Quake shakes Oro anew, people run to the streets By CRIS DIAZ, Executive Editor
CAGAYAN de Oro City--Another strong earthquake shook this capital city about 9:05 Thursday morning, sending people and workers scampering to safer grounds. Workers of a call center in a downtown shopping mall hurried down to safety, fearing a repeat of the tremor Tuesday where five co-workers collapsed when the strong tremor lasted almost 3-minutes here. Building officials also ordered the temporary closure of the Business Processing Office (BPO) after officials noticed cracks on the walls and the falling of debris tiles. “It was scary to think that the Tuesday earthquake almost sent people
in Cagayan De Oro City to panic,” a frightened shopper said. Although the sound of sirens could be heard around the city, no major damaged and no casualties were reported in the Thursday quake. Building officials said that the city government has already inspected 34 buildings in the city, some of them, were ordered temporarily closed due to cracks found during the inspection. Call center workers of the Business Processing Office (BPO) with offices located in a downtown shopping mall in Cagayan De Oro City milled around the main entrance of the mall Thursday morning after a stronger but shorter Among the buildings earthquake believed to be one of the hundred aftershocks after the Magnitude 6.6 quake hits Tulunan, North CotaSee TREMOR, page 11

DILG-10 intensifies constitutional reform campaign to media CAGAYAN DE ORO CITY-To strengthen the campaign on constitutional reform in the region, the Department of the Interior and Local Government (DILG) convened around 25 members of the press here in Cagayan de Oro City, October 29. DILG Regional Director Arnel Agabe said it is the aim of the roadshow to highlight constitutional reform as an instrument in developing provinces and expanding Metro Manila. He added that through the reform, the government will be brought closer to the provinces as welll as the latter can be given more opportunities.
Through the constitutional reform, regions will be empowered and they can activate their participation in national decisionmaking. Lawyer Vicente Homer Revil, ConCom member, said the reform also targets to establish regional level governments as political and administrative units; achieve peace in Mindanao; preserve the culture and language of the various ethno-liguistic groups of the country; liberalize the economic provisions; and strengthen political parties. As a response, Butch Enerio, member of the press, See REFORM, page 9

IT’s always tricky to bring up as it’s the child who dictates when this needs to happen. And that can be at any moment regardless of grade or academic ability. And I empathize both as a teacher and parent. Our children are of course the most precious things in our lives and we will naturally fight to protect and provide for them. Independence and the desire however comes to us all sooner or later and you will do well to recognize the signs. Is your child suddenly starting to produce independent pieces of writing or artwork and then look to
you for praise? Or maybe following model-making instructions to a T? Try setting a few tasks. Left to his/her own devices, the ten-year-old can remember to pack his homework or get his own breakfast. Even seemingly basic routine chores will help foster his sense of worth and help him cope with life at senior high school. In the years to come, he’ll probably be more grateful than if you were still spoonfeeding everything to him at this age. On the other hand, chasing kisses is all good fun but it really is about as serious as playground romances tend to get at this age. Children are under enough pressure at elementary school already.

All Saints’, All Souls’, 2 different days for the dead FILIPINOS all over the country take advantage of the first two days of November to pay respects to their departed loved ones, as well as reunite with their kin and old friends. But while these days
are, by all means, occasions for remembering the dead, November 1 or All Saints’ Day is intended as a time to honor all saints, known and unknown, along with filling in any shortage of feasts involving saints
within the year, according to the Catholic website, New Advent. On the other hand, ever y November 2 or All Soul’s Day, the Christian faithful are urged to pray for the souls of their fellow
believers who have died, to help them be cleansed of their past sins that prevent them from getting to heaven. Remembering the dead has been a practice throughout Christian his-

