CAGAYAN DE ORO CITY-The Rural Transit Mindanao, Inc. (RTMI) which owns a fleet of buses plying Northen Mindanao region started to deploy coaster buses effective May 1, a bus official said yesterday. “Initially, we deployed six non-airconditioned coaster buses to serve our riding public,” said Mr. Jessie Boy P. Xavier de Kibangay produces nutritious corn Instablend thru DOST CEST program LANTAPAN, Bukidnon -- The food-grade equipment received by Xavier de Kibangay High School in Lantapan town from the Department of Science and Technology in Bukidnon (DOSTBukidnon) is now on its finest operation while the school has stopped functioning due the coronavirus disease (COVID)-19 pandemic. “In this time of crisis, our school is closed and every day we pray for the healing of our land. That is why we thought of producing Corn Instablend so that we can help our neighbors here in Kibangay, especially the children,” Sister Mercy Ongsit, the school director said. The Religious of the Assumption Sisters ran the Xavier de Kibangay High School (XKHS) where students are 95 percent indigenous people (IPs). XKHS is a recipient of the DOST’s Community Empowerment thru Science and Technology (CEST) program that provides food-grade equipment and technical assistance in the school’s

food processing project. The school administration prioritizes the formulation of Corn Instablend, which was inspired by the DOST-FNRI’s BigMo complementary food. BigMo is FNRI’s ‘Sulong Pinoy Program’ with rice-and-mongo based products. But for XKHS in Lantapan town, where corn is abundant, Corn Instablend has been produced. Corn is rich in Vitamin B12, folic acid, and iron. With this, DOSTBukidnon assisted XKHS in producing its first complementary food— the Corn Instablend. Its first beneficiaries were the 87 children of Old Kibangay subvillage. This is also the school’s outreach activity during this COVID-19 outbreak. Malnutrition is one of the problems in the community. Lantapan town has a 49 percent poverty incidence rate. According to the Municipal Health Office, there are still 200 malnourished children

Sustines “Lolong” Magallanes: Healing Mother Earth’s Pains Through People Empowerment

“From time to time there appear on the face of the earth men of rare and consummate excellence, who dazzle us by their virtue, and whose outstanding qualities shed a stupendous light. Like those extraordinary stars of whose origins we are ignorant, and of whose fate, once they have vanished, we know even less, such men have neither forebears nor descendants: they are the whole of their race.” He had leaped to the Great Beyond on May 1, 2020, leaving the “shell” (the remains) behind as the “pearl” (the spirit) is now deeply into a realm of great stillness and peace, called by the Unseen Being to live a life in a higher dimension of great power and vibrant life. That great stillness is manifested in his remains as

that “shell” amazingly radiates peace. Knowing Lolong for three decades who had been oozing with love for people and the environment, even willing to die to protect Mother Earth, that struggle had loomed because that stillness of being one with all of God’s creation had been his motivating force. Lolong had been carrying inwardly that power of stillness, endowed with the spirit of oneness with nature. In fact, that had been our battle cry then when we were mobilizing thousands of ecological people to protect God’s vanishing creation in a world that is so deeply buried in materialism and consumerism that is sacrificing the people and Mother Earth to the altar of greed and profit. Indeed, there

is so ,much veneration to the profit motive that has captured the mindset of all institutions, all governments and all universities. Enough is enough of the denigration of the environment. Only one that has that kind of stillness, oneness with nature, as exemplified by Lolong, is willing to die for Mother Earth! Endowed with that spirit of oneness with all that exist, that breath, and that move, Lolong was indeed right, that we are not separate fragments in an alien universe but connected as one to something that is so vast, so sacred and so immeasurable. Feel that connection with the Unseen Being, the Creator, and you have no other alternative but to stand bravely for all

of God’s creation!! How a Walt Disney World Reopening Would Look AS Florida begins to take “ baby steps “ towards the reopening of its economy amidst the COVID-19 pandemic, many people have speculated what Walt Disney World will be like when it reopens. Set to re-open today May 4, the restaurants will be able to offer indoor and outdoor seating, albeit with proper social distancing, and shops will open with a limit of 25% of full capacity, all eyes are on the mouse. Both Disney World as well as Disneyland in California have been closed since mid- March but their reopening today is tied to

