Drug suspects face charges

ILIGAN City--Lala Municipal Police Station have completed on Wednesday (May 29) the filling of charges against the two suspects who were arrested in an anti-drug buy bust operation on

Sunday (May 26) in Purok Apitong, Barangay Maranding, Lala, Lanao del Norte.

The operation on Sunday evening, that targeted Erwin Madid a resident of Sultan Naga Dimaporo town, yielded 2.4 million-peso worth of

‘shabu’.

Madid’s alleged supplier, Muammar Panda, was arrested after 45 minutes when the latter tried to deliver additional packs of shabu to Madid.

Ban on single-use plastics In SarBay strictly enforced GENERAL Santos City-The Department of Environment and Natural Resources (DENR) in Region 12 has called for the strict enforcement of the total ban on single-use plastics and other related items in beaches within the critical Sarangani Bay. Nilo Tamoria, DENR-12 regional executive director, specifically urged local government units (LGU) and communities to properly

implement the measure to help protect the bay and its marine resources from the dangers of plastic pollution.

He issued the call as Sarangani Province formally opened on Thursday the three-day 12th Sarangani Bay Festival or SarBay in the white sand beaches of Barangay Gumasa in Glan town.

June 5, Eid’l Fitr, is regular holiday

DAVAO CITY -- The Palace issued Proclamation No. 729 declaring Wednesday next week (June 5) as a regular holiday in observance of Eid’l Fitr (Feast of Ramadhan).

The proclamation was based on, among others, on Republic Act 9177 and the recommendation of the National Commission on Muslim Filipinos.

It said the observance of the holiday aims to “bring the religious and cultural significance of Eid’l Fitr to the fore of national consciousness.”

President Duterte signed Proclamation No. 555 in August last year declaring Eid’l Fitr and Eid’l Adha as holidays this year.

IDPs urged to start peace with selves MARAWI CIT Y -- As the internally displaced persons (IDPs) here converged for the Marawi Week of Peace culmination program, they got one great advice: start cultivating peace in yourselves and be one in achieving peace in the community.

Japan turns over school building in Maguindanao COTABATO CITY -- An official of the Japanese embassy in Manila has turned over a six-classroom building in Kabuntalan, Maguindanao on Wednesday, as part of Tokyo’s support to education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The school building was put up and funded by the Japan government through the Grant Assistance for Grassroots Human Security Projects.

Police warn public v investment scams COTABATO City--Police authorities in North Cotabato have intensified information dissemination against shadowy investment schemes that prey on innocent individuals, making them believe that such are legitimate investments.

Lt. Col. Bernard Tayong, speaking for North Cotabato police office, said the police at this time could only provide public advisory on the risks of joining investment schemes that sprouted like mushrooms in the province and in Region 12.

“We are at the state of educating our people, the public about the risk of these pyramiding schemes that entice people to invest or donate in exchange for the huge return of investments,” Tayong said in a radio interview here on Thursday. “Such is also too good to be true schemes,”

Why should we pray?

WHEN tragedy strikes, it’s easy to harden our hearts and cry out, “God, why did you let this happen?” Maybe then, we started praying.

Before, when everything goes smooth, we would not even think a minute about praying... .

“To be a Christian without prayer, “said Martin Luther, “is no more possible than to be alive without breathing.” Prayer is the only way of becoming what God wants us to be. This is the reason, why Jesus spent many hours in praying.

Unquestionable, our needs bring us to a place of prayer. Confronted with danger or tragedies, as I mentioned earlier, we look for God’s help. Difficult times always cause the hearts of men to turn to God into

prayer.

Let me ask you: How long has it been since your’re brought your burdens to God? Since you asked His forgiveness for your shortcomings?

In his very interesting book “People in Prayer”, Dr. John White reminds us that prayer is a divine-human interaction and it is always God who takes the initiative.

White write: “God speaks and we respond. God is always speaking. To hear his voice is not usually a mystical experience. It consists merely of a willingness to pay heed to God who lays a claim to our lives.”

