TESDA helps 8,882 returning OFWs, dependents

Up to 8,882 overseas Filipino workers (OFWs) and their dependents were given assistance by the Technical Education and Skills Development Authority (TESDA) in 2017.

TESDA Director General, Sec. Guiling “Gene” A. Mamondiong said that figures were based on the accomplishment report submitted by the Partnership and Linkages Office (PLO) of the agency in relation to the reintegration program for OFWs for 2017.

“For 2017, a total of 8,882 Overseas Filipino Workers (OFWs) and their dependents were provided assistance by TESDA,” the PLO Report stated.

Of this, 1,749 were given scholarship assistance such as training for work scholarship (TWSP) that included 189 beneficiaries from the TESDA Emergency Skills Training Program (TESTP); special training for employment program (STEP) 129; bottom-up budgeting (BuB), 102;

and private education financial assistance (PESFA), 35.

The TWSP had the most number of graduates with 1,483 or (84 percent). It was followed

by STEP, 129 (7.38 percent), BuB, 102 (5.83) percent and PESFA, 35 (2 percent).

by TESDA; 175 were surveyed and profiled using training needs analysis; 18 were assessed and certified; 9 were referred to regional and provincial offices; and eight dependents were referred to TVIs for training.

Based on reports from regional offices, OFWs from Saudi Arabia topped with the most number of those sent home with 847.

On One-Stop Service Center for Overseas Filipino Workers (OSSCO) under the Philippine Overseas Employment

Administration, 4,917 people were given assistance.

Of this, 2,606 were provided training assistance and scholarship program; 971 were helped

through the competency assessment; 89 on replacement of National Certificate (NC) and Certificate of Competency (COC); 73 were given the Certificate of Authenti-

cation and Verification (CAV); 51 on renewal of NC/COC; and 1,127 who inquired were given prompt assistance.

Filipino Workers (OFWs) is included in the 17Point Reform Agenda of TESDA in support of the socio-economic agenda of the current administration.

If students are selfdirected,then why do they need a teacher? The goal is for the students to become increasingly independent but self-directed learning is not about solitary learning similarly but it’s about learners become increasingly dependent, collaborative, and cooperative.

Furthermore, the reality is that the student or learn-

ers in a given context will likely have varying levels of competence and confidence with self-direction especially those who spent years in learning context that was dominated by a teacher-directed approach learning.

S elf-directed learning is more about people learn and creating an environment where they can

flourish. It elevates the role of learners recognize that learning happens when the individual learn takes ownership of her/his own learning. Teachers aid the learners as she/he grows in confidence and competence with information and research literacy. Teacher can help students to develop this skills in many ways, including coordinating opportunities for learners to share and guide one another.

Teacher helps the learners to engage in an evaluative process, assisting the students as he identifies ways to check his/her progress toward certain goals. The teachers devoted to this task will have more than good enough and important work to do so.

The main focus is simply upon being a guide as students grow in their capacity for self-directed learning.

How Trauma Affect Children Emotionally

Because of their innocence, it can doubly sad when a child experiences trauma. Adults typically have more experience and coping skills to handle trauma not like children which at their early age they are confused and frightened on the top of being depressed when shocking events occurs and they are helpless.

Children emotional health is just an important as their physical health.

Being your child biggest fan help your child develops a healthy emotional response if you parents are a good model. The effect of trauma in children is far more pervasive than adult image- millions of children affected by physical and sexual abuse. Trauma on children can lead to development of post-traumatic stress disorders. Often children and adolescent do not have necessary coping skill to manage the impact or stressful trauma. Children

who experience traumatic event might exhibit symptoms of post-traumatic stress disorder (PTSD).

Following to child exposure to traumatic event parents and teachers are like to observe the following symptoms: Re-experiencing constantly thinking of the event replying it over their mind, avoidance consciously trying to avoid engagement and trying not to talk about the event, negative cognitions and mood, arousal-being on edge being on their look out and being worried.

Symptoms resulting to trauma can directly impact children ability to learn.

