Spoiled ‘pansit’ served in campaign rally downs 42 OFW runs for brgy chairman, vows to look after youth’s welfare, provides basic services

SAN Francisco, Agusan del Sur--At least 42 residents, half of them children, were rushed to a government hospital after eating spoiled noodles served during a campaign rally by village polls bets on Saturday night.

Police said the victims, including 21 minors from the interior village of Tagapua were brought to D.O. Plaza Memorial Hospital (DOPMH)after experiencing abdominal pains, vomiting and loose bowel movement after eating the spoiled noodles (pansit).

Initial findings from Dr. Shane Mae Falcon of DOPMH said the victims were infected with a foodborne bacteria with moderate dehydration after eating the pansit used as a sandwich on bread and soft drinks served during a rally of candidates led by village chair bet Ireneo Cale.

Cale’s wife Lucena admitted the noodles may have been spoiled since these were spare food they eaten at noon during a family celebration but were actually prepared and cooked in the morning.

Agusan loggers mock ban

SAN Francisco, Agusan del Sur--The illegal cutting of trees continue in the Caraga region, despite a nationwide log ban that remained enforce after then President Benigno Aquino III ordered it in 2011.

Aquino issued the total ban through Executive Order No. 23 last February 2011 to address forest denudation.

He also issued EO 26 which created the National Greening Program to start a massive tree replanting program.

A team from the military and the Department of Environment and Natural Resources (DENR) discovered on Friday at least 100 round logs, the latest sign of continued cutting of trees in the area.

The logs were seized by the team in La Paz town, Agusan del Sur, a province which relies heavily on woodcraft industries.

Capt. Rodulfo Cordero Jr., spokesperson of the Army’s 401st Infantry Brigade based in Agusan del Sur, said the logs were found floating on Adgaon River, Barangay Poblacion in La Paz. Informant Cordero said an informant tipped off authorities about the presence of the logs on the river.

The logs, Cordero said, were believed to have been from trees cut in remote areas of San Luis, another Agusan del Sur town, and La Paz. They were “flushed downstream by heavy rains,” Cordero said.

DSWD: Political candidates cannot enroll or delist 4Ps beneficiaries

The Department of Social Welfare and Development is reminding the public, especially the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) that no political candidate or incumbent politicians can enroll and include poor families to or delist them from the Program.

According to Nestor B. Ramos, Regional Director of the DSWD Field Office

X, said that only the agency can include poor families to the Program, and can delist beneficiaries from it.

“The Pantawid Pamilyang Pilipino Program is a poverty reduction initiative of the national government. It is being implemented with other national government agencies and with nongovernment organizations and civil society groups

which are helping us monitor the implementation of the program. Our political candidates have no hold in the inclusion and exclusion processes of 4Ps,” Ramos explains.

He further stated that the DSWD no longer enroll families to the program since it has already conducted its second round household assessment last 2015 through Listahanan

– the national household targeting system of the national government that identifies who and where the poor are in the country.

“We have already finalized our list of beneficiaries for the 4Ps, and we are now making sure that these families are benefitting from the Program through their children’s education and health.”

“Should there be fami-

lies who are not included in the Program but still needing assistance from DSWD, we have other social protection programs that can cater to their needs such as the Sustainable Livelihood Program (SLP), Social Pension, Assistance for Individuals in Crisis Situation (AICS), among others. We would be happy to assist them provided that they fall under the quali-

fications of the programs we have,” he added.

The DSWD assures the 4Ps beneficiaries that they can exercise their right to suffrage during this coming elections without the fear of being delisted from the program.

Authorities intensify anti-illegal logging, illegal mining drive in Normin

For violating the provisions of Section 77 of Presidential Decree 705 or the Forestry Code of the Philippines, as amended by EO 277 and renumbered by Republic Act 7161, personnel from the Department of Environment and Natural Resources, Region 10 (DENR 10) with elements from the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) apprehended a total of 133,766.83 board feet of lumber, 309 cubic meters of logs/log bolts and 62 tools/equipment with an estimated value of P2,227,777 during its April 26 and 27 operation in the region.

Security heightened in Region 12 for May 14 barangay, SK elections GENERAL Santos City-Police units in Region 12 have stepped up their security operations in line with the start of the campaign period on Friday for the May 14 Barangay and Sangguniang Kabataan elections.

Supt. Aldrin Gonzales, public information officer of the Police Regional Office (PRO)-12, said Thursday all their units are on high alert for possible security-related disruptions related to the

nine-day campaigning and the upcoming polls.

He said they are closely watching areas in the region that are considered potential hotspots in the run-up to and during the elections.

“We’re ready for the campaign period and all security measures towards the election day of all our units are already in place,” he said in a radio interview.

Wednesday a total of 209 barangays in the entire region as election hotspots.

Some 201 barangays were placed under the orange category, seven under yellow and one under red.

