RTF-ELCAC-10 kicks off prov’l consultation workshops for CAPDev

CAGAYAN DE ORO CITY -- The Regional Task Force on Ending Local Communist Armed Conflict Technical Working Group (RTFELCAC TWG) in Northern Mindanao commenced a series of Provincial Cascading on Executive Order 70 and Validation of Needs and Programs, Projects and Activities (PPAs) Workshop for the Convergence Areas for Peace and Development (CAPDev), May 22, starting with the Province of Bukidnon.

The activity aims to orient and increase awareness of local stakeholders on EO 70 (s. 2018) and the CAPDev program, the region’s banner program to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats for inclusive development.

Furthermore, the program shall institutionalize the “Whole-of-Nation Approach” through focused, coordinated, and sustained delivery of basic services and social development packages by the government in poor, conflict-affected, and geographically isolated and disadvantaged areas in the region.

Marawi Sultanate League vows continuous support to TFBM rehab efforts ILIGAN CITY -- As the physical rehabilitation of the war-torn city is going on, the Marawi Sultanate League, Inc. has reiterated its continuous support to all government programs and projects for the recovery of the Maranao people and for the promotion of peace, progress and unity in the city.

The Marawi Sultanate League (MSL) has released an official statement through Resolution No. 005-219, which declares its full support to the reconstruction and rehabilitation efforts of the national and local governments for Marawi to benefit not only the city but other affected communities as well.

The league’s officers and members have committed to engage personally and voluntarily in the rehabilitation phase being conducted by the Task Force Bangon Marawi (TFBM). In the resolution, the MSL said: “We have proven our sincerity and indisputable commitment to assist TFBM.” The written declaration also states the willingness, sincerity and availability of the league’s officials and members to support all government programs designed for Marawi rehabilitation.

“This resolution shall serve

as testimony of the Marawi Sultanate League’s integrity of purpose as well as a reaffirmation of its social responsibilities and covenant for the good people of Marawi,” it said.

The group has also valued and recognized the ongoing groundworks being undertaken by TFBM through its 56 National and local government agencies and units.

Likewise, “the Marawi Sultanate League appreciates and puts great value to have been recognized and considered as a prime cooperator and partner for peace and development of the TFBM as manifested by the official acts and gestures of its chairman, Secretary Eduardo del Rosario,” it added.

Meanwhile, TFBM chairperson, Secretary Eduardo del Rosario assures that the Marawi rehabilitation is on track.

The task force and its member agencies are now doubling their efforts in the ongoing physical rehabilitation of Marawi’s Most Affected Area and continue to provide basic services to affected residents through constant health response, psychosocial interventions and livelihood programs.

Maute-IS group returnees undergo profiling for gov’t aid

SAGUIARAN, Lanao del Sur -- A total of twenty-four Maute-IS returnees from Maranatao and Piagapo municipalities were profiled here at 82nd Infantry Battalion (IB) based in Pawak.

The profiling, which started in February this year, aims to determine the identity of the returnees which will used for the government programs to be provided to them.

“Nagkaroon ng profiling last February at nafind out na merong mga kulang… validation at continuation nalang ito para maidentify ang gaps kung saan pa nagkukulang at kung anong programs ang pwedeng mavail,” said Lt. Leiand Regala.

[A profiling was conducted last February and it was found out that there are still incomplete information… this is just a continuation to identify the gaps and what programs can be availed.]

As part of the activities lined up for Duyog Ramadhan, the Office of the Presidential Adviser on the Peace Process (OPAPP) conducted a peace dialogue with the returnees and distributed groceries, rice, toys for their kids and water container.

James Abdul of OPAPP said that the activity aims to determine what programs can be given to the returnees including their family and community.

Army nabs 3, seizes illegally cut logs in Maguindanao

COTABATO CITY -- Government soldiers intercepted Tuesday illegally cut forest products and arrested three persons in Barira, Maguindanao.

1Lt. Ric Pitallano, commanding officer of Bravo Company of the Army’s 37th Infantry Battalion (37IB), in a report said 1,832 board feet of lumber of various sizes in two cargo trucks were intercepted at Sitio Kalilangan, Barangay Lamin, Barira, Maguindanao.

Rudtha Fanares, Marju Elias and Bacve Morog, all hired laborers and residents of Barangay Lipawan, Barira, Maguindanao, were arrested.

“The drivers of two cargo trucks, a Mazda Titan owned by Noria Baruto Taguya and a Mazda Bongo owned by Saadudin Marangit Bauntong, managed to escape,” Pitallano said in his report to the Army’s 6th Infantry Division.

Pitallano added that an unlicensed .22-caliber rifle with ammunition was also found in one of the vehicles.

PH improves on SDGs, says PIDS

THE country is making headway in achieving the Sustainable Development Goals (SDGs), particularly in terms of increasing labor productivity and reducing income equality, said a senior research fellow of state think tank Philippine Institute for Development Studies (PIDS).

Citing results of the Philippines 2019 Voluntary National Review (VNR) Report on the SDGs during a policy dialogue recently organized by the Institute and the United Nations Economic and Social Commission for Asia and the Pacific, Dr. Jose Ramon Albert said the Philippines’ labor productivity grew by 8.4 percent in 2017.

He also noted that unemployment in the country has significantly improved at 5.7 percent last year—one of the lowest since 2005.

The phenomenon of vote buying is an electoral malpractices that subverts the integrity of the electoral process wherein it is a means by which society democratically translates human rights to political participation.

Apart from the commonly cited contributory factors of poverty, illiteracy/ignorance, and growing youth unemployment that are responsible for the sustenance of phenomenon of vote buying, there are more fundamental attitudinal problems on the part of both the electorates and political parties that need to be urgently addressed.

First, political cynicism on the part of the voters supports the use of money to buy and sell votes. The impression that political office holders are incurably corrupt, self centered and incompetent has made people to

view politics as a dirty and dishonorable enterprise, fraudulent, and a betrayal of public trust.

