SAN Francisco, Agusan del Sur--Regional Director Nonito M. Tamayo of the Department of Environment and Natural Resources (DENR) in Caraga region on Monday lauded the officials of the Philsaga Mining Company (PMC) for initiating the “Adopt a Mangrove plantation” in Wakat, Barobo, Surigao del Sur in support to the National Greening Program.

P6m grant to displace workers in Libya bared MISAMIS Oriental--The Overseas Workers Welfare Administration (OWWA) in Northern Mindanao has set aside Php 6 million in financial aid to displaced overseas workers in Libya, an official said Tuesday.

Harry B. Borres, regional director, OWWA in Region 10, said that the OWWA has registered 538 workers, all from various provinces in Northern Mindanao, who are currently working in the strife torn country of Libya.

The financial aid includes the cash assistance of Php 1.3 million to the returning Overseas Foreign Workers (OFW) from Libya who come from Northern Mindanao, he said.

Duterte is the only candidate so far who has answers to our problems

R

odrigo Duterte, 70, has been a mayor of Davao City for 23 years and congressman for three years.

For those who know him, Duterte is a visionary. He is a lawyer and a fiscal for several years before becoQing a great mayor who is not only a crime-fighter but also a genuine nationalist.

But for those who do not know Duterte or who do not bother at all to check his track record as a lawyer, public prosecutor, legislator and local executive, they dismiss him as just another local leader who has no national platform of governance and does not have the experience to tackle critical global security and economic issues.

In order to better understand Mayor Duterte as a public servant with a vision for the nation, it is imperative that we dissect the platform of other presidential aspirants.

Let us start with Vice President Jejomar Binay.

What is his national platform?

If we look deeply at the slogans of the Binay camp - "Kay Jojo Binay, Gaganda ang Buhay" and "Ganito Kami sa Makati..." apparently referring to the free birthday cakes, free movies for senior citizens, hospitalisation privileges, and scholarship grants Binay's national platform would be no different than what is being done by this government today - giving

out cash coupons to the poor of this country as if this was the answer to the massive poverty, insecurity and joblessness.

There is only one distinctive position that Vice President Binay was able to register and this was on the question of China's occupation of the islets within the Exclusive Economic Zone (EEZ) of the country.

Binay said that China has so much money and the Philippines has no chance going head to head against the economic and military giant and that it would be best to allow China to stay in the islands for as long as they make investments in the country. That is Jojo Binay for you.

We go to Mar Roxas.

Honestly, until today, over four years after he was appointed as member of President Aquino's cabinet, one still could not make heads and tails of what it is that Mar Roxas would do if

And finally, there is Grace Poe who, like Duterte, has consistently denied that she is interested in running for President.

There is no question on the likeability of Senator Grace Poe but if we are to look at her performance in the Senate as a basis to at least get an idea of her

national platform, we could find no clue as to what she will do if she were President.

Beyond the Mamasapano Report, the MRT investigation and the PNP Chief Allan Purisima corruption investigation, Grace Poe has not been tested by more critical problems like "What would she do if China insisted on occupying the country's territory in the West Philippine Sea.?"

In contrast to the three other presidential prospects, Duterte has clearly outlined his position on critical issues. corruption, Duterte proposes a two-pronged approach: the re-imposition of death penalty for those found guilty of plunder and the re-introduction of values formation in the elementary grades and high schools in

the country.

On drugs and criminality, Duterte says the penal code must be revisited to make drug dealers and criminals realise that it does not pay to commit a crime.

On the China issue, Duterte supports President Aquino's move to bring the matter for arbitration but adds that there should be efforts to initiate bilateral talks.

If everything else fails, he believes the Philippines should turn to its old ally, the United States in addressing the problem.

On the communist insurgency, Duterte says negotiations must be re-started and the new President must welcome members of the New People's Army (NPA) who would like to join a

unity government while those who choose to continue the insurgency must be pursued without let-up.

