Coalition candidates mourn ‘Dongkoy’s’ untimely death By CRIS DIAZ Executive Editor

THE coalition political party of the Padayon Pilipino-Centrist Democtratic Party mourned the untimely death of former Cagayan De Oro City Mayor Vicente “Dongkoy” Emano, 76, who succumbed to Pneumonia in his hospital bed 12:28 Tuesday morning. In a statement, Mayoral candidate Jose Gabriel “Pompee” La Viña said that Cagayan De Oro and Misamis Oriental lost one of the most respected local political leaders of all time. Emano, who was running as Vice Mayor of Cagayan De Oro City at the time of his death, was La Viña’s running mate in the Mayoral contest come May 13, 2019 election. While expressing his deepest sympathy to the bereaved family of Emano, La Viña also conveyed his resolved to continue the aspirations of Emano as the “man of the

poor and the less fortunate.” He said that the passing of Emano served as an inspiration for all of us in the Padayon Pilipino and the Centrist Democratic Party (PDP-CDP) to pursue Emano’s aspirations to serve the people. La Viña said that he will not renege his promise to pursue the creation of the “new Cagayan De Oro” in line with Dongkoy Emano’s pro-people principle of governance. As if he has a premonition of the things to come, Emano has given instruction to the coalition candidates to “continue the campaign,” no matter what happens,” La Viña said. Bong Go campaigns for PDP senatorial candidates, gets strong support from Metro Manila leaders MANDALUYONG CITY – The leaders of the city on Sunday endorsed the senatorial bid of former Special Assistant to the President and 2019 senatorial candidate Christopher Lawrence “Bong” Go and the rest of the Partido Demokratiko Pilipino-Lakas ng Bayan during their campaign rally in Dambana Circle here. Go was joined by fellow PDP senatorial candidates Sen. Koko Pimentel, Former PNP Chief Ronald Dela Rosa, as well as representatives of Francis Tolentino and Dong Mangudadatu. Go, in his speech, urged the people to support the PDP-Laban senatorial candidates to help President Rodrigo Duterte fulfil his promise to uplift the lives of the Filipino people for the remainder of his term. He added that he would also look into the possibility of extending the term of incumbent village officials whose term of office was cut short as a result of several postponements of barangay elections. Go assured the people of the city that they can count on him and the rest of the PDP senatorial slate to support development and infrastructure programs that would benefit the people of Mandaluyong and adjacent cities. Among others, Go cited the P1.1-billion Blumentritt-Antipolo Bridge, which calls for the construction of an arch bridge to connect Makati and Mandaluyong to reduce traffic in the area. The feasibility studies for the project have been completed in September last year. No debate, Moreno is the only clear choice for Oro CHARLOTTE, North Carolina—If I were still a voter in Cagayan de Oro City, I won’t hesitate to vote Mayor Oscar Moreno for a third term. In fact if the elections were a job screening process, I won’t think twice to accept Mayor Oscar Moreno’s application for a fresh threeyear mandate. My conviction and faith in Mayor Moreno were further reinforced by the April 30 mayoral debate sponsored by Lihok Movement 2019-Cagayan de Oro/ Misamis Oriental chapter in cooperation with the Commission on Elections (Comelec). Held in Xavier University’s Little Theater, the debate featured Moreno and three other candidates and is part of a series of debates aimed at enabling the voting public to familiarize themselves with the candidates running for office. And after listening to Moreno and the other candidates and observing their body language, decorum and answers to questions posed to them, I can honestly and safely say that Mayor Moreno is the most competent, patient and confident choice for Cagayan de Oro City’s voters. I watched that debate

broadcast live by Parasat Cable TV on their Facebook page so many times that I can stand by my assessment. Not because he happens to be the incumbent but Moreno has a clear vision and plans for Cagayan de Oro to back up his solid six year track record. His admission that “we have to do more” is a clear manifestation that Moreno is serious in leaving an enduring legacy to the people of Cagayan de Oro. Moreno had the class and the wisdom to inhibit himself from stooping down to rival Pompee La Vina’s constant mudslinging which is more than I can say to that pathetic excuse of an opposition candidate. I was also amused by candidate Felix Borres for assuming the role of mediator during heated moments in the debate and his efforts delighted both his supporters and the mayor’s camp. In contrast to Moreno’s class—the mayor going out of his way to defend the female moderator from La Vina’s crass, malicious attacks is the mark of a true gentleman—La Vina came across as sarcastic as he insulted the facilitator. “Estrikta ka maybe Moreno ka (You’re strict, maybe you’re pro-Moreno).”