This cynical view of politics is further accentuated by unfulfilled promises made by winners of past elections. Thus, encouraging electorates to ask for a pay-off, another way by which people receive their own share of the national cake.

On the other hand, the candidates who gave money and material items to voters probably believe that they are investing against electoral failure.

Second, the political culture where politicians strive to win elections, even at the party primaries, al all cost, makes desperate politicians and their political parties or supporters to engage in all sorts of electoral malpractices knowingly, including offering financial and material inducements to voters and bribery of both officials and law enforcement agents that are supposed to enforce the law and monitor compliance. Hence, the political culture promotes ‘a-door-die’ electoral contest; ‘the winner takes all syndrome’; obscene display of opulence by public office holders and ostentations living of many politicians.

The voters’ perception of politics is greatly reinforced by the view of many politicians and their

godfathers that political contest is a high risk investment. The higher the risk, the greater are the returns.

Attitudinal change by both the buyers and the sellers of votes to have a positive perception of politics is a platform for promoting good governance and sustainable development in the best interest of all. This requires an aggressive awareness campaign on the dangers of excessive/uncontrolled use of money in politics.

The enabling justice system must be such that electoral justice is assured at all times, without fear or favor or discrimination. This requires the cooperation and alertness of all the stakeholders: the government, the electoral commission, the political parties, and their candidates, the electorates and the civil society organizations including the media, must cultivate the right attitudes to believe in democratic values and make democracy work by ensuring that the game of politics is played according to the rule of law, political rights and freedoms of all stakeholders, equality before the ;aw and equal opportunities for all in the political space.

The Regional Tripartite Wages and Productivity Board – Region X (RTWPB-X) together with the Department of Labor and Employment – Region X (DOLE-X) on May 22, 2019 commended the presentation of the Rural Transit Mindanao, Incorporated (RTMI) and Mindanao Alliance of Land Transport and General Workers Union (MALTU) on their existing compensation scheme for their bus drivers and conductors. It was detailed on how drivers are being paid, the Drivers/Conductors Academy, and the MALTU Collective Bargaining Agreement (CBA): Commission/Productivity-Based Incentives.

So don’t quit trying just because your trying times are hard. The great inventor, Thomas Edison, tried a certain experiment hundreds of times, but it still did not work. So his assistant said to him: “It’s too bad that we did all that work without any results. But Edison

Crying with Marawi “I was roused by the call from the minarets that broke the predawn silence.

Not just one. Not just two.

But a symphony from the muezzins calling the faithful to the first morning prayer, Fajr, from the masjids inside MSU campus.

Joined by the fainter calls from masjids in the surrounding towns.

Same soulful melodious call. Plaintive as the kulintang. But different tones. Different pitches.

Different rhythms.

The images of war torn Marawi flashed back in my mind. The ravages of a war that did not spare the mosques and the Roman Catholic St. Mary’s Cathedral. All silent and empty now.

Perhaps, these images too were in the minds of the muezzins as they beckon the faithful to prayer.

I walked out of Mam Ele’s house where I stayed overnight and strolled down the golf course. The sun still hiding beneath the horizon. The faint orange glow brightening at each step that I took.

The grass still thick with moisture. The silhouette of the lazy mountain still dim against the light of dawn.

I remembered the first time I saw that mountain.

It was the very first day I set foot on this campus. A mere boy of fifteen who, like most people from Luzon, was geographically challenged when it concerns Mindanao. With no internet and Google for instant information

then, I was completely ignorant of the peoples and geographical features of this Land of Promise.

Except for Mt. Apo, I was ignorant of the mountains of the island. Of this sleeping beauty that the people of the lake has enjoyed from time immemorial.

It’s almost fifty years since that day. The campus has changed a lot.

More buildings. (Some just a shell of what they should have been. Sadly.)

The wild sunflowers are gone but the golf course remained albeit in a deplorable state now. The view still breath taking.

The Sleeping Lady still a wonder.

It’s almost a year since I wrote, “Marawi will rise again. MSU will be filled with dreamers once more!”

The dreamers have come back. Most of them still in bed and, perhaps, literally dreaming. Some I saw strolling lackadaisically on the golf course.

A heartwarming sight.

But the heart of Marawi, the Most Affected Area, what used to be a beautiful view from the golf course, immortalized on canvass and glossy cartolina by student painters and on paper and film by photographers, still lies in shambles.”

It has been a little over a year now when I wrote the above but there is little movement to address the cry of Marawi.

What is it in the hearts of men that they turn a blind eye to the suffering and plight of the internally

displaced peoples? And, not only turn a blind eye but even exploit the situation for their own selfish interests?

Billions of pesos have been donated for the rehabilitation of Marawi and for assistance to the internally displaced persons. Yet, hundreds of families still live in abject conditions within the evacuation centers.

Many of them in tents that are poorly provided for. Many more in homes of relatives and friends or rented houses.

Such were my thoughts as I once more walked towards the golf course this morning.

Yesterday afternoon, I asked the workers that stayed in the building built on what was once part of the golf course that’s slowly being finished to allow me to go up to the top of the building where the view would be captivating. I knew because I entered the building and took pictures from there ten months ago, when the building was just the shell of what it was designed and funded for and anyone could enter at will. I wondered again why it was not finished on time then. Where the money went. But I was glad that, thanks to the efforts of the current President of MSU, the building is slowly but surely nearing completion. Finally.

The workers kindly allowed me. So I went up to the roof.

The view that greeted me was stunning. The

faint early morning glow just a sliver of light. The lady mountain still a very dim outline against the horizon. There were scattered lights from the houses around the lake. The crescent moon smiled.

Sadly. No lights came from where hundreds were visible before, from the most affected area, the Ground Zero.

I sat on the concrete wall on the edge of the roof. Silently. Waited patiently.

Slowly, the lake started to shimmer. The sky slowly blossoming as the dawn gave way to a more majestic morning than a year ago. An even more awesome orange glow growing. Then the sun gently rose. Golden against the orange glow.