Areas under the red category are considered in critical situation while those under orange have confirmed “presence of armed groups and organized movements outside the law.”

Villages under the yellow category were identified based on their “history of political unrest.”

Gonzales said they have laid down the necessary preparations to ensure that the coming polls in the area

would be secure, peaceful and orderly.

He cited the deployment of personnel in identified critical areas to avert the possible occurrence of violent incidents.

Citing their assessment as Thursday, he said the entire Region 12 remains generally orderly and peaceful despite the bomb explosion in Koronadal City last Sunday.

“It did not affect the overall security situation in the region,” Gonzales said.

He said all their unit have upgraded their security measures within their areas of responsibility to preempt or counter similar attacks.

CAGAYAN de Oro City-The unidentified body of the slain communist New People’s Army (NPA) was turned over to a tribal leader in the mountain village of Malitbog in Bukidnon, a police official said Monday.

Insp. Hubert Terol, head of the Malitbog Police Station in Bukidnon, said that the decomposing body of the unidentified rebel was turned over to Datu Juliano Lipangga, the tribal leader in the mountain village of “Victory” in San Luis, Malitbog, Bukidnon.

He said that the dead body was recovered by the military during the clearing operation in the mountains of “Victory” after the government troopers encountered the NPA Friday afternoon.

According to the military report, the sporadic fighting between the members of the army’s 8th Infantry Battalion and the NPA, which took place about 40 kilometers from the town of Malitbog ended in a running gun battle.

Lt . Col. Ronald Illana, Commanding Officer of 8IB said, that a team from the 8IB was dispatched to the area in response to report about the presence of an armed group who were reportedly asking Permit to Campaign (PTC) and Permit to Win (PTW) to Barangay and Sangguniang Kabataan candidates.

The nationwide 2018 Barangay and SK elections is scheduled on May 14, 2018 and the official campaign period started Friday.

“I am deeply saddened that another deceived Filipino citizen died in an encounter with my troops,” Illana said in a statement.

He said that the NPA recruit members and when an encounter happens, they leave their recruited member behind dead or wounded.

Recovered along with the dead body was an M16 rifle. There was no report of casualty on the government troopers, Illana said.

(NPA) rebels led them to the discovery of alleged NPA camp in their pursuit operations in Malimono town in Surigao del Norte on Saturday morning, a report from the military said.

Brig. Gen. Nemesio Gacal, commander of the 402nd Army Brigade, said soldiers of the 30th Infantry Battalion conquered a huge NPA camp after in a 20-minute fire fight with the rebels believed to be part of Guerilla Front 16B Northeastern Mindanao Regional Committee.

Lt. Col. Allen Raymund Tomas, 30IB commanding officer, said troops were sent to the area after the candidates confided to them that rebels were allegedly extorting them with P15,000 each as “permit to campaign

in areas under the influence of the guerrilla movement.”

“They are crying foul against this money-making scheme of the NPAs,” said Gacal, adding “through the information given to us, we were able to locate NPA camps, engaged them in a fire fight, and seized various war materials.”

Recovered from the NPA camp were M16 rifle, six improvised explosive devices (IEDs), 10 backpacks, a hand grenade, seven hammocks, live ammunitions for AK-47 and M16 rifles, a Yaesu Icom radio, a sack of rice, medical supplies and subversive documents.

DATU Odin Sinsuat, Maguindanao--The Police Regional Office of the Autonomous Region in Muslim Mindanao (PRO-Armm) has ordered an investigation into the ambush-slay of a government nurse here on Saturday night.

Betsy Yap, a nurse of the Armm’s Humanitarian Emergency Assistance and Response Team (HEART), was killed in an ambush in Barangay Tenorio here.

Two others were hurt in the ambush but her mom, South Upi Municipal Councilor Beatrice Yap, who was also in the same car, survived unhurt along with another town lawmaker, Reymundo Quinlat.

Yap and her mother were traveling to Cotabato City from Barangay Tenorio when gunmen opened fire on their vehicle and fled on a motorbike.

The call of the hour is basically to discern by embracing with a heart the press club code ethics.

Here is an excerpt of the Code of Ethics ratified by the Cagayan de Oro Press Club general assembly on December 22, 2001: “We shall be guided at all times by accuracy, fairness, independence and balance, and should not deliberately mislead or misinform the public.

We shall respect and observe the right to privacy except where there is significant public interest.

Only can the best human resources boost the nation’s prosperity—we have to pay attention. Only the best quality people can change the nation’s life. Nelson Mandela stated strongly that Education is the most powerful weapon which you can use to change the world.

There have been so many facts in our lives throughout the world. Education has the power to bring the nations into the best lives when they are really qualified. I don’t know how many research articles I have reviewed so far.

I cannot mention them one by one because I have never documented them. After I have reviewed, I returned them to the managing edi-

But, among those research articles, I also have found some findings that education is the significant factor for changing the human beings lives. When people are highly—qualified and educated, they tend to have more initiatives, creativities, and tactics to tackle their problems every day. If no solution is found, at least they can do another thing as sublimation.