Students might be disrupted and prevent them from paying attention in class. Long term result of exposure to violence include grade point averages, reduce graduate rates along with others increased incidences of pregnancy, joblessness and poverty.

DILG-Misor to submit more names of narco village execs

CAGAYAN de Oro City-The provincial director of the Department of Interior and Local Government (DILG) in Misamis Oriental revealed over the weekend that there are names of barangay officials in the province that are involved in illegal drugs that are not yet in the hands of the Philippine Drug Enforcement

Agency (PDEA).

“Amo pa kana i-submit sa PDEA, di pa kana mao,” DILG provincial director Edward Bhag wani said upon learning that there were no names of alleged narco barangay officials from Misamis Oriental that were released by PDEA last week.

Most children have two main educators in their lives .Parents and their teachers are the prime educators until the child attends early setting or starts school and they remain a major influence on their children’s learning throughout the school and beyond the school and parents have crucial role to play.

Parents are more likely to see the child education

as mainly their responsibility and they believed they had responsibility with the school. Parents now participate in a wider range of activity with their children and these include doing school projects together with making things, sports and reading. Parental involvement with children from early age has found to equate with better outcomes particularly in terms of cognitive and development.

What parent do is more important than who they are for children’s early development.

Home learning activities undertaken by parents is more important for children intellectual and social development than parental occupation or income. Like teachers, parents are also the most influential person in the lives of their children and mold them religiously for a better future and be a good citizen in the community.

Today is far more excellent than the education before. Learning of students now a days is great fast and efficient. It is more likely that the quality of education is excellent, the contribution of learning to the students has a great impact as well.

The possibilities of student to gain knowledge are greater than before. Some educators believe that although the system of education is efficient the majority of the modern students have no discipline, poor work ethics and are not very interested in learning about useful information.

When it comes to education it is not just about learn9ng the actual knowledge of science and arts, law or politics, but also absorbing and learning good manners and values. Most educators believe that the majority of students now a days show less respect to their teacher especially during class sessions, on the other hands, students in earlier time were more responsible about their behavior.

It may be true that the system of education before and today are bit different; whatever may be the difference both of these system are vital for students future.

Corruption in high places

THE Crusade for Clean Government, a volunteer watchdog sees corruption still happening in high places and continuously lurking into the veins of public service.

In fact, corruption remains pervasive as ever despite the effort of the Duterte administration to curb this malpractice in its two year of ascendancy.

And Malacanang protégés, lured by the glitters of gold, had betrayed -- one after the other -- their pledged of incorruptibility.

Case in point was the Department of Tourism’s Php60 million PR budget that landed into the hands of the Tulfo brothers.

The Crusade for Clean Government is up in arms against these monsters of public funds.

A Deeper View

The cha-cha debate

Widening the country’s political divide is the current Charter change debate that instead of enriching the conversation has only muddled the issues even more reducing the whole thing into a pro and anti Duterte battle.

The Duterte administration is pushing for this change not because there is a need for it proved by an overwhelming clamor from the very people that in a plebiscite approved it in 1987.

It is being pushed even if not clamored as shown in the survey by a renowned pollster where 60 percent of the respondents expressed negative view to such move, Charter change can thus be denominated as a mere adventure by the Duterte administration. Of course,

this administration will not accept this findings.

In fact, it is insisting the Charter change adventure will eventually be embraced by the populace once they’ll understand its merits. The administration’s machinery is now moving in full throttle to achieve this objective.

But the message the majority of those surveyed want Duterte to understand is that they’d rather that he spend more of his time, energy and government’s resources addressing their economic woes such as joblessness, low wages, spiraling cost of prime commodities, among many mundane concerns.

It’ll be pure folly if the Duterte administration continues to push Charter change despite the people’s opposition to it. Pushing it will just fuel its alienation

from the very people it swore to serve.

Compounding Duterte’s alienation from the Filipino people is his seeming reluctance to stand up to China over that country’s brazen incursion into our territory in the West Philippine Sea. The disputed territory where China is fortifying it into a military facility had already been adjudicated by the international court on sea and territorial disputes based in The Hague as ours.