Yes, God always speaks.

It is up to us whether we will listen and respond to Him. Many think we are the ones who initiate prayer.

But prayers begin and end with God. There was a time, I wasn’t in the mood to pray any more. It seemed that God didn’t listen my prayer any more. I didn’t get what I prayed for. Of course, not... ! That’s not the meaning of praying to God. All my wishes will be granted?

Heaven forbid!

Sometimes, after we have prayed, God’s answers may puzzle us. But as time times goes by and as events unfold we see God’s purpose in his answers. We might get a larger vision, what HE likes. Not what WE like... .

I confess that long time ago I have been trying to persuade God to change other people in my surroundings or circumstances.

Nothing changed. Of course not, what a fatal attraction?

I got confused because God never granted my requests.

Meanwhile I got God’s answers to my prayers. Maybe very simple: I was willing to let God change me... .This is how each one of us should start. Happy endings.

Because I prayed according to His will... .

It is very unfortunate that ABAMIN, a party list that supposedly look into the plight of the people of Mindanao, particularly the less fortunate brothers in the tribal community.

There is no denying that the ABAMIN through the sterling performance of ABAMIN party list Rep. Maxi Rodriguez has done many things that improved the lives of the marginal community in Cagayan De Oro City.

Originally formed sometime in 2008, the Commissions on Elections (COMELEC) accredited the ABAMIN as a party list

in the 2010 general election.

ABAMIN then was able to gain a seat in Congress with Maximo Rodriguez as the Party List Rep. in Congress in the 2013 election.

By the way, Rep. Rufus Rodriguez, the elder brother Maximo, who was elected to Congress in 2007, was the principal organizer of the ABAMIN Party List. Since Rufus also ran for reelection, the younger Maximo Rodriguez became the first nominee then.

Thus, Maximo Rodriguez became a member of the House of Representative in Congress, along with his elder brother Rufus Rodriguez, when ABAMIN gained a slot in the 2013 election.

In 2016, Maximo Rodriguez ran for Congress in Cagayan De Oro City’s

second district, succeeding his elder brother Rufus, who completed the three terms (nine) years in Congress. While Maximo won the Congressional seat, the ABAMIN failed to gain a seat in Congress.

In the May 13, 2019 elections, ABAMIN again joined the electoral fray with Mary Grace T. Rodriguez a.k.a “Jenny,” “Jing,” wife of Maximo Rodriguez as the first nominee.

Maximo did not run for re-election in order to give way to Rufus Rodriguez, who ran again for Congress. Maximo settled as the Campaign chairman of the Centrist Democratic Party (CDP) and Campaign Manager of the ABAMIN. Rufus won the congressional race along with his

younger sister “Jocelyn,” who ran for City Councilor under the coalition Padayon Pilipino-CDP political party.

Unfortunately, the ABAMIN did not make again.

Compared to other party list that mushroom following the COMELEC resolution slackening the rules and guidelines for accrediting party list, ABAMIN was reliable after establishing a track record in Congress.

Candidly, ABAMIN, as a party list, has passed various resolutions and approved House Bills intended to alleviate the plight of the marginal Filipinos, especially the tribal community in Mindanao.

And it worked! Their team, the Chicago Bulls, became one of the most successful basketball teams in history.

Great artists become great because they spend years improving their abilities. Centuries ago a young Greek artist named Timanthes studied under a master teacher. After several

years of daily labor, young Timanthes painted a beautiful work of art. He was so pleased with his painting that he spent days looking at it.

One morning he arrived to find his prized work totally wiped away with paint. Timanthes was shocked when his teacher admitted he had destroyed the painting. His teacher said: “I did it for your own good and future success.

That painting was stopping your progress. You need to start a new painting and try to do better.” Fortunately Timanthes took his teacher’s advice, and went on to paint what today is regarded as one of the greatest paintings from that era of history: the Sacrifice of Iphigenia.

