AGAYAN DE ORO CITY - Two rebel Amazons and a male bomb expert of the outlawed New People’s Army (NPA) surrendered to the military camp in Buenavista, Agusan De Norte, the military said Thursday.

The report reaching Camp Evangelista here, the army’s largest military camp in Northern Mindanao, identified the male combatant as a certain “Marco,” reportedly a bomb expert. The two minor amazons were identified as “Gethel”

Davao City bags 2019 Gawad Saka Award DAVAO CITY -- The Department of Agriculture (DA) cited the city government's programs supporting the farmers and fisherfolk. DA conferred Davao City this year's National Gawad Saka Award for its contribution to the development of agriculture and the fishery sector. The city also received P50,000 as cash incentive.

To Put Power Where It Rightfully Belongs

We live in a world that is changing profoundly where extraordinary phenomena are disturbingly becoming ordinary: deepening inequality, decline in social justice, ecological turbulence due to climate change and most recently, violent extremism that had put to center stage a Filipino suicidal bomber. There is apparently a dysfunction of the present development model that is growth-at-all-cost neo-liberalism paradigm that is sacrificing the people and the environment to the altar of greed and profit. That paradigm is likened to a giant off-balance. So as not to fall, it has to run and in running, it steps on communities, forests, bays, seas, rivers, agricultural lands and even on people themselves, leaving havoc on its path. Where have all our forest gone which is the richest on earth in terms of biodiversity? Gone to loggers everyone! Of the 13 major bays in the country, 10 are already biologically dead, of the 25 major rivers, 15 are dried up or polluted. Development that is based on individual pursuit

of wealth where money is used not to enhance the quality of life and the wellbeing of the people but to make more money is not anymore for inclusive growth and ecologically viable. That kind of development (which is really mal-development) makes a few elite have much too much and the many who are poor have much too little. In this country, you call that block capitalism where cartels run the economy, owned by only 400 families. To perpetuate their economic control, they must have a hold to power including that of the media. Indeed, when economic dictatorship of the elite is grafted in the electoral representative assembly called “money politics,” the consequence is the toxic growth of poverty, social injustice and right-wing extremism. L o ok at Mindanao, so rich and yet so poor, called the “food basket” of the country yet 85% of the children are malnourished because 70% of the land (the choicest) is

under the control of big agri-business corporations (based on a Study by the Development Academy of the Philippines). Where are the farmers and the Indigenous People, the socalled “backbone of the nation”? They are tilling the land not their own, or if they own the land, they do not control the mode of production and marketing. Our country has also become a dumping ground of finished products and the source of cheap raw materials which are processed abroad then sold back to us at a high price. That was true before to our forests with all the finest timber in the world, i.e., Narra, Red Lauan, Mahogany, Almacega, etc. massively cut through illegal logging then sold to advanced countries then processed as plywoods and furnitures, then sold back to us at a very high price. That is now true to coconut, a billion dollar industry yet the coco farmers are the poorest. That is also true to our minerals, illegally mined, processed abroad, then sold back to us. We are likened to a dog

whose tail they cut, cooked, then have that tail eaten back by the dog. What a tragedy! Please know that a country that is consuming what it is not producing will always be penalized by a slow growth. Don’t you know that the Philippines is the biggest rice importer in the world, even beating China? This year our country imported some 3 million metric tons of rice with only 108 million population. China only imported 2.5 million metric tons with its population of 1.4 billion people. Based on these realities, there must be a change. But how? There is an imperative need for a paradigm shift that is based on collective cooperation where the people harness their collective potentials; where the marginalized sectors are drawn into the mainstream of development; where the people have access and control over their resources; where wealth and power are democratized; and where the people and the environment are the priorities rather than business and profit. The vulnerability of NGCP