the resumption of mainstream travel in the United States. The reopening of Disney World would play a significant role in restarting the travel economy. People need to have something to be able to do when they get there. “So Disney World needs to open back up. Restaurants need to open back up.” A task force was organized early to lay out a multi-phase plan that outlines how theme parks would operate when they do reopen. In the first phase, each park could operate at 50%

capacity and employees, who would undergo temperature and wellness checks at the start of each shirt, would wear masks. Any employee with a fever of 100.4° F (38° C) or higher or with flu-like symptoms would be sent home. Visitors to the parks would stand in clearly marked queues with 6’ (1.8 m) spacing and restaurants offering seating would arrange tables to allow for proper social distancing with an initial capacity limited to 50%. In addition, the theme parks would be required to place touchless sanitizer

stations throughout the park including at entrances, exits, and rides, and maintenance staff would wipe down railings and other high-touch surfaces on a regular basis. I’M referring to that episode in the gospel where Christ was accosted by a man possessed by many devils who called themselves, Legion, precisely because they were many. (cfr. Mk 5,1-20) It is said that the possessed man was so unwieldy that no chain nor fetters nor man was strong enough to control him. And that was because he was so dominated by many devils that nothing and no one could help him. Only Christ could. That gospel story somehow demonstrates what can happen to us individually or collectively as a society. If we are not careful, we can allow the devil to enter and possess us. And things can get worse when, God forbid,

a demonic infestation can occur. We should always be wary of the devils and be ready to handle them properly. They exist. And their only purpose in their existence is to do evil, to go against God and to everyone and everything that God loves. They were originally good angels who rebelled against God upon their creation. Being pure spirits and therefore are free and intelligent beings, the devils misused their intelligence and freedom by choosing to replace God upon their creation. That choice has plunged them, being pure spirits, into an irreversible eternal state of enmity against God and against

everything else that comes from God and is still with God. Many if not all the temptations that come our way originate or are being orchestrated by devils. The proper attitude we should have when temptations come is to reject these temptations immediately, never giving them a chance to advance in their plot by dialoguing with them, and to go to God immediately. Let’s remember that when temptations come, it is because we have let down our guard. It means that our union with God has loosened, if not completely broken, often without even our noticing it. Thus, when temptations

come, we really should intensify our prayers and presence of God, since with God can we resist them. We should also submit our body to some severe discipline because when tempted the body easily falls and drags our spirit with it. And given the way the world is now, we can readily say that the devil is having a heyday. DAR, DA join hands in massive enrolment of ARBs to RSBSA

THE Department of Agrarian Reform (DAR) and the Department of Agriculture (DA) are working double time to expedite the enrolment of agrarian reform beneficiaries (ARBs) to the Registry System for Basic Sector in Agriculture (RSBSA). DAR Undersecretary for Support Services Office Atty. Emily O. Padilla said the two national agencies have agreed to “advise their respective field offices to strengthen their collaboration for the massive enrolment of the ARBs to the DA’s database system on basic information of farmers and farm parcels. It is done through identification, application, enrolment and field validation.” Padilla explained that enrolling farmers, including the ARBs, to RSBSA would enable them to avail themselves of government assistance, such as those being offered by the Philippine Crop Insurance Assistance (PCIA) and the Rice Competitive Enhancement Fund (RCEF). Padilla lauded the DA for taking the initiative of conferring with and requesting the Philippine Crop Insurance Corporation (PCIC) to consider the officially

