Vote buying begins early in Agusan del Sur town

SAN Francisco, Agusan del Sur--Local poll bets here have allegedly started buying votes in several barangays a week ahead of the elections on Monday (May 13).

Independent mayoralty candidate John Paredes has reported supporters of local bets were caught separately distributing P20, 25, 40, and P50 bills since last week to residents in four villages, of which a photo which serve as proof were submitted to the Department of Interior and Local Government (DILG) for proper administrative charges.

ILIGAN City--The Task Force Piniliay on Monday morning deployed the troops belonging to the 2nd Mechanized Infantry Brigade of the Philippine Army to the different areas in Lanao del Norte and Iligan City to ensure security, peace and order during and after the midterm national and local elections on May 13.

The troops were composed of three battalions and three companies, according to Colonel Alex Aduca, deputy brigade commander and the commander of Task Force Piniliay.

In a send off ceremony held inside the brigade’s camp in Barangay Ditucalan, Iligan City, Aduca reminded the troops of three things: remain to be non-partisan and apolitical, ensure security of all constituents and ensure personal safety.

Bong Go backs development of Pampanga; eyes Clark as alternative economic hub to decongest Metro Manila ANGELES CITY, Pampanga – Former Special Assistant to the President and senatorial aspirant Christopher Lawrence “Bong” Go on Friday said Clark Special Economic Zone in Pampanga is likely the best alternative business and economic hub to the already congested Metro Manila.

Go made the observation as he also pledged to support the government’s infrastructure and other development programs that would further promote the growth of the province and the rest of Central Luzon during the Partido Demokratiko Pilipino campaign rally here.

“Huwag po kayong magalala dito sa Pampanga, isa

po sa aking priority ang tulungan ang patuloy na pag-asenso ng lugar ninyo.

Ito kasi ang pwedeng maging alternative sa Maynila, masyado na pong congested ang Maynila. Meron (na) po tayong magandang airport dito, ayusin pa natin. Ang ganda po ng pasilidad dito sa Clark eh,” Go said.

He noted that construction is already on-going for the Clark International Airport Expansion Project, a P9.3-billion development for a new 82,600-square-meter Passenger Terminal Building of the airport and the installation of all the required equipment, machinery and associated facilities to support its operation.

Go also thanked the

residents of the province for their overwhelming display of support in his motorcade earlier in the day that traversed five key areas of the province, starting from Angeles City, Mabalacat, San Fernando, Bacolor and Mexico.

SP OKs 2019 budget of Brgy Camaman-an

THE 18th City Council on its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy adopted a resolution returning to the Barangay Council of Camaman-an its Ordinance No. 116, Series of 2018 covering its annual budget for 2019 with the information that the same is in order and may be given force and effect.

With an estimated income of P24,836,821, the barangay allocated P4.3 million, representing its 20-percent development fund, for the construction of Tanod and Civilian Vol-

unteer Organization (CVO) outpost at Sitios Pag-asa, Bolonsori and Berjaya.

It shall also be utilized for the rehabilitation of its barangay hall, multi-purpose building at Sitio Tiera and its barangay roads.

Likewise to be funded are the re-gravelling of road at Sitios Berjaya and Sta. Cruz.

The barangay also earmarked funds for the construction of pathway at Sitios Pag-asa, Tipolohon, Paglantaw, Bontong, Cronin and Ramonal, among others.

Meanwhile, its 10-percent Sanggunian Kabataan fund in the amount of P2.4

million will be used for mandatory trainings, SK federation elections, equitable access to equality education, socio-cultural and sports development, youth capability building, environmental protection, climate change adaptation, disaster risk reduction and resiliency, youth employment and livelihood, anti-drug abuse program, among others.

Finally, the amount of P1.2 million, representing its five-percent Barangay Disaster Risk Reduction Management Fund (BDRRMF), will be subdivided for its 30-percent Quick Response Fund and 70-percent BDRRMF in the amount of P372,357 and P868,834, respectively.

Govt troops, volunteers bring medical services closer to people

ILIGAN City--Government troops and medical volunteers reached out on Saturday (May 4) one of the farthest areas in Lanao del Norte to bring the medical services closer to the people.

