Mother nabbed for taking malicious vids of little children

ILIGAN City--Police arrested Thursday morning (May 2) a mother for taking malicious videos of her three young children and a niece, at her house in Barangay Maria Cristina here.

This was during the entrapment and rescue operation, jointly conducted by the Philippine National Police-Women and Children Protection Center (PNP-WCPC), the Department of Social Welfare and Development (DSWD) - Region 10 and

its counterpart in Iligan City, the Iligan City Police OfficeCity Intelligence Detection and Management Branch and Iligan City Police Station (ICPS) 2, in coordination with the International Justice Mission (IJM).

Police Captain Taha Tambog, chief of ICPS 2, said the suspect was caught in the act of taking videos of the private parts of the children.

Go seeks to ensure country’s food security; thanks Bulakenyos for massive display of support

PIDS urged education dept to review workload policy for public school teachers THE Department of Education (DepEd) should review its policy concerning public school teachers’ workload, particularly those concerning administrative and other duties unrelated to teaching.

In a study by state think tank Philippine Institute for Development (PIDS) titled “Pressures on Public School Teachers and Implications on Quality”, authors Clarissa David, Jose Ramon Albert, and Jana Flor Vizmanos cautioned that actual teaching is increasingly being sidelined by the multitude of other responsibilities and roles that teachers play, which, in turn, can erode teaching quality.

Under the Magna Carta for Public School Teachers, teachers are required to devote up to six hours of actual teaching per day. On top of this, teachers are given administrative or student support roles, which include, among others, paperwork

on seminars and training workshops they are required to attend, as well as tasks related to student guidance, budget, disaster response, and health. “Teachers are likewise expected to participate in the implementation of various government programs, such as mass immunizations, community mapping, conditional cash transfer, deworming, feeding, population census, antidrug, and election,” the PIDS study stated.

In contrast, most private schools employ administrative staff to do enrollment, registration, records, daily operations, and janitorial services while public school teachers have insufficient support and administrative staff.

The authors advised the DepEd to look into its human resource shortages and ask support from the Department of Budget and Management in hiring ad-

ditional administrative staff.

“These posts will fill in for administrative tasks, such as registration and records keeping, secretarial work for the principal’s office, financial reporting, guidance counseling, and other additional assignments that are normally distributed among regular teaching faculty,” they explained.

The authors, however, acknowledged that increasing plantilla positions in DepEd could take several years. In the meantime, they suggested that public schools accept undergraduate students pursuing primary and secondary education programs to assist in administrative tasks as part of their on-the-job training. This would, they added, need “clear signaling from the DepEd Central Office as an accepted and encouraged practice and must be coordinated with

the Commission on Higher Education”.

Another way to reduce the workload of teachers, according to the PIDS study, is to hire qualified full-time counselors who are also capable of providing real support for students with disciplinary and attitudinal issues and those who have been victims of trauma and abuse.

Under DepEd’s current staffing standard, all public and private primary and high schools are required to hire one guidance counselor for every 500 students. The country has had only about 3,000 registered guidance counselors (RGCs) as of July 2017.

PANDI, Bulacan – Senatorial aspirant and former special assistant to the president Christopher Lawrence “Bong” Go said on Friday said he wants to help ensure the country’s food security through improved agricultural productivity and better food distribution channels.

“Sapat at murang pagkain sa bawat hapag ng pamilyang Pilipino ang nais kong ibigay sa inyo,” Go said at the campaign rally of Partido Demokratiko Pilipino–Lakas ng Bayan(PDP–Laban) at the gymnasium of Manatal here.

Go, who has identified agriculture and food security among the top priorities under his legislative agenda, said such a goal could be achieved by helping farmers increase their productivity.

He said farmers should have easy access to farm inputs, such as machineries, fertilizers, seeds, irrigation and low-interest credit.

Likewise, he proposed the establishment of more TienDA Malasakit Stores in various areas of the country.