submitted list of ARBs in its insurance coverage while the system upgrading for the RSBSA is being completed. WORKERS of the National Anti-Poverty Commission (NAPC) are appealing for exemption from a P17 million cost-cutting measure to be able to fulfill its mandate of helping the poorest of the poor as the nation combats the coronavirus disease (COVID-19). NFA rice sold direct to LGUs and relief agencies NATIONAL Food Authority (NFA) Administrator Judy Carol Dansal warns the public against transacting with unauthorized persons selling NFA rice in bulk purportedly for relief operations. “As custodian of government rice buffer stocks intended for distribution during calamity or emergency situations, the NFA transacts only directly with local government units (LGUs), government relief agencies such as the Department of Social Welfare and Development (DSWD), and some legislators buying rice for their own relief operations,” Administrator Dansal explained. The agency has recently monitored online transactions on Facebook between an alias “Jennifer” and a certain DB Lorraine de Borja (with their respective clients) offering NFA rice at P1,550.00 per 50-kilogram sack with pick up points at Bulacan and Manila. In her Facebook post, De Borja indicated she had 500,000 sacks of NFA rice available in Bulacan. Her post was even accompanied by a picture of NFA rice in sacks and a sample of the loose grains. NFA officials in Bulacan and Manila denied knowing these persons nor any warehouse in their respective areas stocked with NFA rice. Kitanglad and Kalatungan Ranges in mockery of the pronouncement that we live in a country that followed the rule of law. That was a big lie. The loggers then were bragging that 80% of personnel who must enforce the laws were under their payrolls. A logging company would earn some 360 million pesos per shipment. No way can they be stopped but through human barricades against logging. It was my great privilege to work with the organizers who were not afraid despite threats and attempts to life. One of the amazing organizers and mobilizers is Lolong. The advocacy of Lolong started in the late 80s when the Cagayan Corn Products had been emitting toxic pollutants causing widespread sickness especially to the children of Tablon.. In fact, eight children were seriously ill and two died but still the plant continued its operation. Headed by Lolong, we barricaded the plant and the influential owner had us arrested. If not of Atty. Manuel Ravanera who courageously defended us in court, we could have gone to prison. Lolong would join us at sea as we launched nightly sea-borne patrols to stop industrial pollution and all kinds of illegal fishing activities including the intrusion of commercial fishing in municipal waters, raking the bay of fish. In all of our advocacy, Lolong was in the frontline even for days and even months especially in the battle to save our remaining forest by staging series of human bar-

ricades that had lasted for ten years. There in front of the Manresa Farms in Carmen, we would dare logging trucks to overrun first our prostrate bodies on the ground before they can pass. Lolong is an environmental activist “sui generis,” as one does not meet often people who are willing to put their lives on the line for nature’s crusade. Let us therefore pay tribute to Lolong, our “comrade-in-arms” whom we had the honor of interlocking arms in the silent of the seemingly unending night in the streets as we put-up a line of defense to bravely face these well-armed roaring logging trucks. In 2000, no less than former President Joseph Estrada came in the barricade area and together with Lolong, we presented the people’s clamor to stop logging and he ordered then DENR Secretary to stop logging. Deloso added that frontliners were trained on how to don full protective gears and the proper insertion of oropharyngeal and nasopharyngeal swabs in the patient’s nose and mouth to collect respiratory secretions. She said the province is set to roll out risk testing following the arrival of around 11,000 swab test kits purchased by the province. DAVAO CITY -- Given the number of barangays to cover in distributing the Social Amelioration Program (SAP) subsidy to qualified beneficiaries in Davao Region, the Department of Social Welfare and Development in Region XI (DSWD XI) strategized methods to beat the May 15 deadline on the distribution. Speaking at the One Davao on COVID19 Virtual Presser last week, DSWD XI regional director Grace Subong admitted that based on the wide area Davao City and the number of barangays that needs to be covered, it has estimated that the distribution of SAP fund could extend up to May 20. “We now have a catch up plan for Davao City so we can finish the distribution by May 15 before it transitions from Enhanced Community Quarantine (ECQ). One of our challenges is the limited number of disbursing officers to cover the entire city all at the same period,” Subong said. Thus, she bared that the DSWD requested the local government unit for an augmentation of personnel from the LGU who could serve as disbursing officers in other areas not yet covered by the SAP. These personnel are also expected to help re-validate beneficiaries who have been

listed by the barangay. The DSWD XI reported that even if a validation was done prior the actual pay-out, there are still cases of invalidation during the actual pay-out as the DSWD counter-checks if enlisted individuals are not beneficiaries in other SAP subsidy programs handled by the DSWD and other national government agencies like the Department of Agriculture (DA), Department of Labor and Employment (DOLE), and others. The DSWD XI official said that team leaders of the DSWD are doubling efforts on the distribution of SAP especially in municipalities that have transitioned from ECQ to a General Community Quarantine (GCQ). The DSWD urged LGUs to speed up the distribution of the first tranche which is aimed to help affected families get by with effects of the ECQ for the month of April. THE global lockdown of education institutions is going to cause major and likely unequal interruption in students’ learning, disruptions in internal assessments and the cancellation of public assessments for qualifications. Many countries have rightly decided to close schools. The crisis crystalizes the dilemma policymakers are facing between closing schools (reducing contact and saving lives) and keeping them open (after all, education is important for the kids). Home schooling is not only a massive shock to parents’ productivity but also to children’s social life and learning. Teach-