On the contrary, when people have very low education throughout the country, they tend to make their problems accumulated. These accumulated problems have never been solved. This abundance of life burdens can lead themselves into the more dangerous chaos. When this condition is ignored by the top leader in the country, it will become the disastrous weapon to downgrade the whole nation. Finally, all the people live in chaotic and serious problems without knowing what solution to be taken. They are easily manipulated in political affairs.

The situation above was highlighted by Nelson Mandela during his life when leading his nation in his country. For that reason, he bravely stated that education is the most power-

ful weapon we can use to change the world. Never ignore this political will, especially for the top leaders in the country. Politics and education are like the two sides of a coin. When one dominates this coin, while the other is ignored, meaning we stop to be the best nation. Instead, we live with the nation being left behind by other nations in the world.

The top leaders should pay attention to all educational aspects in the country nationally. Priority can be emphasized on education plan and its grand design.

Teachers and their prosperity become the priority.

Other aspects can be paid attention, such as the best system and infrastructures supporting the education process.

This is how I see the survey results being purveyed by the Social Weather Stations (SWS) pertaining to Filipinos who allegedly claim they are no longer poor. First, SWS clearly did not provide any standard by which the public will understand who are those who are no longer poor, and those are still impoverished.

It merely said, 58.2 percent of Filipino families are now claiming they are no longer poor. But, wait a minute, SWS. Who are to be considered poor? And who are those who are no longer poor? What was the standard you used to classify those who are still poor and those who are no longer poor?

If more Filipinos are no longer poor, why is it that many of them are still residing in squatters’ areas?

Why are many Filipinos still without their own residences, and why are those who claim they already have some kind of a roof over their heads actually endure pigsty-like surroundings, still unable to eat three square meals a day? Why do many still engage in drug peddling, jueteng, or other petty crimes, just to

earn measly sums?

-oooAVERAGE MONTHLY SALARY OF FILIPINOS IS P842 ONLY: In an Internet website ((https://tradingeconomics.com/philippines/ wages), the report there was that the annual gross income of a Filipino worker in 2015 (which, as per the site’s clarification, also applied in 2018) amounted to only P10,113.00. If we break this down to 12 months, it would appear that the average monthly salary of the worker is only P842.75.

The undeniable truth is that, this kind of a monthly salary can be considered for the poorest of the poor.

Nothing can be purchased anymore with this P842.75 salary. If the worker is renting a room, and if he has at least two children, how can SWS say that this kind of a

I have no problem with SWS announcements (or announcements by any other agency, for that matter), which claim that more Filipinos are now saying they are no longer poor, for as long as those announcements reflect what is happening in the ground. If one respondent in the survey of the SWS happened to be enjoying above average income, that would be okay, but announcements portraying a rosy picture for many others would constitute an insult to those who are still very poor.

Iligan City Rep. Frederick Siao said it is high time for PDEA to reveal the list and the reasons those barangay officials are on that list to inform

the public and give the officials allegedly involved a fair chance to respond to the allegations.

Social pension for senior citizens, “Delayed”

ILIGAN City – Social pension for senior citizens in the city suffered from inconvenience after the significant delay on the release of the budget from the national authority of the Department of Social Welfare & Development (DSWD).

According to Councilor Petronilo “Noli”Pardillo, Chairman of the Committee on Senior Citizens Affairs, the release for the payouts on the social pensions should have been on the first week of April but technicalities in the process,

deferred the release. The budget comes from the national office and would then, be sent here in the city through Land Bank of the Philippines whom then, would notify the City Hall about the designated budget.

There will be payouts for Senior Citizens whose surnames starts with letters “A” and “B” this first week of May, Pardillo added regarding the local program.

Pardillo also added that he, together with OSCA (Office of the Senior Citizen’s Affairs) is working hard to gather more and more social pensioners here in the city.

One of the hot issue today in the Department of Education is the recently announce via television on the Financial Literacy Program for the teachers in the Philippines to improve their financial capability. The secretary urges the teachers to be financial literate because they will be an example of the students who will soon count financial literacy among subjects taken by students, in compliance with the RA No. 10922 known as Economic and Financial Literacy Act and RA No. 10679 also known as Youth Entrepreneur Act. This might be an insult to all teachers in the Philippines who wanted to live a life for their family and children. Where teachers be accused of financially illiterate if he/she wanted to send their children in college and universities of (3) three or (4) four for pursuing their dreams to have a better life and for their future. Will the teacher be accused of financial illiterate if he/ she is only one who is working for the family?

Before the Free Education Act for tertiary level comes into realization, where the teachers went to incurred their children in school, college and universities? Is the government offered the free tuition before? The root of all these was because they wanted to give a better life not for themselves but for their children and family.

Does the government and the Department gave their best to insure the quality living of teachers in the Philippines by increasing their salary, same as the other department today?