Once more, one of my favorite verses came to mind and filled my mind.

Monetary Board Expands Coverage of Reduction in Reserve Requirements AT its meeting on 23 May 2019, the Monetary Board complemented the reduction in reserve requirements for universal and commercial banks (U/KBs) with a phased 200-basis-point reduction in the reserve requirements for thrift banks (TBs) and non-bank financial institutions with quasibanking functions (NBQBs), as well as a 100-basis-point reduction for demand deposits and NOW accounts of rural and cooperative banks to be effective on 31 May 2019. Moreover, longterm negotiable certificates of time deposit issued by

all banks and NBQBs will have reduced and uniform reserve requirement ratio of 4.0 percent.

The reductions on reserve requirements will take effect for U/KBs, TBs, and NBQBs on the reserve weeks beginning 31 May 2019, 28 June 2019, and 26 July 2019. The lower ratios shall apply to all reservable liabilities except bonds and mortgage/chattel mortgage certificates as the BSP continues to assess the impact of a reduction in the reserve requirements on said instruments.

GSIS Chairman Macasaet meets Zambo stakeholders, unveils GWAPS kiosk

GOVERNMENT Service Insurance System (GSIS) Chairman Rolando Macasaet, a Zamboangueño, recently met with stakeholders and unveiled an additional kiosk in Zamboanga City to bring the pension fund’s services closer to its members and pensioners.

The stakeholders’ dialogue was held in the city’s Garden Orchid Hotel and the installation of the GSIS Wireless Automated Processing System (GWAPS) kiosk, at the Integrated Bus Terminal in Barangay Divisoria.

Around 100 members and pensioners, which included representatives of

government agencies such as the Home Development Mutual Fund (Pag-IBIG), Philippine Health Insurance Corporation (PhilHealth), and Department of Labor and Employment, attended the dialogue.

GSIS has been holding dialogues to elicit concerns of its members and pensioners. In turn, these are used by management as inputs in improving the pension fund’s services and programs.

During the event, Chairman Macasaet also shared his dream of putting up a day care center in GSIS, where members can leave their children ages three

to eight years old; allowing teachers to avail of loans immediately upon entering government service; including barangay officials as GSIS members; offering the GSIS Financial Assistance Loan to all members; and increasing the number of GSIS scholars.

Zamboanga City Administrator Marie Angelique Go and nearly 60 stakeholders, meanwhile, graced the installation of the GWAPS kiosk in the morning.

“Around 2,000 pensioners who must renew their active status and members who need to apply for loans as well as check their membership and loan records will

benefit from the GWAPS. This means saving them time, money, and effort,” explained GSIS Chairman Macasaet.

He added that the kiosk location offers greater accessibility and security for those residing within the area and plying the ZamboangaPagadian-Dipolog route.

The GWAPS kiosk in Brgy. Divisoria is the second to be installed in Zamboanga in a span of less than two months. The first kiosk was installed in Sangali Community Health Center in Barangay Sangali, 70 kilometers away from the GSIS Zamboanga Branch Office, last March 25.

AGRARIAN Reform Secretary John R. Castriciones has created a new collegial body deputized to act on applications for land use conversion.

The same group, called the “Land Use Cases Committee” (LUCC), is also authorized to grant or reject applications for exemption and exclusion of agricultural lands from the coverage of the Comprehensive Agrarian Reform Program (CARP).

Under the law, the Department of Agrarian Reform (DAR) Secretary “shall be the approving authority for land use conversion applications involving lands with an area larger than five hectares.”

Castriciones, however, decided to delegate this power in deference to President Rodrigo Roa Duterte’s directive “to streamline the conversion, exemption and exclusion processes for speedy resolution of the same,” read DAR Administrative Order No. 6, Series of 2019, The LUCC will be composed of a chairperson,

a vice-chairperson, and three members each for the sub-committees on land use conversion, exemption and exclusion.

The concerned committee shall issue decisions, resolutions and/ or orders pertaining to the following: application for conversion, application for extension of the development period, petition for revocation of the conversion order, application for exemption, application for exclusion, petition for revocation of the exemption/exclusion orders, application/ lifting of cease and desist order, and appeal from the decision of the regional director relative to the aforesaid application/petition involving lands with an area of five hectares and below.

The DAR chief tapped Assistant Secretary Jim G. Coleto of the DAR Adjudication Board as chairperson of the LUCC and Assistant Secretary for Field Operations Elmer Distor as vice-chairperson. They sit as chairperson and vice-chairperson to all

three sub-committees.

Working with them are the following officials: Assistant Secretary for Support Service Celerina G. Afable, Legal Service Director Marvin V. Bernal and Agrarian Reform Capacity Development Service Director Susana R. Serrano for the Committee on Conversion; Assistant Secretary for Finance, Management and Administration Ma. A vote of three of the five-member committee, who are present during the deliberation is sufficient for the approval or disapproval of the applications.

FDA orders recall, seizure of imported canned meat

MANILA -- The Food and Drug Administration (FDA) has ordered the recall and seizure of imported pork meat products in the market as these may be contaminated with African swine fever (ASF).

In its Memorandum 2019-048 released on Monday, the FDA directed all importers, distributors, retail outlets, and other dealers “to immediately recall all pork meat products imported from countries suspected to be affected by ASF virus.”

The ASF, as defined by the World Organization for Animal Health (OIE), is a highly contagious hemorrhagic disease of pigs, warthogs, European wild boar, and American wild pigs.

It is caused by DNA virus of the Asfarviridae family which causes high fever, loss of appetite, hemorrhages in the skin and internal organs, and death in 2-10 days of the affected pigs.

Although it is not considered as a human health

threat, Domingo advised the public to exercise “extreme caution” in purchasing and consuming processed pork meat products which are sourced from countries other than the 16 countries mentioned and are registered with the FDA. Currently, he said the FDA does not allow the

registration of processed pork meat products coming from these ASF infected countries.