More than a hundred of residents in Sitio Kurakura, Barangay Tamparan, in Munai town received medical consultations with the provision of medicines in a first ever medical and dental mission by a civic group--Maria Cristina Eagles Club and the 12th Civil Military Operations and the 4th Mechanized Infantry battalions of the Philippine Army.

Barangay Tamparan is the host of Camp Bilal, the main camp of the Moro Islamic Liberation Front Bangsamoro Islamic Armed Forces (MILF BIAF) Northwestern Mindanao Front, led by Abdullah Macapaar, also know as Commander Bravo.

He graced the event and delivered a message to the public in Maranao language.

Safeguards in place to ensure peaceful polls, says military THE Commission on Elections (Comelec) and the Armed Forces of the Philippines (AFP) have issued sufficient safeguards to ensure that the coming May 13 elections will be peaceful and orderly.

This was the reply given

by Col. Noel Detoyato, AFP public affairs office chief, on Monday when asked if they have detected any security threats with one week left before the elections and whether sufficient security measures are in place to deter any untoward incidents.

“There are enough safeguards issued by Comelec, and specific instructions issued by the service commanders and the CSAFP (Chief-of-Staff, AFP) Gen. Benjamin Madrigal,” he said in a message to the Philippine News Agency.

Detoyato also said Unified Command heads are all implementing Comelec and AFP-issued guidelines to ensure peaceful elections. “(With) the AFP and PNP (Philippine National Police’s) full support to Comelec, we are confident that we are more than prepared for the conduct of the midterm elections.

While these preparations are being undertaken, our

primary task of counterinsurgency operations is also ongoing,” he said.

Earlier, the AFP public affairs office chief said the military will be deploying at least 40,000 personnel to augment the PNP force in securing this year’s national and local elections.

“We will be supporting the PNP and the Comelec in this midterm elections and around 30,000 to 40,000 of our troops will be directly committed, but it will also depend on the situation on the ground,” Detoyato said.

“It will be decided upon by the Unified (Command) commanders but our counterinsurgency operations, all other security operations will not be stopped, there will be ongoing operations even if there is an ongoing election,” he added.

The AFP official said military troops will be deployed in precincts identified as needing extra security.

“Deployment duties will be decided by the Comelec,” Detoyato emphasized.

Aside from securing the elections, the AFP will also help in the transport of poll materials where there are no contractors, he added.

‘TF Piniliay’ formed for midterm elections

ILIGAN City--An Army unit has lent its support for an honest and orderly election in Lanao del Norte and Iligan by forming Task Force Piniliay.

The 2nd Mechanized Infantry Brigade here activated the task force on Wednesday (May 1) with deputy brigade chief Col. Alex Aduca as its commander.

Task Force Pinilliay, which will be deployed in the 22 towns of Lanao del Norte and 44 villages of Iligan, comprises the 4th and 5th Mechanized Infantry Battalions, 51st Infantry Battalion and 11 Division Reconnaissance Company.

“Without any reservations we accept the responsibility, designation and the function of the Task Force Piniliay not only in paper but we should do it in action.

Let us show that we can do something so that we can do our tasks, our function with utmost dedication,” Aduca said.

“We are mandated to protect not only the candidates and the voters but the facilities in coordination with the security sectors like the Philippine National Police, Department of Interior and Local Government and the Commission on Elections,” he added.

Aduca said they would not allow a failure of election

in any part of the province and city.

BGen James Ezra P. Enriquez, brigade commander said “malaki ang role ng Task Force Piniliay and we as members of the Philippine Army will ensure that there will be fair, honest and peaceful, secure and credible elections.”

“In securing the elections, we must remain as non-partisan. As members

of the Armed Forces, we cannot campaign for or against any candidates but we’re given a chance to exercise our right to vote,” he assured.

He said soldiers from the rank of corporal and up had complied with absentee voting for senators.

-ooo“ROTA R IA N S , T RU E CHAMPIONS FOR PEOPLE IN NEED”---ELORDE: As far as Ms. Liza Vicencio Elorde is concerned, her term as the sixth lady District Governor of Rotary International District 3810 starting July 01, 2019 would see more Rotarians becoming true champions in helping less fortunate Filipinos, turning themselves into selfless heroes who will battle the grinding poverty, lack of knowledge, ailments, sicknesses, and diseases, and other debilitating problems hounding a great number of our countrymen.

