Manlupig, Chairman Emeritus of the Balay Mindanaw Foundation, Inc. (BMFI) summed up what happened Wednesday afternoon at the Balay Mindanao Peace Center when a police SWAT (Special Weapons and Tactics) team barged in and conducted what he described as an “illegal search” that traumatized its employees and young participants from Marawi

who had just completed a two-day training on trauma healing and forgiveness. The Balay Mindanaw Peace Center in Bulua houses the offices of the BMFI and its training center. The 23-year old peace and development NGO will file a complaint against the police, Manlupig said. According to Manlupig, uniformed armed SWAT policemen with K9 dogs “barged into the Balay Mindanaw Peace Center without asking permission, without

even saying anything. They hurriedly left, again without saying a word.” The SWAT team’s vehicle, which had no plate number, was photographed as it left the Center. The SWAT team searched their lobby and the bags of Moro youth from Marawi who had just finished a twoday Training of Facilitators for Psychosocial Support. The training had 20 youth participants from Marawi. Ma n l u p i g s a i d t h e

youngsters, survivors of the five-month Marawi Siege in 2017 who are volunteers in providing psychosocial support, had checked out of their rooms and had placed their bags at the lobby of the Peace Center when the SWAT team arrived. “The K9 handler focused on inspecting the bags. CAGAYAN de Oro City--Two police officers belonging to a K-9 unit who searched the premises of a non-government organization’s (NGO) facility here without a warrant Wednesday have been relieved of their duties, an official said. Maj. Alexy Sonido, commander of the City Mobile Force Company, said he has ordered the relief of Master Sgt. Faith Michael Cajelo and Cpl.

As a drug czarina, her ignorance makes her a dangerous person. Her claim that Duterte’s war against drugs moreover prompted the President to give her the opportunity to address the drug problems that beset the country even as we know that all the drug laboratories and nearly all the drug dens had been dismantled and the operators neutralized. After all her flair and air, it turns out that she is hopelessly reliant on the US and not content with that wants the United Nations to also intrude. Alas the

US Embassy sent everybody who is somebody they thought could help her and as expected offered VP Robredo their expertise and assistance. Not that I doubt the capacity of the US to help but their ability to address monstrous drug problems and fighting drug cartels within its own borders and neighboring Mexico illustrate how much more or so little they can help in eradicating the remaining vestiges of drug problems we have. President Rodrigo Roa Duterte: The Maranao Pride

(Lawyer Saidamen B. Pangarungan, a Meranaw appointed by President Rodrigo Duterte as Secretary of the National Commission on Muslim Filipinos in July 2018, wrote this piece in response to claims that the President has no Meranaw roots. Earl Parreno is author of the newly-launched book, ‘Beyond Will & Power,’ a biography of President Duterte. Parreno interviewed “nearly a hundred people,” including Duterte’s siblings, checked archives, traced Duterte’s genealogy, his childhood, high school days, life as a

lawyer, a prosecutor, his entry into the political arena, all the way to his winning the Presidency).

Earl Parreno’s claims questioning President Duterte’s Maranao bloodline appearing in the article “Decoding Duterte: Facts behind Rody’s claims, rise to power” [Inquirer, p.A4, Nov 3, 2019] are unfounded if not conjectural, to say the least. President Duterte’s pedigree traces back to his great ancestor Datu Samporna, a Maranao nobleman of

Momungan (now Balo-i, Lanao del Norte). In their book on the genealogy (salsila) of President Duterte, (A Genealogical Profile of President Rodrigo Roa Duterte, SKM Publication, c. 2017), the authors Ben J. Kadil, Ph.D., Prof. Asangan T. Madale and Prof. Helen O. Kadil wrote that at age 21, Datu Samporna went to Iligan and sailed towards “Cagaayahan” (now Cagayan de Oro city), where he settled and raised his families in 1622. He eventually replaced Datu Salangsang, as the new