DTI CRACKS DOWN ON UNLICENSED STEEL PRODUCTS IN PARANAQUE During the monitoring and enforcement activities of the Department of Trade and Industry (DTI) in Parañaque City on 23 May 2019, the team led by Secretary Ramon Lopez found steel products, particularly angle bars, that do not have licenses and are sold in the market. The DTI-Fair Trade and Enforcement Bureau (DTI-FTEB) sealed all unlicensed products that will be under investigation. Sec. Lopez also inspected the licenses and PS marks of uPVC pipes used for water and electrical conduit, as well as cement to ensure quality and standards. The trade chief relayed that DTI’s intensified monitoring and enforcement will continue to ensure that substandard and uncertified products will not reach the consumers. According to the Secretary, with the intensification of product standard monitoring campaign, products with violation have gone down to 2.7% in the National Capital Region. Likewise, Sec. Lopez emphasized that the same efforts are being exerted in the provinces and regions. First Quarter 2019 Personal Remittances Rise to US$8.1 Billion PERSONAL remittances from Overseas Filipinos (OFs) increased by 6.4 percent year-on-year to US$2.8 billion in March 2019 from US$2.6 billion in March 2018. This brought the total remittances for the first quarter of 2019 to US$8.1 billion, higher by 3.7 percent compared to the US$7.8 billion posted in the same period last year, BSP Governor Benjamin E. Diokno announced today.

The continued growth in personal remittances during the first three months of 2019 was driven by steady remittance inflows from land-based OF workers with work contracts of one year or more, which aggregated to US$6.2 billion, and

compensation of sea-based workers and land-based workers with short-term contracts, which totaled US$1.7 billion.

Similarly, cash remittances from OFs coursed through banks in March 2019 amounted to US$2.5 billion, up by 6.6 percent year-on-year from the US$2.4 billion recorded in March 2018.

Of the 6.6 percent growth in March 2019, 2.0, 1.7 and 1.2 percentage points were contributed by the United States (US), Singapore and the United Kingdom (UK), respectively.

On a cumulative basis, cash remittances for the first quarter rose to US$7.3 billion, 4.2 per-

cent higher than the first quarter 2018 level of US$7 billion. This growth was buoyed by the increase in remittances from both landbased (US$5.71 billion) and sea-based (US$1.58 billion) workers, which rose by 2.5 percent and 10.8 percent, respectively. By country source, the US registered the highest share of overall remittances for the period at 35.1 percent.

It was followed by Saudi Arabia, Singapore, United Arab Emirates, the UK, Japan, Canada, Qatar, Hong Kong, and Kuwait. The combined remittances from these countries accounted for almost 78 percent of total cash remittances from January to March 2019.

FSCC Assesses Possible Global Slowdown; Maps Out Interventions THE Financial Stability Coordination Council (FSCC) held its second quarter meeting and assessed the impact on the Philippines of a possible global growth slowdown.

FSCC Chairman and Bangko Sentral ng Pilipinas (BSP) Governor Benjamin E. Diokno said that while the financial market remains on solid footing, he emphasized that the FSCC is deliberately forwardlooking in its desire to guard the financial system against brewing systemic risks that can have negative consequences on the real economy and on the public.

“The FSCC’s mandate is to introduce timely and appropriate macroprudential policies which are meant to look after the safety and soundness of the financial system and its payments

mechanism. Keeping the financial system healthy allows consumers to maximize the benefits of finance while avoiding any costs from possible disruptions,” said the Governor.

In its assessment of the local financial market for the second quarter of 2019, the FSCC specifically focused on credit, liquidity and investment risks as well as the availability of long-term funds in support of the government’s “Build, Build, Build” economic growth agenda.

“We worked against the backdrop of an anticipated global growth moderation.

We agreed on a number of possible interventions, from shorter term initiatives to our longer term goals. This leaves us with a roadmap geared towards sustaining market resiliency,” Governor Diokno added.

With the policy direction clearly set by the “Build, Build, Build” program, a healthy financial system is all the more important to be able to provide diversified sources of funding as well as to be resilient relative to possible shocks. The objective ultimately is to align the needs of a growing economy with a sound and responsive financial system.

The FSCC is an interagency council with the BSP, the Department of Finance, the Insurance Commission, the Philippine Deposit Insurance Corporation, and the Securities and Exchange Commission as member institutions. It is the venue for financial market authorities to identify, monitor, manage, and mitigate the build up of systemic risk in the Philippine financial system.

WHEREAS, on September 23, 2014, this body in its determination to reign in and frustrate the rampant use of plastics, adopted, City Ordinance No. 14-6219, entitled; “An Ordinance Regulating The Selling And Use Of Non-Biodegradable Plastic Bags, Styropor And Styrofoam Food Containers On Dry Goods And Regulating Its Utilization On Wet Goods, In Shopping Centers, Mall, Restaurants, Markets, Retail Stores And Similar Establishments In Iligan City”;

WHEREAS, although plastic bags are handy and commonly used by people, the problem is that with plastic bags is that being non-biodegradable these are hard to recycle and take more than 100 years to dissolve, pollute the soil and water as well as the food chain when animals mistake them for food.

WHEREAS, five years after the passage of said Ordinance, it has been observed that people still used plastics and the problem of pollution caused by plastics remains unchecked. Not only that plastics clogged esteros and canals that eventually lead to flooding during rainy season but it also remain as the most observable and most numerous waste in the city’s Central Materials Recovery Composting Facilities (CMRCF) in Barangay Bonbonon;

WHEREAS, there is a need to substantially amend City Ordinance No. 14-6219 by placing strong wordings in it, in order to fully observe the declared policy of Iligan City to protect, preserve and conserve the environment and to effectively and efficiently implement the programs and activities that could promote a clean, sanitary and healthful environment;

SECTION 1. Declaration of Policy. It is hereby the declared policy of Iligan City to protect, preserve and conserve the environment and to effectively and efficiently implement programs and activities that could promote a clean, sanitary and healthful environment by prohibiting the use of single-use plastic, and for its replacement, to mandate the use of indigenous alternatives that are reusable such as bayong, cloth bags (katsa), reusable glass containers, reusable cutlery, reusable tumblers, and other reusables that are available in the locality of Iligan and are much safer, are biodegradable, and are environment friendly.