Before today’s worldfamous cellist Yo Yo Ma, was the legendary musician Pablo Casals. He was celebrating his 95th birthday when a reporter asked him: “Mr. Casals, you are 95-years-old and the greatest cellist who ever lived.

Why do you still practice 6 hours a day?” Casals answered, “Because I am still improving.”

The exciting, best way to live and not become bored is to keep learning throughout your lifetime.

You are always “a work in progress.” A wise man said: “No one can be truly happy and feel good about himself if he only does enough to survive. Animals are satisfied with simply surviving, not human beings.” There is

Members save highest-ever P11.15B in Pag-IBIG Fund in Q1 2019; up 16%

BSP’s Knowledge Resource Network reaches 223 libraries nationwide

BANGKO Sentral ng Pilipinas (BSP)’s Knowledge Resource Network (KRN) of libraries continues to expand with a network of 223 libraries nationwide as of end-April 2019. The BSP aims to have 285 KRN libraries by December 2019.

(See attached list of libraries with KRCs.) According to BSP Governor Benjamin E. Diokno, “The KRN promotes financial literacy by providing easy access to financial information. Citizens who are able to make informed financial and economic

decisions are seen as strong partners in fostering economic development.”

Launched on 14 March 2017, KRN helps promote greater public understanding of BSP policies and activities as well as essential economic and financial concepts through libraries that offer free information materials such as printed books, reports and brochures published by or for the BSP, as well as online research assistance.

The network involves the setting up of a “BSP Knowledge Resource Collec-

tion” (KRC) in each partner library, where BSP publications will be displayed. The KRN also facilitates training of partner librarians to maximize use of BSP information resources and fosters the active participation of BSP and partner-libraries in information resource sharing.

BSP partners with libraries administered by national government agencies, local government units, state universities and colleges, and private schools across the country.

Pag-IBIG Fund members saved over P11.15 billion during the first three months of 2019, improving 16 percent year-on-year and setting a new record for the highest amount saved by members in any quarter.

“Last year, we encouraged Pag-IBIG Fund members to save more and we are happy to note that many saw the merit of this campaign. Our members’ savings collections from January to March 2019 reached a record-high, increasing by P1.50 billion compared to the P9.65 billion we collected during the same quarter last year and is higher than any quarter in the previous years. This is good news because the amount of member’s savings collected finances the programs we provide to our members. More collections mean more funds that we can utilize for our

short-term loans and home financing programs, in line with the directive of President Rodrigo Roa Duterte to provide social benefits to more Filipinos,” said Secretary Eduardo D. del Rosario, Chairperson of the Housing and Urban Development Coordinating Council (HUDCC) and Pag-IBIG Fund Board of Trustees.

Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy P. Moti also said that the increase in savings was not confined to its Regular Savings program as the amount saved under its Modified Pag-IBIG 2 (MP2) Savings Program also saw a continued surge in the first three months this year. Collections from the MP2 in first quarter of 2019 amounted to P1.93 billion, up 150 percent from the P771.7 million collected

during the same period in 2018. This is by far the highest amount saved by members under the MP2 program.

The MP2 is a voluntary savings program that provides active members and retirees who are former Pag-IBIG members with another savings option that has a term of only five years.

With a minimum savings amount of P500, the MP2 yields higher dividend earnings compared to other offerings in the market.

“For 2018, we declared an MP2 dividend rate of 7.41 percent, which is higher compared to other offerings in the market. PRRD’s 2019 Japan trip nets PHP288-B in business deals

M A N I L A - - At l e a s t PHP288.804 billion worth of business agreements and letters of intent were signed between the Philippines and Japan on the sidelines of President Rodrigo Duterte’s working visit to Japan.

Presidential Spokesperson Salvador Panelo on Wednesday said the 26 signed agreements show Japanese business leaders’ confidence in the Philippines as an “investor haven.”