Not at all, not a priority.

It is also true that teachers upended with below a mandated take home pay of 4,000 a month because again teachers serves unselfishly towards his family, children and students often comes to school with empty stomach. Yes there was a school-based feeding program (SBFP) initiated by the government but it was downloaded very near to closing of the school year.

So teachers have to cater these children because at the end it will be the teachers problems-solution will take into credit. Some may not be same with the others, but mostly…

Financial Literacy Program might be good for the teachers but for now the teachers’ salary must be increased, reduced the number of private lending institution accredited by DepEd, 10,000 across the board increased for teachers, provide overtime pay, free health services, higher cost of living allowance, investigate the ATM sanla schemes, it will divulges teachers in doing so.

So to have a win-win situation out from the issue today, increase of teachers salary now and followed immediately the financial literacy program as urges by the Secretary.

That might be fair in all sides. Let a solution be a solution, not to elevate more problems.

Solid waste is generated on a daily basis of bulk quantities.The source of solid waste include inorganic household waste, toxic chemicals from industrial plants, agricultural waste and medicine waste. Proper solid waste management techniques should be implemented to avoid transmission of

infectious disease. Some common practices that average person can do especially the government is to implement the proper disposal of waste include the segregation of waste into biodegreable and nonbiodegreable matter.

Improper waste disposal can cause soil, water and air pollution. Industrial pollution can negatively affect public health by distributing harmful chemicals into water, air and the soil. Effects of pollution on earth include environment

deterioration impacts in the health living organism, global warming and depletion of Ozone layer.

Proper disposal of trash in the home and in the community is one way to reduce water pollution, trash pet waste, and other debris littering streets may eventually flow into lakes and rivers via gutters. Illegal drugs is one of the prevalent problems in our society. Many people are involved and engaged in drugs even government officials. Drug is ver y rampant. There are students who are involved and serve as runners, the one who is task to deliver the drugs. They are convinced because it is aneasy money for them.

The situation becomes worst and the president found it very alarming.

As a result, mandator y drug testing evolved in all government agencies. Operation Tokhang for Drug pushers and users started.

There were series of raids and buy bust operations wherein many were get caught and plenty of illegal drugs were confiscated.

President Duterte is very much concern of the future of this younger generation and totally worried on what might be the future of this country. That’s why he is so serious about his Anti -drug Campaign.

In connection to this the Department of Education created a policy as stipulated in Deped Order no.37 s. 2017 which deals with a Drug Free Workplace Policy. This policy aims to promote a safe and healthy work environment in DepEd workplace and schools free from the use of dangerous drugs, to safeguard the health safety and welfare of its employees, And to reduce health and safety risks to our learners and to the public. This includes Drug testing program of the Department of Education.

To comply such order, Alubijid Central School conducted its’ orienta-

tion about Department of Education Drug-Free workplace policy. The orientation started at 3’o’ clock in the afternoon and ended at 5:00 pm. Held at the grade III classroom.

The speakers of the said orientation was no other than our Principal Dr. Edna Albaran together with her assistant Mr. Jovanie J. Bongcayao. They were able to discuss thoroughly the topics. The parents were interested since they find it very informative and important.

ORDINANCE NO. 18-1213 AN ORDINANCE ENACTING THE CEMETERY CODE OF KIDAPAWAN CITY AND PROVIDING FOR ITS ADMINISTRATION, FEES AND CHARGES. Be it ordained by the Sangguniang Panlungsod in session, that: CHAPTER 1 INTRODUCTORY PROVISIONS ARTICLE I TITLE, SCOPE AND DEFINITION OF TERMS SECTION 1. TITLE. This Code shall be known as “CEMETERY CODE OF KIDAPAWAN CITY.” SECTION 2. SCOPE. This Code provides policy direction in accordance with pertinent laws, rules and issuances relative to the administration and operation of private and public cemeteries in Kidapawan City.

SECTION 3. DEFINITION OF TERMS. As used herein, the following terms shall be defined as follows:

c) The remains shall be interred in accordance with the rules and regulations for the interment in the cemetery.

d) The cost of burial of the dead shall be borne by the family or nearest kin.

e) The burial of remains in the cemeteries in Kidapawan City shall not be prohibited on account of race, nationality, religion or political persuasion.

f) If the person who issues a death certificate has reason to believe or suspect that the cause of death was due to violence or crime, he/she shall immediately notify the Philippine National Police or the National Bureau of Investigation. In this case the deceased shall not be buried until permission is obtained from the City Prosecutor. If the City Prosecutor is not available, the permission shall be obtained from the Trial Courts Judge, City Mayor or the City Chief of Police.

g) When the cause of death is a dangerous communicable disease as determined by the City Health Office or the Department of Health (DOH), the remains shall be buried within twelve (12) hours after death. The remains shall not be taken to any place of public assembly.