ing is moving online on an unprecedented scale. Student assessments are also moving online yet many have simply been cancelled. The primary point of being in school is that it increases a child’s ability. Even a relatively short period of missed school will have consequences for skill growth. But can we estimate how much the COVID-19 interruption will affect learning? One study shows that even just ten days of extra schooling significantly raises scores on tests of the use of knowledge by one percent. If we were to simply extrapolate those numbers, two weeks less schooling implies a loss of six percent of a standard deviation. However, problem solving skills are not impacted.

These philosophies brought a great impact in the educational approaches of every civilization that followed – whether in Europe, China, Egypt, India, Japan or elsewhere. The systematic provision of learning techniques to most children such as literacy has been a development of the last 150 or 200 years or even the last 50 years in some countries. Schools for the young have historically been supplemented with advanced training for priests, bureacrats and specialists. Today there is some form of compulsory education in most countries. Due to population growth

and the proliferation of compulsory education, UNESCO has calculated that in the next 30 years, more people will receive formal education than in all of human history thus far. Today, as we grapple with the coronavirus has begun. Students are using several online-learning platforms to join daily meetings with teachers and classmates. Some schools have paid for their classes to take place on Google Hangouts Meet or use Zoom. Webinars are live, usually interactive events that take place online. Instructors use audio and visual communication to share data, skills or information with their virtual students. The software for these programs allows teachers (or students) to share slides or uploaded pages. The group then can share or discuss these in real-time through chat boxes or other features. About 600 000 students roughly 1.9% of the 32 million 15-year-olds of the 79 Organization for Economic Cooperation and Development (OECD) participating countries and economies sat the 2-hour computer-based Programme for International Student Assessment (PISA) test in 2018. This assessment is a triennial survey of students around the world that assesses the extent to which they have acquired the key knowledge and skills essential for full participation in society. The assessment focuses on the core school subjects of reading, mathematics, and

science. It was administered in the English language as the medium of instruction identified by PISA. The test assumes that the test-takers should have reached an adequate level of understanding in English to work on the PISA test without encountering linguistic problems. Some of the key results include that Filipino students got an average score of 340 points in Overall Reading Literacy, which was significantly lower than the OECD average of 487 points. The mean Reading Literacy score of students residing in urban communities (355 points) was significantly higher than the mean score of those

living in rural communities (313 points). On Mathematical Literacy, Filipino students achieved an average score of 353 points in Mathematical Literacy, which was significantly lower than the OECD average of 489 points. The mean Mathematical Literacy score of students in urban areas (365 points) was significantly higher than that of students in rural areas (329 points). Lastly on Scientific Literacy Filipino students attained an average score of 357 points in Scientific Literacy, which was significantly lower than the OECD average of 489 points. The average performance of students in urban areas for

Scientific Literacy was 370 points, which was significantly greater than the average performance of those in rural areas (333 points). Assessment plays an important role in determining the quality of basic education. In the Assessment, results can be used to look into the learners’ performance so that relevant and responsive policies/programs/reforms can be introduced to further improve teaching and learning quality. In general, the PISA results can provide relevant insights on student performance and data-driven policy decisions of the Department of Education.

Likewise, to decarbonize its operations and enhance clean energy procurement, the company shifted to buying power directly from power plants producing renewable energy in 2019 as well as engaged partners for potential implementation of renewable energy solutions like solar panels and fuel cells within its operations. Globe also encourages employees to limit the use of motorized vehicles for business commuting through the introduction of telecommuting, flexible work arrangement, and carpooling. Meanwhile, Globe is dedicated to contributing to the preservation of the invaluable biodiversity of the Philippines through awareness building and social innovation and spearheaded a program focusing on marine biodiversity conservation.