SECTION 2. Purpose - The passage of this Ordinance is aimed to achieve the following goals:

1. To promote sound waste management by requiring all schools, hospitals, shopping centers, restaurants, retail stores, department stores, malls, and commercial establishments, local and national government offices and government agency offices in Iligan city to utilize reusable and environment-friendly shopping bags, take-out items, utensils, cups, and allow their customers to bring and use “bayong”, cloth bags (katsa), reusable bags, and other reusable containers for goods purchased in the establishment; 2.

To greatly reduce, if not totally eliminate, plastic waste in the city and promote the city’s advocacy to solve the problem of solid waste;

3. To greatly reduce, if not totally eliminate, The use of single-use plastics; 4.

To mandate the use of reusable and alternative materials such as reusable glass containers, reusable plastic containers, reusable utensils, bayong (woven bags), cloth bags (katsa), bio-bags made of biodegradable material, reusable cutlery, reusable tumblers, and other reusables that are available in the locality of lligan and are much safer, are biodegradable, and are environment friendly.

Put up livelihood programs in the barangays to support the production of baskets, bayongs, cloth bags, reusable bags, reusable containers, and reusable utensils, reusable straws, etc that are made out of indigenous, organic, and biodegradable materials.

Put up livelihood programs to recycle single-use and non-biodegradable plastic materials through ecobricking and by creating new materials out of these by shredding, cutting or safely melting these single-use plastic materials.

To make people aware of the Zero-waste movement all over the world and show how zero-waste establishments are helping change our behavior towards a more sustainable lifestyle.

To promote local businesses and producers through continuous Zero Waste awareness campaigns.

SECTION 3. Definition of Terms - As used in this ordinance, the following terms and phrases shall have the following operational definition;

Plastics - a synthetic material based on the chemistry of carbon. It is also called a polymer because it is made up of extremely strong chains of carbon atoms.

It is usually molded into packaging, disposable eating utensils, and other items. It is created using non-renewable energy sources thus making it unsustainable.

Alternative materials - refers to reusable and biodegradable packaging/wrapping materials like bio-bags, bayong, katsa, ecobag, cartons, boxes, reusable glass containers, reusable hard plastic containers, etc. Anything other than single-use plastic disposables.

Biodegradable materials - refers to materials that can be decomposed by microorganisms and enzymes or can naturally break down easily in the soil and in time converts it into organic matter.

Dry goods - any product that does not fall underlet goods (any product that does not require refrigeration or freezing).

Establishments- refers to any juridical person, retails and/or business establishments located within the geographical jurisdiction of Iligan City including but not limited to canteens in schools, canteens in hospitals, malls, restaurants, fast-food chains, supermarkets, wet markets and public markets, sari-sari stores, etc.

Households - refers to one’s home or house where a person resides either permanently or temporarily.

Indigenous materials- refers to materials that are naturally and locally found in a specific place such as bamboo, timbers, canes, grass, palms, and rattan or other natural and organic materials used by Filipinos before the widespread use of plastics.

Local and national government offices, government agency offices - refers to the different local and national government offices and different government line agencies located within the geographical jurisdiction of Iligan City.

Non-biodegradable materials - refers to materials like plastic and styrofoam that cannot be decomposed by microorganisms and enzymes or do not dissolve easily in the soil.

Plastic cellophane bag - a type of soft plastic. A disposable plastic material used primarily for packing, wrapping and containing goods. This material is known locally as sando bag, cellophane bag, and plastic container bags used for ice candies and ice water. These are also used in repacking of other food items and for containing other products.

Pre-packaged goods - Goods that are already wrapped and packed in plastic coming directly from the manufacturing plant or directly from the business that produces like those found in local delicacies, food snacks, frozen goods, etc.

Primary packaging materials - it is the term used to designate the layer of packaging in immediate contact with the product; in other words, it is the first packaging layer in which the product is contained. This specifically refers to the plastic packaging in pre-packaged goods defined above.

Recyclable materials - recycling is a way of creating new materials and objects from garbage waste and materials no longer in use.

Secondary packaging materials - refers to packaging materials for dry and wet goods to provide support to any primary packaging and intended for convenience of the handlers. These are the take-out bags used to carry purchases from the mall, the market, the supermarket, restaurants, food kiosks, and others mentioned in this ordinance.

Single-use plastic disposables - Single-use plastics either, labeled as nonbiodegradable or biodegradable, are usually used once before being thrown away and takes up to a thousand years to decompose.

Take-out packaging - Also refers to the secondary packaging material used to carry purchases from the mall, the market, the supermarket, restaurants, food kiosks, and others mentioned in this ordinance.

Reusables - this refers to bags, food containers, water tumblers, cutlery, utensils, and other items that can be reused over and over, even those made by hard plastic which can withstand several uses (ice cream containers and plastic Tupperware) and can be reused for years.

Disposables - these are plastic, paper, and other products designed to be thrown away after being used or used up.

Styrofoam- refers to disposable coffee cups, coolers, take-out material for food, or packaging materials that are usually white in color.

Ecobricking - The packing of clean plastic waste into PET bottles ideal for building homes, tables, chairs and many more. This is a temporary solution to the existing plastic problem in the world.

Wet goods - any product that may require refrigeration or freezing to maintain freshness and extend shelf life such as fish, meat, and cooked goods. Also refers to any kind of liquid such as water, juice, ice, soft drinks, etc.

Zero-waste movement- A movement to use products that limits our waste and a lifestyle choice where people reduce the amount one consumes and throws away.

Zero-waste establishments- Businesses where people can purchase food and household staples without packaging and recommends the bringing of one’s own bulk bags, tumblers, jars, or any reusable container.

SECTION 4. Prohibited and Mandated Acts – 1.