On Agriculture, Duterte says that there must be a radical overhaul of the agriculture program to make sure that everybody in government understands that the primary obligation of government is to provide "Available and Affordable Food" for the Filipinos.

It will be an agriculture program which would rely mainly on the capability of the Filipino farmers to produce the needs of the country rather than depend on imports.

On the Mindanao Problem and neglect of the Regions, Duterte has been moving around the country proposing a shift from Unitary Presidential to Federal Parliamentary form of government which would result in the establishment of highly-autonomous

Federal States.

This he said is the best option to the endangered Bangsamoro Basic Law and would also lead to the development of the poor regions thus creating jobs in the countryside.

On the Sabah issue, Duterte says the Philippine government must not abandon the proprietary claims of the Sultanate of Sulu over Sabah but at the same ensure that this is done in a diplomatic manner.

Duterte’s clear-cut position on various issues point to him as a well-rounded leader and capable of handling national issues should be become the No. 1 resident in Malacanang Palace. And if Mayor Duterte can make Davao City the 4th Safest City in World, he can easily transform the Philippines as one of the safest country in Asia should become President of 100 million Filipinos.

Region 11 agri sector pulls through after calamities since ‘Pablo’ DAVAO CITY -- Despite the calamities that wreaked havoc in Davao Region from 2012-2014, the Department of Agriculture (DA) in Region 11 reported that it has gradually boosted the production of the agri sector.

She reported that in 2014, Davao region had a seven (7) percent growth rate in the year in terms of crop yield.

Out of the 16 regions, only five regions including region 11 got a positive performance in 2014.

In terms of rice production, Recoter reported that the region had a two (2) percent contribution to the national output. But despite this, three provinces namely; Compostela Valley, Davao del Sur and Davao Oriental won the recently concluded Agri-Pinoy Rice Achievers Award (APRAA) held in Manila.

Koronadal allots P16M for drought-stricken farmers

KORONADAL City -- The city government is working for the immediate release of around P16 million from its calamity or quick response funds to assist farmers and farm laborers who were affected by the impact of the long dry spell in the area.

Cyrus Urbano, City Disaster Risk Reduction and Management Office (CDRRMO) head, said the city government is now allowed to utilize its calamity funds following the declaration of the entire city under a state of calamity on Monday due to the effects of the dry spell that was triggered by the mild El Nino phenomenon.

He said the calamity declaration was made through Resolution No. 115 that was unanimously passed by the city council.

A report released by the CDRRMO showed that the dry spell has already damaged around P44 million

worth of agricultural crops, mostly palay and corn, in some 2,000 hectares of farmlands within the city.

Around 3,000 farmers and farm laborers were directly affected by the calamity that ravaged all 27 barangays.

Hardest hit were barangays of Assumption, Mambucal, Saravia, Carpenter Hill, San Roque, Topland and Magsaysay.

The CDRRM Council initially recommended last week the declaration of a state of calamity due to the impact of the drought as well as the grass fires and the dwindling water supplies in parts of the city.

It also considered the earlier calamity declarations by three palay and corn-producing barangays in the area.

Urbano said they are now preparing the required work and financial plan to facilitate the immediate release of the calamity funds.

Emano leads 756 athletes to ‘Palaro’ MISAMIS Oriental -- About 756 delegates from Misamis Oriental left for the annual “Palarong Pambansa” (National Athletic Meet) in Tagum City this week, provincial governor Vincente Yevgeny Emano said Tuesday.

Tagum is the capital city of Davao Del Norte, 335 kilometers south of Misamis Oriental. It will take five to six hours travel via the Bukidnon-Davao Highway.

Women and media to build peace MEDIA can play a significant role in either perpetuating or challenging social norms and behavior that could condone violence against women and encourage them to foster peace initiatives.

But how are women depicted in the media?

Media today are being used as platforms in the objectification of women and girls, from everyday hypersexualized one-dimensional image, to overt violence.