Only the adult members of the family of the deceased may be permitted to attend the burial.

SECTION 6. DISINTERMENT/EXHUMATION REQUIREMENTS. Pursuant to Chapter XX, Section 92 of PD No. 856 disinterment of remains is subject to the following conditions, to wit: (a) Permission to disinter remains of persons who died of non-dangerous communicable diseases may be granted after a burial period of three years. (b) Permission to disinter remains of person who died of dangerous communicable diseases may be granted after a burial period of five years. (c) Disinterment of remains covered in paragraphs “a” and “b” of this Section may be permitted within a shorter time than that prescribed in special cases, subject to the approval of the Regional Director concerned or his duly authorized representative. (d) In all cases of disinterment, the remains shall be disinfected and placed in a durable and sealed container prior to their final disposal.”

In addition to the above-quoted conditions, the hereunder provisions shall also be required before disinterment/exhumation of remains: a) Requirement for the disinterment or exhumation of remains: 1. Payment of Exhumation Permit Fee at the Office of the City Treasurer 2. Death Certificate 3. Exhumation/disinterment and transfer permits shall be secured from the City Health Office and the exhumation/disinterment of remains shall be under the supervision of the City Health Officer.

4. The remains after exhumation shall be disinfected and placed in a sealed coffin case or box/hermetically sealed container, and properly identified as to the name of the deceased, date and cause of death and place of previous interment.

5. Reburial permit shall be secured at the place of re-interment.

6. Other exhumation expenses shall be borne by the nearest kin.

a) CEMETERY – is a place, public or private, where the remains of dead people are buried or interred as authorized by law.

b) PUBLIC CEMETERY – Cemeteries owned, managed and administered by the local government.

c) PRIVATE CEMETERY – cemeteries owned, managed and administered by private entities.

d) INTERMENT – an act or ceremony of interring or burying a dead person.

e) COMMITTEE – the Committee on City Cemetery created hereunder.

f) EXHUMATION or DISINTERMENT – the removal of the remains from the grave or place of interment.

Immediately upon exhumation, the remains shall be disinfected and after investigation by the authorities concerned shall have been completed, the same shall be re-buried at the authorized burial place.

g) GRAVE MARKER – tablet made of marble, stone or concrete, wherein which the name, birthdate and date of death of the deceased is engraved, to mark a grave.

h) NICHE – a structure constructed purposely for the interment of remains of adults and children.

SECTION 7. RESPONSIBILITIES OF THE CITY HEALTH OFFICER. Pursuant to Section 19 of the Implementing Rules and Regulations of Chapter XXI of PD No. 856, the Local Health Officer (City Health Officer) shall:

i) URN NICHE – niches constructed in the cemetery purposely for the urns containing cremated remains.

j) REMAINS – body of a dead person

k) PUBLIC ASSEMBLY – gathering of a group of people in a certain place to honor the dead, such as cemetery, chapel, and church.

l) PD No. 856 – Presidential Decree No. 856, otherwise known as the Code of Sanitation of the Philippines.

CHAPTER 2 GENERAL PROVISIONS ARTICLE II BURIAL GROUNDS, BURIAL AND DISINTERMENT REQUIREMENTS

SECTION 4. BURIAL GROUNDS. Pursuant to Chapter XXI, Section 90 of PD No. 856, the following Burial Ground requirements shall be enforced, to wit:

a. It shall be unlawful for any person to bury remains in places other than those legally authorized in conformity with the provisions of Chapter XXI of PD No. 856. b. A burial ground shall at least be 25 meters distant from any dwelling house and no house shall be constructed within the same distance from any burial ground. c. No burial ground shall be established within 50 meters from either side of a river or within 50 meters from any source of water supply.

SECTION 5. BURIAL REQUIREMENTS. The burial of remains shall be subject to the following requirements:

a) No remains shall be buried without a death certificate. However, for reasons of religious belief and practice, a burial permit may be sufficient and necessary for burial but shall strictly follow the requirement under paragraph (c) of this section. In such case, however, the death certificate must be secured by the family or next of kin after the burial. The death certificate shall be issued by the attending physician.

However, in the absence of an attending physician, Section 19 (19.2) of the Implementing Rules and Regulations of Chapter XXI of Presidential Decree No. 856 provides that the Local (City) Health Officer shall “issue the death certificate in the absence of an attending physician.”

b) The basis of the death certificate shall be the verification report executed by the nurses, sanitary inspectors, midwives, or the duly authorized health personnel of the Office of the City Health Officer assigned in the concerned barangay. The verification report shall state the circumstances surrounding the death shall be reported to the City Health Officer within

Permit to exhume for medico-legal purposes may be granted under the following conditions: 1. Request from proper authorities to exhume remains for medico-legal purposes; 2. Death Certificate has been issued and registered with the City Civil Registrar; 3. Exhumation permits had been secured; 4. Only proper authorities (e.g. medico-legal officer, City Health Officer) and persons authorized to be present in the exhumation and investigation shall be allowed;

a) Recommend to the local health authority the suspension and revocation of sanitary permit for funeral establishments. b) Issue the death certificate in the absence of an attending physician. c) Recommend to the local health authority the issuance of transit, burial and transfer and exhumation permits. d) Supervise the exhumation of remains for medico-legal cases. e) Evaluate and inspect the compliance of funeral establishments with these implementing rules and regulations. f) Issue sanitary order to funeral establishments for non-compliance with these rules and regulations; and g) Perform autopsy and dissection of remains as the need arises.