In her speech at the Sofitel Philippine Plaza Hotel during the start of the District 3810 Training Assembly (DISTAS 2019) last Saturday, May 04, 2019, Elorde stressed the more responsible role of Rotarians in doing good for others in the Philippines. Outside

of Rotary, she is one of the children of Macario Vicencio, a great journalist who became a president of the Philippine National Press Club. Liza also became one of the daughters-in-law of the original Filipino boxing legend, Gabriel “Flash” Elorde, co-managing the Elorde Gym franchise.

According to Elorde (who will be leading Rotarians of District 3810 from Manila, Pasay City, Cavite, and Oriental Mindoro from July 01, 2019 until June 30, 2020), ever since the establishment in the Philippines and in Asia of the first chapter of Rotary International (the Rotary Club of Manila), Rotarians had always been, and continue to be, in the forefrong ot projects aimed at uplifting the life, intellect, health, and well-being of everyone.

At age 37 John formed his own boat building com-

Then in 1892, England challenged America for the America’s Cup, the leading international trophy for yachting or sailing.

Sir Thomas Lipton’s yacht called the Shamrock represented England in this world-famous competition.

America had to choose its best boat to compete for this highly prestigious prize.

Every boat builder in the U.S. was hoping to be given such an honor.

Finally, based on his past achievements, John Herreshoff ’s company was chosen. So John and his

brother Nathaniel designed and built a racing yacht named Vigilant. It won the race.

In the following years, John and his brother designed and built many more winning boats. But you have not yet heard the most amazing part of this true story.

John, who built his first boat at age 14… and went on to set many world-records in yacht racing… whose second handmade boat set a trans-Atlantic record… and whose boats won the America’s Cup 5 times in 10 years… was totally blind from the age of 12.

PRES.QUIRINO, Sultan Kudarat -- four lawless elements were arrested in a joint law enforcement operation of 33IB, CIDG BARMM, 2nd Mech Coy, and 43rd SAC, 4th SAB in Brgy Bulod, Sultan sa Barongis, Maguindanao at 8:30 am May 04, 2019.

The government troops, while serving the warrant of arrest against Teddy Biang who has a criminal case for violation of section 11 article of RA 9165 (Possession of Illegal Drugs), also apprehended three others for Possession of Prohibited Drugs (shabu) and highpowered firearms.

The troops also recovered cash amounting to Php 385,000 considered as drug money, assorted ammunition, drug paraphernalia, and other deadly weapons.

After the clearing operation, as they pursue the retreating cohorts of Teddy Biang, the troops also discovered an IED factory and a make shift drug den surrounded by marijuana plantation. Recovered inside the drug den are dried marijuana, seeds, and scrap metals being used for manu-

facturing of IEDs. The Barangay Officials with the assistance of the government forces agreed to uproot the marijuana and decided to burn the drug den in order to prevent further drug activities in the area.

COTABATO CITY -- Elections in five coastal towns of Lanao del Sur are expected to be peaceful and orderly after all the candidates signed a peace covenant over the weekend against the use of violence in this year’s elections.

The candidates for mayor, vice mayor and members of the Sangguniang Bayan in the towns of Kapatagan, Balabagan, Malabang, Picong, and Marogong vowed to prevent their supporters from engaging in mudslinging and raise the level of a peaceful political campaign.

The peace covenant signing was held on Saturday at the headquarters of the Army’s 6th Infantry Battalion (IB) in Barangay Matling, Malabang, Lanao del Sur. In a statement, Colonel Wilbur Mamawag, Army’s 603rd Infantry Brigade commander, said the initiative was organized by the 6th IB in an effort to promote peace and honest elections on May 13, 2019.

“Your army here in coastal municipalities of Lanao del Sur will be your able partner for a credible, honest, orderly and peaceful election,” Mamawag told the candidates during the event.

“We will also ensure that there will be no failure of election and all voters can exercise freely their right of suffrage,” he added.

Keep abreast with latest tourism trends, says DOT exec

AN official of the Department of Tourism (DOT) urged Cavite’s travel and trade industry to keep abreast with current tourism market trends.

During the opening of the three-day Cavite Travel and Tours Expo (CTTE) at Isla Events here on Friday, DOT Region IV-A (Calabarzon) Director officerin-charge Marites Castro told tourism stakeholders to upgrade on new technology and use social media in their promotions.