Business establishments including but not limited to restaurants, fast food outlets, market vendors, food kiosks, canteens, sari-sari stores, grocery stores, street vendors, shopping malls, retail shops, schools, hospitals and individuals, and other establishments mentioned in this ordinance, are prohibited to use, distribute, sell and provide the following:

a. plastic bags to customers as secondary packaging materials and/or as carry-out/take-out packaging on dry and wet goods;

b. Styrofoam as containers for foods, drinks, and other similar products;

c. plastic cutlery, plastic utensils, plastic straws, plastic cups, and other single-use plastic items referred to in Section 3.

2. Business establishments including but not limited to restaurants, fast food outlets, market vendors, food kiosks, canteens, sari-sari stores, grocery stores, street vendors, shopping malls, retail shops, schools, hospitals and individuals, and other establishments mentioned in this ordinance are mandated to do the following:

a. Use reusables and/or other alternative packaging materials for customers in lieu of single-use plastic products.

b. To allow customers to bring and use their own reusables.

3. Pastry shops, bakeries, catering services, and independent shops/services

should not wrap their items individually with plastic and should not use plastic wraps for their food containers during catering services.

4. Establishments selling fruits, vegetables, spices, and other food items and drinks that are not pre-packed and do not need to be pre-packed (as found in Section 3 for the definition of pre-packaged goods), are not allowed to wrap these in plastic as primary packaging.

5. All wet and dry goods cannot be put in single-use plastic as primary and secondary packaging as mentioned in Section 4 and Section 5 of this ordinance unless they fall under Section 6 and fall under the definition of pre-packaged goods.

6. All households, private institutions, private agencies, and everyone in general are prohibited from using single-use plastics and styrofoam for parties, wakes, gatherings, events and other activities that will amount to substantial waste afterwards.

SECTION 5. Local and National Government Offices are prohibited to: 1. Use plastic bags, plastic cutlery, plastic plates, plastic utensils, plastic straws, plastic cups, and other single-use plastic items referred to in Section 3.

2. Use Styrofoam as containers for food, water, and other similar products; 3. Use everything mentioned in Section 3, Section 5 during seminars, meetings, feeding programs, and other government activities; 4. Local and National Government Offices are mandated to provide and use alternative packaging materials in lieu of single-use plastic products and disposables; 5. Local and National Government Offices are mandated to bring their own reusables in their offices, during events, seminars and activities.

6. Local and National Government Office are mandated to continuously create awareness about this ordinance in relation to the zero*Waste movement and to continuously support zero-waste establishments.

SECTION 6. Regulated Acts – 1. Styrofoam used as ice-chests may be allowed but all establishments mentioned in this ordinance shall be responsible in disposing, recycling, and reusing the material after it is used up or destroyed.

2. Local businesses may use single-use plastic as primary packaging to pre¬pack their goods by going through government clearance when all efforts have been exhausted to find/create alternative, sustainable, and biodegradable packaging materials. The government clearance is strictly for primary packaging only.

3. Only pre-packaged goods are allowed to have single-use primary plastic packaging. All other products cannot use single-use plastic as primary and secondary packaging for all wet and dry goods as mentioned in Section 4 and Section 5 unless they fall under Section 6.2.

4. Establishments may still use single-use disposable plastics already bought prior to the effectivity of this ordinance until it is all used up or until the end of 2019, whichever comes first, and are required to dispose of said items through proper ecobricking, recycling, or any alternative to throwing these away. No new purchases will be allowed.

SECTION 7. Transition Period – 1. During the transition period, all establishments mentioned in this ordinance, all government officials, especially the barangay and purok leaders, shall go through proper training and awareness campaigns to guide and teach them how to disseminate crucial information to as many residents as possible for proper implementation of this ordinance 2. All local and national government offices, government agency offices, individuals, business establishments, sari-sari stores, school canteens, hospitals, street vendors, market vendors, food kiosks, and all those mentioned in this ordinance, shall be given three (3) months from the date of effectivity of this Ordinance to transition from disposables to reusables and to NOT dispose of their inventory as this will still end up in the landfills.

3. The use of reusable and biodegradable alternative packaging materials are encouraged, promoted, and highly favored over single-use plastics during the transition period until it becomes a habit.

4. All establishments mentioned in this ordinance are required to post about the transition in their social media pages and are required to post ecofriendly awareness materials in conspicuous areas in their establishments.

5. During the transition period, everyone is encouraged to bring their own reusables and use these reusables over disposable alternatives.

6. Establishments are encouraged to adopt the Bring Your Own Reusables (BYOR) Program. These establishments should award incentives to their customers who practice and participate in the program during the transition period. Example: Discounts and freebies.

SECTION 8. Creation of the Oversight Committee - There shall be created by the City Mayor an Oversight Committee to monitor the implementation of this Ordinance, to be composed of the following:

Chairman - Committee on Environment

Co-chairperson - Committee on Health and Sanitation, Sangguniang Panlungsod

Vice-chairman - City Environment Officer

Members - Head, EEDMO - City Administrator

- City planning and Development Officer City Health Officer

- City Information Office (Radio, print, social media)

- Head, Licenses, and Permits Division

- Schools Division Superintendent of DepEd-Iligan City

- Federated Purok President

- Civil Society Organizations (to be appointed by the Chairman) - ABC President - Private Sectors (to be appointed by the Chairman)

SECTION 9. Functions of the Oversight Committee - The Oversight Committee are mandated to do the following tasks:

a. Monitor and evaluate the compliance by concerned establishments, schools, hospitals, government agencies, and individuals, on the provisions of this Ordinance

b. Recommend to the City Mayor and to the Sangguniang Panlungsod the necessary measures to be undertaken to ensure the effective implementation of this Ordinance. c.

Functions and meetings should be held every quarter to discuss what makes the ordinance successful and to provide better solutions.