Duterte’s reluctance to lift a finger on this internationally settled territorial dispute makes many people speculate that one of the reasons he is pushing for Charter change is for him to have the opportunity to define the Philippine territory that’ll be appeasing to China even if it means we’ll

lose the disputed territory to that country.

Charter change might be the way out for Duterte viza-viz the country’s territorial dispute with China where he seems to have lost his galls to stand up to China, observers say. Perhaps this observation needs looking into if it has basis in truth and in fact.

This speculation may sound wild at this point.

Once they fixed in their mind that something is wrong with another or with someting, and they were led to criticize the supposed wrong, no more subsequent manifestation of good faith on the part of the people who are said to have been involved in the alleged wrongdoing will ever be acceptable to them.

The example of the scandal that currently embroils

both the Department of Tourism (DOT) and Bitag Media Production Unit, Inc shows this. When news of this problem was publicized by the Commission on Audit (COA), almost all the critics of Ben and Erwin Tulfo of Bitag, and of their sibling, DOT Secretary Wanda Tulfo Teo, uniformly ganged up on them, crying that the Tulfos should return the amount involved in the scandal, which is P60 million.

On Monday, May 07, 2018, after a family council meeting, the lawyer of Sec. Teo announced to the media that Bitag would return the whole of the P60 million, up to the last centavo. They decided to do this, it would appear, not because they were admitting that the

transaction involving all of them was illegal, but to show that money was not the only consideration of the Tulfos in the transaction in question.

They again chanted, in unison, that the return by the Tulfos of the P60 million is no longer important; that the Ombudsman should continue investigating them; and that Secretary Teo should resign just the same from her post at DOT. Well, well, well! Evidently, among many Filipinos, good faith---or the good intention of a person--- is no longer of

The rule of thumb among right thinking Filipinos had always been, and, of course, should always be that, once a person who is being accused by his critics of wrongdoing is able to show good faith in his transactions, similar to what the Tulfos had done in their decision to return the contested P60 million even if no legal proceeding has taken place yet, criticisms and character assassination should already cease.

Lanao youth leaders join Malaysia educational tour

ILIGAN City--A four-day educational tour involving 30 Muslim youth participants from the two Lanao provinces kicked off Sunday with a send-off ceremony at the Laguindingan Airport, attended by local government and military officials.

On its third year now, the educational tour in Subang, Malaysia is a project of the Armed Forces of the Philip-

pines (AFP) in cooperation with the Malaysian Embassy.

In her message to the Lanao participants, Marawi City Mayor Majul Usman Gandamra encouraged them to learn from "culture and experiences of both countries."

“Education is one of the greatest consideration and priority of Marawi City. The youth has our full support because we want them to achieve excellence that is coupled with the virtues,

discipline and gratitude,” Gadamra said.

For his part, Maj. General Roseller Murillo, commander of the Army's 1st Infantry Division, emphasized the important role of the youth "as partners in nation-building."

“Malaysia is a modern community--they all unite against terrorism. Whatever good practices you may learn in your tour, you apply it here when you comeback," Gen. Murillo told the participants during the send-off

ceremony.

Dubbed the "Youth Leaders’ Educational Tour", the yearly tour for Muslim youth leaders aims to expose the participants to a predominantly Muslim country and

learn from their best practices.

It can be recalled that the first batch of the educational tour was held from November 23-26, 2016 while the second batch was on

November 20-23, 2017. Both events were hosted by the Malaysian government.

BTr raises ADB finances USD17-B projects in ASEAN countries P9-B from T-bills auction

MANILA -- The Bureau of Treasury (BTr) has managed to raise PHP9 billion during the PHP15-billion Treasury bills (T-Bills) auction Monday.

MANILA -- The Asian Development Bank (ADB) has poured in USD16.5 billion as of February this year for developmental projects in ASEAN member states.

This amount has financed 159 projects in Southeast Asia aiming to address the rising inequality in the region, narrowing infrastructure investments gap, and training skilled labors to fuel the ASEAN’s growth.

ADB data showed that

47 percent of its portfolio in the region went to Vietnam, which the Bank financed 59 projects worth USD7.8 billion.