She also committed to support product development, including improvement and enhancement of manpower through training, and creating affordable tour packages to entice more visitors.

She also highlighted the need to create a “culture of tourism that is both sustainable and responsible” to attain inclusive growth.

West PH Sea ‘top concern’ of gov’t: Palace

MANILA -- Malacañang said the protection of the West Philippine Sea (South China Sea) is already a “top concern” of the government, denying that they were lax in responding to Chinese activities in the contested waters.

Presidential Spokesperson Salvador Panelo, also the Chief Presidential Legal Counsel, made this remark after the Supreme Court (SC) issued a writ of Kalikasan for the protection and preservation of three shoals within the country’s territory in the WPS. “We stress that the essence of such writ of kalikasan, which is the protection of the marine ecosystem of the West Philippine Sea is already a top concern and agenda of the government,” Panelo said in a statement released on Saturday night (May 4).

The writ of Kalikasan was issued to prevent violations of environmental laws in Philippine territorial waters and in the exclusive economic zone, specifically the Panatag Shoal, Ayungin Shoal, and Mischief Reef.

Panelo said the Palace has yet to receive a copy of the High Court’s order but stressed that it found no issue in performing such enforcement pursuant to the Constitution and principles of international law.

Panelo said although Palace has always respected the orders and decisions of the Judiciary, especially the Supreme Court, and denied “inaction” when it came to environmental concerns.

“We take exception, however, to the contention that there has been inaction on the part of the administration with regard to the environmental concerns brought about by Chinese activities in the contested areas,” Panelo said.

He said the Coast Guard and other government agencies are performing their task in securing the subject of the writ.

Panelo acknowledged allegations of “certain unwanted incursions” that have brought damage in the area but reminded the SC that they have been made in contested areas.

He noted the government has already filed a series of diplomatic protests against China, but insisted against performing “provocative acts” that would harm diplomatic ties between the two countries.

Bong Go hails SWS survey as vindication of PRRD’s commitment to serve; assures people of Cainta and province of Rizal of his assistance Former Special Assistant to the President and 2019 senatorial aspirant Christopher Lawrence “Bong” Go on Saturday said the latest survey showing a record-high satisfaction rating for the administration vindicates the campaign of President Rodrigo Duterte against criminality, corruption and illegal drugs.

The First Quarter 2019 Social Weather Survey, done on March 28-31, 2019, found 81% of adult Filipinos satisfied, 10% neither satisfied nor dissatisfied, and 9% dissatisfied with the general performance of the current National Administration, for a new record-high net satisfaction rating of +72, classified as excellent.

“Ibig sabihin nito masaya po ang ating mga kababayan sa mga nangyayari sa kapaligiran natin na nakakalakad na ang ating anak na hindi nababastos at walang kinatatakutan,” Go said in an ambush interview during a break in his motorcade in Cainta, Rizal.

Go had been consistently telling people during his campaign sorties of his full commitment to support the policies and programs of President Duterte.

“Yun po ang aking ipagpapatuloy, yung pagbabagong inumpisahan ni Pangulong Duterte ‘yung

kampanya laban sa kriminalidad, kampanya laban sa korapsyon, at kampanya laban sa ilegal na droga,” Go said.

Even as this developed, Go thanked the people of Cainta, Rizal and its leaders—particularly Mayor “Kit” Nieto---for their open display of support, as he noted the enthusiastic welcome of the residents of the municipality during his motorcade.

Go is an adopted son of the province of Rizal by virtue of a manifesto signed last February by the governors

of the provinces of Cavite, Laguna, Batangas, Rizal and Quezon (CALABARZON), expressing their support for his senatorial bid and declaring Go as an adopted son of the region.

“Maraming, maraming salamat po sa inyong mainit na pagtanggap, sing-init ng panahon,” Go said.

Go recalled that Mayor Nieto is among the local officials who gave their whole-hearted support to President Duterte during the 2016 elections.

“Mayroon lamang ako gustong sabihin sa mga tao

ng Cainta hindi po namin nalilimutan ni Pangulong Duterte isa po si Mayor Kit Nieto na talagang sumuporta po kay Pangulong Duterte,” Go said.