SECTION 8. RESPONSIBILITIES OF THE CITY GOVERNMENT OF KIDAPAWAN. Pursuant to Section 20 of the Implementing Rules and Regulations of Chapter XXI of PD No. 856, the City Government of Kidapawan, shall: a. Reserve appropriate tracts of lands under their jurisdiction, for cemeteries subject to approval of regional health directors concerned. b. Utilize judiciously grants, gifts, bequest of property or financial donations for the establishment or improvement of cemeteries. c. Close cemeteries under their jurisdiction subject to the approval of the regional health director. d. Prepare quarterly cemetery reports and have these available upon request. e. Provide adequate forms for the enforcement of Presidential Decree No. 856.

SECTION 9. RESPONSIBILITIES OF THE REGIONAL HEALTH DIRECTOR. Pursuant to Chapter XXI, Section 99 of PD No. 856, the Regional Health Director shall: a) Act on applications for the establishment of burial grounds; and, b) Close any burial ground which is a menace to public health.

CHAPTER 3 KIDAPAWAN CITY PUBLIC CEMETERY ADMINISTRATION ARTICLE III ADMINISTRATIVE PROVISIONS SECTION 10. COMMITTEE ON CITY CEMETERY. There shall be created a Committee on City Cemetery whose composition, functions and duties shall be as follows: a) Composition. b) Powers and Functions. The Committee shall exercise the following powers and functions: 1. To formulate the policies, guidelines, implementing rules and regulations pursuant to this Code.

2. To recommend the prices of burial lots, and other fees and charges in the City Public Cemetery, subject to the approval of the Sangguniang Panlungsod; 3. To recommend for the classification, reclassification, designation and/or re-designation of interment areas in the public cemetery; and, 4. To perform other similar functions for the effective and efficient implementation of this Ordinance

SECTION 17. FEES AND CHARGES IN PUBLIC CEMETERIES IN THE BARANGAYS. Fees and charges in public cemeteries established in the barangays shall be prescribed by the Barangay Government through an ordinance, subject to the review and validation of the Sangguniang Panlungsod.

ARTICLE VII PRIVATE CEMETERIES AND MEMORIAL PARKS IN KIDAPAWAN CITY SECTION 18. ESTABLISHMENT OF PRIVATE CEMETERIES AND MEMORIAL PARKS. Establishment of Cemeteries and Memorial Parks shall be governed by the Rules and Regulations promulgated by the Housing and Land Use Regulatory Board pursuant to Article IV Section (c) of Executive Order No. 648 and shall be administered by the owners, who shall also prescribe the charges and fees thereat.

ARTICLE VIII PROHIBITED ACTS

SECTION 11. ADMINISTRATION AND OPERATIONS:

a) The Office of the City Mayor shall have the supervision and control of the administration, operation and maintenance of the public cemetery, and shall see to it that the provisions of ordinances governing the cemetery are strictly enforced and complied with. b) There shall be a security personnel employed by the City Government to ensure the safety and security of the cemetery and its facilities. c) The City Public Cemetery shall be opened from 6:00 o’clock in the morning to 6:00 o’clock in the evening. No person shall be allowed to enter the cemetery after the prescribed hours of operation, except for justifiable reasons and/or upon the permission issued by the Office of the City Mayor or City Health Officer. d) The family or next of kin of the deceased is required to place a grave marker, at their expense, on the niches within three (3) months from the date of interment at the Kidapawan City Public Cemetery, indicating the name, date of birth and date of death. e) There shall be a Contract to be executed and entered into by and between the City Government of Kidapawan and the next of kin providing for conditions and provisions on the use of the cemetery niches.

SECTION 19. PROHIBITED ACTS. The following acts shall be prohibited in the premises of the cemeteries, whether public or private, in Kidapawan City:

a) Burial, re-burial, disinter, exhume and/or transfer of remains without the necessary permit issued by the City Health Officer, unless otherwise allowed by an ordinance or any appurtenant law,

b) Defacing, vandalizing, desecrating or otherwise causing destruction or damage to any grave, burial lot, niche, building, facility and/or other structures within the cemetery.

c) Bringing or carrying of firearms and other weapons, or indiscreet display of deadly weapon, within the premises of the cemetery, unless otherwise allowed or authorized by law.

d) Bringing of beer, liquor, and other alcoholic beverages inside the cemetery.