Indonesia and the Philippines are the next biggest clients for ADB, accounting for 21 percent (USD3.5 billion) and 16 percent (USD2.7 billion), respectively, of its total portfolio in the region.

About 7 percent of ADB’s portfolio in ASEAN went to Cambodia, which amounted to USD1.2 billion; Lao PDR, with 4 percent share

amounting USD 730 million; Myanmar, with 4 percent share amounting USD620 million; and Thailand, with 1 percent share amounting to USD100 million.

The institution prioritizes projects in infrastructure including transport, energy, water, and urban services; public sector management; finance; health and education; water management and agriculture; climate change and disaster risk management; and regional cooperation and integration.

In particular, ADB’s

projects in the Philippine include 280 kilometers of national roads and bridges, detailed design of 300 kilometers of national highways in Mindanao; the JobStart Program in 32 local government units, helping 50,000 out-of-school youths to prepare them to join the workforce; and assisting in rehabilitation of 74 poor municipalities affected by typhoon Yolanda.

In one of the media briefings during the 51st ADB Annual Meeting from May 3 to 6, ADB Director General

for Southeast Asia Department Ramesh Subramaniam said the Bank remains optimistic with the economy of the region.

Subramaniam noted that ASEAN continues to be the fastest growing region in the world.

He added that this growth would be sustainable with better infrastructure connectivity and regional cooperation.

World Bank: 1 in 3 Filipinos has financial accounts MANILA -- Over a third of Filipinos aged 15 and above owns a formal account, according to the 2017 Global Findex published by the World Bank, the latest edition of the world’s most comprehensive database on financial inclusion.

Data showed that 34.5 percent of Filipino adults have a formal account that can be used to save money, make or receive payments, and receive wages or financial help.

Formal account refers to an account held in financial institutions such as banks, cooperatives, or microfinance institutions and can be an electronic money account as well.

Formal account penetration in the country improved by 3.2 percentage points from 31.3 percent in 2014, translating to more than 3.7 million Filipino adults who opened an account in the past three years.

While gains are modest, the Philippines made remarkable strides in indicators pertaining to digital payments.

The share of adults who used the internet to pay bills or buy something online grew by 6.3 percentage points to 9.9 percent in 2017, while those who made or received digital payments in the past year rose by 5.6 percentage points to 25.1 percent in 2017.

The prospects look bright as the Philippines takes deliberate measures towards digitization.

The Bangko Sentral ng Pilipinas continues to champion the National Retail Payment System (NRPS), its flagship program for digital finance. This is supported by

other government payments and implementation of the Philippine E-Commerce Roadmap.

The government is also setting the foundation of a digital ecosystem through the legislative measures such as the biometric national ID bill and Payment Systems Act. The 2017 Global Findex also highlighted key challenges to disadvantaged segments such as farmers and small businesses.

Those who borrowed start, operate, or expand a farm or business declined to 4.2 percent in 2017 from 13.6 percent in 2014. One in five adults received payments for the sale of agricultural goods, slightly unchanged from 2014 to 2017.

Aligned with this finding, the BSP is focusing its financial inclusion work to sectors that have long been wanting for much needed financial services such as agriculture and micro, small and medium-sized enterprises.

The envisioned approach goes beyond facilitating credit provision and involves creating a financing ecosystem that supports value chains and addresses fundamental issues in the financial infrastructure in terms of guarantees, crop insurance, movable collateral registry, and credit information system, among others.

Compared with ASEAN peers, the Philippines ranked in the middle with Singapore (97.9 percent) and Cambodia (21.7 percent) at opposite ends of the spectrum.

‘Unadulterated’ Soccsksargen treasures seen to lure more tourists

MANILA -- The Department of Tourism (DOT) is hyping up promotions on the beauty of Soccsksargen, offering the region’s “unadulterated” treasures to local and foreign tourists alike as it tries to increase the 2017 tourist arrivals by 5 to 10 percent this year.

On Friday, DOT Region 12 launched its Treasures of SOX: Travel & Trade Expo at Glorietta Activity Center, which ends Sunday.