Go said that he and President Duterte would help Cainta to the best of their ability.

“Asahan niyo po dito sa Cainta kung ano po ang pwede naming gawin ni Pangulong Duterte…kung ano po ang pwede naming maitulong at kabutihan po dito sa Cainta, handa po kaming tumulong sa inyo,” Go said.

He noted that Cainta and the province of Rizal already stand to benefit from various infrastructure and development projects under the Duterte administration.

Go cited the Southeast Metro Manila Expressway, a P45-billion project that is a part of the larger C-6 Expressway project. The 34-km, six-lane expressway will run from Skyway/FTI in Taguig City to Batasan Complex in Quezon City, traversing Antipolo, Rizal.

The project is expected to reduce traffic congestion along EDSA, C-5, Ortigas Ave. and Ortigas Extension, and would allow for quicker and more direct access to major airport terminals.

Construction of the project is on-going and it is expected

to be completed by 2020.

In addition, Go mentioned the establishment of the Rizal Provincial Science and Technology Center and Regional Design and Creativity Hub in the University of Rizal in Antipolo City. It would showcase the extent of Science, Technology, and Innovation programs and services given to community-based partners as well as micro, small and medium enterprises (MSMEs).

Go assured the people of Cainta and the province of Rizal that they can rely on his help if they want any of their concerns brought to the attention of President Duterte.

This Application is filed in compliance with ERC RESOLUTION NO. 16, Series of 2009, otherwise known as “A RESOLUTION ADOPTING THE RULES GOVERNING THE AUTOMATIC COST ADJUSTMENT AND TRUE-UP MECHANISMS AND CORRESPONDING CONFIRMATION PROCESS FOR DISTRIBUTION UTILITIES” adopted pursuant to the mandate of Section 43 of Republic Act No. 9136 otherwise known as the Electric Power Industry Reform Act of 2001 (EPIRA) and its implementing Rules and Regulations, in relation to ERC Resolutions No. 17, and 23, all Series of 2009, and Resolution No. 21, series of 2010, mandating the filing of consolidated application for the over/under recoveries of all distribution utilities for the approval/confirmation of the Commission;

4. The aforecited Guidelines were adopted and issued by the Honorable Commission in the furtherance of the following reasons, to wit:

4.a. The Commission has adopted several automatic cost adjustment mechanisms in separate issuances and it is deemed ideal to consolidate, update, and rationalize the requirements under all said separate issuances;

4.b. The Commission finds it necessary to establish a systematized confirmation process that conform to the due process requirement of the law for the following automatic cost adjustment and true-up mechanisms:

In compliance with Section 2, Rule 6 of the ERC Rules of Practice and Procedure, copies of this Application together with all its annexes and accompanying documents had been furnished by Applicant the Legislative Body of the municipality of San Francisco where Applicant principally operates and the Legislative Body of the Province of Agusan del Sur. Likewise, the Application was published in a newspaper of general circulation within the franchise area of the Applicant.

10. As proof of compliance of the service of the copies of the Application together with all its annexes are the Certifications issued by the Authorized Representatives of the Local Government Units and/or the Affidavit of Service executed by an employee of the Applicant and the first page of the Application bearing the receiving stamp of the aforementioned Offices as Annexes “V” and “W” respectively. Likewise attached hereto as Annexes “X” and “Y” are the Affidavit of Publication and the newspaper issue containing the published Application;

11. Moreover, prior to the filing of this Application, a pre-filing conference with the concerned staff of the Commission was conducted pursuant to Section 4 of Rule 6, and for purposes of determining completeness of the supporting documents attached to the Application.

5. For purposes of determining the under/over recoveries on the implementation of the aforeenumerated automatic cost adjustments and true-up mechanisms, the formula provided for under Resolution No. 16, series of 2009, as amended by Resolution No. 21 and 23, series of 2010 was applied by the Applicant; 6. A summary of the pass true cost vis-a-vis the actual collection on the above-mentioned implementation of various automatic cost adjustments and true up mechanisms are presented hereunder, as follows:

Security forces and COMELEC meet-up for midterm National and Local election CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – With the up-coming May 13, 2019 midterm election, the Joint Task Force Central, PNP Maguindanao and the Commission on Elections conducted a coordinating meeting at the Kampilan Club House, 6ID in Awang, Datu Odin Sinsuat, Maguindanao on May 3, 2019 to iron-out possible glitches in the preparations.