tory. Pope Boniface IV in 609 AD decreed that the tradition in remembering saints should include all martyrs, which produced the Feast of All Holy Martyrs that used to be celebrated on May 13, according to a BBC report. The reason for May 13 is that a feast for martyrs has existed in the Eastern church, falling under the same date, which coincided with Boniface IV’s dedication of the Pantheon temple in Rome to a church consecrated to the Virgin Mary and all martyrs. The current date of All Saints’ Day was a result of Pope Gregory IV’s actions, together with the decree of Holy Roman Emperor Louis the Pious in 837 AD, that changed the Feast of All Holy Martyrs to the day on November 1 we know today. Likewise, the observance of All Souls’ Day on November 2 was the result of a practice by Saint Odilo, Benedictine abbot of Cluny in France, who set the date in 998 AD to offer prayers for souls in purgatory. The practice has since spread throughout the Western church, giving Christians the two days of remembrance for the souls who are in heaven and for those who are in
the process of purification. The Catholic website ChurchPOP, meanwhile, noted that All Saints’ Day and All Soul’s Day were traditionally part of a triduum or three days of observance in the Roman Catholic Church known as Allhallowtide, which commemorated all the faithful departed, including saints and martyrs, which begins on October 31. The celebration we now know as Halloween is actually a shortened name for All Hallows’ Eve, a vigil in preparation for Hallowmas (which is a combination for the word hallow, meaning “saint”, and mas or short for “mass”) that would later become All Saints’ Day on November 1. Today, Halloween is seen as an event for costume parties depicting the macabre and supernatural, while All Saints’ Day and All Souls’ Day are combined as a time when people flock to cemeteries to offer candles, flowers, and prayers at the graves of family members. For Christians around the world, including Filipinos, November 1 and 2 give a much-needed opportunity for people to honor their loved ones who have passed on, reciting prayers so that their souls may finally be at peace. Tourism Australia wants visitors to find a new Philausophy of life Down Under
TOURISM Australia (TA) has recently launched a new three-year global campaign highlighting “the distinct and defining character of Australia and of Australians” to attract more visitors to experience the way of life Down Under. The new Come Live our Philausophy campaign, which has been developed with agency partners M&C Saatchi, Digitas and UM, is a deliberately Australian play on words that aims to capture the philosophy of Australians and their
informal approach to living, which according to TA is highly appealing amongst visitors based on research. Federal tourism minister Simon Birmingham ,TA’s latest global campaign strategy is part of an A$38 million (US$27 million) investment that will be rolled out in 15 key tourism markets over the next three years to attract more international tourists Down Under. “Our A$143 billion tourism industry is such a vital part of our economy
and in order to grow the industry further and create more tourism jobs, we need to find new ways to sell Australia and differentiate ourselves. In such a competitive global market, the sell is tougher than ever. We need to stand out from the crowd and find a unique selling point that sets us apart from our competitors,” Birmingham said. “Philausophy aims to do this by not only encouraging people to book a flight to Australia and visit our incredible destinations but
JEROME DE LA FUENTE
go a step further and actually immerse themselves in the best of the Australian way of life. At its core, Philausophy is about giving travellers from around the world a taste of what makes Australia such an enjoyable destination by shining a spotlight on the people, lifestyle and personality that make Australian experiences so memorable.”