Sox, short for Soccsksargen, refers to the provinces of South Cotabato, Cotabato, Sultan Kudarat and

Sarangani and the cities of Cotabato, Kidapawan, Tacurong, Koronadal and General Santos which comprises Region 12.

The grand expo, organized by DOT 12, together with the Department of Trade and Industry, Department of Agriculture, Department of Labor and Employment, Philippine Information Agency, Tourism Promotions Board and the Local Government Units of the region, showcased the natural and cultural richness, and the fresh and processed bounty of the seas and the land of Soccsksargen.

The event included trade fair, travel fair and sales calls, investment forum and matching, daily shows/cultural shows, fashion show, among others.

DOT Region 12 Director Maria Rica Bueno said the event carries their message that tourists’ safety is one of their priorities.

“You know (how) a lot of people see Mindanao, they will always have safety and concerns in their minds, but we won’t be here if we think that our visitors will be put at risk in coming to our places. We are inviting you to our home, so we know that you are safe.”

Bueno said Sox offers the purest it can give. It is a home of indigenous culture and tradition with direct link to Filipino identity, offering authentic experiences where tourists can immerse.

“I discovered that really, the strength of the region is agriculture and the environment. Personally, I call it unadulterated (place) because it’s pure, the culture is very authentic,” the regional director added.

Demolition order carries out peacefully, says Davao police DAVAO CITY – Despite weeks-long tension, police said Monday’s demolition of houses inside a privatelyowned property inhabited by irregular settlers here occurred without violence.

Senior Supt. Alexander Tagum, city police director, said the demolition in Salmonan corner Boulevard in Barangay 26-C was peaceful, with no reported incident.

The demolition was carried out after several weeks of tense negotiations between the court sheriff and the owners of over a hundred houses inside a 3,500 square-meter contested property.

Tagum said that in assisting court personnel

carry out the demolition, the Davao City Police Office (DCPO) implemented a temporary lockdown in Quezon Boulevard, Bangoy, Lizada and Juan Ponce streets to prevent violence from breaking out.

Several affected residents said they were surprised to find a column of police personnel in the area when they woke up in the morning. At 9 a.m, about 300 demolition men started tearing down houses.

“The demolition operation was generally peaceful and orderly due to the series of negotiations and the overwhelming security forces deployed,” Tagum said, adding the DCPO has deployed more than 1,200

police personnel in the area.

According to Tagum, the police personnel will stay in the area until the demolition is completed to prevent possible return, or resistance, of the informal settlers.

The house owners and some renters took their appliances and personal belongings to the street.

Some even managed to salvage materials that can still be used.

The past weeks saw tense negotiations between the landowner and the settlers.

Last month, the settlers allegedly planned to fight the demolition team by gathering empty bottles, nails, and other blunt materials.

Launching of program for NPA infested areas in Davao City set DAVAO C I T Y – T h e Davao city government will launch on Thursday its peace-building program for areas known to have significant New People’s Army (NPA) presence.

The launching in Paquibato Proper, this city, will be spearheaded by the Davao City Advisory Committee on Peace and Development (DC Peace Dev), the local peace body that Mayor Sara Duterte-Carpio created last year to initiate negotiations with the communist rebel group.

City Information Officer Jefry Tupas said the comprehensive peace-building program for Paquibato District was conceived after months of consultations between community members and the DC Peace Dev. Paquibato District, located in the city’s second congressional district, used to be a stronghold of the NPA in the early 80s, hindering the delivery of basic services and development in the area.

Tupas said the program includes components for agriculture, health, youth, women, security, Indigenous Peoples, and education.

As part of its functions, the DC Peace Dev oversees the implementation of poverty-alleviation programs recommended by communities where NPA maintains significant presence.

Mayor Sara has earlier cited poverty as the primary reason that pushes people in the rural areas to join the communist insurgency.

Environmental group lauds DENR resorts inventory DAVAO CITY -- The environmental group Interface Development Interventions (IDIS) has lauded the move of the Department of Environment and Natural Resources in Region 11 (DENR-11) to conduct an inventory of all resorts in Davao’s forest lands.