ARTICLE IV LOT AND NICHE CLASSIFICATIONS AND DISPOSAL

e) Use or bringing of videoke, karaoke or any “sing-along” equipment, or other musical instrument, except for public address system and equipment actually used for burial rites.

SECTION 12. KIDAPAWAN CITY PUBLIC CEMETERY LOT CLASSIFICATION AND IDENTIFICATION. There shall be standard niches, adult and children bone niches and urn niches to be constructed by the City Government of Kidapawan, through the Office of the City Engineer.

f) Peddling or selling inside the cemetery.

g) Cutting or mutilating trees, picking up flowers and fruits of any tree or plant.

h) Littering or otherwise disposing of garbage in unauthorized area/s.

i) Urinating and defecating in the cemetery other than in the designated areas.

For purposes of identification and reference, niches shall be numbered consecutively with corresponding block numbers in accordance with the plan prepared by the City Engineering Office and approved by the Sanggunian and validated by the HLURB. Burial lots and niches shall have the following dimensions: a. Niches (Standard niches) – 0.90m. X 0.90m. X 2.10m.

- 10 rows at 3 levels high. b. Adult’s Bone Niche – 0.60m. X 0.30m. X 1m.

- Single (12 rows at 3 levels high)

- Double (24 rows at 3 levels high) c. Children’s Bone Niche – 0.40m. X 0.40m. X 0.60m.

- Single (15 rows at 3 levels high)

- Double (30 rows at 3 levels high) d. Urn Niche – 0.40m. X 0.40m. X 0.40m.

- 6 rows at 4 levels high

SECTION 13. SEGREGATION OF MUSLIM BURIAL GROUNDS. An area of 6,511.42 square meters, more or less, shall be segregated and be utilized as Burial Ground of the Muslim Community.

SECTION 14. MANNER OF DISPOSAL AND USE OF BURIAL LOTS IN KIDAPAWAN CITY PUBLIC CEMETERY. The manner of disposal and use of the burial lots shall be as follows:

a) Burial lots and niches shall be disposed only for immediate and actual use. Reservation of lots and niches shall not be allowed.

b) STANDARD NICHES. Standard Niches shall be constructed by the City Government of Kidapawan. Burial expenses, such as grave marker and funeral services shall be borne by the family of the deceased.

c) BONE NICHES. Bone niches shall be constructed by the City Government of Kidapawan purposely for the bones of the dead who are buried for at least six (6) years. Bone niches are classified into Adult Bone Niche and Children Bone Niche. Upon application for Burial Permit for Standard Niche, the family of the deceased may opt to pay for the bone niche in advance fully or on installment basis.

d) URN NICHES. Urn niches shall be constructed by the City Government of Kidapawan purposely for the urns of cremated remains.

ARTICLE V FEES/CHARGES

SECTION 15. FEES. There shall be fees and charges imposed by the City Government of Kidapawan at the Kidapawan City Public Cemetery, to wit:

a. Standard Niches b. Adult’s Bone Niche c. Children’s Bone Niche d. Urn Niche e. Burial Permit Fee f. Exhumation Permit Fee

PhP 5,000.00 PhP 1,500.00 PhP 1,500.00 PhP 500.00 PhP 300.00 PhP 250.00

After the expiry of the six-year period in the Standard Niches, the next of kin shall, in coordination with the City Government, transfer the remains to a bone niche or to the common mass grave.

All fees shall be payable at the Office of the City Treasurer or at the cemetery sites where personnel officially designated and authorized by the said office as collecting agents are stationed.

SECTION 16. WELFARE FUND. There shall be an initial amount of One Million Pesos (PhP1,000,000.00) allocated by the City Government of Kidapawan to subsidize the financial assistance for the indigent citizens of Kidapawan City. Such financial assistance shall be granted to indigent families duly identified and certified by the City Social Welfare and Development Office and shall be used to pay the standard niches at the Kidapawan City Public Cemetery. This fund shall be used as a revolving fund for the purpose.

ARTICLE VI PUBLIC CEMETERIES IN THE BARANGAYS SECTION 16. ADMINISTRATION. Public Cemeteries established in the barangays of Kidapawan City shall be administered by the respective barangay government in accordance with the rules and regulations of the Housing and Land Use Regulatory Board and

CHAPTER 4 FINAL PROVISIONS a. For violation of Paragraphs “a”, or “b” of Section 19 of this Ordinance

Imprisonment of One (1) month to six (6) months or fine of Five Thousand Pesos (PhP5,000.00) or both, at the discretion of the court

a.1. In addition, for violation of Paragraph “b” of Section 19 of this Ordinance

Cause the repair of the damaged structure/s or reimburse the expenses incurred for the repair of the same.

b. For violation of Paragraph “c” of Section 19 of this Ordinance

Imprisonment of One (1) month to six (6) months or fine of Five Thousand Pesos (PhP5,000.00) or both at the discretion of the court.

c. Violation of Paragraph “d” to “i” of Section 19 of this Ordinance

Imprisonment of one (1) day, or a fine of not less than One Thousand Pesos (PhP1,000.00) but not more than Three Thousand Pesos (PhP3,000.00), or both, at the discretion of the court.

d. Violation of Section 4 Paragraph “a” of this Ordinance.