“Magpatayo tayo ng TienDA Malasakit Stores sa mga pangunahing lungsod at bayan sa bansa upang direktang makabili ang mga mamamayan ng sariwa at murang produktong pagkain mula sa mga magsasaka at mangingisda,” Go said.

As part of his legislative agenda for agriculture Go has also proposed the provision of storage facilities in food terminals to be established in key regions in the country, equipped with appropriate cold storage facilities to help keep the harvest fresh and prevent spoilage.

In addition, Go is proposing the conduct of free skills training and seminar on agri-entrepreneurship to open new livelihood opportunities for farmers that could augment their income and tide them over during lean times.

Bong Go calls for unity and peace, tells Muslims in pre-Ramadan feast that lasting peace and development in Mindanao is at hand MANILA – At a pre-Ramadan gathering organized by a Muslim community in Baseco, senatorial aspirant and former Special Assistant to the President Christopher Lawrence “Bong” Go on Friday assured our Muslim brothers that their dream of lasting peace in Mindanao is at hand.

“Sa pananampalataya at paminsan sa ibang mga bagay, magkaiba po tayo ng pinaniniwalaan. Pero iisa lang naman po ang pangarap natin na kabutihan para sa ating bayan,” he said.

The Bangsamoro Transition Authority, the governing body of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), has resumed its session last month following its March 29 inauguration.

BARMM was formed after the ratification last January of the Bangsamoro Organic Law, which is pursuant to a peace deal between the Philippine government and the Moro Islamic Liberation Front. President Duterte said the BOL will help a lot in securing elusive peace in Mindanao.

“Sa mga kapatid kong Muslim, alam nyo po ang hinahangad nating long and lasting peace po sa Mindanao ay andyan na po.

Magtulungan po tayo (para makamit natin ito),” Go said in an ambush interview after attending the the Sahro Ramadhan Kanduli at the Baseco Compound.

Kanduli is a thanksgiving banquet. The event, organized by Manila Royal

House and Council of Muslim Elders, was intended to welcome the holy month of Ramadan when Muslims practice fasting.

Go also called for unity and respect among Filipinos of different faiths, saying “Magkaiba man tayo ng relihiyon, pareho lang po tayong may takot sa Diyos at may pagmamahal sa bayan, kaya dapat po tayong magkaisa.”

He noted that President Duterte has treated Muslims and Christians equally during his stint as Mayor of Davao City. He recalled that every year, then Davao Mayor Duterte would always sponsor some Muslims in Davao for their pilgrimage to Mecca.

“Sabi ni Mayor Duterte, piliin mo yung most deserving na Muslim na walang kakayahan na makarating sa Mecca. So ang pinipili namin yung sa pinakamalayong mosque sa Davao City para bigyan po sila ng pagkakataon makapagpilgrimage po. …Sa ganoong paraan, pinapakita namin gaano binibigyang importansiya ang tradisyon ng mga Muslim,” Go said.

Go thanked the organizers and guests of the event after they expressed their support to his candidacy. In response, he vowed to serve Filipinos well through his continuous support to the Duterte administration and its programs.

Among others, Go said he would help President Duterte to bring progress and development, particularly in poor areas in Mindanao.

“Pag naging maunlad ang Mindanao, hindi na kailangan mapalayo sa kanilang pamilya ang ilan nating kapatid na Muslim para lamang maghanap ng mas magandang kapalaran dito sa Metro Manila,” Go said.

He cited the Mindanao Rail Project (Phase 1), a P35.2-billion, 102-km. single track rail running through Digos, Davao, and Tagum cities in Region 11 that will allow more comfortable and reliable transportation along its service areas. It is expected to be operational in 2022.

Also part of the big-ticket infrastructure projects in the island is the P5.4-billion Malitubog-Maridagao Irrigation Project located in Maguindanao and North Cotabato provinces and expected to be completed by 2019.

MOA with House of Hope for city’s financial assistance up for review THE proposed Memorandum of Agreement (MOA) between the city government and the House of Hope was endorsed by Vice Mayor Raineir Joaquin V. Uy to the City Council committee on social services chaired by Councilor Reuben R. Daba for review.