Worse, in cyberspace “virtual spaces are sometimes used to perpetuate direct attacks on women and girls, ranging from cyberstalking to the posting of inappropriate images of women. including rapes which are being posted on Internet sites without their consent.

Indeed, there is an urgent need to engage media professionals by raising awareness of gender equality and violence against women, including thorough special workshops and toolkits, to encourage gender-sensitive reporting.

All sectors of society must support women’s advocates to develop communications and media skills so that they can effectively engage with journalists and actively raise awareness of violence and even expose perpetrators.

Thus the seminar-workshop on Writing Women’s Peace Stories: A Gender and Peace Media Workshop” on May 13 to 14, 2015, in Manila is a timely undertaking.

Spearheaded by the Miriam College-Women and Gender Institute and the Women’s Peace Table, the activity intends to highlight the perspectives and initiatives of women in building peace.

Women as peacemakers is a hallowed concept that defies bias and discrimination. After all, ours is not a man’s world only, at least, in this modern ages.

We need to rally leaders and communities of women dedicated to educating, mediating and connecting to everyone who supports peace building in the areas affected by conflict in Mindanao.

The Gender and Peace Media Workshop could be a useful tool for writers and news organizations to support the newsroom’s need for women’s perspec-

tives in news stories that are crucial in reporting issues on peace initiatives and objective presentation of actual conflict coverage.

Kudos to the organizers and supporters of the activity.

We too. believe that “women bring unique perspectives and valuable contribution to all phases of conflict prevention and resolution and the overall process of attaining peace.”

Journalists need to train on gender-sensitive reporting and how to cover violence against women in the media. In many parts of the world, majority of journalists lack awareness on gender issues and stereotypical attitudes dominate coverage of women’s issues.

Portraying women as noble peacemakers, indeed, may bring peace.

I know I owe everyone an explanation for the absence of this corner for quite a time. The demands of my work necessitating travels to be made to so many points in the country for the last two months and a half, my family’s transfer to a new abode resulting in the temporary disconnection of our internet service aside from the usual “chaotic situation” such transfer results made it hard for me to sit down and write a column.

I don’t want to be haphazardly writing a column also hence my decision to lie low while things are being sorted out. I am therefore appealing for your kind understanding thus accept this corner once again as you have accepted it in the past.

PRO 13 Sports Fest formally opens

Camp Rafael C. Rodriguez, Libertad, Butuan City - In the nature of police work, personnel should always be physically and mentally fit to maintain physical endurance in order to fight criminals. Police work does not only require physical fitness but also discipline and teamwork, which can be develop in participating sports competition.

PRO 13 came up the idea of having sports fest to develop camaraderie between fellow police officers, other law enforcers and media practitioners.

Sports fest was formally opened with a parade of participating teams inside the PRO 13 ground. After the parade, the program proper started with the usual preliminaries around 2:00 in the afternoon.

In his opening remarks, PSSUPT Pedro U. Obaldo Jr. said that all teams should compete to be the champion but he reminded the players to bear in mind the true spirit of sportsmanship and enjoy the game without defeating its purpose. PSSUPT Romaldo G. Bayting, Chief, Regional Personnel and Human Resource Development Division presented the participating teams.

UN Habitat conducts workshop for city gov’t department heads in Zambo

AMBOANGA City The United Nations Habitat is conducting a two-day Planned City Extension (PCE) Workshop for this city under the Achieving Sustainable Urban Development (ASUD) Project.

Eng’r. Rodrigo Sicat, city planning and development coordinator, said at least 20 department heads of the city government, representatives and partners are attending the workshop at a local hotel that started Wednesday until Thursday.

Sicat said the workshop aims to orient participants on the UN Habitat’s strategy on sustainable development; highlight the planning principles and approaches of ASUD Project, particularly

city extension planning; formulate the conceptual plan of this city’s identified Planned City Extension (PCE) and Planned City InFill (PCI) sites.