ruler of Cagaayahan. Datu Samporna was offered to marry princesses – daughters of prominent families – and begot generations of famous descendants in Mindanao and the Visayas, namely Neri, Roa, Fernandez, Chavez, Velez, Rivera, Bautista, San Jose, Gaerlan, Rodriguez, Emano, Pelaez, Fernan, Badelles, Cabili, among others. ENVIRONMENTAL groups belonging to the global #breakfreefromplastic movement today delivered monstrous plastic installations at the Department of Environment and Natural Resources (DENR) to expose the agency’s hypocritical and pro-industry stance on plastic pollution. Representatives of environmental organizations Ecowaste Coalition, Greenpeace Philippines, GAIA Asia Pacific, Mother Earth Foundation, Nagkakaisang Lakas ng Mga Mangangalakal sa Longos (NLM), and Samahan ng Mangangalakal ng Scrap sa Capulong (SMMC) delivered three monstrous jack-in-the-box installations made out of single-use plastics bearing the names of the top corporate polluters found in recent brand audits conducted by local groups in the Philippines. The groups stressed that the delivery was intended to remind the DENR of its mandate to protect the environment and for the agency to stop serving as an apologist for the plastics industry and the companies who profit from the extensive use of single-use and throwaway plastic packaging that often end up polluting and blighting waterways and ecosystems. “By putting the blame on consumers and promoting false solutions such as waste-to-energy incineration technologies, and bioplastics, the DENR is in effect promoting the agenda of an industry that wants to continue with their business as usual polluting practices. This makes the agency, mandated to safeguard our environment, actually complicit in perpetuating the plastic pollution crisis. MinDA launches post-disaster intervention in quake-hit areas D

AVAO CITY – A post-disaster project that will help victims of the series of quakes in North Cotabato and Davao del Sur was designed and adopted by the Mindanao Development Authority (MinDA). MinDA chair Emmanuel Piñol said the project was aimed at helping quake victims regain their lives by taking opportunity of the reduced economic activity due to the closure of most establishments selling basic necessities. Piñol said in partnership with Davaobased LTS Corp., which operates the NCCC chain of malls and retail stores, MinDA had conceptualized the Tienda Project, which sells basic goods at reasonable prices. “This a post-disaster intervention project that will make quake victims self-reliant and independent from dole-outs as they rebuild their lives following the series of earthquakes,” he said.

Under the concept, earthquake victims will be organized into cooperatives, which will eventually operate the Tienda projects in each area. “After their capability training in financial literacy and livelihood, they will be organized into associations and cooperatives, MinDA TienDA outlets will be established on the first quarter of 2020 in all earthquake affected areas which would be owned and managed by the victims themselves,” Piñol said. MinDA, he said, will also seek the support of development partners in providing funds for capitalization for the operation of the MinDA Tienda outlets. “This new advocacy that MinDA is introducing what could be the first of its kind in the history of post-disaster interventions in the country”, Pinol said adding that the MinDA TienDA outlets will serve as a manifestation of the Filipino’s resilience and spirit of self-reliance amidst disasters and calamities. of Environment and Natural Resources(DENR) for the DoT Memorandum Circular 2019-03 which is the Clarificatory Guideline on the Mandatory Accreditation of Tourism Enterprise. The meeting was led by DoT Assistant Secretary Maria Rica Bueno and as-

sisted by DoT-10 Regional Director Marie Elaine Unchuan on Friday November 8. In an exclusive interview with Asec Bueno, she said that the aim of the said convergence meeting with DILG and DENR is to harmonize policies and

requirements when it comes to mandatory accreditation interfacing DENR laws specifically in the environmental compliance permits and clearance as main requirement of DoT accreditation before the Local Government Units would issue a business permit.

The DoT accreditation refers to tourism enterprise that officially recognizes it as having complied with the minimum standards for the operation of tourism facilities and services specially island destinations who has beaches in accordance with RA 9593 which is the Tourism Act of 2009. DILG started following the Boracay rehabilitation template last year and this template is the guidance for drafting additional provisions for national legislations from lower house to senate,Bueno said. IEMOP Launches WESM Mindanao Campaign READY, GET SET, GROWTH! This sums up the theme of the Independent Electricity Market Operator of the Philippines’ (IEMOP) information and education campaign in Mindanao. This claim can hardly be proven by competent evidence. On the contrary, the Maranao salsila (genealogy) chronicled that Eleno’s mother was a Roa and Eleno chose his mother’s surname because the name Roa was prominent in business and influence in Agusan and Misamis. Even assuming for the sake of argument that the name change is true, the Fernandezes of Cagayan de Oro are also descendants of Datu Samporna. Hence, whether Eleno is a Fernandez or a Roa, the Maranao blood ran in his veins just the same. But more than the genealogy, the President has shown his love and compassion not only for the Maranaos but for the whole Bangsamoro. In the 22 years that he or his daughter Sara was mayor of Davao City, deputy mayors for the Maranaos, Tausugs, Maguindanaons and other Moro tribes were appointed. The deputies were tasked to attend to the well-being of Davao’s Muslim residents. Mayor Duterte also supported their spiritual needs by maintaining mosques and madrasahs and sending every year at least 20 hajj pilgrims to Saudi Arabia at his expense. The hajj is the lifetime dream of every Muslim faithful. He regularly celebrates with his constituents the two Muslim holidays of Eidl Fitr and Eidl Adha. On these holidays, he gives one sack of rice and groceries to all Muslim households in Davao. These generosities have never been equaled or replicated even by some 100 Muslim mayors in the country.