It was only Mayor Oscar Moreno who answered the questions posed to him directly by the moderator and he didn’t talk out of topic nor resorted to name-calling for the most part unlike La Vina. But every person has his or her boiling point and I understood why Moreno had to directly call out La Vina for crossing the line with his repeated attacks against him that violated the parameters of the debate. The female moderator had to keep reminding La Vina and by extension the other candidates to stick to the questions asked and Moreno took the opportunity to remind the audience about Pompee’s controversial and disastrous shortlived stint as Social Security System (SSS) commissioner. Moreno also reminded the audience that Pompee’s stint at other agencies like the Departments of Tourism and Agriculture were hounded constantly by allegations of corruption which La Vina never adequately answered, except to point accusing fingers at those he deemed corrupt, including Moreno. Throughout Pompee’s demolition job, Moreno stood tall and resilient and that only goes to show that

Moreno is the mayor that Cagayan de Oro City residents need for the next three years. Moreno’s only flaw in that debate was in responding directly and without any mudslinging on his part but I don’t see that as a flaw. He has a lot to share in terms of his administration’s plans and vision and it was a shame that he was limited by time constraints. Listening to that young lady from XU’s Debate Club and her appeal to the voting public to vote for those who follow the law and engage actively with the public made me sure that Moreno fits the bill. How can one expect order and good governance from a man who constantly repeats his accusations without solid evidence even when he is out of ordered during the debate? Seeing Pompee in action for the second time made me more disappointed in him. Pompee’s sniping at the audience who disagreed with him and/or were fed up with his attacks on Moreno showed what kind of man he is; someone who won’t hesitate to resort to gutter See DEBATE, page 9

Goodbye ‘Dongkoy’ Emano (A TRIBUTE) THE “peacemaker” of Mindanao finally finds eternal peace in the bosom of the Supreme Architect of the Universe. Former Cagayan De Oro City Mayor Vicente “Dongkoy” Emano expired exactly 12:28 in the morning of May 7, 2019 in a private hospital in Cagayan De Oro City. As a newspaperman, I followed the political life of Dongkoy when I was assigned as the regional head of the Philippines News Agency (PNA), a government-run news wire service, in Cagayan De Oro City in 1986. Prior to my assignment in Cagayan De Oro City, I already heard about Dongkoy’s political exploits during my stint in the Lanao provinces in 1981. Being adversarial is the common characteristic of a newspaperman. There is nothing wrong with that attitude. After all, a journalist is supposed to be independent and detached from his job as an exercise of fairness. Like any other, I treat elected politicians as a publicly accountable official. I

have the meanest attitude toward “onion-skinned” politicians who employ every means to silence the free market of ideas. I distance from the people who worked behind politicians, especially those perceived to be corrupt, with the suspicions that they are among the conspirators who pursue the politician’s agenda. Thus, I always scrutinized the politician, his works, the people behind him, and the way he served the constituents. With due respect to all the politicians that I have known personally, Dongkoy was exceptional. The man was honest and down to earth. In spite of the differences in opinions, Dongkoy was a kind hearted person, a man with a Lion’s heart and compassion. With due respect to others, Dongkoy was the only politician that always delivers whatever he promises. That makes Dongkoy credible as a person and as public official. Here is a man who did not use the influence of his office in the pursuit of

personal caprices. When we became friends, I realized that the criticisms and accusations of his political rivals were all lies. In fact, I personally made an investigation on Dongkoy’s dealings with other people. In all those investigations, I found Dongkoy “clean,” the reason that he gained my personal respect and admiration. Actually, as a writer, I personally do background checks on all politicians to be able to learn their personal lives, attitudes, and dealings with the constituents before I would decide to get closer. Some politicians are “plastics,” “exploitative,” and are dictated by the members of the family. There are politicians who make decisions as instigated by people who claimed to be trusted supporters. There are politicians who buy friendship to be able to gain favorable admiration. Call it bias, but as a writer, I never capitulated with politicians with known issues that otherwise cast doubt their integrity as an elected public official.