A Tribute to a Cooperative Champion: FELICIDAD L. RUIZ INDEED, there are two things in life which all of us cannot escape from: death and taxes. Death is our marriage to eternity where a humble but firm cooperative leader is now – Felicidad L. Ruiz, a cooperative champion par excellence, who had leaped to the Great Beyond on October 30, 2019. Taxation is a fundamental power of the State that all must follow as tax is the lifeblood of the nation – yet, the cooperatives are tax exempt and such highest privilege had been well pronounced in a landmark Supreme Court Decision because of the firm stand of Madam Fely, the General Manager of DCCCO (Dumaguete Cathedral Credit Cooperative), It that case of DCCCO vs. the Bureau of Internal Revenue (BIR) which was then so persistent in taxing DCCCO and even winning in the lower courts,
the Supreme Court had categorically pronounced that DCCCO should not be taxed, stating that, “while the power to tax is very strong fundamental power of the State but such power must bow down to the principle of social justice.” DCCCO under the leadership of Madam Fely has been compliant in all undertakings and requirements of the Cooperative Development Authority especially in the use of surplus (not profits). One hundred percent (100%) or the maximum utilization/remittance of Community Development Fund (CDF) and Cooperative Educational Training Fund (CETF) for sustainable programs/projects in consonance with actualizing the 6th and 7th Cooperative Principles and Value of “Cooperation Among Cooperatives” and “Concern for the Community” – had shown that there is
no need for cooperatives to be taxed as these allocation of surplus to improve the quality of life of the poor communities, i.e,, feeding the malnourished children, providing medical services to the indigent patients, providing scholarships to poor students, etc. – are by themselves more than taxation. Indeed, cooperatives are tax exempt but they are tax-makers. A great portion of the surplus goes back to the poor members in the form of patronage refund or interest on capital. As the members are earning, they are not exempted from paying their individual income taxes. Too, because of the cooperatives, they are able to borrow funds to put up their individual livelihood projects, i.e., “karenderya” to those women who know how to cook or jeepneys or “motorelas” for men who know how to drive.
Orlan R. Ravanera
These are indirectly creating employment providing livelihood opportunities to the jobless which when consolidated will be about two (2) million jobs, based on the data bank of CDA. Directly employed by the more than 18,000 cooperatives nationwide is about 500,000 officers, staff and personnel. In a country where 6,000 Filipinos are leaving every day to work in other countries leaving their respective families behind, the employment contribution of the cooperatives is just amazing. Indeed, the blooming of the flowers may be very beautiful but such pales in comparison to the blooming of the cooperatives. This truism has been reinforced by a recent study conducted by the United States Agency See TRIBUTE, page 11
Letters from Davao
Earthquake revealed massive corruption MOTHER nature has her way of expressing her contempt at man’s penchant for insatiable greed and corruption. The series of strong temblors that shook Mindanao revealed how contractors and government regulators disregarded building standards and quality of materials used in vital projects such as public schools and othervgovernment buildings. We had been focused on death statistics and magnitudes of earthquakes we missed the more revealing and ghastly statistics that about 90% of the structures that crumbled, about to crumble and irreparable
are school buildings. The Department of Public Works and Highways which is the government regulatory agency that bid out and supervises the construction of these projects has a lot of explaining to do. So far the eerie silence from DPWH amidst the devastation on the heels of the series of aftershocks even tells us of the insensitivity of officials behind this despicable caper. Sec. Mark Villar should not wait for Pres. Rodrigo Duterte to make his own survey of the extent of the disastrous earthquakes. I am not faulting him as yet but he should organize a technical probe team then go out in
the comfort of his office and dig into the rubbles to find the answer to the question of why private buildings withstood the temblor and why government-contracted and supervised buildings were badly damaged. The destruction of school buildings was reported not only in Cotabato provinces which are adjacent to the epicenter but also in Davao del Sur and even in Davao City. These buildings house helpless school children and we can only thank the Almighty that He had spared them from harm. We are into a long holiday break but DPWH and the Department of Education must realize
Jun Ledesma
that allowing classes under the roof of these damaged structures is next to systematic murder. This is not an exaggeration so beware of the parents’ wrath. For now, school buildings that have structural defects should be declared unfit and thereafter demolished. As to who will be held liable will now be up to Secretary Villar and the Ombudsman. Mother nature is telling him there is massive corruption in his Department during and mostly before he assumed office.

She is already dead,” said their second child, Aurora Fernandez. Flora’s and Luciano’s caskets are kept at the second floor of their house, beside the room of one of their children, where their grandchildren sleep when they visit the oldies. Fernandez said that they also prepared for their father’s “time”. One of their
siblings bought Luciano memorial plan but did not reveal it to him until one day a notice from the company arrived and it was Luciano who received it. “They hide it to me that I still knew it because they were not able to pay for one month and a notice came, I read it. That’s the time I learned about it,” Luciano said. “But I will get back to them when they will not use my coffin,” Luciano said seriously. The Voice Unheard By DANNY ALUMBRO LABADAN School Head Tuburan National High School
“The youth is the voice of the next generation.“ This seems a new line but the thought may be old to some. If the youth represents tomorrow, then their voice must at least be heard…NOW. It pains a lot when you speak and nobody listens. It is comparable to a teacher giving lecture to an uninterested audience or a student explaining his idea to an unbelieving teacher. The missing link here is that nobody dares to listen. It doesn’t mean regaining the sense of hearing. It implies we need to discern the unspoken message of the younger ones today. They have minds of their own. They are aggressive, fun, creative though stubborn and willful sometimes. They initiate noise when they

