Ban on single-use plastics In SarBay strictly enforced GENERAL Santos City-The Department of Environment and Natural Resources (DENR) in Region 12 has called for the strict enforcement of the total ban on single-use plastics and other related items in beaches within the critical Sarangani Bay. June 5, Eid’l Fitr, is regular holiday

DAVAO CITY -- The Palace issued Proclamation No. 729 declaring Wednesday next week (June 5) as a regular holiday in observance of Eid’l Fitr (Feast of Ramadhan). The proclamation was based on, among others, on Republic Act 9177 and the recommendation of the National Commission on Muslim Filipinos. It said the observance of the holiday aims to “bring the religious and cultural significance of Eid’l Fitr to the fore of national consciousness.” President Duterte signed Proclamation No. 555 in August last year declaring Eid’l Fitr and Eid’l Adha as holidays this year. Police warn public v investment scams COTABATO City--Police authorities in North Cotabato have intensified information dissemination against shadowy investment schemes that prey on innocent individuals, making them believe that such are legitimate investments. Lt. Col. Why should we pray?

WHEN tragedy strikes, it’s easy to harden our hearts and cry out, “God, why did you let this happen?” Maybe then, we started praying. Before, when everything goes smooth, we would not even think a minute about praying... . “To be a Christian without prayer, “said Martin Luther, “is no more possible than to be alive without breathing.” Prayer is the only way of becoming what God wants us to be. This is the reason, why Jesus spent many hours in praying. Unquestionable, our needs bring us to a place of prayer. Confronted with danger or tragedies, as I mentioned earlier, we look for God’s help. Difficult times always cause the hearts of men to turn to God into

prayer. Let me ask you: How long has it been since your’re brought your burdens to God? Since you asked His forgiveness for your shortcomings? In his very interesting book “People in Prayer”, Dr. John White reminds us that prayer is a divine-human interaction and it is always God who takes the initiative. White write: “God speaks and we respond. God is always speaking. To hear his voice is not usually a mystical experience. It consists merely of a willingness to pay heed to God who lays a claim to our lives.” Yes, God always speaks. It is up to us whether we will listen and respond to Him. Many think we are the ones who initiate prayer.

But prayers begin and end with God. There was a time, I wasn’t in the mood to pray any more. It seemed that God didn’t listen my prayer any more. I didn’t get what I prayed for. Of course, not... ! That’s not the meaning of praying to God. All my wishes will be granted? Heaven forbid! Sometimes, after we have prayed, God’s answers may puzzle us. But as time times goes by and as events unfold we see God’s purpose in his answers. We might get a larger vision, what HE likes. Not what WE like... . Think about it for a moment” How does the idea that prayer begins and ends with God affect me now? Do I have the habit of listening to god? How do I respond

to Him? How do I usually pray? I confess that long time ago I have been trying to persuade God to change other people in my surroundings or circumstances. Nothing changed. Of course not, what a fatal attraction? I got confused because God never granted my requests. Meanwhile I got God’s answers to my prayers. Did anyone remember ABAMIN?

WHAT happened to Abante Mindanao (ABAMIN) party list? Twice in a row the ABAMIN failed to make it in the last two elections. It is very unfortunate that ABAMIN, a party list that supposedly look into the plight of the people of Mindanao, particularly the less fortunate brothers in the tribal community. There is no denying that the ABAMIN through the sterling performance of ABAMIN party list Rep. Maxi Rodriguez has done many things that improved the lives of the marginal community in Cagayan De Oro City. Originally formed sometime in 2008, the Commissions on Elections (COMELEC) accredited the ABAMIN as a party list

in the 2010 general election. ABAMIN then was able to gain a seat in Congress with Maximo Rodriguez as the Party List Rep. in Congress in the 2013 election. By the way, Rep. Rufus Rodriguez, the elder brother Maximo, who was elected to Congress in 2007, was the principal organizer of the ABAMIN Party List. Since Rufus also ran for reelection, the younger Maximo Rodriguez became the first nominee then. Thus, Maximo Rodriguez became a member of the House of Representative in Congress, along with his elder brother Rufus Rodriguez, when ABAMIN gained a slot in the 2013 election. In 2016, Maximo Rodriguez ran for Congress in Cagayan De Oro City’s

second district, succeeding his elder brother Rufus, who completed the three terms (nine) years in Congress. While Maximo won the Congressional seat, the ABAMIN failed to gain a seat in Congress. In the May 13, 2019 elections, ABAMIN again joined the electoral fray with Mary Grace T. Rodriguez a.k.a “Jenny,” “Jing,” wife of Maximo Rodriguez as the first nominee. Maximo did not run for re-election in order to give way to Rufus Rodriguez, who ran again for Congress. Maximo settled as the Campaign chairman of the Centrist Democratic Party (CDP) and Campaign Manager of the ABAMIN. Rufus won the congressional race along with his

younger sister “Jocelyn,” who ran for City Councilor under the coalition Padayon Pilipino-CDP political party. Unfortunately, the ABAMIN did not make again. Compared to other party list that mushroom following the COMELEC resolution slackening the rules and guidelines for accrediting party list, ABAMIN was reliable after establishing a track record in Congress. Candidly, ABAMIN, as a party list, has passed various resolutions and approved House Bills intended to alleviate the plight of the marginal Filipinos, especially the tribal community in Mindanao. Great artists become great because they spend years improving their abilities. Centuries ago a young Greek artist named Timanthes studied under a master teacher. After several

years of daily labor, young Timanthes painted a beautiful work of art. He was so pleased with his painting that he spent days looking at it. One morning he arrived to find his prized work totally wiped away with paint. Timanthes was shocked when his teacher admitted he had destroyed the painting. His teacher said: “I did it for your own good and future success. That painting was stopping your progress. You need to start a new painting and try to do better.” Fortunately Timanthes took his teacher’s advice, and went on to paint what today is regarded as one of the greatest paintings from that era of history: the Sacrifice of Iphigenia.