SECTION 10. Information Campaign - In order for the people to be fully aware of the provisions of this Ordinance, the City Government, through all of its offices and every establishment, institution, organization, the academe and every single individual, shall conduct a massive information campaign through the use of tri¬media and other sustainable and eco-friendly awareness drives to educate residents and ail the establishments mentioned in this ordinance.

The ultimate goal is the successful implementation of this ordinance for a cleaner and greener Iligan City which can only be accomplished when every single Iliganon contributes and fights for their Constitutional right to a healthy environment.

SECTION 11. Authorized Enforcing Officers. The following are authorized to implement this Ordinance.

1. Anti-littering task force

2. Barangay Officials/Sangguniang Barangays

3. Barangay Tanods and CVO

4. task force, groups, or individuals deputized by the Mayor

5. PNP

6. CSU

SECTION 12. City Government to Support Local Manufacturers of Eco-friendly and Sustainable Alternatives - The Iligan City Government shall support local manufacturers and researchers to create and discover more alternative packaging materials, reusable alternatives, and ingenious recycling discoveries pursuant to the National Solid Waste Management Act. The local government shall allocate 5,000,000 pesos for the successful implementation of this ordinance.

Various strategies in encouraging effective refusal, reduction, re-using and recycling of plastic by various sectors shall also be explored and promoted, such as:

1. Having more zero-waste establishments

2. Discovering ways to create Waste-to-fuel technology

3. Implementing shopping bag exchanges

4. Development of alternatives to straws, cutlery, take-away containers, take-out bags, etc., (e.g. Bamboo, banana leaves, bayong, etc.)

5. Giving discounts to shoppers who bring their own reusables

6. Priority for loans and grants to business establishments, individuals and groups that are developing eco-friendly alternatives

7. Granting cash or non-cash incentives to barangays that generate less to zero plastic waste and have complied to successful solid waste management activities

8. Bring your own reusables program

9. Continuous education on waste management and Zero-waste movement

10. Tap companies, schools, establishments, etc to help eliminate the plastic problem

11. Procurement of machines to ensure proper recycling facilities in Iligan

12. Providing support to individuals and groups who are Zero-Waste Advocates

13. Support for massive research and development initiatives

SECTION 13. Penalty. Any person or business owner found violating this Ordinance shall face the following sanctions:

For Business establishments: First offense - P5,000 and 10 hours community service for the owner of the business establishment and the individual/s who made the violation if one acted in his/her duty as an employee of the establishment.

Second offense - P5,000 and 20 hours community service for the owner of the business establishment and the individual/s who made the violation if one acted in his/her duty as an employee of the establishment.

Third offense - P 5,000, 30 hours community service, and revocation of business permit: For Individuals: First offense - P 1,000 and 10 hours community service Second offense - P3,000 and 20 hours community service Third offense - P5,000 and 30 hours community service

SECTION 14. Separability Clause. If any part of this Ordinance is declared not valid, unconstitutional or unlawful, such declaration shall not affect or impair the remaining provisions, sections or parts thereof, which shall remain or continue to be in full force and effect.

SECTION 15. Repealing Clause. All previous ordinances inconsistent with this Ordinance shall be deemed repealed or modified accordingly.

SECTION 16. Effectivity. This Ordinance shall take effect fifteen days (15) after its publication in a local newspaper of general circulation and posting for three (3) consecutive weeks in all conspicuous places in the City Hall or in the local bulletin board.

Mayor Sara opens farmers trading post

DAVAO CITY -- After a long wait, the PHP70-million Davao Food Terminal Complex (DFTC) in Daliao, Toril here was finally opened Tuesday to serve small-scale farmers who often fall prey to middlemen because they lacked market access.

“Given how this food terminal can ensure that farmer’s products can be directly sold to the consumers without the intervention of middlemen, the project shall be of mutual benefit for the farmers and the customers in Davao City,” Mayor Sara Duterte noted.

Speaking at the grand opening of DFTC, Mayor Sara said the food terminal for small-scale fruit and vegetable farmers is the city government’s response to the United Nation’s Sustainable Development Goal to “end hunger, achieve food security and improved nutrition, and promote sustainable agriculture”.

The mayor said the food

terminal also seeks to boost food security and defeat hunger amid the changing climate and increasing food demand across the globe.

The construction of the food terminal at the old Daratex property in Toril was conceptualized sometime in 2014, as a partnership between the city government and the Department of Agriculture in Region 11 (DA-11), which funded the project at P70 million.

According to DA-11 Director Ricardo Oñate Jr., the project is part of three primary support for farmers to become productive and have sustainable sources of income: technology, financing, and marketing.

He said Delos Reyes was arrested after several complainants filed formal charges against her and two other persons on August 2016 at the Department of Justice in Manila.

Morales said the complainants alleged that Delos Reyes and her colleagues promised them jobs in Japan, Australia, and Germany as butchers and meat processing workers in exchange

of money ranging from PHP30,000 to PHP120,000 as processing fee and payments for other documents.

Several months passed, Morales said the complainants discovered that Delos Reyes and other respondents did not have the authority or license to engage in recruitment or placement of Filipino workers abroad.

In the Philippines, by virtue of Republic Act (RA) 10533, the Department of Education organizes a series of mass training courses of all public school teachers every year, for the gradual and successful implementation of the K to 12. The teacherparticipants are exposed to remarkable changes in the curriculum, more especially the current changes in social studies for Junior High School.

All the disciplines are taught in a spiral, conceptual, thematic, collaborative, integrative, constructivist, and experiential manner, more in an access mode than a delivery mode of instruction. These synthesized approaches mold the four learning quadrants of the 21st century learner, who will be equipped with 21st century skills such as: (1) information, media and technology, (2) learning and innovations, (3) communication, and (4) life and career.

World History teaching focuses on the relevant content selections with appropriate learning activities and assessments designed to achieve UNESCO’s Four Pillars of Learning in the 21st century (Learning to Know, Learning to Do, Learning to Live Together, and Learning to Be).