said the government can rely on the media to disseminate information on its constitutional reform advocacy. The Constitutional Re-
think they are unattended. They crave for attention. They need guidance but most of all they need love. Sad to note that people can just easily stereotype them in a negative way. Let us not be indifferent to the youth. We must be generous in giving guidance, ego upliftment and understanding. They are young and they need to experience on their own the pangs of life. With that “baptism of fire”, they may be able to reshape the future. When they are led to the path of discovery, their voice may have gotten sense. Let us listen to their unspoken pleas, their confusions, fears and visions for tomorrow. Only then that we find meaning to the voice that was once unheard. form Roadshow held here in Cagayan de Oro is the third leg of the campaign throughout the country spearheaded by the DILG. Koronadal City, Globe Business launch Korona-911 emergency hotline GLOBE Telecom, through its enterprise arm Globe Business, and the City Government of Koronadal launch the Korona-911 emergency hotline, an all-in-one emergency communication for information dissemination and response coordination during crisis situations such as the Intensity 6.0 earthquake which hit the town on October 29 and was felt in the rest of Mindanao. Now ready to accept calls and serve the town’s 189,533 population, Koronadal’s 911 emergency hotline, under the management of Koronadal’s City Disaster Risk Reduction and Management Office, serves as a control center in the implementation of communication strategy for early warning, community
awareness, and coordination or dispatch of emergency response such as police, fire control, ambulance, and counter terrorism among others. Globe prepaid and postpaid customers in the City of Koronadal have the added advantage of being able to call the emergency hotline for free through their mobile phone even without load. “The operation of Korona-911 is very timely as the city is considered as the center of SOCCKSARGEN, a center of gravity of Region XII and it also happens to be a component capital of the first-class province, South Cotabato. I believe that this makes Koronadal an extraordinary city. It also shows that the city is willing to adopt
the latest technologies so as not to be left behind among other LGUs,” said Koronadal City Mayor Eliordo Ogena. Globe Business Senior Vice President Peter Maquera said: “Being a prime enabler of the Korona-911 hotline initiative gives us a sense of achievement and responsibility. This pushes us to further strive for excellence and commit to our purpose to help build our nation and to assist the people when emergency strikes.” Globe Business provided the hardware, setup of infrastructure and communication, text blasting through Amber by Globe Labs, and the Session Initiation Protocol (SIP) Trunking of the Korona-911 service. This partnership with
the City Government of Koronadal on the hotline is also in support of the United Nations Sustainable Development Goal No. 9, which emphasizes the need for investment in infrastructure and innovation, being identified as crucial drivers of economic growth and development. Globe Business is leading the way in encouraging local government units to adopt the integration of ICT and governance as a means of improving the delivery of government services and exchange of information. The said initiative supports Globe Telecom’s drive to transform the Philippines into a digital nation by instilling the importance of eGovernance to government offices.
Globe Business Industry Sales Head Elaine Carr talks about the company’s commitment to provide outstanding service to the people of Koronadal.