He was celebrating his 95th birthday when a reporter asked him: “Mr. Casals, you are 95-years-old and the greatest cellist who ever lived. The CAGAPA, on the other hand, is a marginalized group of housewives that received P283,000 livelihood aid from DOLE in 2014, which enabled them to enhance their business venture on cassava chips making. their products are now being sold at various pasalubong centers, groceries, sari-sari stores and schools, and this has resulted in generating employment for more people in their locality. Region 11 police chief warns cops against shady investment schemes

DAVAO CITY -- The chief of the Police Regional Office in Davao Region (PRO-11) has warned members of the Philippine National Police (PNP) in his jurisdiction against getting involved in the rampant easy-moneyschemes. Brig. Gen. Marcelo Morales issued the warning Wednesday as he warned that those who participate in dubious investment schemes will face administrative charges, for violation of the Code of Ethical Standards and for insubordination.

While he has no solid proof that some police officers are involved in such activities, Morales said he has heard that some police officers are putting their hard-earned money into it. He said it is not only the police personnel who are investing in shady investment schemes but also known local personalities who act as recruiters to attract investors. Banayag and medical kits was distributed on the last day of Brigada Eskwela . Dr. Vivian Tuazon our Senior Division Specialist monitored this annual event. Certificates were given to the students, parents and stakeholders who participated the Brigada Eskwela. The ABAMIN has sponsored thousands of scholars, many of them have graduated from college and were now gainfully employed. As a Party list Rep. Maximo Rodriguez is accessible to people from all walks of life. Like his elder brother Rufus, Maxi is very approachable. The CYNOSURE learned the traits of the Rodriguez brothers, as public servants, out of testimonies from people who were the beneficiaries of their pro people programs. Thus, the fielding of Jenny, wife of Maxi, as the nominee of the ABAMIN, was welcomed by the leaders and supporters with equal zeal and enthusiasm. Confidence is high that ABAMIN could make it in the 2019 midterm election. On the contrary, everybody was frustrated when ABAMIN did not make it again. The failure of the ABAMIN to make it, once more, demands a deeper assessment if only to rectify some cardinal lapses, so to speak.

In spite of the good things that the party list has extended to the constituents, the issue about its leadership could not be set aside. It is also disturbing to hear that the ABAMIN party list was ran by incompetent party leaders and workers. That the Rodriguez no longer listen to the advices and observations of credible supporters became consistent. In other words, Maxi, as the overall campaign manager of the ABAMIN, might have been over confident that he relies heavily about the existing ABAMIN political organization and structure. There were also these reports that the ABAMIN focused its energy on its home court in Cagayan De Oro City, forgetting the critical and important areas in Mindanao. Well, that is the observation. Whatever, if the ABAMIN is serious in gaining back its lost glory, its leadership must re-examine, reevaluate, and restructure the party list leadership. It needs fresh, creative, and innovative people with ideas and visions that meet the demands of the time. The CYNOSURE is writing this because of the belief and faith of ABAMIN’s avowed mission to serve the neglected and the deprived people and as a movement for peace, solidarity, and justice for the Mindanaoans. If such activities are not properly managed, the official said it will just put to waste the conservation efforts for Sarangani Bay that are being undertaken by the agency, LGUs, private sectors and other stakeholders. “Manage your garbage since wastes, particularly plastic, can be devastating for marine biodiversity,” Tamoria said. Sarangani Bay, which is a declared protected seascape, is home to various important marine wildlife species like Olive Ridley turtles, “dugongs” or sea cows and “butandings” or whale sharks. Mayor Sara Duterte said in her 2nd State of the City Address in October 2018 that the national government allotted an initial budget of P2 billion to start the port upgrading, three years after attempts to start the modernization were scrapped during the Aquino administration due to lack of consultation with the city government, local stakeholders, and private sector. The P2 billion would be allocated for the general upgrading of the general cargo berthing facilities and the port area to increase capacity, according to Duterte. The proposed modernization of Sasa Port, the country’s third busiest and Mindanao’s major port, was pushed through after being recommended by the Regional Development Council and the City Development Council under Mayor Duterte. The modernization plan became controversial in 2015 when the Department of Transportation (formerly the Department of Transportation and Communication) under then secretary Joseph Emilio Abaya put the bid cost at P17 billion as recommended by German consultants hired by International Finance Corp. of the World Bank. The cost was higher by more than three folds from its original cost of P4 billion set by the PPA. The private sector here objected to the planned modernization then due to alleged overpricing while the city council rejected it due to lack of prior consultation and approval from the local government.