IDIS executive director Chinkie Pelino-Golle underscored the importance of the inventory in determining the resorts operating within

the region’s identified forest areas.

All of us—adults, teens, professionals, non-professinals, married, single and even children—experiences stress at times. Stress in one hand, can be beneficial. It can help people develop the skills they need to deal with possible threatening situations throughout life.

Stress on the other hand, is not helpful when it prevents a person from taking care of themselves or their family. You can put problems into perspective by finding healthy ways to cope. Getting the right care and support can help reduce stressful feelings and symptoms.

Teachers are not excluded in such stress activity, everyday and even in an hour, especially if you were torn between two dynamic problems, school work and family. Stress can lead to death if not cured or if not well attended. It needs proper solutions to address such problem. Some of the common workplace stressors are the following: • Low salaries.

• Excessive workloads.

• Few opportunities for growth or advancement.

• Work that isn’t engaging or challenging.

• Lack of social support.

• Not having enough control over job-related decisions.

• Conflicting demands or unclear performance expectations.

• L ack of Financial support for the assistance needed.

• Personal financial assistance for classroom maintenance because of evaluation.

• Pupils performance and attendance In all times stress cannot disappears when you got home, sometimes it will create and contribute bigger stress factor. A stressful environment can contribute to problems such as headache, stomachache, sleep disturbances, short temper and difficulty concentrating.

Chronic stress can result in anxiety, insomnia, high blood pressure and a weakened immune system. It can also contribute to health conditions such as depression, obesity and heart disease.

And most worst is death.

In order to prevent or cope this stress at your respective workplace, you have to do the following: Track your stressors.

Keep a journal for a week or two to identify which situations create the most stress and how you respond to them. Record your thoughts, feelings and information about the environment, including the people and circumstances involved, the physical setting and how you reacted. It could be the best to prevent the bigger cause of stress.

Develop healthy responses. Instead of attempting to fight stress with fast food or alcohol, do your best to make healthy choices when you feel the tension rise. Exercise is a great stress-buster. Yoga can be an excellent choice, but any form of physical activity is beneficial. Also make time for hobbies and favorite ac-

tivities. Whether it’s reading a novel, going to concerts or playing games with your family, make sure to set aside time for the things that bring you pleasure. Getting enough good-quality sleep is also important for effective stress management. Avoid taking too much of caffeine (coffee) and other carbonated drinks (soft drinks). Build healthy sleeping habits and avoid using gadgets (CP, PC, and etc.)

Establish boundaries.

In today’s digital world, it’s easy to feel pressure to be available 24 hours a day.

Establish some work-life boundaries for yourself.

That might mean making a rule not to check email from home in the evening, or not answering the phone during dinner. Especially when your school heads calls you at the mid of the night or even during the sleeping hours.

Take time to recharge.

To avoid the negative effects of chronic stress and burnout, we need time to replenish and return to our pre-stress level of functioning. This recovery process requires “switching off ” from work by having periods of time when you are neither engaging in work-related activities, nor thinking about work. If possible take time to relax and unwind to get rid of the work stress with friends. Turning off your cell phones might be a great idea too.

Learn how to relax. Techniques such as meditation, deep breathing exercises and mindfulness (a state in which you actively observe present experiences and thoughts without judging them) can help melt away stress. Start by taking a few minutes each day to focus on a simple activity like breathing, walking or enjoying a meal.

Talk to your co-teachers, head & supervisor.

Healthy conversation with your school heads and supervisors are typically more productive, so your heads will have to promote teaching staff well-being. This is not cause arguments but to create a better plans and managing stressors in work, so you can improve your skills and perform best jobs.

Healthy conversing will make it more comfortable and ma reduce the effect of stress in the workplace.

Get some support. Accepting help from trusted friends and family members can improve your ability to manage stress. Ask assistance from your co-teacher, department heads and heads to help you with your problems, mentoring the mentee program to assists you on work.

Avoid getting all pieces in a hand at all times. You are not a super hero.

The classrooms for elementary and secondary students built under his first term in 2013-2016 made Cagayan de Oro City one of the few cities in the country that was able to accommodate the inflow of senior high school students under the government’s K to 12 program, even including students from neighboring municipalities.