individual that ought to educate because I strongly believe that teaching isn’t about how much we receive but it is all about how much we put into giving,” she said. Teacher Clariz wanted to show her support to the student who strives hard to finish her studies despite the challenges of being a teenage mom. The family, friends, and netizens alike praised Teacher Clariz, saying that many would have misjudged and turned the student away as the baby would be a distraction in class. Teacher Clariz attributes Xavier University - Ateneo de Cagayan, her alma mater, for the formation she has undergone: “Xavier Ateneo molded me to become a better person whose heart is filled with God’s love and live by God’s words. The institution didn’t just give me the answers to my long wonders but it taught me how to make decisions without sacrificing my faith even in the toughest of times.” She graduated with a degree in BS Business Administration major in Business Economics in March 2019. “Xavier Ateneo pushed me beyond my limits that made me become an individual that can be a person for and with others. It served as my home and sanctuary that nurtured my growth. It helped me find God in all things, to love and understand people with their own tales,” she shared. “It helped me embody the principle of cura personalis (care for the whole person) to love ourselves and others. It helped me realize the values behind the wise words nemo dat quod non habet (no one gives what they don’t have).” Her story has helped spread awareness for being a good role model as a teacher. “We, teachers have so much to offer, we can do more and more for others. God gave us different missions and I think it’s time for us to do our part,” Teacher Clariz said. “Being a teacher takes so much courage because we have to deal with different personalities but if we will take the situation as a reason to grow and serve others, we will soon realize that being a teacher is indeed a blessing.” (Photo courtesy of Clariz Jane Lasala)
for International Development (USAID). No less than the head of the USAID’s Overseas Cooperative Development Council (OCDC) Dr. Judith Hermanson, Ph.D. together with key staff, has met me recently to present a Report on the 3-month Study showing in their conclusions that “where there are cooperatives, the quality of life in the communities is better” and that the “Philippines is the Cooperative Leader in Asia and the Pacific.” Indeed, based on that Study, Transformative Cooperatives are the ones to rectify the dysfunctions of the present economic model which has benefited only one per cent (1%) of the world’s total population as the DNA of the cooperativism is PROSPERITY FOR ALL as it is members-owned, value-based and principles driven and sustainable. In a land where 73% of the economy is controlled by the Oligarchs and Cartels manifesting gross inequalities and the decline in social justice, indeed that historic Tax Exemption case championed by Madam Fely, that was a battle pursued as a test case for and in behalf of the entire cooperative movement and no doubt, the cooperatives won as per Supreme Court decision dated January 22, 2010 – when the more than 10 million cooperative members nationwide rejoiced! That historic decision had put to fruition the 10-year struggle and advocacy of Madam Fely and getting the much sought justice from no less than the highest court. Now that you had left us our beloved champion, we can only bow down our heads to express our utmost gratitude. We now must understand the truism that a cooperative without advocacy is like a night without stars. Now that the cooperatives are again being taxed as big business are now apparently threatened as the cooperatives are harnessing their collective potential to rectify social wrongs as the Filipino people are now being awakened by our beloved President, let notice be served to one and all, that the cooperativism in this country has proven to be the countervailing force against poverty, social inequity, social injustice, ecological turbulence due to climate change and against violent extremism. Totoo po talaga, “Kooperatibismo laban sa terorismo,” yan po ngayon

Fri-Sun, November 1-3, 2019 ang panawagan sa isang bayan na meron ng mga Filipino Suicidal bombers. For those who have dreamt, struggled, advocated and even died for it, social change has been so elusive all these years despite 14 years of martial law and twopeople power revolutions. The systems and structures breeding poverty are still as formidable as ever. But NOT ANYMORE under the present dispensation and people empowerment through cooperativism is now the path under the leadership of our beloved President. Don’t you know that we have now some 53 cooperatives whose members were former combatants of the Moro National Liberation Fronts? Many were organized during the heights of the “Marawi Seige” and are now implementing livelihood projects. Don’t you know that some former commanders of the New People’s Army had already surrendered like Datu Subang in Surigao del Sur who is the chieftain of the 10,000-member Manobo Tribe? Together with TESDA and CDA, both offices have signed Memo of Agreement (MOA) to capacitate the surrenderees, to start a new life based on social justice through cooperativism. Please refrain from taxing them “baka bumalik sila sa dati.” Even the people with disabilities are now organized into cooperatives and are serving in the “blind massage” parlors in big malls. Tax mo kooperatiba nila? Wag! From liabilities of society before, they are now assets. Indeed, when economic dictatorship of the oligarchs is grafted in the democratic government, the outcome is the toxic growth of poverty, ecological turbulence due to climate change and violent extremism. Our ecological resources had been plundered no end as GAIA (mother Earth) has no more “lungs” (Where have all our 17 million of dipterocarp forest gone?); No more “veins” as 15 or the 25 major rivers in the country are dead while 10 of the 13 major bays are now biologically dead, to the detriment of our ecological people. The only countervailing force is the harnessing of the collective power of the people through cooperativism whose spirit has been gallantly advanced by Madam Fely. As the remains of our beloved cooperative champion will soon be buried, what comes to my mind is
the 12th stanza of the 17th century poem written by Thomas Grey in a Country Churchyard, to quote: “Perhaps in this neglected spot is laid, some heart once pregnant with celestial fire, hands that the rod of empire might have sway’d, or walked to ecstasy the living lyre.” To our beloved Madam Felicidad Ruiz, you had lived with us with that “celestial fire” as a cooperative leader par excellence for 43 years, creating a big breakthrough when DCCCO won over miraculously in the attempt to diminish the spirit of cooperativism which has now come of age as a transformative leading edge for a transformative future for people, planet, prosperity and peace, where ever you are, now with us, then with the stars and in the loving embrace of the Supreme Being, you must “walk to ecstasy the living lyre,” – with our firm salute, warm embrace and deepest love – DAGHANG SALAMAT for your amazing life in the Cooperative Movement! Don’t worry, we will continue your fight and advocacy – all for the greater Glory of God.