Sicat, who was designated as city focal point for the activity, said a team of mappers from UN Habitat Settlements Programme (UNHSP) came to this city last April 27-30 and conducted fieldwork for documentation and planning.

(FIBECO) held its 33rd Annual General Membership Assembly April 26, 2015 at FIBECO covered court, Anahawon, Maramag, Bukidnon and it was a sycronized assembly clustering all district areas of the cooperative. FIBECO as cooperative was rendering services to the people of Bukidnon for 43 years since its foundation. 33rd AGMA 2015 theme was “Affirming the Mandate of the General Membership in Charting the Corporate Directions of the Cooperative”.

In a world that sees people as Somebodies and Nobodies, indignities abound. The primary source of man-made indignity is rankism. By analogy with racism and sexism, rankism is defined as what somebodies do to nobodies.

Why do we want to be famous

To be sure, not all somebodies abuse their power advantage.

We’ve all known somebodies who are devoted to serving others and wouldn’t think of abusing their rank, just as prior to the civil rights and women’s movements there were whites who weren’t racist and men who weren’t sexist.

On the other hand, most of us, even quasi-somebodies, have gotten a taste of the indignities routinely visited upon those taken for nobodies.

Rankism is now appearing on the radar screen. To do so, it needed a name, and at last it has one. (If it’s new to you, google “rankism” and see where the meme is taking hold.) But, many

The two other provisions include the coordination protocol, and the widening of the coverage of the BBL. However, he said that the killing of Usman, a foreign train bomb expert who carries a US $1 million on his head, by the MILF could change the sentiment of Congress.

Rodriguez said that the killing of Usman has also provided a clear indication that the MILF is sincere in forging a peace agreement with the government that could expedite the passage of the BBL. Director Tamayo said the DENR is validating other shorelines in Surigao del Norte, Surigao del Sur and the towns of Carmen and Nasipit in Agusan del Norte to fund the mangrove plantation project. “ Several areas are now being validated before the funds are released for the purpose” Director Tamayo said.

Fire razes P5M worth of properties in SouthCot market GENERAL Santos City -An estimated P5 million in property was destroyed after a fire razed a portion of the central public market of Surallah town in South Cotabato early Wednesday.

Sr. Insp. Rupert Christian Balicol, Surallah fire marshal, said an entire phase of the Surallah public market was burned to the ground in the huge fire that started past 3 a.m.

He said it specifically gutted down some 15 market stalls composed of dry goods, textile, rice and school supply outlets. Four other small attached stalls were also destroyed.

“Based on our initial assessment, about 25 percent of the entire market area was destroyed,” he said in a radio interview.

Balicol said they were able to immediately respond to the scene after receiving

a fire call around 3:30 a.m.

He said they were able to declare a “fire out” about an hour later.

Citing results of their initial investigation, he said the fire started at the western section of the public market.

“It originated from two textile and dry goods outlets and spread quickly to the other stalls,” he said.

Balicol said the fire spread quite fast as the affected stall structures were partially made of ageing light materials.

He said another factor was the stocked dry goods and combustible items like filled liquefied petroleum gas tanks inside the stalls.

“There were actually some pyrotechnic devices in some of the stalls,” he said.

Balicol said they are currently looking at several angles, among them faulty electrical connection and

arson, as the possible cause of the fire.

He said they are also looking at unattended candle as possible cause since there was a power outage in the area prior to the incident.

As to the damage, Balicol noted that their initial P5-million estimate only covers the destroyed market structures.

“We’re still waiting for the damage declarations from the affected stall owners,” he said.

Meantime, Surallah Mayor Antonio Bendita said he will immediately convene the Municipal Disaster Risk Reduction and Management Council on Wednesday morning to properly assess the situation.

Mangrove forests only grow at tropical and subtropical latitudes near the equator because they cannot withstand freezing temperatures.

Many mangrove forests can be recognized by their dense tangle of prop roots that make the trees appear to be standing on stilts above the water. This tangle of roots allows the trees to handle the daily rise and