The MOA covers the financial assistance to be provided by the city to the House of Hope for this year in the amount of P3 million, and the collaboration of the parties to provide needed services to help address the mental health needs in the city.

In his letter to the City Council, Mayor Oscar Moreno said the increased amount of assistance to provide the services to the mentally-challenged patients admitted at the House of Hope is a manifestation of the city’s strong commitment in addressing the mental health problem in the local government unit.

It may be recalled that the city government allocated the amount of P1 million as financial assis-

tance to the House of Hope last year.

It was observed that mentally-challenged or abandoned persons are found loitering and aimlessly wandering in the streets, thoroughfares, and public and private buildings and places in the city.

The Power learned that the House of Hope is attending to their needs but its aim of completely caring, rehabilitation and uplifting them as worthy human beings is hampered by lack of facilities as well as the absence of sustained and effective support from the community.

Under the proposed MOA, the city government shall harness, provide and extend all possible assistance to the House of Hope, for the accomplishment of its plans, programs, and activities, among others.

For its part, the House of Hope shall accept referrals from the city provided that it is compliant with the protocol of the House of Hope that only mentallychallenged patients, and not Persons with Disability (PWD) are eligible for admission into the facility, as provided for in the proposed MOA. cerned agencies such as the DOH, DSWD, PCSO, and Philhealth.

Isang araw lang tapos na ang problema ninyo,” said Go. He added that he wants to pass a law to enable the program to continue and allow the establishment of Malasakit Center in more provinces and key urban centers in the country.

Other priority concerns Go have identified to be part of his legislative agenda include programs for agriculture, education, long-term sports development, fire protection and prevention, localized peace talks, Magna Carta for barangay officials, creation of a Department of OFW, and better government support for senior citizens.

“Patuloy nyo po akong magiging tulay kay Pangulong Duterte,” Go assured the group.

Go said that no matter what destiny awaits him, he would continue serving the people the way he served President Duterte for over 21 years.

“Patuloy po akong magseserbisyo sa mga taong bayan, kay Pangulong Duterte, sa mga kapatid nating Muslim, at sa lahat ng Pilipinong nais bigyan ng magandang kinabukasan ang ating mga anak. Magtulungan po tayo, mahal ko po kayo,” Go said.

Problems make me always grow

GOT problems? Feel hurt?

Are you discouraged? Do you think, the whole world is against you?

I suppose everyone of us would have answered “yes” to at least one of the above questions at some times in our lives. At least once ... !

Nobody needs a smooth road all life through. There are just some potholes once in a while. That’s what life is all about.

I often met people telling me that God does not love them any more. I would ask them then what makes them say that. Most of the time the answer comes back to me sounds something like that: I”ve got so many problems. Not only one.

W believe that God love us. He will spare us from the sufferings, the trials and tribulations of life. Really?

How childish! What an

immature thinking, that if our parents love us, they won’t scold us!

Somebody in my surroundings once said, “Only those who have already experienced a resolution within themselves can each out and help other”. In other words, unless you have learned to deal with your own inner crisis and problems, you will never learn the meaning of real maturity.

He who has no problems does never grow. It’s as simple as that. You have to experience an inner turmoil and deal with it effectively before you can grown strong enough to help others.

As long as you never have a problem, you might remain child emotionally.

The hardship of basic training are what make a soldier ready to stand his ground and fight bravely. Problems

- and allow me to say ALL sorts of problems - cause us to be and become mature people who are capable of handling the tension and stress that male up the everyday fabric of life.

My dear reader, I really don’t know about you, but I never ask God to take away my problems. I asked and still asking Him, rather, to help me work them out. In other words, I don’t ask WHY, when I have to face a problem. I ask WHAT. What is it Lord, that you want to teach me? What is it that you want me to learn from this cross you are sending me right now?

What are the new directions in life do you want me to take? I know that if I can work it all, I will be a more solid individual, capable of handling future crisis more readily.