When he ran for the presidency in 2016, I talked to the mayor at his house on a Sunday for a couple of hours on a variety of subjects including his plan to address the historical injustices to the Bangsamoro. I then organized the National Maranao Union for Duterte (NMUD) in all Maranao communities in the Philippines and campaigned for him. I appealed to all Maranaos through the two local TV and radio stations in Marawi to support Mayor Duterte, the Maranao presidential bet, as he is our only chance to achieve peace in the Bangsamoro homeland. The TV and radio slots ran ten times daily for a period of two months before the May 2016 elections. Rody Duterte garnered an unprecedented, landslide 84% of the vote in the two Lanao provinces and Marawi city notwithstanding that almost all of the 67 mayors and two governors of these areas campaigned actively for the Liberal Party bet Mar Roxas. True to his campaign promise, his first order of the day as president was to expedite the enactment into law of the Bangsamoro Organic Law which created the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This ended decades of fratricidal war with the MILF (Moro Islamic Liberation Front) and MNLF (Moro National Liberation Front) that claimed the lives of some 120,000 Filipinos and displaced millions of people. the Baguio Health Services Office (HSO) said there are 13 recorded deaths from suicide so far this year of which three are aged 15-19. The most so far are the age bracket 20-24 of which five have been recorded by their office. Though the number is practically half of last year’s number of 25 (four and six cases for the said age brackets, respectively), Clavio said it is alarming and her office is helpless in dealing with mental problems that they “refer to more capable professionals” like a psychiatrist or professional psychologist. With the signing of the Universal Health Law last February, Baguio, HSO medical officer Dr. Elvira Belingon said: “one among 33 local government units in the country to be an integration site for the implementation of the law which should be starting in 2020.” As such, the Baguio HSO must provide to its more than 350,000 clients the full

spectrum of health care, which includes preventive, promotive, curative, rehabilitative, and palliative care for medical, dental, mental, and emergency health services. But Clavio admits that the HSO has no capability of providing for mental wellness, as they lack the resources, facility, and personnel to provide such service. Not in the immediate future, she said, while adding that the local government has not allocated a budget or discussed its inclusion in budgetary deliberations. “We just lack the qualified people for it,” said Wetherick, who holds a Ph.D. in psychology and among the few in the city. Provincial Police Office identified the prisoner who escaped as Abdul Razzaq Mutto. Mutto was arrested in a law enforcement operation in October by the CIDGLanao del Norte Provincial Field Unit (LDN PFU) by virtue of warrant of arrest for the crimes of murder and frustrated murder. Mutto was charged for allegedly killing a policeman in 2013, who also happend to be his relative. Major Salman Saad, information officer of Lanao del Norte Provincial Police Office, said jailguards of Tubod Provincial Jail was transporting Mutto and other eight inmates to Iligan City for the hearing of their respective cases. Saad said the inmates were taken off their handcuffed to take their breakfast at an eatery in Bacolod town when Mutto suddenly ran away and immediately rode to a waiting motorcycle in a nearby gasoline station. “The motorcycle fled to the hilly areas of Bacolod. Our police, the provincial jail personnel and the military are conducting pursuit operation to recapture the suspect,” Saad said. Captain Jerome Villegas, chief of CIDG LDN PFU, said the escapee was arrested in law enforcement operation when the CIDG and the police’s Special Action Force served warrant of arrest in October in Munai town. There was an exchange of fire ensued but Mutto was eventually arrested together with other two suspects reflected in the arrest warrant and other three armed men who joined with the suspects in shooting the police operatives.

There is also the problem on decreasing rates of immunization, which is supposed to protect children from vaccine-preventable diseases like measles and polio. “A lot of these [threats] come from a highly globalized environment where you have porous transport of goods, people, services, ideas, and viruses across the world,” Pineda-Mercado explained. Given these global health risks and threats, PinedaMercado said the challenge lies in determining how to keep the population healthy. She urged the health sector to increase the size of the healthy population. This way, there will be a “smaller population exposed to risks, and therefore, a smaller population with sickness, and a smaller population without access to health services”. Pineda pointed out that at present, 90 percent of resources for health goes into the population of the sick and hospitalized. Among her suggestions to address these issues were to prioritize universal health care, maximize the role of local government units, use information technology, strengthen health regulations and epidemiology, and enhance strategic communication and health promotion among Filipinos.