“These agreements emphasize the confidence the Japanese business leaders have on the Philippines as an investor haven under the vibrant and decisive leadership of President Rodrigo Roa Duterte,” Panelo said in a statement.

Trade Secretary Ramon Lopez said the 26 agreements are expected to generate an estimated 82,737 jobs in the Philippines.

“Lubos akong nagpapasalamat sa DOLE for granting me livelihood assistance na naging gabay at supporta ko upang mapaunlad ang aking kabuhayan at makatulong sa iba. Nawa’y patuloy kong mapagbuti ang aking nasimulan,” Lania said.

Lania, a 53 year-old dressmaker, was selected as the Kabuhayan champion for her feat in expanding her dress shop from the P5,000 worth of livelihood assistance from DOLE in

2015 which enabled her to sustain and improve her business. Lania is now employing 10 workers from her community.

The CAGAPA, on the other hand, is a marginalized group of housewives that received P283,000 livelihood aid from DOLE in 2014, which enabled them to enhance their business venture on cassava chips making. From 14 members at the start, the association now has 129 members. Also,

their products are now being sold at various pasalubong centers, groceries, sari-sari stores and schools, and this has resulted in generating employment for more people in their locality.

Acting Secretary Renato Ebarle commended the awardees for their hard work and assured them of sustained assistance for the success of their livelihood undertakings.

Region 11 police chief warns cops against shady investment schemes

DAVAO CITY -- The chief of the Police Regional Office in Davao Region (PRO-11) has warned members of the Philippine National Police (PNP) in his jurisdiction against getting involved in the rampant easy-moneyschemes.

Brig. Gen. Marcelo Morales issued the warning Wednesday as he warned that those who participate in dubious investment schemes will face administrative charges, for violation of the Code of Ethical Standards and for insubordination.

While he has no solid proof that some police officers are involved in such activities, Morales said he has heard that some police officers are putting their hard-earned money into it.

He said it is not only the police personnel who are investing in shady investment schemes but also known local personalities who act as recruiters to attract investors.

Morales said there are about 10 establishments in the region offering shady investment schemes. Most

Ragot and Marife Jamorol who represented their section happily distributed 50 sets of school supplies ,biscuits and alcohol for the students of Kinoguitan National Agricultural High School who also joined the Summer Reading Camp along with PNP Personnel , PTA officers and teachers who also helped in cleaning the Gulayan sa Paaralan that was scheduled on that day .

This is in line of the national activity of the Department where all school will be ready on the opening of classes comes June 3, 2019. The Brigada Eskwela is a National Schools Maintenance Week that aims to bring together the education stakeholders to participate and contribute their time, effort, and resources to prepare public school facilities for the opening of classes.

Relative to the 2019 Brigada Eskwela from May 20 - 25, with the theme “ Matatag na Bayan para sa Maunlad na Paaralan.

The school lined up various activities from Day 1 to Day 6 that will make the parents and

students motivated to join. On Day 1, a Kick off was conducted along with the NGO’s, LGU’s , Deped personnel, parents, students and alumni who join the caravan, an opening program was conducted, followed by Zumba and Arroz caldo was served to support the feeding program of the school, free manicure and pedicure highlighted day 1 .

On Day 2, Cleaning of School ground, classroom repair, varnishing of chairs and painting of classroom ended the day.

Day 3 activity include pathway cleaning, planting and replanting of landscape and repair of school fence makes the day productive. Day 5 ended thru RHU Personnel who give medical services to the parents like Blood Pressure taking, weight and height measurement and free consultation headed by Dr. Patrocinio I. Banayag and medical kits was distributed on the last day of Brigada Eskwela .

Dr. Vivian Tuazon our Senior Division Specialist monitored this annual event. Certificates were given to the students, parents and stakeholders who participated the Brigada Eskwela.