Pagbutu, pagpini’ pagnakura’ (Voting, choosing leaders)

ZAMBOANGA CITY (MindaNews/03 May) – The Moros came from a society where leadership, by and large, is inherited based on blood. Blue-bloodedness is the basis for leadership. A candidate had to be royal from both branches of his family, whose ancestors have been rulers and even his mother have to be of royal birth. I used the masculine pronoun “his” because leadership back then was largely patrilineal.

There are about three classes of nobility under the Sulu Sultan, from which all traditional leaders emerged: (1) Karatuan - The karatuan are descended from the first Sultan and are fiefs in their own domain. They sport the titles ‘datu’ for male and ‘dayang-dayang’ for female. Descendants of a datu maintain the same titles. However, for descendants of ‘dayang-dayang’, they need to have a royal husband to retain the titles for their children. Children of a commoner father lose the right to inherit their mother’s title, and instead entitled to lesser ones like ‘tuan’ (sir) and ‘sitti’ (lady).

(2) Kasalipan or Ashraf – The kasalipan trace their ancestry to the Prophet’s Banu Hashim family. Descendants are known by the colloquial title ‘salip’ for both male and female.

However, these days, the Arabic forms ‘sharif ’ for male and ‘sharifa’ for female are preferred. The sharifas need to have a royal husband to retain the titles for their children. Sharifas married to commoners lose the right

to inherit their title, and instead entitled to lesser ones.

(3) Kaburanunan – This class of nobility claims descent to older pre-Islamic ancestry that once ruled the Sulu Archipelago. The Chinese Ming Shi-Lu (Annals) documented three polities – Eastern, Western and ‘Dong’ (Chinese word for natives) – whose rulers were titled as ‘Paduka Batara’, ‘Maharajah’ and ‘Paduka Prabu’, respectively.

Unlike their Karatuan and Kasalipan kins, members of this noble class sport no title at all. According to ‘salsila’ (oral literature), they are recognizable through their physiques – short in stature, curly hair and darker skin.

Together, the karatuan, kasalipan and kaburanunan form the “Junjungan Majilis”, sort of a royal assembly upon which the incoming sultan makes his pledge to rule justly and according to law and tradition. In turn, the ruling class affirms its loyalty.

Since leadership is patrilineal, imagine the pressures faced by Sitti Kabira (Grand Lady) to overcome and assert herself on the throne as Pangiyan (Queen) Ampay. In the hierarchy of traditional leadership, the top is capped by the Sultan, followed by his royal cabinet (kamantirian), mostly of noble birth themselves.

Blood maybe the entry requirement, but competence still matters.

Interestingly, the title of ‘Datu Shahbandar’ or colloquially ‘Datu Sabandal’ was a powerful office in-

charge of external, overseas or foreign affairs and trade.

The compound word ‘shah bandar’ is accordingly Persian in origin and literally means, “the port or harbor master”. In its modern application, the Australian minister of foreign affairs and trade comes to mind.

In the Sulu Archipelago, there are the civil and religious functionaries directly appointed by the Sultan.

Among the former are the likes of the Panglima (vice royal or civil governor) scattered throughout the realm.

The position is based on competence to enforce royal edicts in and to unify the assigned locality to be loyal to the ruler. Among the latter are the likes of the imam (congregational prayer leader), khatib (mosque secretary), bilal (caller of adhan) and kuntum (in-charge of physical maintenance of the mosque). They all serve at the pleasure of the ruler.

Socially, below the ruling class are the ‘free men’ and their families like the ‘orangkayas’ (people of means) who have distinguished themselves in commerce and trade or those freed by their masters from bondage. Below them are the (bonded) serfs (ipun), followers who served their masters for generations, until some of them maybe freed from servitude for extraordinary service.

Fast forward to May 2019, the traditional monarchies in Sulu, Maguindanao, Buayan and Lanao are gone institution-wise. In fact, our current Philippine constitution prohibits it stating,

“no law granting a title of royalty or nobility shall be enacted” (Section 30, Article XVI). Despite this, cultural practice persists even among the literate or educated Moro population.