THE State Grid Corporation of China, technical partner of the National Grid Corporation of the Philippines (NGCP)is capable of shutting down the country's power transmission facilities remotely. If the State Grid of China will go berserk, and would want to jeopardize the country’s economy, it will just have to switch off the entire transmission facilities - from Luzon to Visayas and Mindanao. This scenario is not farfetched because State Grid

of China has a 40 percent stake in the ownership of NGCP, and its technical staff are embedded at the very nerve of the transmission grid. Helpless as it were, what the government has been doing through the years is apply the ‘wait and see’ security measures — monitor and record from a distance China's stake in the country's vital power infrastructure. The entry of foreign partner into the country’s energy sector, in this

case the power transmission facility was a product of shortsightedness on the part of lawmakers who penned the RA 9316 otherwise known as the Electric Power Industry Reform Act of 2001 and RA 9511, granting franchise to NGCP, a consortium of Filipino and Chinese power players. Earlier this week, NGCP has again justified its existence by setting aside fears that its business alliance and technical partner State Grid of China would

In a statement, Michael Ortega Ligalig, head of NGCP in Mindanao, said the Kidapawan sub-station was energized on November 10 and is now ready to accommodate power from the Energy Development Corporation-owned 106-megawatt Mt. Apo Geothermal Power Plant (MAGPP) located at the foothills of Mt. Apo. The geothermal plant supplies power to the Mindanao grid via Kidapawan substation. The Cotabato Electric

Cooperative (Cotelco), in its advisory, told consumers they were using as alternate source, power from the 69KV Tacurong sub-station in Tacurong City, Sultan Kudarat when their facilities, including the high-voltage equipment, were badly damaged by the Magnitude 6.5 earthquake on October 31. That development paradigm is called cooperativism whose DNA is that of being value-based and principlesdriven, members-owned (prosperity for all) and sustainable. Its values are industry, honesty, service, hard-work, cooperation, equity, social justice and democratic control. Food security and ecological integrity are its parameters of engagement rather than extraction and exploitation. Cooperativism harnesses the collective power of the people and put power where it rightfully belongs – to

the people. Isn’t it that in a Republican and Democratic State, “sovereignty resides with people and all governmental powers emanate from them.” That constitutional pronouncement is put into motion in Chapter XV, Article XII of the 1987 Constitution which is “to promote the viability and growth of cooperatives as instruments of social justice, equity and economic development.” To put this into reality, the State created the Cooperative Development Authority to be the leading government agency in the development and regulation of all types of cooperatives. Indeed, through cooperativism the people are empowered which is now the call of the times. When people are empowered it will lead to social re-structuring which has indeed become imperative. Indeed, for those who have dreamt, advocated, sacrificed and even died for it, social change has been so elusive all these years after 14 years of martial law and two people powered revolutions. The systems and structures that are breeding poverty are still as formidable as ever. But not anymore under the present dispensation as trail-blazed by our beloved President. The law that is to strengthen CDA has been recently signed by His Excellency which is geared towards strengthening the cooperative movement to put power where it rightfully belongs – to the people. Thank you so much Mr. President! Based on Studies of social scientists and development experts, poverty looms not because of the lack of resources but in the powerlessness of the people to have access and control over their resources. Who controls? Who decides? Who benefits? Only a few elite and global corporations, to the social exclusion of the people who are becoming marginalized When people come together to harness their collective potentials, they become a countervailing force against poverty, inequities and social injustice. This was foremost in the mind then of the framers of the 1987 Constitution after the Edsa People Power Revolution when they have institutionalized People Power by “promoting the viability and growth of cooperatives as instruments of social justice, equity and economic development.” Indeed, social transformation has come not through armed struggle but through peaceful and legal means called cooperativism. When the people are able to uproot poverty, inequality and social injustices, no way can violent extremism thrive. On climate change mitigation and adaptation, the urgency of the times is calling for a robust movement to advance sustainability and that is through cooperativism. But strengthening the cooperative movement is