Capt. Nolan Tagsip, spokesperson of the Davao City Police Office, said eight sustained minor injuries and were treated in an onsite ambulance while one was rushed to the hospital due to a laceration wound on the head. Tagsip said the Himeji Building of the Ecoland Residence 4000 along Ecoland Drive has 56 units but only an estimated 15 units were occupied when the quake happened. Most of the unit owners had abandoned the building following the Magnitude 6.6 quake at 9:04 a.m. two days earlier, on Tuesday. The quake then registered Intensity 6 in Davao City. It is not clear how many occupants managed to get out of the building and how many are still trapped

inside. Nine persons, however, have been accounted for as “injured.” Paul Dumlao returned to his Unit 502 on Thursday morning to get some things after Wednesday’s quake forced him and other unit owners to “self abandon” what he said was a structurally unsound building. “We didn’t trust the integrity of the structure,” said Dumlao, who has lived in that unit for about a decade now. He said they noticed cracks in the fivestory building after the October 16 Magnitude 6.3 and more after the October 29 Magnitude 6.6 quake, and had in fact reported them to the management. But safety engineers of the DM Consunji Inc., Dumlao said, repeatedly told them the building was safe. The City Engineer’s Office, however, gave notice to the building’s owner on Wednesday that it is already not safe for occupancy and that it should be condemned. Dale John Llanario of Unit 413 said he was roused from sleep by the quake but he and his companions

could not get out of the unit because the door got stuck between debris from walls that had collapsed. He said they broke open some windows to get out of the building. The city’s 911 responders were quick to reach the area that police immediately cordoned off. Also among the first to arrive was Mayor Sara Duterte, later followed by siblings Paolo, 1st district representative, and Sebastian, the city’s vice mayor. The police identified the “rescued wounded” as Catley Ubas, 27 (head injury); Naser Inog, 27 (minor injur y on right hand); Baswil Ledya (minor hand injury); Park Jung O, a Korean national, 61 (minor head injury); Christian Vicente; Ledy A. Six vehicles were destroyed,” the DCPO progress report “re collapse of Ecoland 4000 condo” as of 11:30 a.m. said. (Manman Dejeto with a report by Carolyn O. Arguillas / MindaNews)

Teacher Clariz Jane Lasala: ‘Being a teacher takes so much courage’ CAGAYAN DE ORO CITY, Philippines — Her photos may have gone viral on social media recently but it was her story that captured the hearts of the people. Clariz Jane Lasala, a teacher from Butuan City, carried the baby of her young student while the latter was taking a test. The high school student could not find someone to take care of her baby at home so she brought her daughter to the classroom. “Ma’am, pwede ko magexcuse sa quiz today, wala man g’yud makabantay sa
akong baby?” begged the student. (Ma’am, may I be excused from the quiz today because no one will take care of my baby?) “Take the quiz and I’ll take care of your baby,” Teacher Clariz replied. Their exchange was posted on Facebook and has soon been shared by netizens and the media, calling the act as “inspiring and courageous.” “It was definitely something I would do in that kind of situation, seeing someone doing her part and exerting an effort … as
a student would, naturally make you want to help,” Teacher Clariz shared. “I carried the baby for almost two hours while her mom took the exam but I didn’t feel any struggle while the baby was with me because I accepted the situation as a blessing.” The event helped Teacher Clariz realize that being a teacher “doesn’t always equate to conducting quizzes, exams, and projects.” She said: “I wanted her mom to know that she was not alone in her battle, especially at that moment.
I want her to realize that whatever hardships she may go through as a student and as a mother, she will never be let down by the Man above.” Many teenage moms face the stigma when they come to school with their baby in tow. But Teacher Clariz decided that she would volunteer to take care of the baby so her student could take the test along with her classmates. “For me, being a ‘teacher for others’ must be the ultimate goal of every See TEACHER, page 11