Against this cultural backdrop is the legal imperative of a secular democracy - a system of government where the people are sovereign and the political leaders are public servants who are elected by the former to serve for specific office and tenure. This is in stark contrast with the old monarchy where the ruler is sovereign and all those below him are his servants.

This month, the campaign period is reaching its zenith and the acme of who to choose. On May 13 (Monday), voters will proceed to their respective precinct to cast their vote.

From this exercise of suffrage came the colloquial word ‘pagbutu’, the act of voting or ‘pagpini’ nakura’, the act of choosing leaders.

To qualify to run for public office in the present time, residency, age and ability to read and write are the minimum qualifications.

In contrast, the minimum qualifications for the sultanship are the following: 1. Bangsawan - Descended from the first Sultan of Sulu.

2. Ilmawan - Highly knowledgeable of the law (sara’) and tradition (adat).

3. Rupawan - Morally upright, physically and mentally fit, with exemplary character and a regal personality befitting the See PAGBUTU, page 11

Bong Go backs dev’t of Pampanga • eyes Clark as alternative economic hub to decongest Metro Manila ANGELES CITY, Pampanga – Former Special Assistant to the President and senatorial aspirant Christopher Lawrence “Bong” Go on Friday said Clark Special Economic Zone in Pampanga is likely the best alternative business and economic hub to the already congested Metro Manila.

Go made the observation as he also pledged to support the government’s infrastructure and other development programs that would further promote the growth of the province and the rest of Central Luzon during the Partido Demokratiko Pilipino campaign rally here.

“Huwag po kayong magalala dito sa Pampanga, isa po sa aking priority ang tulungan ang patuloy na pag-asenso ng lugar ninyo.

Ito kasi ang pwedeng maging alternative sa Maynila, masyado na pong congested ang Maynila. Meron (na) po tayong magandang airport dito, ayusin pa natin. Ang ganda po ng pasilidad dito sa Clark eh,” Go said.

He noted that construction is already on-going for the Clark International Airport Expansion Project, a P9.3-billion development for a new 82,600-square-meter Passenger Terminal Building of the airport and the installation of all the required equipment, machinery and associated facilities to support its operation.

Construction of the Tutuban-Malolos phase of the PNR North-South Railway began last February 15, 2019, which is expected to be completed by the last quarter of 2021.

Likewise, Go pointed to the P50.3-billion SubicClark Railway Project in the western section of Central Luzon running on an exclusive ROW parallel to SCTEX. The project seeks to reduce Metro Manila traffic by helping develop the region as a new growth center for the economy. It is expected for completion

by 2021.

Also in the pipeline, awaiting funding, are various farm-to-market road projects in many areas in the province.

In addition to the strategic location of Clark and Pampanga, the existing facilities and planned infrastructure projects, Go said the fact that the province is considered as the culinary capital of the country augurs well for local tourism.

MANILA -- Global hospitality management chain, Swiss-Belhotel International is expanding in the Philippines, and will open a luxury resort in Davao by 2022.

In an interview with the Philippine News Agency (PNA) on Friday, SwissBelhotel chairman, Gavin Faull, said Filipinos are the best in hospitality and care, and that the country is currently in the “golden era” of tourism.

“Many people travel around the Philippines whether for pure leisure or to attend meetings.

People from Shanghai, for instance, go here to spend a weekend,” he said.

The executive added that Swiss-Belhotel has a strong synergy with the Philippines, and recognizes Filipinos’ passion and professionalism.

At present, Swiss-Belhotel manages 105 hotels and resorts in Asia. It has two hotels in the Philippines -- the Valero Grand Suites in Makati City, and the Blulane in Chinatown, Binondo.

The management hopes to do the groundbreaking

of the luxury resort in Davao within this year.

This will be the biggest among the Swiss-Bellhotels in the Philippines.

Collapsed supermarket workers get ECC benefits THE Employees Compensation Commission has provided assistance to survivors of the collapsed supermarket in Porac, Pampanga that went to the ground following a 6.1 earthquake late last month.