It goes with it the strengthening of an office that is mandated to promote the viability and growth of cooperatives in whose name and for whose cause CDA exists. This is why RA11364 was enacted to re-organize and strengthen the CDA and in effect, be able to do its development, regulatory and adjudicatory mandates that will make the cooperatives a development force to advance human dignity, ecological integrity and food self-sufficiency. When people are empowered especially the farmers through their cooperatives, for example, the vast tracts of lands planted with high value crops to satisfy the consumerist lifestyle of the people in the advanced countries will give priority to produce first basic staples such as rice, rootcrops and milk. In the new strengthening law, there is the provision to give rise to coop apex organization and the building of national alliances to give a strong voice to the more than 10 million cooperative members nation-wide to have a strong issue and policy advocacy that will rectify social wrongs. One of these social wrongs is the continuing usage of the word cooperative by the socalled Electric Cooperatives which are cooperatives only in name. Worst is while the members are called MCOs (member-consumerowners), yet, their capitalshares are not recognized. Such truism is embodied in the landmark decision of the Supreme Court in 2003 when it says that these ECs are not practicing the time-honored and universally-accepted cooperative principles and values as cited in the case of Philreca vs. Dept. of Finance. In fact, using cooperative as a nomenclature is prohibited then under RA 6938 and those in the Board of these ECs are criminally liable. Another social wrong is when the cooperatives are being taxed when in fact they should not as decided by the Supreme Court in the case of the DCCCO vs. CIR stating that “Cooperatives, including their members, deserve a preferential tax treatment because of the vital role they play in the attainment of economic development and social justice.” There is therefore a strong need for an Apex that should re-echo the Supreme Publication Notice R.A. 10172

Court’s stand that the State’s power to tax must give way to foster the creation and growth of cooperatives. Treating therefore cooperatives as profit oriented enterprises and imposing taxes on them is not only unconstitutional, it is also anti-people as it is counter-productive, An Apex is not just for the conduct of Summits but to advocate for important issues, be it against the continuing efforts to tax the coops or to rectify social wrong in the existence of so-called ECs, Most importantly, there is a need for a strong advocacy to democratize wealth and power in a highly skewed pyramidal societal order controlled by the oligarchs and cartels. That is what an Apex is for! Let an Apex now stands as embodied in R.A. 11364 for a movement that has come of age that will advance the resolution of issues of TRANSFORMTIVE COOPERATIVES FOR PEOPLE, PLANET, PROSPERITY AND PEACE during these most challenging times. That is what strengthening is all about to put power where it rightfully belongs – to the people through cooperativism because cooperatives are for HUMAN AND SOCIAL DEVELOPMENT NOT FOR BUSINESS ENTERPRISE.

with the Department of the Interior and Local Government (DILG), Development Bank of the Philippines (DBP), and selected Mindanao local government units (LGUs). “We want our LGUs to access funding for the establishment of solar water supply and irrigation systems not only to provide potable water for their remote villages but also to prepare them for the expected El Niño next year,” MinDA Secretary Emmanuel Piñol said. Piñol said the project aims to provide sources of safe drinking water for the off-grid villages in Mindanao and Palawan, while at the same time give farmers access to irrigation water for their crops, particularly rice. “We cannot let the 2,000 barangays in Mindanao to still live without safe sources of drinking water. More so we have to assist LGUs to irrigate their 100,000 hectares of rice farms to counter the El Niño next year,” he said. The Solar Powered Irrigation System (SPIS) is a brainchild of Piñol during his stint as secretary of the Department of Agriculture. The SPIS has been proven to increase farmers’ productivity, allowing them to plant rice twice a year and increase their yield. “Since we cannot grant the program fully free to the farmers, we can secure the help of DBP by providing loan assistance with significant low interest through

their LGUs,” he added. Piñol said he met with DBP president Emmanuel Barbosa to ensure that LGUs with small Internal Revenue Allotment (IRA) shares will be given lower interest rates. Around 4000 farmers have so far benefited from the programs that the city offers for the development of various crops such as cacao, corn, and tilapia and bangus fingerlings for the fisherfolk sector. It has been almost a decade since the city last won the most prestigious award that the DA gives out to farmers and local government units. Leuterio said helping the city government in improving the lot of farmers is the Urbanized City Agricultural and Fisheries Council (UCAFC). "The organization helps us bridge the programs to the farmers, especially in the most important things that the farmers need. They are made up of all the industries.