Closure, temporary or permanent of the cemeteries/ memorial parks, funeral and embalming establishments or may be persecuted before the court of justice as provided for in Section 103 (a) and (b) of the said Presidential Decree per Section 21.4 of the Internal Rules and Regulations of Chapter XXI of PD No. 856.

SECTION 20. PENALTY CLAUSE SECTION 21. SEPARABILITY CLAUSE. In case any provision of this Ordinance shall be declared unconstitutional by a court of competent jurisdiction, those which are not affected thereby shall remain effective and enforceable.

SECTION 22. REPEALING CLAUSE. All ordinances, rules and regulations or part thereof, in conflict with or inconsistent with any provision of this Ordinance, are hereby repealed, amended or modified accordingly.

SECTION 23. EFFECTIVITY CLAUSE. This Ordinance shall take effect in accordance with the provisions of Chapter III, Section 59 of Republic Act No. 7160, otherwise known as the “Local Government Code of 1991.”

Army program drives NPA members to yield

AVAO CITY -- Amid the continued harassment activities of the New People’s Army (NPA) in Davao region’s hinterlands, the Philippine Army further strengthened its Community Support Program to discourage more people from supporting the communist movement.

This resulted in the mass surrender of 194 members of the underground mass organization in Barangay Tagugpo, Pantukan, Compostela Valley province and the turnover of 31 assorted firearms.

“This brings another significant development in our continuing campaign (against the CPP-NPA),” said Capt. Jerry Lamosao, the spokesperson of the 10th Infantr y Division based in Tuburan, Mawab, Compostela Valley on Sunday.

As part of community support program, the army team holds a mass surrender campaign to include lectures and indoctrination as part of their deradicalization process.

In sustaining the gains against the NPA, Lamosao

said the government troops from the 66th Infantry Brigade continue to conduct focused military operations against the NPA’s Guerilla Front 25.

He cited the operation on May 1 when the troops encountered the rebels in Sitio Hanginan, Barangay Langawisan in Maragusan town that resulted in the capture of one M14 rifle and one M79 grenade launcher and several war materiel.

Lamosao said the operation prompted the rebels to be dislodged from the area and consolidate their forces with other threat units.

“They have been monitored evading government troops and consolidating their forces,” he said.

DAVAO CITY -- The National Commission for Culture and Arts (NCCA) is embarking on the mapping of heritage, people, events, and sites across the country as basis in coming with a registry of national cultural pride.

NCCA chairperson Virgilio Almario on Friday said this is one investment of the Commission under the Duterte administration.

He said the project was already presented to the President Rodrigo Duterte who has given his support

to the cultural mapping.

Although he did not mention how much the mapping activity would entail, Almario said there are so many things to do under the project. Once completed, “we can have thousands of items in the list that we can be proud of and promote them not only in our country but throughout the world,” he said.

Teachers are the first rank among other professions. If there were no teachers previously, there would be no president, ministers, doctors, policemen, generals, and many other professions. All other professions existing today were due to their teachers. If they had not been educated, they could not be there today.

In other words, education is the starting point to create any professions. So, what Nelson Mandela stated, is absolutely true. There is nothing to be denied.

The truth that cannot be denied should be used for choosing the priority in any policy of the top leaders. By having the best quality of human resources, we can lead the country much more easily. They can understand what vision and mission the top leaders communicate to them. On the contrary, when we have only the low level quality of human resources, we will always find a lot of hurdles to boost the national development.

Politics is the basis for producing the policies while education is the top priority among those policies.

This means that there is no more reason to delay the programs dealing with all the educational aspects for boosting the national development.

GREEDY RICH, SUFFERING FILIPINOS: Many will say that Filipinos will have no one else to blame except themselves for their impoverished conditions.

Many justifications can be advanced to support this view, and they could actually be correct. The truth is undeniable, however. The true reason for the widespread poverty among our countrymen is the pervading greed on the part of many of the rich and the powerful.

The rich deliberately controls the big businesses in the country, many of which have even literally killed the small enterprises in which Filipinos used to excel, and from which they have been deriving their livelihood for a long time.

What is painful here is this: the rich are refusing to share their wealth and the wealth of the nation with their poor countrymen.

There is only one thing that the rich should be reminded of: what would profit a man to gain the whole world, and yet lose his soul? If the rich truly believe in God, they should not forget that, come judgment time, they who did not help alleviate the poverty and suffering of the poor would be punished in the eternal hell of fire and worms, bringing to punishment not only themselves but even their children to the fourth generation.