Labor Secretary Silvestre Bello III turned-over the ECC benefits to the family members of five of the workers of the Chuzon supermarket who are still being treated at the hospital after being pulled out of the ruins of the four-storey supermarket.

Bello, who chairs the ECC, was assisted by ECC Executive Director Stella Banawis-Zipagan, in the distribution of the assistance during the Labor Day job fair in San Fernando, Pampanga.

The workers received 10,000 pesos cash assistance, aside from the grocery items earlier provided by the ECC.

Bello said the cash assistance is part of the ECC’s Quick Response program that provides immediate support to workers who meet work-related contingencies.

The family members who received the cash assistance on behalf of the recuperating workers were Edgardo Martin for his daughter Ma. Lourdes, a saleslady; Diane Gonzales for his husband Jonie, a bagger; Remedios Corpuz for her daughter Rhinalyn, a checker, Lorielyn Tating for her daughter Ivone, an office staff; and Tony Facun for her daughter Desiree, also an office staff.

Two workers had their legs amputated while the rest suffered multiple fractures.

THE Department of Trade and Industry (DTI), Overseas Workers Welfare Administration (OWWA), and the Technical Education and Skills Development Authority (TESDA) will provide training and business loans to returning Overseas Filipino Workers (OFWs) to help them find jobs or start their own businesses. In a Memorandum of Agreement signed on 1 May 2019, OWWA will refer willing OFWs to TESDA for skills training and to DTI for entrepreneurship seminars and loans through the Pondo sa Pagbabago at Pag-asenso (P3) program. DAVAO CIT Y (MindaNews/03 May) – A total of 306 applicants were hired on the spot by local and overseas companies at the end of the two-day 2019 Trabaho, Negosyo, Kabuhayan, Job and Business Fair in Davao City, Department of Labor and Employment (DOLE) communications officer Eduardo P. Monreal said on Thursday.

Of this number, Monreal said 229 were hired for local employment while 77 were hired for overseas jobs.

The job fair gathered a total of 50 local and 20 overseas companies offering a total of 4,682 jobs, he said.

He added the agency recorded 2,543 registered applicants, of whom 1,534 were qualified and 848 were still subject for follow-up interview.

Mario Jelloan, 45, of Braulio E. Dujali town in Davao Del Norte, arrived in the city to join the fair hoping to return to the Middle

East where he worked as a mason for more than a year.

He said he needed to raise his income to provide for his family. His two children are scholars in Far Eastern University and De La Salle University in Manila.

Jelloan’s wife is an elementary school teacher in their province.

The top 10 local jobs offered during the fair were 1,452 carpenters, 192 masons, 173 production crews, 140 customer service representative, 135 service crews, 134 sales associates/clerks, 117 drivers, 100 field collection officers, 86 mechanics and 62 electricians.

For overseas, the top 10 were 1,276 nurses, 591 cleaners, 267 teacher assistants, 266 waiters/waitresses, 200 female on-call cleaners, 157 sales associates, 125 welders, 120 service crews, 80 household service workers and 77 manicurists/ pedicurists.

PUV drivers to benefit from TESDA training DAVAO CITY -- About 700 drivers of public utility vehicles flocked to the Korea Philippines Vocational Training Center in Davao City for the launching of Tsuper Iskolar, a scholarship training program of the Department of Transportation (DoTr) and the Technical Education and Skills Development Authority (TESDA) in preparing affected individuals in the government’s PUV Modernization Program.

DoTr and TESDA inked a memorandum in 2017 to ensure that stakeholders in the transport industry are provided trainings and social assistance for stakeholders as identified under the PUVMP. For this year, DoTr transferred P350 million to TESDA to ensure the provision of trainings in pilot areas such as Davao City.

DAVAO CITY -- The Build, Build, Build program of the Duterte administration has heightened the deman for skilled workers.

Department of Labor and Employment- XI Assistant Regional Director Atty. Jason Balais said that there are more than 2,000 job vacancies in the Labor Day’s Jobs and Business Fair that were infrastructure and construction related.