Lastly this activity will not be made possible without the donors, Elvie Marie Galgao, Reyna Jane I. Ramos, Menchie Bayucot , teachers and parents and others stakeholders who shared their blessings in kind or in cash. It was indeed a memorable and fun filled 6-day events. Our school is truly blessed and now ready for the school year 2019-2020.

The CYNOSURE learned the traits of the Rodriguez brothers, as public servants, out of testimonies from people who were the beneficiaries of their pro people programs. Thus, the fielding of Jenny, wife of Maxi, as the nominee of the ABAMIN, was welcomed by the leaders and supporters with equal zeal and enthusiasm.

Confidence is high that ABAMIN could make it in the 2019 midterm election.

On the contrary, everybody was frustrated when ABAMIN did not make it again.

The failure of the ABAMIN to make it, once more, demands a deeper assessment if only to rectify some cardinal lapses, so to speak.

In spite of the good things that the party list has extended to the constituents, the issue about its leadership could not be set aside. It is also disturbing to hear that the ABAMIN party list was ran by incompetent party leaders and workers.

That the Rodriguez no longer listen to the advices and observations of credible supporters became consistent. In other words, Maxi, as the overall campaign manager of the ABAMIN, might have been over confident that he relies heavily about the existing ABAMIN political organization and structure.

There were also these reports that the ABAMIN focused its energy on its home court in Cagayan De Oro City, forgetting the critical and important areas in Mindanao.

Well, that is the observation. Whatever, if the ABAMIN is serious in gaining back its lost glory, its leadership must re-examine, reevaluate, and restructure the party list leadership. It needs fresh, creative, and innovative people with ideas and visions that meet the demands of the time.

The CYNOSURE is writing this because of the belief and faith of ABAMIN’s avowed mission to serve the neglected and the deprived people and as a movement for peace, solidarity, and justice for the Mindanaoans.

“The number of people participating in the said fest may generate huge volumes of wastes if eco-friendly measures are not observed,” he said in a statement.

If such activities are not properly managed, the official said it will just put to waste the conservation efforts for Sarangani Bay that are being undertaken by the agency, LGUs, private sectors and other stakeholders.

“Manage your garbage since wastes, particularly plastic, can be devastating for marine biodiversity,” Tamoria said.

Sarangani Bay, which is a declared protected seascape, is home to various important marine wildlife species like Olive Ridley turtles, “dugongs” or sea cows and “butandings” or whale sharks.

Environmental workers have documented these past months a number of cases of stranding and deaths of these species in the area, with some caused by ingestion of plastic wastes.

“Plastics are non-biodegradable materials, which do not decay. Once discarded, plastics are likely to end up in oceans and these will be eaten by marine species, clogging their stomach and causing their death,” Tamoria explained.

The Protected Area Management Board of the Sarangani Bay Protected Seascape, through Resolution No. 2018-026, had set policies, conditions and restrictions in the conduct of the SarBay fest, requiring organizers to intensify the monitoring and compliance for a “”zero waste beach event.”

Mayor Sara Duterte said in her 2nd State of the City Address in October 2018 that the national government allotted an initial budget of P2 billion to start the port upgrading, three years after attempts to start the modernization were scrapped during the Aquino administration due to lack of consultation with the city government, local stakeholders, and private sector.

The P2 billion would be allocated for the general upgrading of the general cargo berthing facilities and the port area to increase capacity, according to Duterte.

The proposed modernization of Sasa Port, the country’s third busiest and Mindanao’s major port, was pushed through after being recommended by the Regional Development Council and the City Development Council under Mayor Duterte.

The modernization plan became controversial in 2015 when the Department of Transportation (formerly the Department of Transportation and Communication) under then secretary Joseph Emilio Abaya put the bid cost at P17 billion as recommended by German consultants hired by International Finance Corp. of the World Bank.

The cost was higher by more than three folds from its original cost of P4 billion set by the PPA. The private sector here objected to the planned modernization then due to alleged overpricing while the city council rejected it due to lack of prior consultation and approval from the local government.