The meeting discussed the security deployment of the AFP, PNP and other deputized agencies in the implementation of election

laws, rules and regulations in order to ensure a free, honest, peaceful and credible conduct of the National and Local Elections 2019.

Likewise, the election officers of each municipality of Maguindanao were given opportunity to express their issues and concerns related to the upcoming election that need addressing.

Police Coronel Ronald Briones, Provincial Director of Maguindanao said that the PNP will deploy enough PNP personnel to priority areas of concern, guided by the provision on

the omnibus election code.

“I challenge all the election officers of Maguindanao to perform their mandated tasks and maintain the dignity of a public servant,” said Atty Ernie Palanan, Provincial Election Supervisor of Maguindanao.

The Productivity-Retirement Tango A Story of Some Public School Teachers in Their Twilight Years

It’s easy to be working and dealing with life-work balance when one is in their prime and all the more efficient when one is not harboring any discomforts and illnesses in one’s body.

To work smoothly and effectively as a public school teacher in the golden years might be another story. This might blend excellently with a career-driven, promotion passionate, go getting golden ager but how about the typical senior citizenly teacher hurdling bodily ailments and extended family concerns?

The House Bill number 8683 lowering the optional retirement age of public servants to 56 might offer little solace for our regular senior citizen teachers hurdling obstacles like unpaid debts, grandchildren, health issues plus the dipping in of potential drama pro activating clientele – pupils and parents as well as co –teachers. Nope, 56 might not be the perfect time for the dance routine to stop.

Some of us might still be waiting for the elephant in the room (pay raise) to drop before finally closing

the chalkboard curtains. But the elephant is doing the ‘atras-avante’ grooving as far as Philippine legislation and bureaucracy is concern. That proverbial salary hike with an uncertain date of arrival in our calendars. Yes, retiring at 56 is not such a good idea at all.

Let us go back to the ballroom, I mean classroom.

Enter classroom level 4 section 4, in the middle of it, our senior citizenly teacher sits on her table after delivering instructions to her students.

She is on the phone conversing with her youngest son, calling yet again from school to ask mama for some payment. A co-teacher slips in, probably a grade level chairperson checking if she can finally retrieve the report to be submitted to the principal a.s.a.p. Another human being gets on the scene, a parent to consult the teacher as to who fought with his child the other day and who generously imprinted his child’s face with a black eye. What a crowded mess, an innocent observer might say but it’s a normal day for teachers to be productive. As it turns out, our senior citizenly teacher ends up dealing with

It is the productivity and retirement age tango that has the ‘maams’ dancing still despite of dreary work conditions. It is the push to produce and perform at work that keeps them going and the pull of a plethora of personal philosophies to toughly and gratefully slide them through the career finish line.

So when will the tango stops? At age 66 perhaps.

Maybe even after as long as they are still breathing. They just need to be reminded though that they are still valuable to their peers and it would be better if they can be encouraged to learn a new skill or two. It is never too late to be progressive even in our twilight years.

When we’re stuck in a job or something that requires us to focus and get things done because there’s a deadline due in the next few weeks, days, or worse, hours, it’s very common that we get burned out and we just want to sit back for a while and just take a few moment to breath – that is not a bad thing, no it’s not. But, when we take more than what we need, are we still doing ourselves a favor, or are we putting ourselves in a rather detrimental situation because we’re so good at delaying things?

What causes procrastination? Procrastination is the ability to be disable for a bit because we think we have more time, more chances to do other things while we leave first priorities unattended. Before you can stop procrastina-

The post has drawn mixed reactions to netizens many of them urging to uncover the names of the poll bets allegedly those mostly vying for town councilors.

The incidents of vote buying came more than a week later when mayoralty and vice mayoralty bets vowed not to engage in vote buying activities to keep the elections peaceful and clean in a candidates’ forum hosted by Agusan del Sur Chamber of Commerce and Industry Foundation, Inc. on April 26.

This was viewed by the local business sector as a welcome development in a town known for massive vote buying in past elections.

This year’s Bataan Freedom Run mixed things up a bit by adding a foam party to the start/ finish line, which is fast becoming a trend in race events today.