“Because of the build, build, build, we have so

many vacancies in the construction industry,” Atty.

Balais noted.

“Our available vacancies is about 2,200 jobs mostly carpenters and masons,” Balais added.

He said based on the vacancies in the Jobs Fair many construction companies are in need of skilled construction workers.

The Build, Build, Build is a strategy of the government to strengthen the economy by investing more in public

works and infrastructure, one of its goals it to jobs creation.

Positive thinking has to do with being able to remain balanced even when things are starting to fall apart. It calls for someone to maintain equilibrium between problems and shortcomings so that you’ll keep your sanity when all else fails. Be it as it may be, thinking positively is often times harder compared to thinking negatively. Human as we are, we tend to deviate from what should make us feel good about things because fear can easily wrap us up.

For food products the DOST is focusing on bananabased, chicken meat based food and regional delicacies in Mindanao. For non-food products the Department is focused on lipstick, shampoo, soap and toothbrush/ toothpaste.

“There are two strategies in bringing down the price of halal products, one is substitution and another is to eliminate some of the components. With halal products we are trying to eliminate haram. By eliminating some

of the haram (forbidden) components we can bring down the cost,” Sales said.

Another strategy which is substitution by replacing haram components with those which are halal.

“Through R&D we can bring down the costs, increase productivity, increase our contribution to the manufacturing output and increase our contribution to the GDP (Gross Domestic Product) and GNP (Gross National Product),” Sales said.

The DOST’s innovation fund can also be tapped by halal industry’s MSMEs (Micro, Small and Medium-sized Enterprises) which aims to help businesses ensure product quality and productivity, the fund is payable within three years without interest.

Aside from R&D, the DOST is also supporting the halal industry through verification services.

Sales said the verification of halal involves science.

“DOST will provide the science as a basis for certification, we already have a halal verification laboratory here in Davao. This is one of the four halal verification laboratories established by DOST,” Sales said.

The seven-page document, a Sandiganbayan resolution, was a denial of an appeal filed by then Misamis Oriental provincial engineer Rolando Pacuribot to defer his arraignment in two criminal cases – graft and falsification of public documents.

Moreno, who was Misamis Oriental governor when Pacuribot was the provincial engineer, is also a respondent in both cases but the April 29 resolution to defer arraignment issued by Sandiganbayan Presiding Justice Oscar Herrera Jr. was specifically for Pacuribot’s case only.

But social media posts made it appear that the document was already Moreno’s preventive suspension.

“We deplore disinformation. Fake news and its pureveyors have no place in democratic elections,” Rivera said.

The case stemmed from a complaint lodged against Moreno and several others,

While the act of voting for our leaders is modern, democratic and secular, many observed that most of the time the bases for our selection appears to be along the line of personality, patronage and cronyism, and in turn, complemented by the ‘spoils system’, that is, ‘to the victor goes the spoils’, and uses the public coffer or resources to reward individuals or groups for their electoral support and the expectation of the loyalty in the next election.

As a result, meager government resources that should have gone to funding and improving public services are squandered. In turn, corruption in public offices in its different forms, such as bribery, graft, patronage, nepotism, cronyism, embezzlement, and kickbacks, undermines good governance and public trust in government.

How do we get out of this quagmire? Much have been said about quality leadership, morality in governance and so forth.

But I reckon, of the same magnitude is the need for enlightened constituency or responsible citizens, who have realized that they way out of this quagmire begins with each voter putting in the names of those who are up to the challenge of public service. Corollary to this is the correct exercise of our right of suffrage by voting for those with solid platforms and proven competence or showed ability to deliver. The voters should stop patronage politics themselves. The way to stop dynasty is every voter’s decision to elect only one from each family to public office, one who is most competent of them all. Politicians are into patronage because voters are expecting grease monies. If voters stop expecting, bullion of monies will become useless papers overnight.

Our situation will never change unless we the voters start changing what is in us. One election can begin the cycle of political maturity, and over time, we demonstrate to the succeeding generations what true sovereignty means. Let us begin it this May 13, 2019.