Admittedly, other than Dongkoy, I have established closeness to some politicians. Our friendship was personal and has nothing to do with my job as an independent writer. Dongkoy ‘though, was incomparable. In the beginning, we were the best of the enemies - as far as my being a writer is concerned. In the end, we were the best of friends. A friendship that was cultivated out of respect. A friendship of trust that we silently keep in our hearts. With the passing of Dongkoy, I lost someone that transcends beyond political and personal friendship. I lost a friend whose biases and eccentricity, I appreciated and respected like no other. With the bereaved family and together with the people of Misamis Oriental and Cagayan De Oro, whose lives Dongkoy have touched, I joined them is this hour of grief. Rest in Peace my friend. Ramadan is a month-long fasting of to commemorate the first revelation of the Quran to Muhammad. This annual observance is regarded as one of the Five Pillars of Islam. For one thing, the fast is intended to bring the faithful closer to God and to simply remind them of the suffering of those less fortunate. This is the reason why Muslims do charity works and feed the hungry. This is the foundation of the Islamic faith practiced by Muslims around the world. Further, fasting is also seen an exercise in self-restraint. It is a way to physically and spiritually detoxify. It is also a time to detach from worldly pleasures and focus on oneâ€™s prayers. APPLICANT, Agusan del Sur Electric Cooperative, Inc. (ASELCO for brevity), by counsel and unto this Honorable Commission, most respectfully states:

1. Applicant ASELCO is an Electric Cooperative created and existing pursuant to the provisions of Presidential Decree No. 269 as amended, with principal office located at San Francisco, Agusan del Sur, Philippines, represented herein by its Officer-in-Charge to the Office of the General Manager, Leah Fe F. Estillore, duly authorized by virtue of Board Resolution No. 27, series of 2019 dated March 8, 2019, of the Board of Directors, copy of which is attached hereto as Annex “A” and made an integral part hereof.

The filing of the instant Application is likewise authorized under the aforecited Board Resolution;

2. Applicant has been granted by the National Electrification Administration (NEA) an authority to operate and distribute electric light and power within the coverage area comprising the City of Bayugan and the Municipalities of Sibagat, Esperanza, Talacogon, San Luis, Prosperidad, San Francisco, Rosario, Bunawan, Trento, Sta. Josefa, Veruela, La Paz and Loreto, all in the Province of Agusan del Sur; THE APPLICATION AND ITS PURPOSE

3. This Application is filed in compliance with ERC RESOLUTION NO. 16, Series of 2009, otherwise known as “A RESOLUTION ADOPTING THE RULES GOVERNING THE AUTOMATIC COST ADJUSTMENT AND TRUE-UP MECHANISMS AND CORRESPONDING CONFIRMATION PROCESS FOR DISTRIBUTION UTILITIES” adopted pursuant to the mandate of Section 43 of Republic Act No. 9136 otherwise known as the Electric Power Industry Reform Act of 2001 (EPIRA) and its implementing Rules and Regulations, in relation to ERC Resolutions No. 17, and 23, all Series of 2009, and Resolution No. 21, series of 2010, mandating the filing of consolidated application for the over/under recoveries of all distribution utilities for the approval/confirmation of the Commission;

4. The aforecited Guidelines were adopted and issued by the Honorable Commission in the furtherance of the following reasons, to wit:

4.a. The Commission has adopted several automatic cost adjustment mechanisms in separate issuances and it is deemed ideal to consolidate, update, and rationalize the requirements under all said separate issuances;

4.b. The Commission finds it necessary to establish a systematized confirmation process that conform to the due process requirement of the law for the following automatic cost adjustment and true-up mechanisms:

Automatic Generation Rate and System Loss Adjustment Mechanism; Transmission Rate Adjustment Mechanism; Lifeline Rate Recovery Mechanism; Local Franchise Tax Recovery Mechanism; Local Business Tax Recovery Mechanism; Guidelines for the Calculation of the Over or Under Recovery in the Implementation of Lifeline Rates by Distribution Utilities; 7. Guidelines for a True-Up Mechanism of the Over or Under Recovery in the Implementation of the Inter-Class Cross Subsidy Removal by Distribution Utilities; 8. ERC Resolution No. 12, Series of 2005, “A Resolution Approving a New Policy on the Treatment of Prompt Payment Discount (PPD)”; 9. Guidelines for the Calculation of the Over or Under Recovery in the Implementation of System Loss Rate by Distribution Utilities; and 10. Rules for the Calculation of the Over or Under Recovery in the Implementation of Transmission Rates.

5. For purposes of determining the under/over recoveries on the implementation of the aforeenumerated automatic cost adjustments and true-up mechanisms, the formula provided for under Resolution No. 16, series of 2009, as amended by Resolution No. 21 and 23, series of 2010 was applied by the Applicant;

6. A summary of the pass true cost vis-a-vis the actual collection on the above-mentioned implementation of various automatic cost adjustments and true up mechanisms are presented hereunder, as follows:

9. In compliance with Section 2, Rule 6 of the ERC Rules of Practice and Procedure, copies of this Application together with all its annexes and accompanying documents had been furnished by Applicant the Legislative Body of the municipality of San Francisco where Applicant principally operates and the Legislative Body of the Province of Agusan del Sur. Likewise, the Application was published in a newspaper of general circulation within the franchise area of the Applicant.

10. As proof of compliance of the service of the copies of the Application together with all its annexes are the Certifications issued by the Authorized Representatives of the Local Government Units and/or the Affidavit of Service executed by an employee of the Applicant and the first page of the Application bearing the receiving stamp of the aforementioned Offices as Annexes “V” and “W” respectively. Likewise attached hereto as Annexes “X” and “Y” are the Affidavit of Publication and the newspaper issue containing the published Application;

11. Moreover, prior to the filing of this Application, a pre-filing conference with the concerned staff of the Commission was conducted pursuant to Section 4 of Rule 6, and for purposes of determining completeness of the supporting documents attached to the Application.

Behind in second place is Pompee La Viña of Padayon Pilipino with a voter preference of 21.3%. Independent contenders Felix Frias Borres stand at 0.6 %, while Ben Tiu Contreras at 0.0%. Undecided voters accounted for 17.3%, while 0.5% had no response. The margin of error is at ±3.0 percentage points with 95% confidence level. Moreno remains the favored candidate in both districts of CDO with 59.8% of voter preference in District 1 and 60.7% in District 2. La Viña got the second highest share of voter preference in District 1 with 18.4% and 23.9% in District 2. Borres and Tiu got less than 1% support of the registered voters each in both districts. The undecided voters were at 20.9% in District 1 and 14.0% in District 2. C omparing the two KURO surveys, Moreno garnered 61.5% in the overall share of the voters’ preference in the first survey while in the second one, he got 60.3%, a difference of 1.2 percentage points. Undecided voters were at 15.0%. The margin of error is at ± 4.3 percentage points with 95% confidence level. Uy went from 66.1% in the first survey to 65.8% in the second one, while Acenas got 16.4% and 15.4% in the two polls, respectively. Banaag went from 1.9% of voters’ preference to 2.7%. Statistically, there is no significant change in the differences between the results of first and second surveys as regards the three candidates. In District 2, Rufus Rodriguez (CDP) has the support of 57.3% of the registered voters. Trailing behind Rodriguez are Alam Lim (PDP-Laban) with 33.0% and Roger Villazorda (PFP) with 0.8%. Only 8.7% of the voters remain undecided, while 0.2% has no response as to their preference for a congressman. The margin of error is at ± 4.2 percentage points with 95% confidence level. Between the first and second polls, Rodriguez and Villazorda had no statistically significant change in their results.