Stymied by the predominantly opposition council which time and again turned down his proposed budget, Moreno turned to the city’s Special Education Fund (SEF) to buy land for schools, build school buildings, promote sports development in public elementary and secondary schools, train teachers, and conduct researches.

Through the help of Synergeia Foundation, Inc. the city’s school community has improved the delivery of quality education for the students.

Established in 2002, Synergeia is a coalition of individuals and organizations working closely with about 400 LGUs to improve the delivery of basic education to Filipino children.

To boost the capability of seal recipients to improve education in their localities, PLDT and Smart will provide technology packages suited to the LGUs’ respective circumstances and needs.

Among the incentives are the Smart School-in-a-Bag, which includes a solar panel for schools without electricity, mobile devices, curriculumbased educational content, teacher training, monitoring, and evaluation.

The winners will also receive instructional materials from USAID Philippines.

Cagayan de Oro sole Mindanao city awarded Synergeia Seal of Good Education Governance C AGayan de Oro City has been awarded the Seal of Good Education Governance from Synergeia Foundation and the United States Agency for International Development (USAID), and a fitting recognition it is.

Cagayan de Oro, as the only city in Mindanao, along with four towns in the Autonomous Region of Muslim Mindanao (ARMM), was recognized for its outstanding efforts in delivering basic education to their constituents.

The four towns are Simunul and Bongao in Tawi-Tawi, North Upi and Datu Paglas in Maguindanao.

The five Mindanao Local Government Units (LGUs) are among the two cities and 22 municipalities from Luzon, Visayas, and Mindanao to receive the recognition. Valenzuela City was the only other city to receive the recognition.

Cagayan de Oro City has pushed local government’s initiatives in providing quality basic education to public school children and for making it a priority under Mayor Oscar Moreno’s administration.

Moreno, who was earlier dubbed an Education Champion by the Department of Education, pushed for the con-

struction of new classrooms in the elementary and secondary levels in his first term, after the mere handful built by the previous administration in the face of the rising population of children of school age in the city’s populace.

According to a recent report from the Cagayan de Oro Expanded Local School Board, from School Year 2013-2014 to School Year 2017-2018,

the city government under the present administration invested some P2.5 billion for education infrastructure projects, mainly for new classrooms, school buildings and new campuses funded by the one percent share of real property taxes.

In fact, from 2013 to present there were 9 school sites acquired and 461 classrooms built (97 Elementary; 364 Secondary) with more projects for implementation mostly in barangays where classroom and school facilities were previously non-existent or inadequate to house the growing student populace.

But Moreno did not do it alone, but also involved the community, teachers and parents by empowering them through trainings and workshops for their role in molding a child’s education, in partnership with the Synergeia, PLDT and Smart Communications and other private entities, primarily by

expanding the membership of the Local School Board (LSB) to include private schools, the local chambers of commerce, interfaith organizations, the youth and non-teaching personnel of the Department of Education.

Key performance indicators monitored by the LSB indicate the present thrust is a step in the right direction.

For instance, more and more school children are completing grade six, with an increase of completion rate at 2.29% in both public and private elementary level from SY 2016-2017 to SY 2017-2018.

The LSB report said a major factor in the increase of Key Performance Indicators is the contribution of City Government of Cagayan de Oro City through the Local School Board in terms of establishments and purchases of additional school sites, construction of school buildings, conduct series of trainings

and workshops to educators, parents, barangay officials and other stakeholders and other related activities.

An increase in the number of independent and instructional readers and a corresponding decrease in the number of non-readers and frustrated readers indicate the city is making the right moves.

Moreno shared his vision “For Cagayan de Oro to fortify and enhance its role as the Education Center, not just of Northern Mindanao, but of the upper half of Mindanao.”

“After all, the first public high school in this part of the country was established here in Cagayan de Oro in 1909 during the American era.

From pre-school (aged 3-5) to Senior High School, the city provides quality education to its residents, efficiently done in collaboration with DepEd and all other stakeholders of the city,” he noted.