Leaning on this, a perusal of lesson standards, competencies, content, activities, and assessments of these learning resources are set into proper perspective. Thus, the curriculum is flexible enough to enable and allow schools to localize, indigenize, and enhance the curriculum based on their respective educational and social contexts. These provisions challenge the creativity of the social studies teachers to teach world history with what is known locally in the communities, with which the students are familiar to construct meanings of information and concepts in a specific lesson selection.

Over the years, the Brigada Eskwela has become the foundation for community building. Its effort has evolved from a weeklong cleaning-up and beautification exercise to a festive coming together of students, teachers, schools officials, parents, community members, local government officials, non-government organizations, church groups and the private sector. It, too, has become one of the major initiatives of DepED in enjoining local communities to respond to the needs of public schools and be part of a nationwide effort towards improving Philippines basic education.

As its name suggests, BrigadaEskwela assembles an army of volunteers to repair and prepare classrooms in time for the opening of classes. The success of its implementation lies in the collaborative effort of school heads, private partners, local government units, and the community members, including parents and students. Through the initiative of the school heads, private partners are given the opportunity to contribute resources for the effort.

Moreover, local government units and community members mostly provide manpower and volunteer services during this week-long activity. Partners from private companies not only donate cash and resources to the cause. Some of them also send their employees to schools to help. Representatives from religious groups and

members of local government units (LGU) such as policemen, firefighters, and Bantay Bayan also take part in putting up new donated blackboards, painting school fences, and mounting bulletin boards.

Parents, teachers, and students from different school organizations also offer their help. Throughout the years, the spirit of volunteerism in BrigadaEskwela has reached more people in the communities. It was with this spirit of volunteerism and public-private partnership for education that Republic Act 8525, or the “Adopt-A-School Act” was made in 1998. Through the AdoptA-School companies and professionals are given the opportunity to contribute in improving the public education system of the country.

In the effort of Adopt-A-School program to bring the bayanihan spirit to the community level and maximize civil participation and utilize local resources to improve the public schools, the Department of Education launched the National Schools Maintenance Week on May 2019. Dubbed, BrigadaEskwela, the program brought together teachers, parents and community members every third week of May to work together in repairing public schools for school opening.

percent or PhP25.26 billion) of the proposed FY 2020 budget for the focus areas.

The activity had two parts: a) plenary presentation on the salient features of EO 70, NTF/RTF-ELCAC, CAPDev, and the role of LGUs in localizing EO 70; and the province’s peace and security situationer; and b) workshop session to identify and validate community needs and proposed PPAs of the ELCAC/CAPDev areas.

Provincial Cascading on EO 70 and CAPDev to the provinces of Misamis Occidental, Lanao del Norte and Misamis Oriental are set on 30 and 31 May and 3 June 2019, respectively.

The SSS first opened its LRP on April 28, 2016 until April 27, 2017 to assist its calamity-affected members who were struggling to pay their short-term loans such as salary, emergency, educational (old), Study-NowPay-Later Plan, Voc-Tech, and Investment Incentive.

In its first implementation, the SSS restructured P13.8 billion worth of loans and condoned P13.5 billion worth of penalties which benefited more than 856,000 members. It also generated an income amounting to P5.8 billion.

While the first LRP posted remarkable results, many members failed to avail of the program and clamored for another LRP. In response, SSS opened the second implementation of the program upon the approval of President Rodrigo Duterte.

Ignacio said that they are pleased with the results of the two LRPs, especially with the number of memberborrowers who applied under the program. Both the first and second LRP exceeded its target number of availees by 68 percent and 28 percent, respectively.

“SSS understands that natural calamities make it difficult for its members to pay their loan obligations.

We are glad that through the LRP, the pension fund was able to help more than 1.51 million member-borrowers who were affected by various calamities to settle their unpaid loans,” Ignacio said.

Lobregat files electoral protest in Zambo City mayoralty race ZAMBOANGA CITY -- Outgoing Representative Celso Lobregat of this city’s first district has filed an electoral protest questioning the victory of incumbent Mayor Maria Isabelle Climaco-Salazar in the recently held mid-term polls.

Lobregat, who ran for mayor but lost, filed the electoral protest with the Commission on Elections (Comelec) central office on May 23, exactly 10 days after the midterm elections.

Lobregat named Salazar as primary respondent, with the members of the city board of canvassers composed of Atty.

Ricardo Cabaron, Dr. Felix Triambulo, and Arman Faustino, as co-respondents.

Lobregat has asked the Comelec to order the local board of canvassers to do a manual recount in 379 clustered precincts in more than 60 barangays. This city has 98 barangays, including eight island villages.

“We are protesting the results of the mayoralty race in Zamboanga City as they are not truly reflective of the actual and legitimate results due to electoral fraud, anomalies, irregularities and errors,” said Lobregat in a press conference Sunday.

In his protest, Lobregat alleged that Salazar used public funds, equipment, facilities owned or controlled by the government for an election campaign, which he said was

tantamount to vote-buying.

The lawmaker also alleged non-compliance “as to the manner of voting and recording of objections by voters in relation to the Voters’ Verifiable Paper Audit Trail (VVPAT), which resulted in a massive disenfranchisement of voters,” as well as the “mandatory setting up of VRVMs (Voters Registration Verification Machines)”.

He also cited the supposed “corrupted SD (Secure Digital) cards malfunctioning Vote Counting Machines prevented the true and correct determination of votes cast during the local election, and the constitutional protection and guarantee on the right of suffrage”.

“This is worth fighting for.

On the results, we have received much information, testimonies, documents, evidence and we have studied and analyzed the result on a precinct per precinct basis and we are really protesting the results. These are not truly reflective of the will of the people,” Lobregat said.

Salazar, in a press conference Monday, welcomed the electoral protest filed by Lobregat, even as she cited the “historical statistical data” to prove her victory was beyond doubt.

“It is his right,” said Salazar of Lobregat’s electoral protest.

Salazar prevailed over Lobregat in with a margin of 32,741 votes, getting a total of 140,362 votes over Lobregat’s 107,621 votes. (PNA)
